RESIDENTIAL STATISTICS For Settlers Village

(September 2011 Snapshot) 1. Settlers Stats

2. Delinquency in Review September 2010 August 2011 September 2011

179 170 160

Total dollar delinquency for the neighborhood in September stood at $163,059.97 translating to a less than 1% increase from both one year ago and from just one month ago. While the dollar delinquency translates to the equivalent of 566 properties, there are actually 160 properties (as opposed to 179 in 2010) in delinquency. Unfortunately many of the delinquencies on the books are high dollar, multi-year delinquencies reflecting the struggling economy many of our property owners are going through. 3. Deed Restriction Violations September 2010 August 2011 September 2011

196 236 222

Settlers has experienced a number of people taking advantage of the relaxed yard enforcement resulting in a number of overgrown and ragged yards. Consequently, enforcement will be on the upswing. Please understand that keeping your yard mowed and trimmed is one of the least expensive methods to maintaining the property values in Settlers Village. Just the same as with maintenance fees, a timely action and response to violations is your obligation as a resident. Ignoring a problem will not make it go away but it will make it more expensive as lawyers become involved.

PLEASE BE AWARE: Theft and burglary activity remains very high for both Settlers and the district as a whole last month. Please do not hesitate to report suspicious individuals loitering outside of homes and businesses. Take down license numbers and vehicle descriptions and let the constables know. Constables note that most of those actually caught do not live in the neighborhood so suspicious loitering is often obvious to the alert citizen. And, more often than not, it is the alert citizen’s call that results in the capture of burglars and thieves. Lighting Lights deter criminals!! Let there be light, light and more light. Exterior lighting around a house deters burglars. Motion-detector lights will scare away anyone skulking around your property. Make sure to trim shrubbery so lighting is not blocked. Leaving a light on inside your house also gives the impression someone is home and awake. Vehicle Safety Don’t keep valuables in your car!! Park in areas that are well-lit and populated. Cars parked in driveways or on the street should be parked as close to a light source as possible, whether that source is an exterior spotlight or a streetlight. Always lock your car and never leave it running with the keys inside, not even for a few seconds. Do not leave anything of value on the seats, dashboard or floor in view of would-be thieves. Take laptop computers, MP3 players, GPS devices, cameras and other such items with you or place them in the trunk prior to reaching your destination. Purse and Wallet Protection Protect against pickpockets. Carry wallets and money clips in a front pocket-never in a back pocket. Back pockets are easy targets for pickpockets. Place a rubber band around a smooth leather wallet to create friction should someone try to lift the wallet from your pocket. Wallet chains deter pickpockets too.

Purses should have tops that close with either zippers or snaps. Bag-style purses are an open invitation to thieves. Carry a purse close to the front of your body. Don’t let shoulder strap purses rest on your back hip. Never leave a purse hanging over a chair or booth at a restaurant and never set it on the floor. Keep it in your lap or in a seat next to you. Personal Safety Don’t walk alone at night. The bigger the group, the safer the individuals in that group. Ask for an escort from a bar or restaurant establishment if you are leaving alone. Wait inside an establishment if you are waiting for a taxi, bus or ride from a friend. Walk only in well-lit areas. Stay out of alleys and avoid industrial areas or streets where businesses are closed for the night. Keep a cell phone handy for emergency calls. Carry a whistle or a portable alarm to sound if you feel threatened. Children walking to school should always take the designated route their school or parents determined. Children should not take shortcuts through alleys or parking lots. Dogs Dogs are pets and protectors. A dog is not only man’s best friend; it can be man’s best protector. Burglars and street thieves don’t want the hassle of a barking and possibly biting dog. Any dog of any size is enough to send a criminal searching for a less troublesome target. Romeo Chapa, Captain Harris County Constable, Precinct Five 281-492-3517 • romeo.chapa@cn5.hctx.net As always, if you see anything or anyone that looks suspicious or out of place, please call the deputies to investigate at 713-463-6666 or use 911 if it is an emergency. Deputies do not need to come by your

house is you feel that might cause problems or endanger your family. Please remember to abide by the laws the legislature has put into place regarding personal signage. It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed. Anyone under 17 years of age is subject to the county’s curfew and must be off the streets between midnight and 6 AM. Officers will either arrest offenders or take them home to their parents.

GARDENING TIPS FOR DECEMBER

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-1313; Louisiana iris with cotton seed meal and manure.

December 2011

• Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

CFISD VIPS FALL CONFERENCE

It was barely 8:00 AM in the morning on Friday, Oct. 14th. They were beginning to arrive. Upon checking in; name badges were handed out along with a bright red folder full of the day’s agenda and the conference material. There was even an eco-friendly tote bag full of coupons and goodies generously donated by local area businesses. The room was huge and full of tables decorated with bright paper blocks spelling out the main part of this year’s theme, “Teamwork.” This was the annual VIPS Fall Conference held by the CFISD VIPS

Executive Board at the Berry Center in Cypress. The schedule was full. It consisted of everything from learning how to turn a popsicle stick into a fun treat for a teacher or volunteer to tips on helping our students handle stress. The attendees could choose from a variety of 50 minute sessions that covered topics such as: Internet Safety; Reaching Out to Diverse Volunteers; Guidelines and Best Practices for Fundraising; and even Taking Care of Your Personal Health While Maintaining a Busy Lifestyle. Something was most impressive about this conference to one volunteer. This audience of 200 plus was comprised of men and women, volunteers and school staff - not limited to Cy-Fair ISD. There were 4 other area districts represented at this conference: Alief ISD, Fort Bend ISD, Houston ISD and Spring ISD. The current budget environment has left our school districts vying to be first in line for every resource of financial and physical support they can find. But for one day in October, the district boundary lines came down. There was no competition. There was no hidden agenda. Despite the traffic and everyday challenges, educators and volunteers from schools all over our county came together for a common purpose: improving their volunteer program thereby affecting the students in a positive way. This was simply an opportunity to attend an event that focused on several different areas of how to build on their volunteer resources in order to enhance the children’s education. While that volunteer sat looking out over the diverse crowd; she couldn’t help but see a universal theme, “Yes, in this room, it’s truly all about the students.”

Largest Recognized District in Texas - Once Again

For the fourth consecutive year, Cypress-Fairbanks ISD is the largest Recognized school district in Texas. The Texas Education Agency (TEA) confirmed that an appeal was granted and CFISD’s accountability rating was changed to Recognized. The increase in rating came as a result of an appeal to recalculate the TAKS science passing percentage for Dean Middle School. The decision changed the campus’ accountability rating to Academically Acceptable.

STAAR TEST TO REPLACE TAKS TEST

STAAR, State of Texas Assessments of Academic Readiness, has replaced TAKS. As the Texas Education Agency distributes information to the district about this new assessment program, we will post on the website at www.cfisd.net. TEA may not finalize all information until the beginning of the spring semester, so we encourage you to revisit the website throughout the school year. Be assured, we will post information as soon as it is available to the district. You can access information in several ways: 1. STAAR information will be posted on each campus’ web page. 2. STAAR is accessible from Quick Links on the homepage of the district website. 3. A STAAR resources link is posted on the homepage of the district website under District News. 4. Campuses will include information in parent newsletters. If you have any questions, please contact your school principal, CFISD curriculum and instruction team or TEA.

Christmas Events Make Plans to Visit the Cornerstone UMC Live Nativity

The Cornerstone United Methodist Church (CUMC) will be hosting a Live Nativity on Saturday, December 3rd from 6-8 PM, as we transform the front area of the church into scenes that will depict the story of the birth of Jesus Christ. There will be shepherds with their sheep, the Three Wise Men and a camel, Mary and Joseph with baby Jesus in a manger and an angel portraying this holy event. You will be able to visually embrace this event as you drive through, read scriptures and listen to music that tell of the wondrous night. In the past, we have had several hundred cars that drive through to celebrate the true meaning of Christmas - the birth of Jesus Christ. We are located at 18081 West Road at Barker Cypress, behind the CVS. For directions or more information, please call the church at 281-859-4141 or go to our website at www.cornerstoneumc.org.

The Christmas Revels: Musical Theater in Celebration of the Winter Solstice

The darkest time of the year casts a powerful spell over nearly every culture in the northern hemisphere, and has given birth to countless ways of celebrating the winter solstice. Many of the present-day holiday rituals in our country originate in the Nordic/German traditions and come flavored with the spices of Europe. We invite you to take a little journey to early nineteenth-century Bavaria and the surrounding regions to explore the roots of modern Christmas. As always, this interactive family friendly show will include superb music, lovely costumes, and traditional dances. Our adult and children’s choruses will add to the warmth, as will performances by accomplished guest artists, including an Alphorn duet and yodlers, who are genuine interpreters of Bavarian culture. A keepsake booklet containing information about the Bavarian celebrations and songs featured in the show is included with the ticket. Don’t miss this heartwarming event and join in with our nationwide family of returning Revels fans. The 2011 Christmas Revels takes place December 10th-11th & 17th-18th Saturdays 2:30 PM & 7:00 PM · Sundays at 2:30 PM

Jordan Merecka was born with multiple congenital heart defects, including Dextrocardia (his heart was on the wrong side of his chest). As a child, he experienced two open chest surgeries, several surgical revisions and an implantable defibrillator. For many years after his early surgeries, Jordan was able to live an active childhood. As a teen, he enjoyed hunting and fishing with his father and at school, he participated in FFA (Future Farmers of America). But, in September 2010, Jordan’s heart began to fail and he was placed on a waiting list for a heart transplant. With medical treatment, he was able to attend school as he waited. At the start of 2011, the senior at Cypress Woods High School was looking forward to three major milestones in his life: his prom on May 27th, his eighteenth birthday on May 29th and his graduation on June 5th. In April 2011, his health took a turn for the worse and he was admitted to Texas Children’s Hospital with heart failure symptoms and kidney insufficiency. He critically needed a heart transplant. Over the weekend of May 21st, all of his organs began to fail acutely and he could not breath on his own because his heart was so weak. On May 22nd, Jordan received the Total Artificial Heart that saved his life. Jordan missed his prom, but thanks to a diligent heart-failure team and the availability of the

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through DECEMBER. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.
