GLANBROOK CELEBRATES THE SEASON, DESPITE COVID
TAMARA BOTTING t b ottin g@ sachem.ca
'Tis the season for Christmas celebrations, but once again, they'll be looking a little different this year because of the COVID-19 pandemic — though not quite as different as last year.
Kerri Raposo is one of the directors with the Mount Hope Volunteer Association, the group that has been running the annual Mount Hope Christmas Tree Lighting for the past few years.
She said while they didn't host a community event in 2020, they still put up a display.

CHURCH BRINGS BACK DRIVE THRU NATIVITY FOR SECOND YEAR
sure that as people drove through our little town of Mount Hope and for the residents there, that even while we had COVID, there was a glimmer of hope, a glimmer of togetherness."
Togetherness was very much the theme for this year's festivities, too.
Raposo said that in the few years the event had been held before the pandemic, it had been an opportunity to showcase some local talent, with performances by choirs and music students.
"When COVID hit, it put a hamper on what we were doing, but it doesn't mean we won't get back there," she said.
In the meantime, the community came together as much as it could on Nov. 28.
The tree lighting itself was held on ACI's (Apprenticeship Community Internship) property — Sherri Crechiola, who founded the organization, is also a member of the Mount Hope Volunteer Association.
Mount Hope Community Christian Reformed Church provided hot beverages for
the event, and donations were collected for Neighbour2Neighbour's food bank.
Raposo said the biggest thing was providing a way for members of the community to reconnect and catch up.
"We have all been sort of trapped and isolated," she said. "The event is really about bringing people together."
Just up the road, there will be another opportunity for the community to come together this holiday season, albeit a bit more distanced than at the Mount Hope tree lighting.
Binbrook resident Val Faulkner is the music leader at Harmony Baptist on Upper James Street; her husband, Elden Faulkner, is the lead pastor there.
She said traditionally, prior to the pandemic, the church would hold an annual children's musical and Christmas dinner

for the congregation and surrounding community.
Faulkner said some volunteers at the church decided they didn't want Christmas 2020 to pass without having something for the community, so they "took it upon themselves to figure out a way for everyone to celebrate and enjoy the Christmas season in the midst of the pandemic. They came up with a drive-thru nativity."
Volunteers set up different scenes from the biblical Christmas story using sets, actors in costumes and live animals.
"The community was invited to drive through the scenes and experience Christmas right from the safety of their own vehicles. It was a huge hit," Faulkner said, noting that they even had guests come from Toronto last year to visit.
The event was so popular that it's being held once again this year, with Patricia Falletta serving as the director. Faulkner said everyone is invited to come through on Dec. 10 and 11, from 6:30 to 8:30 p.m. There is no admission fee, but donations for the food bank will be collected.
"Our traditions may look different, but we have found a way to keep the spirit of Christmas alive despite the curveball COVID has thrown us," Faulkner said.
STORY BEHIND THE STORY: With the holiday season once again here, we wanted to know how the COVID-19 pandemic had changed local celebrations.

ABOUT US
WELCOME TO THE NEW PRE-POST-PANDEMIC NORMAL
THIS IS OUR LIFE FOR NOW, WRITES GORDON CAMERON
the walls of my apartment. Welcome to the new prepost-pandemic normal.
This time last year I was a little worried about the start of my annual Christmas tree sales. It had nothing to do with the number of volunteers we had or the number of trees I thought we'd sell. It all had to do with the fact that for the first time since the pandemic started I'd be out and about physically interacting with strangers.
That's not to say that I'd spent the last eight months in compete lockdown. I did get groceries, go to the drugstore, help my parents and even go for the occasional walk, but even then, leaving the apartment seemed exotic and a little odd.
Fast forward a year and I have no such worries about tree sales. While I'm still cautious, I am going out more while still following health regulations and guidelines.
As the rules allow for my band to get together and play, I'm now going to rehearsals.
I've gone to a few in-person meetings, including a couple that involved an overnight stay. I've eaten in restaurants and even spent a night at a movie theatre to watch a short film a friend of mine made.
I continue to wear a mask everywhere and don't leave home without a bottle of hand sanitizer, but slowly the horizons of my life have broadened beyond
Throughout this entire crisis, we've had to get used to restrictions on what we can and can't do — both those imposed by authorities and those which we imposed on ourselves in the name of stopping the spread of COVID. Almost all of us have been eagerly awaiting the day when those restrictions would be lifted and we could get back to the way our lives used to be. We've made big steps in the last few months, but we're not there yet and likely won't be for some time yet.
So, we do what we've always done — we adapt.
We don't think twice about the need to wear a mask in public. We get used to carrying around our proof of vaccination. We accept that things won't always go quickly or smoothly based on the knowledge that if there is a surge of new cases we'll be dragged back into restrictions and lockdowns.
And while all that is far from ideal, it means that parents can go watch their kids play hockey. It means that people can now gather to celebrate the big moments in life. It means that a trip beyond our front doors no longer needs to seem like a trip to a strange and foreign land.
We are making progress toward the goal of a complete return to normal, but we're not there yet. We need to accept that we're going to have to continue living our lives the way we are now for a little longer. For the moment, this is the new normal, but it's an important step toward the return to normal we crave.

THANKS FOR THE HELP WITH LOST DOG
On Nov. 7, we got a rescue dog, Candy, from Mexico and on Nov. 12 she bolted from our property.
There wasn't a sighting of her until Nov. 16, where she was spotted on Mulligan Road.
That evening, around 11 p.m., we were called by Mutts A Missing, a wonderful volunteer group that searches for missing dogs, saying that she has been spotted heading toward Caledonia via the train tracks.
We raced to town, and with Marissa from Healing Hearts Lost Pet Search and Recovery and our wonderful neighbour, Nathian Burke, we finally got her at Argyle Street North and Orkney Street North.
Our heartful thanks to the wonderful residents of Caledonia that without your help via text and photo updates or help search-
ing, we don't think we would have found her.

AND LYNN MUIRHEAD, CALEDONIA POLICING PRIORITIES
I was the sergeant of a fugitive unit with the Hamilton police responsible for the search and apprehension of the most-wanted violent criminals when the creation of a mounted horse unit was announced.
Unfortunately, a month prior I lost my partner to an injury following a highrisk takedown.
So, I was left to do the apprehending on my own.
I approached my supervisors, asking for a temporary replacement, but was told, "We don't have enough officers to spare."
For three months I was
forced to badger my supervisors for a temporary replacement.
Then one day it was announced six officers would be pulled from the patrol division to form the mounted unit.
I was furious, and said to my supervisor: "So, let me get this straight, due to budget restraints you have no officers available to assist me to search for the city's most wanted, but you have enough officers to draw from patrol to go prancing around the city on ponies?"
I went on: "If you were to give the citizens a choice on where their tax dollars were going, what do you think they would have chosen?"

MOUNT HOPE CHURCH WELCOMES NEW PASTOR
TAMARA BOTTING tbott i ng@sachem ca
Joel Bootsma followed a similar path into the ministry as his dad — but it was not quite typical for either of them.
"I was an adult before my dad became a pastor; I didn't grow up as a pastor's kid," Bootsma said.
Likewise, he was already well established in a full-time job when he decided to make a change.
"It was a good gig, but I wondered how I might use my gifts and skills more fully," he said.
Bootsma, with his wife's support, quit his job and went into the seminary.
After most recently working at a church in Burlington for about a decade, Bootsma is now the pastor at Mount Hope Community Christian Reformed Church.
Marlene Knevel, the church administrator, said the congregation has been without a pastor for almost two years.
"We're super-excited," she said.
Bootsma said one of the biggest draws for him to the Mount Hope church was how involved the congregation is with serving others.
From holding food drives and raising
money for the homeless to hosting Christmas events for the town, "This church's heart is for the community, and they want to be a good neighbour ... that's where my heart lies, and it was a good fit," Bootsma said.
The church is continuing to be involved in the community, from participating in the Mount Hope Christmas celebration on Nov. 28 to being involved with Glanbrook Community Services' Christmas Tree of Angels.
"Hopefully we can be a presence in the
community that encourages, supports and participates," Bootsma said.
He noted that the community of Mount Hope is growing rapidly, and that people's lives seem to be busier than ever.
"Within all of the busyness ... it's good to have this place, where people can get just a bit of a rest, if they like," he said.
Bootsma said the church will be hosting a candlelight Christmas service on Dec. 19; those wishing to attend can get more information via the church's website, or Facebook page.

BINBROOK AG SOCIETY DONATES $2,500 TO MEALS ON WHEELS
Thomson noted that as the cost of living has gone up, more of their clients are feeling the financial pinch.
TAMARA BOTTING tbott i ng@sachem ca
The Binbrook Agricultural Society will be picking up the tab for dinner for about 125 older adults in the Glanbrook area throughout the month of December.
The organization donated $2,500 to Glanbrook Community Services' hot and frozen Meals on Wheels program.
The agency's executive director, Karen Thomson, said the donation would go a long way to helping their clients.
"The majority of the seniors we serve are on a fixed income," she said, noting that for some of the clients, the gift of not having to pay for their Meals on Wheels dinners for almost a month "allows them to pay their utility bills on time."
She said that's why so many of the gift requests they've gotten from clients for their annual Christmas Tree of Angels initiative are for practical things, like laundry detergent and gift cards to buy necessities.
Binbrook Agricultural Society president Andrew Bienhaus said the money for the donation came from funds that had been earmarked for the group's annual volunteer appreciation dinner, which is normally held in November. He explained that the dinner also doubles as a way to present awards to the winners from the Binbrook Fair.
This year and last, the event was cancelled due to the COVID-19 pandemic, but "We wanted to spend that money elsewhere in the community," he said. "We know some of our past volunteers are now beneficiaries of Glanbrook Community Services' programs, so we're still reaching
some of our volunteers somehow."
Bienhaus said that over the course of the year, the agricultur-

al society has donated over $10,000 to local charities and notfor-profits.
"Our whole mandate is either
agriculture or community," he said.
Thomson said they had a lot of clients calling in last December to express their thanks for the gift, which is automatically being given to "anybody on our meals program."
There will also be cards from the agricultural society distributed to the Meals on Wheels clients, letting them know about the gift.
Thomson said that while they will occasionally get a one-off donation from a larger corporation, as a relatively small agency, "It is the community that supports us" and allows them to sustain their programming and services.
She noted that the support doesn't always come in the form of cash, either; the agricultural society is also providing space at the Binbrook Agricultural Hall for Glanbrook Community Services' exercise programs at a nominal fee to cover the overhead costs.
"We really appreciate them," she said.

JARVIS LIONS RAISE OVER $8,000 FOR AREA HOSPITALS
TAMARA BOTTING tbott i ng@sachem ca
Two area hospitals will be getting an early Christmas gift from the Jarvis Lions Club.
On Nov. 18, the group held its annual turkey raffle at the Jarvis Community Centre.
"Although we were unable to have any spectators at the event, it was videoed and streamed live on social media," Lion Rick Fess said.
Pandemic restrictions caused the live element -- which traditionally included a fish dinner -- to be cancelled both last year and this.
Despite a different format, tickets for the event were sold out. A total of 100 Canada Grade A turkeys were won - with some lucky ticket holders actually having their name drawn twice.
All of the winners are listed on the group's Facebook page; they are asked to contact the club to arrange for pickup or drop-off of their prize.
The proceeds from the raffle will be split evenly between West Haldimand General Hospital in Hagersville and Norfolk General Hospital in Simcoe.
"We are very proud that over $4,000 will be given to each hospital," Fess said. "Thank you to everyone who purchased a ticket or two to help us support our local hospitals to enable them to continue to provide excellent care and service to our residents."

VANDALS CAUSE ABOUT $10K IN DAMAGE TO CALEDONIA CHRISTMAS LIGHT UP DISPLAY
It will cost about $10,000 to rebuild the Christmas lights display in Kinsmen Park, but it's probably not going to happen this year.
"We simply do not have the capacity to make repairs before Christmas and material availability will now be a problem," said Mike Montgomery.
For years, Montgomery and Adam Harrison ran a seasonal light display at the Caledonia Old Mill before taking a few years off. Then in 2018, the pair put together a small display in the park.
In 2019, they, along with sever-
al other groups (including Caledonia Community Foundation and the Caledonia Regional Chamber of Commerce's Special Projects Committee), decided that they would combine their efforts to make an ongoing and growing display for the community each Christmas season.
Montgomery said he and other volunteers were at the site the evening of Nov. 24, setting everything up so that it would be ready
for the Lights Along the Grand light up ceremony taking place the following evening.
However, on the afternoon of Nov. 25, "extensive damage was discovered," Montgomery said.
"Person(s) went through the display with wire cutters and cut through lights all over the display. They meticulously visited each item in the display and made sure it would not work.
"This was not the work of casu-
al vandals or 'kids'; this was targeted."
The OPP is investigating, and asks anyone with information regarding this incident to call 1-888310-1122. To remain anonymous, call Crime Stoppers at 1-800-2228477 (TIPS) or leave a message online at www.helpsolvecrime.com. You may be eligible to receive a cash reward of up to $2,000.
Donations towards the display can also be made on GoFundMe
at gofundme.com/f/caledonialights-along-the-grand. E-transfers can also be sent to ccfgrandlights@gmail.com.
In a Facebook post announcing that the light up ceremony would not be going ahead as planned, Caledonia BIA director Kathy Marshall said, "In one night, vandals destroyed years of work. This type of senseless and destructive behaviour is not the Caledonia way."

HALDIMAND-NORFOLK TOP DOC BLASTED FOR LUKEWARM STANCE ON COVID-19 VACCINE FOR KIDS
"may be offered to children," rather than NACI's stronger recommendation that adults "should" get the shot.
"Individual families parents and children — will have to consider what their values are, what the risks are, and what the likely benefits are," Strauss said.
children aged five to 11 who do not have any health conditions or symptoms that suggest they should not receive it.
The vaccine for children has been approved by Health Canada, and Strauss said it is safe.
children."
Haldimand-Norfolk's acting medical officer of health Dr. Matt Strauss stopped short of endorsing Pfizer's COVID-19 vaccine for children under 12, a stance that drew the ire of provincial politicians and some in the medical community.
Strauss told reporters that Canada's National Advisory Committee on Immunization says the vaccine
"If that's not immediately clear to them, they should discuss it with the health-care provider that they trust. I cannot make a blanket recommendation for children that I have never met."
Strauss stressed that as an ICU doctor, he does not have experience in pediatric medicine and is basing his advice on the NACI guidelines
Those guidelines, released Nov. 19, say the vaccine is recommended for
"Whenever a new medication or therapy is approved for children, the question is how safe?" he said, noting the Pfizer trial included 1,000 children who took the vaccine, none of whom reported "major adverse effects."
"Obviously, that doesn't mean there couldn't be some sort of one in 10,000 or one in 100,000 risks," Strauss said.
On Twitter, several doctors took issue with Strauss's position.
"I CAN 'make a blanket recommendation for chil-
dren that I have never met' get vaccinated for your health, your family's health and for the health of the public," tweeted Dr. Raghu Venugopal, an ER doctor in Toronto who has a master's degree in public health from Harvard University.
The provincial Liberals called on the Ford government to remove Strauss from his post, with MPP John Fraser criticizing Strauss for "unnecessarily sowing doubt" about the safety of the vaccine.
Tom Closson, former president of the Ontario Hospital Association and the University Health Network, was blunt in his assessment. "Matt Strauss should not be a municipal medical officer of health," Closson tweeted on Nov. 23. "He is giving advice to parents that will endanger
NACI's review of clinical data from the Pfizer trial suggests the vaccine is 90.7 per cent effective at preventing symptomatic COVID-19, with the trial reporting no "serious safety concerns" such as myocarditis among participants.
Medical experts say children should be vaccinated to protect against possible "long COVID" symptoms, multi-system inflammatory syndrome and hospitalization.
Dr. Theresa Tam, Canada's chief public health officer, wrote that while children have generally been spared from serious illness and death due to COVID-19, they remain at risk for longterm symptoms should they become infected
The added bonus of vaccination, Tam said, is a faster return to normal life "Children have experienced social isolation and disruption to schooling and extracurricular activities, which have had impacts on their mental and physical well-
being as well as that of their families," she wrote.
This is not the first time Strauss's approach to public health has made waves. His appointment in September was roundly protested over his public skepticism of the effectiveness of lockdowns at controlling the virus.
More than 50 COVID-19 cases have been linked to recent outbreaks at schools and on school bus routes in Haldimand-Norfolk, as the region's COVID-19 numbers surge to heights not seen in months. The health unit tweeted on Nov. 23 that high demand for vaccination appointments for children has already prompted the addition of new clinic dates at Norfolk General Hospital in Simcoe.
J.P. Antonacci's reporting on Haldimand-Norfolk is funded by the Canadian government's Local Journalism Initiative.

LIGHT IT UP, DUNNVILLE CONTEST COMES TO TOWN
contest on.
For this year, they're limiting entries to just Dunnville, but Griffin said depending on how the inaugural run goes, they might expand the contest's catchment area next year.
TAMARA BOTTING tbott i ng@sachem ca
If you're a Dunnville resident and your house would fit right in with those of the Whos down in Whoville who like Christmas a lot, you're a prime candidate to enter the new Light It Up, Dunnville Christmas light and decor contest.
"We'd like to see everybody's best efforts put forward," said Andy Griffin, business development manager and co-owner of the Griffin family of companies, which is putting the
"We've always been fairly involved with the community events and stuff here in Dunnville," he said, noting that last year, they took over putting up the light displays along the river for the chamber.
Griffin said he'd been noticing a lot of people commenting on social media about a lack of events and things to get involved with for the holiday season, which is when he got the idea to host the contest.
"It kind of brings the community together," he said.
There are three categories to enter: rural, intown, and business and not-for-profit.
"It's free for everybody; there's no cost," Griffin said.
"(That's) definitely something we could look at."
Beyond bragging rights, the family of companies will also be contributing some prizes (exactly what those prizes will be is still to be determined); they are also open to partnering with other local businesses that want to contribute.
"The more involvement, the better," Griffin said.
So, were there any tips on how to be a strong contender in the contest?
"If someone's going to go all out and do a Griswaldstyle house, that's probably going to be the first prize," Griffin said. When it comes to decorations, "The more the merrier."
To enter the contest, or for more details, visit GriffinBTE.ca/Christmas.

CALEDONIA TO GET NEW ELEMENTARY SCHOOL
TARA LINDEMANN tl i ndemann@sachem ca
MPP Toby Barrett has announced that the province will invest $20.4 million to build a new joint elementary school in Caledonia.
Grand Erie District School Board will receive $12.3 million, andBrant Haldimand Norfolk Catholic District School
Board will receive $8.1 million.
The amount will support the creation of 746 student spaces for both school boards.
"The new joint Caledonia Elementary School and Caledonia Catholic Elementary School is great news for our community," said Barrett. "I offer a big thank you to Minister Lecce, and to
those who signed my petition."
According to Barrett, the investment is part of $14 billion to support school construction over 10 years. There are currently more than 300 child care and education building-related projects in development across province, with more than 100 actively under construction.
Ontario's investment in new and updated schools will create the foundation for a modern learning environment for hundreds of students across the province.

PUBLIC URGED TO GET A FLU SHOT
TAMARA BOTTING tbott i ng@sachem ca
There are plenty of places to get a flu shot this year: your family physician, many local pharmacies, and possibly even from local paramedics at a community clinic. But one place you won't be able to get a flu shot is at a COVID-19 vaccine clinic.
Sarah Page, chief of Norfolk EMS and outgoing head of the HaldimandNorfolk vaccine task force, said that while at one point they were planning to have the COVID-19 vaccine clinics also offer flu shots to patients at the same time, "Unfortunately, that has been put to the side."
She told reporters during a Nov. 22 media call, "We're unable to offer both of them, just for staffing reasons and actually logistics of multiple, multiple vaccines in the same place."
The area's COVID-19 clinics are currently offering Pfizer, Moderna and now pediatric Pfizer doses, since the vaccine has been approved for children ages five to 11.
Even if members of the public can't get a flu shot through the Haldimand
Norfolk Health Unit, Page and acting medical officer of health Dr. Matt Strauss are still urging residents to get it.
"Beyond banging pots and pans and saying, 'Please get vaccinated for both viruses,' I don't have any other outlet for my concern," Strauss said.
With flu season starting, Strauss said there is a possibility of a 'twindemic' — the ongoing COVID-19 pandemic coupled with a flu pandemic.
"I hope that doesn't happen. It could well happen. Please get vaccinated. I don't want anyone to get sick from either cause," he said.
Strauss said that in
working as a hospital physician for the past decade, "I can tell you that there were definitely at least three years where flu was more pronounced, and I remember being overworked, I remember hospitals being chock-full, I remember patients spending three days on a stretcher in a hallway.
"I'm sorry to say that it is not as though we have massively increased hospital capacity since that time."
Strauss noted that hospital resources have already been stretched thin with treating COVID patients, so if there was suddenly a surge of patients due to the flu, "It would be bad."

The Fisherville Lions Club is inviting the public to celebrate the power of the press at a special exhibit.
The Haldimand Advocate, the first newspaper published in Cayuga, was established in 1868. In 1932, that paper merged with the Hagersville Press to become the Haldimand Press, which is still in operation today.
When the Haldimand Press' former office was slated for demolition in early November, the owners of the building offered the Fisherville Lions Club a chance to remove some of the contents before the building was razed.
"Just a few days before the wreckers came, a volunteer crew of Lions arrived there to see what could be saved," said Ian Bell, former curator of the
Port Dover Harbour Museum.
"While much of the industrial-scale machinery was too large and heavy to take, the group was able to rescue a fascinating collection of artifacts from the building. This included trays of 19th-century wooden type, printing blocks used for advertisements and illustrations, many examples of the shop's printed output and even a
small 1905 Golding Pearl printing press, which after 116 years is amazingly not much the worse for wear," Bell said.
Bell and local letterpress printer Olga Luehmann helped the club put together an exhibit, which will be on display for one day only, Dec. 5, from 1 to 4 p.m. at the Fisherville Community Centre. Admission will be free of charge.

CAYUGA LIGHT UP NIGHT WILL INCLUDE FIREWORKS SHOW
amember of the chamber's executive and president of Haldimand Motors Ltd., made a unique offer.
TAMARA BOTTING tbott i ng@sachem . ca
Santa Claus is coming to town, and Cayuga will be bursting with excitement — and fireworks.
"This is totally new and different," said Bernadine Lutes, chair of the Cayuga Light Up Night: The Real Deal.
The event is being put on by the Cayuga and District Chamber of Commerce.
Lutes explained that last year, COVID-19 restrictions prevented Santa Claus parades from happening. So instead, "Craig Peters from Caledonia approached all the towns about doing a Santa driveby ... It was very successful."
This year, it initially looked like parades would once again not be allowed, so Lutes and the chamber took Peters up on his offer of again doing a Santa driveby. But then, John Edelman,
For the past two years, the company had not been able to run its annual fundraising event for local notfor-profit community groups, Great Tricycle Race — an event that was normally capped off with a huge fireworks display.
However, the money for the show was still in the budget, so Edelman offered to bring it to the town's light up night celebration instead.
Lutes said they went back to Peters, who was now going to bring Thomas the Tank Engine with him as well for the Santa driveby, and asked him to instead drive down to Bob Baigent Memorial Park by the Grand River the evening of Dec. 3.
"(Santa) will go in the pavilion there; we have our own sled, and he'll visit the kids," Lutes said, noting that the visits will have to be physically distanced, but "The kids can come up to it and talk to Santa."
That will be from 6:30 p.m. to 7:30 p.m., when the fireworks show will take
place.
Edelman said the fireworks will be choreographed to music, and that the fireworks company had won international awards.
"It will give you goosebumps — and not the cold type of goosebumps, but awestruck," he said.
That's not the end of what the evening has to offer, either; Lutes noted that many of the stores and restaurants in Cayuga's downtown core have opted to stay open late that night, so guests will be able to do a little shopping and support local businesses while they're in the area.
"We're very pleased that we can do something a little different," she said.
"I'm hoping that because we're having something a little more than just Santa — fireworks in the winter is something that we've never really seen — I'm hoping that all of Haldimand will come out to it; that we'll have a really big turnout."
Lutes said that they are still in need of volunteers for the event; to get involved, call 905-772-5348 or email carrouselbb@rogers.com.

of a dedicated stormwater fee to help tackle Hamilton's backlog of needed repairs.
Hamilton residents face a series of annual water rate hikes at five per cent or higher starting in 2022 as the city grapples with a growing list of critical environmental projects.
But some councillors say it's past time to charge a separate stormwater fee — what critics call a "rain tax" — so that owners of large paved properties pay more to protect Hamilton from climate change catastrophe. The next opportunity to debate that conten-
tious topic comes Dec. 6. At a budget meeting Nov. 22, councillors approved a nearly five per cent water rate hike for 2022 — the equivalent of a water bill of $832 for the average residential homeowner, or an extra $39. That's the highest annual jump in at least a decade.
The city is also forecasting an average annual hike of 6.4 per cent from 2023 through 2026, but those potential increases are not yet approved.
The increases are "higher than projected" in the past, acknowledged interim water director Nick Winters, but necessary to
Hamilton water bills remain among the lowest among comparable area cities. In 2021, Hamilton's average residential water bill of $785 was lower than those mailed out in Toronto ($827), Kitchener ($1,525), Halton ($925) and Cambridge ($1,171), for example.
Next year's budget hike is due to a request for 10 additional full-time staffers, including those needed to crack down on construction sewer discharges and search for underground leaks that bleed an estimated 10 per cent of treated water out into the ground every year.
4.98% hike (proposed) or $39.05 extra
2023: (forecast) 6.4% extra
The city will also spend more on getting rid of excess soil from construction projects and on treatment plant chemicals — with the cost of chlorine alone expected to spike 30 per cent next year.
Winters said the longerterm rate hikes are needed to finance a growing list of infrastructure repairs, from water plant upgrades to major sewer and water pipe replacements.
Councillors approved the rate hike — but several expressed a desire to debate the long-delayed idea
Several large GTA cities have implemented similar fees, but Hamilton has so far not followed suit despite on-and-off discussions of the idea over a decade. A stormwater fee is charged to property owners based on the amount of hard surfaces — think big roofs and paved parking areas — that directly funnel rain into the sewer.
Coun. John-Paul Danko said the fee would force large commercial and industrial landowners to "pay their fair share" of the rising cost of protecting the city from stormwater damage.
"We need more revenue to be able to keep pace with ... climate change," added Mayor Fred Eisenberger. Council's next chance to debate a new fee or tax is a Dec. 6 public works meeting, when staff report on stormwater funding "gaps."
