1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our Association could be fined if dog waste goes uncollected.

2. Unleashed dogs are not more likely to defecate in neighbor’s yards. Uncollected dog waste may lead to a special assessment.

If fined by the EPA, the Association could face a potential special assessment that would be levied against all members - not just dog owners.

3. The appearance and quality of the common areas are known to affect home sales - not just for how much they sell, but how quickly.

4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the Association.

5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste.

We love dogs - we really do. We also love our community! That is why the Association is committed to enforcing the county leash law so all residents may enjoy our community.

According to the U.S. Humane Society, an unleashed dog has an average life span of less than four years! Allowing your dog to run free threatens your dog’s health and welfare and the happiness it brings to you.

We trust we can count on you for voluntary compliance with the leash law. We don’t like to call animal control, but we won’t have any choice if your dog is running free.

LEASH LAW “HARRIS COUNTY”

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable

of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

GARDENING TIPS FOR JANUARY

• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food.

• Cacti: Semi-dormant now. Reduce watering.

• Camellias: Plants may be moved. Pick up and discard fallen blooms.

• Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting.

• Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in.

• Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown.

• House Plants: Water, when surface soil is crumbly dry. Wash dust

• Lawns: Remove thatch aerate, and feed with low nitrogen mixture.

• Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying.

• Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted.

• Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers.

Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant.

• Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses.

• Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees.

Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist.

• Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure.

• Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

WINTER PET CARE TIPS

Housing: It is best to keep pets indoors during the winter months, but if this is not possible, outdoor pets must be provided with shelter.

Their home should be elevated off the ground to prevent moisture accumulation and have a door of some kind to keep out winter winds. Shelters should be insulated or heated. Water sources may be heated to permit constant access to unfrozen water; thermal units designed specifically for this purpose are readily available. Outdoor pets require extra calories to keep warm. Feed your pet according to its needs when the temperature drops. In severely cold or inclement weather, no pet should be kept outside. Indoor pets should have sleeping quarters in a draft-free, warm area with their bed or mattress elevated slightly off the floor.

Roaming cats: Roaming cats, as well as house pets and wildlife, may climb onto vehicle engines for warmth during cold weather. Be sure to check under the hood before starting your vehicle and honk the horn to startle any animals seeking shelter inside.

Frostbite: Frostbitten skin is red or gray and may slough. Apply warm, moist towels to thaw out frostbitten areas slowly until the skin appears flushed. Contact your veterinarian as soon as possible for further care.

KATY ISD’S 16TH ANNUAL PROMISE TO READ

Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program.

Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November.

This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate.

OFFICER TAYLOR JOINS THE KATY ISD POLICE FORCE

During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University.

Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter.

Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty.

Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition.

Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction.

Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own.

Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals.

Christin demonstrated outstanding leadership skills, community involvement, time management and personal development in order to carry out her Gold Award project. As an active member of Girl Scouts for 9 years, Christin has also earned her Bronze and Silver Awards. Christin is currently a Junior at Cinco Ranch High School.

THE LONE STAR SYMPHONIC BAND

The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer.

All selections performed will feature life’s many colors. On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014.

The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college.
