Understanding why the Canadian Housing Market Has Changed

Since the spring of 2017, Canada, and specifically Ontario has seen a dramatic change in the real estate market. With over-inflated prices and bidding wars once the norm, the market appeared to come to a grinding halt over the course of a few summer months last year. While buyers and sellers may have been shocked, experts had been anticipating the change for some time considering the sudden influx of homes for sale as homeowners tried to cash in on the record-high prices, as well as the introduction of several new regulations. To help demystify the curse of 2017 here’s what happened to the housing market.
Stress Test
In October 2017, the Office of the Superintendent of Financial Institutions (OSFI) announced that beginning January 1, 2018, a new minimum qualifying rate would apply to uninsured mortgages, known in layman's terms as the "Stress Test." This change makes it harder for Canadians to qualify for uninsured mortgages and affects consumers with down payments of 20% or more. All federally regulated Financial institutions are now required to qualify your mortgage based on the contractual rate of the mortgage + 2%. (e.g., a 5yr fixed rate mortgage offered at 3.39% would have to qualify at 5.39%. In simple terms, the average Canadian will be eligible for 17-20% less per mortgage approval, and this could mean the difference between living in the town or neighborhood you desire and having to move into other parts of the province that have a lower purchase price.
foreign buyers tax
A foreign buyers tax has been implemented in recent years and months in two of Canada’s largest cities. We saw it first in Vancouver, British Colombia in 2016, and most recently in Toronto, Ontario in 2017. Known as the Non-Resident Speculation Tax (NRST), the new law imposes a 15-percent tax on the purchase or acquisition of an interest in the residential property by individuals who are not citizens or permanent residents of Canada or by foreign corporations (foreign entities) and taxable trustees. Following the new law, purchases of Toronto homes by foreign buyers dropped over the summer of 2017, falling from 7.2 percent to 5.6 percent between May and August. Sales continued to decline throughout the remainder of 2017, specifically in Toronto and York Region. According to the Ontario government, this was the effect they were looking for to create more affordable housing for Ontarians as part of the Fair Housing Plan.
rising interest rates
In July 2017, the Bank of Canada delivered its first increase in interest rates in seven years. In September 2017, they did it again, adding another quarter percentage point, bringing the rate to 1 percent with warnings that more increases were coming over the coming months. Their data showed the Canadian economy had strengthened in the second quarter of 2017 with core inflation measures beginning to edge higher. In January 2018, the Bank of Canada indicated continued strong economic growth as indicators for a further increase to 1.25 percent. The bank did not mention when, or if, more increases can be expected but did state it would remain cautious and continue to assess incoming data such as the economy’s sensitivity to the higher borrowing rates.

As the real estate market begins to stabilize in Canada, prices and inventory are still much lower than a year ago. That’s not surprising considering the increased interest rates, foreign buyers tax and stress test that have been introduced in the past year. While the market will take some time to rebound, some areas of Canada are doing better than others. According to the Canadian Real Estate Association (CREA), Ontario sees a concerning year-over-year price drop across the board while other provinces are showing an increase in housing costs. British Colombia, Quebec, New Brunswick, Nova Scotia and Prince Edward Island have all seen a rise, with PEI seeing a jump of nearly 10 percent. ONTARIO » Sales are inching up month-over-month in the Greater Toronto Area (GTA), a sign that sales will continue to climb in the coming months. What’s worth noting is the shift in the types of homes buyers are acquiring. Prices of single-family homes have continued to decline since the start of 2018 while townhomes and apartments have seen the most appreciation. Prices have slowed considerably year over year in the Greater Golden Horseshoe and remain above 2017 levels in Guelph alone. In Ottawa, prices have increased for single-family homes with two-storey houses leading the way.
PRINCE EDWARD ISLAND » Despite an expectation that the PEI market would cool drastically heading into 2018, house sales in Charlottetown surged in the first quarter of 2018 with the purchase of two-story and bungalows leading the charge. Real estate experts believe there are a few factors at play: The affordable prices of Charlottetown have drawn many newcomers to Canada, as well as baby boomers who are looking to find the perfect retirement property. Together, these factors have attributed to competition for properties in a market with relatively low inventory. BRITISH COLUMBIA » British Columbia is seeing a slight rise in prices, mainly in the Greater Vancouver region, Fraser Valley and Victoria. CREA says this is driven by increased demand for the most affordable home types, such as condos and townhouses. PRAIRIES AND EAST COAST » Price growth continues to be flat in Calgary and Edmonton while Regina and Saskatoon both continue to see year-over-year declines. The eastern provinces of New Brunswick and Nova Scotia have remained virtually unchanged, with a slight increase of just over 1 percent. QUEBEC » In Quebec, Montreal continues to be a growing hot spot, with prices up 6.3 percent, driven by a 7.3 percent increase in single-family homes. CREA has charted national sales activity over the past four years and found that while sales have dropped considerably from where they sat in the fourth quarter of 2017, they’re still higher than in 2013. Sales may have fallen from the record highs in 2016/2017, but they have not hit an all-time low. Sarah Niedoba, BuzzBuzzNews, Apr 3, 2018.
What does this mean for sellers? » As has been the trend for the past 6-12 months, sellers need to continue to reset their expectations. The days of selling your home in a week with multiple bids are far behind, and with the various market changes come cautious buyers who are taking more time to choose their home. The rise in inventory has created a drop in sales activity which means it may take sellers longer to close that deal. What does this mean for homeowners? » If you currently own your home and are not looking to move, you won’t have to face the same plight as many who are braving the market. However, according to the Bank of Canada,
half of all current mortgages will be renegotiated in 2018. Mortgage holders in this situation will have to decide whether to renew with their current lender to bypass the stress test or look elsewhere for a better rate and face the stress test. Those who have not built equity in their homes may suffer when it’s their time to renew, while others who have been proactive about paying off debt and paying down their mortgage will be in a better position financially. If you’re one of those people hoping to refinance and consolidate debt in 2018, you may be forced into higher mortgage rates if you’re unable to qualify for the loan you want.
Home Improvement Loan Options In Canada There are various ways to fi nance a home renovation depending on the size and estimated cost of the project. Before you start looking into fi nancing options, take a moment to investigate whether you qualify for an energy-savings grant. There are some renovation grants and rebates available across Canada at both the federal and provincial levels. Some are offered by local utility companies so be sure to check online for any that apply to your area. While establishing a budget for your renovation, it may be worth speaking to a fi nancial advisor who can help determine how much you can afford so you can plan realistically. Also consider how handy you are and how much work, if any, you are willing to do yourself to save labour costs.
Personal Loan
A personal loan is a set borrowed amount with a variable or fixed interest rate and a structured repayment schedule. Once the loan is repaid, you must reapply to your lender if you require new funds in the future.
Personal Line of Credit
A line of credit is a popular choice for financing renovations, and many homeowners already have one at their disposal. It is an ideal option for ongoing or long-term home improvements since it lets you access your funds at any time and lets you decide how much to pay back each month. A line of credit will always offer a lower interest rate than credit cards and charges interest only on funds used each month. As your balance is paid off, you can access any remaining funds (up to the limit) without reapplying.
Secured Lines of Credit/Home Equity Loans
Just like a personal line of credit, this option allows you to borrow and repay funds based on your schedule, and your home equity secures the funds. A home equity loan typically has a fixed interest rate while a home equity line of credit typically has a variable rate. Both offer preferred interest rates and are easy to set up. However, initial set-up costs including legal and appraisal fees usually apply, and loan amounts are often limited to 80 percent of your home’s value.
Mortgage Refinancing
If your mortgage is due for renewal, refinancing your mortgage lets you spread repayment over a longer period at mortgage interest rates, which are usually much lower than credit card or personal loan rates. As with secured lines of credit and home equity loans, this type of financing can allow you to borrow up to 80 percent of your home’s appraised value (less any outstanding mortgage balance). In some cases, you may need to pay initial set-up costs including legal and appraisal fees. Financing improvements at the time of purchase: If you’re purchasing a home and planning improvements right away, it may be worth including the estimated costs of your new mortgage. CMHC Mortgage Loan Insurance can help you obtain financing for both the purchase of your home and the renovations with a minimum down payment starting at 5 percent.

Front Porches With More Than Just Curb Appeal By Julie Achtermeier There's a lot to be said about having great curb appeal but it's a bonus when you can make your front porch, and yard, more functional as well. Following some basic guidelines can make it a more palatable task and ensure the results are stunning.
The first step is to assess your porch's potential, and limitations. While having a full seating area on your porch may sound tempting if yours is small and confined, too much seating may not be possible. You want your porch to be inviting and look like an extension of your home and gardens.

Toronto currently has the highest number of homes in low and high-rise condominiums (nearly 30 percent), the 2016 Statistics Canada findings show. Next on the list is London, Ontario, at 16.8 percent, and Vancouver, British Colombia, at 16.7 percent. Private dwellings in Canada represented less than half of the occupied homes in 2016 in 10 of the 35 metropolitan areas. At the forefront, are condos of five or more storeys. In Vancouver, single-detached houses fell more than 60 percent in 1980 to just 44 percent in 2016. Soaring prices of detached homes and the change in mortgage rules are the main reasons responsible for the shift across the country. While in the past it was first-time buyers venturing into the condo market, now many families are raising two and three kids in a two-bedroom condo. For many young families who wish to live in urban areas, condo living is the only affordable option. The Greater Toronto Area (GTA) in particular is seeing this shift to the condo market. Millennials, who represent 32% of homebuyers, are the latest up-and-coming market trendsetters, yet experts are still holding their breath to see how this group will make decisions about real
estate long-term. Currently, many young couples are forgoing the extra bedroom and making sacrifices to stay in the city. They are willing to raise their families in smaller quarters, with children sharing a bedroom and with less living space. A large number of millennials are seeking a minimalist lifestyle which includes fewer possessions and smaller living spaces. But condo living isn’t just for young families making the shift to smaller homes. Empty nesters and retirees are downsizing and choosing travel and less property to look after as the main factors.

For most people living in condos, there are the added perks of being close to amenities, residing on subway lines and being just a short walk to restaurants and shops. According to the Royal LePage House Price Survey1 released in January 2018, Canada’s residential real estate market saw strong price growth in the fourth quarter of 2017. In the Greater Toronto Area (GTA) and Greater Vancouver, two-storey and bungalow home values declined, while condominium prices continued to grow. The main reason being affordability. The average price of a condominium appreciated faster than any other housing type, increasing by 14.3 percent. In the GTA, the median price of a condominium increased 19.5 percent, while in Greater Vancouver, condominiums also followed a similar price trajectory during the quarter, rising 20.2 percent. According to the Better Sleep Council (BSC), the nonprofit consumer-education arm of the International Sleep Products Association, getting adequate sleep can positively impact every area of your life, from your productivity on the job, to your eating habits and fitness goals, to your relationships. In fact, a recent survey from the BSC suggests that getting more sleep may be the key ingredient to keeping Americans on track for meeting their 2018 goals—27 percent chose getting more/better sleep as a resolution for the year, and those respondents also reported other health-related goals, such as exercising more (69 percent) and staying fit and healthy (68 percent). Also, Americans surveyed who wanted to prioritize sleep in 2018 planned to do so by getting to bed earlier (65 percent), maintaining a consistent bedtime (62 percent), and having new nighttime routines (53 percent). Almost half of those surveyed said they also plan to upgrade their sleep environment by purchasing a new mattress or other bed-related items.
