KINSHASA, Congo (AP) — In a marked turnaround, Congo’s president called Wednesday for the arrest of a notorious ex-warlord who has been serving in the country’s army despite an international indictment on war crimes charges. Bosco Ntaganda is accused of using child soldiers for fighting in northeastern Congo from 2002 to 2003. He was first indicted on war crimes charges in 2006 by the Netherlands-based International Criminal Court. President Joseph Kabila said Wednesday that Ntaganda should be arrested and face a military tribunal in Congo, presidential spokesman Andre Ngwej told The Associated Press by telephone. Kabila said the military doesn’t need to hand Ntaganda over to the ICC. “We ourselves can arrest him because we have more than 100 reasons to arrest and judge him right here (in Goma) and, if not here, then in Kinshasa or elsewhere in our country,” Kabila said in the Swahili language.

The president made the comments during a meeting with community leaders in the country’s remote eastern province of North Kivu. In the Hague, Netherlands, international court prosecutor Luis MorenoOcampo said Ntaganda is a fugitive and needs to be brought to justice. “He should be arrested for the sake and the security of victims and citizens in the whole region,” Moreno-Ocampo said. In the past, Kabila had refused calls to hand over Ntaganda, arguing his cooperation was essential to keeping the peace in the troubled east of the country where numerous local militias and foreign rebels operate. Ntaganda was integrated into the Congolese army along with unknown hundreds of troops under a peace deal ending a 2009 rebellion that was negotiated as the rebels were about to take the provincial capital of Goma. The integration has allowed large portions of eastern Congo to come under the dominion of Ntaganda’s troops, who are largely from the Tutsi ethnic group and are accused of raping, looting and otherwise brutalizing other communities. Kabila also noted Wednesday that the army was not supposed to be tribal. Anneke van Woudenberg, a Human Rights Watch expert on Congo, said that Kabila’s government is legally bound to transfer Ntaganda to The Hague after referring the crimes committed in Congo to the ICC in 2004. The Congolese government will have to submit a request to the ICC, if it now wants to try Ntaganda domestically before a military tribunal, she said. “There is a lot of value in judicial trials taking place close to where the crimes occurred, but after years of conflict Congo’s justice system remains weak and is unlikely, at this stage, to be able to try Ntaganda’s crimes in a free and fair process,” she said. The Congolese president’s announcement follows clashes this week between troops loyal to Ntaganda and other soldiers in the Congolese army in the eastern town of Rutshuru, according to the army spokesman for eastern Congo, Maj. Sylvain Ikenge. Ikenge said that a colonel and a major responsible for the mutiny had fled into the bush with a small number of troops. “But everything is calm in Rutshuru today and 90 percent of the troops have remained loyal to the government,” he said. It was unclear how other troops under Ntaganda’s command might react to any arrest of Ntaganda. In a 2010 interview with The Associated Press, Ntaganda vigorously denied the allegations and said he did not fear arrest on the ICC charges. “I don’t think that the U.N. is able to arrest me in Congo because they have arms that I also have and that can protect me when they try to arrest me,” he said. “If it is established that I committed crimes, I won’t hesitate to answer them to a court in my country. UNITED NATIONS (AP) — Top diplomats observed a minute of silence Wednesday after lighting five white candles in memory of more than 500,000 people killed in the Rwandan genocide 18 years ago. WASHINGTON (AP) — Trayvon Martin’s parents expressed relief Wednesday over a special prosecutor's decision to charge the man responsible for the 17-yearold's death. Martin’s mother said if she could speak directly to George Zimmerman, she would allow him a chance to say he is sorry for what happened. “I would probably give him an opportunity to apologize,” Martin’s mother, Sybrina Fulton, told The Associated Press in an interview. “I would probably ask him if there were another way that he could have settled the confrontation that he had with Trayvon, other than the way it ended, with Trayvon being shot.” Her voice trailed off, and tears welled in her eyes. She remained stoic and expressed faith that the justice system would work as it should. Martin's father, Tracy Martin, offered several questions that he would like to ask Zimmerman about the sequence of events that led up to Trayvon's death, but in the end he

Dying with dignity protecting his son BY BRANDON I. BROOKS Assistant Managing Editor INGLEWOOD, CALIF. - Another senseless killing: Fredrick Martin, Jr. (Freddie Mac, as he was affectionately known by his friends and family) was killed on the night of April 3, shielding his 8-yearold son from gunfire. According to sources, Martin, his son and one of his best friends, Joey Hickman, who happens to be the godfather of Martin’s son, were cleaning out Martin’s garage when two unknown assailants ran into the garage and opened fire. Martin dove to cover his son Tre and was hit twice by gunfire. He made it to the hospital but, unfortunately, didn’t survive surgery. Neither Martin nor Hickman are gang-aƥliated. Martin was 28 years old. His son Martin III was grazed by a bullet, and Joey Hickman was

shot in the ankle. Both survived the shooting but are obviously mourning the tragic loss of Martin Jr. No suspects have been apprehended nor identified to date. In a statement posted online, the family described Martin as a devoted father; at a press conference Monday, they made a public plea for help in finding his killers.

Also, a reward of $10,000 has been oơered for information leading to the arrest of whoever killed Fredrick Martin. Inglewood Mayor James Butts, who was at the press conference and who knows the family personally, said, “It’s an outstanding family, and this has put a hole in their heart that will never be filled.” Though specifics about investigation and suspects have not been released since it is an ongoing investigation, the city and the police department are working closely together on the case but it is still believed that Martin was not involved in gangs. Martin graduated from Frank D. Parent Middle School in 1997 and went to Westchester High School, where he led his frosh/soph football teams to an undefeated season playing the quarterback position. He continued playing football and doing well in the classroom, eventually graduating from high school in 2001.

In 2003, Martin accomplished his greatest feat when he and his high school sweetheart, Ebony Delton, gave birth to their son, Fredrick Demetrius Martin III,(Tre). Tre immediately became the joy of Martin’s life, and he dedicated himself to Tre like nothing he had ever done before. Tre was his main motivation for earning his college degree in sociology from Texas Southern University in December 2006. Upon graduation, Martin returned to Inglewood to be close to his family and friends but mainly Tre. He

Though Ebony and Fred eventually decided to part ways, they always worked together to ensure Tre had everything he needed. In 2011 Fredrick Martin, Jr., married Amanda Grant, and they conceived a child later that year. WACO, Texas (AP) — The NCAA put Baylor on three years of probation Wednesday after an investigation turned up hundreds of impermissible telephone calls and text messages sent to prep recruits by coaches and assistants on the basketball teams. The violations were considered to be major infractions, and they were announced less than a week after the Lady Bears won the national championship with the first 40-0 season in NCAA history. Still, it could have been much worse for Baylor. All of the penalties were proposed by the school and accepted by the NCAA after a review of nearly 900,000 phone and text message records found that 738 texts and 528 calls were against the rules. The NCAA said men’s coach Scott Drew failed to monitor his program and will be suspended for two Big 12 games next season, in addition to recruiting restrictions. Women’s coach Kim Mulkey also received recruiting restrictions. “I believe strongly in following NCAA rules and will always try to do so in the future,” Mulkey said in a statement released by the school. “I do nothing without permission from our com-

And all that came after star quarterback Robert Griffin III became the school’s first Heisman Trophy winner following a football season that included 10 wins for the first time since 1980. Mulkey was named the AP’s national coach of the year and junior Brittney Griner was its player of the year. How Baylor recruited Griner, one of the most dominant women’s players in college basketball history, was reportedly part of the NCAA probe. A school report obtained by ESPN.com said Mulkey and her staff committed minor NCAA violations for having impermissible contact with Griner and her family. During a 2007 camp, coaches spoke with the Griners about the basketball program, academic requirements and the school in general both before and after the camp. Mulkey also reportedly broke NCA rules when she sat next to Griner’s father and discussed what the Baylor experience would be like. Brittney Griner, who is from the Houston area, played on the same AAU team as Mulkey’s daughter, Makenzie Robertson. The NCAA report did not mention Griner or her family by name, though Mulkey addressed it in her statement. “The other matters were related to my daughter’s participation in summer basketball,” she said. “While I am and will always be a mother first, I do recognize that there has to be a balance between my role as a mother of a prospect and my role as a head coach. I have always tried to strike that balance and appreciate the opportunity to demonstrate to the NCAA staff such balancing efforts dating back to when Makenzie was in the seventh grade. I am pleased that my efforts to find the appropriate balance between a mother and a coach were recognized.” Griner said she had “made it clear to the NCAA staff and everyone else” that she had chosen Baylor early in the recruiting process. Besides keeping Mulkey off the recruiting trail in July, Baylor said one of her assistants has been barred from making recruiting calls from January through April. (AP) — Police have closed their investigation into Whitney Houston’s death without finding any evidence to suggest it was anything than an accidental drowning, investigators announced Wednesday. The Beverly Hills Police Department did not release a detailed report on the case, but Lt. Mark Rosen said the conclusion came after detectives reviewed the complete findings of the coroner’s office. Coroner’s officials ruled Houston drowned accidentally at the Beverly Hilton on Feb. 11 and that heart disease and cocaine use contributed to her death. Beverly Hills authorities also released a minute-long 911 call made by a hotel worker who summoned police and paramedics to Houston's suite at the hotel. The call revealed few details, other than that people in the Grammy-winning singer’s room repeatedly hung up on hotel personnel after discovering Houston in a bathtub. The dispatcher had asked to be patched into the room to deliver life-

saving instructions, but the security worker said that wasn’t possible. He said a woman who notified the hotel that Houston was unresponsive was “irate” and didn’t provide many details. Rosen re-iterated condolences to Houston’s family and friends in a brief statement. Houston’s death on the eve of the Grammy Awards stunned the world. The singer had been attempting a comeback and had finished work on a remake of the film “Sparkle” when she drowned. Toxicology results showed cocaine throughout her body, and coroner’s officials said the results indicated chronic use. In the bathroom, investigators found a small spoon described by investigators as having a “crystal-like substance” in it, and they discovered a white powdery substance in a drawer, a coro-

PEPPERSPRAYING Continued from page 2 a line of seated Occupy protesters with the eye-stinging chemical was “objectively unreasonable” and not authorized by campus policy, according to the report by a UC Davis task force created to investigate the incident. “The pepper-spraying incident that took place on Nov. 18, 2011, should and could have been prevented,” the task force concluded in the long-awaited report. The chemical crackdown prompted campus protests and calls for the resignation of Chancellor Linda Katehi after videos shot by witnesses went viral. Images of an officer casually spraying orange pepper-spray in the faces of nonviolent protesters became a rallying point for the Occupy Wall Street movement. In a statement Wednesday, Katehi said school administrators would study the report’s recommendations and develop a detailed response and action plan “that will ensure that students’ safety and free speech rights are paramount.” Campus police Lt. John Pike and other officers involved in the operation have said they needed to use pepper spray to break through a hostile crowd. But the investigation determined police were able to step over the seated protesters and walk through a throng of onlookers. The report said Pike used a pepperspray canister that was larger than the one campus police officers are authorized and trained to use. John Bakhit, an attorney for the campus police officers union, said the use of pepper spray was justified after protesters disobeyed orders to disperse and wouldn’t allow the officers to leave until several detained demonstrators were released. “I believe all the officers exercised quite a bit of restraint under the circumstances where you’re surrounded by a crowd chanting vulgarities and told, we’re not going to let you go unless you let go of the prisoners,” Bakhit said. All the officers involved are under orders not to discuss the incident because an internal department investigation is ongoing, Bhakit said.

The attorney said the task force was wrong to conclude that Pike’s use of pepper spray was unreasonable because investigators were not able to interview him. The task force also blamed the incident on poor communication and planning throughout the campus chain of command, from Katehi to Police Chief Annette Spicuzza to Pike, the main officer shown in the video. The task force blamed the chancellor for not clearly communicating to her subordinates that police should avoid physical force on the protesters. It also said she was responsible for the decision to deploy police on a Friday afternoon rather than wait until early morning as Spicuzza recommended. The report chided the police chief for failing to challenge the timing of the operation and not providing clear instructions to the responding officers. The task force, led by retired California Supreme Court Justice Cruz Reynoso, presented its report Wednesday at a public meeting at UC Davis. This Project is a public work as defined in Labor Code Section 1720. The Contractor receiving award of the Contract and Subcontractors of any tier shall pay not less than the prevailing wage rates to all workers employed in execution of the Contract. The Director of Industrial Relations of the State of California has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rate schedules are available on the internet at http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. Bidders are directed to Article 15 of the General Conditions for requirements concerning payment of prevailing wages, payroll records, hours of work and employment of apprentices. NIB -9 Trade Names and Substitution of Equals. With the exception of any sole source determination that may be identified in this paragraph, Bidders wishing to obtain City’s authorization for substitution of equivalent material, product, or equipment, are required to submit a written request for an Or Equal Substitution using the form included in Appendix A together with data substantiating Bidder’s representation that the non-specified item is of equal quality to the item specified, thirty five (35) calendar days after Bid Opening. NIB -11 Bid Security, Signed Contract, Insurance and Bonds. Each Bid shall be accompanied by a satisfactory Bidder’s Bond or other acceptable Bid Security in an amount not less than ten percent (10%) of the Base Bid as a guarantee that the Bidder will, if Conditionally Awarded a Contract by the Board, within thirty (30) calendar days after the Contract is conditionally awarded to the Contractor by the City, execute and deliver such Contract to the Chief Harbor Engineer together with all required documents including insurance forms, a Payment Bond for one hundred percent (100%) of the Contract Price, and a Performance Bond for one hundred percent (100%) of the Contract Price. All Bonds shall be on forms provided by the City. NIB -12 Conditional Award of Contract and Reservation of Rights. The Board, acting through the Executive Director, reserves the right at any time before the execution of the Contract by the City, to reject any or all Bids, and to waive any informality or irregularity. The Conditional Award of the Contract, if any, will be to the responsible Bidder submitting the lowest responsive and responsible Bid. If the lowest responsive responsible Bidder fails to submit the required documents including insurance forms, bonds and signed Contract within thirty (30) calendar days after Conditional Award of Contract, the Board reserves the right to rescind the Conditional Award and Conditionally Award the Contract to the next lowest responsive and responsible Bidder. NIB -13 Period of Bid Irrevocability. Bids shall remain open and valid and Bidder’s Bonds shall be guaranteed for ninety (90) calendar days after the Bid Deadline or until the Executive Director executes a Contract, whichever occurs first. He acknowledges there is one way to stop the alarm without getting out of bed. “You could smash it,” said Sammut. But with a $350 price tag, that would be a really expensive way to sleep in.
