Trustees ask voters for $66 million School bond bid slated for Nov. 6 ballot By MAUREEN ROBERTSON In a unanimous vote, Ramona Unified School District trustees agreed to place a $66 million bond bid on the Nov. 6 ballot. If the measure receives
the support of at least 55 percent of district voters casting ballots, property owners will see an increase in their property tax bills of about $60 per $100,000 of assessed value. The money will be spent
on specific projects at each of the district’s nine school sites and at the district office. It also will help repay a $25 million district loan and will cover items such as project planning, assessment reviews, environmental studies, inspection and permit fees, and
costs associated with borrowing. The 75-word question that will be on the Nov. 6 ballot reads: “To improve the quality of education; repair/replace leaky roofs; increase student access to computers and modern technology; make health,
safety and handicapped accessibility improvements; replace deteriorating portable classrooms; and improve energy efficiency; shall Ramona Unified School District acquire, construct, repair, equip See SCHOOL BOND, page 2
Babysitter a suspect in death of infant A 19-year-old Ramona man was in county jail this week, suspected of causing the death of 8-monthold Liliana Velasquez. David Humberto Ortiz faces one count each of murder and of assault on a child causing death, sheriff’s homicide Lt. Larry Nesbit said in a release Monday. According to Nesbit, Ortiz was babysitting the infant at the time of her injury in the 2600 block of Southern Oak Road in Ramona at 11:27 a.m. July 4. She died at Rady Children’s Hospital about 4:35 p.m. Friday, July 6, the sheriff’s department reported. As a result of the investigation into the infant’s death, Ortiz was arrested Monday afternoon, said Nesbit. Investigators from the sheriff’s child abuse unit, homicide detail and See ARREST, page 2

school facilities by issuing $66 million of bonds at legal rates, with independent citizens’ oversight and NO money for employee salaries and all funds spent only on Ramona schools?” Included in the voter information pamphlet voters will receive before the election will be a detailed project list and information about the citizens’ oversight committee state law requires the trustees to appoint. The concluding paragraph reads: “No administrator salaries: Proceeds from the sale of the bonds authorized by this proposition shall be used only for the acquisition, construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities, and not for any other purpose, including teacher and school administrator salaries and other operating expenses.” The $66 million measure trustees approved July 2 is $6 million more than the $60 million discussed at their June 25 workshop, but the tax rate of about

$60 per $100,000 assessed value is the same. The trustees want the San Diego County Taxpayers Association to endorse the proposed bond. The taxpayers association asks how a district will address all its needs, Jon Isom of Isom Advisors said. “Based on the preliminary project list, we concluded there was a $6 million shortfall,” he said. By extending the period for issuance of bonds from 6-8 years to 8-10 years, the district will be able to get another $6 million with the same tax rate, Isom said. An advantage of a bond is the local control it provides, trustees agreed, and the state can’t take the money. Improvements the bond will provide also will affect property values and the community positively, they said. Trustee Dawn Perfect said that, when she talked with realtors, they said, “anything that schools do in a community definitely increases those property values enough that that tax increase is insignificant.” Based on comments
trict’s two unions, the bond has the support of the Ramona Teachers Association and the California School Employees Association. “RTA is on board to do everything it can to pass the bond,” said Grant McNiff, RTA’s chief negotiator. Ramona CSEA President Jim King congratulated trustees, saying, “I’ve been in the district for 35 years (and) have seen quite a bit of deterioration in the schools.” Referring to previous school bond bids that failed, he said, “Hopefully this one will pass and we’ll get some stuff done.” McNiff and King, however, had some critical words for the board. The district did not include employees in insurance discussions before proposing that they start contributing a percentage of their health benefit premiums, McNiff said. The district’s support staff is working hard to prepare schools for the start of next school year, King said, but “with the budget cuts and other things going on, I don’t believe that everything is going to get done that really needs to be done at the schools.”

RMWD considers natural gas line for Poway pump station By KAREN BRAINARD Ramona Municipal Water District is taking steps toward possibly adding a natural gas pipeline as a second power source for its Poway Pump Station. If RMWD does take on the project, it will have to obtain a loan to pay for it, which could affect future electrical charges for customers, said David Barnum, water district general manager. Property tax revenues could also be considered to fund debt
service, he added. Ultimately, the natural gas “would bring down our cost of service,” Barnum said. The pump station, near the Blue Sky Reserve in Poway, relies on electricity to pump water 1,000 feet uphill to RMWD pipelines. When emergencies cause a disruption in electricity as it did during the 2007 wildfire and the 2011 San Diego Gas & Electric blackout, the water cannot be pumped into the lines. During a power outage,
RMWD customers are often asked to conserve water and after an extended period face the possibility of being without water until the power is restored. After the 2011 blackout, RMWD staff and board members discussed exploring alternative reliable energy sources for the pump station. Natural gas was found to be a possible solution. “The advantage of natural gas was that it is accessible to us,” Barnum said, explaining that a gas line is
District plans to destroy some special education records Ramona Unified School District intends to destroy the special education records of all students who were born in 1987. Any student who has reached the age of 18 may review and/or receive these records by contacting the district’s Pupil Services Office at 760-787-2039 and scheduling an appointment by Wednesday, July 18. If no student, parent or guardian responds to this notice, the district will assume consent to destroy the entire record specific to the student. A permanent record of the student’s name, address, telephone number, grades,
attendance record and year completed is maintained in perpetuity. The purpose of the destruction is to protect the student from improper and unauthorized disclosure of the confidential information contained in the file, according to the district. “Please note that the student, parent or guardian for Social Security benefits or other purpose may need certain records,” according to a district statement. Anyone who does not understand this notice or needs interpretation may contact the Pupil Services Office at the phone number listed.
less than a mile away from pump station. “There’s no shortage of natural gas. Ultimately it is cost effective, much cheaper than electricity.” Barnum told district directors that he has met with officials from Blue Sky Reserve, the City of Poway and the Department of Fish and Game, and they are open to the idea. “We have not yet seen any red flags,” he reported. Blue Sky, he said, was
concerned about traffic on Green Valley Truck Trail, but the water district has a right of way through the area that would be used to install the gas line. Barnum said he is waiting for an estimate from SDG&E on its costs to put in a line and a meter, but said the district would most likely go out for bid for the project. He told the water board he hopes to bring back a request for design in a
couple of weeks. Timing is crucial, he said, because nesting season for habitat runs from March 15 to Septmber 15. “The window between March through September is an environmentally sensitive time for habitat,” Barnum said. If the board approves the project, Barnum said he hopes to have it completed before March 15, 2013. He said he does not have an estimated cost yet.
Ramona branch court to close Sept. 3 The Ramona branch court will close in two months, San Diego Superior Court officials said. Facing a $14 million shortfall this year, court officials said last Tuesday that six criminal courtrooms and one civil courtroom will be closed as of Sept. 3 — and other court services consolidated — to cut costs. When the initial announcement came in June, no closing date was set. San Diego Superior Court’s budget calls for cutting about 250 jobs, or closing or restructuring more than 40 courtrooms over the next two years. Total cuts for those two years could rise to more than $40 million. The Ramona court is in the county
complex in the 1400 block of Montecito Road. In addition to the downtown courtrooms and the Ramona court, a Juvenile Dependency courtroom in Vista also will close. All Ramona case matters will be relocated to the courthouse in El Cajon. In addition, the North County Probate courtroom will be closed and downtown and North County Probate Services will be consolidated. Also beginning Sept. 3, all Superior Court business offices will close at noon every Friday. Members of the public can comment on the planned changes on the court’s website at www.sdcourt.ca.gov and click on “Invitation to Comment.”

She was also the town’s first honorary mayor and, along with Lee, volunteered countless hours to Ramona’s annual rodeo, fair and similar events. The couple also earned a reputation during that time of being avid Bulldog basketball fans, enthusiastically attending high school hoop games and garnering “Fan of the Year” awards. “She welcomed the chance to show off her hometown,” said Wilson of her mother’s civic involvements. Through the years, Wilson and her sister, Markay Schroeder of Laguna Beach, tried to convince their mother and Lee to move closer to one of them. But she refused, said Wilson. Wilson speculated it was Mary Kay’s family roots, lifelong friendships and fond memories that made it impossible for her to call anywhere but Ramona home. In addition to her husband and daughters, her sister Georgia May Hunter of Las Vegas; son-in-law Gary Wilson; four

Not only did RaeAnne vanTol win supreme grand champion honors for veal in her final San Diego County Fair as a competitor, but her younger sister won supreme reserve champion. Kaylin vanTol, the youngest of the four vanTol sisters, earned supreme reserve champion in only her second year at the county fair. “It was kind of fun to have both my sister and me win,” RaeAnne said. “It makes the win even more rewarding.” Both displayed 4-monthold veal calves at the fair. Shamoo, the supreme grand champion, weighed 391 pounds when weighed on the fair scales. Moofie, the supreme reserve champion, weighed 351 pounds. “It’s a very good feeling to be a champion,” Kaylin said. “It’s fun when people come up to you and congratulate you.” There is a grand and reserve champion for each animal for 4-H and Grange members. At What Price Does Ramona Pay for Public Education?
W
ith educational funds from the state and federal government decreased, and a large payment looming on the $25 million loan the district has, the Ramona school board is looking to put a $66 million school bond on the ballot for November. It’s no secret that the district needs money, and the school bond is the quickest way to achieve this. There are pros and cons on the passing of a school bond. The biggest positive is that 100 percent of the funds will be locally controlled to support our school’s needs of which there are many. One of the biggest negatives would be, is the school district just digging a deeper financial hole to recover from by having school bond funds to pay for projects and improvements while ignoring the recurring deficit budget problems? Make no mistake, this requires a buy-in from the entire community and financial support from the property owners to the tune of $60 per $100,000 of assessed value (as determined by the county), in the form of an additional property tax which will change each year according to property values; or on average of another $120 to $360 a year (with some owners paying less and others paying more). So the question is, “At what price does Ramona pay for its public education?” The repairing and modernizing of our schools is imperative and needs to happen; our children should have a safe and updated environment in which to learn. But to fully support a school bond, we need to have a clear vision and a solid plan for the future with agreement from all sides to provide for a financially stable school district and not one that will continually rely on bonds and bailouts to survive. It looks like you’ll have your opportunity to decide come November. Jeff Mitchell Publisher

Pursuing positive steps and solutions Guest Commentary
By JOE ZENOVIC
The Ramona Municipal Water District Board has been actively pursuing positive steps in the last year and a half, after previous boards felt nothing was the thing to do. With good projects, saving ratepayers hundreds of thousands of dollars, the RMWD Board has approved in the last year, it’s a shame that the only “press” is given to those who complain but offer no solutions. The Ramona Municipal Water District has creatively initiated the following projects: •Natural gas service to Poway pump station to potentially save hundreds of thousands of dollars yearly
and provide for a more reliable power source than the electric currently used. Remember the September 2011 blackout and 2003 and 2007 wildfires when without electricity no water gets pumped. That all changes with natural gas power. •Solar power at Santa Maria Treatment Plant to save hundreds of thousands dollars over 20 years in electric cost. •Board of Directors has given up health benefits for the next three years, saving the district $40,000 in potential expenses. •RMWD has implemented an Infiltration and

Inflow program to stop storm water infiltration into the Santa Maria Wastewater Reclamation Plant, saving thousands of dollars and freeing up potentially 30 percent additional capacity at Santa Maria that will be made available to current Ramona residents in the near future. •RMWD Board cut through red tape so that the San Diego Country Estates could proceed with its beautiful renovation of the Par Lounge without any cost from SDCEA to RMWD. •Reorganization of customer service and engineering that has saved the ratepayers over $300,000 per year. •Board member Zenovic demanded of legal counsel return of the $10,000 reservation for solar rebate spent on the San Vicente solar project that failed due to legal counsel’s poor performance.
•RMWD has been awarded a grant that will be a great benefit to the district. Those at the Tuesday board meeting heard the official announcement. Rather than work with the water district on solvable problems and projects, Ernie Garrett and George Newman prefer to beat their chest and express their negative views. George Newman’s Guest Commentary in the last issue of the Sentinel did not mention that he has caused the ratepayers to spend tens of thousands of dollars on his $227 past due water bill and the RMWD Board simply cannot legally or ethically forgive his water costs and push those costs onto all of the other RMWD customers. George Newman did not mention that an inspection of his property found a hose bib in the on position, left open by his departed tenants. What skipped, the meter or the See COMMENTARY on page 9

Sentinel Reader Opinion Ramona Idol finalists Wow! What a show
Dear Citizens of Ramona, I just wanted to email and thank you for the fantastic 4th of July Celebration. After a busy day, I came home and planned our evening for our young sons. My wife and I considered braving the traffic to see San Diego’s show, but instead decided to drive 45 minutes to watch your show. We took the risk and it paid off large! Wow! Zero traffic, small town feel with kettle corn on a blanket surrounded by nice strangers, school band playing in the background and the most spectacular display of fireworks I’ve seen that close since Disneyland. My boys were enthralled. I just wanted to thank you and let you know that I look forward to next year! Richard Jason Rogalski San Diego
Article shows quality of volunteer firefighters
What a nice article by Regina Elling about our wonderful Volunteer Fire Department. Having been in Baja more than a few times over the years I am aware of the minimum
infrastructure they have down South. It is indicative of the quality to the volunteer firefighters we have that they would add to the many hours they already provide by helping our Baja neighbors. Remember this spirit when you are asked to support Intermountain Fire so they can continue the good work for you and our neighbors. Ron Peterka Ramona

During my lifetime I have known 71 Fourth of Julys that celebrate the founding of the United States of America and the three main documents our founding fathers created: the Declaration of Independence, the U.S. Constitution and the Bill of Rights, which meant that the rule of law would apply to all American citizens and would be the foundation of a new country. The Ramona Municipal Water District Board of Directors unanimously approved a resolution pledging support to the San Diego County Water Authority and the rate case against the Metropolitan Water District. As a result of this deadly idea, we now have a government owned and operated by the robber barons and their stooges and a class society where only the rich get richer and everyone else gets less and less and the rule of law no longer applies to the rich and powerful, and as a result America is no longer a republic but a plutocracy/ oligarchy fascist police state. successful in that case, the ratepayers of Ramona could see a refund of several hundreds of thousands of dollars. What did Ernie Garrett contribute to RMWD for his time spent on a free junket ride to MET? What innovative suggestions did Ernie Garrett state to the Metropolitan Water Authority that were so compelling and caused
the MET to immediately roll back the water rate for Ramona? Mr. Garrett has not sent the RMWD Board even one written meaningful suggestion. I welcome constructive comments and will work to find solutions.

She learned of the award prior to the fair and was honored at the scholarship banquet during the fair on June 28. “I’m still like in shock,” she said of her scholarship. RaeAnne will attend California Polytechnic State University San Luis Obispo and major in ani-

People are amazing here and everyone’s just been so supportive,” she said. “We really appreciate people who have supported us all these years.” James DeSpenza of San Diego purchased RaeAnne’s veal calves in 2009, 2010, and 2011. This year he purchased RaeAnne’s calf for $7.50 per pound. “He’s been an amazing supporter,” RaeAnne said. Ultra Cow Inc. purchased Kaylin’s veal calf for $4 per pound. The vanTol sisters were at the fair for 12 days. “It’s all worth it,” RaeAnne said. “It’s like a bittersweet thing. It’s a lot of work, but I love it.”
Kaylin,15, has been in 4-H for five years. She completed her freshman year at Mountain Valley Academy in June. “I’m very thankful,” Kaylin said. In 2011, when Kaylin made her county fair debut, RaeAnne helped her raise the calf. “You look back on all your years and you realize how much 4-H has made a difference in your life and how amazing a program it is,” RaeAnne said. “I can’t wait for my future kids to go through it.” The vanTols also raise pigs and, although they did not enter any at the county fair, RaeAnne will close out her youth career at the Ramona Junior Fair in August with a swine entry.

Evening of Reds, Whites & Blues will benefit Ramona Town Hall By MAUREEN ROBERTSON Ramona Town Hall trustees and Honorary Mayor Sharon Davis will stage a summer Town Hall Benefit at La Finquita Winery on Saturday, July 21, “An Evening of Reds, Whites & Blues” pairs Ramona wines with exquisite culinary delights, said Davis, who is coordinating the fundraiser for Ramona’s historic Town Hall. The wine and food pairing event, slated from 6 to 10 p.m., also features saxophonist Tony Matoin. “The ‘reds’ stand for red
wine, the ‘whites’ for white wine, and the ‘blues’ for the music,” Davis said, explaining the event title. A silent auction and local artisan displays also will be featured. Tickets are $45 in advance and $50 at the door. Shuttle service will be provided to and from the venue from the Albertsons center parking lot in the 1400 block of Main Street at no additional charge. There will be no on-site parking. White attire is suggested. “It’s an elegant thing that people do at summer gar-
Junior Fair Barbecue and Pie Auction set for July 14 By REGINA ELLING It’s time to feast on barbecue, support some hardworking local youth, and bid on some homemade desserts. The date is July 14, and the event is the “Winner! Winner! Pie & Dinner” barbecue and pie auction, Ramona Junior Fair’s major fundraiser. There’s even a show of sorts, as some unsuspecting town notable will receive the traditional pie in the face. Activities begin at 4 p.m. with dinner. Diners have their choice of deeppitted beef, pork or turkey, served by Specialty Meats Butcher Shop and Full Service Deli of Escondido. Jon Donnais’ homemade barbecue sauce is featured on all the main dishes. Side dishes, all made by the youth, include beans, potato salad, cole slaw and rolls. The auction begins at 6 p.m. Since it is live, it is really a show unto itself as bidders try their best to
outdo each other for the many pies, cakes, cookies, jams, breads and other desserts, again all made by the youngsters participating in the Ramona Junior Fair later this month and early August. The public is welcome. It’s family friendly, and everyone from seniors to children is invited. The auctioneer, former Ramona resident and 4-H’er Levi Gassaway, is getting married the day before the auction, and he and his wife Lauren will be spending their first Saturday evening as a married couple at the event. Everyone involved with the event hopes to make it a worthwhile trip for the couple, by raising as much money as possible. Cost is $7 for adults and $5 for children age 12 and younger. The event will be at the Ramona Junior Fairgrounds, 431 Aqua Lane. For more information, visit www.ramonajuniorfair.com or contact Crissy Tobiason at 951-8096486.
den parties,” Davis said, explaining the suggestion to wear white. Attendance is limited to 150, and those attending must be at least age 21. Davis, who is in her second two-year term as honorary mayor, earned her title and sash by raising more money for Town Hall than any of the other “$1 a vote” contenders during her initial campaign. No one opposed her in her “re-election” bid. The summer wine and food pairing event is the first of three upcoming fundraisers to benefit Town Hall. Davis and Town Hall trustees also are discussing a tour of the Barnett Ranch and a traditional 1894
Christmas dinner. The Christmas dinner would be in Town Hall and would
be staged in conjunction with Ramona Senior Activity Center. It would fea-
ture “the exact dinner that would have been served in 1894,” said Davis.

Shooting victim arrested for possessing gun Sheriff’s officials arrested a 30-year-old Ramona man who was shot in the 900 block of E Street last Thursday. Paramedics transported Dustin Hayes to Palomar Medical Center after he was found lying in a ditch in front of 945 E St. bleeding from a gunshot wound to one of his legs. The incident occurred about 4:45 p.m. His injury was not life-threatening. Witnesses told sheriff’s deputies investigating the shooting that he may have

been trying to get into 933 E St, said Sgt. Greg Rylaarsdam with the sheriff’s Ramona station. Officers found a black semiautomatic handgun close to where Hayes was found, said Rylaarsdam. According to sheriff’s Detective Lori-Ann Wells, who is in charge of the investigation, the handgun belonged to Hayes, who was arrested for being a convicted felon in possession of a firearm. In an effort to locate the weapon that was used to shoot Hayes, officers
searched the home at 933 E St., Wells said, adding on Tuesday that a weapon has
not yet been found. The investigation continued this week. Anyone

Florist offers floral design classes for adults, children Sun Valley Florist is offering floral design classes for adults, begining July 23, and a class for children on July 28. This is the second session of floral design classes for adults that Frankie Berkley Newberg, owner of Sun Valley Florist, is
teaching. New this time is her class for children, ages 5 and older. “I thought it would be a fun Saturday,” Newberg said about teaching floral design to children. The hour-long class will begin at 1 p.m. and chil-
dren will learn how to design a basket arrangement. The adult class will be held at 7 p.m. on Mondays from July 23 through Aug. 13. All the classes will use fresh flowers. The July 23 class will focus on Pavé style design— a very compact floral de-
sign, said Newberg. “Almost like a quilt in a way because everything is grouped in colors and types. It oozes with texturtes,” she explained. Her July 30 class will teach “high style,” a more contemporary floral design—fewer flowers, more
creative, said Newberg. On Aug. 6, students will learn how to arrange a wedding bouquet and corsage. Newberg said her final class of this session will be a basket design with more of a spring look in a woven basket. Adults in her first floral design class were very
positive, Newberg said. “Everyone seemed to be very happy with it, all the arrangements, the teaching. Everybody did an outstanding job,” she said. The classes will be limited to 10 students. For cost, registration and more information, call 760-7893054. Sun Valley Florist is at 758 Main St.
Business Briefs
Fresh & Easy update Wine & beer bar Despite news reports to relocate in town that Fresh & Easy Neighborhood Markets is struggling, a spokesman for the grocery chain said it still plans to open a store in Ramona. “We’re committed to the site,” said Brendan Wonnacott of Fresh & Easy. That site is in the Sun Valley shopping center in the 1300 block of Main Street. Although some exterior work was recently done on the building, no opening date has been announced. “We don’t have a timeframe at this point,” said Wonnacott.
Southern California Wine Company in the Ramona Business Barn at 369 Main St. plans to relocate, owner Nathan Marsh said Monday. No date has been set to close his doors at the business barn and reopen elsewhere. Marsh said that will depend on the Alcohol Beverage Control (ABC) approval process. Marsh, who runs the wine and beer bar with his wife, Sandy, and son, Garrett, said they plan to move to another location in Ramona. The business specializes in locally-produced wines and beers.

Crowds lined both sides of Pappas Road from Avenel Lane to Ramona Oaks Park to watch the annual Fourth of July Parade. Staged by San Diego Country Estates Association and coordinated by Chris Riedler and Amy Holsapple, the morning parade attracted 40 entries. Participants ranged from preschoolers in wagons and youngsters on bicycles to Sheriff’s Mounted Patrol volunteers on horses, firefighters in fire trucks, and the Ruland family from
Sears Hometown Store maneuvering lawn mowers in choreographed fashion. Parade announcers Robyn Ernst and Mindy Files kept everyone informed about each entry as entrants rode, walked or cycled along the parade route. Parade judges chose three entries for prizes. First place went to the Ramona Red Cup Riders, second place to Patriotic Pals, and third place to Star Spangled Synchronized lawn mowers.

Free seminar to focus County connects prescription drugs to more deaths, on new light bulb rules pharmacy robberies and emergency room visits Ransom Brothers True Value and Kitchen Barn are teaming up to sponsor a free Light Bulb Educational Seminar because California 2012 light bulb legislation rules go into effect on July 14. The seminar, open to the public, will be held from 10 to 11 a.m. on Saturday, July 28, at the Kitchen Barn Showroom, 780 Main St., Suite G. Register for the seminar by contacting Kitchen Barn, 760-7886900, as space is limited. A representative from General Electric will be at the seminar to answer questions and discuss the following topics: •Learn about updated
California legislation, what is changing in the industry, and all the new lights available for homes. •Analyze ways to reduce electricity bills using the various new products on the market. •Understand how many options are available when it comes to light color, so the right color lighting is chosen based on a room and personal preferences. GE has information available on its website: gelighting.com/na/consumer/education/lightinglegislation. Information on California’s light bulb standards can be found at energy.ca.gov/lightbulbs/ lightbulb_faqs.html.
The number of deaths in which prescription drugs played a role increased from 2007 to 2011 in San Diego County, as did the number of pharmacies robbed and the number of opiate-related emergency room visits, according to the county’s inaugural Prescription Drug Abuse Report Card released Monday. “Prescription drug abuse has become a serious problem in our county. Many young people and adults are abusing prescription drugs,” County Supervisor Pam Slater-Price said. “And these drugs can be found at home.” Last year, prescription drugs contributed to 267
deaths, compared to 211 in 2007, according to the report, which found that 1,164 people died due to prescription drugs during the fiveyear period. Methadone, Oxycodone, Valium, Hydrocodone, Morphine and Xanax, or alprazolam, contributed to the most deaths, according to the report. Prescription drugs can be highly addictive and costly — up to $50 for a 80mg OxyContin pill prior to 2011, which drives some to a cheaper alternative, such as heroin, which in 2011 cost $80 to $100 per gram, according to the report. Last year, 80 heroin-related deaths were reported and
15 of those were people under 25, the report’s authors found. Heroin was the most common intoxicant other than alcohol in people under 30 years of age who died last year. “`We have seen the dangerous consequences of a higher number of people switching from prescription drugs to heroin,” Lucas said. The report card showed robberies at pharmacies rose from nine to 26 over the five-year study period, a 188 percent jump. Opiaterelated emergency room visits were up 64 percent and the number of juveniles and adults who reported prescription drug misuse also
increased. “The prescription drug problem isn’t a one-time phenomenon, but rather a growing problem with serious repercussions to the quality of life in our region,’’ said Nick Macchione, director of the county’s Health and Human Services Agency. Nearly 29,000 pounds of unused prescription drugs were collected in take-back events and drop boxes over the past two years. Residents are asked to report drug activity in their communities to local law enforcement or call the Prescription Drug Hotline at 877-662-6384.

Needles, Lights, Magnets and Herbs Oh My!

lternative medicine and methods of dealing with pain and sickness are at an all-time high. Just this last week I was approached by two different people explaining how beneficial infrared lighting was for inflammation and another on how magnet mats were
helping her and allowing her to help others with neuro-muscular issues. I am not speaking from experience with these, so go out and research for yourself, talk to friends, consult your physician, and keep an open mind when it comes to alternative medicine.
The following are some of the most popular alternative medicines: Acupuncture Long practiced in traditional Chinese medicine, acupuncture is an alternative therapy that involves using needles to stimulate specific points on the body. These points are said to connect with certain pathways (or “meridians”) that carry vital energy (or “chi”) throughout the body.

According to the theory of acupuncture, blockages in the flow of chi disrupt well-being and lead to illness. By stimulating acupuncture points, practitioners aim to clear up blockages and restore the client’s health and vitality. Magnetic Mats This therapy has been used to treat pain and edema in soft tissue for over 60 years. The technology stemmed from radio frequency (RF) diathermy, which utilized a continuous electromagnetic field to produce heat in soft tissue. Magnetic field can create currents without heating and thus directly alter cellular signaling. It has been firmly established that tissues including blood, muscle, liga-
ments, bone, and cartilage respond to biophysical input, including electrical and electromagnetic fields. New studies show that with the proper field intensity and frequency, treatment appears to be disease-modifying. Light Therapy It utilizes a drug-free therapy of Red and infrared Led wavelengths to treat pain. By using these systems just minutes a day you can find relief of muscle and joint aches, back pain. and the pain and stiffness associated with arthritis. What it does: •Increases circulation •Relieves muscle and joint aches and pain •Aids arthritis pain and stiffness •Relaxes muscles

After being crushed and dissolved in a liquid, the selected substance undergoes a long process of dilution. The solution can be applied to the problem area topically or by other means of ingestion. Believe it or not the more diluted the substance is, the more potent it is thought to be. There are over 2,000 medicines to choose from. That is one reason why chronic problems require the care of a knowledgeable homeopath. There are many types of alternative medicines out there and you should seek out those who are versed in those fields. A combination of traditional and alternative medicine therapies should be explored to ensure you are covering all bases. 12-U baseball players Coaches bring wealth of experience to RHS softball advance to semifinals By BILL TAMBURRINO
Ramona Pony 12-U team members show they’re No. 1 after winning the Bronco Southwest Region South Section Championship in Chula Vista. Pictured in back row from left, are: Coach Patrick Meskell, Preston Hockin, Creede Jeffers, Michael Stoffel, Coach Don Stoffel, Dylan Luna, CB Bryant, Noah Craven and Manager Dave Roe; in the front row: Adam Ramirez, Colton Meskell, Bryce Roe, Easton Powell, Alex Rizzo and Noah Hirsh.
The Ramona Pony 12-U baseball team will play in the Southwest Regionals Bronco Tournament semifinals on Saturday and if they win, will advance to the Super Regionals. The 12-U team players began the Pony West Zone 12-U Bronco tournament play on June 23 at Chula Vista South where they
went 5-1, winning the Southwest Region South Section Championship. Ramona defeated La Jolla 2-2, North City Red 2-1, lost 3-1 to Emerald, but came back to defeat Emerald in two games, 5-0 and 9-7 to win the championship. The Southwest Regionals Bronco Tournament
play began on July 7 in Tecolote and Ramona 12-U Red defeated La Costa 13-2. On Sunday, July 8, Ramona beat Tecolote Red 4-3 in an extra inning. If the 12-U team wins the super regionals on Saturday they will play in the semifinals in Whittier, begining July 19.
Christian Drews picked for U.S. Under-17 football team event Ramona High School football player Christian Drews was selected to play for the 2012 U.S. Under-17 National Team, assembled by USA Football. Team USA was representing the United States in Austin, Texas, from July 4-12, during a celebration and competition centered on football skill development and featuring international teams of players, age 17 and younger. Drews, a 6-foot-1, 210-pound linebacker, also played as tight end
and started on both sides of the ball for the RHS varsity football team as a sophomore in the 2011 season. He received All Palomar League Honors for both positions. In the USA Football event, top players from across the U.S. compete against national teams from other countries. The event consists of cultural exchange through football, seven-on-seven exhibitions, multi-country joint practices and educational seminars for athletes and parents, led by
NFL coaches, players and football experts. Players were to be evaluated by U.S. National Team coaches through on-field instruction and film review, culminating with games to be played on July 12. Players were considered for the team through nominations at www.usafootball.com and based on performances at U.S. National Team trials. Drews also took part in the 2011 Under-15 National Team program in Canton, Ohio.
Some eyebrows were raised when Ramona High School Athletic Director Damon Baldwin announced that Robin Brainard and Cori McDonald would be co-head coaches on the varsity softball team next year. “Last year there were three coaches and we all got along together and had equal input. Antoinette (Rodriguez) coached third base and made decisions on when to send in runners and when not to. Besides that we all had about equal input,” explained Brainard. “Robin and Cori bring a lot of experience and knowledge to the plate. With them you get the best of both worlds,” said Rodriguez, who stepped down as head softball coach to accept a position as assistant principal at RHS. “Robin has a wealth of experience and Cori brings youthful enthusiasm with varsity coaching experience and college playing experience. They both are professionals as educators and coaches.” Brainard and McDonald liked the three-coach situation so much that they have added another assistant to their staff. Julie Doria will be a varsity assistant. All three are teachers. Brainard teaches social studies (U.S. History) and McDonald teaches math at Ramona High School. Doria teaches language arts at Olive Peirce Middle School (OPMS). She has been teaching and coaching there for 18 years. Brainard has been coaching and teaching at the high school level for 26 years. She has been the RHS and Ramona Unified School District Teacher of the Year, and a finalist for the Teacher of the Year in San Diego County.
McDonald has been teaching for eight years and coaching for three years. All three played sports in high school: Brainard graduated from Hilltop High School and played softball and basketball, McDonald graduated from RHS and played softball and volleyball, Doria graduated from San Pasqual High School and played softball, basketball and volleyball. Brainard graduated from Humboldt State University
has played in the WCWS. In her three years of coaching softball at RHS McDonald has coached six players who have or will go on and play at the college level. Her number one Bucket List Goal is to coach a CIF championship team at RHS. She got to the finals in her first year as an assistant along with Brainard and Rodriguez. Doria has sent most of those players from OPMS to RHS. All three have similar

and has a Masters degree in Curriculum and Instruction from Chapman University. McDonald graduated from Hope International University and played four years of varsity softball. Doria graduated from the University of San Diego where she played basketball and softball. Sports that they have coached include junior varsity volleyball and head varsity basketball coach for Brainard, softball for McDonald and basketball and cross country at OPMS for Doria. Brainard has sent dozens of athletes to play college softball one of which was McDonald. She enjoys taking road trips to see them play and one of her Bucket List goals is to attend a Women’s College World Series. One of her players, Mia Longfellow,
goals and visions for Ramona High softball: to continue on the path that has been created the past two years and to win the Valley League and CIF crowns. Encourage children to create fun outdoors It is summer and when I take one of my daily hikes or take a drive in my less than luxury automobile I find one perplexing problem in our fair town. Ramona does not have a recreation department like one in cities that I grew up in, but it does have plenty of athletic fields at schools and in parks. I will not go into one of my fairy shrimp diatribes (for the time being). What I find perplexing is that most of the time most of the fields and courts are empty. For the most part, the only activities I see on the fields are organized activities with adult supervision. What happened to kids playing on playing fields? I haven’t seen one over the line game in several years. What happened to sandlot baseball games? Don’t kids play touch football anymore? Why are the public tennis courts empty most of the time? Don’t kids ride bikes anymore? Soccer moms are the new mode of youth transportation. We have bike lanes but they are mostly used by adults getting exercise. Kids should be riding their bikes to schools, fields, courts, pools and friends’ houses. When I was a kid, (No laughing I was once a kid.) not many kids had wrist watches. (Again no laughing; watches had been invented when I was a kid.) Our time piece was street lighting. When the street lights came on, it was time to stop playing and go home. We watched television only after we were done playing. We watched TV. We didn’t play games on them. We blame soft drinks and fast food on childhood obesity when in my opinion the real culprits are video games. Kids don’t play sports. They play like they are playing sports. Parents shouldn’t have to pay over $100 a month for kids to play on an elite team. Kids should be playing pickup games in every
sport. Kids shouldn’t be playing just one sport so that they might get a scholarship in that sport. Kids should be playing every sport for the love of playing. No outdoor basketball court or tennis court should be unused in roundball season or during any season. Fields should not be vacant. Bike lanes should be full of kids on bikes. Recreation programs are nice but, with budget cuts and spending on recreation limited to government grants, they are becoming dinosaurs. Parents should get their kids out of the house and off of the couch and on their bikes and on to the fields and courts or just into the back yard. Teach kids to play pickup games and invent their own games. Teach kids to play croquet, bocce, horseshoes, and bean bag games. Dodge ball should not be outlawed. Bump out, handball, over the line, three on three soccer, roller hockey, three on three football should be played by both genders. Parents, here is a challenge. Take your kids to a park or school with some friends. Bring a ball and drop them off and tell them you will be back in an hour. When you come to pick them up, if they beg you to go home and come
back later then you have done your job. If you are not comfortable leaving them alone, just kick them out of the SUV and tell them to go play so that you can read your book or tabloid. Catch up on the British royalty or Justin Bieber. Or, have an adolescent stay with them as a supervisor—don’t say babysitter— while you go shopping. The teenager will probably end up being the referee or join one of the teams and have fun too. When you get back, get in the game with them. Show them what you’ve got. At worst it will be good for some laughs. You shouldn’t have to go to a desert or a river to have fun with your kids. Take them to the beach. Let them play. They will have fun in the surf, play beach games and dig holes in the sand. Take them for a walk along the shore. Teach them how to body surf or boogie board. Just let them be. They will find something fun and healthy to do. The NFL shouldn’t have a Play 60 campaign. It takes 60 minutes to get started. While playing games kids will figure out how to settle arguments, make rules and boundaries and have fun. Let’s fill up the playing fields and courts in Ramona with kids. Kids come in all ages.

OPMS track stars achieve personal bests
The Olive Peirce Middle School track team during its spring 2012 season.
By PIXIE SULSER Members of the Olive Peirce Middle School (OPMS) track team literally ran away with top honors this year. The team, coached by OPMS teacher JJ Sclar, had 75 athletes who started their season on top and continued through to the finish line. “At our first race, the Mt. Sac Relays, we won the Sportsmanship Award for excellent racing and attitude. There were 230 schools at the event and
only one chosen team is chosen for the award. It was an awesome start to our season,” said Sclar. The middle school track season consists of four races with the top competitors qualifying for a fifth event— the Optimist Invite “where the best of North County compete.” Sclar’s team had 38 of his 75 athletes qualify. “This is the largest team I have had in the seven years I’ve been coaching,” said Sclar. “Having half of the team qualify was fantastic.”
The Optimists Invitational only allows two athletes per grade level and gender per event, explained Sclar. By the close of the Invitational, OPMS ended their season as strong as they started. The seventh grade boys’ and girls’ teams both wrapped up first place, and the eighth grade teams each took second.
Individual winners from the seventh grade boys included Evan Richner, shot put; Danny Ewards, long jump; and Eder Landgrave, the mile. Their female counterparts were Megan McLoughlin, hurdles; Tuesday Christopher, 100 yard dash; and the 4x100 relay team of McLoughlin, Christopher, Nicole Pshsnychniak, and Kaleen Glotfelty. Earning individual honors from the eighth grade group were Sean Stemm, hurdles; Todd Roberts, the 100 and 200; and the 4x100 relay team of Kinley McKay, Holly Stallman, Felicia Ferreiro, and Hannah Farhat. “The Optimists Invitational was the most exciting sporting event I have ever attended or participated in. All of our athletes were scoring points and achieving personal bests,” said Sclar. “It was a great day to be a Ramonian!”
