ello doctors everywhere! No hard feelings if you happen to have nothing better to do than to read my article. I don’t mean to mock you or underestimate your titles and the knowledge behind these titles. I know you worked hard to get this title. But lately in Kuwait I noticed that the prefix Dr is put in front of the name of every employee wherever he or she works - in the Ministr y of Commerce, the Civil Aviation, newspapers, municipality or elsewhere. Everybody has the liberty to put the title doctor in front of their name. Continued on Page 13

KUWAIT: The appeals court yesterday confirmed the conviction of former opposition MP and candidate Faisal Al-Mislem and fined him KD 200 for revealing secret bank information, triggering a controversy on whether he might be barred from contesting the parliamentary elections. There were conflicting reactions to the much anticipated ruling, with supporters of Mislem saying the verdict will have no bearing on his candidacy while opponents called on the interior ministry to disqualify him. Mislem was taken to court after he displayed a copy of a cheque issued by former prime minister Sheikh Nasser Mohammad Al-Ahmad Al-Sabah to a former MP during a grilling of the prime minister over the issue.The bank through which the cheque was issued, Burgan Bank, sued Mislem and a head of one of its branches for exposing a banking secret, thus endangering the bank’s credibility and business. Several months ago, the lower court convicted Mislem on one of two counts and fined him KD 200 on a misdemeanor charge of exposing banking secrets. The verdict was upheld by the appeals court yesterday. Kuwaiti election law bars people convicted in dishonesty and criminal cases from running in the parliamentary elections unless they have been rehabilitated. Lawyers supporting Mislem said the verdict will have no impact on his candidacy as the conviction is not a part of crimes stipulated in the elections law while others said that the verdict strips Mislem of the right to contest elections.
