Innovations allow creativity to flourish in ways never before thought possible, while the speed of technological change has never been greater. In the transition to a new level of development, established business markets must implement new strategies rapidly to remain competitive.

Open Innovations Talks Megaprojects: Optimizing Country Involvement to Foster Innovation Megaprojects, ventures of immense scale and complexity, are playing an increasingly vital role in the global economy. But to be successful, they require long-term coordination between stakeholders. What are the impacts of megaprojects on the global stage? How do these projects drive the advancement of modern science? This session offers perspectives on how different countries structure and manage their involvement in megaprojects. Real-life examples demonstrate how megaprojects are measured and evaluated against their established goals. EVALUATING INVESTMENTS THAT ENABLE AN INNOVATION INFRASTRUCTURE
Financing start-ups throughout the development phases of growth and maturity, poses significant challenges for both investors and entrepreneurs, with broader implications on a regions macroeconomic health. In addition, many other conditions can impede the emergence and success of entrepreneurial ventures. The discussion addresses the private and institutional investments’ challenges, and proposes solutions that bridge the gap in financing startupstowards sustainable and successful business ventures.
The potential for the Russian regions to develop environments that support innovation requires stakeholder commitment to the creation of enabling infrastructures. These environments must have the capacity to support both newly formed and mature technology companies through their growth stages. While Russia has invested in the requisite hard infrastructure components, such as communication networks and equipment, more emphasis needs to be placed on soft elements, such as business process support, training guides, mentorship programs, and other elements proven to accelerate innovation in the West.

THE FAR EAST: INNOVATIVE INFRASTRUCTURE SOLUTIONS FOR ADVANCED DEVELOPMENT ZONES
This discussion examines a framework of socio-cultural indicators at the country level that impact the advancement of innovation. These indicators include public vs. private investment ratio, citizen acceptance, the understanding of IT, attitudes toward the environment, and potential risk vs. cultural views toward risk and failure scenarios, and more.
Build-up of bearing infrastructure for investors is an essential requirement for development and important competitiveness factor for the Russian Far East in the Asia-Pacific Region. Existing plentiful opportunities for advanced development and investments are restrained by retarded infrastructure. Many significant projects have been keeping on hold in high readiness due to existing obstacles.
The conversation will then take a dual focus to address how countries can best work with Russia and how Russia can best move toward an innovation-centric economic future.
Major priority investment projects, supported with infrastructure, will generate economic growth and attract new businesses. The forthcoming discussion will promote interaction of all the stakeholders: investors, authorities, infrastructure companies in order to find solutions of the core problem, applying technology innovation.

The National VC Awards is adjudged to the leaders of the russian venture capital market—to the funds that demonstrate high investment culture, establish high standards of business practices and determine the key trends of the russian venture capital industry. The Russian government is approaching the crucial task of reforming national construction industry. Industrial housing construction is becoming a backbone project for Russia’s economy; a project which is planned for a longterm period and requires the maximum use of innovative technological solutions. The recent changes in the Urbanplanning and Housing Codes and a sustainable reduction of mandatory administrative procedures are the factors for creating a stable market that requires an integrated approach using the latest findings from Russian and foreign innovators.
Vast amounts of spacial data have been growing at a breath-taking speed and are stored in multiple IT systems evolving into a global worldwide generic environment affecting all principle spheres of human activities, like economy, construction, environment protection, area planning, public services. In this context a single united geodata environment should become one of the key resources aimed at combining data from multiple disparate sources intrinsically linked with geographic location, point in time or period of time.

Contest Accelerator GenerationS: The Investment Session for the Finalists Part I GenerationS, as the major contest accelerator in Russia, allows start-ups to turn their projects into a successful business, to find investors, partners and customers. GenerationS is a kind of “quality mark” for investors regarding the projects that passed several stages of selection as well as an acceleration program and that were studied by highly competent experts and therefore can be considered as investment-worthy. GenerationS was launched in 2013 and immediately became attractive for technology entrepreneurs from all over Russia and the CIS. This year, participants from 142 cities submitted 1,858 applications in four business areas: IT (information technology), Industrial (industrial solutions), BioTechMed (biotechnology and medicine), CleanTech (resource-efficient technologies). 25 selected technological startups that have undergone industry acceleration programs and coaching will present their projects to the jury during the Investment Session. The jury, being composed from both Russian and foreignbusiness-angels, venture capital funds managers, as well as corporate managers and Moscow city public authorities, will give investment evaluation of the projects and select winners. The awards ceremony will be held in the lecture hall after the investment session. The start-ups will share the 5 mln RUR prize fund, and also receive prizes and gifts from partners of GenerationS. The contest-accelerator GenerationS is organized by RVC and Moscow Innovation Development Centre with support of the Government of Moscow. Cleantech Russia, Pulsar Venture, Web Ready and Tomsk State University compose the operators of industrial acceleration programs.

The informational image of our life has changed fundamentally in recent years. Soon in the world there will be more than 3 billion people having a computer device—from a farmer with a smartphone to a professional in the field of information technology dealing with powerful computing devices and a cloud-based system with which he manages both his business and personal affairs.
Virtual reality is evolving as a three dimensional product development technique and a complex simulation tool for industry. It is also allowing researchers to conduct a multitude of “what-if” scenarios, performance testing and operational analysis in an unaffected way. Increasingly, virtual reality is being used at the beginning of the design lifecycle and integrated with engineering through the build and implementation stages.
President of the Russian Federation has set the task of increasing labor productivity 1.5 times the level of 2011 by year 2018 and creating at least 25 million of high-performance workplaces by 2020. This task can be solved only through the improvement of technological capacities and effective use of information technologies.

Advances in international air transportation unite several technology disciplines as the industry’s growth continues to evolve in commercial, business, space, and defense. The economic growth and increasing number of electric power consumers make it impossible to meet their energy needs only via the centralized sources. Distributed-energy generation technologies are an innovative method of energy saving. It is a new approach to the reliability, affordability, cost efficiency and safety of power grids. Innovative development enables the transformation of existing centralized energy saving systems into SMART technology (smart grids).
The metals industry has been significantly impacted by market fluctuations over the last decade. This “permanent instability” trend has forced companies to invest in operational improvements through technological, environmental and process innovation. While the forecast for future demand is favourable, the modernization of the industry is a requirement to contain costs and improve return on investment going forward.
Development of smart power grids will improve the existing systems of electronic control, measurement, synchronization and monitoring. It is important to analyze the degree to which the Russian energy sector is ready for the introduction of alternative energy sources.

Contest Accelerator GenerationS: The Investment Session for the Finalists Time of event: 15:30–18:00 Part II GenerationS, as the major contest accelerator in Russia, allows start-ups to turn their projects into a successful business, to find investors, partners and customers. Association of European Businesses Event The Strategy of Sustainable Development: Priorities for Investment Innovative production, science, education and research aimed at the development of technologies for sustainable development, may be the most promising areas for investment. However, in order to attract investment in this sector, it is necessary to create special conditions. This includes the development of a system of state support for the imports of innovative products, creation of capacity and demand conditions for the transfer to a consistent localization of production in Russia. International experience of developed countries shows that in the process of the ecologization of economic policy the most important element is a flexible policy which stimulates both producers and consumers policy to actively use environmentally friendly technologies. This applies to investment in the innovative transport, which causes the lion’s share of all air pollutionin large cities, as well as financing projects of the ecologization of energy and industry.
25 selected technological startups that have undergone industry acceleration programs and coaching will present their projects to the jury during the Investment Session. The jury, being composed from both Russian and foreignbusiness-angels, venture capital funds managers, as well as corporate managers and Moscow city public authorities, will give investment evaluation of the projects and select winners.
During the session, it is proposed to analyze the best European experience, discuss the most promising areas, technologies and resources for finincing sustainable development.
The awards ceremony will be held in the lecture hall after the investment session. The start-ups will share the 5 mln RUR prize fund, and also receive prizes and gifts from partners of GenerationS.

Energy Storage Innovations
Virtual reality, while it’s been around for decades, is still in the early stages of development, with gaming leading other industries. Today’s applications are pushing virtual reality as a technology platform, an immersive environment that is crossing industry boundaries from gaming to art, film, and more. Recent advances in virtual reality include stereoscopic display, sensor and render technology. Mobile applications have made virtual reality affordable-for example, in the form of a headset, unmatched by previous devices.
As an imperative to a healthy planet, energy already generated, requires storage and distribution technologies for future use. Energy storage is becoming an increasingly important challenge to scientists as the use of variable sources of energy, such as solar and wind, increase. This discussion tracks the latest developments in worldwide energy storage research. It also examines how these developments are being leveraged to achieve affordable, transportable energy storage.
This discussion covers the challenges and obstacles to the emerging field of virtual reality. Examples include overcoming poor ergonomics in hardware design and user interfaces, improving tracking systems and decreasing the time it takes to build virtual spaces.
Panelists will address energy innovations, such as thermal modeling, scalable designs and non-toxic chemistries, that promise to reduce cost and increase hours of power. Panelists will also discuss challenges, such as of longtermcorrosion, lifespan testing, and more.

It is expected that the growth of the urban population from 2025 to 2030 will amount to approximately 1.5 percent a year. What technologies will provide the “smart city” with energy? What are the new environmental standards for successful urban development? What are the challenges, and opportunities in cities that are developing and/or retrofitting smart technologies, as a core part of their infrastructure?
Specialists maintain that nearly 20 percent of the world’s oil and natural gas resources are attributed to the Arctic shelf. The acquisition of these petroleum reserves in the North Pole, however, are accompanied by significant operational costs and high risk.

Following the Investment Session, there will be held an awards ceremony for winners of GenerationS, the unique Russian accelerator competition. The hard six-month period of preparation, training, working with mentors, and holding demo days and meetings with investors has completed with the solemn finale. GenerationS is the biggest accelerator competition in Russia that enables start-ups to turn their projects into successful businesses, as well as find investors, partners, and customers for their products. For investors, GenerationS is a kind of a quality mark for technology projects that have passed several stages of selection and acceleration program, have been studied by authoritative experts, and thus can be considered as investment subjects. In 2014 acceleration programs were held in four areas: BioTechMed: Biotechnology and Medicine CleanTech: Energy efficiency and sustainable use of resources Industrial: Industrial solutions IT: Information Technology. For each direction there was provided an individual training program taking into account theindustry-specific features of projects. At the awards ceremony the winner startups are to share the prize of 5 million rubles, and also receive prizes and gifts from the partners of GenerationS. Only four of winning projects will be selected of 1,858 applications. The jury will include Russian and foreign business angels, venture capital funds’ managers, as well as representatives of corporations and public authorities in Moscow.

The Youth Program of the Open Innovations Forum One of the unique projects of the Open Innovations Forum—the Youth Program implemented with the support of the Moscow Government—gives talented young people the opportunity to participate in a discussion of issues related to global development, visit the leading innovation centers of Moscow Region, share experiences with their peers from other countries, and receive consultations from leading experts in the high-tech field.
The Youth Program includes a series of lectures by leading experts in the field of business and innovation designed for a wide audience—college applicants, students, young researchers and entrepreneurs—hosted at Technopolis Moscow, Urals State University of Economics (USUE), National University of Science and Technology MISiS, Plug and Play Dagestan, Samara State Aerospace University (SSAU) and Far Eastern Federal University (FEFU). Program platforms will be connected by a videoconferencing ring for the webcasting of program projects.
Also conducted within the scope of the Youth Program is the work of the 100 Innovators international group. An expert jury selects the 100 best ideas from around the world, all of whose authors and developers are under the age of 35. The events planned within the framework of the 100 Innovators international group will be held 13–16 October 2014, giving the young talents behind start-ups the chance to meet with interesting speakers, representatives of development institutes and members of venture funds, exchange experiences with their foreign peers and participate in the plenary sessions and special events of the main program of the Open Innovations Forum.
This year, the Forum’s partner-country—China— is delegating 10 representatives of innovative and high-tech projects to participate in group events, while the composition of the 100 Innovators group will include Russian-Chinese joint projects. Projects by group participants will be showcased in the form of a collective exposition at the Open Innovations Expo.
For the second year in a row, school children will take part in the work of the Innovation Forum. The InnoКids Laboratory is a unique program for 100 young innovators from 15 Russian regions aged 7 to 15, as enrolled in specialized classes and winning the respective academic olympics and contests. The InnoKids stand at the Open Innovations Expo is traditionally visited by representatives of the state authorities and development institutes. In 2014, the final event of the Youth Program—a concert by young talents, including performance troupes by children with various disabilities—will be held on 16 October in the zone of the Youth Program Auditorium.

A presentation of the first proprietary original design commercial bioprinter created by a team from the 3D Bioprinting Solutions Laboratory for Biotechnological Research in Russia. The unique technical, design and engineering solution make the bioprinter universal. The printer has been created to print live functional three-dimensional tissue and organ constructs. The bioprinter's original construction allows it to accurately distribute tissue spheroids (bio-ink) in successive layers of hydrogel (bio-paper) following a previously created digital model. Original technical and engineering solutions are founded on the special characteristics of the proprietary 3D printing technology. The bioprinter is the main element of the technological platform. Together with the bioprinter, the team also developed a proprietary software both for their own design work and for importing and further developing digital models for printing while also managing and controlling the bioprinting process.

So-edinenie, the Fund for Supporting the Blind and the Deaf, was created on the initiative of the President and the Agency for Strategic Initiatives. It is created with the goal to address the issues of rehabilitation and social integration of the disabled. In order to find the best Russian solutions in the field of technical rehabilitation, the Fund launches an open contest for inventors, developers and startups. The projects that best fit the needs of the deaf and blind will be funded till the completion of their development stage and the start of production. The projects’ products will be purchased by the Fund and introduced among the consumers. The Contest prizes include specialised training in the international competence centres of technical rehabilitation items producers and procurement of the equipment for the project implementation.

Acceleration Program The GenerationS Acceleration Program comprises lectures and master classes on business model development, science and technology R&D for a project, legal aspects, raising investment, business planning, marketing, PR, and other subjects one needs to focus on to ensure successful development and growth of a startup company. The Industrial acceleration program offers highintensity classroom training, ample opportunities to interact with experts and investors, and a chance to bringing in mentors and new people to the team. The best graduates of the acceleration program will enter the GenerationS contest finals.

Друзья России уже придумали, как обессмыслить продуктовое эмбарго Столкнувшись с необходимостью быстрого замещения импортного продовольствия, попавшего под санкции, власти РФ стимулировали быстрое изменение логистики поставок и увеличение объемов переработки сырья в странах Таможенного союза (ТС), бывшей Югославии и Латинской Америки. Белоруссия до конца 2014 года намерена закрыть до половины объема поставок отдельных продуктов, попавших под запрет. Главные идеи — увеличить экспорт в Россию своего сырья, заменив его для своих внутренних рынков западным, и наладить максимально дешевую переработку сырья из ЕС по «серым» схемам. Инвестировать в обеспечение долгосрочной продовольственной безопасности РФ от Запада мешает неопределенность в сроках действия российского эмбарго. Энтузиазм, с которым последние две недели российские чиновники рапортуют о все новых возможностях замещения поставок рыбы, мяса, молочной продукции и овощей из стран, попавших под эмбарго, объясняется не внезапно обнаружившимся избытком продовольствия на мировом рынке. О готовности фактически немедленно и в разы увеличить экспорт продовольствия в РФ с 7 августа, даты введения «продуктового эмбарго» в РФ, уже заявили власти Сербии, Македонии, Чили, Эквадора, Бразилии, Аргентины и стран Таможенного союза — Белоруссии и Казахстана. Но если власти латиноамериканских стран находятся под постоянным давлением ЕС и США, пытающихся ограничить поставки в РФ, то страны Таможенного союза и Южной Европы станут хабом для восстановления запрещенных поставок в РФ, убеждены опрошенные Ъ“ аналитики и участ” ники рынка: схемы для этого уже придуманы. Напомним, вопросы «недопущения незаконных по-

Тогда же глава Федеральной таможенной службы РФ Андрей Бельянинов, ссылаясь на отсутствие рычагов контроля при пере-
мещении продукции в зоне ТС, обратился к вице-премьеру Аркадию Дворковичу с просьбой поручить контролировать такие поставки Роспотребнадзору и Россельхознадзору. 18 августа глава Россельхознадзора Сергей Данкверт сообщил о первых случаях прямого реэкспорта запрещенных товаров из Белоруссии и Казахстана, пригрозив их полным закрытием, а Роспотребнадзор вчера сообщил, что усилит проверки пищевой продукции на границе с Белоруссией и Казахстаном. Эксперты между тем уже уверены в том, что эмбарго РФ не будет преодолеваться прямым реэкспортом. В первые две недели его действия стали очевидны почти легальные возможности новых партнеров РФ обессмыслить санкции для самой России, возместив ЕС, США,
Австралии и Норвегии потери на российском рынке за счет своего импорта — причем с потерями для потребителей и производителей РФ. «Текущая ситуация обнажила выбор — либо всерьез контролировать серый“ ре” экспорт и отложить идею евразийской интеграции и ТС, либо отказаться от ответных санкций»,— убежден завлабораторией международной торговли Института экономической политики имени Гайдара Александр Кнобель. Так, уже даже объявленные руководством Белоруссии планы увеличить поставки продовольствия в полтора раза, увеличив до конца 2014 года объемы экспорта в РФ до $6,5 млрд, угрожают свести на нет эффект ответных санкций. Фактически в Белоруссии открыт зеленый коридор для поставщиков продовольственного сы-
рья из стран, попавших под санкции РФ. По словам главы Минсельхозпрода республики Леонида Зайца, только на экспорте мясомолочной продукции планируется заработать дополнительно $2,1 млрд. Если учесть, что прямые потери стран ЕС от ограничения поставок еды составляют, по разным оценкам, от $7 млрд до $9 млрд, от половины до трети намерены компенсировать только белорусские компании. «В Белоруссии нет мощностей, позволяющих в столь короткий срок наводнить российский рынок собственной продукцией. Никто в ЕС не намерен уступать нам свою долю на рынке РФ, поэтому в Минске фактически занялись государственной контрабандой, создав за несколько дней порядка десяти госпредприятий — они перехватывают контракты

Впрочем, с моей точки зрения, обнуления санкций все равно не будет»,— говорит господин Афонцев.

Росавиация недовольна подорожанием авиатоплива
Вчера на КПП «Донецк» на российскоукраинской границе проходил таможенный и пограничный контроль грузовиков с гуманитарной помощью для жителей Донбасса. Ожидается, что сегодня конвой въедет на территорию Украины — чтобы проследовать в Луганск в сопровождении представителей Красного Креста. Произойдет это ровно через 10 дней после того, как конвой отправился в путь. Вместе с российскими «КамАЗами» досмотр проходил корреспондент Ъ“. ” Первые четыре «КамАЗа» с российской гуманитарной помощью смогли въехать в пункт таможенного досмотра только вчера днем. «Процедура проверки первой партии груза началась»,— подтверждает представитель МККК Галина Бальзамова. После стольких дней ожидания кажется, что процедура проходит слишком размеренно. Белые грузовики по очереди подъезжают на два специально выделенных места контроля. Проехав шлагбаум на въезде на КПП, где журналистам задерживаться больше не разрешают, водители, одетые в песочного цвета футболки, шорты и кепки, выходят из машин и садятся курить в тени грузовиков с распахнутыми на жаре дверцами кабин и заранее расшнурованными тентами. На скамейке у административного здания
скучает и батюшка, накануне благословивший груз в трудную дорогу и теперь сопровождаюший конвой на КПП. Въехав под навес на пункте досмотра, водители откидывают брезентовый тент задника грузовика. За оформлением груза следят представители МККК в накидках с красными крестами. — Таможенный контроль проводят в зависимости от загруженности машины от одного до пяти человек: украинская сторона, наши таможенники и «Красный Крест»,— поясняет Ъ“ один из таможенников. ” Гуманитарную помощь из машин не выгружают, но в некоторые автомобили забираются по несколько человек, осматривая содержимое с помощью фонарика. Затем машину вновь закрывают и пломбируют. Несколько автомобилей решили проверить с помощью мобильного инспекционно-досмотрового комплекса — арки, вроде тех, что стоят в аэропортах, но способной просканировать грузовой автомобиль целиком. На проверку одной машины уходит около получаса. Корреспондент Ъ“, побывавший на укра” инской стороне границы, на КПП «Изварино», убедился: контролирующие его ополченцы самопровозглашенной «Луганской народной республики» приезда конвоя ждут.

Рост цен на нефтепродукты на розничном рынке обеспокоил правительство. Первой отреагировала Росавиация, заявившая, что цены на авиакеросин выросли на 6–7%, что может привести к росту цен на авиабилеты. Но на рынке говорят, что эти оценки касаются только разовых продаж топлива, где цены растут из-за рыночной конъюнктуры. Сами авиаперевозчики обычно покупают топливо по долгосрочным контрактам, а цены по ним в последнее время даже снижались. В других ведомствах также не видят больших проблем. Росавиация вчера сообщила, что в июне—августе в 30 аэропортах Поволжья, Сибири и южных регионов зафиксирован значительный рост стоимости авиакеросина. Его цена за тонну в среднем выросла на 6–7% (от 1 тыс. до 4 тыс. руб.). «Необоснованные действия предприятий по топливообеспечению ведут к подрыву экономической деятельности авиаперевозчиков, в первую очередь уже находящихся под введенными санкциями со стороны западных государств (пока под санкции попал лишь «Добролет».— Ъ“)»,— заяв” ляют в Росавиации. В ведомстве полагают, что ситуация может отразиться на стоимости билетов, а также снизит темпы роста перевозок на региональных маршрутах. Как говорят в Росавиации, ведущие авиакомпании уже обратились с просьбой при-
нять экстренные меры господдержки отрасли. Официально эту позицию из крупных компаний пока поддержала «Трансаэро», заявившая, что «необоснованный рост цен на авиакеросин может оказать самое негативное влияние на деятельность перевозчиков». В среднем долю топлива в затратах авиакомпаний можно оценить в 35–40%, говорят собеседники Ъ“ на рынке. В «Аэрофло” те» и «Сибири» (работает под брендом S7) Ъ“ ” заявили, что господдержки не просили. Но в «Сибири» отмечают рост цен на авиакеросин на 3% «в нетипичный период». Источник Ъ“ в «Аэрофлоте» говорит, что ” у компании есть две системы закупок керосина. В 33 из 53 аэропортов компания получает топливо по годовым контрактам, привязанным к мировым рынкам нефтепродуктов и курсу доллара, и здесь в апреле—августе прошло снижение цен на 3–4%. В аэропортах с ценообразованием по тарифам центра регистрации тарифов при Торгово-клиринговой палате (20 пунктов, доля в закупках компании — около 25%) за последние пять месяцев «фиксируются колебания в пределах 10%»: снижение цен в мае—июне с последующим ростом в июле. Больше всего проблем в аэропортах с одним ТЗК, особенно в принадлежащих ЛУКОЙЛу (в Самаре, Сургуте, Сыктывкаре и Тюмени), отмечает собеседник Ъ“. ”

Виды на море Россиянам разрешат легально покупать жилье в Абхазии Абхазия готова открыть свой рынок жилья для граждан России. Парламент республики может рассмотреть вариант, позволяющий россиянам покупать жилье в новостройках в Гаграх, Пицунде и других городах. Но проблема в том, что в республике, где жилой фонд едва превышает 4 млн кв. м, пока практически не строится новых объектов. Народное собрание (парламент) Абхазии может уже в начале осени рассмотреть в первом чтении проект закона «Об отдельных особенностях оборота жилых помещений», сообщили Ъ“ сразу несколько депу” татов республики. По словам одного из них, в документе предполагается смягчить ограничения при покупке россиянами жилья в Абхазии. Для граждан России может быть предусмотрено два варианта: покупка жилья только в новостройках либо квота на вторичном рынке. «Не исключено, что в итоге могут быть одобрены оба варианта»,— полагает один из собеседников Ъ“. ” По действующему законодательству нерезиденты Абхазии могут приобретать любую недвижимость, за исключением жилья. Эти ограничения были введены в 1995 году — сразу после гражданской войны. Официальный Сухум принял эти меры, чтобы избежать спекуляций с брошенным жильем, которое перепродавалось в основном россиянам. Отменить эти ограничения еще в 2010 году обещал тогдашний президент Сергей Багапш, но год спустя он скончался. Его преемник Александр Анкваб зимой этого года поручил правительству разработать проект закона, который смягчил бы ограничения для иностранцев при покупке жилья в республике.
