By MAUREEN ROBERTSON Mistakes occurred during the 2007 Witch fire, and efforts are under way to assure they don’t happen again, first responders told a packed house at the Wildfire Preparedness Community Meeting in San Vicente Resort. Agencies hold training sessions and collaborate at tabletop exercises, a Community Protection
and Evacuation Plan is online, the water district has backup plans, Caltrans replaced wood guardrails on Route 78 with steel posts, San Diego Gas & Electric is doing the same with many utility poles, and emergency phone numbers and websites are available. Rather than evacuate the entire town at once, as occurred in 2007, blocking traffic for hours, plans are for phased evacuation
with officials notifying residents based on where the biggest threat is, said Stacia Richardson with County Office of Emergency Services. “The first goal is to make sure that lives are not lost,” said Richardson. “... We’d rather err on the side of caution than lose residents.” California Highway Patrol Office Jeff Christy was the first on
the scene in 2007, “right where everything started, and 24 hours I was working trying to get people out of here, so I know what a struggle it was,” he told a group of nearly 100 last Tuesday. He couldn’t believe how fast the fire burned with the high winds. “The calls were made (to evacuate),” he said. “This thing was See WILDFIRE MEETING, page 18

The 42nd Annual Ramona Junior Fair opens with a dog show at 9 a.m. on Saturday and closes with the livestock auction on Aug. 3, followed by large and small animal round robin and awards on Aug. 4. Presented by Ramona Junior Fair, all activities except the horse show will be at the junior fairgrounds, 431 Aqua Lane,
Chamber of Commerce, promises more pizzazz and participation as organizers add contests with an old-fashioned country fair flavor. “We’re getting back to some of the basics of what a country fair was,” said. Bob Murray, chamber president. “I’m excited. This is going to be a good one.” “Only in Ramona can you experience a country fair that offers so much for so little — or nothing,” said Sally Westbrook, chamber secretary. The summer celebration comes with carnival rides, game booths, the 7th Annual Ramona Idol Contest, rows of vendors, lots of traditional fair food, live entertainment, a petting zoo, a Beer & Wine Garden — and contests galore. Each day of the fair has a different theme. Admission is free and all activi-

Caltrans has ‘good news, bad news’ about busy intersection By KAREN BRAINARD The good news for those driving down the hill during rush hour is that Caltrans has developed a plan it believes would improve traffic flow at State Route 67 and Highland Valley/ Dye Road. The not-so-good news is that work cannot begin until the estimated $10.5 million project can be funded. “We’re working on that definitely,” Ramona Com-
munity Planning Group Chair Jim Piva told Caltrans’ Chris Thomas, who presented a draft project report on the intersection at the planning group’s July meeting. Piva has been working with county staff, Supervisor Dianne Jacob and other officials to try to secure funding. “Right now it doesn’t operate at an acceptable level of service,” Thomas said of the intersection.
For the Record Lenora Winery’s bronze medal at the San Diego County Fair was for its 2012 Sauvignon Blanc.Metz Winery received a bronze for its 2010 Golden Angelica Chardonnay. Because more than 15 percent of the grapes from Lenora’s 2008 Cabernet Sauvignon came from Sunshine Summit in San Diego County, its silver medal was listed under South Coast wineries. Most of the grapes for the wine came from Lenora’s vineyard, and it was produced in Ramona, Eric Metz of Lenora Winery said in an email.
That level of service is “F” in the mornings with a wait time of 130 seconds, he said, while the planned improvements would bring the intersection to a “C” level of service with 26-second delays. Plans would include adding an equestrian trail on the northeast side of Dye and Highland Valley roads. Shoulders would be striped for bike lanes on those two roads. A duel left-turn lane is
proposed for Dye Road. Off Highland Valley Road, a dual left-turn lane has been requested and rightturn pockets would be extended, Thomas said. If the funding were obtained and design could begin next month, the earliest the improvements could be completed is January 2016, he said. “That would be the most optimistic schedule if we could start right away,” he said.
On the Agenda Thursday, July 25 Ramona Design Review Board, 7:30 p.m., Ramona Community Center, 434 Aqua Lane. Discuss waiver requests for fencing from Roe Recycling, signage from 99 Cent Store and signage from C21; preliminary review of multi-family project on 16th Street behind Stater Bros.; design review standards, sign violations and Village Design update. Thursday, Aug. 1 Ramona Community
Planning Group, 7 p.m., Ramona Library Community Room, 1275 Main St. Among preliminary agenda items are: Montecito Ranch revised map, county zoning ordinance amendment for signs in public right of way, Santa Maria Creek Cleanup letter to send to wildlife agencies, report on meeting with SDG&E regarding woodto-steel pole replacement project covering 14 miles between Ramona and Santa Ysabel, Ramona Design
Review Board report and checklist update, re-appointment of Jim Cooper as group’s representative on design review board, Village Design Committee report, Park Land Dedication Ordinance update and review of current projects, standing rules review for conformance with county’s revised Policy I-1, future agenda item requests, concerns from members and new subcommittee members. More: 760-4458545.

McGee receives suspended sentence, probation in school drug sting Payne housed in drug program, Gaffney slated for sentencing By NEAL PUTNAM Skylor Rocky McGee, 20, received a suspended 210-day jail term and was placed on three years probation after he pleaded guilty to possession of marijuana for sale to an undercover sheriff’s deputy at Ramona High School. McGee, of Ramona, received credit for eight days spent in jail after he and three others were arrested April 30 in the undercover busts. He was fined $779, court records show. After his arrest, McGee’s probation was revoked on a 2012 case in which he pleaded guilty to receiving stolen property by giving a juvenile burglar a ride home following a series of publicized burglaries in Ramona. San Diego Superior Court Judge Laura Halgren
reinstated McGee on probation in the 2012 case on the same terms and conditions. She ordered McGee to complete a drug program in his drug case, and to register as a substance abuse offender with law enforcement. Deputy District Attorney Jorge Del Portillo asked Halgren to order McGee to perform 20 days of public service such as trash pick-up, but she declined. Court records say McGee’s offense in this case made him ineligible to receive a prison term. “I did possess marijuana for purposes of sale, knowing it to be marijuana, a usable amount. I did possess concentrated cannabis, knowing it to be concentrated cannabis,” wrote McGee with his lawyer’s assistance. Meanwhile, Christopher Forest Payne, 19, was released from jail in July after receiving a one-year term following his guilty plea to selling marijuana and a tranquilizer to an undercover sheriff’s deputy.
Payne, of Ramona, was released early as he was eligible to be housed in a drug program on terms of three years probation. He was fined $574 by Halgren and ordered to register as a substance abuse offender. His attorney, Patrick McCoy, said Payne had a medical problem and was using marijuana for medicinal purposes. The judge told him he could not use marijuana on probation despite any medical claim. “There’s too much temptation,” said Halgren. The judge dismissed the remaining charges, which included two counts of transportation of marijuana, two counts of possession of marijuana for sale, and one count of selling marijuana after Payne pleaded guilty to two counts. The undercover officer purchased three grams of marijuana from Payne for $30 at a fast food parking lot on Main Street on Feb. 22. She also bought one tranquilizer for $40 from Payne at another parking
lot on Main Street, according to court records. Records say she bought $20 worth of marijuana from McGee on Ramona High’s Hanson Lane campus on March 25 and $25 worth of the same drug on April 10 on campus. McGee is not a student there. The undercover officer
posed as a Ramona High School senior from December 2012 to late April, and other deputies posed as students at other North County high schools. Maxwell Gaffney, 19, of Ramona, will be sentenced Aug. 1 after he pleaded guilty to possession of heroin and misdemeanor
possession of a controlled substance. He is expected to receive probation and remains free on his own recognizance. The fourth defendant, a 16-year-old girl, is being prosecuted in Juvenile Court. Because she is a minor, her case is not public record.
Archer succumbs to unknown malady By Maureen Robertson Ramona resident Greg Kitchen opened his Ramona Sentinel and decided he’d better call with the bad news. Archer, the wild turkey who became a neighborhood celebrity after surviving being shot with an arrow in April, is dead, Kitchen reported last Wednesday after seeing the Sentinel article about the bird’s recovery and release. “I saw him yesterday morning,” said Kitchen, who works with the maintenance department at

Riviera Oaks Resort and Racquet Club in San Diego Country Estates. “He was hunkered down and didn’t look too good.”
Two employees found Archer’s carcass on Riviera Oaks property just below the racquet club this morning, Kitchen said on July 17. “He probably died in the night,” commented Kitchen, who noted that Archer hadn’t been very active since his release July 11 in the Tennis Condos complex adjacent to the racquet club. Dr. Carrie Bone, veterinarian at Acacia Animal Health Center in Escondido, removed the arrow that had gone through Archer’s See ARCHER page 4

Tobiason father, daughter team to head creek cleaning effort By KAREN BRAINARD Crissy Tobiason is joining forces with her dad to clean up the Santa Maria Creek. Before completing 24plus years on the Ramona Community Planning Group last year, Angus Tobiason said his goal was to see the overgrown vegetation and trash cleaned out of the “crick” to prevent future flooding, fuel for fires, and to eliminate a hiding place for criminals. Respecting his wishes,

the planning group took the lead and has been working with County Supervisor Dianne Jacob, county staff, and environmental agencies to see what could be done without having to obtain costly permits and without taking a chance on being fined for removing sensitive habitat. At the group’s July meeting, Chair Jim Piva said he learned that the group cannot head up the project because of liability issues, and announced that Crissy
Tobiason volunteered to take the lead. “Crissy is dedicated... she wants to see Angus’ dream come true of getting that creek cleaned up,” said Piva. Although he referred to her as the project’s “champion,” Crissy Tobiason was quick to respond, “My dad’s gotta be the champion.” Crissy Tobiason said she would be the champion’s helper. Piva said the county and planning group are taking care of necessary paper-

chest after two California Fish and Wildlife biologists captured him in late June. After recuperating in a foster home in Ramona, Archer was strong enough to go home, Doug Lake, Emergency Animal Rescue executive director, said before his release off Pappas Road and Davis Cup Lane. After his release, Archer remained an outcast of the older turkeys living in the area and he was following the younger birds, said Kitchen, who assumes an infection “took him down.” “This is bad news,” Lake said Thursday. Neither he nor Emergency Animal Rescue volunteer Jan Pickton, also of Ramo-
na, knows what happened, and they wish a necropsy, an autopsy on animals, could have been done. “I never thought anyone would want to do an autopsy on a wild turkey,” said Kitchen, explaining that the workers had disposed of the carcass. “I understand he was doing so well,” said Pickton. “I don’t understand....We got reports that he was all the way down to Bellemore, hanging around with the hens.” Archer showed no sign of trauma, Kitchen said, adding that he believes Archer “died a natural death in a beautiful setting, on green grass under a beautiful oak tree.”
work, and Crissy Tobiason would oversee groups of volunteers. According to Piva, about 10 organizations, including The Nature Conservancy and Wildlife Research Institute, are jumping on board to clean up the waterway. “The county had contacted every one of them and so far they have been very positive about wanting to help clean up the crick,” he said. Looking at Angus Tobiason and referring to his pronunciation of “creek,” Piva said, “We call it the ‘crick’ now, Angus, out of respect for you.” Group Secretary Kristi Mansolf said biologists have walked the creek to look over the vegetation and advise on what can be taken out. “Most of the stuff that’s in there can be removed,” Piva said, adding that any native plants cannot be touched. Piva also said Jacob plans to give instructions to property owners along the creek on how they can

clean out their portion. No cleanup work will start until after bird nesting season ends on Sept. 15. Clearing will be done by hand and no heavy equipment will be used. Piva noted there is a fine line to follow because of environmental regulations. Ramona Municipal Wa-
ter District is expected to begin clearing its creek property from Ramona Community Park to Seventh Street right after nesting season ends. Mansolf said the planning group’s initial focus will be from Seventh Street to just past the Montecito Street bridge.

Priority seat selections due before Aug. 9 for Friday Night Lights 2013 Priority seat selections for Ramona High’s annual football fundraiser, Friday Night Lights, are due before Aug. 9. Reservations may be made with Joan “A.J.” Snelling at 760-518-3302 or jpsnelling@gmail.com. She encourages reservations as soon as possible. The annual fundraiser offers fans an opportunity to “enjoy RHS football at its finest.” Participants will avoid the long lines and hassle of finding a good seat by purchasing Season Football Reserved Seat passes that include gate admission and an assigned seat number, that is “yours for the entire season and is good for all levels of play: varsity, junior varsity and frosh,” said Snelling, who is helping to coordinate the effort. The reserved seats are on the 50-yard line and are identified by their contoured shape in either a red or blue color. Adult passes are $80 per seat and children’s passes for ages 12 and younger are $25 per seat. “I suggest that you go to the stadium if you have never purchased seats before and decide what row and seat or seats would be desirable,” said Snelling. “I will make every effort to accommodate unless

2012 seat holders have renewed the seats you have chosen.” All funds raised go to the football program, with a designated portion of the total funds collecting being retained by the Ramona Bulldog Booster Club (RBBC) per an agreement established by Damon Baldwin, varsity head coach and the membership of RBBC, noted Snelling. RBBC is a voluntary nonprofit club that supports all athletic and non-athletic clubs and organizations approved by RHS. “Our goal is to increase interest, loyalty, pride and attendance at all school activities as well as help make those programs be as successful as possible,” said Snelling. In previous years, RBBC has provided partial funding for transportation, uniforms, equipment and general grant requests for various RHS athletic and nonathletic student groups, she noted. “This was accomplished with membership support and involvement,” she said. “Your involvement does make a difference. Your help is both needed and appreciated.” Snelling concluded with: “Go, Bulldogs! See you under Friday Night Lights.”
The outdoor movie will begin at dusk, approximately 15 minutes after sunset. Collier Park is at 626 E St. Rated PG, “Brave” is about a princess who is determined to make her own path in life and defies a custom that
brings chaos to her kingdom. Granted one wish, she must rely on her bravery and her archery skills to undo a beastly curse. For more information, see summermoviesinthepark. com.

Planners favor central location of proposed apartments By KAREN BRAINARD A preliminary proposal for an apartment complex in the 500 block of 16th Street across from Ramona Lutheran Church drew positive feedback for its central location from members of the Ramona Community Planning Group. The multi-housing plans were presented by Bob Burch and Architect Edward Gros, both of Ramona, at the group’s July 11 meeting. Gros said they are exploring 40 units on 3.675 acres. Each two-story building would contain eight units — four on each floor — and have balconies and patios, said Gros. Although the complex would not be designated senior housing, Burch said it would be senior-friendly, and first floor apartments would not have steps. Plans call for a community building and garden, and play areas, Gros said. They noted that the spot offers easy access to the post office, library, retail stores and medical clinics. Burch said they revised their plans after meeting with the Ramona Design
in the San Diego County Sheriff’s Department’s Crime Free Multi-Housing Program, he added. After prefacing, “I hate apartments,” Torry Brean said he liked the fact that the density would only be about 11 units per acre and it would not be lowincome housing.

Burch noted he has been in Ramona since 1977. “We want to do something that’s right by the community,” he said. The complex would participate

Letters How do you think we can save our schools? Can the Ramona Unified School District (RUSD) be saved? Are we destined for a state takeover of the RUSD? Can our children count on a comprehensive education in the years to come? Will we be forced to surrender local control of our school district or are we destined for a state takeover? These are the questions on every Ramona parent’s and citizen’s minds these days. Thankfully, the recent dispute between the Ramona Teachers Association and the RUSD has been temporarily resolved, but black clouds are gathering on the horizon. As a community, Ramona will need to address this issue in the not too distant future. The Committee For a Better Ramona (CFBR) has posted its newest poll addressing the financial situation of the RUSD. We are interested in assessing the community’s thoughts on some options available to work toward a resolution of this critical issue, which we will then pass on to area decision makers. It all boils down to what the community
will support. In order to gauge the public position, we need as many responses as we can get, so please take a moment to go to BetterRamona.net and respond to our School Poll. Our community’s future and the future of our children is at stake. While there, please make certain you register so that you will receive future poll announcements, notifications of community events and other features which will be available on the site. And make certain you respond to the other polls on the site, including the Post Office Naming poll, the Solar Farm poll and the Gun Control poll. These polls will be closing out on July 31, with the results reported out thereafter, so please hurry and let your voice be counted! The more Ramonans we have responding, the greater impact the residents will have. Join the Chorus of Ramona’s Voice at BetterRamona.net today, and don’t regret not having a say. Avoiding Detroit's mistakes Detroit is the mattress bearing the stain left behind from the steamy amalgam which oozed during the incestuous drunken orgy with big business, labor and government. Detroit, however, is not alone. Many cities in the U.S. are currently engaged in such orgies, though blinded by their own lustful addiction to bonds, taxes, regulations, and corporate cronyism taking place which will lead to predictably similar stains,
smells and debts. Both sides of the political aisle carry the venereal blisters resulting from the unnatural relationship between business, politics and unionized labor. Under the guise of improving the “middle class” which everyone seems to belong to and where there exists no “lower class,” politicians make unsustainable promises. To placate their membership, union thugs bleed the corporate stone dry at gunpoint while feasting on the golden

Some views as a school trustee By JOHN RAJCIC One of my responsibilities as a school board member centers on my fiduciary obligation to the taxpayers. My father in the family business would say, “take care of the nickels, son, and the dollars will take care of themselves.” I do not believe my arguments on school board matters are seriously considered by my colleagues on the school board with a few minor exceptions. Some of my views follow: 1. Salaries and contracts. I do not believe in a lockstep salary schedule where everyone advances at the same pace regardless of their contribution and success in reaching District Goals. This includes the teacher salary schedule. In the case of teachers, the state has mandated a lockstep salary schedule. Since there

is no political will in the State Legislature to change it, I am forced to accept it. When it comes to administrators and managers, there is no such mandate. The compensation of administrators and managers should not be based upon a lockstep salary schedule. Compensation for administrators and managers should be based upon merit. The board can change the compensation for administrators and managers by a simple majority vote, which they should do. Those administrators and managers who, in the judgment of the board, do the best job should receive merit increases. Under the district’s current compensation policy, if a principal gets a 5 percent salary increase the superintendent gets that same percentage increase. This means our superintendent would receive an automatic increase of $10,000 per year. This is unconscionable to me and borders on a gift of public funds. A little history, in January our superintendent had two and a half years remaining on his contract. The district was
and still is to a large extent on a fiscal cliff. The district was also in a serious labor dispute with the teachers. The superintendent received a $10,000 salary increase and his contract was extended an additional year. The classified staff and teachers continued to receive furlough days! This is leadership? The superintendent’s compensation with benefits and “goodies” exceeds $250,000 per year. This is not a value statement, this is mere fact. None of our district goals were significantly met, including the fiscal viability of the district, but the superintendent received a significant salary increase. To a large extent the board delegates its power to the superintendent without appropriate oversight. This is problematic to me. The district’s personnel selection procedure should be modified. There is no harm in waiting for a position to be filled. Many times in a bureaucracy it is discovered that a position is not needed, especially when it is left vacant for awhile. What is Common Core?
Not one dime of ‘fire fee’ went to 7,055-acre fire
By DARRELL BECK Common Core is a relatively new educational system of standards that may eliminate local control over K-12 curriculum by “standardizing” public education and creating universal (one-size-fits-all) standards in public schools. Similar to “No Child Left Behind” from the Bush Administration, Common Core is being advanced through the Obama Administration’s “Race to the Top Assessment” program to standardize, and thus nationalize education in America. However, Common Core proponents claim it’s not a federal mandate and did not begin with the federal government — rather it’s a “state-led or voluntary” program despite the fact that Common Core would not exist without federal funding. For school districts to receive federal “Race to the Top” stimulus funds, they must adopt the Common Core standards. In response to the allegations by Common Core proponents, Diane Ravich, former Assistant U.S. Secretary of Education during the Clinton and Bush administrations, refutes those claims that the individual states created Common Core g

standards. She writes in the Washington Post; “Why I oppose Common Core Standards,” they were created by policy makers in Washington and by an organization called “Achieve” and “The National Governor’s Association” funded by the Gates Foundation. "Other opponents of Common Core claim that it’s “unproven,” students will be “guinea pigs,” and the “curriculum replaces the classics with government propaganda. Common Core will nationalize education and will dumb down public school curriculum.” It will allow the federal government to “amass large amounts of personal information and track students from kindergarten through their careers.” www.townhall.com/columnists/rachelalexander/2013/03/18/commoncore A recent commentary in the Ramona Sentinel by RUSD Board member John Rajcic raises concerns about Common Core. After reading Mr. Rajcic’s commentary — “The teacher, not the program or the money, makes the difference” — we should ask: when did it become the See BECK page 10
By RON PETERKA The state has begun mailing out the 2013 “fire fee” bills, and we can expect to see them in a few weeks. It may take awhile for pending legal arguments against the fee to be completed, and we can only hope the fee will be repealed and $77 million already collected will be returned. In the meantime Supervisor Dianne Jacob points out that “not one dime of that fee went to help Cal Fire fight” the recent Chariot Fire that burned 7,055 acres. Although the fee cannot be used for any equipment or personnel by law, Cal Fire cannot — or will not — provide more than a general list of “fuel reduction activities, defensible space inspections, fire hazard severity mapping, implementation of state and local fire plans, and firerelated law enforcement activities such as arson investigation.” With the typical lax state auditing, Cal Fire will not likely ever be asked to provide a detailed record for the use of fire
fee funds to the public. So far it appears Cal Fire is the sole beneficiary of the fire fee, and volunteer fire departments, such as our local Intermountain Fire, will receive no funding from the fee. The fee severely affects the fundraising abilities of the volunteer departments that rely heavily on community donations for operations and who participate in fighting the major brush fires under mutual aid agreements. The fire fee regulation appears to require State Legislature approval of each fire prevention project prior to payment, which appears to severely limit general access to the funds which then keeps the funds in the State Treasury to balance the recent “budget” passed by Gov. Brown. Some 98 percent of homeowners, according to Cal Fire, are protected by local fire protection districts or local fire departments and qualify for a $35 reduction, but not total exemption, of the fire fee. In 2012 Cal Fire received 90,100 peSee PETERKA page 12

express my opinion as a youth in today’s society. As of January 2014, the Boy Scouts of America is going to have new policies and requirements. One of these policies allows the membership of homosexual boys into the troop. I do not agree with this policy and it saddens me that this decision was made without the opinions of those who it af-

Getting sister pigs ready for junior fair Hello, my name is Blake Williams and this is my first year raising livestock in the Ramona Stars 4-H Club. I am 12 years old and I like to play soccer and go wakeboarding when I’m not working for some extra money by cleaning horse stalls for my neighbors. I am raising two pigs for the Ramona Junior Fair and they are sisters. Their breed is Yorkshire Cross. This breed is known for being muscular with a high proportion of lean meat. Their names are Jamie and Paige (coincidentally, those are also the names of my two big sisters). I feed them Combat Show Feed and I walk them and work with them every day. When they were only three days old I helped dock their tails, and notch their ears. I built a pen with my dad for them to live in. I will be auctioning off one of my pigs and barn selling the other one at the Ramona Junior Fair. The pig auction is on
Saturday, Aug. 3, at 1 p.m. with buyer check-in at 11 a.m. where you can get a buyer’s number in order to bid. I hope that you will consider bidding on or buying one of my pigs.

often take up the slack. No serious consideration was given to my argument for the need for just a superintendent and one assistant superintendent. No person is indispensable. The cemeteries are filled with such people. My basic philosophy is that no one should be 100 percent secure in their position, especially for over two years. Employment contracts could have options for the board to renew or extend, but not over two years at a time. I believe in the notion that you should not hire someone you cannot fire. Giving people decision making power without incurring some penalty for being wrong or not meeting goals makes no sense to me. 2. Bidding and contracts. No contract should be extended without review and a serious look at the marketplace for better
services or products at a better price. This includes all services, including legal and other consulting fees. I suggested that our attorney fees are so high that it would be profitable for the district to have a person with a legal background as the personnel department head. We are at the point where this makes economic sense. My suggestions were not even discussed by the school board. Personnel is policy. It is not necessary to spend a lot of time writing bids. One can tailor and enhance vendor suggestions or even requests for proposals (RFP). This is not time-consuming. 3. The District Headquarters Office exterior is an embarrassment. It should be humble, tidy and inviting. The headquarters of any company says a lot about the people and their values. We are probably among
the few, if any, school districts in America that cannot pass a bond issue. Is it the water we drink in Ramona, is it indifference, is it leadership, or is it that the community feels we do not spend their taxes frugally and wisely? Some conclude the latter to be the case just by looking at this building. 4. The flow of information in a bureaucracy. It is not a question of a dearth of information, it is tons of information that has little or no value to the person receiving it for decision making on critical issues. Target (a communication brochure of the superintendent) is a minor case in point. Much of the information is already discussed or will be discussed in other venues like board meetings and the press. Significant information should be emailed when it is first known. The superintendent immediately re-
OBITUARIES
Aurelio Alcantar 1923 – 2013
Aurelio “Al” Alcantar was born January 22, 1923, to a poor family in Juarez, Mexico. As a young boy, he would read to his mother and taught her to write her name shortly before she died. By the age of eight, Aurelio had lost both parents. He and his siblings were left to care for each other. He started shining shoes, picking watermelons and packing ice cream to help provide for the family. A self made man, he graduated from Calexico High School where he played football and basketball. He was an avid boxer; even being recruited as a Golden Gloves Contender. He
began his career as a junior accountant after he graduated. However, duty and opportunity called; and as always, Al answered. He enlisted in the U.S. Army February 19, 1943. He was sworn in as a citizen of the United States of America at Mays Landing before being deployed to fight in World War II in the South Pacific with the 424th Bomb Squadron. He earned the rank of First Sergeant. Aurelio received: Good Conduct Medal, Philippine Liberation Ribbon, American Campaign Medal, Asiatic Pacific Campaign Medal, Victory Medal and was Honorably Discharged December 2, 1945. Al continued his civilian life as an accountant, a lifelong profession and passion he would continue until he passed away. He married Mary Veytia and began his family with children, Marco, Mario, Martha, Susan, Marie and Sandra. They lived in Imperial Beach, California, where Al established himself as a businessman and even ran for City Council. Perhaps before his time and before Latinos held office; he ran a close race.
After the death of his wife, Mary, he continued to raise his family in San Diego, California. Al met his wife, Patricia Barnes, while coaching softball for his daughters. Patricia and Al had one daughter, Aurelia. Also adding to his family were his step-children, Pamela and Peter Shelley. Al cherished his Mexican culture and Catholic faith. He gave back to his community, teaching citizenship classes to those looking to better their futures. He was a respected member of the Lion’s Club of San Diego. Al loved his Country and was an outstanding citizen. He believed in the American Dream and was living proof it exists and is possible. Al was prideful; he believed in family, honor, hard work and devotion. All things he strived to leave as his legacy. Aurelio Alcantar passed from this life July 14, 2013, surrounded by his family. We pray the Virgin De Guadalupe protect and guide his passage. May his Eternal Light burn brightly. Please sign the guest book online at www.legacy.com/ obituaries/ramonasentinel.

jects my suggestion by saying amongst other things, “the board president said ….” without seriously arguing against or for my positions. I must remind the superintendent that the board president is merely first amongst equals. Target should be online, and when necessary an executive summary, with a “read more click“ if someone wants to. We are in a digital age and information should be in real time. My agenda is so heavy it strains my back to lift the packet. Personnel actions, suspensions and the like should be in executive summation with a laundry check list indicating laws, procedures and all bases were checked. The budget “package” also is a case in point. An executive summary of two pages was sufficient. Most of the budget is accounted for in salaries and benefits. Potential increases in funding can be noted. It is the discretionary area that is up for grabs. I cannot possibly see at this time how a board member could actually benefit from such a monstrosity that is over an inch in thickness. Maybe before its final form a board member may have a pet project that he/she wants funded. 5. There is a lot of hoopla about the Common Core curriculum. A lot of money is up for grabs by schools and a lot of money is to be made by computer

programmers and publishers who have talented people and are ahead of the game. It is predictable that the first thing the school bureaucracy will say is, “we need another person to be the leader in this effort.” Everyone will begin getting their curriculum in line, even if it does not need aligning. To me this is back to the future. Much of the same was to be accomplished in 1958 NDEA (National Defense Education Act) and 1963 ESEA (Elementary and Secondary Education Act that morphed into No Child Left Behind). There will be a lot of effort, but ultimately it will be what publisher’s materials we select. Maybe we should start with published teaching materials and work backwards. The ultimate test of student success will be Grade Point Average and SAT or ACT scores or a good job as a welder in North Dakota. One of the many arguments for the Common Core Curriculum is students will more effectively grasp concepts with the integration of disciplines and such efforts. This in turn will make us more competitive in the world marketplace. It is true that innovation in product and services keeps the U.S. ahead of the game. Ironically much of the innovation and creativity has
little or nothing to do with formal education or it may come from someone who had less than an “adequate” school experience, like Einstein. The strength of American education is in its diversity, not commonality. Common in the sense of love for our country, our heritage and the wonders of the market system. It is bad enough to have lockstep salary schedules and now comes to some extent the Common Core lockstep curriculum. All this aside, emphasis on the Common Core will as a minimum question what we are currently doing. I am agnostic about a lot of things in education but not the value of a great teacher. Great teachers have teaching in their DNA. I have been around for over eight decades. I can honestly say, the more I know, the more I find out that I do not know. Also, experience is not the best teacher (Dewey). It is learning from the experience of others. One can only be 100 percent sure about something only if one knows everything about the subject or absolutely nothing about it. I come to the school board from an arena where the market forces demand continued improvement in product, lower cost and better service. John Rajcic is a Ramona resident.

pose of the federal government to set national education standards? How was the federal government legally able to prescribe curriculum when it’s prohibited by federal law to do so? Is this why U.S. Secretary of Education Arne Duncan wants us to believe that Common Core was developed by the states and not by the federal government? Has there been any public discussion concerning this federal mandate? Do the taxpayers and the parents know that Common Core could be just one more federal mandate intended to expand the powers of the massive federal government by chipping
away at the states sovereignty? Shouldn’t we look at both sides of Common Core before we proceed? Find answers to these questions on July 27, when Ramona Tea’d will feature special guest speakers Mary Baker, acting president of Citizens Alliance for Property Rights, San Diego/Orange County Chapter, and Orlean Koehle, president of the Eagle Forum of California and founder and director of Californians United against Common Core, and who has written two books: “By Stealth and Deception” and “Just Say No to Big Brother’s Smart Meters.” Koehle will speak about

Guest Commentary
More on Estates recycled water By EVERETT “RED” HAGER Re: Guest commentary July 18, 2013 Mr. Garrett, I would agree with you, except we would both be wrong. When the San Vicente Wastewater Re≠clamation Plant (SVWWR) was built and turned over to the Ramona Municipal Water District (RMWD), there was no infrastructure (pipelines) to bring the recycled water to the golf course. The secondary treated plant effluent was sent to spray fields west of the plant. The RMWD operates and maintains the SVWWR Plant in accordance with a permit provided by the San Diego Regional Water Quality Control District (SDRWQCD) as well as local and state health requirements. RMWD needs reliable sources to receive effluent in a manner mandated by SDRWQCD. Circa 1985, as the San Diego Country Estates (SDCE) was growing, an unknown person to me had an agreement with RMWD to take treated effluent to irrigate trees on Spangler Peak. (Note: This secondary treated effluent was treated for agricultural irrigation, not for use on a golf course.) In 1995 a new owner, known to me, signed an agreement with RMWD to take all treated effluent to irrigate the avodado trees on Spangler Peak. This agreement had no time limit but could be amended.
This agreement was soon amended to last 10 years. It was later amended for an additional three years. I was elected to the RMWD Board of Directors in November 2004 and served eight years. According to the SDRWQCD, effluent provided to golf courses must be tertiary treated. Finally, in 2008, an agreement was signed by RMWD, SDCEA and the Spangler Peak owners to distribute tertiary treated effluent to both parties. I recall voting for this agreement at a RMWD Board meeting and personally delivering SDCEA’s copy to their board meeting later that evening. This agreement took effect on Oct. 1, 2008. It is for 10 years. Mr. Garrett, you speak of a “plan” to receive additional recycled water. I know of no one who has seen this “plan” to have SDCEA receive all the effluent from SVWWR Plant. We are very fortunate to have an outstanding general manager and a professional and knowledgeable staff operating and maintaining our water, wastewater, fire department (Cal Fire) and parks and recreation systems. I also know from personal experience we have professional and dedicated paramedics. God bless them all. By the way, homeowner costs to operate and maintain the SVWWR Plant are on our county tax bills. Everett “Red” Hager, a former water district director, is a Ramona resident.

titions to be declared exempt, of which only 17 percent were approved. With about 66,000 bills in San Diego County at $115 each, do you think there is any chance of $7.59 million being used for “fire prevention” effectively? Fire protection and the other emergency services typically provided by fire departments are increasingly critical in the San Diego backcountry, but it should be
voted on by the residents who are most affected and not imposed by state legislators with a demonstrated desire to spend any money they can get control of or borrow. In San Diego County, $7.59 million would go a long way toward providing needed firemen, support, and equipment — and $89.2 million would go a long way statewide. Ron Peterka is a Ramona resident.

Sheriff’s Explorer Program gives young adults taste of law enforcement career
Teens and young adults thinking about a career in law enforcement are encouraged to apply to the San Diego County Sheriff’s Department Explorer Progam. “It’s a great way to get your foot in the door for law enforcement,” said Deputy Jess Allensworth,
who serves as the sheriff’s Ramona station adviser to the Explorer Program. Applicants must be between ages 16 and 20; enrolled in high school, graduated or possess a GED certificate; and maintain at least a “C” grade point average if still enrolled in school. During the appli-
cation process, the sheriff’s department will complete a records and background check and contact personal references. Those enrolled in the program must be able to perform 20 hours a month of service to the department through ride-alongs with officers, attending
meetings and training, and performing office work. Allensworth said explorers may also partake in special events around the county, possibly by working traffic control. This is the 30th year for the program, which the sheriff’s department sponsors in cooperation with the
Boy Scouts of America. According to Allensworth, Lt. James Bovet of the Ramona station got his start in law enforcement through the Explorer Program. The Ramona station has two explorers in the program — a 20-year-old male and an 18-year-old female, Allensworth said.
“It’s a great resume builder,” he noted. Those interested in applying can stop at the sheriff’s Ramona station at 1424 Montecito Road for an application and background packet. For more information, contact Allensworth at JessAllensworth@sdsheriff.org.

Business News Sears marks 20th anniversary of move to Hometown stores This year marks two decades since Sears, Roebuck and Co. did a final run of its legendary “Big Book” catalog, closing its catalog stores and shifting to a new retail model of locally owned and operated dealer stores. The move not only ushered in a new era for shoppers, but provided opportunities for entrepreneurs to operate their own local Sears Hometown Store. In Ramona, Amy and Jeff Ruland opened their Sears Hometown Store at 220 Rotanzi St. on the corner of Main in June of 1998. They marked their 15th year here last month. To commemorate their 20th anniversary, Sears Hometown Stores are hosting a “throwback” promotional weekend celebration July 26 and 27 featuring current versions of some popular items advertised in 1993, with the same or lower pricing than 1993 pricing. “One of the Super Buys advertised in 1993 was a 3 cubic foot capacity, 11 cycle Kenmore washer for $429.99,” said Chief Operating Officer Will Powell. “To celebrate our 20th anniversary event, we’ll offer an comparable Kenmore washer, but it will have larger capacity, more cycles, an energy star rating, and it will be priced under $400.” In addition to other featured “throwback” pricing, each shopper will also receive an anniversary scratch card for an additional
“mystery discount” of up to an another 20 percent off the shopper’s entire purchase. These cards will be available while they last, terms and conditions apply, and further details can be found in the store. “Looking back over the past 20 years, we’re celebrating tremendous progress,” said CEO and President Bruce Johnson. “Everyone has memories of ordering from the eagerly awaited ‘Big Book’ for delivery to a local catalog store or their home. The ‘Big Book’ is gone. But as much as things change, we continue to grow by providing top-notch customer service, and we still provide incredible values.” In 1993, after Sears, Roebuck and Co. announced it would close approximately 2,000 catalog stores, it launched the dealer store opportunity. The Sears Hometown Stores have since grown into a network of approximately 900 locations, and are part of Sears Hometown and Outlet Stores Inc. (Nasdaq:SHOS), a publicly traded company that is separate from Sears Holdings Corporation. The stores primarily sell appliances, tools, lawn and garden equipment and seasonal outdoor products. They carry proprietary Sears’ brands such as Craftsman, Kenmore and DieHard as well as an assortment of national brands. In addition, the Rulands’ Ramona store carries mattresses.

Ramona woman strives to end Alzheimer’s by 2020 By MARTA ZARRELLA The first Women Against Alzheimer’s Summit was held in Washington, D.C., and Jamie Tyrone of Ramona was there. The opening session was a breakfast that featured remarks from Sen. Susan Collins (RMaine), Sen. Debbie Stabenow (D-Mich.) and Congresswoman Annie Kuster (D-N.H.). Collins, Stabenow and Kuster are members of the Women Against Alzheimer’s Honorary Congressional Committee. Women Against Alzheimer’s is the first national network of women in leadership positions working to speed the pace of research and build momentum to end Alzheimer’s disease. Their goal is to double the funding currently dedicated to Alzheimer’s research so that a cure can be found by 2020. Tyrone is founder of Beating Alzheimer’s By Embracing Science (B.A.B.E.S.), a 501(c)(3) organization she created in 2012 solely to support fundraising for Alzheimer’s research. Tyrone is also a founding member of the national Women Against Alzheimer’s coalition. According to the Alzheimer’s
association, five million people — one in eight older Americans — have Alzheimer’s disease. The disease not only robs them of their mind, but it takes a toll on their body, and on the lives of loved ones and caregivers. Alzheimer’s disease is the sixth-leading cause of death in the United States, and the only cause of death among the top 10 in the United States that cannot be prevented, cured or even slowed at this time. More than 15 million Americans provide unpaid care valued at $210 billion for persons with Alzheimer’s and other dementias. Most of those care providers are women. The disease also affects women more often than men. US Against Alzheimer’s website reports data from the National Center for Health Statistics and Miniño et al which shows that the death rates from HIV, stroke, heart disease, prostate cancer and breast cancer between 2000 and 2008 have been reduced by up to 39 percent, while the death rate from Alzheimer’s is up 66 percent. Alzheimer’s does not have the public awareness that the other diseases have, nor does it have the celebrity fundraising spon-
sors that other causes have. But that is changing. The Associated Press reports that Payton Manning of the Denver Broncos will be making a television commercial for Alzheimer’s research, actress Marilu Henner has been a longtime Alzheimer’s advocate, and most recently Carol Burnett signed on to support an L.A. function supporting Alzheimer’s research. In San Diego, Tyrone, a registered nurse, started B.A.B.E.S. after learning that she had two copies of the ApoE 4 allele gene, which put her at a 91 percent lifetime risk of developing Alzheimer’s, and at a younger age than the average person. She learned the truth about her health condition after participating in a study after years of searching for answers to her medical issues. B.A.B.E.S. (alzbabes.org/) and US Against Alzheimer’s (www. usagainstalzheimers.org/) will be hosting a major fundraiser in San Diego on Friday, Sept. 27, at the Shiley Theater on the University of San Diego campus. Marilu Henner will read the leading role in a play called “Surviving Grace,” written by Trish Vradenburg, vice chair of Us Against Alzheimer’s. Vradenberg and

her husband George co-founded Us Against Alzheimer’s in October of 2010. George is a lawyer who worked at CBS, FOX and AOL Time-Warner among other places. During his career he established a network of influential contacts before retiring in 2003. He and his wife created Us Against Alzheimer’s to harness the passion and commitment needed by political, business and civic leaders to achieve the goal of ending Alzheimer’s by 2020 by mobilizing individuals to demand the urgency. The Vradenbergs believe in the power of people and are building an army of activists to take on the cause for a cure. Tyrone is one of those activists. US Against Alzheimer’s found B.A.B.E.S. through networking. B.A.B.E.S.’s motto is “harnessing the synergy of women in the fight against Alzheimer’s.” Both organizations believe in the power of people. George Vradenberg and Tyrone have both been touched by Alzheimer’s. Vradenberg’s mother died of the disease. As a result of this partnership B.A.B.E.S. is supporting the Women Against Alzheimer’s 2013 Geoffrey Beene Global
Neuro Discovery Challenge, which challenges researchers to identify male/female differences in early cognitive decline, to promote earlier interventions for women and men. Prize money of $100,000 will be awarded. “My great-grandmother, grandmother and father all died from Alzheimer’s,” said Tyrone. “I decided after a bout of depression and seeking the help of a therapist to dedicate my time and my effort to helping find a cure for this insidious disease. I was honored to be invited to become a part of Women Against Alzheimer’s. Networking with incredible women (and men) who are all committed to finding a cure was amazing. I was in Washington, D.C., lobbying Congress. I wanted to introduce myself to Congresswoman Susan Davis and make sure she knew about our organization, so I went by her office and spoke to one of her aids. Later in the day I met Congresswoman Susan Davis in the hallway and she knew of me, so I gave her one of our shiny coral B.A.B.E.S bracelets. I was really there, lobbying and networking with all the influence people and policy makers. It was amazing!”

Ramonan ‘vacations’ as international disaster relief aide worker Daniel Lamborn of Ramona does not have a typical day at the office. The chief deputy district attorney has spent his 30year career at the County of San Diego putting away the worst criminals in society. So it’s no wonder he needs to get out of the country every now and then. But the prosecutor doesn’t escape to paradise for a little R&R on a white sandy beach. Instead, he’s invested the past 15 years as an international disaster relief aide worker in seven developing nations, and he serves as a director and treasurer to Give Clean Water, Inc. ©, a San Diego-based nonprofit. Recently, Give Clean Water is seeing progress in its efforts to end waterborne illnesses in Fiji, an island group in the South Pacific Ocean, with its easy-to-use five-gallon water filters. This is due to the generosity of donors, sponsors and humanitarians from San Diego County. The Fiji government recently rated Give Clean Water’s success at 100 percent in eliminating illnesses and diseases like typhoid, according to a statement about Project Fiji. It’s a proud achievement for Lamborn. “I am involved in GCW to bring clean water, health, and encouragement to the people of our world,” he said. While virtually obliterated in the United States, unsafe drinking water con-

to summer-saving ideas
We use the most energy during the summer months. But you can do your part to save by running major appliances like clothes washers, dryers, and ovens before 11:00 a.m. or after 6:00 p.m. Another tip is to set your air conditioner to 78˚, or use a fan instead. Using a room or ceiling fan can lower cooling costs by up to 90%. You’ll not only save money, but you’ll be helping us reduce the need to tap into more energy. And that’s good for our region and the planet. Connect with more energy-saving tips and programs at sdge.com/summer.

Two-man auto team represents state in national competition RHS Class of 2013 graduate advances to second in nation and $10,000 grant By PIXIE SULSER Perfection is not a term competitors hear often, but it is a distinction applied to the work of Ramona High School auto students Nicholas Escoto and Tyler Pavlick during the FORD/AAA California State Auto Skills Competition. “Nicholas and Tyler repaired a Ford Focus SE with 10 ‘bugs’ and made all 10 repairs accurately, which means it was what we call a ‘perfect car,’” said FORD/ AAA Student Auto Skills Competition Chairman Rick Lalor. “The workmanship was impeccable, and it was the only perfectly repaired car across the state’s two competitions.” As a result of earning the state championship, they qualified for the 64th Annual Ford/AAA Student Auto Skills National competition held at Ford Motor Company headquarters in Michigan June 9-11. They are only the second Ramona team in the past 26 years to compete at the national level. “It was an intense competition,” shared Saavedra. “It gets really hectic with all of the teams running
around and cars starting up. There is a lot of pressure.” The RHS team came home from nationals in time for their high school graduation, having earned the third highest score on the written exam and 21st place overall out of the 50 teams. The national contest is billed as bringing 100 of the best and brightest young automotive minds together in one place to put their skills and automotive knowledge to the test. The 100 students working in pairs and representing all 50 states competed for the national title through a written exam and a timed repair event. The national champion team would be the one with the best combined written and hands-on score. “There were two bugs
the team just couldn’t find (in the timed repair event),” Savavedra said. “One issue was a glued air vent. The team was told there was an air flow problem. They checked everything, but didn’t catch that the vents were glued shut...They know their stuff. They just missed a couple of things in the pressure of the competition.” To win the state championship, the RHS team achieved the highest overall score among 20 twostudent teams in Northern and Southern California. The dual competition was held simultaneously in two parts of the state to declare an overall state champion. The Ramona duo completed the hands-on competition, meaning their car was bug-free and operating, in approximately nine minutes. According to Pav-

lick, it was at least 45 minutes before another team had its car running. Escoto, a second year auto student, believes the Ramona team’s strength was in communication and preparation before the event. “We practiced how we planned to compete, which really made us ready for the actual competition,” he said. Although he’s a 2013 graduate of RHS, Pavlick had one more competition to take care of as a Ramona High Auto Dawg before he starts his studies at the Universal Technical Institute

Pavlick competed in the same competition last year, receiving a third-place national ranking. This year, in the final competition of his high school career, he earned second in the nation. His win netted him another $10,000 toward his education at UTI, additional tools for his personal and professional use and a donation of a Harley Davidson motorcycle valued at approximately $25,000 to the RHS auto program. Also competing in the national competition was Adam Scull, who placed 16th in the nation in Collision Repair Technology. Scull will start his senior year at RHS on Aug. 26.

Tandem captain leads way for visually impaired By KAREN BRAINARD As his tandem bike sat unused in the garage, longtime cyclist Patrick Nelissen said he knew he hit the jackpot when, by chance, he discovered a website that was all about teaming up on a bike. Not only would the 46-year-old Ramonan be able to ride his tandem bike but he saw “an opportunity to give back while having fun.” “How cool is that?” he asked. The website was for the Blind Stokers Club (BSC), a group that teams up a visually impaired stoker (rear cyclist) with a sighted captain, explained Nelissen. Doing so, gives the visually impaired person a chance to enjoy recreational cycling. The teammates are matched in size and personality and each captain serves as a cycling mentor and coach for his/her stoker, Nelissen said. He joined the club in late 2011, serving that first year as a substitute captain. This year Nelissen has been riding with 21-year-old Andrew Olivier, who has lost all of his peripheral vision. Nelissen and his teammate spent a

weekend participating in the three-day “Cycling for Sight” fundraiser. They and other teams left La Jolla on a recent Friday morning, rode to University of California Irvine, participated in a “cyclo-rally” there on Saturday, and returned on Sunday. The trip was a total of 200 miles. A systems engineer, Nelissen said he has been riding a bicycle all his life, along with playing sports. In the last five years he has participated in triathlons. Nelissen explained how he happened to have a tandem bike: “Because I am competitive on the bicycle, my son or wife never wanted to ride with me because I was always riding ahead. I thought that riding on a tandem would solve that problem so I bought one.” It worked for a while as both rode with him at different times, but as his son, Job, grew older and his wife, Saskia, spent more time playing tennis, the tandem bike sat in the garage, he said. “That was a bummer because I really enjoyed riding tandem,” said the cyclist. It was when he was looking on the Internet for a bike part that he came upon the Blind Stokers Club website, www.

Opening Day at Del Mar By BILL TAMBURRINO Opening Day at Del Mar is a major attraction in Southern California. It has been noted that more people call in sick for work on Del Mar’s opening day than any other working day in San Diego County. So when this reporter’s boss at the Sentinel called and asked if he would like to cover Opening Day with a press pass, he didn’t hesitate. He got paid to attend Opening Day at Del Mar. So what’s the big attraction? Well, there are several, and they all warrant a day off from the regular grind. Del Mar is a major sporting attraction in every sense of the word. The venue is great. It is clean, accessible and picturesque. It is truly “Where the Surf meets the Turf.”
One can “take a plane (Palomar Airport), take a train (the Coaster), take a car.” Many people take the train and shuttle to the track on the free omnibuses. Some drive to the train station and take the free shuttles. The hat contest is huge but it is upstaged by the dresses worn by the ladies at the track on opening day. Often there is more material in the hats than in the clothing they wear. The Cougar Contest is controversial, to say the least. “There is a smile on every face.” The horses traditionally have been among the best in the world. Starting with Seabiscuit in 1938 to my favorite, Zenyatta, Del Mar has featured winners of Triple Crown races, horses of the year and Hall See OPENING DAY page 29

You will be bidding on a lien, not on a property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. AKA MARGARET L. WOODWARD A Petition for Probate has been filed by MARCIA L. ANDERSON in the Superior Court of California, County of SAN DIEGO. The Petition for Probate requests that MARCIA L. ANDERSON be appointed as personal representative to administer the estate of the decedent. The Petition requests the decedent’s will and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court. The Petition requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A hearing on the petition will be held in this court on August 15, 2013 at 1:30 p.m. in Dept. PC-2 located at 1409 4th Avenue, San Diego, CA 92101-3105 Central Division/Madge Bradley Building. If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. Petitioner/Attorney for Petitioner: Mary J. Peshel, Atty for Marcia L. Defensible space, vents that keep embers out, assisting people who don’t drive or who have medical issues, registering cell numbers as well as home phones at alertsandiego. org, abandoned homes, safe use of generators and the need for additional community meetings were among topics discussed. “We live in San Diego County where we have little or no notice, so you need to be prepared prior to a disaster happening,” said Richardson. Cal Fire Battalion Chief and Ramona water district Fire Marshal Saul Villagomez encouraged residents to fortify their homes before a fire and offered suggestions such as providing defensible space and going on the Internet, where they will find a great deal of information. “Don’t wait until the last minute,” he said. “... See what you can do to arm your home.” The sheriff’s website, www.sdsheriff.net is another source of information, Bovet said. Notice of mandatory evacuation does not mean you have to leave, Bovet said. “We’re trying to let you know that your life is in danger,” he said. “If you stay, you could lose your life...When we tell you to evacuate, it’s because we’re trying to protect you.” Ramona West End Fire Council and the San Diego Country Estates Community Relations Department co-hosted the meeting. Byron Mettler with Estates community relations served as moderator. Other panelists included U.S. Forest Service Chief Wes Ruise, Lt. Melyssa Jones with San Diego Humane Society, Don Scott with Ramona Community Emergency Response Team and Kristi Mansolf with West End Fire Safe Council. A video of the meeting was taken and will be on sdcea.net. Additional meetings with a specific topic for each meeting are likely, Mettler said after the meeting.

of Fame horses. “There is a winner in each race.” The jockey colony is one of the best, if not the best, in the world. Young and talented jockeys go against Hall of Fame jocks in every race. Jockeys and golfers are probably the most accessible and hospitable of all major sports athletes. Before every race the jockeys at Del Mar walk from the Jockey Room to the paddock. In the paddock they meet the owners and their families and shake hands and accommodate requests for pictures. They are ambassadors for their sport and their own PR company. Right along with the jockeys are the trainers do-

ing the same. The trainers at Del Mar have trained a plethora of winners in Triple Crown races. Before the first race on July 17, this reporter positioned himself near the spot in the paddock where
Joel Rosario would mount Casa de Cambio. The trainer, Peter Miller, was the leading trainer at Del Mar last season. Rosario walked up and greeted everybody in the immediate area. He won the Kentucky Derby and the World Cup in Dubai. He is one of the best jockeys in the world. Rosario went on to bring home Casa de Cambio to a win, and then won a record tying four races on opening day. He is based on the East Coast but might return to Del Mar for some of the major stakes races. He flies to New York’s version of Del Mar, Saratoga, as the leading jockey at Del Mar. Del Mar is considered the best buy as far as the sports entertainment dol-
lar in San Diego. A person can easily spend $100 or more at a Padres or Chargers game. A good ticket, parking, a drink, a snack and a souvenir can cost a fan over $200. Try getting into an NBA game for $100. Take that $100 to Del Mar and you never know what you will leave with. On opening day I just missed the Pick Six by five winners, and the winning ticket paid $158,064.20 on a $2 bet. On Wednesdays, Del Mar is free. That means free admission, a seat, a program and half price on drafts, sodas and hot dogs. On every other racing day, Stretch Run tickets are $6 and Clubhouse admission is $5. Both come with a program with a Di-

hen I would take teams on the road in the good ‘ole days, opponents would wonder and ask, “What do kids in Ramona do?” Most were under the impression that electricity and running water had yet to find its way to the Valley of the Sun. At a given signal, a member of the Bulldog team would ask where the nearest bathroom was. When told, the Ramonan would use his/her best hick accent and ask rhetorically, “It’s in the house?!!” Over a period of time a comedy routine evolved, and urban legends were formed. None of them were true, but they were entertaining, and many of them were believed by our opponents. “We don’t have a student parking lot at Ramona. We have a corral.”
“We don’t have a prom. We have a hay ride, but we wear our best Sunday go to meetin’ clothes!” “We don’t have a homecoming. Nobody ever left.” “I met my boy fren’ (girl fren’) bobbing for apples at our Sunday Social.” Most of the stereotypes were broken if and when a team actually visited Ramona and drove by McDonald’s, Jack in the Box, Kentucky Fried Chicken, Taco Bell, Wendy’s or any other fast food franchise. The appliance shop gave away the rumor that “We don’t get no television stations yet, but we do get some purty good radio stations.” Sadly, if the question was, “What do kids do in Ramona in the summer?” the answer would also be a joke. The recreation leagues are done except for the

tournament teams. The school playgrounds are locked. The gym is only open to a certain few. The swimming pool is open. Unless a kid’s parents can afford to spend money for a camp or traveling team or private lessons, there is little or nothing to do in Ramona in the summer time. Even the playgrounds and fields that are not locked are not used. Even when it is not too hot, the poorly kept and in bad shape outdoor basketball courts are not used. There are no pick-up baseball games. There are no pickup football games. Summer school enrichment programs are a thing of the past. At one time in Ramona, students went to summer school to get ahead or to learn something new. That is not the case anymore. If you want to learn, get on a computer! Some would be shocked at what an unsupervised child or adolescent can learn on a computer. We have the facilities. We just don’t use them. At one time in my tenure in Ramona, every elemen-

Since I have arrived in Ramona, more money has been spent on the Town Hall than on the defense department. At one time it was a teen center. We should make better use of it between fires.

The current wine tasting tours are not age appropriate for children or high school students. We have at least three gyms that could be open from 9 a.m. to 9 p.m. It would take some supervision and maintenance, but it would be money well spent. clubs could help here. Sadly, if a kid is not on a high level team of some kind, there are little or no recreational activities in town. Teens who don’t play a high school sport don’t have a recreational sports program. There is no place for a teen to participate in a league just to have fun. I have seen several groups formed that say that they want to help our schools. Great!! Let’s form a group just to help our kids. At one time we had summer dances for high school students. They took supervision and there is always the potential for problems, but unsupervised “dances” can cause more trouble. Why do you think we had a “sting” operation at RHS? We have to find a grant that can help us with funds for recreation programs for the kids of Ramona. It would take a community effort. That would mean service clubs, leagues, churches, and the RUSD would have to get together and do something positive for Ramona kids of all ages. Adults like to play basketball, volleyball, pool and ping-pong, too.

Gunners and Junior Gunners FC soccer registration opens There is still time to register for Ramona Futbol Club’s Gunners and Junior Gunners Recreational Soccer League.
