The History of Thanksgiving in the United States George Washington, leader of the revolutionary forces in the American Revolutionary War, proclaimed a Thanksgiving in December 1777 as a victory celebration honoring the defeat of the British at Saratoga. The Continental Congress proclaimed annual December Thanksgivings from 1777 to 1783, except in 1782. George Washington again proclaimed Thanksgivings, now as President, in 1789 and 1795. President John Adams declared Thanksgivings in 1798 and 1799 and President James Madison declared the holiday twice in 1815; however, none of these were celebrated in autumn. It was President Abraham Lincoln that set the holiday as a regular yearly event for the final Thursday of November in 1863. In 1939, President Franklin Delano Roosevelt declared that Thanksgiving would be the penultimate Thursday of November rather than the last. This was to give merchants a longer period to sell goods before Christmas; at the time it was considered inappropriate to advertise goods for Christmas until after Thanksgiving. However, Roosevelt’s declaration was not mandatory; some states went along with this recommendation and others did not. The United States Congress in 1941 split the difference and established that the holiday would occur annually on the fourth Thursday of November, which was sometimes the last Thursday and sometimes the next to last. On November 26th that year President Roosevelt signed this bill into US law. Since 1970 some American Indians and others have held a National Day of Mourning protest on Thanksgiving at Plymouth Rock in Plymouth, Massachusetts.

CALL TO ORDER: The September meeting of the Board of Directors of the Windsong CIA was held on September 22, 2011. The meeting was called to order at 7:02 PM. Present were Board Members: Dennis Shook, Chad Vowell, Brenda McCullah and Johnny Luttrell. Also present was Nancy Callaway, SCS Management Services, Inc.

MINUTES: The Board approved the minutes of the Regular Meeting of the Board held on August 25, 2011. COMMITTEE REPORTS: CLUBHOUSE * The Board reviewed a written Clubhouse Report from Rhea Prevost, Clubhouse Manager. The 2012 Clubhouse Management Services Agreement was signed by Director Shook. COMMUNITY EVENTS * The Board reviewed a written Community Events Report from Michele Spees, Community Events Coordinator. The budget for the Fall Festival in the amount of $600 submitted by Mrs. Spees was reviewed and approved by the Board. She also provided the cost for the snow and slide for the Winter Festival and asked if the Board plans to hold the event again this year. General discussion took place. The Board agreed to hold the event and approves the cost for the snow and slide in the amount of $3,800. The 2012 Community Events Coordinator Services Agreement was signed by Director Shook. GROUNDS AND PARKS * Director Shook reported that FN Landscape had to reset all sprinklers due to a power outage. MUD #183/SHERIFF * The activity reports for the month of August 2011 were presented in written form for the Board’s review. Director McCullah also gave a brief report on the 2012 Contract Deputy Patrol through MUD #183. YARD OF THE MONTH * The September winner is Kenneth and Myra Hearn of 18194 Forest Cedars Drive. An article will be published in the October Windsong Whistler. DEED RESTRICTIONS * The Deed Restriction Violation Summary and the Board Referral List for the month of September were presented in written form and reviewed by the Board. Director McCullah advised that she inspected the properties on the list and made recommendations on further disposition of the properties. The disposition of the Board Referral List as authorized by the Board will be processed by SCS. ARCHITECTURAL REVIEW * The written Architectural Review Report for the month of September was reviewed. MANAGEMENT AND FINANCIAL REPORTS: * Nancy Callaway presented the Management and Financial Reports for review and consideration of the Board. * The CAMI Report date September 12, 2011 was presented in written form and reviewed by the Board. Director Shook advised that Gate Master has repaired the pool and tennis court gates. OLD BUSINESS: ACTION ITEM LIST * The Board addressed the Action Item List. Updates are as follows: Tennis Courts Perimeter – Director Shook reported that FN Landscape has started the project. 2012 Landscape Contract – Director Vowell advised that he has reviewed FN Landscape’s contract and recommended that the Board sign the Association’s contract. Shower Tower – Estimate #127 from Houston Recreation Management in the amount of $1,269.41 for the installation of a custom shower to replace the existing shower that is continuously in need of repairs was reviewed and approved by the Board.

NEW BUSINESS: * The attorney status report for the month of September from Roy Hailey, Association Attorney, was presented in written form. The Board was requested to review and follow-up with the disposition as requested by the attorney. * The 2012 Preliminary Proposed Budget prepared by Nancy Callaway, Association Manager, was reviewed. A general question and answer session took place. Revisions and additions were made by the Board. Mrs. Callaway agreed to revise the budget for review and consideration of the Board at the next Board Meeting. The Board set the 2012 annual assessment rate at $360. ADJOURNMENT: The meeting adjourned at 9:25 PM.

2012 ANNUAL ASSESSMENT STATEMENTS The 2012 annual assessment will be invoiced this month. If your mortgage company notified SCS Management Services, Inc. of funds available in escrow, bills will be sent to them directly. If you do not receive an invoice by December 1, 2011, please call SCS at 281-463-1777. The assessment is due on January 1, 2012. A late penalty of 10% is charged to delinquent accounts effective February 1, 2012. Payments go directly to a lockbox at our bank. SCS interfaces daily, via computer, with the bank to record payments. This guarantees maximum efficiency when posting your payment. Please mail your payment to the bank’s address on the statement. Should you need to communicate with SCS, please write them separately at 7170 Cherry Park Drive, Houston, Texas 77095. Our Association DID NOT require an assessment increase this year. The Board has prepared the 2012 proposed budget based on an assessment of $360. Our assessments provide a multitude of services such as pool, tennis courts, playgrounds and clubhouse maintenance; management and deed restriction enforcement; grounds and irrigation maintenance for all common areas and entrances; legal; utilities (water & sewer, electricity, gas and telephone); street lights; community events; routine corporate expenses such as insurance and taxes; capital reserves and other miscellaneous services to the residents. All of these services are provided to you at a cost of only $30 per month. The Association has a collection policy to ensure everyone pays equally and promptly, keeping costs down for all. The Board has adopted an aggressive collection schedule for delinquent accounts. Our Declarations and the Texas Property Code provide for these actions and charge the cost to the property.

DEED RESTRICTIONS AND ARCHITECTURAL REVIEW Reminder: Please submit an Architectural Review application prior to commencing any exterior changes to your property. An application is included in the “Windsong Whistler” for your convenience.

DEED RESTRICTION/home improvement SCS Management Services is contracted to enforce our deed restriction guidelines in an effort to continuously improve our community and keep property values up. We would like to ask everyone to refer to their deed restrictions on issues that might pertain to our community. Citing (if applicable to your guidelines) could result from one or more of the following: 1) Garage door paint should match your house or trim. 2) Houses/garages should be clean of dirt and mildew. 3) House, garage and trim in need of repainting (i.e. - fading, peeling or poor quality of paint). 4) Trim boards, garage doors, shutters or gutters in need of repair. 5) Oil stains in the driveway or street. 6) Flower beds, shrubs or trees that need weeding or pruning. 7) Yard Decorations should be repaired/maintained as needed. Compliance with our community guidelines is greatly appreciated.

WINDSONG CIA RESIDENT DEED RESTRICTION COMPLAINT FORM The Board of Directors receives resident complaint forms on a monthly basis. We thank those who take the time to send them. The forms are reviewed at the monthly Board meetings and then referred to SCS Management Services to process. SCS verifies the report during their next drive-by deed restriction patrol of the community. Many times we receive complaints such as disturbing the peace, animal smells coming from a house or yard, barking dogs, neighbor to neighbor disputes, etc. We want to let you know that the association cannot enforce these types of reports. BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

CONTRACT DEPUTY PATROL The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/ or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District

TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. If your trash is currently not being picked up, please call Royal Disposal to start service at 713-526-1536.

The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them.

Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign. Everyone can “look the other way” and tolerate a vehicle parked temporarily for a visitor. We are referring to vehicles parked overnight, day after day. Please try to think of others and be a good neighbor. Don’t block your neighbor’s ability to enter and exit his driveway safely or block his/or her mailbox. We know that the homes in Windsong have two car garages. If you have multiple vehicles, please try to park them in the driveway and/or the garage overnight and whenever possible. SPECIAL PROJECT COMING UP? 1. First things first…an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work.

Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? The association has the right to take action to enforce the deed restrictions and request the removal or modification of your improvement. We want you to know before hand so that you do not spend money on improvements that may not be approved. Remember, that the deed restrictions and the architectural guidelines are in place to protect neighborhood harmony and maintain everyone’s property values.

EXTERIOR HOUSE PAINT COLOR SELECTION The WCIA provides many opportunities for the residents to obtain approval for exterior painting prior to commencing the work. Each new resident is mailed a New Resident Welcome Packet that contains among other things a copy of the Architectural Guidelines that is recorded in the real property records of Harris County. Article VIII of this document tells you the guidelines for painting and the locations for you to view the approved color chart (SCS Management Services, 7170 Cherry Park Drive, Houston, TX 77095 and Sherwin-Williams, 5814 Highway 6 North, Houston, TX 77084). An Architectural Review application is also included in your packet. If you misplace your application or need another one, you can access www.scsmgmt.com, click on forms to print one. Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Operation Christmas Child is a ministry project devoted to reaching underprivileged children all over the world with the true meaning of Christmas. The project accomplishes this goal by collecting simple gifts complied into shoeboxes from people all over the U.S.A. These gifts consist of hygiene items, small toys, candy, school supplies, etc. The items are packed into shoeboxes along with the story of the Nativity, printed in their native language. The gift is so simple but the impact is huge.

The CELEBRATIONS CHRISTMAS MARKET is one of the most anticipated and highly attended events in the West Houston area. The market will be open a full three days on November 3rd - 9 AM - 7 PM, November 4th - 9 AM - 5 PM and November 5th - 9 AM - 5 PM. CELEBRATIONS attracts vendors from several states. Hand crafted pieces, Christmas collectables, and one-of-a-kind gifts make this event an annual tradition for our community. With more than 100 vendors, on-going entertainment, vendors to purchase lunch from, this holiday shopping is truly an exhilarating experience!

Last year, Epiphany Lutheran Church participated in the project and the response was amazing. The church collected over 80 full boxes to ship overseas from the congregation alone. “We felt such a strong connection to this cause. It was truly moving,” remarks one Epiphany member.

Jordan Merecka was born with multiple congenital heart defects, including Dextrocardia (his heart was on the wrong side of his chest). As a child, he experienced two open chest surgeries, several surgical revisions and an implantable defibrillator. For many years after his early surgeries, Jordan was able to live an active childhood. As a teen, he enjoyed hunting and fishing with his father and at school, he participated in FFA (Future Farmers of America). But, in September 2010, Jordan’s heart began to fail and he was placed on a waiting list for a heart transplant. With medical treatment, he

was able to attend school as he waited. At the start of 2011, the senior at Cypress Woods High School was looking forward to three major milestones in his life: his prom on May 27th, his eighteenth birthday on May 29th and his graduation on June 5th. In April 2011, his health took a turn for the worse and he was admitted to Texas Children’s Hospital with heart failure symptoms and kidney insufficiency. He critically needed a heart transplant. Over the weekend of May 21st, all of his organs began to fail acutely and he could not breath on his own because his heart was so weak. On May 22nd, Jordan received the Total Artificial Heart that saved his life. Jordan missed his prom, but thanks to a diligent heart-failure team and the availability of the artificial heart, he celebrated his birthday at Texas Children’s on May 29th - a week after his surgery. On June 5th, Jordan watched his graduation ceremony online while his 16-year-old sister walked across the stage to accept his diploma on his behalf. His class rose to their feet for a standing ovation. Jordan has been accepted at Texas A&M University Galveston and looks forward to studying marine biology. But for now, Jordan’s focus is on gaining his strength and being ready for his new heart.

Upward Basketball and Cheerleading Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75. Exciting Changes Ahead for CFSA Basketball Winter 2011 Season Cy-Fair Sports Association will unveil new enhancements to the Basketball Program for the Winter 2011 season. Similar to the CFSA Baseball program, coaches will now be allowed to form “friendship” teams and play against other friendship teams. The “select” level of play will be expanded to achieve more competitive balance and will include a mid-season tournament with players outside the CFSA program. The traditional “classic” division will remain in place with teams selected based upon where players live and go to school. These changes will create a basketball experience that meets the diverse needs of the Cy-Fair community while continuing to attract new participants into the program. HAVE A PERFECT THANKSGIVING! Want to be the perfect holiday host or guest? Check out these tips on holiday entertaining: If you are the host: • Whenever anyone offers to help or bring a dish, say, “Yes, thank you!” • Use hollowed bread loaves as serving containers for cheeses, dips, olives, chips and small sandwiches. • Once the table settings and centerpiece are in place, sit in each chair to assure comfort • Include favorite kids’ foods, especially those they can eat neatly with their fingers. • Provide at least one low-calorie dish and a vegetarian option. Then serve a sinful dessert. • Completely clear the table of all dishes from previous courses before serving dessert. • Keep club soda nearby to clean spots or stains on the tablecloth or clothing. Bring the Ads: Many stores offer a “lowest-price” guarantee; be sure to bring a copy of the exact product being advertised for less. 7. Know the Store Policies: Knowing the store policies on returns can help you determine where to buy. Many retailers are including restocking fees and shorter return deadlines. Almost all of the major retail chains require receipts for returns and exchanges and many keep a database of individuals who abuse return policies. 8. Slow Cookers are a Cook’s Best Friend By The Paula Deen Test Kitchen

More leisure time and a homemade meal? Save money on groceries, use less electricity, and enjoy better flavor? You bet! And with a slow cooker, you don’t even have to be there while your dinner cooks. With the invention of the original Crock-Pot® in the 1970s, we’ve been able to layer ingredients in our slow cookers, leave the house for work or play, and come home, hours later, to an inviting aroma-filled house and evening meal. Rival still manufactures the Crock-Pot®, but many other manufacturers are in the game with competitive models. The “crockpot” moniker has become an icon for any slow cooker. These days, choices are not limited to 2-temperature manual units; they also come programmable, with multiple time and temperature settings, countdown timers, built-in thermometers, and automatic temperature shifts to warm in case you are late getting home. There are slow cooker sizes and settings to fit your family’s individual needs. Though shape is not necessarily a deal breaker when purchasing, it is a consideration. A money-saving attribute of slow cooking is that tougher, less expensive meats are rendered meltingly tender and juicy. Larger roasts and whole chickens fit better into an ovalshaped model and will cook more evenly, although you can trim them to fit into a round one. It’s easy to adapt your favorite oven or stovetop recipes to slow cooker cooking. Regardless of yield, if your dish normally cooks in 15 to 30 minutes, you can count on 1 1/2 to 2 1/2 hours cooking in a slow cooker on High power or 4 to 6 hours on Low. If it takes 35 to 45 minutes, you should allow 2 to 3 hours on High power or 6 to 8 hours on Low. Main dishes like roasts and stews that cook up to 3 hours will take 4 to 5 hours on High or more than 8 hours on Low. For instance, Sweet Merlot Beef Stew should cook in about 4 hours on High or 8 to 10 hours on low; after you brown the meat, add everything to the slow cooker for the total cooking time, including the onions and mushrooms. Other tips for successful recipe conversion: *To eliminate excess fat, remove skin from poultry and trim excess fat from meats before cooking. Pre-brown meats, and drain before adding to the crockpot, especially ground meats. *Brown chops and roasts to caramelize the outsides for richer flavor and attractive appearance. For Low Country Smothered Pork Chops, prepare the chops as directed and layer in the cooker with the strips of green pepper, onion, garlic, half of the broth, and Worcestershire. Add more broth as needed to thin the gravy. *Vegetables, especially roots like potatoes, rutabagas, and carrots, cook more slowly than meats, so cut pieces uniformly and add them at the beginning. (It can take 8 to 10 hours on Low for a “baked” potato to cook until tender!) Italian Chicken and Vegetable Soup is a perfect example; just put all the ingredients into the slow cooker, reserving half a can of broth to add at the end of cooking, if necessary. Let it cook 2 to 2 1/2 hours on High or 4 to 6 hours on Low. *Most stews, soups, and other braised dishes require less liquid. If you end up with too much, pour it into a saucepan and reduce it until flavorful and thickened. If you need more liquid, it can be added at the end of the cooking time. *Cheese, milk, cream, and other dairy: Add dairy products close to the end of cooking. *Uncooked rice, however, requires standard liquid amounts. It cooks fast, so add it to the slow cooker during the last hour of cooking on High or 2 hours on Low. It is better to cook pasta separately and add it before serving. *Most slow cooker liners are removable, allowing you to fill it up to a day before cooking. Remove the stone liner and assemble the casserole in it; cover and refrigerate until you are ready to cook. You can prepare Chicken and Rice Casserole ahead and cook it 1 1/2 to 2 hours on High or 4 to 6 hours on Low or until it is hot, stirring in cheese during the last hour of cooking. *Spices tend to loose their power during long, slow cooking; be ready to re-season towards the end.

Add chicken, and cook for 10 minutes, stirring frequently. Add onion and carrot, and cook for 5 minutes. Stir in zucchini, diced tomatoes, and chicken broth. Bring to a boil; reduce heat, and simmer, uncovered, for 30 minutes. Top each serving with grated Parmesan cheese, if desired.

Courtesy of Paula Deen Ingredients 1 10 3/4 ounce can condensed cream of celery soup 1 4 ounce jar pimentos 1 8 ounce can water chestnuts, drained and chopped 2 14 1/2 ounce cans green beans, drained and rinsed 3 cup diced cooked chicken 1 medium onion, peeled and diced 2 tablespoon butter or vegetable oil 1 cup mayonnaise 1 6 ounce box long-grain wild rice, cooked according to package 1 cup grated sharp cheddar cheese 1 pinch salt Directions Preheat oven to 350 degrees F.

Heat butter or oil in a small skillet over medium heat. Add onion and saute until translucent, about 5 minutes. Remove from heat and transfer to a large bowl. Add all remaining ingredients to bowl and mix together until thoroughly combined. Pour into a greased 3-quart casserole dish. Bake for 20 to 25 minutes or until bubbly. Let stand for a few minutes before serving.

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc.

DEED RESTRICTIONS

Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Mail in proxies will be mailed with the Annual Meeting Notice. 2) Voting in person will be by attendance at the Annual Meeting.

CLUBHOUSE RENTAL

The WCIA has a new resident package available which are sent once a month to the new homeowners once SCS Management Services, Inc has received transfer information.

Deed restrictions are strictly enforced by Windsong Community Improvement Association. Copies of the restrictions are available upon request by mail. Please call 281-463-1777. Complaint forms are included in every “Windsong Whistler” for your convenience. The association’s office verifies complaints and writes letters to violators. WCIA will initiate legal action when warranted, to enforce the deed restrictions.

Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 5. Heavy trash pick-up is scheduled every Friday. 6. Excluded items include, but are not limited to, acids; batteries; car parts; car tires; chemicals; construction trash (to include concrete, large quantities or rolls of carpeting, fencing, construction material and debris); dirt; garage door openers; hazardous or toxic or radioactive waste; large pieces of glass (must be broken and placed in cardboard box and weigh less than 40 pounds); human or animal fecal waste; large sofas and sleepers and furniture with metal frames; metal items; paint; petroleum products or filers; refrigerators (if Freon is not removed and refrigerator tagged); rocks; sand. Resident may call Customer Service at 713-526-1536 and arrange for items to be picked up at a negotiated price.
