Commission rejects SDG&E’s wildfire recovery plan Just before the end of 2012, state utility commissioners denied San Diego Gas & Electric’s application to recover its uninsured costs from the October 2007 wildfires. Ramona’s Diane Conklin, speaking on behalf of the Mussey Grade Road Alliance, said the alliance was pleased with the

California Public Utilities Commission’s unanimous decision to deny SDG&E’s Wildfire Expense Balancing Account (WEBA). The Mussey Grade Road Alliance and other opponents of SDG&E’s plan said the WEBA would lead to increased utility rates and less safety and equip-

ment maintenance. County Supervisor Dianne Jacob also lauded the CPUC’s decision. “This is a huge win for San Diego County residents—and for common sense,” said Jacob. “SDG&E’s proposal to charge ratepayers for fires the utility largely

NASA grant propels robotics team to new heights By PIXIE SULSER A $5,000 grant from the National Aeronautics and Space Administration (NASA) will propel the Ramona High School robotics team to new heights this year by providing money to expand design capabilities and competition opportunities.

For the first time, a pair of bald eagles are nesting in the Ramona Grasslands, reports Dave Bittner, executive director of the Wildlife Research Institute in Ramona. “We didn’t expect them to pop up, but we’re pleased that they’re here,” he said. The pair has selected a big eucalyptus tree off Rangeland Road in a portion of the grasslands that is not open to the public, and has continued to build a nest, using sticks as large as 5 feet long, he said. “They’re pretty much there every day, building the nest,” said Bittner. The wing span of a male bald eagle is about 6 1/2 feet, while the female

wing span is about 7 feet, he said. Bittner said that during the past two or three years, bald eagles have migrated to the grasslands in the winter but were usually juveniles or not yet of mating age. These two bald eagles have been around the grasslands since midsummer, he noted. “It appears they’re doing all their foraging on the Ramona Grasslands,” he said. The bald eagles forage mostly on ducks and geese now, but may also feed on rabbits and ground squirrels, he said. If a bald eagle sees a flock of Canada geese, he may look for an injured one and go after that goose, using his talons, Bittner explained. “Around water they’re big on fish,” he said. Noting that the foraging area is also one that is used by some golden eagles, Bittner said, “We may see some aerial combat.” The wildlife institute will continue to monitor the pair. ity to not only build our robot but to also compete in two competitions instead of just one during the robotics season.” Robotics season? Yes, that’s right, just like any other sport, there is a competition season for robotics teams. The kick-off is Jan. 5 and the season runs for six weeks, culminating in regional competitions all over the country. The San Diego Regional event will be held at the Viejas Arena (formerly the San Diego Sports Arena) in March. When the season opens on Saturday, each team receives a basic kit consisting of a frame, motors, wheels, and a bit of hardware along with rules and parameters for building their robot. “The robots must be designed to play some sort of game,” explained Waters. “Every year it’s different. Last year’s model had to shoot baskets. Another year we built a robot to pick up inflatable rings and place them on a peg board, and one year our robot had to kick a soccer ball into a net. When we

receive our start-up kit, we also learn what the season’s game task is.” The design of the robot beyond the basic kit materials and assigned “game” task is up to the individual teams, however there are established rules and safety regulations that must be followed. “For example, a robot cannot have sound effects or flashing lights, and cannot harm another robot,” said RHS team President Robert Hayes. From the kick-off date, the groups only have the allotted six weeks to design, build, troubleshoot, and adjust their robots. At the six-week mark, the robots are sealed until the start of the three-day competition, and nothing except minor repairs may be done from that point on. The season can be quite expensive. The regional competition costs $4,000, the foundation materials for the robot run another $1,000, and then there are the “extras” such as travel expenses, substitute teacher pay so the adviser can attend the competition,

robotic competition is the brainchild of inventor Dean Kamen, who wanted to motivate young people to pursue education and career opportunities in science, technology, engineering, and math while building self-confidence, knowledge, and life skills. In 1989 Kamen founded FIRST (For Inspiration & Recognition of Science &Technology), a nonprofit organization created to make a sport out of technology. He envisioned a “varsity sport for the mind,” something that would combine the excitement of action sports and the rigor of science and technology. The 15-member RHS team is one of 2,600 robotic teams comprised of 52,000 students in grades 9 through 12 across the United States that support the mission of FIRST to excite and build an interest in the world of science and technology. Until the robotic season begins, the RHS team meets weekly working on fundraising, organizing, and learning programming

and whatever additional materials are needed to complete the team’s robotic design. A second competition is an added $4,000 which is why, until this year’s assistance from NASA, the team has stuck to a single contest. “There is never enough time, enough money, or enough students, however, somehow, every year, the job gets done,” said Waters. But it is supposed to be that way, he explained.

The entire competition preparation is meant to mimic the often intense work world in which professionals must design and build a product according to a client’s specifications. The students get a sense of reality by being put into a high pressure, deadline oriented situation. “The deadline doesn’t come with extensions,”said Waters. “Either you make it or you don’t. There are no accommodations for not finishing on time.” This intense world of

Once the season starts, the group works daily, including weekends and any holidays that fall within the season, to meet their deadline. “The last week before the competition is what we sometimes call Rage Week,” said Groenwold. “That’s when we are here until late in the evening and trying to get everything done on time.” Although the NASA grant is a boost to this year’s team, the program is routinely sponsored by the Ramona Kiwanis Club, Qualcomm, and the American Society of Mechanical Engineering.

Propane leak leaves Terrace Estate residents without heat overnight Approximately 13 members of Ramona’s Community Emergency Response Team (CERT) went to each of the 220 units in Ramona Terrace Estates mobile home park at 1212 H St. Dec. 21 alerting residents they would be without heat until a propane leak discovered earlier in the day was repaired. Initial estimates were that the residents would be without heat three to four days. Repair crews had it

Ramona Fire Department said the department received a call the morning of Dec. 21 of a concentrated smell of propane. An investigation led to the discovery of an underground leak. County Hazardous Materials and Environmental Health workers also responded to the leak from the 30,000-gallon propane tank, and residents of 10 units were ordered to evacuate. Some residents were out of town for the holidays and, because the units had electricity, others stayed and used space heaters and electric blankets. No one was injured and no property damaged, reported the county.

RHS soccer to offer clinics, host alumni games Ramona High School’s boys and girls soccer programs will offer a soccer clinic for Ramona Soccer League players during the day on Saturday, Jan. 5. The high school players invite soccer league participants to “come for some drills, skills, and fun, and then watch your trainers play that night in the alumni game.” The clinic will be held from 9 a.m. to noon for league players ages 4 through 14 at Ramona High School Stadium, 1401 Hanson Lane. The price is $30 and includes T-shirt,

water bottle and ticket to the alumni game. Participants may show up early to register. The alumni games begin at 5 p.m. for girls, and at 7 p.m. for boys in the stadium. Tickets are $5 for adults, and $2 for children. Gate proceeds will benefit Gabby Hallmann, whose father, Michael Hallmann—a former RHS soccer player—recently died. Those changes permit SDG&E to keep its wildfire expense memorandum account open to record wildfire expenses in excess of liability insurance coverage and payments from third parties, and file separate applications in the future to recover costs, subject to reasonableness reviews. Hawk Watch 2013 — an event that will offer up-close viewing of wild raptors in the Ramona Grasslands — will be held every Saturday in January and February from 9 a.m. to noon. Conducted each year by the Wildlife Research Institute at its Highland Valley Road headquarters, Hawk Watch attracts hundreds of people to this free program that provides the viewing of hawks and eagles, and their life histories. WRI biologists also explain the significance of the Ramona Grassland ecosystem to the raptors’ survival. Visitors will see such raptors as the golden eagle, wintering ferruginous hawk, redtailed hawk, prairie falcon, red-shouldered hawk, and burrowing owl. Nineteen species of raptors have been recorded in the

New sentencing date set for real Judge sets Feb. 13 hearing for motorist estate agent in conspiracy case whose car slammed into apartments By NEAL PUTNAM Ramona real estate agent Teresa Rose will be sentenced May 20, 2013, following her guilty plea to conspiracy to commit wire fraud and money laundering in connection with a scheme involving mortgage loan fraud. Rose is among three others charged in U.S. District Court in San Diego who allegedly recruited investors through ads to purchase homes in Ramona and elsewhere as straw buyers who were promised $10,000. Her first sentencing date was Dec. 3. It was reset in November for March 18, and the May date was set recently but there was no reason given in her court file. She remains free on $50,000 bond. Her attorney, Michael Lipman, said earlier that Rose was duped by co-defendant Mary Armstrong. “Teresa Rose pled guilty based on limited conduct that occurred in the 2006 to 2007 time period involving nine transactions

in Ramona,” he said. “She is ashamed of this conduct and looks forward to putting it behind her.” Lipman said Rose never received “any of the alleged $1.5 million in illegal profits. Her biggest mistake was not completely withdrawing from all dealings with Armstrong and others...There is noth-

ing wrong with a real estate salesperson representing both the buyer and the seller in a transaction.” Rose faces a maximum term of five years in federal prison and a $250,000 fine. She also may be eligible for probation if she agrees to pay restitution that may be ordered.

cards, a knife, and a flashlight. McGee received credit for two days previously spent in jail and no additional jail time was ordered by El Cajon Superior Court Judge John Thompson on Dec. 13. He was fined $1,264. Additionally, McGee was ordered to pay $1,200 in probation costs and $570 for a court appointed attorney. He will make monthly payments. “He’s a good kid who did something stupid and now he has a felony on his record,” said McGee’s attorney, Bart Sheela III, on Dec. 19. “A felony on your record is significant. It affects your future forever,” said Sheela.

McGee pleaded guilty to the only charge left after another judge dismissed a burglary charge in a preliminary hearing on Oct. 3. Judge William McGrath said he dismissed the burglary charge because McGee didn’t enter the home. The case is related to 23 “hot prowl” burglaries that were investigated by the sheriff’s department and were apparently committed by two minors who were prosecuted in Juvenile Court. Their names and cases are not public record. Deputy District Attorney Shanish Aloor said if McGee violates terms of his probation, he could be sentenced to three years in prison.

Aloor said the burglary charge against McGee was filed because he gave a ride to the burglar, the juvenile. The only other adult charged was Garrett Paul Jackson, 18, also of Ramona, who was sentenced to 30 days in jail, but was released Dec. 7 after serving less than half of it. The sheriff’s department has discretion to cut sentences for those placed on probation. Thompson fined Jackson $1,264, and placed him on three years probation on Nov. 29. Jackson also pleaded guilty to receiving stolen property that included items from another burglary in Ramona committed by a minor.

McGee sentenced to probation and public service Skylor Rocky McGee, 19, of Ramona, has been ordered to perform 20 days of public service under terms of three years probation for his guilty plea to receiving stolen property that included items taken in a residential burglary by a juvenile. McGee was ordered to pay approximately $700 in restitution to Randolph Raines for items taken by a juvenile in a June 20 burglary of Raines’ home in Ramona. McGee didn’t enter the home, but gave a ride to a juvenile who broke in and took two cameras, two wallets with cash, and credit

each week, according to court records. Scott has turned in proof of attending those meetings. Scott and a female passenger were hospitalized after his silver Ford Focus was on La Brea Street and sideswiped a car in the parking lot of the Canyon Crest apartment building. The car struck two apartment units around 11:30 a.m. in the 1700 block of La Brea Street. Before that, Scott allegedly committed a hit and run in the Kmart parking lot in the 1800 block of Main Street and struck a sign on the southwest corner of La Brea and Day streets. The hit and run charges are misdemeanors. The DUI charge is a felony, but it does not describe what drug Scott may have taken. A court document says Scott had previously been charged with DUI. The collision damaged the kitchens of two apartment units, but a county inspector later determined the building had no structural damage.

Additional homeowners will receive reduced state fire fee Property owners in east San Diego County backcountry, including Ramona, who are covered by the San Diego County Fire Authority will receive a $35 reduction in their $150 state fire prevention fee, according to Cal Fire. The state forestry and fire protection agency said it has been working with the San Diego County Fire Authority, along with several other agencies, and has determined that residents within County Service Area (CSA) 135 are eligible for the $35 reduction. The new fee, which is being assessed on all habitable structures within State Responsibility Areas (SRA), is set at $150, but has a $35 reduction when the home is within a local fire protection agency. Cal Fire said an in-depth

fire protection review of CSA 135 determined the area meets requirements for the reduction in the fee as outlined in the law, because fire protection funding is provided by the county Fire Authority. Gene Sather 1955 – 2012

Gene Sather, 57, passed away December 8, 2012. He was born in Minnesota and followed in his father’s trade of road construction. His first marriage blessed him with three daughters, Angela, Carmen and Christine. He later moved to San Diego where he met his current wife, Sandy. They both liked to dance and their love grew. They danced through life for the last 20 plus years. Sandy has two children, Bob and Shannon, and they united their families.

Over the years, they were again blessed with 11 grandchildren. He treasured the time he spent with them and friends on the Ranch. Gene was a hard working, straightforward yet simple man. He didn’t try to impress anyone. Gene was just Gene, take him as he is. He was a deephearted Christian, talked to everyone, loved his family and friends with all of his heart and would go out of his way to make sure we were taken care of. If you asked, and he could, it was done. His funeral and burial were in Ulen, MN, on December 17, 2012. He is next to his parents in the small town in which he grew up. A Celebration of Life is planned for January 19, 2013, at the Ranch. God took him earlier than we would like, but He alone knows why. We will truly miss him and always love him. School district invites adults to ‘give gift of time and help a child learn to read’ Ramona Unified School District invites adults to volunteer to tutor a child and share their love of books and reading by joining the district’s OASIS tutors in their 14th year of helping children improve their reading skills. OASIS Intergenerational Tutoring Program pairs adult volunteers with students in grades one through three, one-on-one, once a week for an hour. No teaching experience is necessary, just a warm heart and a desire to help a child experience the joy of reading,

Good PR garners community support By JOHN RAJCIC

ext to the family, the school may be the most important organization in our community. The school impacts on the growth and development of the young. The teacher educates. This does not demean the role of the church or any other organization. Since the failure of our school bond measure, I have been asking people how they voted and why? Right off the bat, some said, “It was none of my business.” So true. That is why we have the Australian ballot. Many, however, responded, some reluctantly. Comments follow (Even though not answering yes or no on the bond issue, the comments may give a clue): My daughter at James Dukes has 39 in her class. Voted yes. They waste money, we give them too much already. Voted no. Are you kidding? They waste enough money. Why did they let the roofs leak in the first place? Did you see what they pay the superintendent? and walked away. Many said they voted yes because schools are important. No other explanation. We home school our kids. I’m not going to give them money for educating illegals. (I said teachers have an obligation to educate all kids that come into the classroom.) No way, I hated Ramona High, I would never vote to give them money. They spend way too much on administration already. Why give them more? Can’t understand why they need more money. Voted no. Our schools are falling apart, they need the money. Education is important. I can’t understand why so many people voted no. My kids need a good education. If I had the money, I would send them to a private school. I did not vote. No explanation I voted yes. No explanation. Four families walking with school age children; three families voted yes. One apparently no. (As I write this, my mind keeps fleeting back and forth to Sandy Hook and I choke up a whole lot.) Many people volunteered very positive comments about their children’s education in Ramona. Some who had unfavorable comments invariably cited a specific instance involving a teacher or other student. Salaries were an issue with several. Teachers wanting more money and saying, “it was for the kids” was not creditable to a couple of people. History tells a different story

Commentary By STEVE BISBIKIS Weeks after Mitt Romney’s defeat there are those who persist in the delusion that business people make the best presidents. The facts of history have shown us otherwise. Since Herbert Hoover 1928, the American people have voted out of office after a single term only three presidents: Hoover, Carter, and George H. Bush. All were successful businessmen. George W. Bush, who supposedly was a good businessman, was re-elected and oversaw the worst collapse in the economy since the Great Depression. To lament that Romney would have been an economic savior does not

bear out what history has shown. According to the Washington Post, on the average, under presidents with successful business experience, the GDP has increased only 0.12 percent, and under presidents with little or no business experience, the GDP has grown 5.46 percent. So, when one hears opinions that are not borne out by facts, we end up with misinformed voters. Where does much of this misinformation come from? Study after study has shown that Fox News viewers are consistently the most misinformed, and without having a clue that they are. The University of Maryland poll found that Fox News viewers are

30 percent more likely to think that “most scientists do not agree that climate change is coming.” Also, Fox viewers were 14 percent more likely to believe that the Obama stimulus did not provide any tax cuts. The Obama stimulus bill provided one of the largest tax cuts ever for middle class Americans. An AUS.com study showed 31 percent of Fox viewers honestly believe that it is not clear that Obama was born in the U.S. even after Hawaii posted the record of his birth record, the birth announcement from a Hawaiian newspaper. This poll showed that Dems. and Repubs. who watched Fox News were equally misinformed. Obama’s American Recovery and Reinvestment Act (the stimulus) is a subject that, if you listen to Sean Hannity on Fox on a daily basis, you would believe was a failure. According to the New York Times,

the stimulus was responsible for creating 2.5 million jobs. Most economists agree that it helped the economy grow by 3.8 per cent and kept the unemployment rate from reaching 12 percent or higher. This is what Fox viewers don’t get, the economy may not have recovered to its pre-recession numbers, but at least it has not gone over the edge of Depression which it might have done. Some seem to believe (as did Mr. Fontana Dec. 20 commentary) that Obama “by design wants an entitlement to depend on government.” The facts show that $1.5 billion went to rent subsidies and emergency housing that kept 1.2 million people with roofs over their heads when millions were losing their jobs at a rate of 775,000 per month, not to mention their homes. Sentinel Reader Opinion Sophomoric slur I was surprised to see the sophomoric slur about the President becoming an Aztec in the Reader Opinion section of the December 20 edition. This is the sort of inane innuendo I might expect to see scrawled on a public restroom wall, not in the editorial section of the Sentinel. Global warming is melting our glaciers Our glaciers are melting fast, faster than 20 years ago. It seems like our government isn’t too worried about this serious problem. One group that is trying to help is the EPA. They don’t have a big budget, which makes it difficult to get things done. Our government does not have extra money lying around to go to groups like the EPA. But our glaciers are melting because of global warming. Scientists say global warming is from manmade items like exhaust from cars. Other scientists say that

A current issue going on right now in the town of Ramona is the question of becoming a township or remaining a part of San Diego County. As a pro, of course, Ramona would be its own independent incorporation, thus would have the authority to control the town as a whole on its own. If Ramona became a township, it could conduct planning and zoning independent from the rest of the county, which is a plus in the fact that it allows for independence of the

town to perform in the people’s best interest. In addition, Ramona would be able to create its own police department rather than have a branch of the San Diego County Sheriff Department, which might allow for more focus on criminal issues within Ramona. Though there are police officers that are assigned to work in the Ramona branch and monitor the goingson of the town, it seems it would be much more efficient to have our own local law enforcement set up to handle all things Ramona 24/7. There are cons to becoming a township though. Once independently incorporated, costs are all maintained by the town itself rather than financially depending on the county to perform tasks such as fixing the roads and sidewalks. Another costly addition to being an town separate from the county is the prosecution of misdemeanors, which is currently covered by the county itself. The township would also be issued more paperwork from the state, which means more staff and equal more expense. Though the sound of more jobs always seems to be the best option, the amount of paperwork

may be a hefty thing to acquire just starting out. The biggest issue for us “Ramonans” I believe is the idea that there would be a loss of sense of community if this small town became its own incorporation. That is an important aspect of living in Ramona, for while there is much mockery of this rural town of “countryfolk,” those that have remained in Ramona enjoy the way it is right now. Me personally? I think there are benefits and disadvantages to becoming a township which would need to be taken under further consideration. If it was possible, I think becoming our own township would provide a lot of opportunity and power in the decisionmaking of what happens in our town and how it happens. And even if we did become incorporated, I think the people of Ramona would continue to have a strong sense of community because that’s the most recognizable quality of Ramona, and the small-town feel isn’t created by dependence on the county but by the open, friendly, and supportive people living in it. Without it, nothing can succeed.” —Abraham Lincoln Much like Lincoln implied, our community- school relationship is not where it should be. Our former superintendent told me, “the school district was not in the public relations (PR) business.” I believe this attitude prevails today. Every individual and organization is in the PR business, be it good or bad PR. That’s the way it is. That’s life. The teacher is the backbone of a school system. The teacher, by respecting and keeping em-

phasis on the student, makes an enormous difference in the public perception and support of our schools. Teachers by their words and action create a ripple effect of PR that is endless. The schools have the PR advertisers captive for 180 days a year, the students. Everyone may observe good PR in a kindergarten class. Kindergarten kids and parents are excited about school. Kids dash home, shouting, ”Mom, look what I did in school today.” The kids are anxious for school to start the next day and the teacher is excited to see them back in school. I never met a kindergarten parent that did not think highly of their teacher. Kinder-

garten teachers focus on and respect the child. This does not mean they neglect the academic aspect of school. In fact it is emphasized more but in a tangential way that is measurable and results oriented. Now we are at the high school. Kids are lined up in some classrooms at the door, three minutes before the bell rings, waiting to “bust” out. Some can hardly wait to get home or to work to make money for car payments or gas. When asked, ”what did you do in school today,” they say “nothing.” In some classes I believe this is the truth. I do not

the “no tax increases under any circumstances” crowd, that they can’t even get themselves to raise taxes on the wealthiest 2 percent of the population, but are electing to rather raise taxes on 100 percent of Americans who pay taxes. That should tell you who is looking out for the vast majority. Simple economics can tell you, put money into the hands of the 98 percent, they will spend it and create the demand for products

and services, which in turn creates more jobs. That is the sole reason for hiring; it doesn’t come out of the goodness of the hearts of the job creating businessman. In fact, just the opposite occurs; less employees means more profits. If you watch Fox News you will hear it’s all about assisting the job creators. One more thing I would like to clarify concerning playing the race card of which I was accused

of doing. I was merely referring to that we can not always go with what the founding fathers may have intended, and that if we did Obama could probably only have aspired to be a slave, which is probably a fact. But if one is troubled by the fact that some racism is really not a factor in our country any more, Shakespeare once said, “Ye doth protest too much.”

The EPA is doing everything it can to help with global warming. If our government really wants to protect and help our environment, it would pass more strict laws to reduce greenhouse gasses. It would also help the EPA if it had a larger budget so it could make a bigger impact on global warming and other issues. We need to find a solution, and it is not only up to the EPA. If all of the glaciers melt, the animals will have nowhere to live and will die. The second problem is every time the glaciers melt, more water is put in the ocean. If too many were to melt, the ocean would rise, causing mass flooding on the coast, and this would cause major damage to many homes and families. The EPA tries many things to help with the environment. In my opinion, it is too late. For instance, the EPA tries to encourage people to purchase hybrid cars because they use little to no gas, which produces minimal exhaust into the air. Only a few percent of people who own cars, own hybrids. Hybrids cost a lot more than a regular car, so in this tough economy, people will stick to the original cars. These cars could be more efficient if they were out 30 years ago and much cheaper because then people would have transitioned into buying cars long ago, and so hybrids would be more popular and common today.

None of this is mentioned on Fox News, only opposition, distortion, deceit, and ridicule of Obama’s policies. And who do many Republicans in Congress listen to, you know who, Fox News? Those who watch Fox News don’t get many facts, but

seem to regurgitate their generalized opinions. The entire theme of the Republican Convention of “We Built That” was a lie Fox News perpetuated. It was not what the president really said, but was completely taken out of context. If you base your entire premise on a lie, it becomes a difficult hill to climb. So now we find ourselves in a situation where Republicans in the House are so influenced by

attribute this to their teenager-nous, because there are teachers at the high school where students do not want to leave their teacher’s class when the bell rings. When they get home their parents engage them in conversation. I have subbed for teachers who really know their subjects, but I think realize their students, “don’t care how much you know until they know how much you care.” I would say these “bright” teachers really care. Students tell me that these teachers are great. Outstanding teachers have dif-

ferent styles and approaches. They know their disciplines. More importantly they know and respect their students. These teachers and their students are the best PR the Ramona schools and community have. Children at all grade levels should feel good about what they “learned” in school and relay those sentiments to their parents. We have 12,000 parents in our school district. If only half came to the polls with a yes vote, the bond issue would pass. These are solely my views and

Ranchita residents fight proposed cell tower site By KAREN BRAINARD A group of Ranchita residents are fighting the proposed installation of a multi-carrier cell tower that they say would pose health risks such as cancer to those living near it and would destroy views in the designated scenic corridor on Montezuma Valley Road. Ranchita Community Group for Responsible Cell Tower Siting collected 41 signatures on a petition it submitted to the county Planning Commission. Barbara Schnier, a force behind the Ranchita group, said the Planning Commission will hold a hearing on the proposed project, probably in early 2013. Continuing to collect signatures on the petition, Schnier said at least 60 people have now signed it, including some from Ramona. The project site is on property zoned limited agricultural (A70) at 27865 Old Mine Road. According to the California Environmental Quality Act (CEQA) initial

The 2,394 square feet leased for the project would be surrounded by a 6-foot-8-inch tall concrete wall that would be 10 feet high on the western slope of the property. Public comments to the initial study closed Sept. 21. Other reasons residents objected included reduction in property values, concerns of fire dangers, and damage to the environment and to historical properties. Schnier owns one of two adobe homes, built in the 1940s, calling them a “San Diego treasure,” and said the tower would loom over the homes. The adobe homes have mosaic

Fire foundation’s Lifetime Achievement Award goes to Mount Laguna volunteer corporated county. Longtime teacher helps students with decision-making skills After reflecting on this past year and tragic issues in the news about young people and the consequences of their poor choices, teacher Gene Doxey decided he could help students with their Emotional Quotient (EQ) and decision-making skills before they reach adulthood. To do this, Doxey is teaching a Contemporary Issues class at Ramona Lutheran School that basically deals with the emotional intelligence of adolescence to help students with their EQ. Doxey, who retired from the Ramona Unified School District, has been involved in edu-

IQ (Intelligent Quotient) is important, he said, but EQ should also be considered in dealing with children because it is the ability to be aware of themselves and others. Doxey said EQ helps people make wise choices that lead to good consequences. It also helps to control behavior and impulses, develop good people skills and good coping skills, and motivate people to start and complete tasks or projects, he said. According to Doxey, there are people with high

IQs who lack EQ, so they don’t succeed, and people with average to low IQs, but have a high EQ who succeed in the world. Having both is important for success, he said. In Doxey’s class, he discusses and explains to the students that they have choices in their lives that are going to have great and lifelong consequences. The behavior that they exhibit now needs to be appropriate, respectful, motivational, and responsible, he tells them, and they need to be leaders who set good examples, instead of followers who fall for anything. Doxey said children to-

day are being bombarded with adult issues that they are not ready to understand or handle. He added that it is surprising how well his students grasp the concept of IQ and EQ. The teacher said he also sees a need in the classroom for a support system as teens experience the hormonal and emotionally confusing years of adolescence. Scouts assist Senior Volunteer Patrol during holidays For the past several years, Ramona Girl Scout Troop No. 8009 has teamed up with the Senior Volunteer Patrol at the sheriff’s Ramona station to brighten the holidays for older residents living alone. This year the Scouts baked 36 dozen cookies and designed 36 handmade cards “that will be cherished and appreciated by the recipients,” said Barbara Wallace, crime prevention specialist at the sheriff’s Ramona station. Senior Volunteer Patrol members make daily phone calls to almost three dozen seniors in Ramona who don’t have family or friends to check in on them. “The YANA, or “You Are Not Alone,” Program is designed to ensure that our

valued seniors know that someone cares about them and want to make sure they are safe,” said Wallace. YANA participants also receive weekly visits from two senior volunteers to make sure that everything seems positive and secure. If the volunteers notice anything that concerns them, they make referrals to obtain assistance for the individual. During the holiday season the volunteers deliver gifts to each person on the YANA list, and the Scouts are an important part of the holiday gift giving, noted Wallace. “These girls are truly a great representation of the talented and caring youth in Ramona,” she said.

She is painting on panels in her studio, which is how the Casey Tibbs mural on the Town & Country Real Estate building was done. Bulldogs celebrate soccer tournament victory By JOE NAIMAN Ramona High School’s varsity boys soccer team won its first tournament in more than a decade Dec. 24 when the Bulldogs were victorious in the championship match of the Grossmont Tournament. Ramona’s 3-2 victory over Olympian in the finals at Santana High School preceded a Dec. 22 pool play win over Montgomery and a 3-1 victory over Steele Canyon in the semifinals at Helix High School. “I was just really proud of the boys. That’s a lot of games in a short amount of time,” said head coach Michael Jordan. The tournament began Dec. 15 with two pool play matches for each team. Ramona tied Steele

Canyon and defeated Monte Vista that day while Montgomery outscored both the Cougars and the Monarchs. Ramona and Montgomery played on the Monte Vista field to conclude pool play a week later. “Basically whoever won that game was going to advance out of pool play,” Jordan said. “We went into the game thinking that whoever won the game is going to advance out, and Montgomery is a really good team.” What Ramona didn’t learn until after the game was that Montgomery had used an ineligible player and had to forfeit its two Dec. 15 victories. “I’m glad we didn’t know that going in. I’m pleased we had the mentality that we had to win to advance,” Jordan said.

Wrestling criteria decides winner in Bulldogs' tie with San Marcos By BILL TAMBURRINO When two top 10 wrestling teams square off, the match is expected to be close, but close doesn’t even come close to describing the Ramona/San Marcos dual meet. The score was 28-28, however, in wrestling there are no ties. The rule book has a list of 22 criteria for declaring a winner, with the final criterion a coin flip. The Bulldogs made it to the seventh criterion tie breaker before San Marcos was declared a winner. The match started with the 120-pound bout. Vince Adair recorded the fastest fall of the match by pinning Jacob Guillen in 1:34 (fastest fall is one of the criterion in the tie breaker but it didn’t get that far). Martin Dowers (126) won by a 6-2 decision over Tyler Hulstine and Ramona led 9-0. Kevin Conroy dominated Joel Thieme in the 132-pound bout and won

by major decision (another criterion) 12-2 to add four team points to the score. Arturo Osario (138) won by fall over Chris Gaetani in 4:54 and the Dawgs had a 19-0 lead. Jake Ohnysty (145) lost by decision to Ali Skander of San Marcos and the Knights were on the scoreboard. Isaiah Ilich won a hard fought 11-5 decision over Scott Parker in the 152-pound bout. Ilich scored 7 points in the final period to ensure the win. With the score 22-3, San Marcos made a run with the strength of its lineup. Alex Gomez lost by fall to Alex Graves (160). Scott Valente (170) lost a decision to Josue Gonzalez. Raul Briseno lost a fall to Nick Kimball (182) and Noe Hernandez lost a decision to Neal Sustaita (195). Brandon Arthur, a 16-year-old from Ramona, capped off his rookie off road racing season by earning the Class 1400 championship in Laughlin, Nev. At the High Desert Racing Association’s (HDRA) “Rockin’ on the River” event, Nov. 9-11, Arthur won both days, 10:58 ahead of second place Nick Isenhouer, in his HRT Motorsports, Competitive Metals, Ford F-100. Arthur also placed both days in his recently completed Open Class truck that he will campaign next season.
