New Year brings new adventure for local vet—in China By KAREN BRAINARD Next year will bring a new experience for a Ramona doctor who, in what would seem to be a turnabout, has been asked to perform Eastern medicine in China. “It’s a unique opportunity for me," said veterinarian Dr. Jon Matthews. Matthews, owner of Matthews Equine Services Inc., has created a form of diagnostic acupuncture that is sought after in the U.S. sport horse industry. “There’s an emerging sport horse industry in China as the Chinese become more westernized,” said Matthews. “Things that are prevalent in our western society are becoming more attractive to the Chinese.” China, he said, is planning to

use its 2008 Olympic facilities in Beijing for show jumping. “I have been asked to go there because the problem is they have this emerging industry but they don’t have any vets because the typical Chinese vet is either a food animal vet or a small animal vet,” he explained. Matthews said he has heard there are 120 jumpers in Beijing, and half of them are lame. The request to treat the horses came from the mother of a client, Matthews said. The client—a Chinese woman with wealthy parents living in China—brought her Grand Prix jumper from Germany to the U.S. so Matthews could treat the horse’s chronic lameness. When the client’s mother heard of Matthews’ work, she flew over and asked him to travel to China

to prepare horses for competition. Matthews said he will spend about two weeks in April and another two weeks in October to treat the horses for competitions, and will be accompanied by his wife, Robin. Cedar Creek Falls

signed the Decision Notice and Finding of No Significant Impact for the Cedar Creek Falls Visitor Use Permit System, based on an environmental assessment that was conducted. Metz said the alternative he chose was the most balanced method available “to restore public access to Cedar Creek Falls while addressing natural resource concerns.” The forest service will establish a visitor use permit area at the San Diego River Gorge and Saddleback trailheads, and along the San Diego River Gorge Trail and Eagle Peak Road that lead to the falls. The San Diego River Gorge trailhead that provides access to Cedar Creek Falls from Ramona is at the end of Thornbush Road in San Diego Country Estates. That trailhead has been closed since July 2011, following numerous rescues and the death of a teenager who fell at the falls. The new system is scheduled to be implemented in early April 2013. Until then, existing closures will remain in effect. Initially 75 visitor use permits for individuals and/or groups of up to five people will be available each day by reservation. Permits to visit the falls will be reserved through the National Recreation Reservation Service (NRRS) website. Reserving a permit will require a $6 administrative fee per permit for up to 5 people to NRRS. Rules and regulations of the permit sys-

tem will be enforced by forest service law enforcement. Cedar Creek Falls has long been a popular recreation destination, but an increase in visitors resulted in more medical emergencies, natural resource degradation, and parking and traffic congestion in the Estates, said the forest service. Under the visitor use permit system, a permit will only be required while recreating within the Cedar Creek Falls visitor use permit area, which is located in the immediate area around the falls. Other trail users including hikers, mountain bikers, equestrians, and hunters who are not recreating within the visitor use permit area or visiting the falls will not be required to obtain a visitor use permit, but are still allowed to use and park in the San Diego River Gorge Trailhead parking lot free-of-charge. Parking is limited. Metts said the permit system will be governed by an adaptive management system using three metrics: litter left behind by area visitors, wetland and riparian health, and erosion resulting from the proliferation of user-created trails in the visitor use permit area. The decision is subject to appeals. A written appeal, including attachments, must be received in the forest service office by Feb. 2, 2013. IRS Offers Tax Tips for LPL Financial welcomes financial adviser Yvonne Catton ‘The Season of Giving’ December is traditionally a month for giving generously to charities, friends, and family. But it’s also a time that can have a major impact on the tax return you’ll file in the New Year. Here are some “Season of Giving” tips from the IRS covering everything from charity donations to refund planning: •Contribute to qualified charities. If you plan to take an itemized charitable deduction on your 2012 tax return, your donation must go to a qualified charity by Dec. 31. Ask the charity about its tax-exempt status. You can also visit IRS.gov and use the Exempt Organizations Select Check tool to check if your favorite charity is a qualified charity. •What you can deduct. You generally can deduct your cash contributions and the fair market value of most property you donate to a qualified charity. Special rules apply to several types of donated property, including clothing or household items, cars, and boats. •Keep records of all donations. You need to keep

a record of any donations you deduct, regardless of the amount. You must have a written record of all cash contributions to claim a deduction. This may include a canceled check, bank or credit card statement, or payroll deduction record. You can also ask the charity for a written statement that shows the charity’s name, contribution date, and amount. •Gather records in a safe place. As long as you’re gathering those records for your charitable contributions, it’s a good time to start rounding up documents you will need to file your tax return in 2013. This includes receipts, canceled checks, and other documents that support income or deductions you will claim on your tax return. Be sure to store them in a safe place so you can easily access them later when you file your tax return. •Plan ahead for major purchases. puncture techniques. In fact, he did not even plan on becoming a vet when he started college, even though he grew up on a thoroughbred racing farm in Valley Center and several family members were vets. Majoring in art, Matthews changed his career choice after a teacher told him that he would need to live in Los Angeles or New York. He wanted to live in a rural area, and so he turned to veterinary science and earned his doctor of Veterinary Medicine from the University of California Davis in 1989. He did not give up art completely. Many of his paintings are displayed in his home. Acupuncture first became a hobby for him—to see what it was and used for, he said. “Basically about 20 years ago I was treating a horse with abdominal pain and it seemed very severe, like the horse was going to have to go to surgery,” he said. Matthews stuck a needle in the belly of the horse to draw a sample of fluid. When he did this, it seemed that he hit a spot that caused the pain to disappear. Matthews said the horse changed from

trying to roll around and get away from the pain “to where she was completely comfortable and was looking for food, all within about 10 seconds.” When the client asked what happened, Matthews said he looked at the needle and thought, “The only thing this can be is acupuncture. And if this is how profound it is, then this is something that I have

to know something about.” It started him on a quest. Although he doesn’t have any formal training, he researched acupuncture and understands the basics about traditional Chinese medicine. “It was just trial and error over about a 20-year period,” he said. “I built the system in response to the results.”

According to Matthews, a lot of veterinarians use acupuncture but his procedure is different. “From what I know…there isn’t anyone who does what I do, which is a diagnostic form of acupuncture,” he said. Matthews said he will observe the horse in motion and then use acupuncture to determine where there is imbalance or pain. Certain points are directly related to certain joints, he said. Based on how the horse reacts, he can tell where the pain is coming from and can treat that area. Treatment could then be acupuncture, chiropractic therapy, or an injection. “It’s like a perfect union of Eastern, Western medicine,” said the vet. He has found his procedure has been successful in treating lameness. Growing up on a racing farm, he knew lameness was a real problem for racehorses, comparing them to football players leaving a game injured or experiencing soreness. “It was a big huge desire of mine to basically fix this problem,” he said. He deals mostly with jumpers

and racehorses now, and 80 percent of his work is between Del Mar and Los Angeles. Most of the horses he sees are boarded at large equestrian centers, and after he treats them, they can usually exercise the next day. Matthews is assisted by Shelly Meyers, also of Ramona. “What I do is so cost effective because it’s super quick and super accurate, that people get a lot for their money,” he said. “It’s a very cost-effective way to keep up a performance horse at his optimal condition. It’s really cool because the results are so positive. It’s an affirmation I’m on the right track.” Matthews and his family have lived in Ramona for 23 years and his sons are Ramona High School graduates. While son Weston is a biophysics major at University of California San Diego, son Bryce is planning to join the family line of vets. Acupuncture is not the only innovative treatment that Matthews performs. He has been a pioneer in embryo transfer and dry land distemper treatments. Hope abounds at RUSD By DAVE PATTERSON

I

t might be the season of hope that is guiding the decision makers at Ramona Unified School District because the employees, administration and school board seem collectively unified in the idea that the only way out of the looming fiscal mess is to pass a school bond that has failed 5 times previously. It’s good that they are unified because they need to resolve some pressing issues very soon, or the school district will be in the red as soon as 2013. It’s not good that they are unified because they seem unable or unwilling to see what is really happening, a slow degradation of our school system to pay off a ballooning debt. There are a couple of constants that I consider when pondering the future of our school system: 1. No amount of employee sacrifices can fix the long-term debt wave that is engulfing the school district. 2. The district cannot default on the loan made by the previous school board, and the bondholders will get their money. 3. The district can either pass a school bond that has failed 5 times in a row, or surrender the school district to the state. If the current path of hope is chosen, there will be continued cuts in every sphere until 2032. If the state option is chosen, the debit will be paid off quickly, many jobs quickly disrupted, followed by a number of years of hard times until the state gets its money back. If a school bond is passed by some miracle, then it’s good times again at RUSD, but I wouldn’t bet on that happening. In the near-term the administration seems focused on the next two to three years apparently convinced that if the employees give up enough they may be able to balance the books. After that, all bets are off, unless a large influx of money comes in from somewhere. The projected debt requires annual ballooning payments that will top $3 million by 2032, and I can’t imagine even a very wealthy benefactor coming to the rescue. The long-term outlook is dire. I believe that the district is embarking on a slow death, continued cuts well into the future with no end in sight. They are loath to embrace the only available solution, other than a bond, surrendering the school district to the state, and start anew from wherever that takes us. I can understand why they don’t want to embrace this solution, because it will severely disrupt so many lives in the valley. Teachers will leave, and administrators will be fired, and compensation packages cut. But the disruption is coming anyway, with the slow-death version, or Joe Naiman • Neal Putnam • Pixie Sulser the state version. S. With the shooting Dec. 14 in Connecticut, an obvious question asked is whether or not it could happen here. The obvious answer is yes. The next question is what can be done to protect the lives of our children if the unthinkable happens. On the national level, there is clamoring for restrictions on gun ownership. Most of us in Ramona understand that that is not an answer. Some nut job walking into a classroom with a gallon of gasoline wouldn’t be deterred by a

gun ban. Gun-free school zones are more of an invitation than a deterrent. There is a program implemented in Texas that could be used here. You could arm teachers. First, find out what teachers would be interested in participating in the program. Have applicants psychologically profiled the same way an applicant for the police academy would be by the Sheriff Department. If they pass the screening, train them in tactics and proficiency with a handgun. Then put together protocols to ensure that only the principal, the

Reasons for realigning San Vicente Road

We were shocked to receive an email today from the San Diego Country Estates Board of Directors encouraging residents to sign a petition opposing the realignment of San Vicente Road. We honestly cannot believe how the board can in good conscience, summarily ignore the countless deaths that have occurred on this stretch of road in recent years. Not only that but

the bike lanes that will be included in the project will provide the only safe way for cyclists to ride into and out of the Estates. We certainly hope other Estates residents understand that this project is for increased safety and the safety of those who visit us. your support for Supervisor Jacob’s call to protest the “fire prevention fee.” This “fee” is arguably an illegal tax and is openly considered to be so by administrators of the very California Board of Equalization tasked to collect the fee. (www.Georg.Runner@BOE.CA.gov) I hope your government class decides to look deeply into how this fee was promoted and forced onto the property owners of California. AB 129 was introduced by Assemblymember Blumenfield May 19, 2011. Resistance to the fee was immediate, and several assemblymembers then proposed AB 1506, a repeal of AB 129, which Governor Brown promptly vetoed. As of Nov. 13, 2012, over 600,000 bills had been mailed, and the last bills were to be mailed about Dec. 12. Some 23 percent of the bills already sent out are already in arrears and subject to penalties and interest charges. The BOE estimated a 7 percent collection rate, and no plan or funding has been set up to collect so many delinquent bills. Many of the collections will cost far more than the $115 or $150 fee. This fee is intended for the sole purpose of “fire prevention,” so no new equipment or manpower can be provided for fire fighting of any kind. I will predict that there will be no meaningful auditing of the funds by the state and much of the money will disappear in the Cal Fire expenses to replace severe budget cuts by the governor. This would be a great project to have your AP class, or even a few classmates, mount a protest against the AB 129 Fire Prevention Fee. While I believe letters from non-resident voters have little effect, letters from resident voters have a strong effect on state lawmakers so it might be an idea to contact local newspapers throughout California and write letters to the editor(s) of those newspapers and proposing

A little help from adults can make a difference

This is in response to Crime Prevention Corner column titled “Join the Ramona Graffiti Krew.” Actually, maybe we (the adults) are missing the point, or from another point of view, maybe we (the adults) are “missing the big picture.” We are seeing pictures, letters, words but might not be getting the message. Yes, in many cases a youth or young adult, posts/tags, etc. his graffiti to mark his spot or his territory (Gang related or not), speaks out, but in most cases it is actually an expression, a chance to open up, feel free, or maybe just do something big for all to see. “Hey,” “Yo,” “Check it out,” or just to fit in with a particular crowd. Did we ever think about that? If so, what have we done about it to correct the problem? So, agreed, yes, in the wrong place it is considered vandalism or defacing public or private property. If they are caught, it usually results in punishment and there you go — now we have another angry youth to look for revenge while he still wanders or looks for the right direction to go. We all have learned by our mistakes. A little “finetuning” or “strokes of the brush in the right direction” could minimize a lot of the mistakes if we are proactive. When a person is having a bad day, maybe a bad outlook on life, they may say something that is disrespectful or degrading. So a good response from

you might be to respond in a positive and respectful way back to them. I have found that in many cases, if you bring out the good side in each case, much good will come of it. No, I am not a “Yes Man,” but I do feel that with a little of help from the adults, we can turn the energy that these youths are using into a positive outcome if we are willing to step up. When we decide to work more closely with the youth of today and help them along the rough road to a path of success, then maybe we all will “see the light” and “the big picture.” It would be a waste to ignore the effort or messages put out by our youth whether it is good or bad. They are saying something; let’s listen. Lack of proper guidance is, in many cases, the cause of youth problems such as graffiti, vandalism, elder abuse, and domestic violence, and as a result we end up with a degraded sense of good moral values. Time goes by as “status quo” and then we wonder later on why so many things seem to go awry. We are the adults and, hopefully we have been through some of the same things that our youth are going through today and hopefully someone has been there to get us back on track. So, as adults and or as parents, it is OUR responsibility to help the youth stay on the right track, or at least head somewhat in the right direction. It worked for me. However, for one man in Ramona, these are the best of times even when it’s not the best of times. Have you seen him? “Santa” Jim Tate, as he is known at this time of the year by his family, is certainly keeping the holiday spirit—the best of times. A Ramona resident for nearly 30 years and president of JG Tate Fire Protection & AAA Tate Backflow, he looks forward to the Christmas season and decorating his truck for all to enjoy. The Christmas lights that adorn his sleigh—a 345 rdp (reindeer powered) Dodge Ram Mega cab—have five strands of LED lights that encircle the pipe rack atop his sleigh, and are powered by an inverter. Thank you.” Most of us decorate our homes, but Tate likes to keep the spirit of Christmas with him all day. His inspiration is the late Mr. and Mrs. Hanson “Claus” of Ramona. They truly knew how to decorate and keep the spirit alive at Christmas, during the worst and best of holiday times, for all to enjoy.

While opening presents this holiday season, you might be in for a disquieting surprise. Because you can’t return it, you must begin to accept the fact that your beloved parents are slipping. Like most of us adult children, you probably were counting on them remaining healthy forever. Well, a few lucky ones do, but most don’t. And they’ll be depending on you, even if they proclaim they’re not, to look out for them as they once did for you. Welcome to the ups and downs of caregiving. The good news is that you’re not alone. About one in four adult children — and climbing — is a caregiver to some extent. So you will find lots of comfort and support from others who have received the same present in past years and have begun figuring out ways to care for it, nurture it and continue to enjoy it despite the inevitable ups and downs. If you’re wondering why you didn’t realize your parents were beginning to have problems until holiday time, don’t be too hard on yourself. You cannot easily sense problems during telephone calls and short visits and your parents probably were going to great lengths to hide the fact that both their memories and health were slip-

ping. So holidays are a common time for adult children to find out what’s really going on. Being together with you now for an extended time has made it impossible for them to continue to keep their secrets and for you to continue to ignore the little telltale signs that something is wrong. But don’t panic. With a little planning, you can offer them the priceless gift of your understanding and willingness to pitch in. Sometimes, just a little intervention and help from you or a professional are enough to ensure their independence and accustomed lifestyle for years more. So while you’re partying, look out for red flags that signal it might be time to step in: •The house is in disarray and there is spoiled food in the frig. •The mail has piled up and bills have gone unpaid. •Your mom has worn the same dress or your dad the same shirt for days. •Your parents have been ignoring long-time friends and activities. •The medicine cabinet is full of expired prescriptions. •Your mom or dad keeps repeating stories, but can’t recall what they did this morning.

•Your parent is calling family by the wrong names. (Well, we’ve all been there. This, in itself, isn’t cause for too much alarm.) •Your mom has forgotten old family recipes. •Mom forgot to cook the turkey and it’s still frozen. (Well, maybe this isn’t catastrophic, either. In fact, I nailed my first turkey shut and didn’t remember to look for the nails till everyone had finished eating. We never found them.) The point is that recognizing the problem is a good start. You might offer to help their pay bills, set up medical appointments and act as the designated driver, or hire a maid or professional caregiver. Just don’t let the realization that things are changing interfere with your holiday fun and traditions. This is a great time to make as many new memories as you can. The Affordable Care Act strengthened Medicare in important ways. Signed in 2010, the federal health law has provided free preventive health benefits to people with Medicare, and saved billions of dollars for those who hit the gap in their Part D prescription drug coverage. In 2013, discounts on prescription drugs for people who reach the Part D “doughnut hole” will increase, and Medicare will cover screenings and counseling for alcohol misuse, behavioral therapy for cardiovascular disease, counseling for obesity, and more. If you reach the doughnut hole in 2013, you’ll pay 47.5% for covered brand-name drugs and 79% for generic drugs. With the Affordable Care Act, these discounts will gradually increase until the hole is closed in 2020. In 2013, Medicare will cover one alcohol misuse screening per year for adults with Medicare (including pregnant women) who use alcohol, but don’t meet the medical criteria for alcohol dependency. If your primary-care doctor or other primary-care practitioner determines you’re misusing alcohol, you can get up to four faceto-face counseling sessions per year (if you’re competent and alert during counseling). A qualified primary-care doctor or other primary-care practitioner must provide the counsel-

DAVID SAYEN ing in a primary-care setting such as a doctor’s office. Medicare also will cover one visit per year with your primary-care doctor to help lower your risk for cardiovascular disease. During this visit, your doctor may discuss whether taking aspirin is appropriate for you, check your blood pressure, and give you tips to make sure you’re eating well. If you have a body mass index of 30 or more, Medicare will cover intensive counseling to help you lose weight. This counseling may be covered if you get it in a primary-care setting, where it can be coordinated with your personalized prevention plan. In 2013, Medicare also will cover screenings for chlamydia, gonorrhea, syphilis, and Hepatitis B. These screenings are covered for people with Medicare who are pregnant and/ or at increased risk for sexually transmitted infection. Medicare covers these tests once every 12 months or at

certain times during pregnancy. In addition, Medicare covers up to two highintensity behavioral counseling sessions each year for sexually-active adults at increased risk for sexually transmitted infections. Medicare covers this counseling only in a primarycare setting. Counseling in an inpatient setting, like a skilled nursing facility, isn’t covered as a preventive service. You pay nothing for any of the above services if your primary-care doctor or other qualified primary-care practitioner accepts Medicare’s payment amount. Medicare now covers one depression screening per year, too. The screening must be done in a primarycare setting that can provide follow-up treatment and referrals. You pay nothing for this test if the doctor or other qualified provider accepts Medicare payment, but you generally have to pay 20% of the Medicare‑approved amount for the doctor’s visit. Besides these services, Medicare covers a long list of preventive benefits – often at no cost to you – to help you stay healthy and detect disease in its most treatable stages. Medicare-covered preventive services include tests and screenings for breast, prostate, cervical, and colon cancer; screenings for conditions that may trigger heart attack or stroke; checks for diabetes and glaucoma; and counseling to help you stop smoking. You’re also entitled to a one-time “Welcome to Medicare” checkup during the first 12 months after you take Medicare Part B, and wellness visits with your doctor each year after that. These visits are free. Shots to protect you against flu and pneumonia also are free. The Affordable Care Act eliminated deductibles and co-pays for most Medicare preventive services to encourage people to use them more. Take advantage of them! Legislation to name Ramona Post Office for MacWilliams passes U.S. House Legislation to name the Ramona Post Office after Nelson “Mac” MacWilliams, a Ramona resident who died last year, unanimously passed the U.S. House of Representatives on Dec. 19 and has been referred to the U.S. Senate for a vote, according to a

spokesman for Congressman Duncan Hunter. Hunter introduced the legislation, H.R. 4062, in February after Veterans of Foreign Wars Post 3783 in Ramona recommended the post office be named in MacWilliams’ honor. MacWilliams, a life

assets. “We’re working on opportunities,” he said. “We’re working on broader concepts.” The general manager introduced a three-phase, long-range vision concept to the board, noting that all three phases would take years to implement. Phase 1: •Second source of potable water to increase redundancy and reduce reliance on the San Diego County Water Authority RMWD purchases all of its water from the San Diego County Water Authority (CWA), which buys water from the Metropolitan Water District in Los Angeles. The Met buys from the State. CWA’s water, treated at the Twin Oaks plant in San Marcos, is distributed to Ramona through a line that runs down Espola Road in Poway. The water is then delivered to RMWD’s Poway Pump Station, which pumps the water 1,000 feet up hill to deliver to customers. “The reason we have one source is economy—low cost alternative,” said Barnum. Poway can treat the water less expensively than what treated water costs

from CWA, Barnum said, adding that RMWD would buy from both. “Ideally you want two sources of treated water,” he said. RMWD stores untreated water for agricultural use in Lake Ramona, he said. Studies on upgrading the non-operating Bargar Water Treatment Plant, or building a treatment plant at Lake Ramona have shown that such projects would be much too costly, Barnum said. •Identify opportunities to potentially reduce the costs of water treatment The City of Poway buys untreated water from CWA and treats the water at its plant on Lake Poway Road for reduced costs. RMWD’s pump station is just northeast of Poway’s plant and midway between the plant and Lake Ramona. Barnum proposes that Ramona could possibly purchase excess treated water from Poway during its low-demand times, and gravity-feed untreated water in Lake Ramona to Poway to be treated for potable use. That would give Ramona a second source of potable water and could be cost advantageous for

both communities, he said. Barnum hopes that existing lines could be used. •Increase emergency storage for the community of Ramona Currently, Ramona has 24 hours of emergency potable water storage. That could change, Barnum said, if water in Lake Ramona could be treated in Poway. According to Barnum, to store more treated water in tanks for emergencies is not cost effective because water can become stale after a period of time. RMWD is looking into added a natural gas line to the Poway Pump Station as a second power source. If that happens, during a power outage, water from Lake Ramona could be gravity-fed to Poway and treated, providing Poway has a generator, and then pumped up to Ramona, using natural gas as the power source. •Better utilization of Lake Ramona RMWD maintains about 3,500 acre feet of water in Lake Ramona—an acre foot is around two million gallons—but the lake’s capacity is 12,000 acre feet. RMWD sells about 1,000 acre feet a year for agriculture, said Barnum.

The untreated water from CWA costs about $1,000 per acre foot. If the two communities partner, they could share the costs of filling the lake with untreated water from CWA, as well as operating costs, he said. “If we could share the resources, we could share the costs,” Barnum told the board. Phase 2: •Indirect Potable Reuse for the Community of Ramona At RMWD’s Santa Maria Wastewater Reclamation Plant, some of the effluent produced goes through a tertiary process to improve the water quality for recycling, Barnum explained. Any additional effluent is distributed over spray fields. Phase 2 proposes that all effluent could go through tertiary treatment at Santa Maria and blended with the untreated water in Lake Ramona, raising the standard of the lake water to make it easier to treat for potable use. Although the tertiary plant and lines at Santa Maria would have to be expanded, benefits could include decreased costs to Santa Maria sewer customers, and reduced costs of treated water. They are optimistic also,” he said. To see if Phase 1 is feasible, Poway staff is conducting a study that will take six to nine months, Barnum said. He expects to hear back from Poway staff late next year as to whether the city has available capacity and interest in the partnership. Girl Scouts helping Girl Scouts The impact of a storm the size of Hurricane Sandy on the East Coast this fall has no boundaries, said Ramona Girl Scout Troop 8009 Leader Danielle Shaw. Entire communities, businesses, and organizations were affected, including eight Girl Scout councils—four in New Jersey and four in New York that bore the brunt of the storm, reported Shaw. “These councils are working to recover from the damages they incurred while continuing to support their communities,� she said, adding that their buildings, out structures, campgrounds, and activity centers sustained extensive damage. Tax preparer receives Two plead not guilty in Hallman murder case new sentencing date in murder-for-hire case By JESSICA KING

By NEAL PUTNAM A federal judge set a Jan. 17 sentencing date for a Ramona tax preparer who pleaded guilty to soliciting a murderfor-hire plot in which he asked a would-be hit man to kill three witnesses who were his former clients. The U.S. Attorney’s office has recommended a 23-year federal prison term for Steven Martinez, 51, and a forfeiture of $11 million. His attorney is seeking a sentence of no more than 10 years, according to court records. Martinez pleaded guilty Aug. 10 to soliciting a violent crime, money laundering, witness tampering, procuring false tax returns, Social Security fraud, aggravated identity theft, and making false tax returns from his business. No actual murder attempts were made as Martinez was arrested in February after the would-be hit man notified the FBI. None of the wouldbe victims lived in Ramona. Martinez remains in jail without bail. U.S. District Court Judge William Hayes sent e-mails to

the attorneys last week canceling the scheduled Dec. 14 sentencing and the new sentencing date. Martinez’s limo driver, Norman Russell Thellmann, 65, of Santee, pleaded guilty to conspiracy to commit money laundering after federal agents found $42,400 in cash inside a cereal box in his kitchen. Thellmann claimed he didn’t know about the murder plot, but was following instructions to give the money to another person. The would-be victims were witnesses who had been expected to testify in Martinez’s trial for mail fraud. He was free on bond when he started the murder-for-hire plot. Martinez was a former agent with the Internal Revenue Service. As a tax preparer he instructed his clients to pay their tax debts to client trust accounts instead of the IRS. Martinez then used those accounts for his own use. He filed two sets of returns for some clients. One showed they owed a lot of taxes and another return that showed they didn’t owe much.

Two alleged parole violators were being held without bail in the South Bay after each pleaded not guilty to murdering former Ramona resident Michael Gabriel Hallmann. Francisco Jose Arellano, 32, of Chula Vista, and Michael Vincent Reyes, 29, of El Cajon, allegedly got into a fight with Hallmann during a social gathering of some kind in San Diego’s Chollas Creek neighborhood and killed him last September. Both defendants were scheduled to return to court on Friday for a readiness conference in advance of a preliminary hearing set for Wednesday. The hearing will determine whether the defendants should stand trial. “Our reaction is, obviously, very, very grateful to all the detectives who have been working very hard to bring justice to our brother,” said Hallmann’s sister, Claudia Shohara. “Obviously it doesn’t bring him back but it’s something.” Hallmann, a 34-year-old Class of 1997 Ramona High graduate, was stabbed repeatedly the morning of Sept. 30. He was found mortally wounded in front of a home in the 5000 block of Sterling Court shortly after 5:30 a.m. and pronounced dead at a hospital about an hour later, SDPD homicide Lt. Ernie Herbert said.

Though police have said the three men apparently got into a fight, the official motive remained under investigation and there was doubt about the alleged fight among Hallmann’s family. “From our point of view, we don’t think that he was in a fight because it just was not in his nature, he wasn’t confrontational like that — it wasn’t him — but as far as motive goes, we still just don’t know and we’re waiting for the detectives to tell us more as they continue their investigation,” said Shohara. To drum up new leads in the homicide investigation, Hallmann’s family held a candlelight vigil at the Ramona soccer fields on Dec. 5. Hallmann’s mother, Jennifer Hallmann, speculated at the vigil that her son may have been at the wrong place at the wrong time, noting robbery was ruled out as a possible motive and Hallmann had no defensive wounds. The vigil took on a bittersweet tone as the family learned just hours before the gathering that Reyes had been arrested and more arrests were possible. San Diego police kept mum on the arrest until last week, when they announced that on Dec. 17, two alleged parole violators already in custody had been re-booked on suspicion of murder. Police also released

the identities of the suspects for the first time; however, they continued to withhold what led them to Reyes and Arellano, and offered no official theory about the motive. They also withheld the nature and exact location of the social gathering where the men allegedly fought. On a public memorial Facebook page for Hallmann, one poster responded to last week’s news with simply, “finaly (sic) some justice!!!” Another called it a priceless Christmas gift. Online jail records showed Reyes was initially booked into the South Bay Detention Facility in Chula Vista the afternoon of Dec. 5, while Arellano was booked into the same jail the following night. Though he grew up in Ramona, Hallmann – known as “Gabe” to his family and friends – last lived and worked as a licensed massage therapist in the city of San Diego. He was survived by his 4-year-old daughter. Through Mission Federal Credit Union, the Hallmann family started a donation fund for her. Hallmann was a standout soccer player while at Ramona High. Plans for an RHS soccer alumni game were in the works to raise additional money for Hallmann’s daughter’s donation fund. Shohara said the game would be played some time next month.

Young soccer crowd turns out for Bulldog victory By JOE NAIMAN

ue to weather concerns, the Ramona High School boys soccer team moved Ramona Soccer League Night from Dec. 13 to Dec. 18, which was also Fan Night. The local soccer fans and youth players saw the Bulldogs take a 3-1 victory over San Marcos on the commemoration night. “It was a nice big crowd,” said boys soccer

coach Michael Jordan. The Ramona Youth Soccer League’s Division 6 all-star boys and girls escorted the two high school teams to the field. While the Bulldogs and Knights were taking their halftime break, two all-star teams played a short game in front of the fans. The Fan Night portion included the giveaway of posters, shirts, and other items. The high school game’s first goal was scored by Ramona’s Alex Medina,

Mazzola named MVP of Bulldog girls cross country team By JOE NAIMAN The post-season banquet for Ramona High School’s girls cross country team Dec. 11 at Olive Peirce Middle School included the selection of junior Anna Mazzola as the team’s Most Valuable Player. “Came out strong and she basically led the team time-wise and kept getting stronger,” said coach Kim Toth. “She came out very strong and was in front of all the races.” Mazzola had Ramona’s top time in all four of the Bulldogs’ league dual meets (including one trimeet) and in Ramona’s three invitationals, and she won the race in the Bulldogs’ first two dual meets. “I was very impressed with what she did this year,” Toth said. Mazzola placed second among the team’s runners in the Valley League meet and was Ramona’s sixth finisher at the CIF meet. “She pushed herself a little too much at the end,” Toth said.

Lucas was Ramona’s top finisher in the league and CIF meets. “She worked hard enough to put herself in that position,” Toth said. Due to her award, which could have gone to any runner, Lucas didn’t receive the Rookie of the Year award, which was shared by freshmen Delaney Toth and Perla Cruz. “They came out definitely not the fastest but came

amona High School’s girls water polo team closed out 2012 with losses Dec. 12 at Westview and Dec. 14 at Carlsbad. The 7-5 loss at Westview and the 12-3 defeat against Carlsbad gave the Bulldogs a 4-4 record entering 2013. Westview scored both first-period goals, but the teams scored an equal number of times in each of the remaining three quarters. “We played solid,” said coach Donnie Williams.

The score was 4-2 at halftime and 6-4 after three quarters. “We actually had more offensive opportunities than they did,” Williams said. “The shots that they did have, they were going in.” Ramona goalie Tiffany Larson made four saves against the Wolverines and also had two steals. Larson also blocked one of two five-meter penalty shots, both in the third period. Holly Fletcher scored two of Ramona’s goals from the two-meter area. “That’s something we

The Lancers had an 8-2 halftime lead, but the score was 9-3 after the third quarter. “They got themselves refocused and played great the rest of the game,” Wil-

liams said of his team. “We matched up well.” The fourth quarter saw Williams give his reserves playing time. “The girls learned a lot,” he said. Ramona’s next match will be at home on Jan.3 against Torrey Pines.

I will not try to fill up the vacant space left by the early deadline by writing a huge article. Is that applause I hear? I hate to make New Year’s resolutions because in 66 years I have never kept a resolution on purpose. Instead of resolutions, I will write down wishes or things that I would like to do or see happen and things I would like to see not happen or stop happening in the year 2013 AD (AD is probably incorrect. CE is the new politically correct way of saying the Year of Our Lord in English instead of Latin. BC has been replaced by BCE but we all know what it is supposed to mean and what it really means. It is like Founding Fathers have become the Framers of our Constitution even though none of them were framers. Maybe farmers would be better.) I will try to be politically correct when it is convenient and when I actually care about not offending the person/people

I am writing about. It is hard for me to think of the young lady who is playing third base in softball as a third basewoman or third baseperson. Instead of writing “the ball was hit to the Ramona third baseman,” I will write “the ball was hit to the young lady playing third base for Ramona High School. Pitchers, catchers, shortstops, and outfielders are easier and more politically correct to write about. Maybe I will just stop writing about three politically incorrect infield positions. If a Lady Bulldog is in the ninth grade, I will try not to say freshman. But freshwoman or fresh lady just doesn’t have an athletic ring to it. If a Lady Bulldog gets a CIF Sportsmanship patch (which has happened in the past), I will not report what is written on the patch. I will explain that Lexi Slater received a patch that signifies an exemplary sporting attitude with class and dignity that epitomizes the spirit of the game instead of writing sportsmanship. F. I would like to see Ramona High School have a Hall of Fame. I would like to see Ramona High School have a school newspaper. The RHSTV is great. I would like to see more of it. I would like to see more parents be positive examples for the students and players of RHS in the stands and bleachers. I would like to see more community support for our student/athletes like the support that the football team generated in the playoffs. Ramona all but filled its side of the stadium at Escondido High School. I would like to see one ticket be good for all of the CIF football games. Most of the fans at the Division IV game left before the Division III game. An all-day pass would not shut out anybody. I don’t think that having the games at The Stadium (Qualcomm) is necessary. It is dangerous to play a Tuesday football game after a Friday game. An athlete can’t recuperate from a football game in three days. A coach can’t prepare his team for a

football game in three days. The game is what is important, not the location. I would like to see the teams at Ramona High School support one another more like they did in the not too distant past. Instead of separate “programs,” I would like to see an athletic department. I would like to see more multisport athletes. The school that I graduated from (Serra High in Gardena)
