December 2011 NOTTINGHAM HAPPENINGS Nottingham Country residents may have seen recent media reports concerning the controversy surrounding the proposed walking/biking trail that is being built by Harris County on the west side of Mason Creek. This article will attempt to provide some factual information that we are aware of concerning this matter. Please be advised that I am a banker but I am not a legal expert regarding real estate title matters and this article does not reflect the personal viewpoints of myself or the other NCCIA board members. About two years ago, NCCIA learned that Harris County was proposing the addition of a walking/ biking trail along Mason Creek. The County has constructed a series of paths along Buffalo Bayou which extend from the west side of Houston all the way out to George Bush Park. Individuals can walk or bike along those paths from that area all the way out to the Katy area. Our MUD was approached several years ago about contributing funds to facilitate the construction of the extension of the pathways along Mason Creek. In theory, this is probably a very nice amenity for the homeowners in Nottingham County. Of course, approximately 70 homeowners whose homes back up to the trail may have an alternative view. NCCIA has copies of the original plat maps of all sections in NC. The homes in Section 7 on Shillington border on the east side of Mason Creek. The plat maps indicate that those property lines extend to the middle of Mason Creek. However, the Harris County Flood Control has an easement from the middle of the creek to the back of the fence line. Residents may recall that a few years ago the Flood Control District asked homeowners to move their fences back and out the easement. Homeowners may own the land down to the middle of the creek but since there is an easement the land is probably not worth much as a homeowner cannot construct anything on the easement. The plat maps for Sections 8 and 9 seem to indicate that homes which back up to Mason Creek, also have property lines which extend to the middle of Mason Creek and also have a Harris County Flood Control easement from the fence line to the middle of the creek. There does appear to be a slight variance in some of the lines drawn by the surveyor at the time of completion. About a year ago, some of the NCCIA Board members were informed that the homeowners on the west side of Mason Creek did not own the land that was shown as the Harris County Flood Control easement and that the developer of Nottingham County, the Kickerillo Company, still owned it. We were told the County then

approached the Kickerillo Company and they deeded that property to Harris County. It seemed unusual at the time that there was no apparent homeowner acknowledgement of this activity. Within the past six months, Harris County initiated the process of building the trails and it became apparent to a few homeowners on Rustic Knolls whose homes will back up to the trail. Those homeowners questioned the County regarding how a portion of their property was apparently deed to Harris County without their knowledge and permission. It is believed that the affected homeowners have surveys and title policies, which show they own the land down to the middle of Mason Creek. We understand a number of homeowners contacted attorneys and Harris County for an explanation. We have seen some emails and letters whereby the County and County Commissioner Radack have responded to the inquiries and have basically stated that it is their belief, based upon the property reviewed by the County Attorney’s office, that the property in question indeed does belong to Harris County. So there you have it. We realize this matter only affects about 70 homeowners in NC but we believe that homeowners need to be aware of any and all issues regarding NC, the “good, the bad and the ugly.” It is our hope that County will continue to visit or meet with the affected homeowners and that all ownership issues can be resolved regarding this matter. Water Usage in Nottingham Country During the drought of 2011, usage of water by residents of Nottingham Country increased materially. We have gone from a monthly average of about 36,000,000 gallons to an average of over 54 000,000, with a recent month exceeding 80,000,000 gallons. Your MUD has been able to supply the increased demand and the only restriction to date, has been a mild Odd/Even restriction. How long we can keep plumbing at this rate is anyone’s guess and we all hope for more rain. The employees of Mason Creek Utility District have had to deal with more line damages than any time in history and many residents feel their meters are broken due to the increase in water use. As with most districts on this side of Houston, our water comes from wells and at present, we have very strong wells.

Street Repairs Started The HOA and Mason Creek U.D. have been working with Harris County to accomplish street repairs in Nottingham Country. The HOA has driven the entire street system and pointed out the most severe street problems to the County and they have responded by placing tar patches in those areas. The County will start final repairs and remove the tar patches as funds become available. Over the next year, the HOA will identify the less damaged areas and the County will repair them as well. Currently, Mason Creek Utility District is placing a form for reporting street problems on their website and the HOA will follow within the next few weeks. Bob Wills Director

The foreclosures are selling but we seem to be adding about one new one per month. The trend is slowing down which is a positive sign. Again, many of these properties have been neglected and need work but there are good buying opportunities here.

How to address the Board directly The monthly meetings of the Board of Directors are held on the second Thursday, at 6:30 PM at the Mason Creek Community Center Houghton Room. The facility is located at the corner of Houghton and Kingsland. All members are welcome to attend the meetings. However, due to time constraints, we cannot allow audience members to speak at the meeting unless they contact us ahead of time and get put on the agenda. As much as I dislike telling that to someone who has taken the time out of his or her schedule to come to the meeting with a concern, I must respect the time of the volunteers on the Board as well. STEPPING INTO THE FUTURE SCHOLARSHIPS

Drs. James Jacobs and Nicolas Manriquez, of Your Total Foot Care Specialist, are pleased to announce, two $1,500 “Stepping Into The Future” scholarships for 2012 KISD graduating seniors. Applications must be submitted to the offices of Your Total Foot Care Specialist by March 29, 2012, 5:00 PM. A third party committee will select the two winning applicants. The “Stepping Into The Future” scholarship program is available to seniors graduating with GPA’s ranging from 2.5 to 3.7. The scholarships are geared towards those students showing academic promise through a combination of demonstrated academic achievement and leadership potential. The two “Stepping Into The Future” scholarship recipients will be announced at the Katy ISD Awards Ceremonies during May.

One mentor, one student, one hour per week. KEYS brings adult role models into Katy ISD schools to motivate, encourage and inspire students on the brink of success. Mentors meet with their student on campus at a pre-designated time each week. As mentor and student build their relationship, they decide together how to spend their mentoring time. Whether spent playing games, reading or just talking, that one hour a week makes a tremendous difference in the life of a child. KISD Receives Top Rating in Schools FIRST Financial Accountability Rating System

Katy ISD has earned a rating of Superior Achievement under the Financial Integrity Rating System of Texas (FIRST) for the 2009-2010 fiscal year. Katy ISD has received this top rating for each of the nine years that Texas districts have been rated through Schools FIRST. Schools FIRST is a statewide rating system created to ensure that school districts are held accountable for the quality of their financial management practices, while achieving improved performance in the management of their financial resources. The Schools FIRST accountability rating system assigns one of four ratings, with the highest being Superior Achievement, followed by Above Standard Achievement, Standard Achievement and Substandard Achievement. Approximately 784 out of the 1,029 school districts in Texas received the Superior Achievement rating this year. Katy ISD also recently announced that it has been named a Five-Start District in the Texas Comptroller’s Financial Allocation Study for Texas (FAST) – one of only 23 districts in Texas to receive this rank for two consecutive years.

The Taylor High School Choirs will present the 28th annual Madrigal Dinner on Friday December 2nd and Saturday December 3rd at 7:00 PM. The King and Queen, Court Jester and the Lords and Ladies of the Royal Court preside over the festivities while students dressed as beggars and wenches serve the meal. A professional juggler entertains and a silent auction and raffle is available for bidding before and during the meal. The whole event is held in the transformed James E Taylor High School’s “Medieval Castle” Commons. Pack 780 Cub Scouts Tour Texas Children’s Hospital The Webelos Den (10-year-olds) from Cub Scout Pack 780 recently toured the Emergency Room of the West Houston campus of Texas Children’s Hospital. Dr. Todd Johnson, a physician at the hospital and a father of one of the Scouts, led the tour. While in the hospital, the boys learned about different life saving equipment and procedures and also practiced first aid techniques. Pack 780 is chartered by a congregation of the Church of Jesus Christ of Latter-day Saints from the South Katy area. All boys ages 8-10 are welcome to join. BOY SCOUTS CRHS student Andrew Vogel Earns Eagle Rank Andrew Vogel, a member of Boy Scout Troop 73, recently earned the rank of Eagle Scout. For his Eagle project, Andrew resurfaced part of the walking trails of the Houston Arboretum and Nature Center. By covering up the existing crushed concrete with decomposed granite, the resurfacing project offers universal accessibility to people in wheelchairs, children in strollers and emergency vehicles. Andrew has held numerous leadership positions within his troop, such as Senior Patrol Leader, Patrol Leader and Order of the Arrow Representative. He is a Brotherhood member of the Order of the Arrow. He has also earned over 100 merit badges. Andrew completed his Eagle project earlier this year, while he was in the tenth grade. Andrew is currently a junior at Cinco Ranch High School. Troop 73 is chartered through Memorial Lutheran Church of Katy.

PACK 542 HONORS THOMAS PARK WITH A TREE FOR ARBOR DAY Thomas Park in Old Katy will be a little more colorful this fall thanks to efforts of the Cub Scouts of Pack 542. The Scouts spent a sunny Sunday afternoon planting a tree in honor of Arbor Day. Not only will the tree planting help beautify Thomas Park, but it helped the Scouts develop a sense of community involvement and giving back through service to the community. The kids put some effort into life and they will see the benefits down the road, especially when they return to visit the Park after many years.

GIRL SCOUTS CRHS student Christin Vogel Earns Silver Award Christin Vogel, a member of Girl Scout Troop 17229, recently earned the Girl Scout Silver Award, the highest recognition a Cadette Girl Scout can achieve. Her project consisted of conducting book drives and creating activity kits. Christin held two different book drives. The children’s books were donated to the Harris County Hospital District. The teens’ books were donated to the Krause Center in Katy. The activity kits were assembled and divided according to age and gender; they benefitted the children coming into Texas Children’s Hospital West Campus Emergency Center. Christin also donated band-aids, stickers and bubbles to the TCH Emergency Center. Christin completed her Silver Award project earlier this year, while she was in the eighth grade. Christin is currently a freshman at Cinco Ranch High School.

Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fill-theBoot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 PM. Katy LDS Churches Join with Brookwood Community for Bike Rally On October 16th, Katy congregations from the Church of Jesus Christ of Latter-day Saints (LDS) joined with the Brookwood Community for a special bike rally and carnival. The Brookwood Community is a residential facility and vocational program for adults with disabilities. The bike rally or BW15 provided residents with a fun, inclusive bike ride. Some Brookwood residents rode tandem bikes with volunteers from the churches. Others rode independently on either regular or specially modified bikes.

Church members from the Katy 3rd and 4th wards, two congregations from the south Katy area, provided food and drinks for the participants. The LDS volunteers also came to support the residents with cheering and encouragement. After the bike rally, the Katy churches provided a carnival with games and activities for the residents at the Brookwood community. This event was part of a broader Houston-wide “Day of Service” in which many Houston area Latter-day Saint congregations participated. The Brookwood community is located in Brookshire, Texas and provides an educational environment that creates meaningful jobs, builds a sense of belonging and demands dignity and respect for adults with disabilities. • Share your Holidays Food Drive - On December 9th the library will once again be the drop off location for food donations in Channel 13’s annual “Share Your Holidays” Food Drive. The library has participated every year since it opened in 1993. All food donated will be distributed by Katy Christian Ministries and benefit families in the Katy area. Healthy Holiday Eating Who says you’ll gain weight during the holidays? Only YOU. You can avoid the extra pounds tempting you to overeat this holiday season with one simple tool: will power. Do check out these tips as you maintain - or even lose - weight these next few weeks: Eat before you go to a party. This is one of the best tricks to avoid overeating at gatherings. Add fiber rich foods (ex. 100% whole wheat) to whatever you eat so you’ll feel full. Plus, eating fruit will help curb that sweet tooth. Get up and move! Saying you’re too busy is not an explanation - it’s an excuse. You can exercise inside and outside the home - hit the gym, walking/running, tennis, bootcamp, yoga, jump rope, biking, anything. Most cable/dish networks even offer a fitness channel. Get moving. No excuses! Pre-cut your foods. Pre-cut your foods to turn 1 piece into 2, 3 or more pieces. Your plate looks fuller meaning you have enough food and won’t crave seconds. One tortilla chip can be broken into 4 or more pieces to avoid eating too many and dipping too much. Keep a food journal. Write down everything, starting NOW, that you eat. Review your entries daily and see what needs to be added and taken out of your diet. Don’t bring it home. Tempted by chips? Cookies? Pumpkin pie? Don’t buy it when at the market. Even better - avoid those aisles when shopping for food.

Celery keeps blood pressure low, and helps lower cholesterol too. • Keep reading the labels, but don’t be fooled. Are ‘lite’ potato chips or crisps really a great health option? Yes, you could save a worthwhile 20 calories on a packet - but they’re still a high-fat food, so go easy. • Out of sight is out of mouth. Hide away indulgent puddings, cream and other temptations in the salad drawer, so they don’t beckon every time you open the fridge door. • Brazil nuts are rich in selenium, which improves mood and reduces anxiety.
