Many of these communities depend on summer tourism to remain viable, and with water levels at a “new normal”, it’s time to do something about it. grant FUNDING & ADMINISTRATION

LaBella helped the Town of Perinton obtain $551,000 to implement Canal waterfront improvements.

Supporting local communities has long been a priority at LaBella. We have been serving municipalities since our inception in 1978, and are constantly on the lookout for programs that will help achieve your community goals with as little financial impact as possible. We help communities with a variety of community and economic development funding opportunities including grants for waterfront improvements, infrastructure, downtown revitalization, economic development and planning from multiple state and federal funding sources.

Our team has obtained over $465 million in aid on behalf of our clients for a variety of waterfront, infrastructure, and economic development projects. But, we don’t stop at obtaining the funding. We also assist the grantees in administration of approved grant projects by providing hands-on guidance to help with implementation of the

Michael Kopy, the Governor’s Director of Emergency Operations said, “We need to start looking at this flooding as the new normal”. Our civil and structural engineering teams work together to ensure your shoreline is restored and able to withstand these new conditions.

public outreach

In order to restore your shoreline, we assess the soil composition, determine the velocity and wave action of the specific body of water, evaluate the structural and/or vegetative armorment techniques, and then take all of that information to design a new, hardened shoreline that complies with regulations set for the “new normal” water levels. Existing utilities such as public water, sanitary sewer, septic systems, roads, sidewalks, and culverts will all be evaluated and restored, if necessary.

GIS ANALYSIS

We provide water quality testing and monitoring, and erosion and sediment control design and can perform repairs to any damaged flood walls.

GIS is a dynamic way to record, store, and view a variety of information about infrastructure facilities. Our team can provide infrastructure inventories, mapping services, and GIS Viewers for your community’s public website.

Our team can rehabilitate or replace bridges, design retaining walls and slope stabilization, hydraulic analysis, and do culvert analysis & design. Successful bridge projects do not merely provide safe crossing—they minimize impact to the environment, the public, and the taxpayer. We keep public and private roads high and dry, from small, single-span structures to complex multi-span bridges on the interstate system. Our engineers are equally adept at working with small municipalities on innovative rehabilitation as they are at completing full highway interchanges under heavy traffic conditions. Our practice has encompassed historic truss bridges, changeable rivers, and pedestrian thoroughfares.

PHASE I & II Environmental site assessments (ESAs) Environmental professionals at LaBella can complete both Phase I and Phase II ESAs on potential project sites. Phase I includes a thorough review of a property’s past and present usage to identify contamination or other causes for concern. After a Phase I is complete and indicates there is a likelihood of site contamination, a Phase II will be undertaken. Phase II ESAs are investigations which collect original samples of soil, groundwater or building materials to analyze for quantitative values of various contaminants.

Five CLEAR (Coastal Lakeshore Economic and Resiliency) planning zones have been established along the coastline. $300,000 has been designated by the state per each of the five identified regions/counties to repair shoreline areas along Lake Ontario. We assist a variety of clients in carrying out required environmental reviews for small and large projects. Some projects are controversial, requiring coordination between multiple agencies, complex impact studies and extensive efforts to involve and inform the public.

In addition to our SEQR/NEPA expertise, we have led many projects through the historic and archaeological review process. We are familiar with both Section 14.09 and Section 106, and State and Federal agencies which are required to engage in a formal consultation with the State Historic Preservation Office (SHPO). Our coastal engineers understand water levels, wave dynamics, circulation, and sediment transport. We provide detailed desktop modeling of wave climate and propagation to determine the most cost effective design strategies, and we have developed some of the most innovative shoreline armoring systems and channel modification strategies to passively redirect sediments to greatly reduce dredging demand. We are internationally recognized for our knowledge and experience in nearshore hydrodynamics, arctic and ice processes, harbor tranquility, breakwaters, fixed and floating marine structures, dredge material disposal, shore protection, port planning, marina design, and risk analysis. Our coastal engineering team is led by Jack Cox, PE, D.CE, D.PE, D.NE, who has authored more than fifty coastal and marina related technical publications and is an inaugural Diplomate in the Academy of Coastal, Ocean, Port, and Navigation Engineers.
