Our cities are full - we need new ones By 2050, the UN predicts that cities will somehow accommodate a massive 2.5-billion more people than the 4-billion that already live there. The big question is, where are they all going to go? How do we make sure these places are fit for the continued influx of people? People must live and work somewhere. Given ructions in the world economy, evidence shows that more people believe their best bet for a better life is in cities. This is especially true in developing countries. And they’re right. According to the UN Habitat, urban areas generate 70% of global GDP.
Demand outstrips supply With people sold on the idea of cities, where are they going to go? Existing cities have developed for good reason, but always piecemeal, forever behind the rising curve of practical need. Demand outstrips supply many times over. Cities can expand upwards or downwards, but this is a finite solution. More often, cities sprawl sideways, the centres de-densifying in favour of suburbanisation.

South African urbanist Edgar Pieterse, though, is not so optimistic. “City leaders are not adequately representative or responsive”. He argues for the reinvigoration of civil society to include the everyday concerns of marginalised people, especially of cities in the developing world. Alessandra Orofino, based in Rio de Janeiro, has the tools to enable that engagement. She’s the compelling force behind Meu Rio, a digital platform for grassroots civic participation. Her tools are being used to air local grievances, rally support and change policy in Rio. Her battle cry is, “It’s our city: let’s fix it!”
Build new charter cities Paul Romer, an American economist, thinks there is. In his view, attempting to expand existing cities is doomed, especially in developing countries. Instead, he thinks we should build new charter cities. Charter cities – cities that operate to their own set of special rules – have the unique quality of allowing experimentation by recombining good urban genes imported from more economically mature corners of the globe.
Is better urban governance part of the solution? City leaders do organise, driven by a worthy ambition to provide shelter for all citizens. However, they suffer the same fate as the city’s infrastructure. They are unable to keep up with the real issues.
Modelled in part on Shenzhen in Southern China, his idea is that these experiments must be brand new, with the rules drawn up beforehand by the host country. That way, investors, companies, workers, and families actively opt into migrating there in preference to other cities. The infrastructure and public services are planned for 21st century conditions. Opportunity for citizens is equal. And if the experiment works, the rules can be adopted across the country.
The American academic Benjamin Barber, author of ‘If Mayors Ruled the World’, is optimistic. He sees city governance as the model for a post-national, interdependent political landscape. In his words, "The road to global democracy runs through cities." It’s already happening. Mayors are meeting the challenges pragmatically and, by virtue of their semi-autonomous power base, are able to share these lessons with other

These efforts tackle symptoms. They do not reconcile clashes between old infrastructure and new technologies, or between native and newly arrived citizens. Is there a more radical solution? Is there a circuit-breaker to halt the downward development spiral?

And no one is consulted about the change.

Digitally aware wills and generally prudent behaviour Death is a constant but so is change and your will should, amongst other things, cater for the digital environment that envelops all of us. Increasingly, we all tend to keep information that is of sentimental as well as business value on online storage of one or other sort: email accounts, photo sharing accounts, social media sites, file storage sites such as Dropbox, banking accounts and so on. Proper, regularly updated estate planning and will drafting takes account of this in addition to traditional concerns. It will give you guidance about managing your increasingly complex digital as well as hard copy environment during your lifetime to ensure it is able to be dealt with as you expect on your death with no loss of important information or benefits for your heirs whilst taking account of taxation changes.
It should also specifically authorize your executor to access and manage such accounts and assets in any way required whenever the executor wishes. You should review the terms of use of all such sites as well since you may be surprised at how much control they assume over what you consider to be your information. You must have a clear list of all digital and other assets which can include details of accounts involved including all social media ones, copyright to anything, bank accounts, share certificates (which are all now dematerialized), images, videos, agreements and contracts and any other data of whatever kind such as
updated list of passwords, access codes and user processes that you must store securely, possibly in a safety deposit box. Also store the master password if you use a password aggregation account but remember to make it accessible in the event of your death or sudden incapacitation. Record the fact that you have such a safety deposit box in your will or perhaps store such details in a hard copy statement filed with your will if it is stored on your behalf by a bank or your lawyer. You can also share them with a trusted close friend or relative but any such person might predecease you or simply be untraceable at a critical time so it is better to look at more enduring storage methods. It is also even more important than ever before that your will is reviewed regularly to be sure it caters for your continually changing real and virtual assets as well as personal circumstances and your wishes. If in a marriage or other domestic arrangement, always be sure your partner can access any jointly used accounts should anything happen to you whether it be your death or your incapacitation.
You may also want to direct that you are remembered digitally although this should be very carefully considered especially as you would not like any unwanted or potentially sensitive information to be available to others after your death.
The above points also apply very largely during your lifetime should you be incapacitated at any time due to accident or sudden illness.
