WASHINGTON (AP) — President Barack Obama’s re-election campaign released a new ad Tuesday accusing Republican Mitt Romney of outsourcing jobs and slamming him for keeping money in foreign bank accounts. The ad says Romney “shipped American jobs to places like Mexico and China” when he led the investment firm Bain Capital. And it says Romney “outsourced state jobs to a call center in India” when he was governor of Massachusetts. The campaign was spending about $780,000 to place the ad in markets in

Virginia, Ohio and Iowa, according to a Republican strategist monitoring the purchase of advertising time. Obama's camp only described the ad placement as “a significant buy.” Virginia, Ohio and Iowa are three crucial swing states in November's election. The Obama ad is partially in response to a spot released last week by the conservative political group Americans for Prosperity. That ad suggested money from Obama’s $814 billion economic stimulus package went to overseas greenenergy companies.

WASHINGTON (AP) — The White House is launching a new effort to minimize differences between U.S. and international regulations that force companies to spend more money to abide by different sets of rules. President Barack Obama issued an executive order Tuesday calling on a White House committee to work with the private sector to reduce unnecessary red tape that causes problems for U.S. companies that want to work overseas.

That includes everything from different standards for warning labels to separate requirements for container sizes. The White House says standardizing international regulations will make it easier for companies to compete internationally but will not sacrifice health and safety standards. Many Republicans and private sector leaders insist that excessive regulation is hampering business growth in the U.S.

WASHINGTON (AP) — A House Committee is preparing a contempt citation against Attorney General Eric Holder as it applies pressure for more documents from a flawed gun-tracking operation. An official of the Oversight and Government Reform Committee said Friday a final decision on issuing the citation hasn't been made. The official, who wasn’t authorized to be quoted by name on the subject, said the citation could be avoided if the Justice Department produces documents sought by the committee. The committee has subpoenaed nearly two dozen categories of documents on the Fast and Furious operation, but no documents have been produced from a dozen of those categories, the official said. Last Saturday, the Inglewood Unified School District (IUSD) very proudly hosted the grand opening and ribbon-cutting ceremony of the recently completed La Tijera K-8 School in the school’s gymnasium on

the campus of the state-of-the-art structure in North Inglewood. Hundreds of community residents, school faculty, staff and students, along with a broad cross section of elected officials and their representatives were greeted with green-and-white balloons as they entered the palm tree-lined entrance to the school’s parking area

for the long-awaited opening of a school that the IUSD had promised years ago and was now delivering. “This is a very special day for the community, for the citizens of Inglewood and the 300 students who have already enrolled in this state-ofthe-art school,” IUSD Board President Dr. Johnny Young said. “It is the proudest moment I have had in the 39 years I have been associated with the Inglewood School District, and I am very proud that we were able to deliver on our promise.” The La Tijera K-8 school sits on a

triangular, seven-acre sloping site on a major arterial street on the border of both Inglewood and the city of Los Angeles. The 85,800-square- feet design features a campus on two grade levels, with ramps, steps and elevators serving three levels. The layered cladding of the school buildings provides covered walkways and thermal and acoustic protection from perimetered streets. Its environmentally friendly design achieved the goals of the Collaborative for the High Performance Schools (CHPS) program, which will increase its long-term build-

ORLANDO, Fla. (AP) — Thirteen people were charged Wednesday for their roles in the hazing death of a Florida A&M University drum major who was severely beaten in what appears to be one of the biggest college hazing cases ever. The charges were announced more than five months after 26-year-old Robert Champion died aboard a chartered bus parked outside an Orlando hotel following a performance against a rival school. The case has exposed a harsh tradition among marching bands at some colleges around the U.S. Champion was severely beaten by band members in November and had with bruises on his chest, arms, shoulder and back, authorities said. Witnesses told emergency dispatchers Champion was vomiting before he was found unresponsive aboard the bus. State Attorney Lawson Lamar said 11 of the 13 people will face a hazing resulting in death charge, a third-degree felony. If convicted, they could face up to nearly six years in prison. The other two people will face a misdemeanor

charges. The names of those charged will not be released until they are all arrested, Lamar said. Legal experts had predicted prosecutors may file more serious charges like manslaughter and second-degree murder. The Champion family said they were disappointed. Champion’s mother, Pam, said she was glad charges were brought but disappointed they weren’t more severe. “I thought there would be more serious charges,” she told The Associated Press. “I thought it should send a harsher message.” Prosecutors, however, didn’t think they had enough evidence. “The testimony obtained to date does not support a charge of murder, in that it does not contain the elements of murder,” Lamar said. “We can prove participation in hazing and a death. We do not have a blow or a shot or a knife thrust that killed Mr. Champion. It is an aggregation of things which exactly fit the Florida statute as written by the Legislature.” Florida’s hazing law was passed in 2005 following the death of University of Miami student Chad Meredith four years earlier. Meredith was drunk and died trying to swim across a lake at the

No criminal charges were filed in his case, but a civil jury ordered the fraternity Kappa Sigma to pay Meredith’s parents $12 million. Champion’s death has jeopardized the future of FAMU’s legendary marching band, which has performed at the Grammys, presidential inaugurations, Super Bowls and even represented the U.S. in Paris at the 200th anniversary of the French Revolution. Hazing has long been a problem at fraternities and sororities, and in marching bands, particularly at historically Black colleges in the South, where a spot in the band is coveted and revered as much as the sports teams. ing workshops at schools, said most cases don’t end up with criminal charges. And those that do typically end in plea deals with little or no jail time. “I don’t have any recollection of that many defendants in a case,” Sigal, a retired sociology professor at the County College of Morris in Randolph, N.J. “I’m not saying it never happened, but I have no memory of such a large number of defendants in a case.” Much of the hazing reported at Florida A&M has involved students trying to get into certain groups within the band. Those who don't make a group were often ostracized. Champion’s parents have sued the bus company owner, claiming in a lawsuit that the bus driver stood guard outside the bus while the hazing took place. Ray Land, the owner of Fabulous

Coach Lines, said he was glad to see the charges. He said bus drivers were nearby but not on the bus. “We feel like the bus did not cause the hazing. The individuals that did the hazing are the ones responsible,” he said. “We never had known about this happening or we would not have let it happen.” Witnesses in the Champion case have told his parents he might have been targeted because he opposed the hazing, the parents’ attorney has said. It has also been suggested to them that Champion was targeted because he was gay and a candidate for chief drum major. The family’s lawsuit described two types of hazing that took place on the bus. Mayor Antonio Villaraigosa, working on a recommendation by the Community Development Department (CDD), has taken the bold step of funding a myriad of agencies whose work focuses on much-needed services in communities where unemployment runs rampant. With the summer fast approaching, focusing services on out-of-school summer youth is critical, notwithstanding the already high school dropout rate. It is all part of a comprehensive program that was funded for out-of-school youth in 2011, and it seemed to have had a measure of success, hence the will to continue its funding. According to the CDD, the intent of the system will be to prepare young people to be collegeand career-ready and to re-engage out-of-school youth with school and/or work, improve student retention and bolster academic proficiency through effective and efficient case management. The CDD also considered a number of factors in preparing funded recommendations to

ensure that the objectives of the proposed program are met. Some of the organizations/institutions and agencies that met the requirements for funding include Brotherhood Crusade, Watts Labor Community Action Committee (WLCAC), Youth Opportunity−Watts, Youth Policy Institute, Chinatown Service Center and Los Angeles Harbor College. Most of the aforementioned agencies were each funded in the amount of $900 million. President and CEO of the Brotherhood Crusade Charisse Bremond-Weaver and WLCAC’s Timothy Watkins recently met with the mayor and his staff at City Hall where announcements were made. Both the Brotherhood Crusade and WLCAC have served the community for over 40 years. The Brotherhood Crusade was founded in 1968 by Walter Bremond and a distinguished group of Black social activists. GREENBURGH, N.Y. (AP) — Tyson Chandler, the catalyst for the New York Knicks’ defensive improvement, was voted the NBA’s Defensive Player of the Year on Wednesday. Chandler beat out Oklahoma City’s Serge Ibaka and three-time champion Dwight Howard of Orlando to become the first Knicks player to win the award. The Knicks ranked in the NBA’s top 11 teams in both opponents’ field goal percentage and points allowed. They gave up an average of 94.7 points, an improvement of 11 per game from the 105.7 they surrendered in 2010-11, when they tied for 27th in the league. “To me it’s really a team thing. I know I'm here to accept as an individual but it's definitely a team award,” Chandler said at a press conference at the Knicks’ training facility. Chandler received 311 points, including 45 first-place votes, from a panel of 121 sportswriters and broadcasters throughout the US and Canada. Ibaka, the league leader with 3.65 blocked shots per game, had 41 firstplace votes and 294 points. He and Shamicka Lawrence married in July 2010. The couple dated for years and have two daughters together, ages 9 and 11. The 47-year-old star of “Big Momma’s House” and the sitcom “Martin” is seeking joint custody of the children. The filings state the couple separated last week and they have a prenuptial agreement. The divorce was first reported Monday by celebrity website TMZ.

The Department of Agriculture recently issued a report showing that food stamps, one of the nation’s largest safety net programs, is also one of the most effective. Food stamps were responsible for reducing the prevalence of poverty by an annual average of 4.4 percent from 2000 to 2009, according to the report “Alleviating Poverty in the United States: The Critical Role of SNAP Benefits.” SNAP, an acronym for Supplemental Nutrition Assistance Program, was formerly called the Food Stamps Program. According to the study, SNAP’s antipoverty effect was strongest in 2009, when benefits were increased under President Obama’s stimulus package, also known as the American Recovery and Reinvestment Act. That year, SNAP benefits reduced the poverty rate by nearly 8 percent and the depth of child poverty by 20.9 percent. That’s startling news: It’s also news you may have easily missed. Media Matters, the watchdog group, reported that a week after the release of the study on April 9, no broadcast TV outlet had mentioned the study. And only one cable news network — Al Sharpton’s “Politics Nation” on MSNBC — mentioned the report. “New evidence that food stamps help to drastically reduce poverty has been largely ignored by the media, even as the right pursues a campaign to bully those who face food insecurity into silence and help conservatives slash funding for successful antipoverty measures,” Media Matters stated. Former House Speaker Newt Gingrich has tried to demean President Obama by repeatedly labeling him “the most successful food stamp president in American history.” Gingrich continued to make that charge even after a couple of fact-checking sites pointed out that more people received food stamps under President George W. Bush than President Obama. As Media Matters noted, “In fact, the U.S. Department of Agriculture began taking steps to ‘ensure that all eligible people, particularly seniors, legal immigrants and the working poor, are aware and have access to the benefits they need and deserve’ long before Obama took office.” The attacks on food stamps recipients extend beyond politics. Some of it has been nasty and deeply personal. Charles Payne, appearing in a Fox News business segment, acknowledged that antipoverty programs, food stamps and unemployment insurance were “good programs” and then promptly proceeded to viciously attack recipients of those programs. “I think the real narrative here, though, is that people aren’t embarrassed by it,” Payne said. “People aren’t ashamed by it. In other words, there was a time when people were embarrassed to be on food stamps; there was a time when people were embarrassed to be on unemployment for six months, let alone demanding to be on for more than two years … ” That’s an insult to more than 46

million people who are on food stamps because they desperately need them. Approximately 85 percent of SNAP households have gross incomes below the poverty line, defined as $22,000 for a family of four. And the benefits average only $1.50 per meal, a figure scheduled to drop to $1.30 per meal in November of next year. Media Matters says conservatives are trying to bully society’s most vulnerable members. “By bullying into silence those who would talk openly about their experiences with successful antipoverty programs — and whitewashing studies proving these programs to be effective — the media create an environment conducive to eviscerating the safety net,” the media monitoring group stated. And that’s exactly what the

Republican majority in the House of Representatives is already doing. “The House Agriculture Committee, which the House-approved budget requires to quickly produce $33 billion in savings over the next decade, approved a proposal that would obtain the entire amount from cuts to the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps,” said the Center on Budget and Policy Priorities. “The cuts — which would come on top of another proposal in the House budget to cut SNAP by $133 billion over the next decade and convert it to a block grant —would reduce or eliminate benefits for all SNAP households, including the poorest.” The Center observed, “No other program under the Committee’s jurisdiction would face any cut under the proposal, despite frequent calls for reform of the nation’s farm subsidies, 74 percent of which go to the largest, most profitable farms … [that] received an average annual government payment of more than $30,000 a year in 2009, while having an average annual household income of over $160,000.” Those corporate welfare recipients are the ones who should be ashamed, not people who are down on their luck through no fault of their own. Bidders are directed to Article 15 of the General Conditions for requirements concerning payment of prevailing wages, payroll records, hours of work and employment of apprentices. NIB -9 Trade Names and Substitution of Equals. With the exception of any sole source determination that may be identified in this paragraph, Bidders wishing to obtain City’s authorization for substitution of equivalent material, product, or equipment, are required to submit a written request for an Or Equal Substitution using the form included in Appendix A together with data substantiating Bidder’s representation that the nonspecified item is of equal quality to the item specified, thirty five (35) calendar days after Bid Opening. NIB -11 Bid Security, Signed Contract, Insurance and Bonds. Each Bid shall be accompanied by a satisfactory Bidder’s Bond or other acceptable Bid Security in an amount not less than ten percent (10%) of the Base Bid as a guarantee that the Bidder will, if Conditionally Awarded a Contract by the Board, within thirty (30) calendar days after the Contract is conditionally awarded to the Contractor by the City, execute and deliver such Contract to the Chief Harbor Engineer together with all required documents including insurance forms, a Payment Bond for one hundred percent (100%) of the Contract Price, and a Performance Bond for one hundred percent (100%) of the Contract Price. All Bonds shall be on forms provided by the City.

NIB -12 Conditional Award of Contract and Reservation of Rights. The Board, acting through the Executive Director, reserves the right at any time before the execution of the Contract by the City, to reject any or all Bids, and to waive any informality or irregularity. The Conditional Award of the Contract, if any, will be to the responsible Bidder submitting the lowest responsive and responsible Bid. If the lowest responsive responsible Bidder fails to submit the required documents including insurance forms, bonds and signed Contract within thirty (30) calendar days after Conditional Award of Contract, the Board reserves the right to rescind the Conditional Award and Conditionally Award the Contract to the next lowest responsive and responsible Bidder.

NIB -13 Period of Bid Irrevocability. Bids shall remain open and valid and Bidder’s Bonds shall be guaranteed for ninety (90) calendar days after the Bid Deadline or until the Executive Director executes a Contract, whichever occurs first.

NIB -14 Substitution of Securities. Substitution of Securities for retainage is permitted in accordance with Section 22300 of the Public Contract Code.
