UPCOMING COMMUNITY EVENTS Mardi Gras “Krewe of Westheimer Lakes Rascals” Parade & Party Saturday, February 11th, 10:00 AM – 12:00 Noon: Get ready to start decorating your wagons, bikes and strollers for our annual Mardi Gras “Krewe of Westheimer Lakes Rascals” Parade and Party. Located at the Westheimer Lakes North Clubhouse, there will be a DJ, moonwalk, best decorated parade float contest, prizes, face painting, balloons and tons of fun! The parade will start at 10:15 AM on the sidewalk near the clubhouse parking lot. Snacks and beverages will be served. Look forward to seeing you there!
Fireworks Prohibition in the Deed Restrictions The Board asks that residents refrain from celebrating holidays with the use of fireworks and fireworks display. This not only poses a nuisance and disturbance to your neighbors, it also leaves a messy aftermath to be cleaned up. Thank you for helping to keep Westheimer Lakes community fireworks free!

Rules of the Road for Westheimer Lakes and Westheimer Lakes North This is a reminder…. The operation of motorized vehicles (ATV’s, dirt bikes, golf carts, etc.) other than mowing equipment on pathways or trails maintained by the Association or any other Common Area within the community is not allowed. According to the Texas department of public safety: • ATV’s are not allowed on a street and an operator crossing a street must have a valid driver’s license. • Golf carts are allowed on roads, but must obey all traffic laws including speed limits. If operated on a road the golf cart must have a license plate and the driver must have a valid driver’s license and proof of insurance. • Mopeds and motor assisted scooters are treated as regular bicycles. All vehicles used on roads must obey traffic laws including stop signs and speed limits. For additional information on this subject go to www.txdps.state.tx.us/msb/pages/Electric.htm. Vandalism In Community In the past, Westheimer Lakes has been the target of numerous acts of vandalism. The POA believes that some of this vandalism may be occurring from individuals in the community. When items such as street signs, park signs, windows, lights are in need of replacement as result of this vandalism, your POA bears this expense. As a reminder, please beware of your surroundings and should you see any suspicious activity in the community please contact the Sherriff’s department (281-341-4665) immediately.

Golf Balls Hitting golf balls is meant for the golf course only. It can cause damage not only to personal property but to people as well. Please respect your neighbors and refrain from hitting golf balls inside the community.
No Trespassing on Residents Private Property There have been complaints about children crossing through residents’ private yards to get to the facilities. Please let children know that they cannot cross private property. If this should occur more than once, we ask homeowners’ to contact the proper authorities.
Basketball Goals Basketball is a fun sport that many like to play. As a reminder, please make sure that all basketball goals are kept in an upright position in your driveway. Basketball goals should not be left in the street at anytime or left on the side of your home when not in use. Leaving Basketball goals in the street can be a nuisance to drivers in the community and a hazard should there be a need for an emergency vehicle to gain access to your street. Please note this is also a violation of deed restrictions and if you receive violation letters regarding this matter you could be sent to the attorney and be liable for those charges.
Unwanted Solicitors NO SOLICITING signs are posted throughout the entrances of the community. If this continues to be a growing issue at your residence and would like to place a NO SOLICITING sign in your yard, you may certainly do so. Please be sure that the sign is placed by your front door and place only (1) sign at your home. If you feel in danger and think the solicitor will be in the community long enough to call the authorities, we suggest you call the local Police Department. Thank you and please be safe…

CANYON GATE ATTENDANT SERVICES Hours of operation are 24/7 Sunday thru Saturday. The gate attendant’s office is located at the entrance to Canyon Gate at Westheimer Lakes on Idlewood Crossing Dr.
Canyon Gate EZ Tag Lane Access Please be patient when approaching the EZ Tag barrier arm and obey the signs. After stopping at the stop sign, proceed slowly and wait until the barrier arm opens fully. Bumping or hitting the barrier arm causes costly and unnecesary repairs to the Association. If there is a car in front of you, please remain at the stop sign until the car has gone through the arm and the arm is closed. The barrier arm closes after each vehicle every time.

• EZ TAG LANE (RIGHT LANE) is for EZ Tag stickered vehicles ONLY that are residents and have registered at the onsite office. • Residents with a Westheimer Lakes vehicle windshield sticker must enter by way of the Gate attendant only. (2 lanes under the cover). • Visitors must enter through the visitor lane (far left lane) nearest the building and must be signed in by the Gate attendant. The Canyon Springs and Canyon Falls Gates EZ Tag Entry lanes are for registered resident entry only via electronic EZ Tags (Harris County EZ TAG or Community fast pass tags for community use only). Electronic entry tags, including credit card size Access Cards and telephone home number registration services are available to all Canyon Springs and Canyon Falls residents at the SplashPad office from 9 AM until 5 PM, Tuesday through Saturday. Call 832-222-2355 for more details. The entry will remain open during the day while sales and construction of new homes are in operation and gates will close at night. The gated areas may be accessed three (3) ways; with EZ Tag or fast pass tags, Access Card (reader is located at the dial up box in the left lane) or you may dial the home code on the telephone 10 key pad. If someone is home to answer, access may then be granted. If you experience difficulty, the gate attendant’s office may be called by pressing #0001 on the 10 keypad. In the event the gates do not open, please call the gate attendant and they can open the gate during the evening hours of 7 PM until 7 AM. Report all gate malfunctions to either 832-222-2650 or at

Deed Restriction Process
1st letter: Notifying owner of violation and giving them (30 days) to cease and desist. (Legally no further letters can go out for this violation until the (30 days) has expired.) 2nd letter: After the (30 days) has expired from the 1st letter a 2nd letter notifying the owner of violation will be sent. (Please note that depending on what the violation is the board can send the account to the attorney when the (30 days) has expired from this letter.) 3rd letter: This letter is optional to the board and depending on what the violation is they do not always feel the need to send a 3rd letter. At any time you feel that you get a letter that is not warranted, please feel free to contact PCMI immediately to discuss at 281-870-0585.

Please respect your neighbors’ yards and their personal space….. remember that pets must be confined to a fenced backyard or within the house and must not be allowed to bark all night long or cause a nuisance to neighbors. They must be on a leash at all times when away from this contained environment. It is also the pet owner’s responsibility, when walking their pet within the subdivision, to keep ALL areas free of pet debris. Please remember that cats must also be confined. To report a street light that is not working, call Centerpoint Energy at 713-207-2222. You will need to report both the number on the base of the pole and the street address. You may also report outages online at www.centerpointenergy.com/outage. New Homeowners Must Register to gain access to amenities All new homeowners, as well as current residents (if not already registered), are asked to register at the Westheimer Lakes onsite office located on the second floor of the SplashPad Texas building. This process ensures that all residents have access to the amenities such as the pool, automobile stickers and EZ Tag enrollment (no cost with a Harris County EZ Tag) for entry into the EZ Tag lanes at the gated sections. Some electronic tag fees are applicable. Your proof of resident ownership will be needed to properly complete your registration. The gate attendants maintain a list of residents that have registered at the onsite business office. Your visitors should also be reminded to stop and register with the gate attendant. Association’s property is under camera surveillance cameras are in place throughout strategic areas of the community. STANLEY’S WATCH DOGS
Stan C. Stanley Elementary’s WatchDOGS program continues to have overwhelming participation in its second year of existence and has attracted national attention with the success of the program. The WatchDOGS (Dads Of Great Students) program allows fathers, grandfathers, uncles and other father figures to become more involved with Stanley students. WatchDOGS are an innovative national program of the National Center for Fathering. Its focus is to improve education in our nation’s schools by using the positive influence of fathers to provide a positive and active male role-model for students during their school day and to provide an extra set of eyes and ears to enhance school security. WatchDOGS dads volunteer for at least one day each year wearing their official t-shirts and “dog tags” identifying themselves as WatchDOGS. These dads may read to a class, play at recess, help in the lunchroom, watch the school entrances and hallways, assist with traffic flow and other assigned activities to actively engage with Stanley students. Stanley Elementary WatchDOGS average two to three dads on campus a day, and is estimated to log over 2,000 volunteer hours from the dads this school year alone.

Ellaine Tee, a 7th grader at Briscoe Junior High, entered the creative writing contest “I Write” Short Stories by Kids for Kids Anthology last year and has been published in the Read3Zero anthology. She is one of 39 students across Texas that was acknowledged in a public book signing in Houston for their achievements in December. Local Houston media were invited to participate in this event, including local photographers and READ3Zero photographers. The event was open to the public. The book was unveiled that afternoon and some of our newly published authors had a chance to read excerpts from their story. The event commenced with a mass public book signing and cake cutting ceremony.

James Jacobs and Nicolas Manriquez, of Your Total Foot Care Specialist, are pleased to announce, two $1,500 “Stepping Into The Future” scholarships for 2012 KISD graduating seniors. Last November, Katy ISD voters approved a bond referendum that included five new campuses – three elementary schools, one junior high and one high school. Four of the five campuses are set to open in fall 2012 and High School No. 7 is slated to open in fall 2013. Katy ISD is a TEA Recognized district serving more than 62,000 students. Demographic Update Shows Continued Growth for Katy ISD
During the October 24th Board of Trustees meeting, Dr. Pat Guseman, president of Population and Survey Analysts (PASA), presented the 2011 Demographic Update that shows steady growth for Katy ISD, at a rate of approximately three percent each year over the next five years. While slightly slower than the rapid growth experienced between 2001 and 2009, the report shows approximately 23,000 additional students moving to the district during the next 10 years. The district also announced that as part of the Long Range Facilities Plan process, Katy ISD has entered into the initial stages of the Attendance Boundary Modification (ABM) process.

Hundreds of gifted and talented elementary students enjoyed getting together at the Katy Parents of Gifted & Talented (KPGT) GT Create Date, to make puppets out of recyclable materials. Students and parents let their imaginations loose as they turned trash to treasure at this fun event co-sponsored by KPGT and KISD. Led by professional puppeteer Greg Ruhe from Puppet Pizzazz and professional artist Taylor Perry, the children enjoyed an inspiring and hilarious puppet show before launching into their own creations.

POPE JOHN XXIII HIGH SCHOOL STUDENTS WIN BIG AT TAPPS STATE CROSS COUNTRY CHAMPIONSHIPS: Senior Aaron Murray and Junior Maria Gonzales won medals at the TAPPS State Championship Cross Country Meet in Waco, Texas. Murray, who joined the Pope John cross country team just last year, took home the first place medal for the second time. His 4,800 meter course time of 15:30.6 minutes was the fastest time across all divisions. This first place win earned him the title of Boys 4A State Champion for the second year in a row. Junior Maria Gonzales took second place in the 4A Girls Division, running the 3,200 meter course in 12:20.5. This is Maria’s first year to place at the state meet and only second to participate, with a 3-minute improvement over her time in 2009 as a fresh man.

Pope John XXIII High School Runners Rock the Rock ‘n’ Roll Half Marathon:
12 members of the Pope John XXIII High School cross country team ran in the Rock ‘n’ Roll Half Marathon in San Antonio on November 13th. All of the runners completed the course. Congratulations to Michael Alexander, Dylan Brokmeyer, JP Gonzales, Maria Gonzales, Cameron Guice, Osa Imoisi, Connor McColl, Thomas Roccaforte, Ben Snow, Bethany Vuyk and Emily Yoder! Two runners placed in the top three in their age group and received a special award. Maria Gonzales’s time of 1:39:00 placed her second in the Women’s 15-17 age group, while Emily Yoder placed first in the Women’s 12-14 age group with a time of 1:43:02. Five members of the Pope John XXIII High School band participated in the Association of Texas Small School Bands (ATSSB) Region 23 All-Region Clinic and Concert held at the Kinkaid School on November 12th. Participation was based on auditions held a week earlier. Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fill-theBoot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 PM. Fire Fighters will also be out March 10th, April 14th and May 12th to collect funds for the campaign. The Fire Fighters rely on support and donations from the community for the success of the campaign. Proceeds raised during the street-side campaign will help support MDA services and research programs, including MDA’s outpatient clinics at Texas Children’s Hospital and The Methodist Neurological Institute. Katy Bulldogs Win World Series CYFL 5 th Grade Cougars Are Back to Back Champions Crosspoint Youth Football League’s (CYFL) 5th grade Cougars beat the CYFL Gators on Saturday, November 12th, 30 - 0 at the Taylor High School Competition Field. This is the second year in a row that the Cougars have won a CYFL Championship in a shut out. The Cougars also went on to win the Super Bowl, 24 - 18 against the ADC (Alief Dads Club) Buccaneers on Saturday, November 19th at Taylor High School.

The Katy Bulldogs 12U Elite Baseball team was able to prevail in the National Cooperstown Tournament of Champions World Series in Oneonta, New York during the week of July 16-22, 2011. In facing some stiff competition from all across the country, their record for the week was 9-1-1, finishing off the series with a 17-7 win over the OC Hitmen from California in the championship game. Every member of the team contributed to the week’s success with key defensive plays, consistent pitching and a total of 44 homeruns throughout the week. RUOK Program Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. Cornerstone EPC celebrated their 30th anniversary Members of Cornerstone EPC in Katy, Texas rejoiced as they celebrated their 30th anniversary. Cornerstone (named Calvin Presbyterian 30 years ago) joined the EPC in 1982, shortly after the denomination was formed. On October 22nd, members and guests came together for an evening of remembering the past and a renewed commitment to serve the Lord. The theme of the evening was “Learn from the Past - Love in the Present - Live for the Future”. The Civil Air Patrol Cadet program is open to boys and girls, between the ages of 12 and 18. Programs offered to cadets are aerospace education, physical fitness, character building and limited emergency services. Seniors receive training in leadership, safety and emergency services – air and ground. As an auxiliary of the U.S. Air Force, this training enables the performance of search and rescue missions and disaster relief in times of crisis. PLEASE NOTE - Pets on Leashes It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash. For the safety of all residents, please use all precautions with your pets and keep them on leashes when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely in the neighborhood, immediately call Animal Control at 281-342-1512. Even if you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can safely retrieve the animal, then call the owner. Otherwise, Animal Control is your best and safest option.
Fort Bend County “Leash Law” Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and inoculated as required by law. As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’ When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’ Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

All about Chinese New Year Chinese New Year is a holiday that celebrates the beginning of a new year according to the lunar calendar. It is considered to be one of the most important holidays for Chinese families. The holiday is celebrated with big family gatherings, gift giving, the eating of symbolic foods and display of festive decorations--all focused on bringing good luck for the new year and celebrating the coming of Spring. When Is Chinese New Year? The start of Chinese New Year changes every year since it is dictated by the lunar calendar. The Gregorian or solar calendar--which is based on the Earth’s movement around the sun and has a fixed number of 365 days a year (366 during a leap year)--is the most widely used calendar system in the world and has been the official calendar used in China since 1912. But in China the lunar calendar is still used to determine traditional holidays like Chinese New Year. Since the lunar calendar is based on the phases of the moon-- which has a shorter cycle than the sun--Chinese New Year is never on the same day each year, but typically falls somewhere between January 21st and February 20th. How Long Do Chinese New Year Celebrations Last? According to Daria Ng, Assistant Curator of Education at the Museum of Chinese in the Americas in New York City, celebrations can actually last up to a month, especially in China. Originally the celebrations lasted for lengthy amounts of time because China was a very agriculture-based country so farmers took the whole month off to rest since crops couldn’t be planted during the winter. Nowadays most families celebrate the New Year for about two week’s time, says Ng, starting on the first day of the new year and end on the 15th.

There are many traditions and symbols associated with Chinese New Year. Here are a handful of the most popular practices: Clean house and new clothes According to Celebrate Chinese New Year by Elaine A. Kule, prior to the first day of the New Year it is customary for families to thoroughly clean their homes from top to bottom. Doing this is said to clear out any back luck from the previous year and to ready the house to accept good luck for the coming year. All cleaning must be finished before New Year’s Day so there is no chance of accidentally throwing out the good fortune of the new year. “Before New Year’s Day you want to buy new clothes or cut your hair” in order to have a fresh start, says Ng. Wearing black is not allowed due to its association with death, however, wearing red is encouraged as the color is associated with warding off bad spirits. Decorate the house Another popular custom is to hang up signs and posters on doors and windows with the Chinese word fu written on them, which translates to luck and happiness. Buying flowers for the home is also commonplace since they symbolize the coming of spring and a new beginning. In Chinese neighborhoods, special lunar New Year flower markets often sprout up during the days prior to the New Year. Eat with your family On the eve of the Chinese New Year it is customary to visit with relatives and partake in a large dinner where a number of specific foods are served. “Typically families do eight or nine dishes because they are lucky numbers,” says Grace Young, author of The Wisdom of the Chinese Kitchen. “The Chinese word for eight is baat [in Cantonese], which rhymes with faat, the word for prosperity.” The word for nine means “long-lasting.”

“A lot of the foods are very symbolic,” explains Ng. Some popular foods include: dumplings (“because they look like golden nuggets” says Ng), oranges (“because they are perfectly round, symbolizing completeness and wholeness”), and long noodles (“served to symbolize long life”). Sticky rice cakes and sweets are also served and are tied to a story about the Kitchen God-- a Santa Claus-like figure who reports to the Jade Emperor in heaven on whether families have been good or bad through the course of the year. According to legend, when families serve the Kitchen God sticky, delicious foods, his mouth gets stuck together and therefore he cannot report any bad things about the family to the Jade Emperor. Give good luck gifts It is a traditional practice for adults to give children little red envelopes--hong bao in Mandarin or lai-see in Cantonese--filled with money in order to symbolize wealth and prosperity for the coming year. It is also common for elders to bestow red packets to unmarried members of the family. It is a sign of respect to bow three times in order to accept the hong bao. Envelopes are not to be opened until the recipient has left the home of the giver. Make lanterns The New Year’s festivities come to an end on the fifteenth day of the new year, which is celebrated by the Lantern Festival. According to the book Moonbeams, Dumplings & Dragon Boats by Nina Simonds, Leslie Swartz, and the Children’s Museum, Boston, the Lantern Festival honors the first full moon of the year and represents the coming of springtime. Families will light lanterns, which symbolize the brightness of spring, and hang them on walls around the house, or on poles to be carried in lantern parades. Honor the animal Every year is associated with one of the 12 animals of the Chinese zodiac, with each animal being represented once every 12 years. These animals are often represented in decorations during the holiday. Some people believe that those born during the year of a particular animal will end up with the character traits of that animal. For example, if you were born during the year of the rat, you will grow up to be imaginative and cunning.
Check out a local Chinese New Year parade Chinese New Year parades are grand celebrations where people come out to happily carouse with one another. In addition to floats, fireworks, performances, and marching bands, parades often feature people performing “dragon” or “lion dances”-a ritual in which a group of dancers gets under an elaborately decorated dragon or lion costume with a long silky train, and visits the homes and businesses to scare away bad luck. It is common practice for the home or business owners to “feed” red envelopes to the animal to promote good luck for the coming year, says Daria Ng, Assistant Curator of Education for MOCA. How to Keep Your New Year’s Resolutions It’s a stark irony of the Western calendar that the odometer turns over smack dab in the middle of winter, the one time of the year when most people can’t rouse themselves to clean their bathrooms, much less make an ambitious, life-changing, behavioral U-turn. If you’re the type who likes to ring in the New Year with an engraved list of resolutions, read on for hints about how best to keep them. Aim low. It goes without saying that most New Year’s resolutions are easier announced (or written) than done, but if you set the bar too high, you’re doomed from the start. Instead of a sweeping declaration like “I will lose 30 pounds by April and finally fit into that dress,” target a goal that’s more attainable, like losing 10 or 15 pounds. Don’t overload yourself. It’s difficult enough for the average person to follow through on one ambitious New Year’s resolution; why on earth would you saddle yourself with three or four? Choose the most pressing issue at hand losing weight, finding a girlfriend, improving your relationship with your parents and concentrate on that. Trying to do everything simultaneously practically guarantees failure across the board. Tell everyone you know. One school of thought says that New Year’s resolutions are best kept to oneself, but look at it this way: the more people to whom you announce your resolution (say, to get out of your dead-end job by spring), the more people there’ll be to prod you along if you fall behind. There’s no shame in seeking help if you can’t accomplish your resolution on your own. Reward yourself. Following through on a New Year’s resolution is rarely easy, so a little Pavlovian conditioning goes a long way. If you’ve resolved to shop less, stroke yourself for not buying those shoes by springing for a steaming hot cappuccino at the mall. If you’ve resolved to be nicer to people, buy yourself a nice jacket after enduring that tedious cocktail party without delivering any insults. Wait until spring. Sometimes the best way to accomplish a New Year’s resolution is to make it at a time of year of your choosing, rather than the one dictated by the calendar.
