Annual Meeting to Include Presentation of New Texas HOA Laws
The annual meeting of the WCIA, which is the Governing Board of Westlake and Westlake Forest, is the one time you, as a homeowner or a resident, can find out what is going on with the management of our subdivision and how your money is being spent. For about four years, the Board has not held public monthly meetings. In all fairness to the Board, not many homeowners bother to attend these meetings. The fact is this: the operation of your subdivision and knowledge about state law, your rights, your responsibilities and much more, will be discussed at the Annual meeting on November 3, 2011, which is held at the clubhouse at 2502 Creek Meadow. The meeting begins s at 7:00 PM. As a homeowner, you owe it to yourself to attend. State law has changed and altered the dynamics of HOA operation due to a number of factors. There have been many bills signed by the governor that limit what actions the HOA can take, how your payments are posted, the necessity for open meetings and open records and much more. Russel Holt, attorney, of Holt & Young will be presenting a summary of new laws. There will be homeowners present with questions that pertain to you. Mr. Holt will be giving an overview from the perspective of the HOA. He will answer your questions. Annette Baldwin will be at the meeting as will our current contract deputy, to discuss the problems, crime, youth activities, vandalism, car thefts, burglaries, graffiti and more with you. Our subdivision has fared better than many in these difficult economic times. This does not mean we haven’t had an upswing in property crime and vandalism because we have seen an upswing. The Board has three candidates, which is the majority of the Board – standing for office this year. If you want to serve on the Board or would like to see changes in the composition of the Board, this is the time to speak your mind.

The budget for this year will be presented along with an announcement as to whether or not your dues will be increased from the current $529 annually. The Board has not yet approved the budget, however, no increase is planned as of early October. There will be an open homeowner forum following the presentation of the budget. If you don’t give a second thought all year to what the WCIA Board is doing, this is the best time to give it some attention. The WCIA is YOUR association.

Crest Management has received numerous complaints of neighbors in the community stating that they “work for the Association” and are harassing them over what they feel is a deed restriction, excessive garage sales at their home, etc. Crest Management, nor any Board of Director, will never come to your home and approach any person directly regarding any issues that may exist for your home. All communication is done in writing when there is a matter, which requires action to be taken by a homeowner or resident of the home. Any person stating otherwise, is misrepresenting themselves and should be reported to Crest Management immediately by contacting your Community Manager, Connie Navarre, directly at 281-945-4613 or via email at connie@crest-management.com. Do not approach another neighbor if you feel they are in violation of a deed restriction, as this is a matter for Crest Management to address with them through the proper channels.

Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. For many years we have relied on our block captains, however we have lost a number of block captains who have not been replaced. This effort will offer information as it comes to our attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email with the residents. In addition, if an incident occurs at your home, the Sheriff’s office can contact Annette Baldwin about your home and work telephone numbers and get in touch with you quickly.

Holidays Can Be A Safe, Crime Free Time
Thanksgiving is just around the corner. Some of us have already started to do Christmas shopping and are making our Holiday plans. During this busy season, we urge you to consider both your safety and your security. If you leave home for more than a few days, file a Vacation Watch report with the Harris County Sheriff’s Office. The Sheriff’s Office storefront is located on Franz Road, just west of Fry Road. This is a quick, painless procedure and it allows our deputies to check your home a little more closely than normal when you are gone. This service is free to Harris County residents. If there is a problem filing this document at the Franz Road Store Front, please call Annette Baldwin immediately at 281-578-9118. When shopping, please remember to put packages in your trunk unless you are headed directly home. Tempting packages left in vehicles that are parked in commercial areas will draw the eyes of the criminal opportunist. If at all possible, shop with another adult. Two sets of eyes are better than one to watch for pickpockets, muggers and others who would have your money or your purchases if given the opportunity. Be alert in parking lots and in stores. Whenever possible, park close to the entrance of the store in a lighted area. Many retail establishments have security cameras and security patrols in their parking lots. However, do not rely on these to save you from crime. Watch for suspicious persons, check around your car before entering it and lock the doors as soon as you are inside the vehicle. Start your car and leave the area. Don’t make yourself a crime target. Sadly purse snatchings and other crimes are on the upswing in this area. The holiday season will serve to increase this activity. Be alert,

be ready and plan ahead when shopping… especially at night. When driving home from shopping, make sure no one is following you. If you suspect you are being followed, go to the fire station where there are always people willing to help you. Do not drive to your home if you think you are being followed. When you arrive home, unload your car quickly and then lock the car. Secure your home to avoid a burglary. The Sheriff’s Office offers free inspections of homes that give you information about what you can do to secure your home inexpensively. Call the Franz Road storefront to schedule an inspection at 281-647-9371. Always keep your vehicles locked unless they are in a locked garage. Do not leave anything in your vehicle that might tempt someone to break into it. It is not necessary to be paranoid… it is necessary to be vigilant to avoid becoming a victim of crime.

Just a reminder for the busy month of November. The parking laws in Texas are strictly enforced in our neighborhoods. Following is a brief checklist for those of you who haven’t recently read the Texas Driver’s License Manual: *DO NOT PARK OR STAND A VEHICLE (whether occupied or not): (Temporarily stopping to comply with signs, signals, etc., is not considered parking or standing). • In front of a public or private driveway • Within 15 feet of a fire hydrant • Within 20 feet of a crosswalk at an intersection • Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or other traffic control signal located at the side of a roadway • 18 inches or more from the curb • Do not block the sidewalk with a vehicle or bicycle * From the Texas DPS Drivers’ License Handbook Please ask your guests to park in your driveway or in front of your house, not in front of neighbor’s homes. Make sure that your family does the same. Civility is necessary in order to live in such densely built subdivisions as we have in the Houston area. Do not leave trash outside that might blow on your neighbor’s lawn or plantings. Pick up after yourself, your family and your guests. Be courteous to avoid confrontations with high stress individuals. While this is all common sense, common sense isn’t so common these days.

Heads Up For Your Own Safety
We have received several reports in the past few days, which concern us and should concern you very much. Feel free to share this with your friends and family. This article was sent to the email list in early September, but nothing has changed for the better since that time. 1) WATCH YOUR Credit Card & Debit Card Receipts. Check your receipts for goods purchased at any store WHILE at the check-out. This is happening in some Walmart stores in the Houston area and it could certainly be happening elsewhere: Cash back is added by the cashier, you sign the receipt without looking at it and the cash is then handed off to a specific individual in the line as change. CASH BACK costs you big money on a credit card. Too bad for the retailer if you have to hold up the line, but since larceny is in the hearts of many who are working in minimum wage jobs, it is up to YOU to protect yourself from this theft.

2) Destruction of street signs is becoming another favorite pastime for lame in the brain youths. We have noticed an uptick in this. If you see anyone tampering with a street sign, please call the Sheriff’s office at 713-221-6000. 3) There are still some vehicles parked in driveways in Westlake Forest and Westlake. If you know the address of one of these offenders, please email with that information and any information you have on the vehicle. Let’s target our scant law enforcement resources so that we can get the maximum from our dollars spent. 4) As always, be heads up when in your car, yard, public places, parking lots, etc. Do not think that there is going to be a cop on every corner watching out for you. The resources of the Sheriff’s office have been deployed in areas other than patrol and investigations and we have a skeletal district patrol presence. The contracts are covering for each other when the contract unit is out of service. However, the Sheriff’s office has established a new model of having no jail in the substations in the districts. Why should you care? We have had jails in the substations since we have had substations in the unincorporated area of Harris County. The reason is making the most of the deputy man-hours. Without a jail in the district, each arrest must be TAKEN DOWNTOWN AND PROCESSED. This takes the deputy out of service for a minimum of 2 hours (25% of shift) and can take as long as 3 1/2 hours. The substation jails are open only towards the weekends and only for 40 hours per week. This means that 128 hours per week we will see Deputies leaving the district to transport and process prisoners downtown. As we all know, ultimately we are responsible for ourselves and our families. Secure your home, secure your car, park cars in your driveway, remove everything from the vehicle when parking it. Keep vehicles locked when driving and when parked. Be heads up in public areas. And watch out for the road rage because it, too, is getting worse. If you do not call in crimes such as graffiti, vandalism, etc., we have no idea what is happening in our neighborhoods. Recently I received an email from a resident who was unhappy about graffiti spray painted on her garage door. Her neighbor’s house had recently been the target of egg throwers. The neighbor did not report this. These are teens and ‘tweens. But they are tomorrow’s criminals. Their parents are oblivious. These “children” commit the vast majority of crimes that we have in our subdivision. These kiddies live here, folks. Neighborhoods with nosy neighbors who watch what is going on are very fortunate, indeed. Be a nosy neighbor. Report criminal activity or suspected criminal activity. Vacant Houses still A Serious Problem
Vacant houses in both Westlake and Westlake Forest continue to be an issue both from a safety and security perspective but also for the overall appearance of our subdivision. If you have a vacant home next door to you, try to get the neighbors together to keep the lawn mowed, edging completed, weeds pulled, plants pruned, etc. Ultimately it is you, the neighbor, who will suffer the most as this structure erodes into an eyesore. If you are unable to do this, contact Crest Management every 10 days during the grass growing season to make sure a force mow letter is sent. Although this process is rather cumbersome and should probably be streamlined, this is the procedure, which our management company follows when force mowing yards. We currently have a number of lawns that look very bad because no one is mowing them and no one is living in the house. Ultimately, it’s up to us, the homeowners who have so much invested both financially and emotionally in our homes, to make sure that our neighborhood looks good.

Trash Pick-up Stickers Belong On Trash Cans
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

Students Continue the Tradition of Strong Performance on AP Exams
Katy ISD’s tradition of increasing student participation and strong performance on Advanced Placement (AP) exams continues as the district recently learned that each one of its six high school campuses showed an increase in the number of students participating in the exams. In addition, every high school campus exceeded the state and national percentage of AP students making a qualifying score of 3 or better on the exams. Katy ISD is among the 388 U.S. public school districts (one of only 23 in Texas) to be listed on the 2011 College Board AP Achievement List. This list identifies districts that simultaneously achieved increases in access to AP courses while maintaining or improving the rate of students earning a score of 3 or better on the exams – the score that generally qualifies a student for college credit. In May 2011, more than 3,000 Katy ISD students took more than 7,200 AP exams, with 79 percent of the exams earning a score of 3 or better. This reflects a 24 percent increase from 2010 in the number of exams earning these high scores. Advanced Placement and PreAP courses are designed to challenge students beyond grade level academic courses and prepare them for success in future advanced coursework. Katy ISD recognizes that support and encouragement from the campus, the teacher, and parents are critical to student success. Therefore, the district follows an inclusive enrollment model for AP and PreAP courses that provides support systems for student success. Katy ISD offers AP courses in English, mathematics, science, social studies, fine arts, computer science and languages other than English. Bear Creek Baptist - Upward Basketball and Cheerleading
Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75. They will have one hour of practices a week and on Saturdays they will have a game for an hour. Every practice and game takes place on our Campus. It is a great place where they will learn new skills for the game and cheer. Registration started in October. Our first evaluation will be Saturday, November 5th, from 10:30 AM -1:30 PM in our Gym on the Sonic side of our Church. The following week, we will have more evaluations, Mon., Tues and Thurs., Nov. 7th, 8th and 10th between 6:00 PM and 8:00 PM. Each child is needed to attend during one of these times. We will kick off the season with a Clinic on Sat., Dec. 3 and practices will begin the next week starting Dec. 5th. Chamber members and non-members are invited to participate in the discussion on how the region addresses mobility challenges in the face of continued growth. There will be two sessions with a luncheon in between. The featured speaker is Commissioner Ned J. Holmes. Holmes is a commissioner of the Texas Transportation Commission, which oversees statewide activities of the Texas Department of Transportation. Additional forum speakers will be: Steve Clark, PE, ARUP; Mark Ellis, Gulf Coast Rail District and Texas State Representative Allen Fletcher. Currently, the chamber is working with the Texas Department of Transportation on the re-designation application process of U.S. 290 to an interstate status. The status change could possibly allow additional federal funds toward the proposed improvements of U.S. 290 along with allowing greater visibility for domestic and international firms seeking to relocate in the Cy-Fair Houston market sector. In addition, the construction of the SH 99; Segment E (I-10 West to U.S. 290) has begun with an anticipated completion over the next 18-24 months. Once completed, Segment E will allow an alternative route for commuters and businesses along U.S. 290 traveling to the West Houston Energy Corridor. The Mobility Forum will be Thursday, November 3rd from 10:30 AM to 2:00 PM at the Berry Center, 8877 Barker Cypress. Individual tickets are $60 and sponsorship tables of 10 range from $600 to $2,500.
