Town budget approved

By Adrian Sharpe La Conner Town Council adopted the town’s $5.1 million budget last week on a split vote 3-2.

Council members Stewart Welch and Dan O’Donnell voted against the budget, stating that they needed to see a printout before approving.

“What we’ve seen is all preliminary,” said Welch after the meeting. “In theory, I’m all on board, but I need to see the hard copy.”

An agenda packet distributed to each council member before the meeting contained a copy of the projected budget.

The council has had four special study sessions with town Finance Director Lorraine Taylor walking the council members through the budget.

The fourth of those workshops was requested by Welch and the rest of the council members during their Nov. 13 meeting and was held one hour before last Tuesday’s regular session. Welch and council member John Leaver MERRY GRINCHNESS – Santa Claus and the Grinch reached a friendly accord on Saturday during the annual La Conner Tree were not in attendance.

Cash mob strikes town

By Nick Damski More than a dozen La Conner residents came together on Friday to boost the town’s small businesses in the local operation Cash Mob on Friday.

Born of the Flash Mob cultural theme wherein groups of people arrive unannounced at a predetermined location to perform a choreographed routine in the hopes of inspiring an uplifting community experience, a Cash Mob focuses more on spending locally in an economy that encourages many to look for deals at big box stores and the like.

According to cashmob.com, the movement’s home on the web, they seek to “storm the doors of a preselected momand-pop business that is often a cornerstone of a community and its history.”

Mel Damski, Shelter Bay resident and a columnist in this newspaper, said he “heard about Cash Mobs listening to National Public Radio and thought it would work well in La Conner.”

He brought the idea to Tom Culver, proprietor of the Pressgang art gallery and retail space on First Street, who says he took on the role of promotion “by creating buzz via social networking and word of mouth.”

Organizers thought that Next Chapter bookstore would be the perfect venue to launch what they hope will become a town tradition, as bookstores are particularly vulnerable to online sales in the current market.

Moreover, they felt the business carries many inexpensive options for a variety of tastes — the Cash Mob model recommends a budget of $20 per participant.

Ordinarily, the event would be a surprise to the business chosen. But since many of the town’s shops close at 5 p.m., the La Conner Cash Mob organizers announce their plans in advance to make sure the targeted business stays open late enough to accommodate the festive customers.

Last Friday the mobbers met at Washington Sips at 5 p.m. and then walked down to the Next Chapter.

Bookstore owner Lisa Nielsen said she was thrilled. The mob doubled her daily sales — a huge boost for a small business in this economy.

Nielsen said being mobbed was “more than just a financial bump, it’s a morale booster” to have “a lot of our regulars and other business owners participating.”

For participants, the event was also a fun get-together — after the bookstore shopping spree, the group reconvened at the Station House for more camaraderie.

The enthusiastic response doesn’t surprise Marci Plank, executive director of the La

Conner Chamber of Commerce, who said she often sees locals frequenting La Conner’s small businesses.

It seems the Cash Mobs are a natural fit for the town, offering an avenue for residents to express their natural inclination to support local store owners and have a good time doing it.

That Mel Damski got the ball rolling “was fantastic,” Plank said. Now, “someone else will need to step up to make sure it’s fair and all the parties are happy...it’s great fun, a wonderful concept, and everyone I talk to wants to be next!”

In the 2013 budget approved by council members Leaver, Jacques Brunisholz, and Cindy Tracey, a new fire truck, a flood wall, a new lab for the waste water treatment plant, and repairs to the Benton Street stairs are some of the big expenditures included.

The boardwalk, which is in its first phase of construction, is funded through grant money and accounts for $513,000 in the new budget.

The town’s money-making compost operation will help to fund the proposed flood wall as well as other town operations next year.

La Conner water rates will rise again to fund operating and capital costs, including a scheduled 2014 replacement of a portion of the large water main that serves the town.

Also, the town, which purchases its water from Anacortes, was back billed by that city $40,000 for water it bought in 2009 through 2011. To pay off the debt, reserve funds are being used, and that money must be replenished.

Thanks, Mel, for your thoughts on the Middle East. There’s not been much rest for the Jewish community since 200 BCE, when it was founded. I thought the 1948 UN decision was very, very wrong as well.

Kiwanis Apple Cup Challenge

La Conner Kiwanis Apple Cup Challenge ended the day after Thanksgiving with the Apple Cup game.

The Cougars won not only that game, but also garnered the most money for the annual scholarship.

Huskies fans two years in a row have won the right to have the scholarship given to a La Conner senior planning to attend the UW. This year Cougar fans prevailed, and a student planning to attend WSU will receive the scholarship.

A big heartfelt thank-you to our sponsors who were listed on the Apple Cup banner, and thank you to all the community members who bought raffle tickets and supported their team in this friendly competition.

Lady Braves cover all angles in non-league hoop debut

By Bill Reynolds The La Conner High Lady Braves were on top of their game — inside and out — in an impressive season debut Tuesday at Landy James Gym. La Conner (1-0) routed Lakewood 64-29 as Anna Cook and Alyssa McCormick dominated play in the paint, while Katie McKnight ruled the perimeter.

McKnight hit eight of 13 shots from the floor, including a deep trey, en route to a team-high 19 points.

McKnight looked in midseason form, deftly meshing jumpers from an array of angles.

Cook (11) and McCormick (10) also finished in double digits for the Lady Braves, who shot nearly 50 percent from the field and were never seriously challenged.

Cook was five of nine from the floor. McCormick sank four of her seven shots.

Eight La Conner players reached the scoring column as the victors displayed crisp passing unusual for a season opener.

Katie Novak (8), Kelley McClung (8), Taysha James (3), Lauren Reynolds (3), and Carly Anderson (2) joined a balanced Lady Braves’ point parade.

Aubrey Stewart (4) and Emma Christianson (2) combined to grab a half-dozen rebounds, with Stewart also forcing a pair of Lakewood turnovers.

“The depth of our roster is definitely an asset,” La Conner head coach Scott Novak said afterward. “It allowed us to play with a lot of intensity.”

“For our first game,” he stressed, “this was a pretty good outing.”

As evidence, he pointed out that 11 of La Conner’s 25 field goals came via assists. That meant the Lady Braves were patient running their half-court offense and were willing to make the extra pass to find open shooters.

They also took advantage of Lakewood miscues to score in transition.

McClung and Reynolds passed off for four buckets apiece, while Katie Novak, Christianson, and Anderson each recorded an assist.

The play of James was especially encouraging, said coach Novak, given that she is returning after missing all last season — a year in which the Lady Braves were Regional qualifiers — with a serious knee injury.

James was solid defensively and on the glass, plus provided the Lady Braves another scoring option in the post.

The rout of Lakewood served as a tune-up for a full slate of nonleague home dates this week.

La Conner hosted Nooksack in late Tuesday action.

The Lady Braves entertain Coupeville tomorrow night, Thursday, and Mount Baker on Friday.

La Conner guard Spencer Novak led the way with a gamehigh 28 points, including 17 of 21 free throw attempts.

Novak was able to repeatedly drive the lane, draw contact, and make Lakewood pay by draining the ensuing charity tosses.

As a team, La Conner was 29 of 39 from the foul line.

Lakewood’s focus on Novak backfired in other ways as well.

A superb passer, Novak was able to dish off to open teammates when Cougar defenders converged on him.

That allowed Novak to deliver a team-best seven assists, the primary beneficiaries being frontliners Jonah Cook and Tyler Howlett and perimeter shooter Colby James.

Howlett, coming back from a serious ankle injury a year ago, filled the stat sheet.

He scored 17 points on sevenof-11 shooting from the floor, while burying three of four free throws. He also pulled down a dozen rebounds, recorded five steals, and assisted on two La Conner buckets.

The 6’-8” Cook showed a nice shooting touch in the paint, missing just two of his eight shot attempts. During my first foray as a journalist, as a sports reporter for my high school newspaper, I was given the classic example of what makes a good story: Dog Bites Man is pretty common, but Man Bites Dog, now that’s a story ...

I went on to become sports editor of my high school and college newspapers, I had a brief stint as a copy editor for the “Boston Globe” and worked as a sportswriter and then general assignment reporter for “Newsday” in New York.

I never achieved the ultimate newspaper job, editor in chief, until last week, when I gave Sandy Stokes a much-needed week off and ran the editorial side of the paper alongside Cindy Vest, who is co-publisher with Sandy and handles the production side of putting out the paper.

Sandy doesn’t actually call herself Editor in Chief, just editor, so forgive me the indulgence.

Editor in Chief has such a nice ring to it.

One of my duties was to assign stories, and that came very naturally. Roberta Nelson, our 90-year-old lifetime La Conner resident, has wonderful remembrances about her life and times here, and I had encouraged her to put them into an occasional column, and that she did. I actually felt honored to run Roberta’s first “Dear to My Heart” column, which Cindy laid out beautifully.

Speaking of layout, we used to actually print out the stories and paste them up on a piece of cardboard the last time I was an editor. That has changed so much in the computer and digital age, and I found myself often getting lost in cyberspace as I tried to navigate through Sandy’s files and programs in her desktop computer.

As editor in chief, I walked around town with my ears perked up and came up with some now and future stories just from picking up pieces of conversation.

I stopped in to see Mayor Ramon Hayes at his jewelry store, and he told me about an important countywide meeting that became our lead story.

And at my first Town Council meeting, there were stories galore: La Conner owes Anacortes $40,000 — holy cow! The intersection at Morris and Maple is non-conforming, and everyone in town seems to have a story about a near miss, with confused tourists entering this strangely asymmetrical confluence of small-town traffic.

The meeting was inspiring to me. The council members are putting in a lot of time for very little salary, and they are passionately wrestling with issues that will determine the future of our town. Mayor Hayes and Town Administrator John Doyle and his staff are strong calming influences, who are able to make sure that all of this is done in a legal and professional way.

When the papers showed up from the printer early Wednesday morning, it was gratifying to see all of that hard work distilled into something that I have always admired and should never be taken for granted — a mirror on our local community told by vigorously protected and defended free speech.

If that sounds pretentious. what did you expect from a now former editor in chief?

As I packed up the mess I had made on Sandy’s desk, a woman came in with her small dog. She told me that she was a fan of my column and that made me smile.

When I walked past her dog, the little bugger bit me on the ankle, and that made me mad.

I wanted to bite him back. Now that would have made a story!

Polo Club helps Library

By Abel Luis Estraviz La Conner Library Thrift Shop was the recipient of a large donation from the Northwest Polo Club.

Among the donated goods from Northwest Polo Club were K2 skis, a snowboard, and a full weightlifting work bench.

Harry Hart, III, who is a Skagit Valley native, is president of the Northwest Polo Club and made the drive from Seattle with the donated goods.

The thrift store opened in the former hardware store at 520 Morris Street, and profits go toward the new library building planned for the site.

“The strength of a community can be found in its library and educational system” Hart said.

Hart and the polo club’s cofounder, Abel Luis Estraviz, plan to establish and construct a polo club and are considering La Conner as a location. Estraviz played in the Governor’s Cup held at the La Conner Polo Club grounds near town on George Dill’s farm.

“It’s a charming town, with so much to offer visitors, from beautiful views, to lovely shops, and I, of course, have to mention the amazingly welcoming people,” said Hart.

Anyone interested in getting involved with the La Conner Library can drop by the Library Thrift Store.

The Washington Chapter of the Nature Conservancy is headquartered in Seattle, with conservation programs focused on Puget Sound, the Washington coast, Eastern Washington forests and Washington’s sagelands.

Stevens replaces Karen Anderson, who resigned earlier this year to have more family time with her young children.

He will oversee a staff of 73 and an annual budget of about $18 million.

Puget Sound Energy fined

State regulators have fined Puget Sound Energy (PSE) $430,000 for improperly charging residential disconnect-visit fees to electricity and natural gas customers.

The investigation into Puget Sound Energy’s records showed customers being improperly charged for disconnect fees dating as far as 2009. PSE employees can only charge the fee if they are dispatched to the residence to disconnect electric or natural gas service, and once there, collect a payment to stop the disconnection. In the investigation, it was revealed that PSE was charging this fee when its employees left a 24-hour termination notice or attempted to collect a payment.

The investigation also found PSE was making house calls solely for the purpose of attempting to collect a payment on delinquent amounts owed by customers.

In addition to the penalty, the utility has now refunded the $13 improper disconnect-visit fees to more than 9,000 customers.

Puget Sound Energy has agreed to cease these collection visits, and they are not allowed to pass any of the penalty costs to customers through rates. For affected PSE customers who could not be refunded, the utility agreed to contribute an amount equal to the refund to the PSE HELP, the company’s lowincome assistance fund.

The UTC is the state agency that regulates private, investorowned electric and natural gas utilities in Washington. It is the commission’s responsibility to ensure regulated companies provide safe and reliable service to customers at reasonable rates, while allowing them the opportunity to earn a fair profit.

This is the second year in which a local resident has generously donated a tree from their property for the town to use as our centerpiece for December.

Many people contributed to the festivities Saturday night including: Town of La Conner Public Works for picking up the tree and installing and decorating it; Brian Fraser and the high school band for all the holiday music; Georgia Johnson and her high school class for making all of the beautiful cookies; Lori Buher from the high school for dispersing cookies and cheer; Pauline Smith and her staff from La Conner Retirement Inn for the delicious peppermint hot chocolate to keep our hands and insides warm; La Conner Kiwanis for the tents; the businesses around Gilkey Square that allowed kids and adults to come in and get warm; and, of course, Santa Claus for lighting the tree with help from many of his “elves” and hearing all of their wishes.

Oh, yes, the Grinch shook hands with Santa and caught the Christmas spirit!
