ORGANIZATIONAL MEETING KENTUCKY DAIRY COUNCIL Bardstown, Kentucky January 5, 2005 MINUTES Twenty-three people from various aspects of the dairy industry came together to form an organization that would encompass and represent all facets of the dairy industry in Kentucky. The group plans to organize, apply for funding from the Kentucky Ag Development Board, and hire an executive director to implement and administer the plans of the organization.

Dr. Northington and Dr. Townsend of the Breathitt Veterinary Clinic presented to the group the need for Somatic Cell testing to be available in western Kentucky on a timely basis to dairy producers. They asked that the group consider adding the cost of at least $50,000 for a Somatic Cell tester to the ADB proposal.

2004 - Leaders met and worked to develop a comprehensive plan for the KY dairy industry.

2006 - Implemented Kentucky Dairy Improvement Program.

2007 - Implemented the Market Incentive Leadership of Kentucky (MILK) Program.

T

he Kentucky Dairy Development Council celebrates ten years of promoting the dairy industry in Kentucky. The KDDC has brought together all segments of the Kentucky dairy industry in a unified effort to enhance dairy farmers’ operations. The MILK Program partners with the dairy marketing organizations bringing new money into qualifying Kentucky dairy farmers’ milk checks. This program your feed, the KDDC wants you to succeed.

T

he older I get the faster time moves on. This statement never seemed truer than now as I reflect on the past years and celebrating 10 years of service to KY dairy farmers from the Kentucky Dairy Development Council. That’s right; the KDDC was officially incorporated with the state of KY on March 18, 2005 and has been working every day for the dairy farm families of KY. Since that time, I have been amazed at the impact, outreach and benefits Kentucky’s dairy industry has reaped from this dairy farmer organization. The primary charge of the KDDC has been education for dairy farmers but also for industry stakeholders, policymakers and consumers. The KDDC programs and daily activities are structured to pursue the following goals.

To enhance KY dairy farm families’ quality of life To assist in the sustainability of KY’s dairy industry

Although education has been the primary focus of the organization, representation and promotion is also important.

This brings me to mention a recent incident that was brought to my attention in an email from a dairy farmer.

The incident involved an interview of a retired KY dairy farmer being cited by the USDA/FDA for a specific antibiotic residue in a cow sent to the stockyards. Reuters did the original article in December 2014, titled “RPT-SPECIAL REPORTPowerful antibiotic for cows often misused by farmers”, as part of a series investigating the practice of using some antibiotics to boost the health of a sick dairy animal long enough to take them to slaughter. The previous statement was made in the Progressive Dairyman Magazine in a section called “Names in the News” located on page five of the January 19, 2015 edition.

The KY dairyman agreed to do the interview with Reuters, but seemed to be unaware his comments might reflect not just on him, but on all dairy farmers. The dairyman was quoted saying that the pressures of maintaining a livelihood in a difficult market creates a temptation to “fudge on it” from time to time. Those remarks cast a shadow over the entire industry and once said, help form false narratives to consumers regarding the practices of all dairy farmers. I know for sure the dairyman that brought this to my attention felt that way. He wrote in an email saying, “Maury, the Kentucky dairy industry has a black eye from a shot from a retired Kentucky dairyman.”

I want to make it clear my purpose is not to “beat up” on the dairyman. I feel assured he had no intention to do anything other than be open and honest about the incident and to take full responsibility. But as we have all learned in recent years there are those who have an agenda to stop animal agriculture all together. They will use whatever and whoever serves their purpose. I’m not saying this was Reuter’s intent; however it does beg the question since you consider the title of the article.

Also, let us not forget it must have been really difficult to find a producer who would agree to an interview, since the article was released in December 2014 and the producer’s incident occurred in July of 2010.

My purpose for bringing this to your attention is to say when someone speaks to a news outlet or agrees to an interview there should be a few things to consider. First and foremost, what you say will have an effect on how people perceive other dairy farmers and the industry. With that in mind, do you feel comfortable doing an interview? Is it necessary? If you have not had media training, the Southeast United Dairy Industry Association or the Kentucky Livestock Coalition can provide assistance in training or even provide someone to speak on your behalf. If interested give your KDDC dairy consultant a call and they can put you in contact with the right people. You are not alone.

2004 H. H. Barlow, Dr. Gary Lane and Maury Cox meet with Keith Rogers, Executive Director of the GOAP to seek ways to help KY dairy producers. Dairy producers and industry leaders meet in November at the KY Dairy Summit, sponsored by KDA and GOAP/KADF Board held in Louisville, KY. Challenge from Sam Lawson, KADF to dairy leaders to create an organization and develop a plan to grow KY’s dairy industry.

2005 January – Organizational meeting and interim board established.

The KDDC becomes an official organization. Bylaws and Articles of Incorporation established. Officers elected – Jim Sidebottom, Green County dairy farmer is named first KDDC President. Robert Klingenfus, Oldham County dairy farmer is Vice-President and Dr. Gary Lane, Burkmann Feeds is Sec/Treasurer.

March – KDDC applied and received grant funding from the KADF of $330,000 for two years to assist in the development of the organization and the hiring of an Executive Director.

August – KDDC hires Roger Thomas, former KY State Representative and dairy farmer from Smith’s Grove to be Executive Director.

November – Distributed the first edition of the KDDC Newsletter.

2006 • Comprehensive Plan for KY Dairy Industry Future drafted and submitted to GOAP/KADF. Plan includes the KY Dairy Improvement Program which includes four regional dairy consultants.

• KDDC sponsored the first Federal Milk Marketing Order Pool School. Significance: KY dairy producers never had FMMO education offered.

Barren County Dairy Day Celebration, Cave City, KY • The First KDDC Annual Meeting held at the Cave City Convention Center with over 250 in attendance. KADF awards two year grant to KDDC to facilitate the Comprehensive Dairy Plan.

• KY Center for Rural Agricultural Development (KCARD) awards grant to KDDC to authorize a Comprehensive Market Study of the KY dairy industry. KDDC hired Maury Cox, as Dairy Consultant Director to facilitate implementation of the KY Dairy Improvement Program 2007 • Hired Denise Jones, Dave Roberts and Matthew Hayes as Regional Dairy Consultants. Implemented the Market Incentive Leadership for KY Program (MILK Program). Dairy Consultants signed 80 dairy farmers to participate in the MILK Program and added 45 new participants to the UK Farm Business Management Program MILK Program receives national recognition for KY FBM Program numbers added.

• KDDC becomes founding member of the Southeast Dairy Producers Steering Committee. This group represents producers from these southeastern states: NC, VA, SC, GA, TN and FL. SEDPSC met with Dana Coale, USDA Deputy Administrator of Dairy Programs, in Washington D.C. to discuss challenges faced by southeast dairy farmers.

• KDDC represented KY dairy farmers in FMMO hearings in Louisville, Pittsburg, Washington D.C. and Tampa. SEPDSC proposed adjusting Class I differentials, decreasing percentage of milk that could be diverted to cheese and powder plants and increase number of qualifying “touch base” days for FMMOs 5 and 7. Goal to increase income to KY dairy farmers.

Calvin Covington “Dairy Outlook and Strategies for 2015” Calvin Covington is a seasoned industry leader in milk pricing and marketing with boundless expertise to share. He retired as CEO from Southeast Milk, Inc. (SMI) in 2010. Prior to joining SMI, Covington spent 23 years working for the American Jersey Cattle Association and National All-Jersey Inc. based in Ohio. Here he started out as a field representative and worked his way up to executive Secretary and then on to CEO of the organization. Calvin was instrumental in the national acceptance of multiple component milk pricing, which is utilized today. Covington holds a B.S. degree from N.C. State University and a M.S. from Ohio State University. Covington’s many recognitions include two of the dairy industries most notable: 2010 National Dairy Shrine Guest of Honor and 2003 World Dairy Expo Industry Person of the Year. Now retired, Covington and his wife reside in North Carolina where he enjoys working on their fourth generation farm and spending time consulting, public speaking, writing for dairy publications and international volunteer consulting.

T

he year 2014 will be remembered as record milk prices. The average Class III price was $22.34, $4.34 higher than 2013. The average Class IV price was $22.09, $3.04 higher than 2013, and the average U.S. All Milk Price was $23.97, $3.92 higher than 2013. But, as of now it looks like milk prices will be a lot lower this year. By last December the Class III price had declined to$17.82 after peaking at $24.60 back in September. The January Class III price will be about $16.00 and will likely decline further being in the low $14s March through May before slowly improving and reaching the $16’s last quarter of the year. The Class IV price has declined even more. The Class IV price peaked at $23.89 last August and declined to $16.70 by December.

The Class IV price will be near $13.50 in January and not reach $14 until June and recovering to the low $16’s by November. The U.S. All Milk Price peaked at $25.70 last September, had declined to $20.30 by December and will be near $17.45 in January and in the 16’s March through May and reaching the $18’s by September. If this holds milk prices will average about $7 lower than 2014. It looks like

there will be payments under the Margin Protection Program at least for those producers who signed up with margin protection above the $6 level. At this time the probability that margins could actually be below $6 is quite low. But, it is early in the year and milk prices are very sensitive to rather small changes in milk production, domestic sales and dairy exports. So the year could turn out quite different than what I just described particularly for the second half of the year.

There is just a lot of uncertainty when projecting milk prices six months to a year out.

The question may be what is causing milk prices to decline this far? The answer is increased milk production and lower dairy exports. Domestic sales with the exception of fluid (beverage) milk have been good and are expected to be good in 2015. But, milk production after increasing just 1.3% over a year ago January through June of last year increased 3.5% July through December finishing the year with an increase of 2.4%, the result of an average of 0.4% more cows and 2.0% more milk per cow. Dairy exports which were setting new highs for the first half of the year reaching as much as 17.7% of milk production on a total solids basis in March declined significantly during the second half of the year. Latest export data is for November. Compared to a year ago exports were down 7% for nonfat dry milk/skim milk powder, 13% for cheese, 72% for butter and 17% for dry whey. Exports as a percent of U.S. milk production declined to 14% in November.

FMMO 7 same time China, the largest importer of dairy products reduced their imports significantly. The result was a decline in world dairy product prices making U.S. dairy products no longer price competitive on the world market.

Dairy product prices have taken quite a tumble bring down milk prices. CME butter which averaged $2.97 per pound last September averaged $1.74 for December and is now $1.55.

CME cheddar barrel cheese which averaged $2.37 per pound last September averaged $1.56 for December and is now $1.45. CME 40-pound cheddar blocks which averaged $2.35 last September averaged $1.63 for December and are now $1.47. CME nonfat dry milk which was as high as $2.07 per pound early in 2014 is now $.9525 and Western dry whey which averaged as high as $66.8 per pound last August is now $0.48.

With much more milk dairy product production was running well above a year ago with the exception of butter. Compared to a year ago during November butter production was 4.7% lower, American cheese production 4.5% higher, total cheese production 2.9% higher and nonfat dry milk production 48.9% higher. With the decline in exports skim milk powder production was 45.5% lower.

With higher dairy product production and lower exports stocks have increased modestly. Compared to last December 31st, stocks of butter were still 12.3% lower compared to 17.0% lower on November 30th, American cheese stocks were just 0.9% higher and total cheese stocks just 0.3% higher. November 30th stocks of nonfat dry milk were 89.7% higher.

How soon and how much dairy product prices and milk prices will improve will hinge heavily on the level of milk production and improvement in dairy exports. Currently milk production continues strong. USDA’s latest milk production report estimated December milk production at 3.1% higher than a year ago, the result of 1.1% more milk cows and 2.0% more milk per cow. Texas led the increase at 9.7% by adding 30,000 more cows than last year and a strong 2.7% increase in milk per cow. Michigan’s milk production was 7.8% higher than a year ago by adding 12,000 cows and an increase of 2.5% milk per cow. Idaho had 14,000 more cows than a year ago

January 2015 California’s milk production Class I Advanced Price dropped slightly below a year (@ 3.5% BF) ago at -0.1% due to 1,000 $22.38 fewer cows and no increase in milk per cow. Increases February 2015 in milk production for some Class I Advanced Price of the other key dairy states (@ 3.5% BF) were: Arizona 4.5%, New $20.04 York 4.1%, Pennsylvania 3.3%, Kansas 6.4%, Colorado 6.6%, Utah 8.8%, South Dakota 6.4%,Iowa 4.9%, Minnesota 2.3% and Wisconsin 3.1%. Besides California only two other states amongst the 23 reporting had less milk, Illinois 0.6% and Oregon 0.5%.

In total 20 of the 23 states had added cows over a year ago. We can expect milk production to continue to run strong at least for the first half of the year. But, with lower milk prices and lower margins the relative increase in milk production will slow as producers increase cow slaughter and not feed as aggressively for more milk per cow. But, for the year milk production may end up 2.6% higher than 2014. USDA is projection is a little higher at 2.8%.

Dairy exports for the year will likely be lower than 2014. World dairy product prices appear to have bottomed out with recent Global Dairy Trade showing some strength in prices. Milk prices are also much lower in the major exporting countries’ New Zealand, Australia and the EU-28. New Zealand is also experiencing dry weather, which if it persists, will reduce their milk production in the months ahead. So the increase in world milk production will not be as high as it was in 2014. As accumulated dairy stocks are worked down dairy imports are expected to pick up the last half of the year particularly in China but at a more modest pace.

In summary, as the growth in milk production slows and dairy exports improve for the last half of the year we can expect milk prices to improve. But, unless milk production slows more than now anticipated and/or dairy exports improve more than anticipated milk prices will average much lower than 2014.

Kentucky Top Quality Milk Producer Award

I

have heard it said it just takes ONE THING to produce top quality milk.

That one thing is the decision to do so. But that being said, producing quality milk good enough to be the NUMBER ONE QUALITY MILK PRODUCER IN KY takes a lot of daily follow-through and attention to details. This article will not focus on the production process of producing top quality milk every day, but will explain the process in determining who will win this coveted award.

The very first qualifier is a dairy farmer must be nominated. Anyone can do the nominating and typically the field representative that markets the milk or a KY Dairy Development Council consultant will submit a producer’s name. These two folks know that the nominee does an excellent job day-in and day-out of producing quality milk.

There are four categories included in determining where the nominee might rank. The categories are based on the official Health Department scores reported every month on each producer. Every category is given 25 percent weight of the total score. Somatic Cell Counts and Standard Plate Counts as reported to the Milk Safety Branch (MSB) official record are the first two categories. Next is the Preliminary Incubation Count, (PI Counts). It is given equal weight even though it is not recognized by the MSB as an official test. Even so, most milk marketers consider it a good measure of quality and for this reason it is given an equal basis. The producer’s monthly average PI is reported by their marketing organization. The final category considered is the MSB’s official farm inspection sheet. These are calculated based on the number of marks or debits given during the visit by the MSB milk inspector.

Every nominated producer is assigned an identification number by an administrator of the program and those numbers are then entered on a spreadsheet for calculating the scores for each category. Committee members do not know which number is assigned to which producer.

A score is calculated for each producer and is tallied to determine the ranking of the producers in each category. Those scores are then summed and the lowest score determines the winner. No one knows who the winner is until all numbers are entered and calculated.

As dairy farmers you know the hard work involved to produce quality milk. It has been said by some that producing quality milk in KY and the Southeast cannot be accomplished. Well that statement has been proven time and again to not be true. We’ve got KY dairy producers doing it every day. They decided that is what they wanted to do!
