CUPA PERMIT REQUIRED THRESHOLDS All businesses in the City of Los Angeles that store, handle or use hazardous materials in reportable quantities at any time throughout the year must obtain a CUPA Permit. In addition to obtaining a permit, each business must submit a Hazardous Materials Business Plan (HMBP) in CERS. The business plan assists emergency responders to plan and handle emergencies involving hazardous materials. The main program objective is to safeguard the lives of emergency responders, the public, and to minimize property loss.
