FROM THE PRESIDENT OF SETTLERS VILLAGE

As you may remember, Steve Breard has resigned the presidency of the Settlers Village HOA. In turn, the directors have elected Kim Rogers as the neighborhood’s new President. Kim held his first meetings with the Board on August 23rd and 31st to review some pressing issues facing Settlers Village. The HOA Board first discussed the pool project. As many of you remember, the original plan was to build the pool in stages to keep from straining the neighborhood’s budget. Unfortunately, replacing the pool requires the replacement of the filtering equipment and both the water supply and wastewater plumbing and piping. That, in turn, requires immediate attention to the building, which would house the filtering facilities. And because rework would be needed to bring the electrical up to code which is legally required by any extensive renovation to the building, the project will have to be structured into a single, large project. Current moneys saved toward the $590,000 project are a little over $267,000 and we have secured potential financing that would cover the balance, but leave no reserve cushion at all. Given the alarming economic decline nationwide, the Board made 3 decisions: 1. First, the Board will continue in place the current practice to save money toward the pool project. The minimum needed in the bank before beginning the project would be $472,000 or 80% of the total projected project’s cost. 2. While the last fee hike to support the project is scheduled for 2012, the Board is leaning towards delaying that for at least a year. While a final decision will be made at the budget meeting later this year, the current economic climate does not appear to support either the commencement of a new, expensive project nor an increase in maintenance fees. 3. The Board went ahead and approved, subject to some amendment of terms, a pool contract for AGleam to provide services to the pool facility. The Board also authorized some repairs to the pool to extend its life for a few more years. The Board also approved sending 4 properties to the neighborhood’s attorneys for enforcement of deed restrictions after exhausting all voluntary attempts. Next the Board was brought up to date on extensive changed to HOA regulations brought about by the Texas legislature. To touch on a few: 1. HOAs can no longer prohibit installation of flags, religious symbology, solar equipment or rain recycling equipment on a property. The Board can set some rules toward aesthetics, size and placement of the flag. 2. The legislature has done away with requiring property owners to be “current” on their fees to be able to vote for or seek election on HOA Boards. These rules remain pending a finalized form but become active as of the first of 2012. 3. While the HOAs power to foreclose for unpaid maintenance fees remains, some curbs on expenses incurred toward enforcement will be put in place for 2012. Again, the form remains to be finalized. 4. Property owners will need to be notified of all Board meetings. The how part remains to be finalized.

Finally, the Board will be putting in place more formalized rules for speaking at Board meetings in response to meeting requirements by the state legislature. Property owners wishing to speak will have to sign up at the sign in desk before each meeting. The Board will then conduct all the business it has specifically stated on the agenda. At the end, those who have signed up to speak will be given 3 minutes to state their concern. The Board is not allowed to question the speaker beyond to clarify the action being requested and any requested action must be placed on the agenda for the next Board meeting to be addressed. Both Directors and/or management company representatives will usually still be around after meetings to try and answer any question informally. President Rogers is interested in resurrecting the Settlers Village website but is looking for a volunteer from the neighborhood to handle the set-up and maintenance. As always, expenses have to be watched so he will be looking closely at the cost of any proposal. The president is also interested in resurrecting the neighborhood’s old crime watch program (Citizens On Patrol –COP). This would be contingent on participation by residents so if you would be interested in participating, please shoot him an email.

The Harris County MUD #105 Board met on August 10th. Irrigation and recreational use of water remains sharply curtailed with the potential of substantial fines to enforce the rules. By publication, the interconnect with MUD #167 should finally be in operation and the Board will review the drought stage alert at that time. Televising of well #1 should be complete by the Board’s meeting on September 14th, although it is unclear if the test results to determine whether the well can be rehabilitated will have arrived. The replacement ground storage tank in that facility is being held up until the results have been received. The arsenic remediation equipment for well #2 is currently scheduled to be installed and operational by February 2012. The brand new well’s location remains under evaluation depending on the test. The current Directors on the Harris County MUD #105 are Steve Breard, Pam Brandenburg, Tony Bazile and Charles LaConti. All are residents and property owners within the district. The MUD Board can be contacted via their attorney Taylor Goodall of Smith, Murdaugh, Little & Bonham at 713-652-6500. As indicated in our last publication, the Board has also accepted the resignation of Southwest Water as the operator of the district’s facilities and water fee collector. They have been replaced by Municipal Operations and Consulting. Please remember that keeping your yard maintained is one of the least expensive methods available to help your property values. While water is in short supply to keep things green, you can still take the time to mow and edge, weed your flowerbeds and trim back trees and bushes, especially where they affect common right-of-ways. Other simple things you can do are to pick up litter from your yard and fronting street(s), put your trashcans out of sight when not needed and keep children’s toys picked up. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned lightpoles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. Lastly, a quick reminder that Steve Breard will still be collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2009 we collected $130 and in 2010 we collected $278. We have collected $166 so far this year. Please rinse and bag the cans to minimize the attraction to bugs. Total dollar delinquency for the neighborhood in July stood at $167,214.88 translating to a 10% increase from one year ago but a 16.1% decrease from just one month ago. While the dollar delinquency translates to the equivalent of 581 properties, there are actually 179 properties (as opposed to 185 in 2010) in delinquency. Unfortunately many of the delinquencies on the books are high dollar, multi-year delinquencies reflecting the struggling economy many of our property owners are going through. 3. Settlers has experienced a number of people taking advantage of the relaxed yard enforcement resulting in a number of overgrown and ragged yards. Consequently, enforcement will be on the upswing. Please understand that keeping your yard mowed and trimmed is one of the least expensive methods to maintaining the property values in Settlers Village. Just the same as with maintenance fees, a timely action and response to violations is your obligation as a resident. PLEASE BE AWARE: Theft and burglary activity spiked to a new high for both Settlers and the district as a whole last month and that was with school in session. Particularly ominous was not only the noted robbery of one of the businesses on Fry Road, but another that occurred across the street in the Wal-Mart strip center. That one does not reflect in our stats. Please do not hesitate to report suspicious individuals loitering outside of homes and businesses. Take down license numbers and vehicle descriptions and let the constables know. Constables note that most of those actually caught do not live in the neighborhood so suspicious loitering is often obvious to the alert citizen. And, more often than not, it is the alert citizen’s call that results in the capture of burglars and thieves. Lighting Lights deter criminals!! Let there be light, light and more light. Exterior lighting around a house deters burglars. Motion-detector lights will scare away anyone skulking around your property. Make sure to trim shrubbery so lighting is not blocked. Leaving a light on inside your house also gives the impression someone is home and awake. Vehicle Safety Don’t keep valuables in your car!! Park in areas that are well-lit and populated. Cars parked in driveways or on the street should be parked as close to a light source as possible, whether that source is

an exterior spotlight or a streetlight. Always lock your car and never leave it running with the keys inside, not even for a few seconds. Do not leave anything of value on the seats, dashboard or floor in view of would-be thieves. Take laptop computers, MP3 players, GPS devices, cameras and other such items with you or place them in the trunk prior to reaching your destination. Purse and Wallet Protection Protect against pickpockets. Carry wallets and money clips in a front pocket--never in a back pocket. Back pockets are easy targets for pickpockets. Place a rubber band around a smooth leather wallet to create friction should someone try to lift the wallet from your pocket. Wallet chains deter pickpockets too. Purses should have tops that close with either zippers or snaps. Bag-style purses are an open invitation to thieves. Carry a purse close to the front of your body. Don’t let shoulder strap purses rest on your back hip. Never leave a purse hanging over a chair or booth at a restaurant and never set it on the floor. Keep it in your lap or in a seat next to you. Personal Safety Don’t walk alone at night. The bigger the group, the safer the individuals in that group. Ask for an escort from a bar or restaurant establishment if you are leaving alone. Wait inside an establishment if you are waiting for a taxi, bus or ride from a friend. Walk only in well-lit areas. Stay out of alleys and avoid industrial areas or streets where businesses are closed for the night. Keep a cell phone handy for emergency calls. Carry a whistle or a portable alarm to sound if you feel threatened. Children walking to school should always take the designated route their school or parents determined. Children should not take shortcuts through alleys or parking lots.

It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed. Anyone under 17 years of age is subject to the county’s curfew and must be off the streets between midnight and 6 AM. Officers will either arrest offenders or take them home to their parents.

THANKSGIVING TRIVIA

• The Plymouth Pilgrims were the first to celebrate the Thanksgiving in the fall of 1621. • The drink that the Puritans brought with them in the Mayflower was the beer. • The Wampanoag Indians were the people who taught the Pilgrims how to cultivate the land. • The first Thanksgiving celebration lasted three days. • President George Washington issued the first national Thanksgiving Day Proclamation in the year 1789 and again in 1795. • The state of New York officially made Thanksgiving Day an annual custom in 1817. • Sarah Josepha Hale, an editor with a magazine, started a Thanksgiving campaign in 1827 and it was result of her efforts that in 1863 Thanksgiving was observed as a day for national thanksgiving and prayer. • Abraham Lincoln issued a ‘Thanksgiving Proclamation’ on third October 1863 and officially set aside the last Thursday of November as the national day for Thanksgiving. Whereas earlier the presidents used to make an annual proclamation to specify the day when Thanksgiving was to be held. • President Franklin D. Roosevelt restored Thursday before last of November as Thanksgiving Day in the year 1939. He did so to make the Christmas shopping season longer and thus stimulate the economy of the state. • Congress passed an official proclamation in 1941 and declared that now onwards Thanksgiving will be observed as a legal holiday on the fourth Thursday of November every year. • Benjamin Franklin wanted the turkey to be the national bird of the United States. But it was Thomas Jefferson who opposed him. It is believed that Franklin then named the male turkey as ‘tom’ to spite Jefferson. • The annual Macy’s Thanksgiving Day Parade tradition began in the 1920’s.

GARDENING TIPS FOR NOVEMBER

• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper

and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

The Cy-Fair ISD volunteer theme for this year is “Teamwork is Key” in recognition of the combined effort that it takes to ensure student success. Our school district fully understands and appreciates that it takes district administration, teachers, school staff, parents, community partners and volunteers each doing their part to give our children every possible opportunity to reach their full potential. We are looking for community members who want to become Global Volunteers in order to be a part of our “team” and make a difference in the lives of children. If you are not the parent, grandparent or legal guardian of a student enrolled in the school at which you volunteer, you would be considered a Global Volunteer. We have many volunteer opportunities available at a school near you. Individuals are needed to perform a full range of activities and we have training available for specific tasks such as vision and hearing screening, tutoring, mentoring, Junior Achievement and other instructional presentations. If you have some free time and would like to learn more about

Cypress-Fairbanks ISD is one of only 46 recipients, among 1,237 public school districts and charter schools statewide, to receive a five-star rating for academic and financial performance from Susan Combs, Texas Comptroller. The Financial Allocation Study for Texas (FAST) assigned every school district in the state a rating from one to five stars, indicating success in combining cost-effective spending with achievement of measurable student academic progress. A five-star rating reflects the strongest relative academic progress combined with the lowest relative spending. CFISD was one of 23 five-star districts to retain its designation for the second consecutive year. The Comptroller’s office ranked CFISD in the 91st percentile of composite progress, which, combined with a spending index of “Very Low,” amounted to the five-star rating. Recently, the Texas Education Agency released data that ranked CFISD’s administrative cost ratio as the lowest among Houstonarea school districts. Administrative costs in the area range from the highest cost ratio (9.12 percent) in North Forest ISD to the lowest (3.67 percent) in Cypress-Fairbanks ISD. Ratios are calculated comparing administrative to instructional-related costs. More comparative information is located on the district website. In addition to the district’s recognition for operational efficiency and effectiveness, 33 CFISD schools also received the Texas

Comptroller’s 2011 Texas Honors Circle Award for strong academic performance while spending relatively little compared to their peers statewide. Only 313 school campuses statewide received this distinction for high rankings received in the 2011 Financial Allocation Study for Texas (FAST), meaning CFISD accounted for 10.5 percent of all Honors Circle campuses in the state. Elementary campuses receiving the award achieved a five-star FAST rating, while middle and high school campuses tapped for the honor achieved at least a 4.5-star FAST rating. Houston Christian Students Trek the Silk Road across China

A group of seventeen Houston Christian High School (HC) students traveled 2,000 miles to China to follow the Silk Road west, visiting breathtaking landmarks. Students saw the urban giant Beijing and then trekked both eastern and western ends of the Great Wall of China. Navigating the length of the country, students learned about China’s history and culture and how it varies along the Silk Road. On the western end of China, students took a camel caravan across portions of the Gobi Desert - the fifth largest desert in the world, with sand dunes over 1,000 feet high! The trip was led by the Head of School, Dr. Steve Livingston, and is part of HC’s unique Globe Trek program designed to give students an opportunity to directly learn about other countries and cultures.

Super Heroes at Cypress Christian School

It’s a bird! It’s a plane! It’s Superman! Actually, it’s super men and women serving our community and nation who recently visited with Cypress Christian School elementary students. Staff Sergeant Jonathan Bolding, U.S. Army Special Forces, visited the second graders and answered their questions about his job as a communications specialist, about parachuting out of an airplane and about his deployment experience. A few days later, kindergarten students enjoyed a “show and tell” visit from Houston police officers who brought a police dog, motorcycle, patrol car, horses and as a very special treat, provided a police helicopter “fly by.” It was an exciting week on the CCS campus as students learned more about those who serve us so faithfully and met some of the “super heroes” that they pray for throughout the year.

Rosehill Christian School cheerleader news

Rosehill Christian School cheerleaders recently returned from the National Cheerleaders Association Camp held in Waco, TX where they received numerous awards. They were honored to receive the coveted “Herkie Team Award.” The Herkie Award was given to the RCS Cheerleaders for exemplifying the qualities of leadership, values, teamwork and sportsmanship, which are an integral part of cheerleading and are the ideals on which NCA was founded. Rosehill also received other team awards including Superior ratings, the Motion Award and the SPOT Award. Freshman Jaycee Wright, Sophmores Jessica Froelich and Hannah Crocker and Junior Reagan Johnson were selected as All Americans. Rosehill Christian School cheerleaders are under the leadership of Jason Williams, Spirit Director.

Operation Christmas Child

Operation Christmas Child is a ministry project devoted to reaching underprivileged children all over the world with the true meaning of Christmas. The project accomplishes this goal by collecting simple gifts complied into shoeboxes from people all over the U.S.A. These gifts consist of hygiene items, small toys, candy, school supplies, etc. The items are packed into shoeboxes along with the story of the Nativity, printed in their native language. The gift is so simple but the impact is huge. Last year, Epiphany Lutheran Church participated in the project and the response was amazing. The church collected over 80 full boxes to ship overseas from the congregation alone. “We felt such a strong connection to this cause. It was truly moving,” remarks one Epiphany member. This year, Epiphany has decided to take advantage of its new, more visible location on West Rd. and Jackrabbit, to become a collection center for OCC. This means that during collection week, anyone who wishes to participate in OCC can drop of his or her donations to Epiphany Lutheran Church. The church will transport the collected items to the nearest distribution center. Collection week is November 14th - 21st.

The Cy-Fair Holiday & Health Festival/Layla Grace 5K

The Cy-Fair Holiday & Health Festival and Layla Grace 5K will be held at the Berry Center on Dec. 3rd.
