Plans for an indoor shooting range in the business park were unanimously approved Tuesday night by the City Council. While Second Amendment rights were mentioned once or twice during the public hearing, most of the discussion centered on whether the range will have enough off-street parking. Ultimately, the council agreed to a staff suggestion that there be at least one parking place for each
of the range’s 17 shooting lanes, plus four spaces for employees. The 21-space requirement was well within the 32 spaces proposed for the range, at 12150 Flint Place, northwest of Gregg Street. Councilmen Dave Grosch and Jim Cunningham each wondered if the one-spaceper-lane rule will be enough and said they’ll monitor the situation closely once the range opens. Grosch also noted that the standard will also be a factor when the council See RANGE, Page A11
New signal software predicted to smooth out commutes BY STEVE DREYER

A city official is predicting that morning and afternoon commuter traffic along Poway Road should run smoother now that traffic lights have been synchronized. This week’s activation of new computer software controlling the lights at nine intersections, plus two more nearby ones, should make driving down the city’s major street less time
consuming, said Bob Manis, development services director. All nine of Poway Road’s signalized intersections are included in the program, along with the intersections of Community Road and Civic Center Drive and Pomerado Road and Oak Knoll Road, Manis said. Similar synchronizations later this month will improve traffic flows along Community Road, Twin Peaks Road and a portion of Espola Road, Manis
said. The computer software was developed by a consultant following cityconducted surveys of morning and evening traffic flows, Manis said. The project began last fall. Each traffic light can be controlled from the traffic office at City Hall, Manis said. The synchronizations will be in effect Monday through Friday, between 6:30 and 9:30 a.m., between 11:30 a.m. and 1:30 p.m. and between
3:30 and 6:30 p.m. The system will not be used on weekends. By the end of the month, the program will be expanded to include Community Road, Twin Peaks Road and Espola Road, between Del Poniente Road and Lake Poway, Manis said. The Espola Road portion will be programmed to reflect the impact on morning and afternoon traffic by Poway High School, he said. See TRAFFIC, Page A11

FBI agent: Furlough days loom on horizon BY ELIZABETH MARIE HIMCHAK The effect sequestration would have on the FBI was one of many topics the San Diego division’s leader recently explained in Rancho Bernardo. FBI Special Agent in Charge Daphne Hearn, who joined the agency in 1991 and was appointed to her San Diego post last June, said if enacted, those in the FBI will have one unpaid day off per two-week pay period starting in April. If it continues, starting in July they will have two unpaid days off. “It’s not going to be pretty,” Hearn said about the effect furloughs will have on the agency and its efforts to stop and deter crime. “We did not think it would get this far. We do not have a complete plan,
DAPHNE HEARN Special agent in charge of San Diego division but are close.” Sequestration requires $1.2 trillion in cuts over 10 years to most government agencies and programs if the president and Congress do not agree on deficit reduction by March 1 or extend the
deadline. Hearn spoke at the Feb. 12 Conservative Order for Good Government meeting about the FBI, its mission and current security threats. She said the FBI’s focus changed after 9/11, going from law enforcement to a national, intelligence-driven security service. She said alQaida remains a “top threat,” especially by Americans and Europeans who are recruited; individuals who tend to be reclusive and connect with extremists over the Internet. She said the FBI has helped deter many attacks at home and abroad. Hearn said counterintelligence is threatening since it evolves and can strike companies and universities. Economic espionage is growing and the FBI is “increasingly
BY ELIZABETH MARIE HIMCHAK Three San Diego County authors will be making their first appearance at the March 12 Brandeis National Committee’s annual Book and Author Luncheon. The authors are Margaret Dilloway, who wrote “How to Be An American Housewife” and “The Care and Handling of Roses with Thorns;” Hannah S. Cohen, who co-wrote “Women Trailblazers of California” with Gloria Harris; and Erica Miner, whose books include “Murder in the Pit” and “Travels with My Lovers.” Jill Marr, an acquiring associate agent at the Sandra Dijkstra Literary Agency, will moderate the author sessions. The event, which runs from 10:30 a.m. to 2:30 p.m., will be held for the first time
at the Country Club of Rancho Bernardo, 12280 Greens East Road, said Leslie Goldstein, luncheon chairwoman. While the event is organized by the Rancho Bernardo Chapter of Brandeis National Committee, anyone in the community may attend. Goldstein said the fundraiser typically attracts 85 to 100 attendees. Tickets must be purchased by Thursday, Feb. 28. They are $50 per person. Indicate choice of roasted chicken salad, beef kebob or eggplant parmesan. In addition to the entrees the meal will include soup, rolls, dessert, coffee and tea. Attendees who would like to sit with one of the authors or the moderator may do so for an additional $20. In addition to the author sessions and luncheon, the event will begin with an opportunity to purchase purses, jewelry and clothing. Cyber security is poised to be the highest threat priority due to more sophisticated methods and areas it can strike, including military and critical infrastructure. Individuals are at risk of fraud and identity theft. While there is growing popularity in online banking due to ease, she said it “is certainly riskier.” “Every piece of technology comes with a security risk,” she said, so agents are less likely to embrace wireless technology to file reports. “We’ve transformed how we respond to cyber crime,” Hearn said. “We’ve enhanced the cyber division.” Besides recruiting more FBI agents with computer

Area Girl Scouts make seniors their Valentines
BY ELIZABETH MARIE HIMCHAK
BY ELIZABETH MARIE HIMCHAK
Senior Girl Scouts in Troop 8195 surprised dozens of senior citizens in Poway and Rancho Bernardo on Valentine’s Day. For the eighth year, the Poway-based troop spent some of its cookie sale profits on purchasing dozens of red heart-shaped Mylar balloons and randomly presented them to seniors they encountered, said Alison Lizarraga, the Girl Scouts Blue Sky Service Unit manager. They found their recipients by visiting area nursing homes, assisted living homes such as Solaris Senior Living Community in Poway and private residences. The girls also presented balloons to seniors they encountered in local grocery

wish them a Happy Valentine’s Day and to spread a little love.” The Girl Scouts who participated in this year’s Valentine’s Day balloon distribution were Rancho Bernardo High students Kendal Harter, Sammy Lizarraga and Rebecca Rinaldi; Poway High student Torrey Hirning and Santa Fe Christian student Savannah ReedPlouffe.
San Diego North Chamber of Commerce will not need to hire a new president and CEO after all. After announcing earlier this month she was leaving the post to be executive director of the San Diego Burn Institute, Debra Rosen informed institute officials on Feb. 14 that she changed her mind. “Please know how very flattered I am with this recognition of my ability and potential to lead your organization,” Rosen wrote in her letter. “However, after much agonizing thought and deliberation, I have come to the difficult decision to decline. The soul-
searching that our conversations and your offer stimulated, along with several recent conversations with the San Diego North Chamber of Commerce Executive Committee made me realize that my passion is here. Simply put, my work is not yet done.” She called the decision to turn down the Burn Institute’s offer “very difficult” and wants to be its advocate by volunteering. “The San Diego North Chamber would like to continue to donate to the organization through the Police and Public Safety event, and I would like to open the door for the team to work with District Attorney Bonnie Dumanis to grow the JFS (Juvenile Firesetter) program,” she wrote.

Robotics on a roll at Poway, Rancho Bernardo high schools BY EMILY SORENSEN If you want to see the future of engineering, math, science and technology, you needn’t look any further than the robotics clubs of Poway and Rancho Bernardo High Schools. Both schools’ teams are preparing for the upcoming FIRST Robotics Competition, where it’s possible that the two schools could be facing each other head-to-head — or working side-by-side. “It’s a healthy competition, with no rivalry,” said Rancho Bernardo High School’s robotics club president Aditya Zadgaonkar, a senior who has been involved with the club his entire high school career. The RBHS robotics club, called “Team Pedestrian” or “Team 2658,” has been around for six years, and currently has nearly 30 members. Team 2658 meets everyday for a couple of hours to work on their robot, as well as additional time on Wednesdays and Saturdays. Being in the robotics club is a huge commitment, said Zadgaonkar, but an enjoyable one. “I really enjoy engineering, I want to major in mechanical engineering,” said Zadgaonkar.
RBHS robotics club president Aditya Zadgaonkar, attaching a wheel to the team’s robot. In addition to building the robots physically, they must be designed, and also have software programmed to control them. “We code in Java, starting from scratch,” said Zadgaonkar. “We have a really great software team.” A FIRST Robotics Competition features three randomly chosen teams and their robots teaming up to compete against three other teams in a game. This year’s game involves shooting a Frisbee, and the teams have six weeks
to design and build a robot that can accomplish this task before the competitions begin. The random nature of the teams means that any team could be working with each other in one game, before competing against each other in the next. “It’s not a rivalr y, we’re team members that work together and face each other. It’s an alliance,” said Zadgaonkar. “We help out our teammates with any issues they have, in order to succeed, and don’t tr y to sabotage each other on purpose.” Rodger Dahm, the adviser for the Poway High School robotics club, called “Team Spyder,” and its 60 members, called this year’s game of Frisbee throwing “incredible and hard.” Teams have a choice to design their robot to either shoot a Frisbee or climb a tower, both difficult tasks. Poway High School’s varsity team is attempting to do both. The varsity robotics team (PHS also have seven junior varsity robotics teams, which compete in a different field of robotics called VEX) is no stranger to the FIRST Robotics Competition, having made it to the World Championships in St. Louis five

Poway High School’s junior varsity robotics teams have been excelling as well, with VEX Robotics Team 1622 winning eight trophies over a six-week period. Made up of PHS students Matthew Matze, Dusty Fisk, Michael Mascarenhas, Theodore Fu and Alex Fu, VEX Robotics Team 1622 won the Excellence Award and the Robot Skills Challenge at the Bakersfield Regional competition. The Excellence Award is the highest award offered at the competition for a competing team. At the North San Diego Regional, the team won the Amaze Award, the Community Award, and was a tournament finalist, and at the Chadwick Regional, Team 1622 won the Amaze Award, Robot Skills Challenge, and was the tournament champion, taking first place at the regional. VEX Robotics Team 1622 also qualified for the 2013 World Championship, which will be held in Anaheim in April, and will be traveling to Hawaii later this month to compete in the Pan-Pacific regional competition.

Recycle household paint cans Two Poway paint stores have joined 30 other San Diego stores in participating in California’s paint recycling program. Dunn-Edwards, at 12344 Poway Road, and Sherwin-Williams, at 13355 Midland Road, are now part of over 30 collection sites in San Diego county that are part of PaintCare, a nonprofit set up by paint manufacturers to handle state paint take-back programs. Bringing paint in for recycling is free, but customers should call ahead before bringing paint in, as the stores can only store a limited amount of paint before it is picked up by the state for recycling. The state program is paid for entirely by a new surcharge added to new paint sales. To find out more about recycling old, unused paint, call Dunn-Edwards at 858-679-0514 or Sherwin-Williams at 858748-1870.

“It will be great if you’re on (the affected roads) at peak hours,” Manis said. That might not be the case for motorists on side streets waiting for the lights to change, he said. Rather than lights changing to accommodate the side street traffic, drivers will be forced to wait until the completion of the pre-programmed commuter cycle, he said. To do it any other way would negate the benefits of the program, he said. Traffic lights along the city’s portion of Scripps Poway Parkway are already synchro-
nized, Manis said. Those along Pomerado Road are adjusted, but not to accommodate commuter traffic, Manis said. Instead, those lights were programmed to deal with changing traffic conditions on Interstate 15, he said. The “Traffic Synchronization Project” will end up costing the city between $14,000 and $15,000, Manis said. Officials initially projected a cost of $60,000, but money was saved by city workers doing much of the data collection work, he said.

The building will be modified to suppress noise and to keep the fired bullets inside the structure, according to a staf f repor t prepared for the meeting. The 13,400-square-foot building is zoned for Light Industrial (LI) use, which includes firearms shooting ranges. The applicant needed a conditional use permit and environmental assessment necessitating T uesday night’s public hearing. John Groff, one of three par tners in the venture, said he and his staff will stress the educational aspects of safe firearms use. Eight people spoke during the public hearing, including several representing surrounding land owners who expressed concerns about overflow

parking. Two speakers opposed the range on grounds that it did not fit into the city’s family-friendly atmosphere. That was disputed by former Councilwoman Merrilee Boyack, who said many Poway families, including her own, enjoy shooting guns. Approving the application, she said, would be supporting a good business in Poway and the Second Amendment. All four council members approved the application. Mayor Don Higginson was absent. Prior to the public hearing, John Phillips, owner of Poway Weapons and Gear on Pomerado Road, told the council he has submitted plans to build a new 42-lane range on Danielson Street. The range would be intended for use by law enforcement personnel throughout the region, he said. His plans, which call for a new building of about 40,000 square feet, are going through a review at City Hall, he said. In other matters, the City
Council: • Approved changes to the city’s sign code permitting, on a one-year trial basis, the use of advertising banners, pole signs and tents by auto dealers and others who are allowed outdoor displays. • Approved a proposed ordinance declaring it a public nuisance for any person to distribute, sell or possess with the intent to sell synthetic cannabinoids such at “Spice” or “K2” or synthetic stimulants such as psychoactive bath salts. Nothing can be done about having penalties against personal possession of the “designer drugs” until state laws are imposed outlawing it, council members said. • Appointed Dave Hughes to the Budget Advisor y Committee. Hughes, a former committee chairman, replaces Kevin McNamara. • Adjourned in memor y of Morris Rinehar t, 98, an original member of the sherif f depar tment’s retired senior volunteer program.

Hearn said the FBI still deals with traditional areas such as white collar — including mortgage, Medicare and healthcare fraud and investment schemes; violent; gang; drug and weapons crimes. The FBI is learning how to “balance priorities,” she said. Hearn said violent crimes are on the rise, including in the region’s 1.9 percent increase in the first half of 2012. Hardesthit cities include Escondido with a 33 percent increase and Carlsbad went up 73 percent. San Diego increased 9.5 percent, while Chula Vista and El Cajon experienced decreases. “The increase may be attributable to gangs,” she said, calling San Diego a national model for various agencies successfully working together. “We get along better here than anywhere in the country.” San Diego and other border field offices are “unique” due to some crimes’ international element she said, but added the local division has a good working relationship with Mexican authorities.

Well-deserved recognition for civic watchdog THUMBS UP to City Councilman Jim Cunningham and local retail proper ty owner Kevin McNamara for recently recognizing civic volunteer Dee Fleischman for her many years working for the preservation of the city’s trees and open spaces. Fleischman is a regular council meeting attendee and often makes valuable comments at those meetings. We also like the idea of the city naming a tree or park bench in her honor. THUMBS UP to the City Council for exercising reasonable restraint in adjusting city sign codes to better accommodate the needs of Poway Road auto dealers. Allowing, on a oneyear trial basis, the use of banners, tents and pole signs makes sense, as does not allowing searchlights and inflatables. However, we’re giving the council a THUMBS DOWN on its recent 3-2 decision to end a 28-year practice of reviewing all applications to build singlefamily homes along the city’s hillside ridgelines. We understand that these items have been routinely approved in years past and believe that city staff will
do a fine job making sure all regulations continue to be met. We also agree that “streamlining” things at City Hall is a good idea. However, we are left with an uneasy feeling that not having the council provide the final word on such applications, even as agenda consent items, leaves an impression that the public will not be involved in the process. THUMBS UP to local congregations that, through the Inter faith Shelter Network, provide temporar y housing and food to those who need a place to stay during these chilly winter nights. Participating in the program are St. Bartholomew’s Episcopal Church, San Rafael Catholic Church, Temple Adat Shalom and the Lutheran Church of the Incarnation. THUMBS UP to members of a private “Bond Committee” who spent considerable time and effort looking into the Poway Unified School District bond controversy and making some solid recommendations. We especially endorse the committee’s stance that the school board should retain the services of an independent bond expert to advise and educate them on future financial matters.

LETTERS TO THE EDITOR Unanswered CAB questions There are still many unanswered questions concerning the issuance of the capital appreciation bonds (CABs) to provide funds to update Poway Unified schools. The Bond Committee report states that the cost of the project ballooned from $198 million to $377 million. Who was overseeing this project? These increased cost were partly due to “out-of-control spending” on school upgrades. The situation with these CABs is so egregious that it made the New York Times on two occasions. The latest was on Sunday, Feb. 10 when the paper stated that although these CABs have been used by many school districts, the Poway bond was the most outrageous. Who recommended the underwriter and the consultants that were used? How much was the superintendent of schools involved? Who purchased these bonds? As far as I can tell they were never offered openly to the public. How can the school board justify putting a proposal on the ballot without giving the full information? It appears that the only recourse we have is to be sure that none of these board members are re-elected again.

State of the union I wholeheartedly disagree with Jim Crosby’s response to Dick Lyles’ Jan. 10 column. Today we have an indolent, duplicitous and prevaricating president who seems to view the Constitution as a nuisance and ignores our laws, while protected by a fawning, ideological press that refuses to do its job. We are over $16 trillion in debt and when the national debt is considered, we owe 150 percent more than that owed by every other country in the world. Our country is divided to a degree not seen since the Civil War, our borders are not secure and we are cutting our ability to defend ourselves while the threat to this nation is increasing at an alarming rate. The very same government that cannot deliver
mail or run a railroad profitably has now taken over arguably the best health care system on Earth, and we have a House Minority Leader that isn’t clear on the differences between the 1st and 2nd Amendments after 25-plus years in public office. The state of California has an unfunded pension liability of nearly $500 billion. The Poway Unified School District has borrowed $105 million and will have to pay back almost 10 times that amount to support a failing educational system that embraces mediocrity and cannot prepare a majority of its students with the skills needed to compete in a global economy. If Mr. Lyles is indeed the world’s most pessimistic man, count me as second.

Council majority right on review In response to Bob Emery’s Feb. 14 column: I believe it is the responsibility of the City Council to respond to citizens’ concerns and to oversee the workings of the city along with refereeing questionable situations involving things such as land use and variations in regulations that may have a negative impact on the citizens of the city. They pass laws and regulations they deem to be in the best interest of the majority. I do not believe they should be allowed to muck up routine decisions made by a qualified city staff, and having to approve a hillside permit is an example of that. There is no evidence that the extra fee or time to process a permit is needed, and I commend Mayor Higginson, John Mullin and Steve Vaus for taking the path that serves the best interest of Poway. It would have been nice if the other two would have accepted this practical decision. I would hate to think Mr. Emery, or most other council members, are more qualified than the engineering staff at City Hall to determine if a hillside home meets the letter of the law and the intent of the law. Should there be a complaint then the council should act.

COMMON GROUND: SHOULD ARMED GUARDS BE POSTED AT SCHOOLS?
Easy access to guns must be addressed Train teachers to become ‘guardians’
T
he recent NRA proposal to station armed law enforcement agents in every school to protect our children seems worth at least some consideration. Of course we have to set aside the irony of the NRA’s position that hammers kill more people than firearms and now they’re asking Congress to pass a law that would cost taxpayers an estimated $5.4 billion. Several recent incidents give us all a sense of urgency about making our schools safer: the Newtown massacre, and much closer to home, a Twin Peaks Middle School student threatening to shoot a teacher and classmates and a San Diego Unified middle school teacher arrested for bringing a .380 loaded semiautomatic handgun with a 7-round magazine as well as a 2.5-inch locking blade knife to work, etc. In reactive mode we all, myself included, quickly reach into our mental file cabinet for the folder labeled “Ways To Stop School Shootings.” A small sampling: ban guns, give everyone a gun, ban magazine clips, clothe every student in Kevlar, increase funds for treating mental illness, institutionalize the mentally ill. There is surprising comfort in thinking we’ve hit on a solution, even if we haven’t inspected that solution very closely. We owe it to our children to dig deeper than that. So let’s dig a little deeper on the armed guards in schools idea. What exactly would this “solution” accomplish? First off, in the Poway Unified School District alone it would come with a $2 million price tag (35 schools multiplied by $55,000 average police officer salary). Second, it would give some reassurance that there is someone who could fight back if their child’s school were threatened by a gunman. Third, it would likely act as a deterrent for some would-be gunmen — but perhaps a challenge to others. Fourth, it would make the public, especially parents, feel less helpless. And rather than just rhetoric and hand-wringing we’d actually be taking action to protect our children in the same way we protect our banks airports, and sports stadiums. However if we dig even deeper, there are also some pretty stubborn obstacles to the armed guard proposal that we shouldn’t ignore. First off, as evidenced by Columbine, armed guards alone are not a guarantee of safety, just

Dick Lyles GET REAL The argument that teachers wouldn’t use guns around kids is wrong. Some might not, but those wouldn’t be in the program. Only volunteers would participate. They would be paid extra for the added responsibility and would be well trained, with ongoing training and target practice. If one were sick or on vacation, there would still be others at the site. The strongest argument in favor of this program is that no one — except the guardians and the principal — knows the identities of the guardians. This provides a much stronger deterrent because a potential attacker does not know who the defenders are and also knows he (or she … don’t forget Brenda Spencer) is outnumbered from the start. Combined with other common sense measures such as stronger access control, security-oriented upgrades in facilities and enhanced communication methods, we can increase the security of our kids by orders of magnitude. This strategy would be much less costly and much more effective. Enough whining about not being able to eliminate guns. Enough chastising the NRA. It’s time to acknowledge the hand we’ve been dealt. Let’s get serious and provide tangible protection for our kids at a more affordable cost. Roost works in the book publishing industry. KuumbaFest celebrates all things African-American BY EMILY SORENSEN KuumbaFest San Diego, the long-running celebration of African-American history, culture and theater, returns to San Diego Friday, Feb. 22 Sunday, Feb. 24 at the San Diego REP, 79 Horton Plaza. Now in its 21st year, KuumbaFest, which was started by founder and artistic director Dajahn Blevins as a behavior modification program for elementary and middle school kids, has grown into a yearly celebration, featuring theater, fashion shows, food and educational workshops. “We want everyone to come,” said Blevins. “It’s for everyone who wants to celebrate African-American history and art.” What began as only 15 families using theater and dressing up as African royalty to improve grades, attendance has grown to 83 families participating in this year’s festivities. Blevins and KuumbaFest have worked with schools in San Diego to create a “Parade of History,” where students, rather than read about a historical figure, research the figure and then dress up as him or her to act out a monologue Blevins writes for them. “It’s one of the most powerful things I’ve seen,” said Blevins. “It empowers a person to portray a king or a queen.” Some of these students, and former students, will show off their royal costumes during the royal court

This three-day event kicks off Friday night, the “Night of Positive Images,” with an award ceremony and presentation of the royal court, as well as a best dressed competition. Friday night will also feature the debut of the play “Inspire,” written by Blevins, which features adult actors and touches on the topics of mental health, bullying and identifying ways to fight that.
Saturday, with the theme of “Positive Challenges,” features a number of educational workshops on topics like black history and healthy living. The youth play, written by Blevins and featuring San Diego students between the ages of 3 and 12 , will also be held Saturday at 1 p.m. A soul food competition, a dance/step showcase and the Black F.A.T. (Fashion Art Talent) show continue the celebrations Saturday, which concludes with “Late Night Live,” which Blevins described as a tribute to the Apollo Theater. “We teach self-determination with this show,” said Blevins, who said that like the Apollo, the audience claps for the talent they like, and boos the talent they find inferior. Sunday’s theme, “Spiritual Celebrations,” is reflected in the day’s lineup, which includes a gospel comedy play, “Never Too Late,” at 3 p.m., a Sunday Soul Food Dinner at 4:30 p.m., and the gospel celebration finale at 6:30 p.m., which features inspirational praise dance groups, choirs and singers. All three days also include the African Market Place, which features vendors and food. Most events have individual tickets, but a festival package deal can be purchased for $50, including entrance to everything but “Late Night Live” ($15 presale, $20 at the door) and the Taste of Soul competition ($7). PREP WRESTLING MASTERS TOURNAMENT PREVIEW
TIME TO BE MASTERFUL Titans can increase chance at state title with strong outing BY MICHAEL BOWER The task is straight forward for the Poway High wrestling team this weekend: qualify as many grapplers to state as possible in order to compete with Clovis for a championship. ATHLETE OF THE WEEK
Manuel earns last hurrah BY MICHAEL BOWER
Kaitlin Manuel was not ready to give up basketball — the sport her mother, father, two brothers and twin sister had all participated in at some point or another. She knew how hard she was going to have to work to get back, but she was determined to make it happen. “I just didn’t want an injur y to be the reason my basketball career ended,” said the Del Nor te High senior, who tore her ACL and meniscus during basketball season her junior year. “I wanted to prove to myself I can come back and play the sport I have played the longest.” Manuel, who is verbally committed to play softball at the University
of Pittsburgh next year, went through all the physical therapy and put in extra time at the gym to make a full and speedy recovery. Doctors said it would take nine months. Manuel was back in six. The 5-foot-6 guard could have easily decided to hang up her basketball jersey to concentrate on softball since that is where the scholarship would be coming from, but the thought never crossed her mind. PREP GIRLS HOOPS
PHS starts quest for title with victory BY MICHAEL BOWER The Poway High girls basketball team did not play its best in Tuesday night’s CIF San Diego Section Division I opening-round game, but the hot hand of Brianna Molnar was enough to put away Fallbrook. The 5-foot-8 senior guard knocked down six 3-pointers and finished with a gamehigh 22 points, as the secondseeded Titans worked hard for a 56-48 victor y over the No. 15 War riors at Poway High. “Molnar saved the day for us offensively,” Titans’ coach Jay Trousdale said. “She hit so many key shots that I lost count.” Poway (21-7) advances to the quar ter finals, where it See HOOPS, Page B2

PREP GIRLS WATER POLO DIVISION II SEMIFINAL PREVIEW
MAKING A SPLASH Broncos a win away from first finals appearance since 2003 BY MICHAEL BOWER The Rancho Bernardo High girls water polo team has not reached the CIF San Diego Section finals since winning the Division I crown in 2003. But the Broncos are a win away from erasing that 10-year drought, as they will face Valhalla at La Jolla High School’s Coggan Pool Thursday at 5:45 p.m. in the Division II semifinals. Fifth-seeded Rancho Bernardo (16-12) and top-seeded Valhalla (228) met a few weeks ago in the final game of the regular season. The Norsemen won the game 8-5, but the Broncos were up 4-1 before a 20-minute delay in action due to a rule dispute seemed to change the momentum. “We had a great start the last time we played them,” Broncos coach Fred Gleason said. “Even though we ended up losing, our girls know that they can compete with that team and they are looking forward to the rematch.” Rancho Bernardo beat No. 12 Serra 11-5 in the opening round of the playoffs and then defeated No. 4

Carmel 4-2 last week to advance to Thursday’s semifinal match. The defense was solid in both games, as it has been most of the season. “Defense is definitely something we are constantly stressing and
talking about what it takes to play great defense,” Gleason said. “Our goalkeeper, Karen (Chou), is a big part of that. Her leadership is very important.” Chou is a four-year starter in the

net for the Broncos. She is one of three seniors who are in the starting lineup. Gleason says the key to Thursday’s game will be capitalizing on turnovers and making the most of the opportunities the Broncos get. “We need to really value the ball,” he said. “The last time we played them we made a lot of mistakes that was not typical of our team. We are looking forward to playing our game.” Valhalla’s path to the semifinals included a first-round bye and a 12-5 victory over No. 8 West Hills. Rancho Bernardo is hoping the tough game it had in the quarterfinals against the Sundevils will have them more prepared than Valhalla, which breezed to victory. “I couldn’t be happier with how the girls are playing at this point,” Gleason said. “If we can get to the fourth quarter with a lead, then I feel really confident we will pull it off.” The winner of the game will face the winner of the other semifinal, which puts No. 3 Steele Canyon against No. 2 Ramona, in the championship game Saturday at 7:30 p.m. at Coggan Pool.

will host No. 10 Chula Vista Friday night at 7 p.m. The Titans are trying to get back to the Division I championship game for the first time since going to three in a row from 20082010. Poway won it all in 2008, but lost in both championship games in 2009 and 2010. T rousdale knows the road to San Diego State’s Viejas Arena — site of this year’s title game — will be a tough one. “We are going to get ever y team’s ‘A’ game,” he said. “We have to go out and be ready for it.” Poway was never able to completely pull away from the pesky Warriors Tuesday night, but did lead most of the way. The Titans led by just three with 3 minutes, 16 seconds to go, but Molnar’s 3-pointer with 3 minutes left put the game out of reach. Poway senior point guard Mandy Castro struggled from the field, but still finished with 13 points and several steals, which led to easy layups.

12 points over the second-ranked Titans. But 12 points is equivalent to about a one-run favorite in a baseball game, which means every Poway wrestler who qualifies for state has the potential to make it that much closer. “We are going to win the Masters Tournament like we always have, but our goal now is to set ourselves as a team away from all the other teams,” said senior and 222-pounder Tim Chassen, who won his first varsity tournament title with four pins last Saturday at the CIF San Diego Section Division II championships. “We are trying to be obviously different from every other team, because that is what it will take to win state.” There really is no question that the Titans are far different than other programs in the section. Poway continued its dominance by capturing its 27th straight section championship and had 10 champions crowned at the Division II tournament (Tirso Lara, Janrad Fikingas, Taylor Dial, Gabe Faller, Ralphy Tovar, Sergio Enloe, Victor Lopez, Christophe Bailey, Sergio Cervantes and Chassen) last Saturday at Westview High School. All 14 weight classes at the Masters Tournament will feature a representative from Poway, including 115-pounds where Fikingas will be wrestling. The senior, who will join the Marines after graduating, has really epitomized what it means to be a Titans’ wrestler. Poway’s motto for years has been “those that stay will be champions,” and Fikingas made that ring true last Saturday with his first section title. He has been in the program for all four years, bouncing around from the ‘A’ team to the ‘B’ team throughout that span. But even he wasn’t ready to celebrate anything. “It was great, but I just feel like that was step one to getting to state,” he said. “Coach (Wayne) Branstetter always tells us you can celebrate for CIF, but you have to get your head in the game for Masters and state because that is always our No. 1 goal.” Rancho Bernardo, which placed third at the Division II tournament, will have seven wrestlers vying for a spot to the state tournament, including 287-pounder Arlen Kohrmann. He had the best finish for the Broncos at the Division II tournament, coming in second place. Hunter Stock (128 pounds) and Jacob Moore (108) had third-place finishes. Del Norte senior Sam Acosta won the 126-pound Division IV title last Saturday. The top-ranked wrestler in the section will be the favorite at the Masters Tournament. Also with a chance at qualifying for state for the Nighthawks, are seniors Andrew Kane (106) and Ryan Thurman (113). Both took second place at the Division IV tournament.
The way this season started for the Poway High girls soccer team it looked like it was going to be one to forget. But the way the Titans have played from mid January and on turned the 2013 regular season into one to remember. Poway completed its dramatic turnaround last Friday night, beating host Rancho Bernardo 3-1 to claim a share of the Palomar League crown for the first time since 2010. Westview earned the other half of the league title. A Palomar League championship and even a playoff berth seemed like a long shot in the middle of Januar y, when Poway’s record was sitting at just 2-1-6. But then league play came around and so did the Titans, as they now enter the playoffs having won five of their last six. “There is no doubt this team has gotten better as the season has gone along,” Titans coach Jen Lalor-Nielsen said. “It is a tribute to the dedication of this team to the true goal that we set at the beginning of the year: to be playing our best at the end of the season.” Poway ear ned a firstround bye and the No. 4 seed in the CIF San Diego Section Division I field. The Titans will host either No. 5 Granite Hills or No. 12 San Diego Friday at 5 p.m. in the

We have been playing hard and working hard and now it is all paying off.” Poway has shown resiliency all year long and that continued into the last week of league play. The Titans had a chance to clinch the outright crown with a win over Westview on Wednesday, but let a 1-0 lead slip away in the final nine minutes and lost 2-1. It was the kind of heartbreaking loss that could have broken the team, but Poway bounced right back with the impressive win at Rancho Bernardo to head

into the playoffs on a hot streak. Poway used the long throw-in of freshman Tea Carrillo to score twice and Kora Davis put the Broncos away with a score in the 66th minute. **** Nighthawks hope to make another run: The Del Norte girls soccer team earned a first-round bye and the No. 4 seed in the Division III playoffs. The Nighthawks will host No. 5 Canyon Crest Academy or No. 12 Olympian Friday at 5 p.m. in the quarterfinals. Del Norte, which finished runner-up to Cathedral Catholic in Division III last sea-
son, came in second place behind Oceanside in the Valley League. The Nighthawks (11-4-4) could meet top-seeded Cathedral Catholic in the semifinals on Tuesday should both teams get wins in the quarterfinals. Del Norte is led by Stanford-bound junior Kyra Carusa, who has scored a teamhigh 20 goals and has posted 10 assists this year. Sophomore Dominque Diller is second on the team in scoring with seven goals. **** Meier leads Broncos to victor y: Rancho Bernardo High turned to its leading goal scorer to snag a San Diego Section Division II first-round victory Tuesday afternoon at Point Loma High School. Junior Tara Meier found the back of the net twice to lead the No. 6 Broncos to a 2-0 win over No. 11 Point Loma. Rancho Bernardo (910-4) advances to Friday’s quarterfinal at No. 3 Steele Canyon (21-1-1) at 5 p.m. “This win was definitely a good confidence booster for us,” Broncos coach Mark Sidebottom said. Meier netted her 19th and 20th goals of the season. Her first score came around the 10-minute mark and was assisted by Mackenzie Wise. Meier then netted her second goal just two minutes into the second half. That score was assisted by Megan Cury.

“I have always grown up with a basketball in my hands,” she said. “I wanted to go out and play my senior year because it was my childhood sport and I have been playing with some of these girls since the sixth grade.” Del Norte coach Jake McNeely was certainly glad to see Manuel back in uniform this season. He has coached her since her freshman year and together they have been part of three Valley League titles, including this year’s championship. “It has been pretty amazing to see how well she has come back and see how focused she was to get back,” he said. “She came back in great shape, probably better than she was before the injury. She also came back mentally stronger and that is tough for anybody to do after an injury like that let alone a 16-year-old girl.” Manuel’s presence has been felt all season, but especially in the final week of Valley League play. She helped the Nighthawks defeat Oceanside 46-35 by playing lockdown defense last Tues-
day, and then scored a career high 27 points in a 52-42 win over Ramona last Friday to bring a share of the league crown to Del Norte. For her efforts, she is the Toyota of Poway Athlete of the Week. “Winning the league title was really special and a great way to go out,” Manuel said. “We lost two games in the first round of league play and for us to go undefeated in the second half was so special. I am grateful for my teammates. We all worked so hard.” Manuel knocked down five 3-pointers in the game against Ramona. Her ability to hit shots from beyond the arc is huge for the Nighthawks’ offense, which features two 6-footers in the post. “It really helps open stuff up for our bigs inside,” McNeely said. “The biggest thing she does for us is knock down perimeter shots and she also can attack off the dribble. And those two things are not strengths of our team, but she can do them both.” The Nighthawks earned the No. 7
seed in the Division III playoffs and was slated to play No. 10 Brawley Wednesday night with the winner advancing to the quarterfinals Friday at 5 p.m. (check PomeradoNews.com for result). Manuel’s final year of competitive hoops can be extended out to March should the Nighthawks advance to the section championship game. But after that, she will have to say goodbye to longtime teammates and the sport she has loved since a child. “It is going to be really tough,” she said. “Especially because (Lexi Reddick), (Caitlin Cole) and Monica Dutta and I have all played together since the sixth or seventh grade. (Kayla Evans) has been playing with us for a long time, too. But I guess all things have to come to an end ... I don’t know another group of girls I can play with that are like this.” And because of her hard work, Manuel had this one last year to play with the group. Now, she will be leaving on her own terms.

OBITUARIES
Charles Francis Heald 1912 – 2013
Charlie Heald died peacefully in Poway, California, on February 9, 2013. He was born on the family farm near Cedar Rapids, Iowa, on February 20, 1912, to Charles and Agnes Heald. He spent his early years on the farm surrounded by the large Quaker community. After his uncle Franklin Heald and two other men founded the town of Lake Elsinore, the family set out by train for California in 1918. Charlie remembered seeing his first electric light when he stayed in a hotel. The family settled in Lake Elsinore, first living in town and then in 1921 purchasing 82 acres of land in Wildomar. Charlie graduated from Elsinore High School and went on to serve in the U.S.
Army during World War II. He returned to Wildomar to farm the family land, raising turkeys, planting wheat and cultivating oranges. He also worked as a landscaper and on several horse ranches. In 1970 Charlie moved to Escondido where he was a custodian at Rose School. In 2003, at age 90, he came to live with his niece Diane and her family in Poway. A stroke in 2009 led to his stay at Villa Pomerado where he passed away. He is preceded in death by his sister, Alice Poirer, and cousin, Rita Domde. Charles is survived by his niece, Diane, and her husband, Dennis, and his great-nieces, Jessica and Allison. Charlie Frank will be remembered for his humor, gentle spirit and kindness. He was a true gentleman and he will be greatly missed. The family would like to acknowledge the loving care Charlie received from the staff at Villa Pomerado as well as the love and support from his family and friends. The Neptune Society is handling arrangements and his ashes will be scattered at sea. To honor Charlie’s wishes there will be no service. Just remember him and pass on a smile or a joke. Caregivers need to know when it's time to draw the line Take a deep breath and buckle your seatbelt. You’re a caregiver: Sure you feel overwhelmed. It goes with the job; there’s not a family caregiver around who doesn’t feel stressed to the max — a lot of the time. Caregiving is a rollercoaster. You go up and you go down, sometimes at virtually the same time. So buckle up and try to enjoy the best parts of the ride. An important way to prepare for this journey is to set boundaries. You might not want to; you might believe you can do it all, and you might feel guilty if you can’t. But trust me, you have to try, try real hard. Because if you don’t set limits, you’re going to reach yours before too long. And then, you won’t be any help to your loved ones. Though I didn’t always stick to my boundaries, I always made the attempt. I phoned my parents at their retirement home five days a week — not six or seven. I saw them for dinner and shopping on Wednesdays. I’d put out big fires as needed, but I tried to wait on the little ones that often died out by themselves by the following day. I didn’t phone my parents on weekends and asked them not to call me then “unless you’re dead, and, then, think twice before dialing.” When I went on vacation, I left my sister in charge and I did not leave a phone number. My parents knew about all the boundaries I set and respected them. In fact, they realized that if I became stressed and over-
Marsha Kay Seff THE CAREGIVERS’ JOURNEY whelmed, they couldn’t count on me. When I shared my boundary rules with an older acquaintance, she told me I was too selfish to be a caregiver, that my parents should move in with my sister. This woman didn’t understand; obviously, she’d never been a caregiver. Family caregivers experience an internal tug of war daily over how much they can divvy up between kids, spouse and aging loved ones. It’s impossible to do justice to any of them without setting limits. It’s tough saying “no,” but you need to learn. You can’t be responsible for every aspect of your loved ones’ care and it’s not your responsibility or even in your power to make them happy. You need to realize that you can’t do it all no matter how hard you work at it. You need to ignore the relatives who don’t chip in, but still believe it’s their duty to tell you how thin you need to stretch yourself. And you need to get over rationalizing that no one else can care for your loved ones as well as you. Actually, that might be true, but it’s not worth losing yourself in the process. There’s no doubt that lacking clear boundaries leads to in-
creased stress, depression, anger and burnout. To protect yourself, you have to identify your limits and give yourself permission to set them. Relinquish self-doubt and guilt; they won’t help you or your loved ones. You also need to make caring for yourself a priority. Putting yourself first gives you energy and peace of mind to be there for others. You need to seek support and ask for it. When your family or friends ask what they can do, don’t be shy. Tell them. Helping you is a gift they might enjoy giving. Caregivers live their daily lives very close to their boundaries. But if you recognize them and believe it’s OK to set them, life will be more manageable. As a caregiver, taking the time to renew yourself is imperative. Don’t be afraid to do it. SCORE's Jaffa retires after 31 years BY EMILY SORENSEN After 31 years of helping business owners, SCORE counselor Arnold Jaffa is retiring — for the second time. “It’s been a joyous 31 years,” said Jaffa of his time with San Diego SCORE (Ser vice Corps of Retired Executives), where he provided free advice to small-business owners and those looking to start businesses. “I enjoyed helping people, enjoyed it immensely.” During his time with SCORE, Jaffa created a formula “that helps everybody, leaving no one out,” said Jaf fa. Now used both locally and nationally by SCORE, Jaffa’s formula helps business owners figure out costs and pricing. Jaffa has spent years giving workshops on his formula, as well as writing and
ARNOLD JAFFA publishing three books on his formula and successfully starting and running a small business. “I’ve worked extremely hard over the years to help people,” said Jaffa. “I put my hear t and soul into counseling.” More than just a counselor, Jaffa said he often had to play clergyman and therapist as well. “When people are down, you have to pick them up,” said Jaffa. “I’m glad I was able to help people.” This isn’t Jaffa’s first go
at retirement. Prior to his 31 years with SCORE, he spent 31 years working as a manufacturer of die-cast metal toys. Hard work is no stranger to Jaffa, who described himself as growing up “one step above homeless.” Working 16 - 18 hours a day, seven days a week, Jaffa said his wife was left to raise their children, whom he often only saw when they were sleeping. “You have to be a soldier in business,” said Jaffa. “You have to do whatever it takes.” Now nearing 84, Jaf fa is retiring for the second time, this time for good. Still, Jaffa isn’t planning on settling down just because he’s retired. His current project is organizing “a library of papers from a lifetime, which keeps me very busy,” said Jaffa. “The most important therapy in life is to keep busy.” Small-business owners and those looking to start a business, but don’t know where to start, can still receive free advice from San Diego SCORE by visiting sandiego.score.org.

Notice is hereby given that RECONTRUST COMPANY, N.A., as duly appointed trustee pursuant to the Deed of Trust executed by MARTHA ISELA VILLALPANDO, A SINGLE WOMAN, dated 01/29/2007 and recorded 2/5/2007, as Instrument No. 2007-0080914, in Book , Page 11076, of Official Records in the office of the County Recorder of San Diego County, State of California, will sell on 03/22/2013 at 9:00AM, SHERATON San Diego HOTEL & MARINA 1380 Harbor Island Drive, San Diego, CA 92101 at public auction, to the highest bidder for cash or check as described below, payable in full at time of sale, all right, title, and interest conveyed to and now held by it under said Deed of Trust, in the property situated in said County and State and as more fully described in the above referenced Deed of Trust. The street address and other common designation, if any, of the real property described above is purported to be: 13031 SEILER ST, POWAY, CA, 920645624. The undersigned Trustee disclaims any liability for any incorrectness of the street address and other common designation, if any, shown herein. The total amount of the unpaid balance with interest thereon of the obligation secured by the property to be sold plus reasonable estimated costs, expenses and advances at the time of the initial publication of the Notice of Sale is $486,431.77. It is possible that at the time of sale the opening bid may be less than the total indebtedness due. In addition to cash, the Trustee will accept cashier’s checks drawn on a state or national bank, a check drawn by a state or federal credit union, or a check drawn by a state or federal savings and loan association, savings association, or savings bank specified in Section 5102 of the Financial Code and authorized to do business in this state.Said sale will be made, in an ‘’AS IS’’ condition, but without covenant or warranty, express or implied, regarding title, possession or encumbrances, to satisfy the indebtedness secured by said Deed of Trust, advances thereunder, with interest as provided, and the unpaid principal of the Note secured by said Deed of Trust with interest thereon as provided in said Note, plus fees, charges and expenses of the Trustee and of the trusts created by said Deed of Trust. agent is attached to the Notice of Trustee’s Sale duly recorded with the appropriate County Recorder’s Office. NOTICE TO POTENTIAL BIDDERS If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on a property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 1-800-281-8219 or visit this Internet Web site www.recontrustco. com, using the file number assigned to this case 11-0094984. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 1-800-281-8219 or visit this Internet Web site www.recontrustco. com, using the file number assigned to this case TS No. 12-0002547.
