ANNUAL ASSESSMENTS!!

It’s almost that time of year again. Here is the schedule for the collection of the Association’s Assessments: November 30th: Initial invoices are mailed out by the end of November. Please make sure the management company has your correct mailing address.

January 1st: The Assessment is due on January 1st every year.

January 31st: Unpaid Assessments become delinquent.

February 1st: Late fees and interest begin and Late Notices are mailed out for all delinquent accounts.

March 1st: A Warning Letter is mailed out on all delinquent accounts.

April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time.

May 1st: If payment still has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account.

Payment Options: If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. You will still pay interest on the unpaid balance, but you will not be sent to the attorney. Statements will be mailed the first of every month for accounts making payments. Quite a few homeowners have started making monthly payments ahead of time, so that when the assessment becomes due they are already paid.

Methods of payment: CHECK OR MONEY ORDER: Cash is not accepted. Please make payment with check or money order made payable to your community.

ONLINE: You can now make payments online using Visa, MasterCard, Discover or with a checking account. There is a service fee of $14.95 for one time payments or $2 per transaction if you set up recurring payments. Go to www.KPMCommunities.com.

I’m sure we have active and retired military either living in our community or some of you may have family members in active service. In preparation of our July issues (Fourth of July) as well as November issues (Recognition of Veterans Day); those two issues will acknowledge the sacrifice of such individuals in their service for our country. RESIDENTIAL ADDRESS

A number of our residential homes need to ensure the address clearly visible and not obstructed by plants or other items. If you or someone in your home requires emergency attention, the lack of a visible address may result in delayed assistance. Reflective numbering on the curb nearest the driveway is considered the most effective. Many of the newer homes have the address located on the homes under an external light. If this is the case, it’s critical to ensure the address is not obstructed by plants.

THE STANDING RULES FOR RAINTREE VILLAGE HOA BOARD MEETINGS

The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted. Board Meeting will begin with the open session at 7:00 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda.

Your opinion is important to the Board of Directors. The Board desires to hear from Members who have information concerning the Association. During the portion of the Meeting in which the Chair accepts questions or comments from the floor, please proceed in the following manner.

1. If you wish to address the Board, please contact the Board at least 10 days prior to Meeting to be added to the agenda. You also have to state the topic to be discussed and stay on that topic only.

2. Any Member wishing to address the Board shall speak no more than two (2) minutes.

3. No Member may speak more than once on the subject and no more than two (2) minutes, until all Members who wish to speak have done so.

4. Members of the audience shall not be permitted to interrupt nor question any speaker.

5. After the speaker has finished addressing the Board, the Meeting Chairperson will recognize the next Member to speak.

6. Members in attendance are not permitted to engage in private discussions during the open session and must remain quite or leave the meeting room.

7. Violations of these Standing Rules will not be tolerated. Violators may be requested to leave the Meeting.

The community website at www.raintreevillage.com feature a calendar highlighting meeting dates for the HOA Board Members, Crime Watch and other notable events. The website also announces Yard of the Month Winners, an electronic version of this newsletter and pictures of recent events. Check it out. YARD OF THE MONTH

The Yard of the Month Committee (YOMC) has been established to recognize neighbors who demonstrate above-average efforts in maintaining their property, thereby contributing to the overall appearance of the community at large. Our community is subdivided into four sections to recognize more residents for their efforts.

On a monthly basis the YOMC will chose four (4) lawns that best demonstrate the qualities as referenced under the “Judging Criteria” section below.

Winners of the Yard of the Month are provided a decorative yard sign for display as well as a posting on our community website. Please join the committee in congratulating our winners in the Raintree Village Yard of the Month Award.

Again, we encourage all neighbors to get in the spirit of maintaining a beautiful community. Residents may nominate a home for Yard of the Month and send comments to the Committee Chairperson, Walonda Hollins at hollinsw@sbcglobal.net.

YARD OF THE MONTH judging GUIDELINES

Contest Guidelines • Contest period will run from April to December whereby the creativity for holiday decorations will be covered.

• All current Raintree Village properties are automatically eligible except members of the HOA board and NBC. • Yard of the Month winners must be current with their Association dues.

• One (1) winner from each section will be awarded.

• Winners will be selected each month between April-December.

• Winners may be disqualified if their property is in violation of any HOA covenants or ACC regulations.

• Judging will be done by the Neighborhood Beautification Committee.

Award winners are selected based on the judging criteria listed below; decisions are final.

• Yards are selected no later than the 10th of each month.

• The same property cannot receive Yard of the Month more than twice during the contest period.

• Key criteria include manicured yard, beautification, originality, and creativity. The upkeep of the yard can reflect the efforts of the residents themselves or that of a professional landscaper or groundskeeper.

• While an individual’s home is being recognized as a Raintree Village “Yard of the Month” they are expected to maintain their yard in the same manner that allowed them to win the title.

• In the event the homeowner who is chosen to have Yard of the Month does not wish to participate, they must contact the committee chair as soon as possible. The committee will choose another yard.

• Homeowners can only keep the award sign in their yard for the month they were awarded.

• Award winners are selected based on the recommended judging criteria listed below. All decisions are final.

Judging Criteria

Raintree Village Yard of the Month candidates are judged solely on the total exterior appearance of their property and front/side yards as viewed from the street. General upkeep of the yard and property is paramount. Factors include the overall appearance, tidiness, and neatness of the front of the property as evidenced by pruned, trimmed, and shaped foliage, edged and defined lawns, borders & flowerbeds, and a visually appealing facade.

Lawn: Healthy grass with no large bare spots or excessive weeds is necessary. Grass shall be mowed, edged and grass around foundations and fences shall be trimmed. Debris (garbage, pet feces, etc.) shall be picked up and removed. The lawn should have a unified, simple and balanced landscape design. It should be neat and natural.

deadheaded and dead plants removed. Trees and shrubs pruned.

Natural areas cleaned. Plantings should be in scale with the surroundings.

Walkways and Driveways: Walkways and Driveways shall be clean, including trash containers removed from view. In addition, the area in front of the curb should be free from debris and dirt.

Aesthetics: The overall look of landscaping color and textures should be in harmony with the community. Consideration may be given to attractive art pieces, potted plants, birdhouses, etc; but natural landscape will be the primary focus.

Summary Note: While lack of strict adherence to the criteria above does not necessarily result in a disqualification, these principles offer general guidelines that are recognized by the Neighborhood Beautification committee. NBC realizes not everyone has a ‘green thumb’; therefore, a homeowner may still win Yard of the Month by making an extensive improvement to the curb appeal of their home.

Trash Pickup Services

Royal Waste Management encourages residents to call in complaints regarding trash pickup. The crews are participating in a competition whereby the best crew receives a cash bonus at yearend. All complaints are taken seriously and posted internally for all crews to view. Additionally, the crew suffers deductions for each complaint.

If you have a complaint regarding the trash service, contact Charles Gregory (Operations Manager) at 713-526-1536.

Let’s be mindful that as residents, we must do our part by placing waste in trash bags. If you can’t lift the bag or trash receptacle it’s too full. You should consider breaking up your trash into more bags. We encourage you to remove all trash receptacles from curbside before you retire in the evenings. Additionally, the crew cannot pickup paint and other hazardous materials. You must take such items either to a Harris County or City of Houston hazardous waste dumpsite.

StreetLights

We want all of our streetlights to work. A lighted area is a safer area. If a streetlight is out in your area, please go to www.centerpointenergy. com and report it. Once on the website, click on “electricity” then” residential.” On the left side, you should click on “report a streetlight outage” to enter the required information. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number, closest street address, contact information, an email address and the number of street lights you would like to report.

THANKSGIVING TRIVIA

• The Plymouth Pilgrims were the first to celebrate the Thanksgiving in the fall of 1621.

• The drink that the Puritans brought with them in the Mayflower was the beer.

• The Wampanoag Indians were the people who taught the Pilgrims how to cultivate the land.

• The first Thanksgiving celebration lasted three days.

• President George Washington issued the first national Thanksgiving Day Proclamation in the year 1789 and again in 1795.

• The state of New York officially made Thanksgiving Day an annual custom in 1817.

• Sarah Josepha Hale, an editor with a magazine, started a Thanksgiving campaign in 1827 and it was result of her efforts that in 1863 Thanksgiving was observed as a day for national thanksgiving and prayer.

• Abraham Lincoln issued a ‘Thanksgiving Proclamation’ on third October 1863 and officially set aside the last Thursday of November as the national day for Thanksgiving. Whereas earlier the presidents used to make an annual proclamation to specify the day when Thanksgiving was to be held.

• President Franklin D. Roosevelt restored Thursday before last

of November as Thanksgiving Day in the year 1939. He did so to make the Christmas shopping season longer and thus stimulate the economy of the state.

• Congress passed an official proclamation in 1941 and declared that now onwards Thanksgiving will be observed as a legal holiday on the fourth Thursday of November every year.

• Benjamin Franklin wanted the turkey to be the national bird of the United States. But it was Thomas Jefferson who opposed him. It is believed that Franklin then named the male turkey as ‘tom’ to spite Jefferson.

• The annual Macy’s Thanksgiving Day Parade tradition began in the 1920’s.

• Californians are the largest consumers of turkey in the United States.

• When the Pilgrims arrived in North America, the clothing of the Native Americans was made of animal skins (mainly deer skin).

• On December 11, 1620 the first Pilgrims (or Puritans, as they were initially known) landed at Plymouth Rock.

• By the fall of 1621 only half of the pilgrims, who had sailed on the Mayflower, survived. The survivors, thankful to be alive, decided to give a thanksgiving feast.

GARDENING TIPS FOR NOVEMBER

• As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth.

• Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now.

Keep up spraying program and water deeply.

• Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow.

• Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap.

• Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens.

• Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant.

• Now is the best time to plant trees and shrubs.

• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes.

If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots.

• Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades

Katy ISD’s tradition of increasing student participation and strong performance on Advanced Placement (AP) exams continues as the district recently learned that each one of its six high school campuses showed an increase in the number of students participating in the exams. In addition, every high school campus exceeded the state and national percentage of AP students making a qualifying score of 3 or better on the exams.

Katy ISD is among the 388 U.S. public school districts (one of only 23 in Texas) to be listed on the 2011 College Board AP Achievement List.

This list identifies districts that simultaneously achieved increases in access to AP courses while maintaining or improving the rate of students earning a score of 3 or better on the exams – the score that generally qualifies a student for college credit. In May 2011, more than 3,000 Katy ISD students took more than 7,200 AP exams, with 79 percent of the exams earning a score of 3 or better. This reflects a 24 percent increase from 2010 in the number of exams earning these high scores.

Advanced Placement and PreAP courses are designed to challenge students beyond grade level academic courses and prepare them for success in future advanced coursework. Katy ISD recognizes that support and encouragement from the campus, the teacher, and parents are critical to student success. Therefore, the district follows an inclusive enrollment model for AP and PreAP courses that provides support systems for student success.

Katy ISD offers AP courses in English, mathematics, science, social studies, fine arts, computer science and languages other than English.

Bear Creek Baptist - Upward Basketball and Cheerleading

Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75. They will have one hour of practices a week and on Saturdays they will have a game for an hour. Every practice and game takes place on our Campus. It is a great place where they will learn new skills for the game and cheer.

Registration started in October. Our first evaluation will be Saturday, November 5th, from 10:30 AM -1:30 PM in our Gym on the Sonic side of our Church. The following week, we will have more evaluations, Mon., Tues and Thurs., Nov. 7th, 8th and 10th between 6:00 PM and 8:00 PM. Each child is needed to attend during one of these times.

Chamber members and non-members are invited to participate in the discussion on how the region addresses mobility challenges in the face of continued growth. There will be two sessions with a luncheon in between. The featured speaker is Commissioner Ned J. Holmes. Holmes is a commissioner of the Texas Transportation Commission, which oversees statewide activities of the Texas Department of Transportation. Additional forum speakers will be: Steve Clark, PE, ARUP; Mark Ellis, Gulf Coast Rail District and Texas State Representative Allen Fletcher.

Currently, the chamber is working with the Texas Department of Transportation on the re-designation application process of U.S. 290 to an interstate status. The status change could possibly allow additional federal funds toward the proposed improvements of U.S. 290 along with allowing greater visibility for domestic and international firms seeking to relocate in the Cy-Fair Houston market sector.

In addition, the construction of the SH 99; Segment E (I-10 West to U.S. 290) has begun with an anticipated completion over the next 18-24 months. Once completed, Segment E will allow an alternative route for commuters and businesses along U.S. 290 traveling to the West Houston Energy Corridor.

The Mobility Forum will be Thursday, November 3rd from 10:30 AM to 2:00 PM at the Berry Center, 8877 Barker Cypress. Individual tickets are $60 and sponsorship tables of 10 range from $600 to $2,500.
