Board meetings will be held at the community pool the fourth Tuesday of each month. Meetings are open to the homeowners from 6:30-7:00 PM, at which time anyone wishing to express any concerns, issues or even thanks, will have 3 minutes to speak. After which, the executive board will meet in a closed session. we will then go over our agenda and talk over concerns expressed by the homeowners. Immediately following the executive session, we again will have an open forum for the homeowners who may have questions pertaining to the evenings meeting. Our next meeting is Tuesday, December 27th.

The amendment to the by-laws to officially change the number of directors from 3 to 5 was passed. Our National Night out was a big hit! Many homeowners who have never have come out for the event joined us! Adults, as well as kids, all happy to be out. It was a beautiful evening. Check out some pictures in this issue. A big thank you to Harris County Mounted Patrol, Sheriff Department, West I10 and Crime Stoppers for volunteering their time to come out and teach the kids some safety! As saving money has been a big issue, we are cutting back on the Yard of the Month Contest. We skipped Halloween, but will have first, second and third place for Christmas Decorations, as well as One First Place winner for the months of April-August! Our approved budget for 2012 was shown to the homeowners who came to the annual meeting October 25th. If you missed it, sign on to our website and you can see it there. Due to the fact that we have many code violations and restrictions that have been over looked in the past few years, we were not able to lower homeowner fees this year. Although the Board this year saved over $22,000, in unnecessary expenses that we deleted. Getting up to code and taking care of much needed repairs to the community will be using up all the money we found in savings. The good news is, we won’t be raising the fees! You will soon be getting your 2012 fee notices in the mail. Please do not ignore them! Please pay your fees promptly! We know the economy is bad and it is hard to dig up $440, especially right after Christmas. But we are all in the same position. There is not one homeowner that is happy to pay this fee every year. No one wants to pay it, but we do! Last year our collections for homeowner fees were only 60%!!!!!! Those who do not pay, punish those that do! Our fee’s go up yearly to cover the expenses in our community. If everyone paid, we would see a significant reduction in yearly fees! ***********DON’T WAIT, TOO LATE!!!!***************

Let us know if things are rough, we can possibly work out a payment plan with a deposit. Keep in mind that may incur a small processing, billing fee, but we will do what we can to work with you. Don’t wait until it is past the due date to make arrangements, you will have already added on late fees! Our small, forgotten park is in desperate need of repairs and has many dangerous code violations! A very low estimate of $12,000 for supplies and labor is just not in the budget! As we do not want to raise Homeowner Fees, WE ARE COUNTING ON YOU….to make the park safe and up to code!!!! We are looking to cut costs by holding fundraisers and getting all of you to donate a weekend to get the park done! We need helpers, we need homeowners who care about their community to step up and let us know what they can donate and how much time they can spare! Can you paint, do you own a wheel barrel, shovels, can you garden and weed, do you have tools to put in railroad ties, do you have knowledge in landscaping, do you work for a company willing to donate equipment or money for a community in need? Do you have fundraising ideas?

It is the responsibility for all homeowners of all tree’s planted and sidewalks within their property line. Trees should be trimmed up to 6 feet to allow sidewalks to be utilized. Homeowners and tenants are responsible for the maintenance of mowing their yards, edging and keeping ALL trash out of sight.

DEED RESTRICTIONS
Homeowners that have received letters regarding deed restrictions and have continued to ignore them are being turned over to the Association Attorney. Upon closing of your home, you would have received a copy of the deed restrictions and enforcement penalties, from your Title Company. If, for some reason, you have misplaced them and need a copy, please contact PCMI. Remember, that non compliance with deed restrictions continues to cost you, as well as all of your neighbors in the Hamlet, money from the homeowners Association funds to cover, letter fee’s, postage and many legal fees. Over the year, it adds up to quite a lot of money. Remember, help is available for those in need.

Architectural Review Committee Forms
The Architectural Review Committee (ARC) exists in order to maintain a quality of workmanship and materials, harmony of external design and color to enhance existing and proposed structures. The committee gives consideration to the location of the improvements with respect to the topography involved, the elevation of the finished grade in regards to flooding, drainage requirements, along with regard to both boundary and building lines. The objective is to maintain continuity of architectural standards, appeal and safety. Homeowners are required to apply for approval of any home repairs or improvements BEFORE they are initiated. The ARC application form is made available monthly through this newsletter along with directions for its filing. Without approval, the project may have to be completely re-done to specifications in deed restrictions at your expense. Please note that color swatches taken from the internet are not reliable and, therefore, are unacceptable for submission with your ARC form. The paint company itself provides such a disclaimer on its website also. Accurate color samples are available at local paint stores for their product. Thank you for your kind attention and compliance in this matter.
Notice of Homeowner Change of Address Required
Homeowners have always been required to supply notification of change of address to the management company, (PCMI) in writing. Without such notification, communications, such as the announcement of the Annual Meeting, the availability of pool tags and pertinent forms such as Proxy or Rights of Amenities, will be lost in the mail. Because we all need to reduce costs, the cost of such mailings will be passed on to you along with a fee to duplicate such mailings and/or copies of forms already mailed to the address on file. These extra costs can be avoided simply by adhering to the rules by advising PCMI of your new address. Contact Leigh Voreh personally at our management company, PCMI, at 281-870-0585. Please help us to save money you pay in annual dues that is paid out in much money per mailing, also in stamps, envelopes, paper, labor and time. Motorized Vehicles
Vehicles, such as motorcycles, motorized bikes, scooters, fourwheelers, trucks, cars, etc., shall not be operated on any lot, utility conveyance and common area or operated to or from any lot over the streets of the subdivision, nor shall such vehicles be kept or operated in such a way as to constitute a nuisance or danger.
Pet Ownership Responsibility
Neither dogs nor cats are to be roaming our neighborhood streets unattended. Pets should be licensed, have health certificates and wear tags indicating proper shots to date. It’s the law. They are your responsibility and rely on you for proper and humane care including daily food, clean water and shelter from the intense heat of Texas summers. Metal storage sheds reach temperatures similar to cars, in the heat of summer; therefore, not providing appropriate shelter or proper air circulation for pets. Keep in mind that mistreatment or physical abuse of any kind is cause to be reported to the Humane Society, Veterinary Public Health and/ or the Harris County Public Health & Environmental Services.

Drs. James Jacobs and Nicolas Manriquez, of Your Total Foot Care Specialist, are pleased to announce, two $1,500 “Stepping Into The Future” scholarships for 2012 KISD graduating seniors. The “Stepping Into The Future” scholarship program is available to seniors graduating with GPA’s ranging from 2.5 to 3.7. The two “Stepping Into The Future” scholarship recipients will be announced at the Katy ISD Awards Ceremonies during May.

KISD Receives Top Rating in Schools FIRST Financial Accountability Rating System
Katy ISD has earned a rating of Superior Achievement under the Financial Integrity Rating System of Texas (FIRST) for the 20092010 fiscal year. Katy ISD has received this top rating for each of the nine years that Texas districts have been rated through Schools FIRST. Schools FIRST is a statewide rating system created to ensure that school districts are held accountable for the quality of their financial management practices, while achieving improved performance in the management of their financial resources. The Schools FIRST accountability rating system assigns one of four ratings, with the highest being Superior Achievement, followed by Above Standard Achievement, Standard Achievement and Substandard Achievement. Approximately 784 out of the 1,029 school districts in Texas received the Superior Achievement rating this year. Katy ISD also recently announced that it has been named a FiveStart District in the Texas Comptroller’s Financial Allocation Study for Texas (FAST) – one of only 23 districts in Texas to receive this rank for two consecutive years.

Katy LDS Churches Join with Brookwood Community for Bike Rally
On October 16th, Katy congregations from the Church of Jesus Christ of Latter-day Saints (LDS) joined with the Brookwood Community for a special bike rally and carnival. The Brookwood Community is a residential facility and vocational program for adults with disabilities. The bike rally or BW15 provided residents with a fun, inclusive bike ride. Some Brookwood residents rode tandem bikes with volunteers from the churches. Others rode independently on either regular or specially modified bikes. Church members from the Katy 3rd and 4th wards, two congregations from the south Katy area, provided food and drinks for the participants. The LDS volunteers also came to support the residents with cheering and encouragement. After the bike rally, the Katy churches provided a carnival with games and activities for the residents at the Brookwood community. This event was part of a broader Houston-wide “Day of Service” in which many Houston area Latter-day Saint congregations participated. The Brookwood community is located in Brookshire, Texas and provides an educational environment that creates meaningful jobs, builds a sense of belonging and demands dignity and respect for adults with disabilities.
