How can YOU benefit from FLISP!
What is FLISP? The Finance Linked Individual Subsidy Programme (FLISP) was developed by the Department of Human Settlements to enable affordable first time homeownership opportunities to South African citizens. FLISP offers down payment assistance in the form of a grant to qualifying beneficiaries who are in a financial position to secure a home loan (bond) from a bank to acquire a home. The FLISP subsidy reduces the amount of the loan required from the bank thus rendering the monthly loan repayment installments more affordable. The South African Constitution protects the right of everyone to have access to affordable housing and makes it incumbent on the state to take reasonable legislation and other measures within its available recourses to achieve progressive realization of this right. What can the FLISP be used for? To acquire ownership of an existing residential property; • Obtain vacant serviced residential stands which are linked to house contracts with home builders registered with the National Home Builders Registration Council (NHBRC); or
• Build a new house with the assistance of a home builder registered with the NHBRC, on a serviced residential stand, that is ready ownedby the beneficiary. Who qualifies for FLISP? To qualify for the once-off subsidy, the applicant must:
• Be a South African citizen or permanent resident • Competent to enter into a contract thus must be 18 years or older, legally married, legally divorced and of sound mind; • Be a first time government housing subsidy scheme beneficiary; • Have a gross monthly income of R3 501 to R15 000 (single or joint), as individuals in these salary bands generally find it difficult to qualify for housing finance since their income is regarded as low for mortgage finance; • Not have owned a fixed residential property before; and • Must have financial dependencies. What is the process to be followed when applying for a FLISP subsidy?

Depending on the applicant’s gross monthly income, their once-off FLISP subsidy qualifying amount may vary between R20 000 and R87 000, as defined in the FLISP subsidy quantum. Therefore this will empower more individuals to be able to obtain and own homes for themselves and their dependants at an early age and in a more affordable means. However one must keep in mind that any residential property acquired through the FLISP subsidy may not exceed the R300 000 price margin.
