Wildfire tragedies across our great state
Due to the wildfire tragedies across our the great state of Texas it’s prompted the Houston Mayor Annise Parker to sign an executive order for a temporary burn ban in Houston to include barbecue safety, open flames, cigarettes and other smoking materials. This includes Cullen Park 19008 Saums Rd. adjacent to Westlake Place subdivision. We are asking that all Westlake Place residents be vigilant in our subdivision and while at our community center at 19725 Spanish Needle Drive. Safety is our number one priority. cooking devices outside of a building should not be operated on combustible balconies or located within 10 feet of combustible walls or roofs or other combustible materials. • When igniting the barbecue charcoal, use a charcoal lighter, not gasoline. Gasoline can flash violently in and around the pit causing serious injuries to anyone in the area of the flash. A fire extinguisher or charged garden hose should be handy while the fire is burning. Check the pit frequently to ensure that it is okay. • Hot ash and coals from barbecue pits and charcoal burners should be placed in a non-combustible container until cooled or thoroughly saturated with water, before being disposed. Cigarettes and Other Smoking Materials • Another cause of accidental fires is carelessly discarded cigarettes or other smoking materials. They can smolder for hours and should be completely doused with water before being discarded in a safe manner, rather than tossed out a window or on the ground. Texas’ arson law includes felony punishment for anyone whose cigarette recklessly sets fire to a building or injures anyone. Arson is a second-degree felony in Texas, punishable by up to 20 years in prison, but if a person is hurt or killed or if the fire involves a church, arson is a first-degree felony, carrying possible punishment of up to life in prison.

Pool The WLP community pool is currently under renovations, the pump room is being completely refurbished which includes replacement of the filters, lights and cleaning. In the mean while other pool updates are being done to enhance the longevity of our pool. The replacement part for the slide has been ordered and will be replaced upon receipt. Reconstruction of Ramps Construction crews from Precinct Three Commissioner’s Radack’s Office were in our neighborhood Monday morning, September 19, 2011. Crews are working to remove and replace several of the existing ramps on Westlake Place Drive, the replacement ramps are handicap ramps. Several will be done at this time and the remainder will be done at a later date. Thank you for those whom have assisted in making this possible. Please be keep and eye out for pedestrians crossing the streets in our neighborhood be-careful and drive slowly. No Parking Signs in Westlake Place Subdivision Residents of WLP, you probably have noticed the cul-de-sacs have been repainted by Harris County Precinct Three Commissioners Radack’s Office. They have been currently painted yellow with no parking signs posted on the islands of the cul-de-sac. Please abide by the newly posted signs. The area in front of the community center previously designated as a fire lane has been repainted white and is no longer considered a fire lane. We are requesting that the WLP residents refrain from parking in this area unless absolutely necessary. All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofing, new siding, sheds or outbuildings, new garage doors and basketball goals. Trash Pick-up Stickers Belong On Trash Cans
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.

Report Suspicious Activity
When you see suspicious activity & would like to file a report etc. call the non-emergency number. When a crime is in progress & or human life is a risk, call 9-1-1. If at any time someone observes a suspicious person or vehicle they should not hesitate reposting it to the Harris County Sherriff’s Department. Some residents may feel a sighting such as this may be “nothing” yet it is better to be safe than sorry. Again, let’s all be the “eyes and ears” for the law enforcement.

Monitoring of stop signs and school zones resulted in several citations issued for traffic violations: • Residents remember school is back in session, stay alert and drive at the posted speed limit. Suspicious vehicle noted at the church parking lot, occupants were instructed to leave the premises.

Secure your home, your person, your children and your car. You are ultimately responsible for your own safety and the safety of your family. Keep that in mind during the upcoming months. While we are not a “crime haven” as so many subdivisions are in this era, we do have our fair share of resident and visiting troublemakers and criminals. Knowledge is power. Make it your business to know what is going on around your home, your street and around you at all times. Be alert, vigilant and ready to act defensively. Be safe. As you start shopping for fall and the holidays, be aware of your surroundings in public places. If possible, shop with at least one other adult. Park in a well lit area. If you are insecure about returning to your vehicle alone, ask a security guard to accompany you. Always remember when shopping to lock your vehicle, take your keys and hide your valuables.
Obey Traffic Laws
We are seeing a lot of traffic in Westlake Place and Spanish Needle Drive, a lot of traffic throughout the subdivision is cut-through traffic. However, several people who have been stopped by our deputy and the traffic enforcement unit are residents of the subdivisions. The speed limit is 30 miles per hour. The stop signs are placed strategically to eliminate the possibility of a collision in the intersection. When children are present, one should slow the vehicle’s speed to about 10-15 miles per hour. You will lose a lot of time if you are arrested for vehicular manslaughter – probably about 10 years. Slow down. Be alert and watchful when driving in the neighborhood. Please respect the law and drive carefully. Children’s lives hang in the balance when you decide to drive recklessly. The Sheriff’s Office is taking a zero tolerance approach to illegal parking. Texas law on parking: • Park 30 feet from a stop sign • Park 20 feet from an intersection or crosswalk • Park 15 feet from a fire hydrant • Park no more than 18” from curb

• Lock your car when it is parked on the street • Park with the flow of traffic • Do not block driveways or access to mail boxes • No parking on the sidewalks • No more than 48 hours parked on the street • Vehicles parked on street must have current registration and inspection
Nuisance Abatement Program: Illegal Parking, Clear Streets
As most of you know, the application of the Texas law against Nuisances both in the form of vehicles and health safety items has been an ongoing activity. What does this mean? The vehicles in driveways, which are not current on registration and inspection, are covered in some fashion, are on jacks or blocks or are inoperable are in violation of state law. The penalties for violating this law can be pretty stiff. If you have a vehicle in your driveway that falls into any of these categories, you will want to remove it. Park the vehicle in your garage or take it out of the neighborhood and place it in a rental facility. This will save you much frustration and money. The Health and Safety Code is very specific about tall grass, rats, snakes, chemicals, paints, furniture, junk, building materials, etc., which are left outside for a period of time. Further, stagnant water is a major violation as it increases the risk of mosquitoes and the spread of the diseases they carry such as West Nile virus. Please keep your front and back yards clear of debris. Keep them mowed. Leave no standing water in your yard. If you have a swimming pool or pond in your yard, do not let water stagnate. Use appropriate chemicals and check the ph and chemical level on pools and ponds to make sure you are not fostering the creation of a health disaster. Penalties for some of these violations are swift and severe.

Finally, do not leave refrigerators, chemicals, paint, old wood, etc., in your front or back yard. This, too, is a violation of the health and safety code. You will be cited by the proper authorities for the violation if you do not abate the nuisance. While some of our residents are used to conditions in other nonrestricted areas such as the country or neighborhoods in far east or southeast Houston, a subdivision is a high density population area. These nuisances negatively impact the neighborhood and the quality of life. That is the reason the Texas legislature has passed laws that exclusively address the unincorporated areas of Texas counties. Please obey the Texas law and be part of the solution, not part of the problem.
VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or

2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Lets all help keep our subdivision safe and comfortable place for all residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
FRIENDLY REMINDER Law: Prohibits Hand-Held Cell Phones in Texas School Zones
A new law, which bans hand-held cell phone use while driving in school zones took effect September 1, 2009. The law requires drivers to either use a hands-free set while using their cell phones while in active school zones with posted signs or discontinue use while in the school zone. I believe this is a much needed law considering the risks involved with cell phone use while driving. The law should help protect children who are entering/leaving a school and also raise driver awareness while in active school zones.

Please report a burned out street light, any resident may call Center Point directly at 713–207-2222. However, for those with internet access, you may also make this report on-line. For those interested, the website address to do this is http://cnp.centerpointenergy.com/ outage. Then enter your contact details so that they can get back to you if more information is needed. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via telephone, you will need to provide the street address where the light is located and the six digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will out to fix the problem within seven working days. Anyone noticing a streetlight that is out or some other malfunction is encouraged to report the problem to Center Point via either these two methods without delay. Our association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!
GARDENING TIPS FOR NOVEMBER
• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap.

Students Continue the Tradition of Strong Performance on AP Exams
Katy ISD’s tradition of increasing student participation and strong performance on Advanced Placement (AP) exams continues as the district recently learned that each one of its six high school campuses showed an increase in the number of students participating in the exams. In addition, every high school campus exceeded the state and national percentage of AP students making a qualifying score of 3 or better on the exams. Katy ISD is among the 388 U.S. public school districts (one of only 23 in Texas) to be listed on the 2011 College Board AP Achievement List. This list identifies districts that simultaneously achieved increases in access to AP courses while maintaining or improving the rate of students earning a score of 3 or better on the exams – the score that generally qualifies a student for college credit. In May 2011, more than 3,000 Katy ISD students took more than 7,200 AP exams, with 79 percent of the exams earning a score of 3 or better. This reflects a 24 percent increase from 2010 in the number of exams earning these high scores. Advanced Placement and PreAP courses are designed to challenge students beyond grade level academic courses and prepare them for success in future advanced coursework. Katy ISD recognizes that support and encouragement from the campus, the teacher, and parents are critical to student success. Therefore, the district follows an inclusive enrollment model for AP and PreAP courses that provides support systems for student success. Katy ISD offers AP courses in English, mathematics, science, social studies, fine arts, computer science and languages other than English. Every practice and game takes place on our Campus. It is a great place where they will learn new skills for the game and cheer. Registration started in October. Our first evaluation will be Saturday, November 5th, from 10:30 AM -1:30 PM in our Gym on the Sonic side of our Church. The following week, we will have more evaluations, Mon., Tues and Thurs., Nov. 7th, 8th and 10th between 6:00 PM and 8:00 PM. Each child is needed to attend during one of these times. We will kick off the season with a Clinic on Sat., Dec. 3 and practices will begin the next week starting Dec. 5th. Chamber members and non-members are invited to participate in the discussion on how the region addresses mobility challenges in the face of continued growth. There will be two sessions with a luncheon in between. The featured speaker is Commissioner Ned J. Holmes. Holmes is a commissioner of the Texas Transportation Commission, which oversees statewide activities of the Texas Department of Transportation. Additional forum speakers will be: Steve Clark, PE, ARUP; Mark Ellis, Gulf Coast Rail District and Texas State Representative Allen Fletcher. Currently, the chamber is working with the Texas Department of Transportation on the re-designation application process of U.S. 290 to an interstate status. The status change could possibly allow additional federal funds toward the proposed improvements of U.S. 290 along with allowing greater visibility for domestic and international firms seeking to relocate in the Cy-Fair Houston market sector. In addition, the construction of the SH 99; Segment E (I-10 West to U.S. 290) has begun with an anticipated completion over the next 18-24 months. Once completed, Segment E will allow an alternative route for commuters and businesses along U.S. 290 traveling to the West Houston Energy Corridor. The Mobility Forum will be Thursday, November 3rd from 10:30 AM to 2:00 PM at the Berry Center, 8877 Barker Cypress. Individual tickets are $60 and sponsorship tables of 10 range from $600 to $2,500.
