After April 30: Single room: USD $720 per person. Double room: USD $610 per person. The registration fee includes: transportation airport-hotel-airport on May 23, 24, 28 and 29. Lodging in double or single occupancy (according to selection) checking in on May 24th and checking out on Saturday 27th, meals, event registration, conference materials, cultural activities included in the program and visit to YMCA programs. Not included: Air fare, travel documents (passport, visa) travel and medical insurance, room and board on dates different from conference schedule, personal expenses, optional tour or any other expenses not listed in this newsletter.


Subsidies LACA will have a limited number of subsidies. Subsidies’ policy is included on the last page of this newsletter. Extra day(s): Single room: USD $80 per person. Tour to Canela and Gramado May 28 and 29 (optional): Single room: USD $130 per person per day. Double room: USD $100 per person per day. Includes: round transportation to the Cities of Canela and Gramado, lodging according to preferred selection on May 28 and/or 29 (checking out on May 29 or May 30), meals and cultural activities included in the program. He contested for Brazil’s National Bank and in 1985 became president of Porto Alegre’s Bankers Union. His political career began in 1986 when he was elected as state representative for the PT with 25,606 votes. During this period, he was the representative who presented more proposals and the representative with the highest number of proposals approved.

Guest Speakers: Honorable Mayor José Alberto Reus Fortunati Honorable Jose Alberto Reus Fortunati is a Brazilian politician and the current Mayor of the city of Porto Alegre. Mr. Reus Fortunati was born on October 24, 1955 in Flores da Cunha. He studied in public schools in Flores da Cunha and Caixas do Sul during his childhood and adolescence. During this time, he worked in a drugstore to pay for transportation and books. During his adolescence, he participated in the Boy Scouts movement. In 1974, he moved to Porto Alegre becoming one of the founding members of the Association of the Students House of the Federal University of Rio Grande do Sul (UFRGS). He was President of the Board of Students of Mathematics and member of the DCE. From 1979 to 1982, he participated in the popular movement in the communities of Grande Cruzeiro do Sul, delivering literacy programs for adults using the Paulo Freire’s method. In 1980, he joined the Workers Party (PT). José Alberto has a degree in mathematics, public administration, business administration and law from the UFRGS.

In 1990, he was elected as a national Congressman and reelected in 1994. As the leader of his party, he was considered one of the most influential leaders by the Parliamentary Counsel Department (DIAP) during three consecutive years. In 1997, he became Deputy to the Mayor of Porto Alegre coordinating social policies for the city. In 200, he was elected alderman with 39, 989 votes and became Chair of the Municipal Camera of Porto Alegre. In 2002, he joined the Workers Democratic Party (PDT). In 2003, he was Secretary of Education of Rio Grande Do Sul. During his tenure, the State of Rio Grande Do Sul was recognized as the State with the best quality on education and the best network of public junior high schools. At the end of 2006, he worked as Secretary for Urban Planning where he led the public debate on developing a new Urban Plan for the City. In 2008, together with José Fogaça, he was elected as deputy to the Mayor of Porto Alegre and was appointed as Secretary for the World Cup in 2014 in Porto Alegre. In March 2010, with José Fogaça’s resignation, Fortunati became interim Mayor until the end of the period in December 2012. In October 2012, he was reelected as Porto Alegre’s Mayor in the first round with 517 969 votes, representing 65.22% of the total votes.


PORTO ALEGRE On the banks of the huge freshwater of Lake dos Patos, Porto Alegre is southern Brazil’s most important port city and a key player in Mercosur (the South American free-trade agreement). The downtown area has benefited from a thoughtful approach to development, including the creation of transportation hubs and the preservation of much of its grand, neoclassical architecture. A long tradition of progressive politics has helped nurture vibrant arts and alternative music scenes. We are waiting for you!


GRAMADO AND CANELA (OPTIONAL) In the Gaucho Highlands in southern Brazil are the charming towns of Canela and Gramado. Traditional European cities located between valleys, forests, mountains, and waterfalls, and only 120 kilometers from Porto Alegre style. Both cities share a wonderful natural setting, full of adventures and activities for those who love ecotourism. In addition, its typical european style, picturesque mountain architecture and different cultural and gastronomic traditions, make these cities very different from the Brazilian carioca imaginary to which we are accustomed. In short, Canela and Gramado offer world-class restaurants, cafes, museums and shopping, as well great places to relax and get away from the bustle. SUBSIDY POLICY The Latin American and Caribbean Alliance of YMCAs has established a fund to assist with the participation of National Movements in the Annual Conference and Meeting of the Executive Committee Brazil 2016. The fund aims at ensuring that all Movements have an opportunity to contribute to delivering a shared agenda for the region. Subsidies will be granted based on the following criteria: - The National Movement must complete and submit subsidy form, signed by the National General Secretary, and attach the beneficiary’s resume by April 15th. - The Movement should state how the Association would benefit from the beneficiary’s participation in the event. - The YMCA must be current with its 2015 fair share at time of application. - The subsidy will only cover registration fee and lodging in shared occupancy during the dates of the event. - National Movement requesting subsidy support will commit to actively engage in the strategic planning process and development of a shared vision for the region. - Only one subsidy will be granted per country. National Movements may receive additional funding or support for a second delegate should addi tional funds become available. Priority will be given to the participation of the following delegates: - Youth under age 30. Preference will be given to those who participated in regional or international programs (YGOR, YMCA Lideres, Pasaporte, Change Agents, etc.). - Members of thematic networks or delegates with active participation in regional initiatives. - Delegates from National Movements experiencing economic hardship. LACA’s Board Chair, Treasurer, and General Secretary will review all applications and assign subsidies based on the above criteria, available funds, and number of requests received. Final decisions will be communicated in writing on April 30th. The final list of approved subsidies will be presented to the Executive Committee and will be available to all National Movements upon request. Any exception will be documented, justified, and presented to the Executive Committee.
