2 charged in killings of 2 USC students from China BY LINDA DEUTSCH | ASSOCIATED PRESS LOS ANGELES (AP) — Two men were charged Tuesday with capital murder in the shooting of two University of Southern California graduate students from China. Prosecutors said 20-year-old Bryan Barnes and 19-year-old Javier Bolden would be arraigned in Superior Court later in the day.

The men were arrested Friday in the April 11 killings of 23-yearold students Ming Qu of Jilin and Ying Wu of Hunan. The students were shot while seated in a car about a mile from the USC campus. Authorities said the killings occurred during a robbery. The district attorney’s office said it will decide at a later date whether to seek the death penalty if Barnes and Bolden are convicted.

season to go through the hazing ritual known as “crossing over,” defendant Jonathan Boyce said. Multiple witnesses say the ordeal involved the participant going from the front to the back of the bus while others beat the person. “It’s a respect thing, you know,” Boyce told detectives. “Well, he was wanting to do it all ... all season.” Champion died last November after enduring hazing by other band members outside a hotel in Orlando, where FAMU had played its archrival in football. His death revealed a culture of hazing in the famed band, which has performed at Super Bowls and presidential inauguration parades. An autopsy concluded Champion suffered blunt trauma blows to his body and died from shock caused by severe bleeding. Champion’s parents said at a news conference Wednesday that they are having a hard time believing that their son volunteered to be hazed. “He was murdered on that bus, and no one signs up for that,” Pam Champion said. Prosecutors in Orlando have more than 1,500 pages of evidence against the 13 people charged in Champion's death last year. Eleven defendants are charged with a third-degree felony and two are charged with misdemeanors. Drum major Keon Hollis told detectives he went through the same hazing ritual as Champion the night he died. He said there were at least 15 people on the bus. He said Champion was the next person to be hazed after him. He said Champion seemed fine immediately afterward, but said he was thirsty. Hollis said he gave Champion some water. Champion soon collapsed and later died. Another hazing ritual called “the hot seat” involved getting kicked and beaten with drumsticks and bass drum mallets while covered with a blanket on a band bus called, “Bus C,” band member Marc Baron told investigators. Baron isn’t charged and wasn’t on the bus the weekend Champion died. Depositions offered clues to the defenses the defendants will use. Boyce and another defendant, Shawn Turner, claimed they tried to help Champion get off the bus by pulling him through the gauntlet of band members. “So I grab him to try to keep everybody off him, and I grab him and I’m pulling him and I’m pulling him,” Boyce told detectives. “People are kicking him so I stopped them from kicking him and I put my body around his body.” Defendant Aaron Golson denied getting on the bus where the hazing took See FAMU VICTIM, page 19

AME Church Bishop H. Hartford Brookins dies at 86 LOS ANGELES (AP) — Hamel Hartford Brookins, a bishop of the African Methodist Episcopal Church for 30 years and a longtime civil rights activist, has died in Los Angeles. He was 86. A church statement says Brookins died Tuesday at his home. The son of Mississippi sharecroppers, Brookins was minister of a country church in Arkansas and became acquainted with future President Bill Clinton. 30th Annual UNCF Los NAACP chief: Marriage equality Angeles Walk for Education is a civil right Everyone is getting ready to participate in one of the oldest walk-athons in the Los Angeles area. The UNCF (United Negro College Fund) will have its 30th annual Walk for Education on Sat., June 2, in Exposition Park at the corner of Menlo Avenue and North Coliseum Drive behind the Natural History Museum. This annual 5K UNCF Los Angeles walk helps raise critical funds to support UNCF’s 38 member historically Black colleges and universities (HBCUs) and 60,000 nationally students — and over 4,000 students from the Southern California area. The walk gets support from area churches, community groups, supporters, donors and corporations, including this year’s presenting sponsor, Southern California Edison (SCE). UNCF started its walk-a-thon to help keep the Southern California community informed about the tremendous effort of UNCF to support its 38 member institutions while generating resources for the students that attend them. BY BRIAN WITTE | ASSOCIATED PRESS BALTIMORE (AP) — NAACP President Benjamin Jealous said Monday he hopes the group’s resolution supporting same-sex marriage will encourage Blacks to support marriage equality as a civil right if the question is put to voters on the ballot in Maryland or other states. The civil rights group’s resolution was significant, as only 39 percent of Blacks favor gay marriage, compared with 47 percent of White Americans, according to a Pew poll conducted in April. Much of the opposition stems from churches, which have long been important institutions in the Black community. “I hope this will be a game-changer,” Jealous told The Associated Press in an interview. “There is a game being played right now to enshrine discrimination into state constitutions across the country and, if we can change that game and help ensure that our country's more recent tradition of using federal and state constitutions to expand rights continues, we will be very proud of our work.” Jealous spoke about the resolution, which was approved by the organization's board of directors on Saturday, at the National Association for the Advancement of Colored People headquarters in Baltimore. The resolution was approved about two weeks after President Barack Obama announced his support for gay marriage.

Jealous appeared with Roslyn Brock, who chairs the NAACP board of directors, and three other board members, Bishop William Graves of Memphis, Tenn., Richard Womack of Washington and Donald Cash of Columbia. Jealous struggled to speak while recalling how his White father and Black mother confronted marriage laws that forced them to marry in Washington, D.C., in 1966 because interracial marriage was illegal in Maryland and his mother’s hometown of Baltimore until 1967. Jealous noted that the civil rights organization has opposed laws barring gay marriage in the past. “What has changed is that this is the first time that we have made a full statement on marriage equality that goes beyond the circumstances of any one proposed law or any one state,” Jealous said. Brock emphasized that the resolution focused on marriage equality in the eyes of government, not religion. “As the nation’s leading and oldest civil rights organization, it is not our role, nor our intent, to express how any place of worship should act in its own house,” Brock said. Same-sex marriage is legal in six states and the District of Columbia, but 31 states have passed amendments to ban it in their constitutions. Maryland lawmakers passed a samesex marriage measure this year. However, it does not take effect until January, and opponents are working to petition the law to the ballot for voters to decide in November.

Calif. Senate OKs regulations for self-driving car SACRAMENTO, Calif. (AP) — State lawmakers are anticipating the day when self-driving vehicles navigate California's roads guided by radar and GPS systems instead of human hands on the steering wheel. The state Senate approved a bill Monday that would establish safety and performance standards for what are known as “autonomous� vehicles. SB1298 by Sen. Alex Padilla also would allow

the self-guiding vehicles on streets and highways as long as a licensed driver is aboard. The bill passed 37-0 and goes to the Assembly. Padilla, a Democrat from Los Angeles, says the vehicles can reduce accidents caused by human error. Nevada and Florida have enacted similar laws. Padilla’s office says bills also are pending in Arizona, Hawaii and Oklahoma.

Why Egypt’s presidential election matters

Nearly a year and a half after the ouster of autocratic leader Hosni Mubarak, millions of Egyptians lined up for hours outside polling stations Wednesday, happy to freely choose a president for the first time, though the election pits old regime figures promising stability against ascending Islamists seeking to consolidate power. Egyptians on Wednesday and Thursday vote to elect their first president since the fall of Hosni Mubarak on Feb. 11, 2011, after 29 years of his authoritarian rule. A second round is likely to be held between the two top vote-getters on June 16-17. Here is a look at what's at stake in the election. WILL EGYPT GO ISLAMIST? A victory by the fundamentalist Muslim Brotherhood's candidate Mohammed Morsi will likely mean a greater emphasis on religion in government. The group, which already dominates parliament, says it won’t mimic Saudi Arabia and force women to wear veils or implement harsh punishments like amputations. But it says it does want to implement a more moderate version of Islamic law, which liberals fear will mean limitations on many rights. both are veterans of Mubarak’s regime and their opponents fear they will do little to change Mubarak’s autocratic system. The security forces and intelligence agencies that long prevented real change in Egypt remain in place, and there has been little move to end entrenched corruption and the intertwining of business interests and politics. The military, which took power after Mubarak’s fall, is due to hand over authority to the vote’s winner. But it is not clear how much power the generals will yield. Whoever wins, Egypt likely faces struggles between the different power centers. WILL EGYPT’S ATTITUDE TOWARD THE U.S. AND ISRAEL CHANGE? Many of the candidates in the race have called for amendments in Egypt’s 1979 peace treaty with Israel, which remains deeply unpopular. None is likely to dump it, but a victory by any of the Islamist or leftist candidates in the race could mean strained ties with Israel and a stronger stance in support of the Palestinians in the peace process. Shafiq and Moussa — and ironically the Brotherhood — are most likely to maintain the alliance with Washington.

More support needed for kinship caregivers BY DAVID CRARY | ASSOCIATED PRESS NEW YORK (AP) — As more of America's children are raised by relatives other than their parents, state and local governments need to do better in helping these families cope with an array of financial and emotional challenges, a new report concludes. Compared to the average parent, these extended-family caregivers are more likely to be poor, elderly, less educated and unemployed, according to the report, “Stepping Up For Kids,” released Wednesday by the Baltimorebased Annie E. Casey Foundation. Yet despite these hurdles, child-welfare experts say children who can't be raised by their own parents fare better in kinship care than in the regular foster care system. “We urge state policymakers to make crucial benefits and resources available to kinship families so that their children can thrive,” said the Casey Foundation’s president, Patrick McCarthy. According to 2010 census data, about 5.8 million children, or nearly 8 percent of all U.S. children, live with grandparents identified as the head of household. However, many of those children have one or both of their parents in the household as

well as grandparents. The Casey report focuses on the estimated 2.7 million children being raised in the absence of their parents by grandparents, other relatives or close family friends. The report says this category of children — whose parents might be dead, incarcerated, implicated in child abuse or struggling with addiction — increased 18 percent between 2000 and 2010. The majority of such living arrangements are established informally, but as of 2010 there also were 104,000 children formally placed in kinship care as part of the state-supervised foster care system. These children accounted for 26 percent of all children removed from their homes by child welfare agencies and placed in state custody, but practices vary widely. In Florida and Hawaii, kinship care accounts for more than 40 percent of the children in foster care; in Virginia, the figure is only 6 percent. Through the Fostering Connections Act of 2008 and other programs, federal funds are available to assist children who leave foster care to live under the legal guardianship of relatives. However, states vary in how generously they allocate such funds, and the Casey report said more outreach is needed to ensure that kinship-care families know their options.

NFL Hall of Famer Dickerson joins concussion suit HOUSTON (AP) — Hall of Fame running back Eric Dickerson is the latest former player to sue the National Football League and seek compensation for head injuries. Dickerson is the lead plaintiff among 15 men named in the suit filed Monday in federal court in Houston. Other plaintiffs include former Minnesota Vikings player John Randle and the estate of Ernie Stautner, a longtime Dallas assis-

tant coach and former player in Pittsburgh. More than 1,000 former NFL players are suing the league, saying not enough was done to inform them about concussion dangers and not enough is done to take care of them today. The league has said any allegation it intentionally misled players is meritless. The lawsuit was first reported by the Beaumont Enterprise.

ERIC LEE LAWT CONTRIBUTOR Over the past three decades, the childhood obesity rate has more than doubled for preschool children aged 2−5 years and adolescents aged 12−19 years, and it has more than tripled for children aged 6−11 years. At present, approximately nine million children over 6 years of age are considered obese. Between 16 and 33 percent of children and adolescents are obese. Statistics show that obese children and especially those in the teenage years have a 70% chance of being obese as adults. What is worse is that percentage increases to 80% if either one or both the parents are obese as well. In 2009, Dawn Strozier founded The Fight Against Obesity Foundation, a 501(c)3 organization. Known as “the fitness queen,” Ms. Strozier is a celebrity trainer whose expertise as a nutritional consultant attracts a diverse clientele, including professional athletes, Hollywood executives, Fortune 500 corporations and high-profile celebrities. Actor/comedian/radio host/author Steve Harvey states, “It’s the best program ever.” The foundation is committed to fighting the growing epidemic of obesity in our community. Since 2009 the Foundation has been an active participant in our local community promoting obesity awareness through a variety of fitness, health and educational services designed to create long-term health benefits. A child is considered obese when exceeding certain average height and weight parameters for their respective age. On May 6, 2012, Dawn Strozier decided to run 26.2 miles in an effort to raise $26,000 on behalf of The Fight Against Obesity Foundation. Joining her along the way were The Kids of the Foundation, their parents, sponsors and members of The Aerobics Room. Over 70 people ran or walked in support of the event. Of the 70-plus participants, 80% were families who walked and/or ran with Dawn Strozier along portions of the 26.2 mile trek. Families participated in groups of 3 to 10. Each group/family ran one mile each. The run mirrored the route of the L.A. Marathon from Dodgers Stadium to Santa Monica. Along the entire route, spectators inquired about the purpose of the run. They applauded the children, asked to take pictures and even donated toward the cause. Although it was Dawn’s first attempt to create such an event, the marathon was a huge success. It was well organized and creatively designed to allow people who would otherwise be unable to run 26.2 miles to contribute their own personal one-mile commitment and towards a greater cause. Participants were very excited about their contribution and rallied around Dawn as she pushed through muscle cramps and fatigue to complete her very first marathon. The Foundation offers a variety of classes including free kids’ fitness classes, adult zumba, boot camp, cardio step, kick boxing and aerobics groove. She pays about $200 a month for gas. Jeri Wingo pays about $300, and she says that if gas goes up to $5, she would seriously consider a bus pass. L.A. resident Holiday (she only goes by “Holiday” — kind of like “Cher,” she explains) said she would also consider public transportation. All three ladies, like hundreds of thousands of motorists across the United States, remember a time when gas was not much more than a dollar per gallon. Filling up a tank was as easy as having a $10. Now the simple act of driving, they say, takes way more thought and planning. “I never really had to think about it before but I definitely have to plan my trips now,” Wingo said. It seems extremely likely that U.S. motorists may never see gas under $3 again. Now, with increased oil demands around the globe, coupled with the Organization of Petroleum Exporting Countries’(OPEC) production regulations, it seems more of a possibility that they, like Wingo and Holiday, may be in line for that bus pass soon. Like a loaf of bread or a carton of eggs for about 20 cents, under-$3-agallon gas has probably entered the realm of nostalgia. A BRIEF HISTORY OF GAS PRICES In the 1950s the average cost of gas was about 25 cents per gallon in the U.S. This was mainly due to the fact that the country functioned mainly on its own plentiful energy

sources, according to historians (sources: digitalhistory.com, econlib.org, npr.org). Resources here were sufficient enough to impose restrictions on crude as well as refined oil imports. By 1960, however, came an increase in U.S. oil demand, causing more reliance on imports as well as the formation of OPEC. Now, individual oil-producing countries fused together into one powerful entity that produced two-thirds of the world’s oil supply. Gas was still about 25 cents per gallon, but it had jumped 10 cents by 1969. In the early 1970s, gas was at about 36 cents; however, OPEC began wielding its power against certain Western nations. Most significant was the United States, which had supported Israel in a war against Egypt. The embargo led to a $9 price hike for crude oil by 1974, and by 1979 gas prices averaged about 90 cents per gallon. The crisis had been sort of a blessing in disguise for the 1980s since it had spurred a growing consciousness of energy conservation throughout the nation and reforms in the oil market. OPEC had less power to wield as some non-OPEC countries began supplying oil. Gas was around $1.30 in the early 1980s (which, according to some Internet comments, was appalling to consumers at that time). However, an “oil glut” caused prices to drop back to under a dollar by 1986. Prices rose slightly to a little over a dollar (about $1.10) by 1989 however, aơected by the infamous Exxon Oil Spill in the Gulf of Alaska. In 1990 the average gas price was about $1.15. It stayed around that price and sometimes dipped lower throughout the 90s because of increased oil production around the globe coupled with low demand (mostly among developing countries). After the terrorist attack in New York on Sept. 11, 2001 gas was about $1.50 per gallon on average, possibly due to less air travel at the time (meaning a drop


in jet fuel use). In 2005, the year Hurricane Katrina hit the Gulf Coast, gas rose to a little over $2 a gallon in the U.S. By 2006 the national average price was about $2.60, and here in California it reached about $3 in the spring (gas prices usually rise around May, according to Patrick DeHaan, a senior petroleum analyst who talked to L.A. Watts Times last year about gas prices.) TODAY In the 2000s, as countries like India and China began to thrive economically, their increasing demand for oil was added to the already high demand among more developed countries. However, OPEC, which still holds a large chunk of world oil reserves, is not producing enough to satisfy that demand, according to recent news reports. National Public Radio reporters speculate: “We need oil now more than ever. In the past three decades, global oil demand grew 45 percent,” writes a Planet Money blogger on NPR’s website. “During that same time, OPEC’s production increased by merely 19 percent, despite the fact that two new countries (Angola and Ecuador) joined the cartel during that time. Clearly, OPEC could produce more oil if it wanted to. But it won’t. “The reason is that OPEC countries produce almost nothing but oil. Their population is growing by leaps and bounds and, because Saudis pay no income tax, the House of Saud will need more and more money to keep its citizens happy and avoid the fate of toppled leaders in Libya, Egypt and elsewhere…” For his part, DeHaan predicted last year that gas prices would not hit the $5 mark by 2012, citing reasons like a decrease in OPEC sales (which they do not want),

a more aggressive search for alternative energy sources (which oil companies do not want), and “politics.” Adds DeHaan: “Politicians want your vote and would likely do everything they can t o make sure their constituents wouldn’t be overburdened. The U.S. already is shelling out nearly 5 percent of its GDP to pay its oil bill. Before $5 gas, we’d likely see ethanol tariơs on Brazilian ethanol cease to ebb the price increase. Flooding the market with ethanol would ease demand for gasoline, causing prices to fall…”

Chaka Khan to perform Houston tribute at Apollo NEW YORK (AP) — Grammy award-winning singer Chaka Khan will perform a tribute to the late Whitney Houston at the Apollo Theater’s gala and awards ceremony. The historic Harlem theater confirmed Friday that the “I Feel for You” singer will perform in her friend’s memory. Lionel Richie and the late Etta James will be inducted into the theater’s hall of fame during the June 4 gala. Soul Train creator Don Cornelius and songwriter Nick Ashford will also be honored posthumously. Richie’s first Apollo appearance was in the early 1970s. The “Hello” singer says he's thrilled to be chosen for the hall of fame. James was known for ballads like “At Last.” She performed at the Apollo in 1957 and again in the 1960s. LAS VEGAS (AP) — Casino regulators are investigating whether the 19-year-old daughter of late pop singer Whitney Houston gambled at a Las Vegas Strip resort. State Gaming Control Board Chairman Mark Lipparelli told the Las Vegas Review-Journal that investigators are checking if Bobbi Kristina Brown played slot machines at the MGM Grand, and whether casino employees knew if she did. The legal gambling age in Nevada is 21. Underage gambling

is a misdemeanor, and resort owner MGM Resorts International could face fines. Celebrity website TMZ.com posted a video Monday allegedly showing Brown playing slot machines while she was in town Sunday to attend the Billboard Music Awards for a segment honoring her mother. Bobbi Kristina Brown is the daughter of Houston and entertainer Bobby Brown. Houston died in February. Spokesman Gordon Absher says the casino is cooperating.

Hip Hop Hall of Fame finds NYC home NEW YORK (AP) — Organizers say the Hip Hop Hall of Fame Museum has found a home in midtown Manhattan. The Wall Street Journal says the plans also include a restaurant, arcade, concert lounge, television studios, marquee, community and corporate rooms, and a gift shop. The company’s business development manager, Bobby Fisher, says the address won’t be released until July

because the deal is still being wrapped up. The Hip Hop Hall of Fame Awards television show was broadcast by the cable network BET in the 1990s. The awards were no longer televised after high-profile murders of hip-hop stars. The Hall of Fame last inducted honorees in 1997. The awards show will return to television in November, broadcast from the Apollo Theater.

Private family funeral planned Beyond Gil Scott-Heron for Donna to Brian Jackson Summer | Joy4Jazz |

Even now, you can’t say “Gil Scott-Heron” without saying mentioning Brian Jackson — his longtime piano collaborator, music director, school mate and friend — in the same breath. Their partnership produced some of the most politically charged and provocatively insightful albums of the seventies. “Pieces of a Man,” “Free Will,” “Winter in America,” “First Minute of a New Day,” “From South Africa to South Carolina,” still resonate with Black — and forward-thinking hippie — baby boomers today. How many of us turned on, tuned in or dropped out because of tracks like “The Bottle,” “Johannesburg,” “It’s Your World,” “Angel Dust,” “Willing” and “95 South (All the Places We’ve Been)? Since Scott-Heron’s death earlier this year, Brian Jackson has spoken out about time spent with his brillian partner, always choosing, as he said in a recent interview, to “roll with the musical magic between them” (as opposed to Scott-Heron’s reported troubles.) Born and raised in Brooklyn, Jackson says that his very earliest musical influence was his mom. He grew up around all kinds of music. “My first memories,” he says “are of hearing the Clifford Brown-Max Roach quintet. Later on it was Sarah Vaughan, Miles, Ahmad Jamal.” During his high school years, he started listening to John Coltrane, Lucky Thompson, Cannonball Adderley. He bought himself a really cheap sax, later taking up the flute, which he still plays to this day. Asked to describe what accounts for a deep Black nationalistic themes in his and Scott-Heron’s music, Jackson explains: “One of the things that Gil and I had in common was we were early experiences. I was bussed across Brooklyn to integrate a school in Flatbush at around the same time I learned about segregation from my mom … And I saw [on TV] Blacks being hosed, bitten by dogs and beaten just for the right to use a public restroom … It was the dogs and the fire hosings and the beatings that really got my attention. I felt personally violated and felt involved [in the struggle]from that point on.” LAWT: When you met Gil ScottHeron at Lincoln University (in Philadelphia), when did the [musical] spark first happen? BJ: We were introduced by [their band’s lead singer] Victor Brown in connection with a talent show. Victor and Gil wanted to win the talent show with a new number that Gil had written but Victor also wanted to include a known song — it was “God Bless the Child”—but Gil couldn’t play it … so Victor asked me to play it for him and to play the song that Gil had written ‘cause he thought I could play it better! So Gil showed me his song and right away I said, ‘Wow! This guy can really write … He’s a great lyricist.’ So he played me some more of his tunes, and I played them for him… and we both

Brian Jackson looked at each other and said, ‘OK. This guy has what I need — and from that point on, that was it. LAWT: I would imagine that you had many ‘moments’ with him. Tell me about one of your most trying times with him — musically, that is! BJ: Musically? Oh, OK … [Laughs.] I guess even though we were a match in many ways, in some ways we weren’t. Gil considered himself more of a blues player, like a downhome blues player — LAWT: A bluesologist! BJ: [Laughs.] … and my goal was always to grow, to expand and to get better as a musician … and I think we got to the point where Gil started to feel a little uncomfortable about that growth, that expansion. And that’s probably when I realized it was time for me to step back as music director … and actually I don’t know if Gil ever realized that that’s what I was doing but it [led to] the split in around 1978. LAWT: So what have you been doing since that split? BJ: Well, I was so disappointed with the music business in general that I actually got out for a few years. He elaborates that disappointment stemmed from witnessing “so many different changes in music — how it was made, how it was sold and how it was presented … and I just didn’t feel like it any more … I had produced a number of people, including Will Downing’s first album, and I just had enough of the whole thing.” He started studying martial arts in the Bronx, trying to get his life together and, after about six years his martial arts teacher asked him, “What are you doing? You’re a musician, you’re supposed to be playing music! … You’d better start playing music again or else you’ll die …” BJ: Of course, he was right … so I went out, put an ad in the Village Voice … and ran into a couple of young men, and we began writing music together … and that’s how I got started again. July 20 will bring Brian Jackson to L.A. for a Grand Performance event at Pershing Square in downtown L.A. It’s called “Peace Go With You, Gil,” and it explores Scott-Heron’s legacy of soul, vitality, power, humor, social activism, humanity and the dynamic messages of his music and poetry through an enthralling musical, visual and interactive arts journey.

NEW YORK (AP) — Donna Summer’s funeral will be a private one for family and close friends. Publicist Brian Edwards said in a statement Friday that Summer’s family is overwhelmed and appreciates the outreach from fans and friends, but that her funeral services will remain private. He didn’t provide details on when and where services would be held. Summer died Thursday morning of lung cancer at age 63 in Naples, Fla. Edwards also said that the singer did not smoke. Summer earned the title of Queen of Disco after releasing a string of dance hits in the 1970s, including “I Feel Love,” “Love to Love You Baby” and “Last Dance.”

A biblical reason to vote against Mitt Romney BY GEORGE E. CURRY NNPA COLUMNIST After President Obama expressed his personal support for same-sex marriage, there has been a robust discussion among African Americans about whether his stance will make Black voters less likely to support him in November. A poll conducted by The Pew Research Center For the People & The Press found that 68 percent of African Americans said Obama’s announcement did not change their view of him. Of those who did alter their perception of the president, 16 percent said his decision caused them to view him more favorably and 13 percent less favorably. As the debate over gay marriage seemed to be receding from the public stage, the NAACP gave the issue new life Saturday when its board passed a resolution in support of what it artfully calls “marriage equality.” After adopting the resolution over the weekend, Board Chair Roslyn M. Brock, President and CEO Benjamin Todd Jealous, and board member Donald L. Cash held a press conference Monday in Baltimore to announce what they had already announced. Even some supporters of samesex marriage question why the NAACP is spending so much capitol on this issue, considering all of the problems plaguing the Black commu-

nity. The NAACP’s latest announcement comes less than two weeks after the organization announced that it has initiated a national voter registration drive to help overcome recently-erected barriers designed to dilute the Black vote. Of course, that’s not the only problem facing African Americans. As the National Urban League observed in its 2012 State of Black America report: “Our analysis of data from the U.S. Census Bureau and the U.S. Bureau of Labor Statistics will clearly establish that whether one looks at education, income or any other meaningful measure, almost all the economic gains that Blacks have made in the last 30 years have been lost in the Great Recession that started in December 2007 and in the anemic recovery that has followed since June, 2009.” And there is also the issue of HIV/AIDS. According to Centers for Disease Control data analyzed by the Kaiser Family Foundation, African American women accounted for 64 percent of all new AIDS diagnoses among women in 2010, and 85 percent of the Black women were infected through heterosexual activity. There is a similar disparity among teens. Although Black teens represent only 17 percent of those aged 13-19

George E. Curry in the United States, they accounted for 70 percent of new AIDS diagnoses among teens in 2012. Undoubtedly, the debate will continue over how the NAACP should spend its limited resources and whether President Obama should have weighed in on what is essentially a state matter. However, some supporters of same-sex marriage are making the mistake of minimizing the views of many who believe that a

marriage should be a union between a man and a woman. This may be more of a religious issue than a racial one. A poll conducted by the Pew Forum on Religion & Public Life found: “More than half of African Americans (53%) report attending religious services at least once a week, more than three-in-four (76%) say they pray on at least a daily basis and nearly nine-in-ten (88%) indicate they are absolutely certain that God exists. On each of these measures, African Americans stand out as the most religiously committed racial or ethnic group in the nation.” Regardless of where one comes down on the issue, it is the height of political naiveté to expect that we will ever find any politician with whom we can agree on every issue. And the nation’s first Black president is no exception. Opponents of same-sex marriage are quick to quote Leviticus 18:22, which states: “Thou shalt not lie with mankind, as with womankind: it is an abomination (KJV).” If we are going to apply a singleissue test to President Obama, Mitt Romney should not be given a pass. The Bible also says in Deuteronomy 15:7, “If there be among you a poor man of one of thy bretheren within any of thy gates in

Both the children and the caregivers need help.” Among the problems encountered by kinship caregivers, according to the Casey report: —Many of them take on children who were abused or neglected, and are coping with the trauma of family separation. —They sometimes lack the legal authority for enrolling a child in school or obtaining medical care. —Though most kinship families are eligible for federal aid through Temporary Assistance for Needy Families, many caregivers are unaware of this option or are reluctant to apply because of perceived stigma. —Their eligibility for financial aid may be constricted by licensing requirements that were designed for foster parents and aren’t always appropriate for kinship families. Such requirements might include foster-parent training programs and regulations pertaining to the square footage and window size in bedrooms. “Under federal law, unless they can meet the same hypertechnical licensing requirements as strangers, they are not, in fact, entitled to the help that total strangers get,” said Richard Wexler of the National Coalition for Child Protection Reform. Among the agencies viewed as a leader in the field is greater Pittsburgh’s Allegheny County Department of Human Services, which makes kinship arrangements for more than half of its children in foster care. “It’s much less traumatic if they can go to someone they know and love, and who knows them, as opposed to going to strangers, no matter how

I’m not concerned about the very poor. We have a safety net there. If it needs repair, I’ll fix it,” he said in an interview with CNN. “ I’m not concerned about the very rich; they’re doing just fine. I’m concerned about the very heart of America, the 90 percent, 95 percent of Americans who right now are struggling.” Romney’s support of Republican proposals in Congress designed to gut the safety net is further proof that he is not concerned about the very poor. If some African Americans, albeit a small number, are seriously considering voting against President Obama solely because they do not agree with his views on same-sex marriage, they should apply a litmus test to Mitt Romney and vote against him because he’s not concerned about the very poor. According to the Casey report, one in 11 American children lives in kinship care for at least three consecutive months. For Black children, the ratio is one in five. Morrisella Middleton, 62, of Baltimore, raised two of her grandchildren for many years while also working full time as supervisor of an assisted living facility. The children’s mother — Middleton’s daughter — had struggled with drug problems, and their father had died of cancer. It wasn’t easy. Middleton went on disability after incurring congestive heart failure and hypertension, and relied almost entirely on Social Security benefits. Her grandson, Shane, also had chronic health problems related to lead poisoning, she said. “I did not get the money like people do who are foster parents,” Middleton said. “The road has not been easy, but the reward has been so very satisfying. I see the fruits of my labors.” Shane, now 19, recently began a job as a retail stock clerk. The granddaughter, LaQuanna, is 24 and works as a pharmacy technician. Would Middleton advise others to consider kinship care? “If you love these children and you want them to have a chance, then you don't have a choice,” she said. “In somebody else’s home, or in a group facility, they’re not going to get the chance that you could give them.”

There will be no new taxes and no money from the city's general fund. “Absolutely, they have the money to do it,” Stern said of Golden State’s ownership group. Little else about the financing plan has been announced — mostly because it's still in its infancy. Renderings of the building on display show an arena with near floor-toceiling windows on the main concourse overlooking the towering Bay Bridge. The team and the city also hope the proposed arena will attract NCAA tournament games, concerts and other major events. “We intend to build the most spectacular arena in the country for all Bay Area residents, not just San Francisco, to be proud of,” Lacob said. “An architecturally significant building on truly an iconic site. It doesn't get any better than this.”

The announcement came as no surprise to Bay Area fans. Lacob and Guber have been working to return the team to the City by the Bay since buying the Warriors for a league-record $450 million in 2010. The Warriors played in San Francisco from 1962 to 1971 after moving from Philadelphia. The proposed move is still sure to upset some in Oakland, the center of the area’s basketball prowess. Many NBA players past and present — Bill Russell, Gary Payton and Jason Kidd, among scores of others — rose to basketball fame in Oakland. One aspect that hasn’t been a problem is fan support. Despite only one playoff appearance since 1994, the basketball-booming Bay Area has supported the Warriors surprisingly well. The team ranked 10th in attendance this past season, averaging 18,857.

Lacob said the team has more season-ticket holders who live in San Francisco than Oakland and the fan base is split 50-50 between the East Bay and the San Francisco Peninsula. The franchise — once called the San Francisco Warriors — will remain under its current name, Lacob said, “until further notice.” “It’s the Golden State Warriors and it's going to remain the Golden State Warriors for the foreseeable future and maybe forever,” Lacob said. But leave it to the mercurial World Peace to declare the Lakers’ plight might not be as terrible as many believe. “I don’t feel that way, but I’m not the general manager,” World Peace said. “I don’t know how many rings Mr. Kupchak has, so I know he’s going to make the best decisions. He’s a competitor. He’ll do what it takes, but the players have to put in the time. The only way it’s going to happen is if we do it together. We have to be committed to each other, and this year we weren’t as committed collectively. That hurt us.”

two-and-a-half years” just to acquire all the permits. But he noted the NFL’s San Francisco 49ers headed some 40 miles south to Santa Clara for the 2015 season “created a great incentive on the part of the mayor and the city” to help the Warriors build an arena in San Francisco. The Warriors are counting on the 16-mile drive between the team’s Oakland arena and the waterfront site in San Francisco to make all the difference. Team executives believe more corporate sponsorship and national attention will follow in San Francisco and give the franchise the ability to land marquee free agents. Most teams that play at Golden State already stay and practice in San Francisco. Warriors President and CEO Rick Welts called the move the “most important journey in the history of the Warriors.” “You have to be a dreamer,” added Warriors executive board member Jerry West, the former Lakers star and symbol of the NBA’s logo. “And we have two owners here who have vision. And they’re putting their money where their mouth is.”

Golson also told detectives that Champion wasn’t into the hazing rituals. “Man, I’m shock(ed) if that happens,” Golson said when told that Champion chose to get on the bus to be hazed. Another defendant, Caleb Jackson, at first told detectives that he wasn't on the bus when Champion was beaten but then changed his story when he was told that hotel video surveillance showed him getting off the bus. At the time of Champion’s death, Jackson was on probation for a felony battery charge. “I love Robert like a brother, more than ya’ll, any, everybody in this band loves this man like a brother, you know

what I’m saying,” Jackson said. FAMU’s famed Marching 100 band was suspended shortly after the incident, and officials have said it will remain sidelined at least through the 2012-2013 school year. The school also tried to fire band director Julian White. White's dismissal was placed on hold while the criminal investigation unfolded, but he insisted that he did nothing wrong and fought for months to get reinstated. He announced his retirement earlier this month. Under a policy in place for years before Champion’s death, band members attended a mandatory antihazing workshop and sign a pledge saying they will not participate in hazing or submit to it. Violators were supposed to be kicked out of the band.
