Should you,

rent or buy a property? With an investment in property being the biggest financial commitment many will ever make, it’s hard to know when it’s the right time to buy, or whether to rent. Two property specialists share their advice. “When making your decision”, says Brian van Wijk who owns and actively manages multiple Just Property franchises in Gauteng, “look at the current economic climate, your own financial situation and your long-term goals, but be aware that the sooner you get into the market, the better.” “Typically, rent is around 0.75% of the value of a property. If you find a property priced at a point where your bond repayments would be close to what the market-related rent would be, you should seriously consider buying rather than renting,” says Van Wijk. “But make a list of the advantages and disadvantages, taking into account the long-term commitments, affordability, costs and flexibility.”

“If you wait for the perfect time, you may wait forever. One must be careful of becoming too fearful because of any temporary political or economic issues – property will always give good returns in the long run. At Just Property we are optimistic that the recent easing of interest rates will be repeated. A second decline will take some of the pressure off consumers. Already we see consumer confidence returning.” What happens if interest rates begin to rise? Subdivision of Urban Land Demystified...

In the past, the subdivision of land situate in urban Kwazulu-Natal, was governed by two Provincial Ordnances. Firstly, in the Cities of Durban and Pietermaritzburg, the governing ordnance was the Municipal Extended Powers Ordnance, and applications for subdivision of land within these cities were submitted to the relevant City Survey/City Engineer Sections.

Surveyors, Engineers, Contractors and Attorneys, and compliance was necessary in order to have the subdivision proclaimed (by advertising on the Provincial Gazette) or declared (no advertisers required) an approved large or minor township. Generally applications under the old Town Planning Ordnance, which had been in use for nearly 60 years, were cumbersome, confusing, and generally outdated.

The city then canvassed the opinion of all its internal service supply departments such as roads, water, electricity, storm water and sewage disposal, and, where appropriate, outside agencies such as Provincial Education, Provincial Roads, Eskom and Telkom, to receive their comment on the application. The City would then issue conditions of approval, if it saw fit, which were to be complied with before the subdivision could be proceeded with. Typically, an applicant wishing to subdivide urban land had to employ a Town Planner, a Land Surveyor, an Engineer, Contractor and Attorney, in order to fully comply with the plethora of conditions of approval imposed. These applications were time consuming and costly.

Equally, Province had to work with other responsible bodies, such as those referred to in the case of Pietermaritzburg and Durban, and finally, Province imposed its own conditions of subdivision. As the Provincial Authorities were not directly familiar with the land, Province often applied the “one size fits all� philosophy to the conditions it imposed. Once again, compliance with the conditions, necessitated the use of Town Planners, Land

Generally, National Provincial and Municipal Authorities need to evolve policies (with significant public participation) which take into account necessary growth and development objectives, the need of the previously dispossessed and disadvantaged for housing land, and which must give consideration to the likely future housing needs of other economic strata of society, in anticipation of likely growth in that area, and so on.
