Law Enforcement & Factors driving crime
Annette Baldwin made a presentation centered on our crime statistics and the current situation in both subdivisions. As you know, the problem is youths (ages 13-25) roaming the subdivision between 11:30 PM and 3:30 AM. These are the individuals who are committing the burglaries of motor vehicles, vandalism, graffiti and more. Some live in Westlake and Westlake Forest. Some are friends of people who live in the two neighborhoods. We have seen a distinct increase in some types of crime, a spike in home burglaries and an upswing in domestic violence. All of these are consistent with the state of the economy. No end is in sight on the foreclosures due to the sub-prime lending that plagued us from 2004-2008. The current inventory of homes will not sell quickly. The city of Houston sold all of its homes in both neighborhoods at an absolute auction in early November 2011. We hope some of the buyers are residents, but absentee investors are quite prevalent in the current real estate climate. The meeting The meeting was well attended. Many questions were asked, a spirited discussion was held. Election of directors The election of three Board members (directors) was announced as a change from three directors to an election of five directors just before the voting began. All Board members (the Board was expanded to seven members) are from Westlake. Evidently no one from Westlake Forest was interested in serving on the Board this year. The following is from the WCIAs web page: Annual Meeting News At the annual homeowners meeting held on November 3, 2011, the members present amended the ballot to increase the Board members from 5 to 7 members. The new Board members elected to represent your Association are: Sharon Lyles, Marcos Cruz and Wayne Rhea. Incumbents, Ann Iannuzzi and Sherry Hume, were re-elected and Tommy Grant and Malcolm Baker were not up for election this year and continue to serve your community. Future board meetings & attendance by the community The Board will continue to meet monthly at Crest Management at 5:00 PM on the 3rd Monday of the month, but homeowners should call to confirm that day if they plan to attend in case the meeting has been changed or cancelled. Announcements of the exact day of the meeting will be in the newsletter and posted on the website 72 hours in advance of any meeting. The Board members stated that the Board meetings are no longer held at the civic center as many times they need access to records or files that are readily available at Crest Management’s office. In the past, the Board did hold meetings at the civic center and residents did not show any interest to attend. Therefore, the meetings will remain at Crest Management as the best location for the Board members to conduct the necessary business of the Association. You are encouraged and welcome to attend any Board meeting. All discussions of general operation, macro collection and deed restriction enforcement procedures, etc., are held in open meetings. The executive (closed) session, which deals with individual homeowner collection and deed restriction violations and sensitive matters are not open for the residents. However, you may request to be placed on the agenda for your own particular issue for which a hearing can be arranged. Minutes of these meetings are required by state law and have always been done by the management company. The meetings are held at Crest Management, 17171 Park Row, 3rd floor, Suite 310. In addition, the statistics from the Sheriff’s Office for Westlake and Westlake Forest and surrounding neighborhoods are also attached. We encourage you to sign up on line at the Westlake website for the email program they are offering. I have requested that the info. westlake@gmail.com email be added and I will forward anything that I receive to this email list as many of you have stated that you do not want to sign up for the Board’s email program. However, Crest does recommend that each resident sign up individually so that you don’t have to depend on a third party relaying information to you. South Mayde Creek Hike & Bike Trails Open for Use
The construction phase is nearly completed on the South Mayde Creek Bayou project at the time of this writing. The South Mayde Creek Hike & Bike Trail is scheduled to open to the public in midJanuary, 2012. Our trail, located on the north side of Westlake Forest, connects with Cullen Park, the Mayde Creek Schools and winds eastward to Hwy 6. This is a wonderful amenity for our community. The trail is lighted, a bridge connects the north and south sides and some landscaping and other elements will be provided by the contractor. Community participation has been provided by all subdivisions and MUDs for landscaping, hardscape, etc., for all other hike/bike trails in Harris County. This is an excellent park like environment for walking and bike riding. Other trails throughout west Harris County are used by individuals for walking, exercise, bike riding, family activities and scouting activities. This is a natural environment, which is unfamiliar for many in Harris County. The Mayde Creek Bayou offers an array of birds and other wildlife as well as native plants. The trails are relatively peaceful. The walkway is a smooth surface, which is easily navigable. Eventually this walkway will connect with a trail that will parallel Westlake on the east side and end at Park Row. We have been talking with Harris County since 1994 about this hiking/biking trail. In 2002, Harris County announced a federal grant and state funds as well as their own contribution to this wonderful park-like amenity. We thank Precinct 3 Commissioner Radack for his persistent and consistent efforts in supporting our county parks and hiking and biking trails. We also thank Jimmy Greeson, now retired from Harris County Precinct 3, as well as Paul Hawkins, Precinct 3, who picked up the mantle and worked to bring this project to fruition. The hike/bike trail is open to the public from dawn to dusk.

The Harris County Sheriff’s Office has an overall Nuisance Abatement program for neighborhoods, such as ours, which have suffered from severe neglect during the sub-prime foreclosure crisis. Empty homes with junk and clutter in the front and back yards, eyesores for the community, inoperable vehicles, health and safety hazards… these and much more are addressed under Texas law as it applies to Nuisance Abatements in the Traffic Code and the Health and Safety code. All contract units are trained in every Nuisance Abatement law on the books. Each law will be enforced quickly. Once again we are putting a burden on the Sheriff’s Office that rightfully belongs on other agencies and the homeowners’ associations, but this is the most expeditious way of solving the many problems we are seeing in both Westlake Forest and Westlake. So, if you know of a home that is abandoned, has a junk vehicle in the driveway or street, trash, debris, high grass, a dangerous swimming pool, etc., please email Annette Baldwin at info.westlake@gmail.com or call her at 281-5789118. She will forward the information to our deputy who will act on it immediately. This program began through Harris County in February 2011 following the training of all deputies. New deputies who bid into contracts are trained in Nuisance Abatement prior to their new assignment. The vehicle Nuisance Abatement and parking code are enforced in an ongoing policy for Westlake and Westlake. The health and safety laws will supplement that for further improvement in our neighborhoods.

A quick review of our calls for service in 2011, has demonstrated that our residents are not calling the Sheriff’s Office on suspicious persons and suspicious vehicles as well as crimes such as burglary of a motor vehicle, etc. If you don’t call to report a crime or suspected criminal activity in progress or suspicious persons or vehicles, no arrests will be made, the crime or criminal activity will continue and the Sheriff’s Office will not know that anything is going on. Yes, we have those rare occasions where a deputy, by pure luck, drives up on a crime or suspicious activity in progress. But why rely on luck when you have a telephone? The number to call is 713-221-6000. This is the phone number for the Harris County Sheriff’s Office. If there is an emergency, call 9-1-1. We live in HARRIS County. If you would like a magnet for your refrigerator so that both these numbers are readily available to you, stop at the Franz Road Fry Store Front and pick one up. Do NOT call the Franz Road Store Front for a deputy or in an emergency. These deputies are with the Crime Prevention Bureau. The phones are answered during weekdays only. You can go to the Store Front to file a minor report such as the theft of a bicycle or to pick up information or complete a Vacation Watch form. However, this office does not dispatch deputies.
Garages And Cars Are Made for Each Other
While parking on the street and in the driveway is legal, it is amazing how many people do not use their garages for vehicle parking. If your garage is full of junk, this might be the time to clean it out, throw it away or put it in the attic. If you must park on your driveway, please remember to lock your vehicle. Before leaving your vehicle, take out items that might attract a criminal (major or minor) such as CDs, tapes, computers, cell phones, cash, credit cards, bags containing unknown items and anything that might attract a crime of opportunity. If you leave items in your vehicle and your vehicle is unlocked, don’t be surprised if your property is missing the next day.

Recently we have reports of catalytic converters and wheels from various vehicles parked both on the street and in driveways. Both of these are expensive replacements, minimally requiring a deductible payment on vehicle insurance and often raising your rates with a claim. It would seem wiser to empty the garage and park the cars there overnight.
Parking Laws Meant To Increase Safety
Once again we are asking you to please be considerate of your neighbors and the emergency personnel who risk their lives for us. Fire engines and ambulances often cannot squeeze down some of our streets when cars and trucks are parked on the street. Park cars in your garage and on your driveway. Always lock cars parked on your driveway and make sure you have removed “attractive valuables” from them. Since the largest homes in our subdivisions have four bedrooms, there is really no reason for more than four cars per house… two in the garage and two in the driveway. Guests can park on the street, but they need to be very aware of the parking laws in Texas. Due to the continuing upswing in street parking, the following Parking Laws of the state of Texas will be enforced to the letter: • Park 30 feet from a stop sign • Park 20 feet from an intersection or crosswalk • Park 15 feet from a fire hydrant • Park no more than 18” from curb • Lock your car when it is parked on the street • Park with the flow of traffic • Do not block driveways or access to mail boxes • No parking on the sidewalks • No more than 48 hours parked on the street • Vehicles parked on street must have current registration and inspection • Double parking will result in immediate citation and possible towing These laws are not designed for a neat appearance. These laws are designed for the safety of the public. The life you save might just be your own.

Crest Management sent out the billing statements in November along with a flyer giving you several options to pay your annual maintenance assessments. The Board is proud to announce that the fees did NOT increase this year! Your 2012 annual maintenance dues are payable on or before January 31, 2012. As in previous years, if you would like to make arrangements to pay your 2013 dues in advance over the twelve month period, please send your checks to Crest Management and include the address of the home or your account number and mark “2013 dues” on the check. Per the new laws, you are entitled to a minimum three (3) month payment plan, therefore, if you need to do so, please contact Crest Management at 281-579-0761 and make the arrangements. If you need more time due to a special circumstance, please let Crest know so that they can assist you. The late fees and penalties can add up quickly! The Board does not want to send your account to the attorney to collect your fees, but will do so if they don’t hear from you when the time comes! The Board would much rather set you up on a payment plan in advance and avoid the legal fees. We thank you for cooperating in the collection of our dues this year.
Vandalism Costing You Money
Every time one of the juveniles in our neighborhood chooses to vandalize the community’s property, the costs for clean up or replacement are taken directly from our general fund. Recently, some youths used spray paint to vandalize the Westlake fence and brick pillars on Saums Road. Parents, we strongly suggest that you know where your children are and what they are doing. If a witness is able to identify anyone in the act of vandalism, charges will be filed and reimbursement to the community will be required.
Tree Planting Time
January and February are excellent times to plant trees and shrubbery in the Houston area. The temperatures are chilly to moderate and the trees and shrubbery are given the best possible start on life. If you are considering adding to your landscaping, we recommend that you choose one of these two months to do it. Your money will be well spent.

Don’t Be A Victim Lock Your Vehicle
Harris County has recently seen a tremendous uptick in the burglary of motor vehicles. 90% of these burglaries are essentially thefts from unlocked vehicles. Do not leave any valuables in plane sight. Do not leave a garage door opener in your car that is parked on the driveway or on the street. If you must park in your driveway or on the street, remove anything of value, park legally on the street and lock your vehicle. We have seen laptop computers, cell phones, wallets, cash, ipods, Blackberries, books, priceless family treasures and other items stolen from unlocked vehicles. Some people leave cash in their cars. This is a definite incentive to a criminal to break the glass on your vehicle to gain access. An empty, locked vehicle has the lowest chance of being burglarized. Think about it.

Trash Pick-up Stickers
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

mentor Jim Burns visited Firethorne representatives last week to thank them for their generous support. The KEYS (Keep Encouraging Youth toward Success) mentor program is offered to Katy ISD students who are on the brink of success. Often, these students have been challenged by life circumstances outside of their control. Mentors meet with their students on campus each week during the school year, in between the school day. When Reyes’ mentor first met him, it wasn’t with the intent of becoming his mentor, it was with the intent of helping him organize his backpack, locker and life. After several weeks of helping Reyes get organized, Burns naturally fell into the role of becoming his mentor. For the next six years, Burns helped Reyes recognize his gifts, talents, intelligence and encouraged him to pursue his dreams.

GIFTED STUDENTS GET CREATIVE WITH TRASH
Hundreds of gifted and talented elementary students enjoyed getting together at the Katy Parents of Gifted & Talented (KPGT) GT Create Date, to make puppets out of recyclable materials. Students and parents let their imaginations loose as they turned trash to treasure at this fun event co-sponsored by KPGT and KISD. Led by professional puppeteer Greg Ruhe from Puppet Pizzazz and professional artist Taylor Perry, the children enjoyed an inspiring and hilarious puppet show before launching into their own creations. The Katy Parents of Gifted and Talented (KPGT) organization was formed in 1987. It is a non-profit organization. KPGT aims promote the welfare of gifted and talented students by empowering KISD families and educators with information, resources, tools and voice to ensure opportunities that encourage gifted students’ passion for learning. Demographic Update Shows Continued Growth for Katy ISD
During the October 24th Board of Trustees meeting, Dr. Pat Guseman, president of Population and Survey Analysts (PASA), presented the 2011 Demographic Update that shows steady growth for Katy ISD, at a rate of approximately three percent each year over the next five years. While slightly slower than the rapid growth experienced between 2001 and 2009, the report shows approximately 23,000 additional students moving to the district during the next 10 years. The district also announced that as part of the Long Range Facilities Plan process, Katy ISD has entered into the initial stages of the Attendance Boundary Modification (ABM) process. Last November, Katy ISD voters approved a bond referendum that included five new campuses – three elementary schools, one junior high and one high school. Four of the five campuses are set to open in fall 2012 and High School No. 7 is slated to open in fall 2013. Katy ISD is a TEA Recognized district serving more than 62,000 students. Covering 181 square miles west of downtown Houston, Katy ISD is comprised of 53 campuses and with more than 8,000 employees is one of the largest employers in the West Houston area.

On Tuesday, October 25th, the Mayde Creek HS swim team competed against Alief Hastings and won 216-145. A lot of the kids swam “off” events, but still had best times. Some notable swims were Priscilla Miranda who dropped 20 seconds in her 500 freestyle, Kevin Smith who went 23.91 in the 50 Freestyle and 53.18 in the 100 freestyle, and Andy McCaslin who went 58.70 in the 100 butterfly. Also, Freshman Sophia Carrico took 2nd place in the 100 yard backstroke with senior Taylor Hemenway finishing 1st. Ryan Jaw won the 100 breaststroke with a near personal best time of 1:06.46. Michelle Fritsche won the 50 freestyle with a time of 27.93 and Whitney Ducote finished in 3rd place with a time of 29.75. Matthew Schnee and Andy McCaslin won the 200 Freestyle and 200 IM respectively.
