Carl Kruse begins busy year as Rotary district governor BY ELIZABETH MARIE HIMCHAK Carl Kruse has begun his year-long term as Rotary District 5340 governor after being trained for the office for more than two years. On Monday, the Poway resident and Rancho Bernardo Sunrise Rotarian began what is sure to be a busy schedule of visiting the district’s 67 clubs throughout San Diego, Imperial and Riverside counties. Those visits begin Tuesday when, per tradition, the governor speaks to his home club, Kruse said. This is the first time in RB Sunrise’s almost 25 years that a member has risen to the district governor’s post. RB Sunrise Rotarians are among the district’s 34,000 members who will hear his speeches filled with imagery and inspired by the concepts of enlightenment, purity, competition and perfection that are associated with the Olympics and three Olympic torches he carried as part of the 1984, 1996 and 2002 games. Those souvenir torches, plus one his daughter, Tisha Voller, carried for the 2004 Olympics, will accompany Kruse during his visits. “I would like each person to be a torch bearer for Rotary,” Kruse said, adding he is likely
CARL KRUSE the first Rotarian to incorporate the Olympic torch and what it stands for in this way. His goal is to visit all 67 clubs by Oct. 15 so he can promote a Rotary conference that is coming to San Diego in early November. Kruse, a former Sunrise Rotary president
and district assistant governor, chief of staff and membership chairman, has known since November 2010 that he would be the district’s 2013-14 governor. Since then he has attended three mandatory, week-long training sessions with fellow incoming West Coast governors in Palm Springs, Lake Tahoe and most recently San Diego, where all of Rotary International’s 535 district governors were in attendance. The trainings improved their skills in leadership, public speaking and working with committees. “It was quite intense,” Kruse said. “I’ve known a lot of governors who have gone through it. It is a very good program.” Kruse said the training is necessary so governors start on July 1 fully prepared for their duties and do not have to learn on the job. His goals are to increase and enhance each of his clubs’ memberships and charitable giving to the Rotary Foundation — which funds activities such as polio vaccinations, building water wells and providing educational scholarships, plus help clubs struggling with low membership or leadership issues. “It is a very big job,” Kruse said, adding he does not know how fellow governors with full-time jobs complete the task that also includes attending many board and committee
meetings. He is retired from an almost fourdecade long banking career, was a Poway City councilman for a decade and Poway mayor. His political experience is also an asset for the upcoming year, he said. Kruse became a Rotarian about 18 years ago because of the organization’s efforts to eradicate polio worldwide, a disease that devastated several of his friends’ families back in the 1950s. Several years ago he went to India to participate in a Rotary-organized polio vaccination clinic for children. “It was an eyeopening experience,” Kruse said. Other goals are to stimulate the district’s clubs to do more public service, build its future leaders and promote Rotary’s international theme for the year, which is “Engage Rotarians to change lives,” he said. “It means each Rotarian and club must reach out more to the community and make the club more available for service, fellowship and friendship.” Methods could include existing projects of providing dictionaries and thesauruses to elementary students, providing high school students with college scholarships and going to Mexico to build a house in one day for a family in need. “We can change people’s lives,” he said.

The annual science and math camp for girls organized by American Association of University Women was held June 23-29 at the University of California, San Diego. Similar camps are held at other California universities with the goal of encouraging girls’ enthusiasm for science-related education and careers in high school, college and beyond. According to the Tech Trek website, AAUW started the camps in 1998 to counteract the trend of girls shying away from math and science achievement in favor of being socially accepted by peers. (Previous efforts) did not work well at home.” Kelly said she was “really excited” about showing the three-minute video to fellow campers and is considering filmmaking as a career. “It was really cool staying on a college campus and living in the dorms,” Kelly said. “Everyone is so nice.”

Poway man pleads guilty to federal tax evasion A Poway man has pleaded guilty to tax evasion for failing to report $1.8 million of income he received from his New York-based landscaping business, the Justice Department and the Internal Revenue Service announced June 28. According to documents filed with the court, Lawrence Garafola of Poway owned and operated A-1 Tree & Shrub Service, located in Freeport, N.Y. From around 2004 and continuing through around 2008, Garafola failed to report to the IRS a substantial portion of income received from the business.
Instead of depositing checks to ATS into ATS’s business bank account, Garafola used a commercial check-cashing service to cash checks and failed to report that income to his tax return preparer. Garafola admitted that for tax years 2007 and 2008, he failed to report approximately $1,843,847 of income, resulting in an additional tax due and owing to the government of approximately $516,277. Garafola faces a maximum sentence of five years in prison, three years of supervised release and a $250,000 fine. He has agreed to pay restitution of $760,637 to the IRS.
Death of ‘07 Poway High graduate ruled a suicide SAN DIEGO (CNS) – The Medical Examiner on June 30 ruled that the cause of death of a 2007 Poway High School graduate whose body was found inside the trunk of a Toyota Camr y more than two months ago was suicide. The remains of Grace Ann Hall, 23, of San Diego, were found by police detectives April 18 in her car, which was parked in the 7700 block of Convoy Court. Hall had been reported missing
one day earlier after she failed to turn up for a job interview in the Los Angeles area. She was a 2012 graduate of Cal State Fullerton. The cause of her death, listed initially as suspicious, was acute ethylene glycol poisoning. Ethylene glycol is a colorless, odorless, sweet-tasting poisonous chemical found in many household products including antifreeze, deicing products, detergents, paints and cosmetics.

Maria, who goes by Swift, is a 13-year-old Powegian who said she picked the robotics core class “because I’ve always loved computers” and she thought it would enhance what she learned at a computer camp last year. “I liked mostly the coding and learning what letters mean in computer (language),” Swift said. “I like learning codes.” She added, “I always liked science and math and might be an engineer when I grow up. I got to see if it would be a good job for me.” The ViaSat field trip sparked an interest in building satellites, she said. “I liked living in the dorm and seeing what it is like to live at college,” Swift said, adding she would like to return to Tech Trek as a helper.

She controls her time, appointments, and business operations, rather than them controlling her. Such an approach can be a godsend for a solo entrepreneur. The bigger question, though, is whether you’re reaching sales prospects the way they want to be reached. For instance, some of my clients will only respond to text messages, and no amount of email will generate an answer from them. Others are old-fashioned and only use the phone, while others still depend on the mail. Try reviewing your customer profile to determine the best way for talking with your clientele. Customers under age 20 will probably lean toward social media; 20-40 may prefer email; for those
in the 40-60 range I’d guess print; and those over 60 unquestionably yearn for personal contact. So as I’ve said so many times, know your objective and your audience. Keeping an eye on these two items and familiarizing yourself with the plethora of communications channels now available will improve your chances of connecting, generating trust, making a sale, and building referral business from like-minded individuals. Some good news, and a correction Peterson chairs chamber board
• A super “Hip, hip hooray!” to the Rotary Club of Poway-Scripps and Pauline Getz for stepping forward to take the reins of the 49th annual Poway Days Parade. The idea of a Poway Days without the annual parade was unthinkable. Fortunately for all Powegians, a small group of dedicated citizens have bonded with the Rotary Club to sponsor this year’s event with a theme “I love a Fit Poway.” The event will be held on Sept. 7 and coincide with the first 5K Run/Walk to be held earlier that same morning. A big thank you to Pauline, the Rotary Club and volunteers for saving a cherished Poway tradition. Speaking of thank yous, a “Hip hooray” and a super job well done to Sabrina Butler for chairing the parade committee for the past four years. When the Poway Chamber of Commerce abandoned the parade back in 2009, Sabrina sprang into action, forming the Poway Community Association to sponsor the parade and save the day. After four parades, Sabrina is stepping down for a well-deserved rest. All of Poway thanks you, Sabrina, for a job well done. • A big “Boo hiss!” to columnist Bob Emery for blowing his “reintroduction” to the City Dragon Chinese Restaurant. After pointing out that Anh and Lien had reopened in the Vons shopping center, I then proceeded to give out the wrong phone number. Since they do such a big take-out business, this was no small gaff. Here is the correct number straight from their take-out menu: 858-748-3816. Sorry guys! • This next “Hip hooray!” is a bit of a stretch for a column that usually focuses around Poway, but bear with me. I just read a release from the California Department of Resources, Recycling and Recovery, or CalRecycle that trumpets a drop in per person solid waste disposal. In 1989, Californians pitched 8 pounds of garbage per person, PER DAY into our landfills. Today, that total is 4.3 pounds per person, a considerable drop. For no other reason,

Our daughter Krysty, a graduate of Poway High and UC Davis, works for CalRecycle and relishes statistics like those above. We lovingly refer to her as our “recycling Nazi.” We dare not go shopping without our own bags. We have even been known to transfer groceries into reusable bags and ditch the dreaded plastic bags if we failed to take reusable bags with us. The other day at Torrey Pines State Beach, Krysty went out of her way to give a “thumbs up” to a park volunteer who was on her hands and knees, separating trash from recyclables. At a pool party at our house the other day, Krysty would not allow me to put out any Styrofoam cups because “They get into the waste stream and waterways and kill sea life.” Instead, she scrounged around and came up with all my old reusable cups from San Diego State games, some dating back to 1986. They worked just fine and were great conversation starters. We kid about Krysty but she is absolutely right, plastic bags are a menace. Styrofoam can last for decades and is mistaken for food by animals. When we were at Torrey Pines, thousands of small pellets of Styrofoam packing were washing ashore, some of which, I am certain, were mistaken for food by marine life. We need the Krystys of the world to remind us that much of what we do here on Earth degrades our environment and much of it is irreplaceable. Emery is a retired teacher and former Poway City Council member.
The Poway Chamber of Commerce has a new chairwoman on the board of directors. Cathy Peterson, who owns Cathy Peterson Farmer’s Insurance in Poway, took over the role from Lightng Brewery owner Jim Crute. “I’m excited [to be the new chair], what with all the changes the chamber is going through,” said Peterson. The Chamber of Commerce hired a new president and CEO, Dolores Canizales, last July, after the departure of longtime president and CEO Luanne Hulsizer. The Chamber of Commerce has been dealing with financial challenges for the past few years, and Peterson said they are taking steps to improve the chamber’s financial situation. “We’re working on increasing membership, and doing more adult activities, like Party in the Park and Business Over Breakfast,” said Peterson. “We’re providing more opportunities for community, chamber-sponsored events. We want people to see that we are an active chamber.” Peterson said the chamber is also looking to hold meetings on topics like health care reform, or meetings that focus on specific businesses, like restaurants. Peterson has been in the insurance business in Poway for 16 years, and prior to that worked as an office manager. She has been involved in

His website says he and his family moved to Rancho Bernardo in 1974 He attended the Army and Navy Academy in Carlsbad, then went to Arizona State University on a full ROTC scholarship. Jorensen then joined the Marines where, according to his website, “He led human intelligence, counterintelligence and force protection missions in Asia, Central America, and the Middle East to thwart terrorism, espionage and sabotage against the United States and allied forces. “Jorgensen was selected to attend elite Central Intelligence Agency training and graduated from ‘The Farm,’ with the highest accreditation. Following his CIA Operations Officer certification, Jorgensen ser ved with the Defense Intelligence Agency and deployed to the Balkans where he facilitated the search and apprehension of Persons Indicted for War Crimes and genocide.” The campaign website says “in 2003, during Operation Iraqi Freedom, Jorgensen commanded the largest Marine Corps deployment of
Counterintelligence/Human Intelligence forces in history. The Marines under his command are credited with obtaining the critical intelligence that led to the successful rescue of all seven U.S. prisoners of war from Saddam Hussein’s forces, emerging as one of the most decorated units of all coalition forces to serve in the campaign to Baghdad. Jorgensen completed 10 years of active duty, including six deployments, according to the web site. He then joined Booz Allen Hamilton to provide technology and management consulting for the U.S. Navy Space and Naval Warfare Systems Command (SPAWAR) in Point Loma and the U.S. Navy SEALs in Coronado. “He currently ser ves his community and country with the Department of Homeland Security as a U.S. Coast Guard Reserve Officer assigned to Sector San Diego. In 2008, Jorgensen was recalled to active duty to serve as an Intelligence and Operations Officer with the Navy/Coast Guard Combined Task Group 56.5 in the Persian Gulf.” Jorgensen is married to Dr. Georgine Jorgensen, a family physician and small-business owner in San Diego. 'Taste of Towne' raises $52,000 for arts center BY EMILY SORENSEN A last-minute purchase paid off for a Rancho Bernardo military family. Marine Corps Major Phillip Kendro and his wife, Jill, residents of Rancho Bernardo who are new to the San Diego area, were among the last people to purchase raffle tickets at the second annual Taste of Our Towne event, held Saturday, June 15 at the Poway Center for the Performing Arts. They went home with the big prize, a two-year lease for a 2013 Lexus CT hybrid. The event raised over $52,000 for the POW! Foundation. “Taste of Our Towne II was a resounding success on so many levels,” said executive director Michael Rennie in a press release. “Not only did the event bring in more than $52,000 in support of the Main Stage and Arts in Education programs, but the event showcased the center as a community hub and a source for quality entertainment,” Taste of Our Towne II featured a silent and a live auction, with items up for bid including family activities, tickets to performances, tickets to “The Jay Leno Show,” television studio tours, artwork and dining packages in the silent auction, and a Jake Shimabukuro autographed ukulele, a Taylor electric guitar signed by Clint Black, a New York theater trip, sailing on the San Diego Bay and a POW! Foundation hosted Stageside Soiree for the upcoming “Yesterday & Today: An Interactive Beatles Concert” for the live auction. The live auction also featured a “paddle raise” which brought in an additional $5,000.

Avant stresses socialization, use of vegetables BY ELIZABETH MARIE HIMCHAK With the opening of Avant, a new era in dining has begun at the 50-year-old Rancho Bernardo Inn. The new restaurant that opened on June 24 is designed to have a much more laid back atmosphere than its predecessor, El Bizcocho, but it still provides an upscale dining option to locals and visitors and is more familyfriendly. The 44-year-old El Bizcocho closed last fall so $2.5 million in renovations could occur. While the 6,500-square-foot restaurant remains the same size, instead of having a large dining room, Avant has smaller indoor and outdoor spaces that include a 139-seat charcuterie bar, lounge, patio and Executive Chef multiple dining rooms inNicolas Bour cluding two private areas

list. “We’re bringing the back of the house experience to the front,” said Executive Chef Nicolas Bour, who has cooked for Presidents Barack Obama and George W. Bush — the latter had Bour fly out to Texas — and dignitaries from around the world. He said the menu he designed reflects the restaurant’s ambiance that encourages socialization. “We want it to be more social than El Bizcocho,” Bour said, explaining that in lieu of a meal presented on a large plate, food is served in small portions on small plates so guests can order several varieties and share among those at their table. “We’re focusing on vegetables with proteins as a garnish,” Bour said. “Most places do that vice versa. You see, we love our vegetables and we grow a lot ... on our property.” This includes squash, tomatoes, lettuce, green beans and herbs. “I started the garden when I took the job (three years ago),” Bour said. “There was just a small herb garden, but this adds convenience and more appeal to the guests and whenever I need (an ingredient) I can walk (to pick it). All the vegetables are ultra fresh.”

He said the focus on light dishes is due to his goal of creating healthy meals. “Not everything ... has to be made in cream and butter,” Bour said. “It is good not to over manipulate ingredients.” Another unique feature is the mustard on tap, where guests can buy a custom-made earthenware mustard pot that is filled — or refilled — on site with the restaurant’s mustards. “The original place I saw this in was France and when my friends go to France I have them bring back mustard from speciality shops,” Bour said. “I thought it would be cool to bring that here. The mustard is made on premise with original recipes.” He said mustard varieties will likely change monthly. Unlike El Bizcocho, where it was uncommon to see children, Bour said parents are encouraged to bring youngsters to Avant where they can try new foods in small portions. According to the online menu, charcuterie — where a variety of finger food sized portions are served — is $6, or three for $15 or five for $23. Cheese plates start at $8, with discounts for multiple selections. Small plates are $6 to $18 and large plates are $21 to $38. Flat breads are $10 to $13. Signature cocktails, martinis and “classics” are $12 each while on tap beers are $5 to $7 and on tap wines start at $7 for a 6 ounce serving. Wines by the stem are $8 to $18. The bar and grill, which serves lunch and dinner, as well as Sunday brunch, has had a successful opening, said Rogers. “We’ve had lots of repeat customers,” said Rogers. “Business has been good, comments have been good. The expansion currently underway is to make room for groceries at the store. The new grocery department will include fresh fruits and vegetables, meats, a deli and a bakery. The store will expand by approximately 37,000 square feet and, when completed, will add about 85 new associate jobs, in addition to the temporar y construction

Poway National, Encinitas in All-Star tourney action BY HANK CAVAGNARO District 31 Little League Majors All-Star action was to resume today (Thursday) with Poway National taking on Encinitas. An undefeated Carmel Mountain Ranch team was to play Tuesday. Teams from 4S Ranch and Rancho Bernardo are out of the double-elimination tournament. Poway National eliminated the Poway American Little League All-Star team from tournament play by defeating them 14-0 after 3½ innings in last Sunday’s game. The PNLL All-Stars led the entire game and never seemed to show any signs of backing off. The PNLL All-Stars hit a total of three home runs including back-to-back bombs coming in the bottom of the third. This included third baseman Connor Oca’s three-run jack far over the left field fence. Oca was also walked and hit a two-RBI double in the game along with some great defense plays. “I felt good, the team felt good, and we all really came out hitting,” Oca said after the victory. “I just hope we can keep our focus next week like we did this week.” Poway Nationals had their bats flying, with all players connecting for at least one hit in the game. In addition to the barrage of hits, they did not commit a single error while in the field and made some incredible plays. “We ran into some difficulty against Encinitas (National), one of the top teams in the district, but it was a learning experience and the kids came out focused at practice,” See BASEBALL, Page B3

Ex-Titan finds West Virginia ‘a perfect fit’ for academics, rowing BY ROBERT FULTON There are two lines on the graph that will be the focus of Madison James’ future collegiate life. The first line is studying nursing. The second line is competing as a Division I varsity athlete. It turns out that the point where those two lines intersect for Madison James is at West Virginia University. Madison, who recently graduated from Poway High School, will attend West Virginia University this fall on a scholarship from the school’s rowing program. “West Virginia was the perfect culmination where I could go for academics as well as rowing,” Madison said last week during a phone interview. “It was a perfect fit when I went out there.” Madison, 18, long ago realized that she wanted to pursue a career in nursing. After logging more than 250 hours as a volunteer at Palo-
Madison James and her coach, Susan Francia, at the San Diego Rowing Club after James signed her letter committing to WVU. mar Hospital, Madison’s calling became evident. “I knew after working that much and still loving it, that’s what I should go into,” she said. Madison’s other passion is athletics, and she possesses a resume that
reflects her ability. Growing up in Poway, Madison played on basketball and softball travel teams; is a two-time qualifier for CIF in discus at Poway High; is a record-setting power lifter; and is accomplished at jujutsu. A university even

recruited Madison for its rugby team though she’s never played the sport. Both of Madison’s parents encouraged her and her two brothers to participate in numerous activities. “We have this attitude that we expose our kids to as many things as possible, whether it be spor ts or musical or whatever, then they can weed them out,” said Madison’s father Guy James. A number of schools recruited Madison to play softball, but she was told she couldn’t commit the hours needed to both play the sport and pursue nursing. If would have to be one or the other. “I’m not going to give up my major to play four years of a sport that you can’t really do anything with after that,” Madison said. Understanding that there are plenty of scholarships available in women’s crew, and possibly one of those opportunities might be at a school that will let her balance nursing and rowing, Madison joined the San Di-
ego Rowing Club last year. Madison star ted from scratch with the club. The first time she sat in a shell, she feared it was going to flip over. She practiced twoand-a-half hours a day, six days a week, driving an hour each way after school to the rowing facility at Mission Bay. “She’s a sassy little redhead,” said Susan Francia, a two-time Olympic rowing champion and Madison’s coach. “She was a huge force on the team. It was really great to work with her. I only coached her for a year, but she’s made some really huge strides in rowing. It’s been fun to watch that progress. “Rowing is really a sport about testing yourself and your limits and how much you’re willing to deal with pain,” Francis added. “It was just really awesome to watch her progress technically and really push her limits.” After picking up the sport quickly, it became time to find a university where Madison could pursue both
rowing and nursing with equal commitment. That’s where West Virginia University came in. Madison and the WVU coaches connected through a rowing website, and Madison visited the campus in Morgantown this last February. Despite the freezing temperatures, Madison fell in love with the campus, the coaches and the team, a program competing in the Big 12 Conference at the Division I level. Plus, WVU has a respected nursing program. Her father said he was impressed with both the campus and the city. “I was very excited,” Guy said. “The more I learn about West Virginia, the more impressed I am.” Good thing, because Madison has committed to be a Mountaineer. “It was a little more an on-my-own decision,” Madison said. “They knew when I got back from that visit I that loved it. After visiting some other schools, it was the right choice.”

At last, a real home for RB Historical Society THUMBS UP to the Rancho Bernardo Historical Society for finding a solution to members’ dream of 31 years — to build a permanent Rancho Bernardo history museum. Because construction is not an option for many reasons, it is extensively remodeling Bernardo Winery’s bunk house to create a 1,610-square-foot museum that is 22 percent larger than its current museum. Work is scheduled to be completed by late summer, with a grand opening likely in August. A long-term lease with a renewal option has been signed. THUMBS UP to the Rotar y Club of Poway-Scripps for agreeing to take over running of the Poway Days Parade. The 49th edition of the parade will be held on Saturday, Sept. 7. Pauline Getz will chair the parade committee, taking over from Sabrina Butler, who deserves the community’s thanks for saving the parade and running it for the past four years. THUMBS DOWN to the Poway Unified School District board for approving, by a 4-1 vote, naming the district’s 39th school, to be built in Del Sur “Design 39 Campus.” The name was recommended by the new school’s principal and her teaching team. Their alternative recommendation was “Camino Ridge Elementar y.” Now that sounds like a school name, one that is in keeping with the district’s policy of naming schools after local landmarks. But school board members, with the exception of Kimberley Beatty, swallowed a large dose of “edubabble” when they were told the new campus will “be a learning experience, not a learning environment.” It’s a school, folks. THUMBS UP to first-ter m Democratic Congressman Scott Peters for having the political courage to say publicly that he’s not happy with his Democratic president, Barack Obama. During a recent interview with this newspaper, Peters called
Obama “the most disengaged person you could image” and said he was “very disappointed” in the president. Those words may not endear Peters to the national Democratic Party, but it’s a sign supporting his claim that he is an independent Democrat. It will be interesting to see how he fares next year in what will surely be a hotly contested re-election battle. THUMBS UP to the City of Poway for its long-standing policy of requiring Boy Scouts wanting to do their Eagle Scout projects on city-owned facilities to be at least 15 years of age. The policy was recently questioned by a ver y articulate and highly motivated 12-year-old Scout, and his father. We agree with Mayor Don Higginson’s position that making Scouts wait until they’re 15 gives them time to develop maturity and leadership skills. Younger aspiring Eagle Scouts have other avenues to pursue their service projects. THUMBS UP to Rancho Bernardan Frank Terschan, the City of San Diego’s last original Retired Senior Volunteer Patrol member, who retired 21 years after joining the Rancho Bernardo unit that led to the citywide organization and was copied around the nation. From his June 15, 1992 graduation until his June 19 retirement, the 89-year-old volunteered for 5,437 hours. His leadership, knowledge and experience will be deeply missed by those he worked with to protect RB. THUMBS UP to those involved in the planning of the numerous July 4th events in our area. An impressive list of fun options range from Poway’s Old-Fashioned Fourth in Old Poway Park, to the Spirit of the Fourth Parade and related events in Rancho Bernardo and a residents-only fun day in 4S Ranch. Topping off the day will be fireworks shows at Poway, Rancho Bernardo and Del Norte high schools. We wish everyone an enjoyable and safe holiday.

Melting ice and weather In response to Mark Barry’s criticism (June 27) of my June 20 op-ed on climate, it is clear he is the perfect example of those among us who are so busy or certain in their facts that they are deterred from doing a little research of their own. With the slightest effort he could research melting Arctic ice and unlock his mindset. If he gathers the will to check, he will find Arctic sea ice volume continues to decline rapidly and has occurred at an exponential rate since 1979. With this accelerated warming, scientists are now predicting the Arctic Ocean could be ice-free in summer months in 20 years or less. The melting of the Arctic ice cap will not directly raise our coastlines, because it is sea ice and already floats. It is how it has weakened the Arctic polar jet stream, making it more likely that extreme weather conditions that develop get locked in place, affecting one region for protracted lengths of time. Scientists also report the complete meltdown of the Arctic could roughly double the rate of warming of the planet as a whole and certainly will melt all land base ice that does create a rising sea level.

Rethink Eagle Scout policy Regarding the City of Poway’s age policy for Eagle Scout service projects (June 20), I strongly disagree. In the case of 12-year-old Life Scout Wyatt Vainehar-
rison of Troop 622, I think a waiver is clearly in order. He strikes me as an ambitious, hard working young man. He deserves every opportunity to succeed in his efforts to become an Eagle Scout. When you encounter a young man like Wyatt, you make every effort to stay out of his way! I recommend that Mayor Higginson re-think this “one size fits all” policy. My policy is: lead, follow or get out of the way.

Scouts work within rules Regarding the June 20 Boy Scout article: I believe that the city, just like the rest of us, are entitled to set rules that may restrict as well as liberate activities and actions. The fact that a 12-year-old is ready to take on his Eagle project is commendable. Each of us mature at different rates and are therefore ready for differing degrees of challenges at the same age as a peer. If the young Mr. Vaineharrison is ready to do his project, he should go forward with it, with a recipient who can embrace his contribution. He can also do his desired project for Poway when he reaches 15 years of age. After all, part of becoming an Eagle Scout is learning how to follow the rules and work within the constraints of those the Scout is helping. And, being a motivated and obviously community-spirited young man, I’m sure he’ll go on to do many activities that serve and enhance the lives of all who he encounters.

Swedish giants and keyboard warriors
n her response to my May column titled “Making the case for judicial profanity,” fellow columnist Amy Roost makes her own case that offensive language can be defused. “Taboo words are only assigned their stigma because society allows them to,” Amy wrote on a pomeradonews.com online post. Good argument and one can accept the logic, to a point. I think most might still agree there remains an elite class of despicable words that will always reject any attempt at pacification. “Fighting words” are another category of special words that should probably also be avoided. These are real words that one uses to provoke another into a fight by deliberately inciting rage or hostility. Undoubtedly many people subscribe to the “sticks and stones” philosophy, but our courts certainly do not, recognizing the genuine harmfulness of fighting words to the point they are excluded from First Amendment protection. As kids growing up in the ‘50s and ‘60s, we often used fighting words, usually provoking the inevitable fist fight. But it was not until my teenage years I experienced the true power of these words first hand. One unforgettable evening, I found myself toe-to-toe with a big Swedish kid, exchanging these words. A bit of advice for would-be scrappers: When things start getting ugly, best check the other fellow’s arms. If he has visible veins running down the middle of his biceps, it is a good idea to treat that lad with respect. This guy had vessels as thick around as pencils. It was a good response. In retrospect, “Don’t use fighting words” would have worked equally well. After a few more private sessions at the hands of pugilists more skillful than I, the lesson finally sunk in: Fighting words come with real consequences. Probably best not to just fling them about carelessly. Fast forward to the digital age. Not long ago, I was reading an online account of some recent event and decided to peruse a few of the attached comments. They started out reasonably enough, but in short order degenerated into personal attacks, insults and actual threats of violence. This was not healthy and robust debate. America is, after all, a large and quarrelsome family and arguing is what we do. I remember the sequence of events. First was the blinding flash of the obvious. “I recognize this! These are fighting words!” Then the questions. “Who are these people and why are they

alifornians have been outraged about a provision added into the state’s budget that would deny them access to their government. Under the proposal, compliance with the Public Records Act would have become optional for cities, counties and special districts across the state. For that reason, I voted in opposition to the proposal. Currently, under the Public Records Act, local government officials must respond to requests from the public for government documents in a timely manner. In recent years, the Public Records Act has been an invaluable tool in uncovering government corruption. In a case Maienschein that garnered headlines, the news media relied upon the Public Records Act to expose corruption in the City of Bell. Ultimately, the law forced Bell officials to disclose exorbitant salaries and countless unlawful actions, which led to several arrests. However, under the budget’s proposal, if what transpired in the City of Bell happens again in the future, corrupt city officials could keep taxpayers in the dark by throwing up roadblocks to prevent the disclosure of this information. I am troubled about how California got into this situation in the first place. While there are open budget committee hearings, too much of what happens at the State Capitol goes on behind closed doors. This is why reforms are needed to require a sufficient public review
period before budget votes are taken. In this case, the Public Records Act item was inserted at the eleventh hour into Assembly Bill 76, a budget trailer bill that was more than 100 pages long. The Legislature had less than 48 hours to review its content before being asked to cast a vote. After the bill passed and it fell under media scrutiny, additional troubling provisions, such as suspending the requirement for local law enforcement to document and respond to domestic violence cases, were exposed. This fiasco shows why reforms are needed to make state government more transparent. I am supporting several reforms to require a 72-hour public review period before a final budget. Had this been in place, the Public Records Act item would have been discovered before the Legislature voted on the overall budget, and the Assembly would not have had to take the embarrassing step of a re-vote. It should come as no surprise that the nonpartisan Sunlight Foundation gave the Legislature a “D” grade for failing to be sufficiently open to the public about how it conducts its business. With this most recent incident, it’s clear we must be vigilant to protect the public. It is my hope that, going forward, the Public Records Act will not be a political football in budget debates. Preserving public access to information is essential and I will not support efforts to exclude the public from information on the government. In the world of cyberspace, there are no consequences, no constraints, no Swedish giant perched astride your keyboard, fully prepared to fetch you a belt in the gob for recklessly launching electronic fighting words against some total stranger miles away. Keyboard warriors are free to write whatever they please. For one thrilling moment, I contemplated joining in and composing my own furious response, but discovered that I could not. Like Pavlov’s dog, I instinctively recoiled from the keyboard, conditioned to avoid gratuitous fighting words, almost tasting again that all-too-familiar liquid metal flavor flowing through my mouth. For me, this was going to have to be a spectator sport only. Reading through that dueling salvo of flaming digital rage, it was as though I were witnessing the “de-evolution” of my own species, fellow human beings becoming increasingly angry, crude, and stupid. Over nothing! It somehow brought to mind the story of Rapa Nui, a proud Polynesian civilization that, following the total deforestation of their land, devolved within a few generations into rival tribes of cave-dwelling cannibal raiders. In today’s digital age, that process of devolution has been accelerated from generations to the mere span of a few simple keystrokes. Eagle Scout policy should be changed Determination and drive. Those are the defining elements of personal success. In his diligent pursuit of Eagle Scout designation, young Mr. Vaineharrison has already demonstrated those qualities above and beyond most of his generation! There is an excellent chance he may turn out to be an entrepreneur, inventor, or if nothing else, amazingly content at whatever he chooses to do. Sadly, in an era when an overwhelming number of his contemporaries spend hours transfixed on their smartphone, tablets, and skateboards, his contemporaries likely are clueless about those qualities. So too the Poway city management team who provided such a lame response to his request for working on a service project, which from the approach he is taking, could do nothing other than benefit our community at no cost to the city. It would behoove our fine city management to consider how Mr. Vaineharrison has already demonstrated maturity at a level commensurate with whatever undefined personal traits the city uses to consider qualification for a merit badge project. The city management response to his request is clearly in line with those delightful undercurrents of 1950s tradition, completely devoid — so far — of adult reasoning. I am amazed there isn’t a Poway municipal code that requires all new or remodeled homes be built with an atomic bomb shelter! Meanwhile, were I still in business, I would hire the boy instantly, without even the need for an interview. He demonstrates the character and maturity one would look for in the ideal employee. I hope our city management team — top to bottom — sees the error of their decision, approves his request, and reconsiders their practices. After all, it is highly unlikely there will be a deluge of applicants seeking to complete Eagle Scout requirements

PHS grad's death ruled a suicide
SAN DIEGO (CNS) – The Medical Examiner on June 30 ruled that the cause of death of a 2007 Poway High School graduate whose body was found inside the trunk of a Toyota Camry more than two months ago was suicide. The remains of Grace Ann Hall, 23, of San Diego, were found by police detectives April 18 in her car, which was parked in the 7700 block of Convoy Court. Hall had been reported missing one day earlier after she failed to turn up for a job interview in the Los Angeles area. She was a 2012 graduate of Cal State Fullerton. The cause of her death, listed initially as suspicious, was acute ethylene glycol poisoning. Ethylene glycol is a colorless, odorless, sweet-tasting poisonous chemical found in many household products including antifreeze, deicing products, detergents, paints and cosmetics.
Tented RB residence burglarized A Rancho Bernardo home was burglarized while tented for fumigation. San Diego Police at Northeastern Division posted on their Facebook page that the crime, discovered on June 24, occurred on the 12600 block of Mantilla Road in the Seven Oaks neighborhood when the homeowner was away due to fumigation. The burglary was discovered by the fumigation company’s employees, who told the homeowner that when they came to remove the tent, they saw it had been cut. “The suspect(s) cut the tent and entered the residence by breaking the rear sliding glass door,” police wrote. “The loss is a large TV and a heavy safe. It is believed it would take more than one person to remove the stolen property.” Anyone who might have witnessed the incident is asked to call Det. Bozarth at 858-538-8020.

Caltrans considering concrete median barriers on Hwy. 67 Caltrans is studying the feasibility of concrete median barriers down the center of Highway 67 and hopes to have a project report completed by next summer. Due to head-on collisions on the highway that have resulted in fa-
talities, Ramona area residents have called for more safety measures along the route. In response, rumble strips, speed feedback signs and other safety measures were installed, Joe Hull, office chief with Caltrans traffic operations
said, and “we have seen a decrease in the cross-median collisions.” Hull said Caltrans has been studying the possibility of a concrete median barrier from the current barrier near Vigilante Road in Lakeside to just south of Highland Valley Road.

Joy is survived by her husband, Frank Palfy of Poway; daughter, Robin Joy (Terry) Maxson of Ramona; son, Kurt (Nora) Palfy of Willow Park, TX; brother, Jack (Karen) DeLay of Kansas City, MO; grandchildren, David Valkema and Jacqulene Valkema both of Poway, Taylor Gans, Jake Palfy and Jordyn Palfy all of Willow Park, TX, and Daniel Maxson of Ramona; and numerous nephews and nieces. She was predeceased by both of her parents and by her grandson, Eric Valkema. Funeral services will be held on Monday, July 8, 2013, at 11am at PowayBernardo Mortuary. Interment will immediately
