Your Directors are volunteers from your neighborhood that, with your help and suggestions, will be seeking to keep this a great neighborhood to live in.
West Memorial: A Historical Approach
I wish there was a way to find all the right answers without all the work. But we need to do the research, be part of the discovery and get involved. We have to make our decisions. I believe this to be part of the discussion about free-will. You can name it to fit your thinking. But through history we know that certain decisions are made. Some are solid! Others fall short. With that we get something to review in guiding our neighborhoods growth. So with a little bit of history, I hope to make a reasonable point. United States of America is a Republic. A democratic form of government based on law. Our Founders looked to history to resolve some of the struggles prior to or during our revolution. There are some that agree that Hengist and Horsa, two AngloSaxon brothers and Moses, a Hebrew leader, had a great impact on the decisions being made at the time of our US Constitution’s birth. Both examples develop a means of governing in small units and based on Law. West Memorial was incorporated in the 1970’s, under the existing laws of Texas and Harris County. The developer did his job and left it in the hands of its Owners. The neighborhood is guided by current by-laws and West Memorial Civic Association Board of Directors. The Board consists of seven elected members that work voluntarily for the neighborhood. They hire a Management Company to help with the day-to-day activity that has to be in place for all the residents.

During my time in the neighborhood; I have seen an Association Office Manager, Crest Management and SCS Management (our current management company). There may have been something else and I missed it. But it is an important part of our neighborhood tools. Like the Directors, they can be replaced if and when the Owners are not happy. What constitute the neighborhood are the 1,290 Homes, a Community Center and Park. With this we have expenses created by maintaining the neighborhood. The Covenants that we work under are four with the 1st being amended at one point. They can be found at www.scsmgmt.com/ hoa/wtm1.asp or at our website at http://westmemorial.org. This is maintained by one of our residents, a former Director and Officer and a good neighbor. It focuses on the current and helpful sites to visit. West Memorial Swim Team is not part of the package but it is a plus for our kids. Like West Memorial MUD, WMST have their own Directors and meet based on their directions. Our security, esplanades, park, swimming pools and Community Center is our real focus. Our two schools are property of KISD. With all this said, we come to the point of the article. Like any household or business, WMCA operates on funds from the owners of each home. Your Directors need to oversee the fair distribution and minimize waste. The expense for collecting is real and they add up. We saw coming out of Hurricane Ike a period of prompt payments that facilitated reduced expenses and was passed on by no dues increase to our neighborhood. Your Directors continue to commit to do their part and hope you will see the challenge that we face. We hope your Holidays are enriching and rewarding. It gives a good guidance and from our Founding Fathers terms such as the Laws of Nature and the Nature of God there are hidden treasures to be revealed. Posting Signs in West Memorial
Posting of signs is prohibited. Posting signs on County Street signs. It can lead to other problems. People can go through training for sign removal. It can get complicated. Try to be responsible with garage sale signs. Do not damage sprinkler heads in the esplanades. Do not post signs on your neighbor’s yard. If you need clarification, call the Management Company at 281-463-1777.

West Memorial has a new alert and notification system that works with email. The alerts are for emergency notifications, security alerts and messages from our constables. The notifications are for neighborhood events, meetings and issues.To be a part of the system, you must request the service. If you are interested, open our web site at www.westmemorial.org and locate the Sign-Up icon on the right side of the main page. Follow the instructions and you will receive all future alerts and notifications. Anyone wishing to send an alert or notification should submit the message to westmemorial@westmemorial.org for approval, posting and transmission. TRASH SERVICE
In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday. Recycling is every Friday WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up. Holidays When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day.

Billing WCA will invoice each individual residence on a quarterly basis. Bills are due 30 days after receipt. Any residents failing to pay will receive a statement, have services discontinued and incur a $25 late/reconnect service fee. The WMCA Board meets at the clubhouse at 22415 Kingsland on the fourth Tuesday of every month, at 7:00 PM and all homeowners are welcome to attend. If you have a specific issue that you would like to address with the Board, please email Staci Gregory seven days before the meeting to be put on the agenda.

Soliciting is prohibited in West Memorial Subdivision. If you are approached by a solicitor, please call the Constable’s office at 281463-6666. Continue to call this number if you see suspicious person or vehicles.

Our constables patrol our subdivision 24 hours a day/seven days a week. Please call them at 281-463-6666 to report any disturbance or to request vacation patrols.

www.westmemorial.org is the address for West Memorial information on the internet. The web site contains pool information, board member contacts and complete documentation of your deed restrictions. It also contains neighborhood information, including schools, security, recreation and local worship centers. Check it out, you might find something you have been looking for.
DEED RESTRICTIONS
The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6. Police Officers are required at all functions of 50 or more attendees or at any event in which alcohol will be served. Arrangements and payment, for the officers, are to be made by the renter. STREET LIGHTS
Your Association pays for streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713207-2222 and report it. You may also report outages online at www. centerpointenergy.com/outage. Each light has a number on it. When reporting the out light, give the pole number and street location. We want all lights to work. A lighted area is a safer area.
RECIPES MOUND BARS
Ingredients: 2 cup crushed graham crackers 1/4 cup powdered sugar 1/2 cup butter 1 can sweetened condensed milk 8 oz. pkg. coconut (2 1/2 cups) 1 12 oz. package real chocolate chips
DIRECTIONS: Mix graham crackers, powdered sugar and melted butter and pat into 9 x 13 pan. Bake 12 minutes at 350°F. Mix condensed milk and coconut together and spread over crust. Bake 12 minutes at 350°F. Remove from oven. Sprinkle with real chocolate chips. Spread when melted. Cool and cut into squares. Source: www.cooks.com
Praline Cookies
Ingredients: 1/2 cup butter 1 1/2 cup packed brown sugar 1 Egg 1 1/2 cup flour 1 teaspoon vanilla 1 cup chopped pecans
DIRECTIONS: Heat oven to 350°F. Cream butter, sugar and egg. Stir in flour, vanilla and pecans. Mix well by hand. Shape into balls about the size of walnuts, place on cookie sheets and flatten to about 1/8 inch. Bake 10 to 12 minutes, or until brown. Remove from oven and allow to cool completely and harden. GARDENING TIPS FOR DECEMBER
• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-1313; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

STEPPING INTO THE FUTURE SCHOLARSHIPS
Drs. James Jacobs and Nicolas Manriquez, of Your Total Foot Care Specialist, are pleased to announce, two $1,500 “Stepping Into The Future” scholarships for 2012 KISD graduating seniors. Applications must be submitted to the offices of Your Total Foot Care Specialist by March 29, 2012, 5:00 PM. A third party committee will select the two winning applicants. The “Stepping Into The Future” scholarship program is available to seniors graduating with GPA’s ranging from 2.5 to 3.7. The scholarships are geared towards those students showing academic promise through a combination of demonstrated academic achievement and leadership potential. The two “Stepping Into The Future” scholarship recipients will be announced at the Katy ISD Awards Ceremonies during May.
Keys news • KEYS Mentoring
One mentor, one student, one hour per week. KEYS brings adult role models into Katy ISD schools to motivate, encourage and inspire students on the brink of success. Mentors meet with their student on campus at a pre-designated time each week. As mentor and student build their relationship, they decide together how to spend their mentoring time. Whether spent playing games, reading or just talking, that one hour a week makes a tremendous difference in the life of a child. KISD Receives Top Rating in Schools FIRST Financial Accountability Rating System
Katy ISD has earned a rating of Superior Achievement under the Financial Integrity Rating System of Texas (FIRST) for the 20092010 fiscal year. Katy ISD has received this top rating for each of the nine years that Texas districts have been rated through Schools FIRST. Schools FIRST is a statewide rating system created to ensure that school districts are held accountable for the quality of their financial management practices, while achieving improved performance in the management of their financial resources. The Schools FIRST accountability rating system assigns one of four ratings, with the highest being Superior Achievement, followed by Above Standard Achievement, Standard Achievement and Substandard Achievement. Approximately 784 out of the 1,029 school districts in Texas received the Superior Achievement rating this year. Katy ISD also recently announced that it has been named a FiveStart District in the Texas Comptroller’s Financial Allocation Study for Texas (FAST) – one of only 23 districts in Texas to receive this rank for two consecutive years.

Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA
It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fill-theBoot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 PM. Fire Fighters will also be out March 10th, April 14th and May 12th to collect funds for the campaign.

Katy LDS Churches Join with Brookwood Community for Bike Rally
On October 16th, Katy congregations from the Church of Jesus Christ of Latter-day Saints (LDS) joined with the Brookwood Community for a special bike rally and carnival. The Brookwood Community is a residential facility and vocational program for adults with disabilities. The bike rally or BW15 provided residents with a fun, inclusive bike ride. Some Brookwood residents rode tandem bikes with volunteers from the churches. Others rode independently on either regular or specially modified bikes. Church members from the Katy 3rd and 4th wards, two congregations from the south Katy area, provided food and drinks for the participants. The LDS volunteers also came to support the residents with cheering and encouragement. After the bike rally, the Katy churches provided a carnival with games and activities for the residents at the Brookwood community. This event was part of a broader Houston-wide “Day of Service” in which many Houston area Latter-day Saint congregations participated. The Brookwood community is located in Brookshire, Texas and provides an educational environment that creates meaningful jobs, builds a sense of belonging and demands dignity and respect for adults with disabilities. ADULTS • Book Discussion Clubs - The Library hosts two book clubs that meet monthly. The Evening Book Club meets on the second Monday of the month at 7 PM. The Afternoon Book Club meets on the second Thursday of the month at 1 PM. If you are interested in joining either discussion group, extra copies of the books are available at the library. There are no dues and new members are welcome! • Santa’s Ranch Open House - The holidays have arrived!! Join us at the library as we celebrate our Santa’s Ranch Open House on Friday, December 16th from 1-4 PM. Join Santa in his workshop for fun crafts and other treats. The library has participated every year since it opened in 1993. All food donated will be distributed by Katy Christian Ministries and benefit families in the Katy area. The library will be accepting donations of food from 6:00 AM to 6:00 PM, Friday, December 9th at the entrance of the library building. The drive begins early in order to allow commuters the opportunity to stop by on their way to work. • TechnoGifts for the Holidays - Trying to figure out what to give to that technology forward person in your life? Visit the library on Tuesday, December 13th at 7 PM for gift ideas this holiday season. Try out the latest gadgets in reading and gaming technology before you buy them including the Kindle2, SonyReader, Ipod Touch, Ipod, MP3 and more! • Free Internet Classes - The library provides free classes in Internet Basics each month. You can learn how to navigate your way around the World Wide Web and use successful search techniques. You must know how to use a mouse and a keyboard. The next month’s classes will be on Tuesday, December 6th from 1:00 to 2:00 PM and on Saturday, December 17th at 10 AM. Pre-registration is required for the Saturday class ONLY. • Create Your Own Holiday Cards and Gift Tags - Are you interested in creating your own holiday cards and gift tags? On Tuesday, December 6th at 7 PM, there will be a class teaching the basics of how to create cards using Microsoft Publisher. Then, on Tuesday, December 20th at 7 PM, there will be a class teaching the basics of how to create gift tags using Microsoft Publisher. Come to one class or both! Seating is extremely limited for these classes. Please call the library to register. Basic keyboard and mouse skills are required. Classes fill up quickly, so don’t delay. • Senior Moments Holiday Party - Happy Holidays! Seniors and mature adults are invited to join us for our first annual Senior Moments Holiday Party on December 20th at 1 PM. Celebrate the holidays by trying out our new Wii console. Don’t know how it’s done? Don’t worry, we’ll have people here to show you how it’s done. Refreshments will be included. • Family Film Festival - Bring the whole family out to our family film festival this holiday season. Every day for the 2 weeks school is out, we will be showing a different mystery film complete with popcorn. Come on December 19th, 20th, 21st, 22nd, 27th, 28th, 29th and 30th at 3 PM. Join us as we watch classic and new Christmas favorites.
