During a morning meeting held at La Valencia Hotel on Jan. 2, those invited to the meeting paid a nominal $1 fee to become members of Citizens for Odor Nuisance Abatement, a nonprofit group started by George’s at the Cove owner, George Hauer, and La Valencia’s managing director, Mark Dibella.
La Jolla Shores attorney Norm Blumenthal of Blumenthal, Nordrehaug and Bhowmik filed the suit in Superior Court on behalf of the group, of which Hauer is president. Blumenthal is working on the suit pro bono. Though Blumenthal wouldn’t say who organized the meeting, sources told La Jolla Light those invited were

Windows in new tower distort vision, lifeguards say By Pat Sherman The new lifeguard tower at La Jolla Shores has actually made the beach there less safe than it was before the $3.8 million facility opened, said San Diego Lifeguard Union spokesperson Ed Harris. At several times of the day, Harris said, the lifeguard views from the upper observation booth are being obscured by glare, reflection and distortion, in part because the proper type of glass was not used for the windows, he said. Though in some regards the Shores’ new
cantilevered lifeguard tower could be considered a marvel of modern engineering, Harris said it should be awarded an “onion” because the most important aspect of it — lifeguards’ ability to see the water — is diminished. “We have asked (the city) on numerous occasions to address those issues,” said Harris, adding that the city is still trying to determine who is at fault. “In the meantime, lifeguards can’t safely watch the water from that observation tower.”

Onde Ficar to assist Brazil hoteliers with World Cup, Olympic Games bookings San Diego-based travel technology firm, Onde Ficar (“Where to Stay” in Portuguese), announced the closing of its $2 million “Series A” financing round led by a syndicate of hospitality and technology investors. This included former president of Gaylord Entertainment Company (NYSE:GET), David Kloeppel (who also assumes the company’s Chairman of the Board position); investor Joe Maxwell, CEO of Shareholder InSite,
NCN Angel Fund II and affiliated investors. Onde Ficar was founded in 2012 by hospitality technologists Adam Harris, Richard Castle and Phil Kopp. The firm develops web-based applications that make marketing and management easier for smallto medium-sized hotels. The company recently launched Brazil as its initial target market, and will utilize the funds raised to build a sales force in that market.
Globally, 75 percent of all travel bookings are made via the Internet. However, in Brazil only two million out of 30 million monthly reservations are completed online. The Onde Ficar online reservations platform will help Brazilian hoteliers prepare for the flood of hotel bookings expected when the country hosts the upcoming 2014 FIFA World Cup and 2016 XXXI Olympic Summer Games More than 3.3 million

The company also launched a partnership with the Brazilian Federation of Hospitality, a 20,000-member organization of the leading hotels in the Brazilian travel industry. Shores Friends break ground on new comfort station By Ashley Mackin The Friends of La Jolla Shores held a groundbreaking ceremony Jan. 6 for what will be the renovated north comfort station at Kellogg Park. Friends President Mary Coakley-Munk hosted the ceremony, which included representatives from local government and speakers from the John G. Watson Foundation, the station’s primary financial sponsor. The project is scheduled to be finished by summer, which Chet Barfield, a representative from Interim Mayor Todd Gloria’s office, said was “light speed” compared to other projects. “There are a lot of people in the community who had to work very hard to make this happen,” Barfield said. “Thanks for caring about your community and wanting to do something for it.” Barfield told La Jolla Light that because the project is a renovation and not a new structure, Friends of La Jolla Shores did not have to apply for a coastal development permit, which sped up the process. “They have the funding, the architect, the design, all they have to do is do it,” he said. “But I understand it’s taken a long time to get to this point.” Beth Martinez, a friend of the John G. Watson Foundation family, said the family wanted to

Friends of La Jolla Shores President Mary Coakley-Munk contribute something to the Shores because Watson was a resident before his tragic death in June 2010, by strangulation in his Shores home during a robbery. After meeting with Friends member Catharine Douglass in November 2011, the family realized a bathroom renovation was sorely needed a the park. “It was a perfect fit for what they wanted to contribute and what was the (biggest) need,” Martinez said. During her speech to the audience of about 50, Martinez said, “In considering how to best honor the memory of John (a retired biotech executive), the

family graciously donated funds from his estate for the construction of something that would best characterize him within the community he chose to work in, retire in and call home. “His family is pleased to have this comfort station built in his name to enhance the experience of others who flock to these waters to enjoy the beach that he loved so much, and which was truly at the core of how he envisioned spending his remaining active years before his untimely death.” The comfort station will be similar in design to the south comfort station and will contain an yet-to-
be determined number of individual unisex stalls. Thanking those who contributed their time, resources or efforts to the project, Coakley-Munk acknowledged the La Jolla Shores Association and other key players: n Pierrette Featherby, who introduced Beth Martinez to the Friends; n Friends members Catharine Douglass and Lynn Reeves, who spearheaded the project; n Don Goertz, AIA, CSI, who donated his time and talent; n Stephen Flaim, CEO of John G. From Lifeguard Tower, A1 Harris said windows on the sides of the tower also were not properly sloped, creating further visibility problems. “The sun at certain times of the day acts like a projector … taking people on the south side of the tower and projecting their image on the northernmost observation glass, like you’re looking at a TV screen,” Harris said. “It prevents lifeguards from seeing people adequately on the north side (of the beach).” In addition, a blur exists in corners where the glass meets, creating distortion akin to wearing eyeglasses with the wrong prescription, Harris said. While the main observation tower is usually enough to monitor the shoreline during slower winter months, lifeguards have had to staff a smaller tower in the sand to compensate for the partial loss of visibility. “Even with that staffing down below, come summertime we’re concerned because we don’t have the proper observation (capabilities) in the main tower,” Harris said. “Clearly the Shores is not as safe as it was prior to installing the new tower.” Jill Esterbrooks, a spokesperson for the office of District 1 San Diego City Council representative Sherri Lightner, said the city is aware of the visibility issues with the tower. “That is a situation that’s being looked at and we need to resolve as quickly as possible,” Esterbrooks said of the tower, designed by Roesling Nakamura Terada Architects. “At this point we’re trying not to point fingers and do the blame game. We’re just trying to figure out what we can do to resolve it so that the lifeguards can do their job and the public can be safe.” u

By Pat Sherman Tempers flared at the La Jolla Rec Center Monday night, Jan. 6, during a meeting to address the issue of vacation rentals in La Jolla. The group, an ad hoc committee of the La Jolla Community Planning Association (LJCPA), was formed largely in response to the planned expansion of a home used for vacation rentals near Tourmaline Surf Park, which has received a deluge of community opposition. The LJCPA rejected the plans in August. Meeting attendees said the shortterm rentals create noise and parking problems, and can decrease property values.
La Jolla Community Planning Association Several residents living near homes used as vacation rentals told the committee the homes are used for everything from weddings and graduation ceremonies to unwieldy parties, with one Chelsea Street resident recalling how people renting the home next to her lit Roman candles one evening. “I never know who’s
going to be moving in (next door) in the middle of the night,” she said. Jon Mangerich said guests at a vacation rental in his neighborhood allowed their children to play in the pool at 6:30 a.m. on a Sunday. When he complained, Mangerich said, the owner became combative. “I’d love to get rid of this term ‘vacation rental,’ ” Mangerich said. “As far as I’m concerned these are non-registered hotels.” Mangerich noted that vacation rentals are not regulated like hotels and motels.

From Cove Stench, A1 Cove, which was added to facilitate legal human access to the bluffs — an action the Dec. 20 suit initially requested as a deterrent to sea lions and seabirds gathering and defecating there. “We’re making progress; it’s a good first start,” Blumenthal said of the gate, “but we think there also should be some handrails on the rocks if pedestrians are going to walk there, so they can have a place for sure footing, so they won’t slip and fall.” Blumenthal said several people at the meeting had already accessed the gate to venture onto the bluffs. Their presence scattered the birds, but hasn’t yet had a big impact on the sea lions, he said, adding that the nuisance abatement group is in contact with a former SeaWorld pinniped trainer who claims he can train the sea lions to poop elsewhere in just 90 days, at a cost of $30,000. The presence of humans on the bluffs “may be very good for getting rid of the birds … (but) there’s got to be some additional action with regard to the sea lions to change their behavior,” he said. “The smell’s still there and the sea lions are still there. The city needs to retain or appoint from their staff a marine mammal supervisor to make a determination as to

the problem would be swiftly addressed by animal control. Several meeting attendees told La Jolla Light that a lock was placed on the gate the morning of the meeting, though it was later cut, reportedly by an employee of a local business owner. Jill Esterbrooks, a spokesperson
for the office of District 1 City Council representative Sherri Lightner, said city workers changed the apparatus on the gate so that a lock cannot be placed on it in the future. Esterbrooks said the lock was not placed on the gate by the city, and that “there’s no intention for there to be a lock on there ever. “If the lifeguards for some reason down the line need to close that gate, they will use some sort of a chain to secure it,” she said. La Jolla beach access proponent Melinda Merryweather, who attended the meeting at La Valencia, said she is pleased that the gate is now in place — something she has advocated for several years — though she believes installing ocean-water spraying sprinklers on the bluffs should also be employed as a seal lion deterrent (one of several legal remedies available under the federal Marine Mammal Protection Act). Friends of the Children’s Pool President Ken Hunrichs, who also attended the meeting, said he supports “the objective to clean up La Jolla through better wildlife management along the entire coast, and not just at the Cove.” “This lawsuit may have too narrow a focus, but it is a start to reestablishing common sense to the whole situation of pinnipeds in La Jolla,” he said. u

By Pat Sherman wo San Diego City Council members (and San Diego State University grads) are vying to fill the vacancy left by disgraced former mayor Bob Filner in the Feb. 11 special runoff election. Republican Kevin Faulconer, representing Council District 2, received the most votes in the Nov. 19 special election (42.08 percent). Democrat David David Alvarez Alvarez, representing Council District 8, was the second-place finisher (at 27.13 percent). According to the city clerk’s office, the Nov. 19 election cost taxpayers nearly $4.7 million. The Feb. 11 mayoral runoff is estimated to cost an additional $4 million-$4.5 million. Of the 682,449 registered voters in the City of San Diego, 242,747 voted on Nov. 19 (or 35.5 percent). Though the race is technically nonpartisan, the candidates’ endorsements and financial contributions fall along party lines, with Faulconer receiving the lion’s share of business support (including former mayor and San Diego Regional Chamber of Commerce President and CEO Jerry Sanders) and Alvarez supported by the city’s labor unions and Democratic leaders (including former city councilmember and mayoral staffer Donna Frye, who first alerted media to Filner’s pervasive harassment of women). Faulconer, 46, is in his second term on the city council, representing many of San Diego’s beach communities. roadcasting and baseball legend Jerry Coleman, who passed away Jan. 5, seemed to make an impact everywhere he went. A San Diego Padres broadcaster of 40 years, Coleman started his baseball career as a player. As a New York Yankee, Coleman played in six World Series games. He was, having served in World War II and the Korean War, the only active Major League player to serve during two wars. Coleman supported The Bishop’s School, where his children were enrolled, for many years. Here’s what some notable locals had to say about how Coleman impacted their lives.
“Every kid who’s ever played baseball in this town has said ‘Oh Doctor!’ and ‘You can hang a star on that one!’ many, many times. Generations of kids have grown up with Jerry Coleman on the field and in the booth. Yankee or Padre — he’s a true hero. My dad loved the guy because they were Marines who served in World War II and the Korean War. I got to know him over the past 15 years and there wasn’t a nicer, more humble guy. Here’s a good idea for reducing Cove stench A practical solution to the La Jolla wildlife stench problem could be to run one of the Port of San Diego’s new harbor police/fire fighting vessels around to the waters off La Jolla to wash down the rocks where this problem exists. No chemicals. No private contractors. There is an unlimited supply of water. No disruption to visitors on shore. Happy businesses. No lawsuit. It could be done as often as needed and would be only a gentle disruption to the wildlife if done properly. Martin Haase Bonita
Stench views given are not the views of residents Interesting. You ask 10 people their opinions on the installation of a gate on the bluffs at La Jolla Cove and only one thought it was a good idea. None of those questioned in your Jan. 2 issue live in La Jolla, and several are from out of state. It’s easy to defend the smell when one
doesn’t have to live with it every day. A survey including some local residents and business owners and workers would have given a very different picture. La Jollans have reached stench-tolerance limit In response to your article “Views” in the Jan. 2 issue, when you asked people about the smell at the Cove, not one of those eight people live in La Jolla. It is one thing to go to the Zoo and then go home, it is another thing to live at the Zoo (where) it smells all the time. It was clear none of those people are eating at any of the restaurants on Coast Boulevard or Prospect Street, as no one could when the wind is blowing. I believe 95 percent of the people who come to the free SeaWorld here do not spend any money in La Jolla. Others and I have done a small study and it looks as though they see the
seals and leave. I am not quite sure how this helps the City of San Diego, but it honestly does nothing for La Jolla. Every day we have to put up with more than 2,000 cars with no parking, so we are short 2,000 parking spaces almost every day. We have two polluted beaches and smells that no other city would ever put up with. I am not interested in La Jolla being the free SeaWorld for the city. I want the quiet back. I want my beaches back. I want this nightmare over. We have to stand up and say, “I am not taking it any more!” I am so glad we are finally suing the city. It’s about time. Thank you, George Hauer. There’s a universal need for Kindness Club Thanks for publishing the uplifting and inspirational article on the Kindness Counts club at La Jolla High School in the Dec. 26, 2013 issue of the La Jolla Light. I was especially impressed with Madeleine Garay and her wise comments in the article that make me think that either her parents did a great job of raising her or that she is a wise “old soul,” who has been around a few times — or probably both! I believe in “old souls” — people who have lived past lives and come back again, wiser, to teach us the important values they have learned. Madeleine and her friends in the Kindness Counts club have a message that is for more than just high school or junior high school students. All over the world there are too many grown-up adults who practice greed, hate and meanness. The entire world needs the message that Kindness Counts is sending out. Keep up the good work, girls! Artists should design war memorial symbol I write to second the very good suggestion by letter writer Penny West in the Light last week that the cross at the veterans memorial on Mt. Soledad be replaced by a tall column containing the symbols of all the belief
systems. That would be very fair, and it certainly is not fair now. Non-religious persons could be symbolized by some feature from nature, perhaps a tree. ‘Grinches’ tried to steal Christmas, here’s what they wrought instead The “Grinches” convinced a number of local communities to strike “Christmas” from the name of their annual December parades and celebrations. They substituted the imaginative sobriquet “holiday,” clearly an attempt at semantic gymnastics. The United States has about 19 “holidays.” The Del Mar Village “holiday” was scheduled for Dec. 7. Chula Vista’s “holiday” was on Dec. 7. Encinitas, Ocean Beach, North Park and Pacific Beach all scheduled their parades for Dec. 7. Balboa Park, which eliminated the word “Christmas” while giving us the “creative” “December Nights,” also scheduled its celebration to include Dec. 7. DECEMBER 7? Oops! It’s ironic that Dec. 7 is National Pearl Harbor Remembrance Day — a “Day of Infamy” and hardly a “holiday.” In an attempt to expand the specter of “political correctionism,” the Grinches may
have bitten off more than they can masticate: 69 percent of our population prefers the greeting “Merry Christmas” to “Happy Holidays,” and 92 percent will celebrate Christmas. “I’m Dreaming of a White Christmas,” is the most-recorded song in the history of the recording business. Recall the syllogism, “If it walks like duck, quacks like a duck … it’s a duck!” The first state to give legal recognition to Christmas Day was Alabama in 1836. Englishman Charles Dickens’ “A Christmas Carol” gave the season the human and emotional tone it carries today. La Jolla’s 56th Christmas Parade & Holiday Festival was a free, family-friendly event showcasing a festive procession of schools, marching bands, holiday and Navy floats, the “Rockettes,” equestrians, Scout and surf clubs, a fly over, specialty vehicles plus a live camel, along Girard Avenue. I hope you enjoyed the Dec. 8, Sunday presentation. Everyone was welcome. In keeping with the Christmas Spirit (and rather than wasting all that energy on negativism) perhaps the “Grinches” could embrace the positive by creating and sponsoring a celebration and parade of their own. Carol Frances Johnson 1933 – 2014
A longtime resident of La Jolla, Carol passed away on Saturday, January 4, 2014 at the Shea Family Care of Mission Hills. Carol was born in Van Nuys, an honest-to-goodness Valley Girl. Her parents, Samuel and Margaret Ames, predeceased her. After coming to La Jolla in 1973 with her family, Carol was active in her Parish at All Hallows Catholic Church where she served in the Parish Care Ministry sending greeting cards for birthdays and anniversaries to fellow
Parishioners as well as working as a volunteer in the office at least two days a week for many years. In March of 2011 Carol’s back shattered and after surgery in May of that year she was in and out of hospitals and nursing homes continuously until August of 2012 when severe clinical depression mandated permanent residence in the nursing home. Carol’s beautiful smile and caring ways will be sorely missed by her large family and multitude of friends. Family include her husband of 58 years, their 10 children (7 spouses), 24 grandchildren (4 spouses), and 7 great grandchildren. Survivors include her husband Wil; her sister Margaret Mary Ames; and children Michael (Therese), Kathleen (Donald), Ann (Lance), Christie (Del), Mary, James, John, Thomas (Pam), Paul (Binta), and Margaret (Hogni). To list each and every grandchild and great grandchild would be a little too much. Carol so loved each and every little one, including the very last
great grandchild born into the family on November 7, 2013. If you received one of our Christmas Greeting Cards you saw the smile on Carol’s face as she held little Genevieve Marie Johnson. Carol was a wonderfully giving and loving soul who will be deeply missed by all of us who knew her and loved her. Janet Moore 1931 – 2013
Jan Moore passed away unexpectedly December 22, 2013. She was born to George H. and Evelyn Sutliff in Evanston, Illinois, on May 27, 1931. Her family moved to the Sweetwater Valley in San Diego County in 1940, and she remained a Californian thereafter. She graduated from Sweetwater High in 1949, and received her B.A. and a teaching credential in 1953 from San Diego State College, and later earned a Master’s degree in English Literature from Stanford University. She
taught at several schools in the San Diego area before arriving at La Jolla High School where she rose to head of the English Department, a position from which she retired after a career spanning over three decades. She was an avid folk dancer and was especially fond of Balkan folk dancing and music. An enthusiastic traveler, she visited almost every country in Europe several times, and was able to enhance her lectures on almost any literary topic with first-hand accounts of the locales involved. She was a generous person with a warm heart and a beaming smile. She had a unique, caring way about her and effortlessly connected with people in any situation. She loved animals as much as she did family and friends. The topic of her cats entered into almost every conversation. She absolutely adored her husband, Bill, whose intellectual humor and wit always kept her smiling and sharing his jokes. She was a very dear
person to all those that knew her. She will be sorely missed, but surely remembered. She is survived by her husband, William Moore; her brother, George H. Jr. and his wife, Mary; nieces and nephews, Lynn, Matthew, Gregory, Craig, Julie, Karen, Stephanie, Andrew, Geoffrey and Brian Sutliff and Stephen, Melissa and Sarah Welk; and goddaughters, Sarah and Karen Lundy. She was predeceased by her brother, Roderick Sutliff, and sister, Nancy Sutliff Welk. She will be sorely missed by her many friends in the Metropolitan Opera National Committee, the Friends of Classics, and countless former students of La Jolla High School, where she taught English Literature for most of her career. Services will be held Tuesday, January 21, 2014, at 3pm at First United Methodist Church, 2111 Camino Del Rio South, San Diego. By Ed Piper La Jolla High’s boys basketball team participated in the 31st annual Aztec Classic at Montgomery High, dropping a close decision to Chula Vista’s Eastlake Titans, 46-42, Dec. 26, after leading much of the first half. The Vikings won their other three games in the tournament; entering 2014 and Western League play this week with a healthy 8-5 win-loss record. La Jolla opened league play Tuesday, Jan. 7, at cross-town rival University City. The Vikings travel next to Lincoln, 7:30 p.m., Friday, Jan. 10. Scoring in the game against Eastlake was distributed among eight Vikings, with 6-3 freshman Reed Farley leading with 12 points, including two 3-pointers beyond the arc in the first quarter, and seniors Nic Skala and Madigan Sepulveda-Sanders with eight points each. “It was a tough game,” backcourt player Gaynor Blackmon said. “We probably need to play tougher in the middle (of the game), when we dipped down. Elijah (Kerns) played
really well. Reed started out hot. It’s just adjustments (we need to make).” The Vikings led until there was 4:02 left in the second quarter, when the Titans tied the game 2222. La Jolla never caught up to Eastlake again the rest of the game. Vikings coach Paul Baranowski started with a quintet of Skala, Farley, Ladd Castellano, sophomore Morgan Albers and the hard-working Owen Porter. Baranowski’s starting lineups were variable throughout the tournament, as he experimented with different combinations. La Jolla led in the early going by as much as seven points, first at 14-7 and then later at 20-13. It was a stretch in which everything seemed to be going the Vikings’ way. It seemed like they could keep this up the rest of the game. Besides Farley’s two 3-pointers, he had two other buckets. Kerns, a senior, popped for two more, and captain Sepulveda-Sanders added another. But Eastlake proceeded to outscore the red and black 22-5 from the 6:04 mark in the second period until 4:00 left in the third
quarter. It was too much for the Vikings to overcome. Free throw shooting was good: Skala made four of four, ditto Sepulveda-Sanders. Castellano hit three of four. Having made a quick transition from football, Skala has become the go-to guy for La Jolla. In crunch time as the Vikings pulled up, trailing Eastlake by only one at 43-42 in closing seconds, two times on inbounds plays the ball went to Skala. On one play, he isolated and went one-on-one, having his shot blocked with 39 seconds left. On the other, he dished off to a teammate with a beautiful pass. “We’ve just got to step it up, I think,” said Castellano, in a subdued postgame. “We’re taking too long to get going. Heather Weiermann, president of the San Diego Vacation Rental Managers Alliance, said oversight is often lacking when vacation rentals are managed solely by absentee owners, who may live out of state. Pat Sherman From Vacation Rentals, A5 “People on vacation have a vacation frame of mind,” he said. “When my wife has to (be at) the hospital at 6:30 a.m. with her A-game, it doesn’t work when she was awakened at 2:30 a.m. because (renters) just came home from the bars. Why are we obligated as a neighborhood to entertain a constant set of strangers every weekend, solely for the economic benefit of one?” Several people employed in the vacation rental industry addressing the group stressed that, with proper management and oversight — something often lacking when a rental is managed by its absentee owner — vacation rentals can fit well into a neighborhood. There are nearly 150 La Jolla properties listed as vacation rentals managed by their owners on the website, Vacation Rentals By Owner (vbro.com). “The problems we’ve seen all kind of fit into one envelope — an off-site homeowner who obviously doesn’t care about the home, the neighbors or the neighborhood, versus some very well-managed properties,” said Jonah Mechanic, of Seabreeze Vacation Rentals. “It seems like vacation rentals are being grouped all together and brought down by a couple bad apples.” Stephanie Malcolm of All Star Vacation Homes said rental management companies often enforce regulations beyond what is required by law. “When a property is managed by a professional property management company it’s our responsibility, in lieu of the homeowners, to inspect the guests and make sure they’re adhering to the rules,” Malcolm said. “When you’re renting (directly from) the owner, the requirements are not as high.” Heather Weiermann,
president of the San Diego Vacation Rental Managers Alliance, said that the alliance makes certain its members’ properties “are rented for residential use, not for parties, not for events.” Weiermann noted that in 2007 the office of then-City Attorney Mike Aguirre issued an opinion that city ordinances do not prohibit weekend or weekly vacation rentals in single-family residential zones. Any change to regulate or outright ban the practice would likely require approval of the California Coastal Commission, the memo stated. Ad Hoc committee member Jim Fitzgerald said city municipal code is virtually silent on vacation rentals. However, Fitzgerald said, “I do think there are things that can be done,” advocating for the group to engage in more substantive conversations with city officials and code enforcement to increase regulation of
vacation rentals. “I’m a big believer in individual property rights,” he said. “I don’t want to seriously limit a homeowner’s right to use their property as they see fit, but … the solution, in my opinion, needs to focus on bringing vacation rentals into the land-use code.” Ad hoc committee member Dan Courtney owns two vacation rentals adjacent his home. He said renters know when they sign the contract that he may cut off their power if he has to give them more than one warning for disruptive behavior. “Believe me, if you have a responsible owner, they don’t want that going on,” he said. “In addition to ticking off your neighbors and ruining your long-term relationships, it does terrible damage to your house.” The ad hoc committee on vacation rentals will meet again in February. Landscape architect Jim Neri has designs on La Jolla’s scenery
J
im Neri grew up on the bluffs and beaches of La Jolla, gaining an appreciation for the design subtleties found in both natural and built landscapes. Schooled in horticulture at Cal Poly San Luis Obispo and armed with a master’s degree in landscape architecture from Cal Poly Pomona, he sketched his way through Europe, and designed the great outdoors with a San Diego landscape architecture and planning firm before founding Neri Landscape Architecture in 1997. His work on civic projects and zoological gardens has Jim Neri garnered several Orchid Awards from the San Diego Architectural Foundation and earned Neri Landscape Architecture a reputation for design excellence. He is a past member of the San Diego Public Art Committee and Mayor’s Tree Advisory Board, and is currently working locally to improve the walkway at the Children’s Pool, re-vegetate the bluff at Goldfish Point, and finish improvements at WindanSea Beach. Neri is married and has two children. What brought you to La Jolla? My mother. She drove my two sisters and me here in 1965 from Las Vegas, keeping us busy by tossing handfuls of popcorn into the back seat. It was her choice to move us to either La Jolla or Albuquerque, and I thank her often for heading west. If you could snap your fingers and have it done, what might you add, subtract or improve in the area? Our shoreline parks and beaches are our most photographed and advertised resources, but they get short shrift when it comes to public funding. A civicfunded survey of our beach parks and public access easements and a living plan for their improvement and upkeep would be a first step to protecting these common treasures. The next step would be the longterm funding and … snap! Who or what inspires you? That a group of dedicated people with divergent ideas can enter a room and come to consensus on a single subject is a constant source of inspiration to me. It proves that we have more in common than we think we do … that, and nature. If you hosted a dinner party for eight, whom (living or deceased) would you invite? Invitation would go out to: (Roman consul) Sulla, Nelson Mandela, Benjamin Franklin, Joan of Arc, Neil Young, Thomas Jefferson, Jane Austen and Wendy Neri.

Double Agents Twin sisters are cardiologists and search-and-rescue dog ‘trainers’ By Linda Hutchison hould you pass a woman walking two dogs quickly and purposefully along La Jolla streets, chances are it’s Julie Swain, M.D. You’ll notice her two dogs are not stopping often to smell the roses. That’s because they are search-and-rescue (SAR) dogs, out for their daily exercise, trained to ignore distractions. You may also notice a second woman sometimes on these jaunts and think you’re seeing double, and you are — it’s Swain’s identical twin sister, Judy Swain, M.D. Both sisters are La Jolla residents and telecommuting cardiologists, but only Julie Swain volunteers with her SAR dogs. Judy Swain owns cats and helps her sister exercise the dogs when needed. Currently, Julie Swain and her dogs participate in three SAR teams: Southwest Search Dogs, covering much of San Diego and surrounding cities (she is a founding member); Search Dog Resources, a sister team based in Riverside, covering Hemet, Beaumont, Desert Hot Springs and Palm Springs; and California Rescue Dog Association (CARDA), a state-wide organization and the largest volunteer search dog organization in the country. “We mostly search for lost people, kids or older people with Alzheimer’s,”

Although the teams have participated in several high-profile searches, they do not discuss individual cases, since they are group efforts, Swain explained. Most often team members and their dogs pick up on a lost person’s direction of travel and sometimes the trail can end at a bus stop. Unfortunately, some searches end in finding a body. “We found one body on Mission Trails a few years ago and a student in Fullerton who was found in a creek under 168 feet of water. He’d been out walking his dog and was washed away. The dog was found later, too.” Although SAR dogs can be bred, many are rescued dogs, like Swain’s. They include Luke, 2, a combination lab and golden retriever, who was
found at a truck stop in Arizona, and Klaus, 12, a black Rottweiler, who was abandoned in someone’s backyard. Rescued dogs can be harder to train, Swain said. Luke, for example, had a fear of men. But within nine months of training, he was an excellent trailing dog. SAR dogs are usually mediumsized and from the working, herding, sporting or hound groups. There are two main certifications for SAR dogs (although the two categories can overlap). Trailing or tracking dogs usually keep their noses to the ground, stay leashed and use all their senses (including smell) to follow the trail of one person, sometimes using a personal article such as clothing or keys. Area search or air scent dogs usually keep their noses in the air and search for a person or a body. They are not leashed and return to the handler when they have found something. Sub-specialties within this category include searching in forests, avalanches, water, buildings and searching for human remains or cadavers. Klaus is a cadaver dog. In order to qualify for SAR teams, dogs must pass several certification tests, above and beyond usual canine obedience training.

wo weeks before Christmas, my recently retired engineer husband suffered an uncharacteristic attack of nostalgia and announced he was going to make his family’s holiday cookie recipes for the kids, his sibs and nieces, and even the neighbors. I guess man cannot live by Erlangian Distributions alone. Frankly, this put terror in my heart. As my Thanksgiving column about my piemaking fiasco made clear, I am not a baker. Cookies are a lot easier than piecrusts but if Olof, who has never baked anything ever, was counting on me for guidance, this could be a disaster. Fortunately, or maybe unfortunately, Olof was able to get his sisters to dig through their old files and find the original recipes for the five types of cookies. What the recipes didn’t say, however, was how many cookies each recipe made. Not a problem, said Olof, who insisted it required a simple application of undergraduate quantitative analysis. Some hours later, Olof appeared with FIVE PAGES of spreadsheets, titled “2013 Christmas Cookie Plan,” including projected output per recipe, number of cookies of each of the five recipes per recipient, ingredients by recipe, and a
fourth one understood only by Olof. The final spreadsheet tallied up the sum total of ingredients for all five recipes, which generated a master shopping list. When I saw that we needed 17.5 cups of flour and 13 sticks of butter, I knew this wasn’t going to be a morning’s work. “Olof,” I said. “This is amazing.” Olof looked genuinely puzzled. “How else do people make cookies?” he said. With his engineer’s precision, he set out making the cookies a recipe at a time, including gingerbread men. I was frankly agog with how well those came out even if a certain number were double amputees. Originally, he’d thought it would be fun to make one batch of anatomically correct ginger persons just to punk his sisters, but I pointed out that shipping was going to challenging enough without specialty appendage packaging. What really dazzled me, however, was that he decorating every one of the 70 ginger persons himself with homemade red, green and white icing. That had always been his job as a child, he maintained. It was sort of like riding a bicycle. You never forget. Twelve hours later, when all the cookies were baked and decorated, he flopped down

By Kelley Carlson handler’s is a standout in south Carlsbad. First, it is the only restaurant in that part of the city that faces the Coast Highway (aka Carlsbad Boulevard). As part of the Hilton Carlsbad Oceanfront Resort & Spa, it offers guests an opportunity to dine on coastal regional cuisine and imbibe specialty cocktails, such as the Espresso-tini, while watching pictureworthy ocean sunsets. Second, the establishment is fairly spacious with 200 seats among the Craftsman-style dining room and outdoor patios. Walk-ins can usually be accommodated, but reservations are still recommended, especially on weekends, according to Executive Chef Pascal Vignau. People enjoy gathering around the outside fire pit and fireplace, and many are lured by local artists playing lively music from 5 to 8 p.m. Fridays and Saturdays. Another unique aspect of Chandler’s is its menu. The French-born Vignau (former owner/chef of Savory in Encinitas and executive chef at Four Seasons Resort Aviara) specializes in simple “comfort” foods that are contemporary. Dishes change seasonally, based on the available ingredients. Daily breakfast items range from egg dishes and cereals to breads and smoothies, while lunch focuses on light fare such as soups, salads, flatbreads and sandwiches. Among the midday standouts are the Chicken Noodle Soup, a blend of broth, chicken and pasta; the Baby Kale Salad with strawberries, julienne of green apple, avocado, cacao nibs and a sunny-side up egg, dressed with red wine vinaigrette; the moist, gluten-free Falafel Crab Cake in a lemon caper aioli; and the sauce-free White

For dinner, there’s the soft and buttery Porcini-Dusted Diver Scallops with heirloom potatoes, artichoke hearts and Bloomsdale spinach, covered with smoked almonds and a peppercorn beurre blanc; the tender CrabCrusted Sea Bass on a bed of spinach and mushrooms in buerre blanc; and the AirDried 12-oz. Rib-Eye Steak with parmesan truffle fries and a peppercorn sauce. Dessert options include the Crunchy Salted Caramel Chocolate Bar consisting of layers of chocolate mousse, salted caramel chocolate ganache and a crispy bottom; and the Creme Brulee of the Week in flavors such as coffee, amaretto, ginger and vanilla.
Chandler’s aims to make weekends special with Saturday afternoon tea and Sunday brunch. Tea time is observed 1-3 p.m. Saturdays, as patrons sip on classic varieties and exotic blends, ranging from Earl Grey to Green Mango Peach. To accompany the hot drinks, there are buttery scones with Sultana raisins that are baked as needed and served warm with Vignau’s lemon curd and rose petal jam, along with bite-sized desserts. Reservations are required. Among the specialties of the plated Sunday brunch (11 a.m. to 2:30 p.m.) are the signature Bloody Marys (including the BLT), Duck Confit Hash, Fresh Daily Quiche, 92011 CA Poached Eggs and the Monte Cristo. u

Training and exercising SAR dogs can take 10 to 20 hours per week. Most SAR dogs also have a playful nature. “They are lovers, not fighters,” Swain said. “Only the police use dogs to search for dangerous people.”
n Getting started
Swain began her SAR work in 2002, while working as a research administrator for NASA. Unable to own dogs, she did the next-best thing and volunteered with the Mid-Atlantic SAR team. After moving to La Jolla, she soon adopted dogs and became involved with the California SAR teams. She also rescues animals as part of the Humane Society’s Animal Rescue Reserve Program. For Swain, it is the perfect way to spend her free time. “What is better than hiking with your dog?” she said. “I like the outdoors, dogs and activities with a scientific application and I like to help people.” Currently, Swain is a cardiovascular surgeon, a professor and director of clinical research for the Icahn School of Medicine at Mount Sinai and director of the center for
Medical Devices at Mount Sinai Heart Institute in New York. The center tests medical devices for FDA approval. Her position requires her to travel to Washington three days a month. She attended UCLA, Baylor College of Medicine in Houston (where she worked with the renowned Michael DeBakey) and UC San Diego. She was the first woman chief of cardiology in three different hospitals. Her sister Judy, who is five minutes younger, lives nearby. She also attended UCLA, then UC San Diego and Duke University, where she trained in internal and cardiovascular medicine and became well known in the field of molecular cardiology. A former professor at UCSD and Stanford (where she chaired the Department of Medicine), she currently works as the executive director of the Singapore Institute for Clinical Sciences and as a professor of medicine at the National University of Singapore, where she travels for a week each month. The sisters were raised in Cypress by an oil company executive father and a librarian mother, who has an elementary school named after her. In addition to their work and volunteer positions and helping each other out, Julie and Judy Swain also serve as forest fire lookouts on Palomar Mountain. u

La Jolla High School senior celebrates music, mentoring By Ashley Mackin La Jolla High School senior and trumpet player, Phillip Ryan, is in the midst of his seventh year at the San Diego Youth Symphony (SDYS), where he’s earned two awards — one for longevity and one for mentorship. Living proof of the power of role models, 18-year-old Ryan — son of Petra and Joe Ryan of Pacific Beach and big brother to Rebecca (a member of the LJHS Girls Varsity Golf Team) — is passing the lessons he learned on to the next generation of young musicians. When he joined SDYS in 2006, Ryan was in fifth grade and on the young end of the Symphony’s age spectrum. (The youngest musicians it accepts must be age 8 or in third grade.) “There were eight other trumpet players then, and I was ninth chair, but just being there and being with these older musicians was really cool,” he said, adding he got insight from the older students, who told him to stick with it. Heeding their advice, Ryan is on his way to being among the longest-running members of the symphony, and was recently awarded the SDYS and Conservatory Certificate for sevenyear participation. He is one of

Phillip Ryan three musicians to earn the award out of 600 student musicians. Seeing the older kids be a part of SDYS encouraged him to stay for as long as he did. “Kids need someone to look up to, someone to make them feel less intimidated. It can be scary sitting in there and performing in a big concert hall, but you get a little more comfortable with someone who’s been there telling you that it’s going to be all right,” he said. “It helped me.” Now Ryan is returning the favor, and mentors the trumpet section of the beginner’s symphony. He explained that he and the other mentors, after their own rehearsal, stay for the beginner symphony.
“I sit with their trumpet section and give them advice; be a presence for them. I’ve been here for so long and they’ve taught me so much and gotten me to where I am now as a trumpet player, the least I can do is give back.” SDYS recognized his efforts with a mentoring certificate. When Ryan goes to college in the fall, he’ll go from mentor to mentee. He recently finished submitting college applications, and wanted to make sure he had a leg-up on his competition. For the schools on his list with strong football programs, he contacted the marching band director, hoping to garner favor. “A good football program needs a good marching band,” he said (and what would a

Every Saturday I would have baseball practice, but I would also have symphony rehearsal. I remember having to leave early or miss games to get to rehearsal, which I
hated,” he said. Another challenge was the occasional jab from his team members, who called him “trumpet boy.” “But I think they are jealous now, because the thing I do for fun could help me get into college,” he said. “I’m glad I stuck with it. Maybe playing the trumpet is a little dorky, but I’m happy with it.” Ryan said he decided on the trumpet a few years before he joined the symphony. While looking at different instruments for his school band — though he was determined to play saxophone — he was introduced to the trumpet. “Before I played trumpet, I played piano … and that gives you a legup because the trumpet and the piano have the same scale and same chords,” he said. “So it’s easier for someone to become a trumpet player after playing piano.” Calling Ryan a “true talent,” SDYS Music Director Jeff Edmonds said the youth symphony has a solid mentorship program. “Phillip is truly helping the younger kids and sharing his talent and musical experience with them. He lets the younger kids see what’s ahead of them through his eyes. We are all proud of him and know he has wonderful things ahead of him.” u

with NPR’s Ira Glass in “Three Acts, Two Dancers, One Radio Host.” She calls San Diego her “second home, artistically,” and maintains a close relationship with Isaacs, contributing pieces to Isaacs’ annual “Trolley Dances” and teaching summer classes at SDDT. Her new piece, which will kick off the show, is set to a trio of songs sung by Judy Garland. Following Barnes will be something completely different: an Isaacs piece set to the soaring sounds of “O Magnum Mysterium,” sung by the 24-voice choral ensemble SACRA PROFANA.
The second part of the program will be a selection of Isaacs’ “Cabaret Dances,” re-imagining a pre-WW II cabaret in Berlin. One of the highlights will be a solo “on pointe” by Dance Theater‘s Trystan Loucado, just back from an 18-month tour with Les Ballets Trockadero de Monte Carlo, the all-male company famous for its parodies of classical ballet. Another notable solo will be Isaac’s “White Dress,” originally created for Terry Wilson, now professor of dance at City College,

By Lonnie Burstein Hewitt For 40 years, from the groundbreaking Three’s Company to the multi-dimensional San Diego Dance Theater, Jean Isaacs has been a major force on the local dance scene. Now the awardwinning choreographer is celebrating her 70th birthday with a dance extravaganza on the UC San Diego campus where she taught for 25 years. “There the Dance Is,” coming to the Mandell Weiss Theatre Jan. 1719, offers a mix of stylish and impish choreography, live choral and cabaret music, and features students and colleagues from Isaacs’ long and productive life in dance. Onstage, along with eight company members from SDDT, where Isaacs has been since artistic director since 1997, will be six UCSD dance department alumni. Besides Isaacs’ own choreography, the program will include a new piece by Monica Bill Barnes, a New York-based performer/ choreographer, who studied dance with Isaacs two decades ago while working toward her B.A. in theater and philosophy. Barnes, whose work celebrates the humor and theatricality of everyday life, expanded her fan base last year when she toured
who re-set the piece for Isaacs’ daughter, Liv Isaacs-Nollet. “It’s exciting to pass the dance on to the next generation,” Isaacs said. The cabaret will be emceed by recently-retired UCSD theater professor Jim Winker, and the music will be all Kurt Weill, including such favorites as the “Whiskey Bar” song from the 1930 Brecht/Weill opera, “Mahagonny,” and “September Song,” from the 1938 Broadway musical, “Knickerbocker Holiday.” Musical accompaniment will be
provided by pianist Steve Baker — dean of arts at Grossmont College and SDDT’s music director, who also happens to be Isaac’s husband — and local jazz singer Rachel Drexler. The show is a happy return to the UCSD campus for Isaacs, who retired from the dance department in 2007, but is still going strong at the helm of SDDT. “I’m resurrecting some of my old pieces and creating new ones,” Isaacs said. “I feel privileged to be able to be able to sustain the energy to do it this long.” u

Athenaeum hosts reception for two new exhibits Friday From Athenaeum reports
Matthew Hebert creates works that deal with technology and its effects on the environment and the human sense of place. His latest exhibition, “Cover to Cover,” will be shown Jan. 11-Feb. 15 in the Joseph Clayes III Gallery and the North Reading Room at the Athenaeum Music and Arts Library, 1008 Wall St. An opening reception will be held 6:30-8:30 p.m. Friday, Jan. 10. Hebert’s award-winning work has been shown internationally. In “Cover to Cover” (on loan from the collection), he presents a new body of work that draws inspiration from artists’ books in the Athenaeum’s collection. Developed during a period of study at the Athenaeum, Hebert found sources for sculptural interventions within the library. These interventions incorporate lighting, motion, and sound in an effort to represent and/or reinterpret the original materials. In addition to these site-specific interactions with the Athenaeum, Hebert will exhibit six opaque displays. These are sculptural objects that house mechanical dioramas depicting works of postminimalist art. These pieces will serve as an introduction to Hebert’s work and set the stage for visitors’ subsequent experience within the Athenaeum. Hebert received his B.A. in architecture from the University of California, Berkeley; and his MFA at California College of the Arts. He has taught at several schools including the University of Wisconsin — Madison, CalArts and The School of the Art Institute of Chicago. He is an associate professor of furniture at San Diego State University.
n Also showing Jan. 11–Feb.15 and sharing the opening reception is Jeanne Dunn’s “Wild Walk,” in the Rotunda Gallery. “Wild Walk” is a painterly examination of the simultaneous fear-andthrill of going into the wild. “My canvases and drawings explore the ambivalent response we have to untamed nature,” Dunn writes in a press release. “Setting out in pursuit of a perfect day’s journey, we discover that tree limbs can truly be limbs, especially when they reach out to snare, caress, irritate or slap. Amidst the verdant beauty at hand, there is also foreboding, fear, alarm and distrust of the senses. “The visual drama of up-close trees and thick underbrush tell contradictory stories of nature’s danger and its primordial pull, paired with the promise of solace and wisdom,” Dunn said. Dunn received her B.S. from University of Wisconsin, Madison, and her M.A. from San Diego State University. She recently completed 15 years of teaching Life Drawing and Painting in the School of Art and Design at SDSU. In the last three years, she has been awarded international artist residencies at the Hungarian Cultural Center in Budapest and a fellowship to the Maryland Institute College of Art’s Artist Residency Program at Rochefort-en-Terre, France. — Admission to the Athenaeum exhibits is free 10 a.m. to 5:30 p.m. Tuesdays-Saturdays, 10 a.m. to 8:30 p.m. Wednesday. hey were dancing in the streets, on the sidewalks, and in the gallery space on Saturday night, Jan. 4, at the La Jolla Art Association (LJAA) gallery in the Shores. The occasion was the reception for “Shake, Rattle, and Roll,� the new exhibition of paintings focused on dance and music, which welcomed in the New Year.
The people doing the dancing and dipping were members of the San Diego Swing Cats, there to support one of their own — Bonnie Owen — a dancer, painter and LJAA member whose work was featured in the show. Owen had three, 1950’s-era rock ‘n’ roll impressionistic paintings of young people “cutting a rug� on display. She said the

aim of her work is “to capture the joy of life and to show that life can be good.� Nick Nichols, a longtime member of the San Diego Anglers Fishing Club, attended the evening festivities as Owens’s dance partner. Nichols said there are more than 300 people in the Swing Cats who dance almost every night, all over town, at places like Tio Leo’s on Morena Boulevard and Queen Bee’s in North Park. Joe Rosetti, who came to the reception “to dance and look at art,� said he joined the Swing Cats because “It offers a golden opportunity to meet great women.� Rosetti met a gal this past New Year’s Eve that he says he plans to marry. Mel Gillum, another male Swing Cat at the reception with his dance partner, Leslie Perlis, made the point that “dancing and art go together — they are both a fun time with fun people.� Longtime LJAA artist Kim Wilkins, who can always be counted on to show some nice work, had two paintings of jazz musicians and one of a tango couple on display, which along with co-curator JudyJudyJudy’s painting of a dancer in a red dress, anchored the show. However, the exhibition wasn’t just about dancing and music.

La Jolla resident Nash Howe produces and records debut album By Ashley Mackin When Santa Cruz native (now La Jolla resident) Nash Howe started at UC San Diego, he was a declared biology major. He had never sung or played music before. But with a simple and unexpected gift from a friend, his life changed direction. He released his debut album “Lake Water Still” on Dec. 13, 2013. “My friend gave me this large-diaphragm AKG Condenser microphone and while I was playing with it, I wanted to see what sounds I could make with it,” Howe said. Over the span of six months, he recorded different sounds; melodies, using instruments like guitar and piano; and lyrics. “It wasn’t supposed to be anything except me playing around, but it grew into this 11-track album,” he said. A lot of what ended up working came at the hands of trial and error. “I probably recorded 50 songs, some were good and some were bad.” Lyrically, Howe just writes about what he knows. The track “The Road,” he said “is about my change from a biology major at UCSD to singing on my own and making music and finding what I really love to do. There’s the road you are on and there is the road you want to be on. For me, it’s music, but for somebody else, it would be something else.” Because his music is personal, he said his biggest challenge has been getting the final
product exactly how he envisioned it. “I knew how I wanted it to sound and then heard how it actually sounded,” he said, learning an important lesson in accepting imperfection. “The music will never be perfect.” Though imperfect, Howe was still proud of his work, and wanted to share it with friends. So he organized the album on ReverbNation.com, a site for unsigned musicians to showcase their work. Through Reverb Nation, his songs have been played more than 77,000 times, his videos 37,000 times, and he has some 900 registered fans — all in less than a month. To use Reverb Nation, 50 percent of all sales must go to charity. Howe’s charity is Love Hope Strength, which uses concerts to enlist bone marrow donors. Donors have their cheeks swabbed to determine tissue type. From there, the data is entered into the National Marrow Donor Program registry in anonymous form, so doctors can search for a donor for their patients. To date, Love Hope Strength has listed more than 52,000 donors and matched 764 of them with patients in need. Sorting artists by area, Howe is ranked the No. 4 artist in La Jolla. “Lake Water Still” is classified as “electronic jazz with easy listening guitar melodies,” and is available for free download (as an album or by song, or for purchase to help Love Hope Strength) at ReverbNation.com/NashHowe u

Claudia Verciani also had three wonderful paintings of a bird, a girl and a street scene, which showed deep sensitivity to softness, and technique that elevated her work to best of show, in my vision. Lee Katz was ebullient because she sold the painting, “Island Retreat,” during the reception, which was still drying out because she painted it earlier in the day, in the gallery space. Katz said it will take 3-4 months for the oil painting to completely dry. “I hope viewers identified what the painting made them feel or got them to dream, perhaps of their next vacation,” she said. “I’d like to inspire people with all the beauty that surrounds us, even if we are struggling with issues in our lives. This isn’t really a painting that pushes the boundaries of what is art is, it’s more of a feel good painting. I do try to push the boundaries in

some of my work, but I’m more hesitant to show that type of art because it reveals more about your inner thoughts and is subject to differing interpretations.” Amy Todorovich bought Katz’ stillwet painting because “it called out to me. I need it. I don’t allow anything into my house that doesn’t make me smile, and this painting makes me smile a lot!” Mike Morse hung the art in the show determining which paintings went with which others on what wall. “This was a tough show to hang because there was a lot of different new stuff that hasn’t been shown before,” he said, as others admired his arrangements. Rae Anne Marks co-curated the show with JudyJudyJudy. Marks said the LJAA is really trying to “Liven things up!” and attract more attention to the gallery. “We have got some great shows coming! The next one is called ‘Faraway Faces and Places’ and is all about travel art. After that, we will do ‘Talk to Animals,’ and then, for

‘The Jazz Player’ by Kim Wilkins February and Valentine’s Day, we have a showed themed around ‘That’s Amore!’ Finally, we’ll present ‘Let the Good Times Roll, Honey Cakes!’ ” The LJAA certainly deserves credit for livening things up and making its shows more diverse and interesting. The next step in its maturation from a local association of artists to being world class, is to become more of an association of thinking artists, with members who think about each step of their process and how it relates to the field of art or the state of the world. This means bringing in more conceptually oriented art that pushes the boundaries of what we think art should be, in terms of technique or vision. There needs to be more of a focus on art that challenges us instead of just making us smile. Art can change how we see the world. A visit to a gallery should be transformative, in that we walk out a different person from the one who walked in. It’s a good resolution to dance with into the New Year! u

La Jolla Community Center will offer iPhone classes for seniors The La Jolla Community Center launched two new classes that could lead to an increase in tech-savvy La Jolla senior citizens using popular gadgets. Every Monday at 10 a.m., the center will host an iPhone class for those who have iPhones but don’t know how to use all of the functions. Similarly, 10 a.m. Wednesdays, there will be a class on uploading and e-mailing pictures from a camera or phone to a computer. Each class is $5 for members and $10 for nonmembers. Assessor says most homeowners will see just ‘slight’ tax increases in 2014 From County Reports
When compared to the year 2012, single-family homes in San Diego County increased in market value by more than 20 percent in 2013. However, due to a limit imposed by Proposition 13, 71 percent of San Diego County residential property tax value will grow by less than one half of one percent. “I campaigned in 1978 when Proposition 13 passed. I support it because it limits value growth and in turn limits the unabated growth in taxes,” said San Diego County Assessor Ernie Dronenburg, Jr. “Under Proposition 13, values cannot grow more than 2 percent or the inflation rate, whichever is lower. The inflation rate for 2013 is less than one half of one percent. The factor is .454 of one percent. “This is the eighth time the inflation factor is less than the 2 percent limit and is the second lowest change since passage of Proposition 13 — 35 years ago.” He went on to say that if the assessed value of a home in this category is $350,000. Under the top adjustment
factor of 2 percent, this homeowner would be facing an increase in assessed value of $7,000, but next year he will see an increase of $1,589 in assessed value. “There are more than 526,000 single-family properties in this Proposition 13 category in San Diego County,” Dronenburg said. Properties recently sold are not subject to an inflation increase. Also, properties that in the past have had assessments reduced below their Proposition 13 values, due to the fact their current market value was less than
the Proposition 13 value, are evaluated annually. If the current market value as of January 1, 2014 is higher than it was in 2013, the property value will be restored to its former Proposition 13 value or to current market value, whichever is less. “This check on government easily converting inflation of home values to taxes is one of the most important parts of Proposition 13. It limits growth in taxes beyond a homeowner’s ability to pay,” Dronenburg said. For more information, visit sdarcc.com
