BOARD OF DIRECTORS MONTHLY REPORT

Pool The majority of the work at the WLP community pool has been completed. The replacement part for the slide is still on backorder until January and will be replaced upon receipt. The additional work being proposed is a shower in the pool area. A cement slab and wire cage with a lock set up for coverage of the water and sprinkler valves.

Landscaping The Board reviewed an estimate from Hou-Scape to clear out and grade the area by the pavilion and playground, install irrigation in the area, install topsoil and trees to be planted in the community area. The date for the scheduled work to start is to be announced.

South Mayde Creek Hike and Bike Trail Thanks for the opportunity to give you an update on the S. Mayde Creek Trail construction being managed by TxDOT. Their project manager indicated that they have almost finished the work on the

WESTLAKE PLACE HOMEOWNERS ASSOCIATION BOARD OF DIRECTORS MEETING October 6, 2011 MINUTES

Pursuant to Article V, Section I of the Bylaws of Westlake Place Homeowners Association, Inc., the regular monthly Board of Directors meeting was duly called and held on Thursday, October 6, 2011 at 6:30 PM. CALL TO ORDER Director Disheroon called the meeting to order at 6:35 PM. Directors DeBons, Disheroon, Mayfield and Ratliff were in attendance.

Association & Community Managing Professionals, Inc. (the Management Company) representative, James Daly, was also in attendance.

MINUTES MOTION The Board reviewed the minutes from the September 6, 2011 meeting.

Resolved, Director Ratliff motioned to approve the minutes from the September 6, 2011 meeting, as written. The motion was seconded and passed.

2012 BUDGET & ASSESSMENTS The Board reviewed the proposed budget for 2012 and submitted the following changes: • increase “Patrol” to $19,000 • decrease “Filters” to $250 • decrease “Pool Electrical” to $250 • decrease “Pool Surface” to $250 • decrease “Playground Expense” to $250 • decrease “Bad Debt-Assessments” to $4,250 • decrease “Bad Debt-Legal” to $1,750 Resolved, a motion was made to approve the 2012 budget as amended. Director DeBons seconded and the motion passed.

Director Debons motioned to set the assessments for 2012 at $410.

Homeowners shall receive an early pay discount of $25 if payment is received by December 30, 2011. Director Disheroon seconded and the motion passed.

The Board reviewed the collection policy for 2012. The Board stated the note regarding the early pay discount should be changed to state payments must be received in Management’s office by 12:00 PM on December 30, 2011 in order for owners to receive the discount.

Resolved, a motion was made to accept the collection policy for 2012 as amended. The motion was seconded and passed.

OTHER BUSINESS Management informed the Board it will need to ratify its decision to close the Association’s account with Sam’s Club. The Board voted to close the Sam’s Club account due to the primary cardholder, prior WLP Board President, not signing a letter to remove himself from the account.

Resolved, Director Ratliff motioned to ratify the Board’s decision to approve closing the account with Sam’s Club. Director DeBons seconded and the motion passed. Director Disheroon signed a letter presented by Management informing Sam’s Club that the

The Board met with the officer in charge of the Association’s patrol service on September 22, 2011. The Board stated the officer would be drafting an agreement of the patrol service. This document will be sent to Management.

Management informed the Board that it would need to ratify the decision to accept the estimate from Mike’s Locksmith to replace all of the Association locks.

Resolved, Director DeBons motioned to ratify the Board’s decision to accept the estimate from Mike’s Locksmith. Director Disheroon seconded and the motion passed. All of the locks have been installed and all Board Directors have been given new keys with the exception of Director Sealock. Director Disheroon will be responsible for providing keys to the contractors for the Association. Management was presented with a key however; the book to sign off for the key was not present. Management will sign at a later date. All contractors will be notified they will be responsible for the cost of replacing any lost keys. The landscaper’s lockbox has been damaged and HouScape has been notified that it needs to be replaced.

Director DeBons stated she needs a pool access card. Director Ratliff informed Management that her pool access card still is not working.

The Board revisited its discussion regarding whether or not an insurance claim should be filed for the repair work done on the Association’s pool pumps.

Resolved, a motion was made approving a claim be filed with the Association’s insurance for the repairs done to the pumps. Director DeBons seconded and the motion passed.

The Board stated it would be holding a Christmas Decoration contest this year. The Board will be judging houses December 15 – 18, 2011.

The directors will email their votes to Management to be tallied. The top four homes will receive a $25 discount to the 2012 assessments.

The Board stated it would be holding a Christmas event for the community on Sunday, December 11, 2011 from 1:00 PM – 3:00 PM. The Board approved a budget of $100 for the event.

The Board held a brief discussion concerning the Association’s bank accounts.

Resolved, Director DeBons motioned to close the Association’s accounts with RBC and deposit the funds into the Texas Capital money market account. Director Ratliff seconded and the motion passed.

The Board decided to table a decision on an audit for 2010 until the November meeting.

The Board stated it would be holding a Halloween event for the community. Directors will be passing out candy at the community common area on Halloween night from 6:00 PM – 7:30 PM The Board approved a budget of $200 for the event.

The Board informed Management that it approved increasing the budget for the National Night Out event to $450, on September 22, 2011. Management stated this would need to be ratified.

Resolved, a motion was made to ratify the Board’s decision to increase the budget for National Night Out to $450. The motion was seconded and passed.

The Board informed Management that a piece of wrought iron is loose on the pool gate and needs to be welded into place. There is also a rotted beam above the pool entrance that needs to be replaced and the enclosure around the on/off valve is not secure.

This will need to be repaired or replaced.

The Board stated there is loose wiring on one of the tennis court lights. Director Disheroon will contact Alvin Warren.

The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox.

These stickers occasionally won’t stick even to a garbage can; use a heavy-duty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Report Suspicious Activity

When you see suspicious activity & would like to file a report etc. call the non-emergency number. When a crime is in progress & or human life is a risk, call 9-1-1. If at any time someone observes a suspicious person or vehicle they should not hesitate reposting it to the Harris County Sherriff’s Department. Some residents may feel a sighting such as this may be “nothing” yet it is better to be safe than sorry. Again, let’s all be the “eyes and ears” for the law enforcement.

SUPPLEMENT OF LAW ENFORECMENT

Westlake Place HOA has hired off duty deputies employed with the Harris County Sherriff’s Department as a supplement of law enforcement for are community.

Patrol Service Report: • A resident reported two gas cans and a blower were stolen out of the bed of his pickup truck. The same resident also reported that someone tried to break into his vehicle and damaged one of the locks.

• Residents need to be mindful of securing all valuables inside and outside of your vehicle at all times.

• Another resident reported while at the park a bb/pellet gun or firearm was discharged at that time.

• Residents need to be vigilant and always report any activity of this kind to the Harris County Sheriff’s Office immediately.

Monitoring of stop signs and school zones resulted in several citations issued for traffic violations: • Residents remember school is back in session, stay alert and drive at the posted speed limit.

• Our Deputy was informed about traffic violations in the school zone on Greenhouse in the mornings. It was referred to District 4 to initiate the traffic initiative for this area again. This might not be an everyday occurrence it depends on the units available and what else is going on in the district.

• He has also received several complaints about illegally parked vehicles parked on the wrong side of the street. These residents were advised of the problem and that if they continued to park illegally they could be issued a citation. Remember while parking you need to park 15 feet from a fire hydrant.

• A resident reported a suspicious vehicle noted in the subdivision and upon further investigation it was confirmed to be a hired contractor by one of the resident’s. Thanks to the resident for being a good and concerned neighbor. There have been other reports filed about vehicles that had been reported stolen parked on the streets.

If you see a suspicious vehicle parked on the street notify the Harris County Sheriff’s Office. If there is a vehicle parked on the street with an expired license plate or inspection sticker notify the WLP HOA Board.

Reporting Crimes There have been several residents reporting crimes to WLP HOA Board, which we encourage residents to continue this practice. The first thing a resident should do is contact the Harris County Sheriff’s Office to file a report. There are three ways to do this.

If your incident is an emergency, call 911, if non-emergency call 713221-6000 or use the online reporting system.

The Harris County Sheriff’s Office Citizens Online Police Reporting System If this is an Emergency please call 911. Using this online citizen police report system allows you to submit a report immediately and print a copy of the police report for free. Please confirm the following to find out if online citizen police report filing is right for you: • This is not an Emergency?

• This incident occurred within Harris County but outside the City limits?

• There are No Known suspects?

• This did not occur on a State Freeway?

If you answered yes to all of the above questions, you are ready to file your report online. Please make sure to turn off your pop-up blocking software before filing the report. Crime Prevention Tips For the Holiday Season

• If possible, arrange for a companion preferably an adult to go with you. There is safety in numbers.

• Stay alert and be aware of what’s going on around you.

• Do not leave your purse, wallet or cellular telephone in plain view.

• When parking your vehicle to go shopping, remember where you parked it!

• Always park in a well lit and well traveled area. Do not park in a remote dark area.

• Lock your vehicle and put up your windows even while you are driving.

• If you feel unsafe, always ask the store security to assist you to your car.

• When you return to your vehicle, scan the interior of your car to be sure no one is hiding inside. Check to see if you are being followed.

• When storing items purchased at the stores, place them out of sight. The best place is in a locked trunk.

Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person.

Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Lets all help keep our subdivision safe and comfortable place for all residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

mentor Jim Burns visited Firethorne representatives last week to thank them for their generous support.

The KEYS (Keep Encouraging Youth toward Success) mentor program is offered to Katy ISD students who are on the brink of success. Often, these students have been challenged by life circumstances outside of their control. Mentors meet with their students on campus each week during the school year, in between the school day.

When Reyes’ mentor first met him, it wasn’t with the intent of becoming his mentor, it was with the intent of helping him organize his backpack, locker and life. After several weeks of helping Reyes get organized, Burns naturally fell into the role of becoming his mentor. For the next six years, Burns helped Reyes recognize his gifts, talents, intelligence and encouraged him to pursue his dreams.

GIFTED STUDENTS GET CREATIVE WITH TRASH

Hundreds of gifted and talented elementary students enjoyed getting together at the Katy Parents of Gifted & Talented (KPGT) GT Create Date, to make puppets out of recyclable materials. Students and parents let their imaginations loose as they turned trash to treasure at this fun event co-sponsored by KPGT and KISD. Led by professional puppeteer Greg Ruhe from Puppet Pizzazz and professional artist Taylor Perry, the children enjoyed an inspiring and hilarious puppet show before launching into their own creations.

The Katy Parents of Gifted and Talented (KPGT) organization was formed in 1987. It is a non-profit organization. KPGT aims promote the welfare of gifted and talented students by empowering KISD families and educators with information, resources, tools and voice to ensure opportunities that encourage gifted students’ passion for learning.

Demographic Update Shows Continued Growth for Katy ISD

During the October 24th Board of Trustees meeting, Dr. Pat Guseman, president of Population and Survey Analysts (PASA), presented the 2011 Demographic Update that shows steady growth for Katy ISD, at a rate of approximately three percent each year over the next five years. While slightly slower than the rapid growth experienced between 2001 and 2009, the report shows approximately 23,000 additional students moving to the district during the next 10 years.

The district also announced that as part of the Long Range Facilities Plan process, Katy ISD has entered into the initial stages of the Attendance Boundary Modification (ABM) process.

Last November, Katy ISD voters approved a bond referendum that included five new campuses – three elementary schools, one junior high and one high school. Four of the five campuses are set to open in fall 2012 and High School No. 7 is slated to open in fall 2013.

Katy ISD is a TEA Recognized district serving more than 62,000 students. Covering 181 square miles west of downtown Houston, Katy ISD is comprised of 53 campuses and with more than 8,000 employees is one of the largest employers in the West Houston area.

On Tuesday, October 25th, the Mayde Creek HS swim team competed against Alief Hastings and won 216-145. A lot of the kids swam “off” events, but still had best times. Some notable swims were Priscilla Miranda who dropped 20 seconds in her 500 freestyle, Kevin Smith who went 23.91 in the 50 Freestyle and 53.18 in the 100 freestyle, and Andy McCaslin who went 58.70 in the 100 butterfly.

Also, Freshman Sophia Carrico took 2nd place in the 100 yard backstroke with senior Taylor Hemenway finishing 1st. Ryan Jaw won the 100 breaststroke with a near personal best time of 1:06.46.

Michelle Fritsche won the 50 freestyle with a time of 27.93 and Whitney Ducote finished in 3rd place with a time of 29.75. Matthew Schnee and Andy McCaslin won the 200 Freestyle and 200 IM respectively.
