In addition to winning the award for “Best Layout & Design - Tabloid,” the Watts Times also took home the award for, “Best Use of Photographs Tabloid.” “Both awards comes as a huge surprise,” says Brandon I. Brooks, CoManaging Editor of the L.A. Watts Times. “Its been two years since Yussuf (Simmonds) and I have taken over the Watts Times and its unbelievable to think we have been voted the best layout and design two years in a row. This just goes to show that hard work truly does pays off. The late nights and early mornings will be a little bit easier knowing that we are being recognized on a national scale. Andrew Young and Danny Bakewell Honored for ‘Legacy of Excellence’ BY GEORGE E. CURRY EDITOR-IN-CHIEF NNPA NEWS SERVICE ATLANTA (NNPA) – Former United Nations Ambassador Andrew Young and Danny J. Bakewell, Sr., the National Newspaper Publishers Association chairman emeritus and executive publisher of the Los Angeles Sentinel and the LA Watts Times, were presented with NNPA’s Legacy of Excellence Awards last Friday night in recognition of their lifelong work, courage, commitment, sacrifice and achievements. The awards were presented here as part of NNPA’s annual convention. Both recipients were loudly applauded and given a standing ovation in recognition of their sterling achievements. NNPA Chairman Cloves Campbell, Jr. said the organization’s Legacy Awards hold special meaning for African Americans. “When you’re recognized by the Black Press, you’re recognized by the No. 1 media source in America for Black folks,” Campbell said. Young, executive director of the Southern Christian Leadership Conference (SCLC) under Dr. Martin Luther King, Jr., later served as mayor of Atlanta, a U.S. Congressman representing the 5th District of Georgia and United States Ambassador to the United Nations under President Jimmy Carter. In his acceptance speech, Young said: “Every major issue in your lifetime

and mine has been defined and developed and pushed not from the top down, but from the bottom up. It’s your work to kind of turn up a vision for the world that we are now facing.” A major part of that vision includes the continent of Africa, whose 1 billion people (14.7 percent of the world’s population) and 11.7 million square miles (20 percent of the world’s land) are second only to Asia. “Six of the fastest 10 growing countries in the world are on the African continent,” Young explained. “And I just got back from Gabon [on the west coast of Africa] and I heard White folks get up and say that if the world keeps growing at its present growth rate, in 25 years, the largest middle class on the planet will not be in China, will not be in India – it will be in Africa.” Young, who formerly sat on the board of Delta Airlines, noted that the airline’s most profitable routes were from Atlanta to Lagos, Nigeria and to Johannesburg, South Africa. He also noted that part of CocaCola’s early success was because it recognized Africa as a viable market. Consequently, it is easier to purchase Coca-Cola in some parts of Africa than buying bottled water. “We have to help America learn how to do business in Africa now and the best way to do business is to learn to do business in the inner cities,” Young stated. “That is also a growing middle class.” Young said he has not spent any

time debating same-sex marriage, saying it is none of his business. Rather than God being concerned about one’s sexual orientation, Young said, the Lord is going to pose other questions to determine one’s suitability to enter heaven: Did you feed the hungry? Did you clothe the naked? Did you heal the sick? Did you set at liberty those who are oppressed? Young ended his acceptance speech by presenting a challenge to Black publishers. He said, “Looking at the economy of the future, the only answer is the Black Press helping to connect these dots so that the White Press can realize that their future is with Barack Obama.” NNPA’s future is secure because of the work of Danny J. Bakewell, Sr., its immediate past chairman. Bakewell, who served as chairman of NNPA from 2009-2011, was praised for lifting the organization from the brink of insolvency to amassing a treasury that exceeded $1 million. Walter Smith, chief executive officer of the New York Beacon, recalled that Bakewell had to be persuaded to seek the association’s top job. At the time, Smith said, NNPA had little money, low public visibility and the organization’s prestige was at an alltime low. Smith stated, “Danny and the Bakewell Company said, ‘This is what we do. Person Of The Week | Bill Tompkins Bill Tompkins Named President and CEO of NNPA BY GEORGE E. CURRY EDITOR-IN-CHIEF NNPA NEWS SERVICE WASHINGTON (NNPA) – Highly-respected media and entertainment executive William G. Tompkins, Jr. has been name president and chief executive officer of the National Newspaper Publishers Association, a federation of more than 200 Black-owned publications. NNPA Chairman Cloves Campbell, publisher of the Arizona Informant, said Tompkins was selected from an impressive field of candidates screened by Carrrington & Carrington, a Chicagobased executive search firm. “Bill is an accomplished, nationally-known executive who will be responsible for executing the vision of the NNPA Board of Directors,” Campbell said. “Because the Board chair is elected every two years, having a president and CEO in place will provide the organization with smoother operations and greater continuity.” Campbell described Tompkins as “a true visionary who will make an immediate impact on the organization.” Tompkins worked at the Washington Post for 19 years in a variety of top-level positions, including vice president of marketing, director of national advertising and manager of corporate and financial advertising sales. He left the newspaper to join Kodak as chief marketing officer of its entertainment imaging business unit. Tompkins was also vice president and general manager of the Motion Picture Film Group for the Eastman Kodak Company, managing a $700 million global distribution operation. In addition, he was chief marketing officer of NextGen Media Group, the firm that is launching the social media news site ReportN. He also was president of William

Tompkins is eager to draw on his wealth of experience on behalf of NNPA. “Having had corporate roles during the majority of my career, I now have the opportunity to work with people who represent the heart and soul of what our country is all about, that being entrepreneurs who are making a difference,” he said. And he will make a huge difference for NNPA, a group of publishers who own and operate their own newspapers. “I will be able to create a firm and more solid internal foundation for the Association to ensure that we consistently provide higher quality and more useful services to our members,” Tompkins explained. “I

will also be responsible for ensuring the long-term financial viability of the NNPA and for providing bigger revenue streams for our members.” According to a job description NNPA provided to candidates for the position, “The President and CEO exercises overall authority and responsibility for the direction of the organization’s personnel, programs and services and drives the execution of the strategy through its daily activities.” The job description also said the president and CEO “is the lead spokesperson and advocate for the organization with the community and a diverse set of partners and stakeholders.” Tompkins received his BA in economics magna cum laude from Tufts University and his MBA from the Harvard Business School. He is a former chairman of the National Kidney Foundation and has served on the board of the National Advertising Council. Although many major U.S. daily newspapers are experiencing financial problems as a result of dwindling circulation, community-based publications appear to be much more viable. So much so that a company owned by Warren Buffett, the second-richest person in the United States behind Bill Gates, recently purchased 63 daily and weekly newspapers from Media General, Inc. for $142 million. “In spite of the transformational changes in the newspaper industry, Black media publications continue to play a critical role in our country, both in terms of their impact on society at large and especially in the role they play in local communities,” Tompkins said. “My background is in media and entertainment so the opportunity to participate in the reinvigoration and transformation of this hidden jewel of newspaper assets will be both exciting and impactful.”

But a large part of it could be what always goes on during a presidential campaign: political gamesmanship. It ranges from GOP contempt of Congress threats against Holder over documents linked to a failed guntrafficking operation to Obama’s waving a to-do list in the face of lawmakers. BY TOM RAUM | ASSOCIATED PRESS WASHINGTON (AP) — Contempt of Congress? Subpoenas? Stonewalling? Maybe there’s a smoking gun in the Republican-led investigations of the Obama administration — and President Barack Obama’s pushback. But a large part of them could be what always goes on during a presidential campaign: political gamesmanship. It ranges from House GOP contempt threats against Attorney General Eric Holder to Obama's waving a to-do list in the face of lawmakers. Within two weeks, Obama fired a new pair of volleys across the bow of the congressional GOP leadership. The first was his decree — bypassing Congress — that the U.S. will not, in most cases, deport illegal immigrants who were brought to the U.S. as children. The other was his assertion of executive privilege to shield certain internal Justice Department documents from a House subpoena. Both actions drew expressions of GOP outrage in Washington and on the campaign trail. The documents involved a botched U.S. gun-trafficking operation that was designed to track firearms headed into Mexico but which led to the disappearance of

thousands of weapons and the 2010 shooting death of U.S. Border Patrol agent Brian Terry. House Speaker John Boehner said Terry’s family deserved answers about the guns that killed him and went so far as to suggest a White House cover-up. Others specifically likened the actions of Obama and Holder to the Watergate scandal that brought down President Richard Nixon in 1974. That may seem like a bit of a stretch, but in an election year outsized charges and countercharges tend to swirl. Executive privilege has been claimed by presidents going back to George Washington to hide the inner workings of their administrations from congressional eyes. As a senator, Obama sharply criticized President George W. Bush's invocation of executive privilege — a blast from the past Republicans were quick to exploit. Republican challenger Mitt Romney’s team leaped into the fray. “President Obama’s pledge to run the most open and transparent administration in history has turned out to be just another broken promise,” Romney campaign spokeswoman Andrea Saul said. NEW YORK (AP) — A rare original copy of President Abraham Lincoln's Emancipation Proclamation sold Tuesday at a New York auction for more than $2 million. It's the second-highest price ever paid for a Lincoln-signed proclamation — after one owned by the late Sen. Robert Kennedy that went for $3.8 million two years ago. The latest copy of the 1863 document ordering the freeing of slaves, which was auctioned at the Robert Siegel Auction Galleries, went to David Rubenstein, managing director of The Carlyle Group investment firm. The American seller remained anonymous. The $2.1 million purchase price includes a buyer’s premium. This price and the one for the Kennedy copy are the highest ever paid for the proclamation, reflecting a “growing appreciation for documents that capture the most important moments in our history,” said Seth Kaller, a dealer in American historic documents and expert on the Emancipation Proclamation; he’s handled eight signed copies. The document will go on public exhibit somewhere in Washington, he said. The name of the institution is yet to be announced.

OLYMPIA, Wash. (AP) — President Barack Obama’s campaign has recruited a legion of lawyers to be on standby for this year’s election as legal disputes surrounding the voting process escalate. Thousands of attorneys and support staffers have agreed to aid in the effort, providing a mass of legal support that appears to be unrivaled by Republicans or precedent. Obama’s campaign says it is particularly concerned about the implementation of new voter ID laws across the country, the possibility of antifraud activists challenging legitimate voters and the handling of voter registrations in the most competitive states. Republicans are building their own legal teams for the election. They say they’re focused on preventing fraud — making sure people don’t vote unless they’re eligible — rather than turning away qualified voters.

Since the disputed 2000 presidential election, both parties have increasingly concentrated on building legal teams — including high-priced lawyers who are well-known in political circles — for the Election Day run-up. The Bush-Gore election demonstrated to both sides the importance of every vote and the fact that the rules for voting and counting might actually determine the outcome. The Florida count in 2000 was decided by just 537 votes and ultimately landed in the Supreme Court. This year in that state alone, Obama and his Democratic allies are poised to have thousands of lawyers ready for the election and hope to have more than the 5,800 attorneys available four years ago. That figure was nearly twice the 3,200 lawyers the Democrats had at their disposal in 2004. Romney has been organizing his own legal help for the election. Campaign attorney Ben Ginsberg did not provide numbers but said the campaign has been gratified by the “over-

The GOP doesn’t necessarily need to have a numerical counterweight to Obama’s attorneys; the 2000 election showed that experienced, connected lawyers on either side can be effective in court. Former White House counsel Robert Bauer, who is organizing the Obama campaign’s legal deployment, said there is great concern this year because he believes GOP leaders around the county have pursued new laws to impede the right to vote. “The Republican Party and their allies have mapped out their vote suppression campaign as a response to our success in 2008 with grass-roots organization and successful turnout,” Bauer said. “This is their response to defeat: changing the rules of participation so that fewer participate.” Several states with Republican leaders have recently pursued changes that could make voting more difficult, including key states such as Florida and Ohio, despite objections from voting rights groups that believe that the laws could suppress votes from low-income and minority blocs. Republicans dispute that the laws are political, pointing to cases of election fraud and arguing that measures like those requiring voters to show identification are simply common sense. Pennsylvania’s Republican House majority leader, Mike Turzai, however, told GOP supporters over the weekend that the state’s new ID law “is going to allow Governor Romney to win the state of Pennsylvania.” Independent from the Romney team, a conservative group is prepping an Election Day team of its own to combat possible fraud. Catherine Engelbrecht, president and founder of True the Vote, said the organization hopes to train and mobilize up to one million volunteers this year, many of them to serve poll watchers. One of the group’s main initiatives is to “aggressively pursue fraud reports.” “Being a poll watcher is an age-old tradition and we’re fortunate that so many volunteers are ready and willing to take a day off, learn what they need to know and help out at the polls,” Engelbrecht said. True the Vote already has thousands signed up to help and had 500 trained election workers monitoring

the Wisconsin recall vote earlier this month. “They serve as volunteer guardians of the republic, to ensure that procedures at the polls are in keeping with state law,” she said. It’s one of the efforts that have Obama’s team fretting. The Democrats fear that anti-fraud activity could get out of hand, with vigilante poll watchers targeting and intimidating voters who may not know their rights. “We will have the strategy and the resources to address the threat and protect the voter,” Bauer said. The Obama-aligned attorneys, most of whom are not election experts by trade, undergo training and have materials to show them how to help at the polls on Election Day. Charles Lichtman, who is helping advise the effort in Florida this year after leading it in the last two cycles, first created the Florida Democratic Lawyers Council after the 2000 election, vowing that there would never be a repeat of that disputed vote. He contends Democrat Al Gore would have won the presidency over Republican George W. Bush if a similar legal infrastructure had been in place then. Lichtman’s efforts have since been replicated for other states. He said that is vital to provide voter protection. “My experience has been that, in

every election, the other side has taken drastic measures to try to suppress the vote,” Lichtman said. The volunteer organization has not been involved in the 2012 legal disputes so far, though they are monitoring the developments. Four years ago, the teams of lawyers organized by Obama and Republican candidate John McCain in 2008 went largely unused since the election wasn't very close. But this year may be different given all the changes to voting laws — and the closeness of the race in recent polling. The states with the strictest ID laws require voters to show photo identification before casting ballots. If they don’t have proper identification or fail to bring it, they can cast a provisional ballot but must later go to meet with state elections administrators to sort things out before the ballot is counted. Voting groups see a variety of potential problems, such as how voters are informed of the rule changes, how poll workers handle voters who fail to bring IDs and whether voters are provided adequate notice of the steps they need to take after casting an absentee ballot. In more than two dozen states, lawyers can now ask for new sentences. And judges will have discretion to look beyond the crime at other factors such as a prisoner’s age at the time of the offense, the person’s background and perhaps evidence that an inmate has changed while incarcerated. “The sentence may still be the same,” said Lawrence Wojcik, a Chicago lawyer who co-chairs the juvenile justice committee of the American Bar Association. “But even a sentence with a chance for parole gives hope.” Virtually all of the sentences in question are for murder. When Henry Hill was an illiterate 16-year-old, he was linked to a killing at a park in Saginaw County and convicted of aid-

ing and abetting murder. Hill had a gun, but he was never accused of firing the fatal shot. Nonetheless, the sentence was automatic: life without parole. He’s spent the last 32 years in Michigan prisons. “I was a 16-year-old with a mentality of a 9-year-old. I didn’t understand what life without parole even meant,” Hill, now 48, said Tuesday in a phone interview. He heard about the Supreme Court decision while watching TV news in his cell. “I got up hollering and rejoicing and praising God,” said Hill, who would like to renovate homes and be a mentor to children if he’s released. “The last three or four years, they always put young guys in with me.” The ruling also alarmed families of crime victims. Hollywood Park race track and just as the sun rises so too does the horses, trainers, grooms, exercise riders and jockeys, but there is one person who stands out in the crowd. Kevin Krigger leaps from his black Dodge Durango with his green helmet, jockey boots, wearing a pair of blue jeans with a whip in his hand. Down the dirt dust road he casually walks toward the barn with his agent, Vietnam veteran Tom Knust to discuss the workload for the morning. The morning began at 7:30 and his first exercise mount is at eight and some six or seven mounts later he’s off to the jockey room for the first of two mounts he will have on the day’s racing card. It is a routine that Krigger is all too familiar with as he competes for mounts on the most competitive circuit in America. “From top to bottom this is the toughest level of competition there is,” explained Knust, who is a former racing secretary at Santa Anita Park. So, for any jockey to earn mounts and sustain success is a rarity, but for a Black jockey as Krigger is makes for giant headlines in a sport that was once dominated by Blacks but is now almost void of them. Marlon St. Julian of Louisiana became the first Black jockey to ride in the Kentucky Derby in nearly 80 years when he rode 50-1 shot Curule in the 2001 Derby. Krigger came oh so close to riding 2012 Derby and Preakness winner ‘I’ll Have Another’ but the mount went to Mario Gutierrez instead, although Krigger had worked the horse for trainer Doug O’Neal. “That would have been great if that was to happen, but I didn’t get the assignment so I just keep on working. My time will come,” said Krigger. Born in St. Croix, U.S. Virgin

Island, Krigger has being riding for more than a decade, earning the respect of trainers and winning races at such small tracks as Thistledown in Ohio, Mountaineer Park in Chester West Virginia and then began to really raise eyebrows when he moved west to Golden Gate Fields in Northern California. The soft-spoken and determined Krigger has career earnings of $14,456,725 from 6,196 mounts including 880 first place finishes, 899 second place finishes and 872 third place finishes. During the current year which also includes his mounts at Betfair Hollywood Park in Inglewood, he’s rode 344 horses, won 41 races, second 35 times, third 57 times and earnings of $1,566,059. Jockey’s earn percentages of purses that range from 10 for first, five for second, and three for third and so on. They also earn a meager $67-70 for each horse they ride, but 25 percent of their earnings go to agent fees. It is a brutal business to say the least, not discounting that every mount could be your last. Horse’s breakdown, jockey make mistakes, but in the glamour of the sport fans and consumed bettors are only concern with winning. Krigger understands that. The 28-year old has four children with his girlfriend Taisha, Kiki (11), Kunzai (5), Kevin Jr. (6) and Kynaira (2). It should not be lost on you that all of his children initials are the same as his “KK” and their names are engraved onto the red leather saddle that rides on his many mounts. He is not just happy to be along for the rides, but wants to become a dominant figure at the racetrack. “I feel that I am the best jockey, but I am not always on the best horse,” he stated. In this business the best horses usually go to the jockey with the best reputation, talent or relationships. Krigger has the talent and he is winning enough to gain a reputation as a capable jockey who can be trusted with a million dollar race- horse. Knust is adding the ingredient of developing the relationships. “This (Betfair Hollywood Park) meeting has been slow, but I think he will have a big meeting at Del Mar and will be competing for meet titles for years to come,” added Knust. For now, Krigger will make the most of his infrequent mounts in Inglewood, but he is expected to be prominent at Fairplex in Pomona although the big name jockeys by pass the bull ring. “I just want to ride. I love riding horses and it is all that I ever wanted to do. If I wasn’t doing this I would be singing Reggae music,” Krigger concluded. In a sport where Blacks rode 13 of the 15 horses in the first Kentucky Derby in 1875 to only disappear by 1921, Kevin Krigger is a vivid reminder of the good old days and living proof that Blacks can do more than just dominate in basketball, football and baseball. (AP) — USA Track and Field officials say they will wait until after the women’s 200 meters Saturday night at the Olympic track trials to finalize plans for breaking a tie for third place in the 100 meters. Allyson Felix and Jeneba Tarmoh finished the 100-meter final this past weekend in a dead heat for third. The top three finishers in each event at the

trials make the U.S. Olympic team for London. Felix and Tarmoh are both running in the 200. The announcement Wednesday said officials would wait until after the 200 before determining how the tie would be resolved — either by coin flip or runoff. The decision could come Saturday night or Sunday morning, officials said.

A committee of university presidents approved a plan for a four-team college football playoff, starting in 2014. Here’s what you need to know about the new postseason format put together by the commissioners of the 11 major college football conferences and Notre Dame’s athletic director. HOW WILL THE TEAMS BE CHOSEN? A selection committee will pick the four teams after the regular season, using guidelines such as strength of schedule, head-to-head results and wonloss record, while giving conference champions preference. The makeup of the committee is to be determined, but it likely will be about 20 conference commissioners and college athletic directors. WHERE WILL THE GAMES BE PLAYED? The two semifinals will rotate among six sites. The current BCS games are the Rose Bowl (Pasadena, Calif.), Sugar Bowl (New Orleans), Fiesta Bowl (Glendale, Ariz.) and Orange Bowl (Miami). The Cotton Bowl, now played at Cowboys Stadium in Arlington, Texas, has to be considered a front-runner to land one of the other two spots. Candidates for the other one? Try Atlanta and Jacksonville, Fla. The championship game will become college football's Super Bowl. Any city can bid on it, even ones that host the semifinals and those that have not been traditional bowl sites. Expect most to be played in dome stadiums or at warm-weather sites. WHEN WILL THE GAMES BE

Come 2014, the BCS is dead. A committee of university presidents on Tuesday, June 26, 2012, approved the BCS commissioners’ plan for a four-team playoff to start in the 2014 season. PLAYED? The semifinals will be played on Dec. 31 and/or Jan. 1. College football used to own New Year’s Day. The Bowl Championship Series got away from that. The leaders of the sport want to reclaim that day. The championship game will always be played on the first Monday in January that is at least six days after the semifinals. The first “Championship Monday” is Jan. 12, 2015. WILL THIS PUT AN END TO THE CONTROVERSY? No. Doubling the field from two teams to four alleviates some of the problems that the Bowl Championship Series couldn't solve. There will still be plenty of complaining, but it will come from teams No. 5, 6 and 7, instead of Nos. 3 and 4. That's better. The further down you go in the rankings, the weaker the arguments get for inclusion. But there are plenty of people out there now that believe four is not nearly enough. HOW MUCH? Conservative estimates have the television rights to the new playoff system being worth at least double what the BCS brought in. That means $300 million easy, probably more like $400 or $500. How it gets divided among the conferences is still to be finalized, though criteria has been set up: — On-field success — Teams’ expenses — Marketplace factors

— Academic performance of student-athletes In short the five power conferences (SEC, Big Ten, Big 12, ACC and Pac12) will get more than the others. The Big East no longer will get a big share, but how much smaller will it be? HOW SOON AND FOR HOW LONG? The four-team playoff will start in the 2014 season because the current TV deals already have locked the Bowl Championship Series in for two more years. The next round of TV deals will be for 12 years. Those negotiations will begin in the fall. The 12-year deal accomplishes two goals for the commissioners: 1) They don’t want to deal with this every four years the way they have been. 2) It keeps the playoff from expanding for 12 years. WILL IT GROW EVENTUALLY? No doubt. It will be successful, so why not have more of a good thing. Also, many if not all of the people who put this format together will have moved on when it's time to come up with another plan. College football is moving away from the current bowl system, in which it farms out its postseason to third parties. As a new structure evolves and conferences continue to realign, there is no reason to think the playoff will continue to have only four teams.

NEW YORK (AP) — Amare Stoudemire has been fined $50,000 by the NBA after the New York Knicks star tweeted a gay slur. Stu Jackson, the league’s executive vice president of basketball operations, announced the fine Tuesday in a release, calling Stoudemire's language offensive and derogatory. Stoudemire apologized Sunday to a fan for using the slur in response to a crude tweet in which the fan admonished the All-Star to “make up for this past season.” The fan, @BFerrelli, tweeted his comment on

Saturday and received a direct message containing an expletive and the slur from the account Twitter verifies as Stoudemire’s. BFerrelli, identified by the New York Daily News as Brian Ferrelli, posted a screen shot of the direct message. Direct messages can only be seen by the sender and the recipient. Stoudemire also issued an apology in a statement Tuesday. “I am a huge supporter of civil rights for all people,” he said. “I am disappointed in myself for my statement to a fan. I should have known better and there is no excuse.”

In the first paragraph of his life story, Kelly’s beloved mother promises that he “could achieve all things through Christ Jesus.” Turn the page, and Mama Joann is sneaking 5-yearold Robert into a lounge where she is singing with her band. Next she's in church, speaking in tongues. A few pages later, 8-year-old Robert is inside his mother's house on the South Side of Chicago, taking pornographic pictures of adults and being molested by a teenage girl. And people question how “Sex Weed” and “U Saved Me” can come from the same man? Music was a constant presence inside young Robert. He literally had sounds cascading through his mind, “like I had a radio playing nonstop in my head . I would hear melodies, although I never knew what they meant. In fact, I thought everybody heard the music.” Kelly also never knew his father and could not read due to an undiagnosed disability. (Kelly says he is still illiterate; his book was written with David Ritz, biographer of Marvin Gaye, Ray Charles, and other giants.) The only reason Kelly graduated from elementary school was because he could play basketball. All this created a shy, shameful boy who often felt “like an alien,” a phrase that reappears throughout the book. Kelly credits his middle-school music teacher, Lena McLin, with recognizing his talent. As Kelly tells it, the first time McLin laid eyes on him in class, she singled him out and said: “You are going to be famous. You are going to write songs for Michael Jackson. You are going to travel the world.” Did she really say that without hearing him sing or play a note? It's difficult to decide, especially since Kelly shades the facts elsewhere in the See R. R Kelly sick, missing promos for new album, book CHICAGO (AP) — A spokesman for R. Kelly says the R&B singer is suffering complications from throat surgery and will miss promotional appearances for his new album and memoir. Kelly’s publicist said in a statement that the singer was on his way to New York on Wednesday morning when he became ill and returned to Chicago for medical treatment. Kelly had surgery last year to treat an abscess on his vocal cords. Kelly’s new album, “Write Me Back,” came out Tuesday and his memoir, “Soulacoaster: The Diary of Me,” releases Thursday. The Grammy winner’s publicist says Kelly will have to cancel appearances on “The Jimmy Fallon Show,” NBC’s “Today” and at a book party. Kelly’s spokesman says it’s unclear how long the singer will be sidelined.

The rep says 50 Cent was taken to New York Hospital Queens where he was treated for “minor neck and back injuries” and is now “doing fine.” Bruce Miller, who was driving the car, was also injured and has been released from the hospital.

Photos of the 36-year-old on a stretcher are posted on his website www.ThisIs50.com. The Grammy winner, whose real name is Curtis Jackson, appears in a neck brace in two photos. No other details were provided.

Al Sharpton to Receive Humanitarian Honor at 2012 BET Awards

Al Sharpton, leader of the National Action Network, will be honored with a humanitarian award at the BET annual awards show at the Shrine Auditorium in Los Angeles July 1, the network announced. BET said Sharpton will receive the 2012 Humanitarian Award for his commitment to political activism and social reform over the last five decades. “As the Founder and President of the National Action Network, Sharpton continues to raise awareness about civil rights and political issues, and actively takes a stand

against prejudice and injustice for all people-no matter one’s race, gender, sexual orientation or political affiliation,” the network said in a release. BET’s president of music programming Stephen Hill praised Sharpton’s service and highlighted his efforts this year in attempting to bring forth justice in the Trayvon Martin case, according to the New York Daily News. “What he does better than anyone else is, he gives a voice to the voiceless,” Hill said. “Trayvon Martin is the most recent example.” Hill added that while the BET Awards primarily honors entertainers, he believes it’s important to highlight the work of community

Justin Combs, son of hip-hop mogul Sean “Diddy” Combs, took to Twitter this week to defend his full scholarship to UCLA, which the school confirmed this week. Many in cyberspace are questioning whether the multimillionaire’s son should have accepted the $54,000 football scholarship, given the school’s economic troubles. But the 18-year-old said he earned the scholarship. “Regardless what the circumstances are, I put that work in!!!! PERIOD,” he tweeted on May 30. “Regardless of what you do in life every1 is gonna have their own opinion,” he tweeted. “Stay focused, keep that tunnel vision & never 4get why u started.” Combs, a 5-foot-9, 170-pound

Pass the Voter Empowerment Act BY MARC H. MORIAL NNPA COLUMNIST “With a pivotal presidential election just six months away, we must do all we can to ensure free and fair elections and that everyone can vote.” Voter Empowerment Act fact sheet Thanks to rising citizen outrage and efforts like the National Urban League’s “Occupy the Vote” campaign, the voter suppression movement is facing mounting resistance. As we reported several weeks ago, voter suppression laws in Florida designed to purge voter rolls and make it more difficult to register voters, have now been challenged by the Justice Department. There is also a new bill in the U.S. House of Representatives that takes direct aim at some of the most egregious voter suppression tactics being employed or considered in dozens of states throughout the nation. These tactics include elimination of Election Day and same-day registration, reductions in early voting periods and absentee voting opportunities, and new restrictions on voter registration drives. These measures could prevent millions of eligible voters from exercising their constitutional right to vote and they disproportionately affect our service members, people with disabilities, minorities, young people, seniors and low income Americans. As we approach the 2012 presidential election, we should be encouraging more, not less, voting by the American people. In the 2008 presidential election, about 3 million Americans were turned away from the polls due to voter registration problems. And an estimated 51 million Americans eligible to vote are not registered. Still there are those who are determined to keep even more people from voting. This is a travesty, it’s un-American and it dishonors the sacrifice of generations of voting rights foot soldiers who fought and died to guarantee every citizen the right to vote. Sponsored by Representatives John Lewis (Ga.), John Conyers (Mich.), Steny Hoyer (Md.), James Clyburn (S.C.), and Robert Brady (Penn.), the Voter Empowerment Act (H.R. 5799), would fight back by ensuring equal access to the ballot box, protecting the integrity of voting systems and mandating accountability for fair elections. Among its provisions, the bill calls for • Modernizing the voter registration system, including allowing for online registration; • Requiring universities that

Morial receive federal funds to encourage students to register; • Setting standards for operating voting machines; • Simplifying the registration process for overseas military service men and women; • Authorizing same-day registration; • Empowering the Election Assistance Commission to ensure high standards and fair elections and • Removing barriers for people with disabilities The Voter Empowerment Act is the most serious attempt to date by Congress to protect voters from the recent onslaught of restrictive voting measures that make it harder for millions of eligible voters to register or vote. In describing the bill in a recent op-ed in the Hill newspaper, Congressmen Conyers and Brady write, “The bill declares that a voter shall not be denied the right to vote unless the challenge is corroborated by independent evidence, and it also prohibits persons other than election officials from challenging a voter’s eligibility based on voter caging and other questionable challenges.” John Lewis, a veteran of the civil rights movement, who was beaten during the 1965 “Bloody Sunday” voting rights march in Selma, Ala. added, “The ability to vote should be easy, accessible and simple…We should be moving toward a more inclusive democracy, not one that locks people out.” We agree. That includes lawsuits surrounding Florida’s plan to purge ineligible voters from the rolls. Foley said. “We’re in an era of

increased litigiousness over the voting process.” He said lawsuits after Election Day may occur only if votes in a battleground state are within the “margin of litigation.” That would probably be a difference of just hundreds of votes, a result that would be rare.

and if they are working full-time, they must be treated as professionals. Listening to Ai-Jen Poo was like a blast from the past for me. My early academic work focused on private household workers. Although the Minimum Wage Act was passed during the Depression, private household workers and farm workers were excluded form the legislation until 1974. Even then, the law had so many loopholes that few adhered to it. At the same time, failure to abide by the law has tanked many a nominee for a federal appointment. Judge Kimball Wood comes to mind as a capable jurist who was snagged by her failure to take Social Security taxes out of the wages of her full-time housekeeper. Ai-Jen’s presentation reminded me how little has changed for private household workers. There are employers who deduct from low wages if there is breakage in their homes. There are others that may deduct for meals. Without intervention, the majority of 2.5 million workers take care of our

most precious assets, our children and our parents, without being paid fairly. They cook our food, and who wants someone who feels that they are being paid unfairly to cook their food? After all, even the private household workers in the pre-civil rights South weren’t always benign. In California, a piece of legislation that is similar to the New York bill is being considered. Indeed, Assembly Bill 889 passed the lower house of the California State legislature, but the California State Senate is dragging its heels. Indeed, some have so distorted the bill that they describe it as “the babysitter law,” even though those who do not work full time are specifically excluded from the legislation. Those who oppose the bill talk about their free market rights, but have blinders on when it comes to the rights of others. Unfortunately, while women are the majority of private household workers, it is also women who are the majority of those who hire, and often exploit, them. It is amazing how stuck the feminist movement has become around issues of women on the bottom. Twenty years ago there were passionate debates about housework pass along and the many ways that the women’s movement could be mutually supportive along class lines. Now, though a passionate woman is fighting for domestic workers, she is not often joined by those who have greater voice, more power, and the ability to make a difference. While domestic workers today are less likely to be African American than Latino, we in the African American community need to remember that the workplace has long been oppressive to those at the bottom. In speaking up for domestic workers, we speak up for our mothers and grandmothers, but also for ourselves, no matter what our economic status. “I Believe I Can Fly” must be read to be believed (it involves childhood dreams and melodies realized decades later). And Kelly does go into some detail about the conflicts with Jay Z during their tour, which led to Kelly being pepper-sprayed backstage and fleeing Madison Square Garden arena in the middle of a show. He can get defensive at times. “I never considered my music sinful,” he says. “For the most part, what people see onstage — R. Kelly bumping and grinding, dropping my pants, seducing women — that’s all show business. What I do onstage doesn’t mean I jump off the stage and continue my act in real life.” But Kelly’s sex life looms large over the book. He is frank about his inability to remain faithful to his girlfriends or wife. And a shadow is cast

by Kelly’s trial on child pornography charges, which stemmed from a videotape that prosecutors said showed Kelly having sex with a minor. Kelly was acquitted of all charges. The brief paragraphs where he discusses the “supposed sex tape” feel legally sanitized, and well-known stories about who leaked the tape and why are never addressed. “Certain episodes could not be included for complicated reasons,” Kelly writes in the author’s note at the beginning of the book. In this all-access, reality-show era, it feels odd for a musician as bold as Kelly not to bare all. But when it comes to Kelly’s music, “Soulacoaster” leaves a clear picture of an artist, unbowed, who still has “thousands of songs to write and sing.”

BY JULIANNE MALVEAUX NNPA COLUMNIST Ai-Jen Poo, a powerful and passionate advocate for the rights of domestic workers, leads the National Domestic Workers Alliance. Who are these folks? They are the private household workers (maids) who propped up inept women in the movie, The Help. They are the home health aides who take care of our elders when they are ill or disabled, bringing them meals, bathing them, and accompanying them to medical appointments. They are the nannies that care for children when parents are working. In some ways, they are a backbone of our economy, and yet they often have neither voice nor money. I was struck by the situation of domestic workers when I heard Ai-Jen at the National Council for Research on Women’s annual conference. While some of us focus mostly on race, she is more likely to focus on class and the many ways that public policy is made from an extremely privileged perspective. The women who stitch together a living by working two and three domestic jobs certainly don’t have the time to put their situation in context with public policy. And those who make public policy have only limited exposure to those who have to live it. Ai-Jen and the National Domestic Workers Alliance bridge that gap. The organization started in 2007, and now has representation in more than 20 states. In New York, NDWA was instrumental in the passage of the Domestic Workers Bill of Rights that went into effect in November 2010. It requires that people who work in other people’s homes for 40 hours a week or more (except for relatives and casual employees such as babysitters) must be paid the minimum wage, must receive overtime pay, vacation time, workers’ compensation and disability benefits. One might assume that some of these benefits are already written into law, and in some ways they are. But domestic workers are more likely to be treated as casual workers than as professionals,

The Work required by this Contract includes, but is not limited to, the following: 1. Mobilize to initiate the Project and mobilize for each of the Project phases and stages. Supervision, coordination and implementation of the project phasing and staging. 2. Provide Site Specific Hazards Analysis and Safety Plans and appoint a Safety Officer. Establish safe work conditions and practices. 3. Comply with the City’s Waste Management Ordinance, soil handling requirements and disposal of waste materials. 4. Comply with approved SWPPP Plans and perform periodic inspections, maintenance of SWPPP facilities and required documentation. 5. Demolition and removals for construction of project improvements, including but not limited to: concrete curbs, gutters, slabs, asphalt concrete, abandoned utilities, light poles and foundations, landscaping, trees, irrigation pipes, fencing, metal beam guard rails, concrete barriers, retaining walls, base materials, signs, bollards, and overhead cantilever sign and foundation. 6. Removal of railroad facilities including, but not limited to: ties, rails, turnouts, crossovers, ballast and subballast. The work includes salvaging selected rails, turnouts, crossovers, and other railroad materials and reusing them in the new construction as noted in the specifications and plans. Some salvaged materials will be transported and stored at the POLB storage yards. Some materials will become the property of the Contractor for legal disposal. 7. Grading and earthwork including, but not limited to: excavation, constructing fill, compacting, segregating ballast, sub-ballast, CMB, and various categories of soil materials, subgrade preparation, finish grading, and excavation and backfill of utility trenches. 8. Hire an independent laboratory to analyze soil materials for contamination. 9. Removing, segregating, stockpiling, handling, testing, and transportation of soil materials, CMB, sub-ballast, and ballast. 10. Segregating chemically contaminated materials and disposal in accordance with POLB requirements. 11. Hire a licensed surveyor to layout the work, provide lines and grades for construction and establish as-built elevations and coordinates. 12. Removing treated wood waste, handling, transportation, and disposal at a properly-licensed facility. 13. Removal, handling, transporting and unloading of concrete and asphalt concrete at the Port’s crusher site. 14. Removal, stockpiling and reuse of ballast materials, and furnishing and installing ballast materials. 15. Excavation and salvage of CMB and subballast materials, stockpiling and reuse. 16. Obtaining CMB materials from the Port’s crusher site, hauling and placing CMB and subballast materials, and compacting them to the specified lines and grades. Additional CMB and subballast materials will be furnished by the Contractor. 17. Install geogrid and geotextile fabrics. 18. Constructing concrete curbs, gutters, footings, foundations and slabs. 19. Furnishing and construction of piles for retaining wall foundations. 20. Constructing reinforced concrete retaining walls, stairs, barriers, cable railings and mini-mesh fencing. Use of precast concrete for some retaining walls is an alternative. 21. Removal of abandoned utility lines, ducts and conduits. Coordinating with others for additional pipe removals. 22. Install shoring for construction of retaining walls and trench safety protection, and subsequent removal. 23. Construction of AC base pavements, finish pavements and pavement seal treatment. 24. Pavement cold milling and constructing asphalt concrete pavement chip seal and asphalt concrete pavements and overlays. 25. Installation of metal beam guard rails and replacement of metal rails. 26. Installation of storm drains, catch basins, manholes, BMP facilities, track under-drains, cleanouts and transitions. 27. Installation of railroad tracks, turnouts, crossovers and automated switch controls, some of which will be salvaged from the existing facilities and some will be constructed with new materials furnished by the Contractor. The work includes construction of bumping posts and derails. Testing of concrete ties is a deductive alternate bid item. 28. Modifications to Central Train Control – Ocean facilities and construction of automated switch mechanisms. The work includes construction of electric power conduits and conductors to the automated switch machines.

Installation of pavement striping, crash cushion, markings and signage. 38. Demobilization and clean up of the job sites as the work progresses. 39. Furnish railroad materials and storage for future use. Additional to be furnished includes rails, ties, fasteners and OTM, and special trackwork. These items include storage at the designated yard shown on the plans. NIB -4 Contract Time and Liquidated Damages. The Work shall be completed within 580 Calendar Days as provided in Paragraph SC - 6.1 of the Special Conditions, from the date specified in a written “Notice to Proceed” issued by the City and subject to adjustment as provided in Section 3.1 of the General Conditions. FAILURE OF THE CONTRACTOR TO COMPLETE THE WORK WITHIN THE CONTRACT TIME AND OTHER MILESTONES WILL RESULT IN ASSESSMENT OF LIQUIDATED DAMAGES IN THE AMOUNTS ESTABLISHED IN THE SPECIAL CONDITIONS SECTION 6.3 – LIQUIDATED DAMAGES. NIB -5 Contractor’s License. Each Bidder shall hold a current and valid Class ”A” California Contractor’s License to bid this Project. NIB -6 Contractor Performed Work. Escalating tensions on Capitol Hill are likely to intensify as the Supreme Court rules later this week on Obama’s health care law and lawmakers face June 30 deadlines on a crucial transportation reauthorization bill and a scheduled rise in student loan interest rates. The pattern of investigations by Republican-led House panels recalls the many congressional probes during President Bill Clinton’s administration. They ranged from the Monica Lewinsky sex scandal, which led to an impeachment vote by the House, to probes of the suicide of White House aide Vince Foster, the Clinton's Whitewater property dealings in Arkansas, Hillary Rodham Clinton's investment gains, the workings of her health care task force and the mass firing of the White House travel office. “There were 80 different investigations roughly between 1995 and 2001, and that doesn’t include the later investigations of Clinton’s 11th-hour pardons and gifts,” said Paul Light, professor of public service at New York University. He noted that some of the same committees that relentlessly investigated Clinton are now pursuing Obama. Light called the gun-trafficking probe and the contempt of Congress threat against Holder “a highly partisan effort to create a big issue for the 2012 election to undermine Obama's credibility through this particularly flawed operation.” But he also suggested that Obama’s use of executive privilege “makes him look like he might be hiding something.” In any event, Light said such politically charged probes can “tarnish both the president and Congress.” It isn’t only Republicans who investigate. When Bush sat in the Oval Office, congressional Democrats launched high-profile probes of the secret deliberations of Vice President Dick Cheney’s energy task force and the Justice Department’s 2006 midterm firing of nine U.S. attorneys. The myriad investigations of the Clintons, however, transpired against a far different backdrop than now. “In Clinton’s time, the economy was relatively good and getting better. In Obama’s time, it’s relatively bad and getting worse,” said Doug Schoen, who served as Clinton’s pollster and who has criticized Obama’s economic performance. “The picture of intransigence coming out of Washington is not helpful to the president,” Schoen said. And, borrowing a Watergateera term, he added: “Stonewalling can’t help Obama. I’m not sure it will hurt him, but it certainly can’t help him.” The strictly party-line contempt recommendation came last week from the House Oversight and Government Reform Committee, even though its chairman, Rep. Darrell Issa, R-Calif., later acknowledged that Congress has no evidence

Last year, many Black newspapers published Bakewell’s open letter to Toyota criticizing the auto giant for placing ads in White-owned media thanking customers for standing by it during a safety recall, but bypassing Blackowned newspapers and advertising agencies. Where was Toyota’s loyalty to its African-American customers, Bakewell asked, rhetorically. He added, “Thanking their customers is a smart move on Toyota’s behalf and one that I applaud. However, we can’t overlook the fact that Black people represent almost 10% of Toyota’s American market share, and with a $1.2 billion annual advertising budget, it is not unreasonable for the Black Press to always expect to have a stake in Toyota’s advertising (including Black advertising agencies). Nevertheless, Black newspapers were left off Toyota’s latest marketing campaign, sending a clear and direct message that the Black consumer is still being taken for granted and Black people are still being disrespected and undervalued.” Toyota got the message and began advertising with Black media. “Toyota since then has been a very good partner,” Bakewell stated. He listed other NNPA partners – AT&T, Nielsen, General Motors, Ford, and Wells Fargo – who came aboard without any acrimony. “We represent 25 percent of the market share of many of these companies,” Bakewell explained. “They have billion dollar budgets and can’t advertise with us. How does that make any sense?” Bakewell spoke of the unique role the Black Press plays in America. “Our responsibility is not just printing our newspapers,” he said. “Our responsibility is making life better for our people.”

Physicians. They were released Wednesday at the National Athletic Trainers Association annual meeting in St. Louis. NCAA has policies echoing some of the recommendations and is evaluating the others, said David Klossner, the NCAA’s director of health safety. “We’re supportive of the effort to address these issues that they raise,” he said. The guidelines challenge “the old

athletic mentality that if a little bit is good, a lot must be better,” said Jim Thornton, president of the trainers’ association and head athletic trainer at Clarion University in Clarion, Pa. Thornton said the new advice highlights the need better oversight in high schools, too. Many high schools have no athletic trainer and practices for many sports often take place without anyone trained in first aid present, he said.

“It’s like dropping a kid off at a swimming pool with no lifeguard,” he said. Many of the athlete injuries cited involve a muscle-damaging condition called exertional rhabdomyolysis, rhabdo for short. Intense exertion can cause muscle cells to leak enzymes and protein into the blood. Symptoms include extreme muscle pain and dark urine. Severe cases can lead to kidney failure and sudden death.

Avoiding sudden, intense exertion and drinking plenty of fluids can help. Reported cases include 13 University of Iowa football players hospitalized last year after a too-strenuous offseason weightlifting session and 12 Oregon high school football players treated in 2010 after an intense preseason workout. “Working athletes longer and harder is not exercising smart,” said Holschen, the Chicago physician.

In Monday’s 5-4 decision, the high court said life without parole for juveniles violates the Constitution’s ban against cruel and unusual punishment. More than 2,000 people are in U.S. prisons under such a sentence, according to facts agreed on by attorneys for both sides of the case. It’s possible that some inmates will win immediate release. Judges could also impose new sentences carrying a specific number of years and a parole review. Some inmates could still be kept locked up for life. “Judges have options,” said Deborah LaBelle, a lawyer in Ann Arbor, Mich. “The Supreme Court said to look at juveniles individually: their age, family background, peer pressures, home environments.” LaBelle said she took a phone call from 34-year-old inmate Kevin Boyd, who was 16 when his mother killed his father. Boyd had given her the keys to his father’s apartment, was aware of her threats and was convicted of murder. After hearing of the court’s decision, Boyd told LaBelle that he slept “with hope on my pillow for the first time in 15 years.” Back in 1996, Saulo Montalvo was a 16-year-old getaway driver in a fatal store robbery in Grand Rapids. He never stepped into the store but was convicted of murder and sent away for life. “My mom and dad had gotten divorced, and I thought I had something to do with it,” he said of his teen years. “I placed this burden on myself and began to act out. I gravitated toward people who were into minor crimes, drinking and smoking marijuana, and sought their acceptance. ... I was so broken by what I had done.” He said the victim’s family has long forgiven him. And if released, Montalvo said, he could “be a benefit to the society I left behind.” The judge who sentenced him, Dennis Kolenda, didn’t like the punishment but had to follow the law. “A community that’s got a soul has
