In situations of “extreme necessity” the training embraces deadly force: “Warning shot will not be fired. When a firearm is discharged it will be fired with the intent of rendering the person(s) at whom it is discharged incapable of continuing that activity or course of behavior.” Lecturers in the training courses describe constitutionalists as “domestic extremists.” Does this make the President of the United States, whose oath of office is to defend the US Constitution against enemies domestic and foreign, a domestic extremist? Is the fear of arrest by Homeland Security as a domestic extremist the reason Obama refuses to defend the Constitution of the United States? The Army is being trained for domestic police duties that are in violation of the Posse Comitatus Act that prevents the use of the military for domestic law enforcement, another indication that Washington has no respect for the country’s laws and that Obama and his “Justice” Department have no intention of enforcing the laws of the land or abiding by the Constitution. Where is the media outcry? Where are the law schools? Where is Congress? A government that disregards the laws of the land is both treasonous and tyrannical. It also enlisted its partners in the Five Eyes spying network (UK, New Zealand, Australia and Canada) as well as other nations. Julian Assange stated, correctly, “The NSA and its UK accomplices show no respect for the rule of law.” WikiLeaks’ attorney, Judge Baltasar Garzon, the pursuer of Pinochet, had this to say: “The paradox is that Julian Assange and the WikiLeaks organization are being treated as a threat instead of what they are: a journalist and a media organization that are exercising their fundamental right to receive and impart information in its original form, free from omission and censorship, free from partisan interests, free from economic or political pressure.” What has happened that explains the transformation of the UK and all of its former English colonies– the US, Canada, Australia, New Zealand–into Gestapo Stasi states? These are the countries best known historically for their domestic civil liberties and rule of law, irrespective of their treatment of their indigenous populations and in the case of England her non-white colonies. The original dispossession was of indigenous peoples. Now these governments have turned on their own.Today the governments of the US, UK, Canada, Australia, and New Zealand (the Five Eyes) see civil liberty and the accountability of government to law as threats to themselves, and the governments are determined to stamp out the threats. What has occurred in the US and UK is that the criminal and treasonous acts of both governments have become so extreme that the governments must destroy civil liberty in order to protect themselves from exposure. Whenever you hear “national security” invoked, you know that government is covering up its crimes and its lies. The criminal character of both US and UK governments is now recognized by the rest of the world, even by the bought-and-paid-for NATO puppet states, France and Germany. German Chancellor Angela Merkel and French President Francois Hollande are discussing the creation of an European communication network in order to protect Europeans’ communications from the NSA and from Google, Facebook, and other US communication companies that shamelessly cooperate with NSA’s spy network as junior members of the Stasi. Brazil and South America are facing the same challenge of protecting their communications from Washington’s National Stasi Agency. NSA spies on foreign companies for the benefit of American ones, and it spies on US law firms representing clients against the US government. Americans should take note that the media is on guard, prepared at an instance’s notice to suppress free speech. Washington is ever so pleased to support protesters in Ukraine, who are witlessly helping Washington to subvert their country, but no protests at home thank you. Washington has finally noticed that the result of moving middle class jobs offshore is an American population without a future. Years ago, members of my extended family were gangsters connected with the Genovese crime family. They had the ability, which they used, to place people in favored positions within the New York City Police Department. I know this, because my father was offered one of those slots. This is a big part of why I've always had a problem with claims that you can trust the police, in addition to the civil liberties abuses we report at Reason. Cops can be as crooked as anybody else—and are more dangerous for it, because of their power and position. It's the old problem of "Quis custodiet ipsos custodes?"—"Who watches the watchmen?" The more you give the watchmen to do, the more tempting it becomes to corrupt them, and for them to let themselves be corrupted. And the more temptation for corruption, the more the likelihood that such temptation is the main attraction for people who want to be watchmen. That temptation sometimes really is the main attraction. Remembering some of the old family stories, I asked my father for details. He told me: The time was 1954 when I was graduating from high school and my Uncle Puggy, Watermelon King of the East Coast, who presided over the Bronx Terminal Market, told my father he was wasting his money sending me to college. He could get me a beat around the market, located in the South Bronx before it moved to Hunts Point, where I could get on the family’s payroll and get an envelope stuffed with cash every week. Puggy was called "the Watermelon King" because the New York Daily News once published a picture of him standing on top of a mountain of watermelons. The photo illustrated an article pointing out that he extracted his cut from every banana, every tomato, every kind of fruit and vegetable known to mankind that passed through the Bronx Terminal Market. And, if you're going to be in that kind of business, it's helpful to own the people who are supposed to prevent that sort of thing from happening.
Puggy did. He wanted my father to join in the lucrative fun. My father decided not to go that route. The law enforcement connections continued and expanded. At the end of the 1960s, that crew pulled off an art heist that was elegant in execution, but went to hell pretty quickly. As it turned out the buyers they arranged were FBI agents. But the thieves were tipped off that the buyers were feds. And they were tipped off about a raid on a house where the paintings had been stored. None of this is news to anybody who remembers Frank Serpico's revelations about the NYPD. But it's also something that doesn't go away. My father's brief opportunity for a law (non)enforcement career passed 60 years ago. The Knapp Commission convened over four decades ago. But the NYPD still faces allegations of corruption, including traditional ticket-fixing, outright theft of cash and jewels, and taking bribes to deliver accident reports to doctors and clinics who then market their services to the victims. Honest cops who blow the whistle still suffer retaliation for their pains. Not that the NYPD should be singled out. Baltimore cops have been accused of working as muscle for drug dealers. Cops elsewhere have been drug dealers, taking advantage of the opportunity afforded by their badges to shut down competitors in the illegal but highly profitable trade and keep the opportunities for themselves And then there are the FBI agents who got tight with Boston mobster James "Whitey" Bulger. Some of this corruption overlaps with civil liberties violations committed in the course of police work. Those jewel-stealing cops mentioned above also gained a taste for gathering evidence in the absence of warrants. It's probably not surprising that police officers who engage in theft, accept bribes, and carve out illegal narcotics empires might find the Fourth Amendment an unimpressive barrier to further depredations.
There may be no way of doing entirely without professional police forces that are paid and empowered to enforce the laws to some extent (though I'm very willing to consider alternatives). Like many things in life, there's probably no perfect fix. But, so long as we have police forces, we're going to have a problem with police who abuse their positions and succumb to corruption. We'll also have a problem with people who become cops just so they can exploit the opportunity to engage in abuse and get an envelope stuffed with cash every week, offered by the likes of Uncle Puggy. Asking police officers to suppress highly profitable activities where there's money to be had just for looking the other way is just begging for trouble. That's enough reason to give extra thought to every job, tool, power, legal protection, and consideration given to police officers. And it's reason to turn a skeptical eye on the people we've hired to keep the peace. Because, in the end, the only people watching the watchers are those realistic enough to admit that it's necessary.
New Jersey Police Chief Speaks Out Against Town Council Over Corruption Gets Relieved Of Duties Joshua Cook February 18, 2014 "No one owns the Chief position. It's not for sale," said acting Bloomfield Police Chief James Behre. The 27-year New Jersey police veteran was speaking at a Town Council meeting, discussing the political corruption he was urged to take part in. Less than 48 hours later, he received a letter from Township Administrator Ted Ehrenburg, relieving him of his duties. In his statement to the Council, Behre explained that he had experienced a lot of harassment in his job, causing significant stress. He said, however, that Councilman Carlos Bernard had made repeated offers for the harassment to stop and the position to be made permanent in exchange for favors to Latino policemen. These favors included pushing Latinos forward in line for Sergeants' Exams, promoting Latinos to detective, and even fixing a parking ticket. He also asked Behre's men to write tickets in his ward. Bernard would follow his requests by saying "This will solidify your position as Chief, and your problems will go away," said Behre, who emphasized that these requests interfered – in a political way
– with the day-to-day operations of the police force. "I am working in a hostile and harassing work environment, daily…because I'm fighting for the citizens of this township, and I'm fighting for the 144 members of this police department. Behre also said Bernard would use the word "'we,' to imply he's there on behalf of the whole council." Bernard was not at the Council meeting. In his statement, Behre said that the position of Police Chief belonged to the taxpayers, not to other officials, and that Hispanics are not more important than other minority groups. When Behre was placed on leave, officials – including the Mayor – claimed that it was due to concerns over Behre's health. Corruption isn't a new phenomenon in politics, and it certainly isn't a new phenomenon in New Jersey politics. It's relevant to note, though, in large part because of the increasing number of appointed positions in America's local, state and federal governments. Indeed, UN Agenda 21 specifically advocates the creation of more and more unelected and bureaucratic positions. People in unelected positions report to other officials – many of whom may have agendas – instead of simply to the people. This creates almost inherently corrupt positions, and Behre's suspension shows what can happen to a qualified candidate who doesn't play the game. Behre's experiences should be at the back of every American's mind when they see bureaucracies emerging. *Not all law enforcement is appointed or hired; Sheriff is an elected position.
