Industry CONNECTING COMMUNITIES Remediation: Sites

The Dilemma:

In order to properly create an effective design we must first address the many factors which influence the Boise Central Bench. • Historically the Central Bench has been the Industrial hub of the Boise Greater Area. • The Tank Farms have become a void occupying a pivotal center within the Central Bench. • There is pressure to accommodate increasing population of looking for more affordable options than the Downtown area. • There is a weak East West connection • Tanks are limited by an established pipeline • Industry of all types prove job opportunities to a growing city. • However, gas storage facilities are not equipped to simply pick up and move. • Energy is changing and the land currently used by energy companies will reflect that change, we must prepare for this. • The land requires remediation before any proposal of reuse. • Tank Farms are not proportional to their surroundings. • Poor walkability around existing industrial o High Heat o Missing Sidewalks o Lack of Tree Coverage This proposal looks to reconcile the fiscal integrity of all types of industry as well as accommodate a growing community with diverse cultural values in the Boise Central Bench.

Vision:

The Central Bench area has vast potential in becoming an economically viable and social community which exemplifies the values of the Boise residents. This vision would include: • Green Belt brings people from the Downtown into the Central Bench • Curtis will help connect the International Market with the Hospital • Emerald and Morris Hill will accommodate a stronger East West connection The goal is to create an Economically Viable and Social Community through small production companies, galleries and start up restaurants housed in Modern Industrial styled buildings. • Innovative Design and Production Companies • Craftsman Galleries • Start Up Restaurants Site specific interventions rooted in experience paying homage to Boise History and existing Boise Culture. • Tank Art • Sculpture • Murals

Design Process:

San Luis Obispo Tank Farm, California

• Operated from the early 1900s until the 1990s as the accumulation point for the petroleum pipeline in San Joaquin Valley • Land remediation and wetland restoration set to occur over a 3 year period • Creation of caps and natural biodegradation evaluated as sufficient for remediation of contamination

Programing: In order to smooth the transition of the Central Bench into a thriving community there will be a heavy dependence on the enforcement of time frames and key development strategies. As the energy industry changes we propose the removal, repurposing or relocating of the tank farms. The land in which the tank farms occupy is key to increasing connectivity within the Central Bench. If a thriving modern industrial industry is created along the edges of the existing Tank Farms then the Tank Farm area once abandoned will have an increased economic value based on their proximity to their thriving neighbors. This will encourage the economic investment to be put into remediation of the land which the Tank Farms currently occupy. Art permeates all disciplines and is therefore central to programming. Art can be the catalyst needed to excited social change. Transitioning the existing forms must be considered. For example the cylindrical pipe structure of the tanks provide opportunities for new designs.

INDUSTRIAL PARK The industry can be very unsightly, due to the massive size of the equipment used by business owners within the area. An effective way to make the industrial area more approachable is to install large objects that are creative and interesting, giving the impression that large objects aren’t always imposing. Large art pieces would be appropriate in this location because of the large amount of open space that is available.

Located just near the Alphonsus hospital, this art implimentation would act as a unifying space between the health district and the industrial area. A wellness garden could serve as a destination point for relaxation and calming for local residents and patients recieving care from the hospital. This space would help develop a positive relationship between the Alphonsus hospital and business owners within the industrial area of the central bench.

TOWN CENTER ART SCULPTURE

INDUSTRIAL INTERSECTION

Historically, the industrial area was a place where people and businesses came together. Continuing the history of the central bench is important when making any development changes. An art sculpture is proposed for this location to act as a time capsule in the heart of the industry. This art piece can be an example of something that never changes as this space transitions throughout time.

With the proposed extension of the greenbelt, a safe intersection crossing at Curtis and Morris Hill is required. This area is recommended for an art installation that captures the identity of the industrial district and their contribution to the central bench both historically and currently. This intersection is the vehicular center of the industrial district and would get much recognition from users of the greenbelt and vehicles using a completed street along Curtis.

RECREATIONAL ART Art placed in this location would act as a recreational and educational opportunity for people to interact. This space would help refugees in the area to meet new people within the central bench and is also located very close to the international market. Having an interactive art piece would also attract people from Franklin street and onto the greenbelt, which would encourage walkability.

TOWN CENTER PLAZA Our vision later in the phasing of development (40-50 years), would propose relocating the town center art sculpture into an interactive plaza that celebrates and recognizes the history of the industrial district. This sculpture would be a great reminder for the community of the positive growth that has happened in the industrial district.

CURTIS STREET ART MEDIAN

LINE OF MOTION

This art implementation is a strategy to create more vehicular traffic along our proposed “complete street” up Curtis to the industrial intersection. Drastic height variations along Curtis street from the use of trees, shrubs and art pieces visually create a line of motion as a car is driving by. This would also help prevent jay walking across Curtis and would encourage people to use the industrial intersection or crosswalks for safer walk-ability in the area.
