Experts explain how housing and water impact economy BY ELIZABETH MARIE HIMCHAK The San Diego region’s future is dependent upon increasing new housing by 1 percent annually, according to an industry expert. At least 10,000 new housing units must built annually, but over the past seven

years, San Diego has produced half that amount, creating a current deficit of 40,000 housing units, said Rita Brandin, Newland Real Estate Group’s senior vice president and development director. BY EMILY SORENSEN The Poway City Council approved the regional agricultural water management plan at its March 1 meeting. This plan, which was developed in a cost-sharing agreement with 13 other urban water suppliers, qualifies Poway for an exemption for commercial agricultural water from a state executive order, issued on April 1, 2015, that mandates 25 percent water savings. Poway Unified has to turn over students’ private information Parents, former students encouraged to file objection BY EMILY SORENSEN A federal court ruling requiring the California Department of Education (CDE) to turn over personal information of about 10 million students will go into effect soon, sparking outrage and concern from parents. These public school records include the student’s name, Social Security number, demographics, course information, statewide assessment results, teacher demographics, program information, behavior and discipline information, progress reports, special education assessment plans, special education assessments/evaluations, Individualized Education Programs (IEPs), records pertaining to health, mental health and medical information, student statewide identifiers (SSID), attendance statistics, information on suspensions and expulsions, and results on state tests. The information will be released to the Morgan Hill Concerned Parents Association to be analyzed. In April 2012, the Morgan Hill Concerned Parents Association and the Concerned Parent Association filed a lawsuit against the CDE alleging widespread, systemic

non-compliance by local education agencies with special education laws. As part of this lawsuit, the CDE has been ordered by the court to release all data collected on general and special education students since Jan. 1, 2008. All students who attended school in the Poway Unified School District since Jan. 1, 2008 are included in this records release. The district was not involved in the lawsuit and is not the subject of any of the suit’s allegations. Those wishing to file an objection to the ruling can mail an objection form to the Honorable Kimberly J. Mueller c/o Clerk of the Court, U.S. District Court for the Eastern District of California, 501 I Street, Room 4-200, Sacramento, CA 95814. The form can be downloaded at tinyurl.com/objectionform. It must be mailed in by April 1. PUSD sent out a notice on Feb. 22 giving information on the issue and the objection form. The notice included that sending in an objection form did not guarantee that Judge Mueller would block the release of data, but that “failure to submit an objection will be deemed a waiver of your right to object to the disclosure of your or your child’s protected personal information and records.” Robert Oakes, spokesman for the CDE, said in a press release, “The way we’re interpreting SEE PRIVATE, A8

Simulated accident hammers home consquences of drunk driving BY EMILY SORENSEN An accident on Titan Way on Feb. 24 left two Poway High students dead, one paralyzed and one under arrest for alledgedly driving under the influence and vehicular manslaughter. The junior and senior classes at Poway High gathered around the scene of the accident that late morning, watching in mostly stunned silence as police, firefighters and emergency services worked to free the victims from the mangled remains of the two SUVs. Wonder why you didn’t hear about this? That’s because this accident was part of “Every 15 Minutes,” a California Highway Patrol program intended to teach teenagers about the dangers of drunk driving through a realistic scenario. Four seniors were selected to portray the accident victims in the program: Jake Fiske as the drunk driver; Ryan Gagliano as his passenger; Oni Gallegos as the driver of other car and Tony Chassen as her passenger. Fiske said that pretending to have driven drunk and killing his best friend was the hardest thing he’s ever done. “I’m glad I did it, to show people what

Gallegos said she didn’t really feel anything emotionally until she was in the hospital and her parents came in. “It was emotionally exhausting and it took a lot of time, but it was totally worth it.” Several students described watching the simulated accident as “surreal.” “It was very surreal,” said Teagan Dolan, a junior. “It was

kind of scary to see the mistakes you make affect more than you. It was shocking to see that people I go to school with could be gone tomorrow.” The accident was followed up the following day with a memorial service in the Poway High gymnasium, which was attended by the junior and senior classes, around 60 parents, along with PHS staff and teachers.

The program is more than just a staged accident and a memorial service. It took two years and 150 people to put on, and involved the cooperation of the Poway Fire Department, California Highway Patrol, Featheringill Mortuary, Palomar Medical Center and many others. Organizing the program was the work of two seniors, Lauren Fromm and Amy Cotton, who

made “Every 15 Minutes” their senior project. Cotton and Fromm did everything from casting the roles to making the tombstones held by the students representing those killed every 15 minutes by a drunk driver. They also chose the scenarios the students would play out and attended all planning meetings. They began working on the project last May. “It’s amazing,” said Cotton. “There was a lot of hard work, a lot of stress (putting the program together). I planned it and I was still super affected and emotional (watching the memorial).” Fromm said it was “so fulfilling” to see her hard work come to life. For the students who participated in the program and their parents, this was an emotional roller coaster. Beyond just the staged accident, the selected students and their parents were taken through the steps of what really happens after a serious accident. Gallegos and Chassen were taken by ambulance to Palomar Medical Center, where Chassen was “pronounced dead” and Gallegos was told she was SEE MINUTES, A6

Nick Anastasopoulos named ‘Good Scout of the Year’ BY ELIZABETH MARIE HIMCHAK Longtime Rancho Bernardo resident and community volunteer Nick Anastasopoulos has been named “Good Scout of the Year.” The award was presented by Boy Scouts of America’s Black Mountain District during a recent recognition dinner held in Anastasopoulos’ honor at the Country Club of Rancho Bernardo. “I was very taken aback, it was very unexpected, came out of the blue, but I was very flattered and moved,” Anastasopoulos said of his reaction when notified that he had been nominated. “I have worked with the Boy Scouts over the years and have a passion for them.” Erica Audette-Shotwell, Boy Scouts’ senior district executive for the Black Mountain District, said the award is not given annually. Instead, it is awarded when a worthy individual is nominated. That person — man or woman — does not have to be involved with Boy Scouts, but “help better the lives of youths in their community,” she said. Anastasopoulos, a former Boy Scout who reached Life Scout rank, has been involved with scouting since — through the Rancho Bernardo Recreation Council — he has assisted local boys working on their Eagle Scout projects. “I’m happy to help them,” he said. His other community activities involving youths over the past two decades have included spearheading Rancho Bernardo High School’s $3 million state-of-the-art aquatic facility when serving as president of the RB

Other activities have included being Rancho Bernardo Recreation Council president for 14 years, chairing RB High’s Grad Nite celebration for two years, adding a fireworks show to Rancho Bernardo’s Fourth of July celebration, serving as president of Bernardo Heights’ master homeowners association for 13 years and starting Rancho Bernardo’s annual Hats Off to Volunteers recognition event. Erik Johnson, who nominated Anastasopoulos to be Good Scout of the Year, said he knows him through their work together in the Bernardo Heights HOA, Neighborhood Watch activities and Rancho Bernardo Business Association. “Nick, in my opinion, is a great figure in the community who has done phenomenal things,” Johnson said. “He is a very appropriate nominee due to his love for Boy Scouts and all the things he does. ... He’s a well-known figure in the community.” Anastasopoulos and his wife, Vickie, have owned Athens Market Cafe in Carmel Mountain Ranch since 1994. He has received several other honors over the years, including induction into the Rancho Bernardo Hall of Fame in 2000. Around 100 locals attended his recent recognition dinner, including City Councilman Mark Kersey, County Supervisor Dave Roberts and Assemblyman Brian Maienschein, who each presented him with proclamations from their respective government entities. Audette-Shotwell said the event also serves as a fundraiser benefitting Boy Scouts’ Black Mountain District, which encompasses 83 units serving more than 2,3000 registered scouts between the ages of 6 and 21 within the Poway Unified School District boundaries. FROM MINUTES, A3 “paralyzed.” Fiske, the drunk driver, was “arrested,” taken to the Sheriff’s station and then to the courthouse, where Judge Polly Shamoon presided over his trial and “sentenced” him to 14 years in prison. At the trial, Fiske heard statements from the parents of Gagliano and Chassen, mourning the loss of their children, and a statement from Gallegos, who told him that he “took away so many opportunities from her” and that he could never do anything to fix what he had done. Gagliano, who was “killed” in the accident, was taken to Featheringill Mortuary, where he was laid in the chapel in a coffin for his parents to see. “The hardest part was being in the morgue and having my parents stand over me and tell me they loved me and would never see me again,” said Gagliano. The accident and its tragic follow-ups were filmed and edited together into a roughly 25-minute film, which was shown at the memorial, provoking many tears from the audience. Following the accident simulation, the students involved in the simulation, as well as the students who represented the people killed every 15 minutes by a drunk driver, had an overnight retreat where they were away from their families and had their cellphones taken away for 24 hours. While at the retreat, the students had to write goodbye letters to their parents, as if they had been really been killed in an accident. Their parents also were asked to write goodbye letters to their children. Emma Scher was chosen to have her letter read, and City Councilman Jim

The memorial also featured two speakers with close ties both to Poway High and the subject matter: Elaine Durham, a former PHS employee whose husband was killed by a drunk driver; and Cindi Aguirre, whose daughter Veronica was a Poway High student who drove drunk and died in a car accident in 2009. Durham described the moment a police officer told her about her husband’s death as feeling “like someone shot me in the chest with a gun. I couldn’t breathe. I wanted to scream, but nothing came out of my mouth.” The advice she gave for the students at the memorial was that drinking and driving didn’t make them cool, it only made them a potential killer.

For businesses to be successful, there must be sufficient revenue and public services for the homeless and elderly.” Compared to its peers, Brandin said San Diego ranks in the lower one-third for job growth today, with an annual rate of 2.2 percent. She said artificial constraints — such as zoning, land use regulations and overwhelming opposition to projects — add to the lack of affordable housing. Younger individuals favor amenities and want to live in an urban environment, but “only a few can afford to live there.” Studies have found, however, that up to 66 percent of millennials (those in their 20s to mid-30s) want to eventually own a single-family home in the suburbs. Compared to peer cities, she said San Diego is low on the housing affordability index, where those with an area’s median income can qualify to buy a median-priced home. “The problem is that last year we achieved 10,000 units, the first time in seven years,” she said. “But of the

Tax Benefits for San Diego Homeowners By Chad Basinger, CPA, CFP® and REALTOR® at Windermere Homes & Estates

According to Trulia, the San Diego housing market continues to steadily improve and many people are becoming homeowners. While there are many intangible benefits to owning a home, such as pride of ownership and setting down roots in the neighborhood, the tangible benefits are just as great. In addition to benefitting from possible appreciation in your home, there are many tax deductions available that help to reduce your annual income taxes. Tax breaks are available for any type of home -- single-family residence, town house, apartment, mobile home, or condominium. However, to take full tax advantage of owning a home, property owners need to understand the expenses they can deduct, and learn some tips to get the most tax advantages out of homeownership:

Mortgage interest A house payment is comprised of two parts: principal and interest. The principal goes toward reducing the amount you owe on your loan and is not deductible. However, the interest you pay is deductible as an itemized expense on your tax return. You can generally deduct interest on the first $1 million of your mortgage. You can also deduct interest on the first $100,000 of a home equity loan.

Property taxes Another big part of most monthly loan payments is taxes, which go into an escrow account for payment when the taxes are due. This amount should be included on the annual statement homeowners get from their lenders, along with their loan interest information. These taxes will be an annual deduction as long as the home is owned.

Home improvements

2. Tracking home improvements can help when the time comes to sell. If a home sells for more than it was purchased for, that extra money is considered taxable income. You are allowed to add capital improvements to the cost/tax basis of your home. If a home sells for more than it was purchased for plus any capital improvements, that extra money is considered taxable income. Keep in mind that most taxpayers are exempted from paying taxes on the first $250,000 (for single filers) and $500,000 (for joint filers) of gains.

Home office deduction If a homeowner works from home, they can take a deduction for the room or space used as an office. This includes working from a garage, as well as a typical office space. This deduction can include expenses like mortgage interest, insurance, utilities, and repairs, and is calculated based on “the percentage of your home devoted to your business activities,” according to the IRS.

Home energy tax credits For homebuyers or homeowners looking to make their home a little greener, the Residential Energy Efficiency Property Credit can help offset the cost of energy efficiency improvements. People who install solar most commonly take advantage of this credit. Homeowners could save up to 30% of the total cost of installing certain renewable energy sources in their home. Even better, this is a credit, which means it directly lowers a homeowner’s tax bill. Of course, every homeowner’s financial situation is different, so please consult with a tax professional regarding your individual tax liability.

Providing more tools to fight homelessness

BY BRIAN MAIENSCHEIN alifornia has the largest homeless population of any state in the country. While more attention and funding can be focused on addressing the issue, we also need to allow our local communities to participate in the process. The California State Assembly recently passed my bill, AB 1500, which would enable cities and counties to plan for the construction of supportive and transitional housing projects. My bill will allow local governments to find the right solutions for their communities. I was encouraged that AB 1500 received bipartisan support, which shows that my colleagues in Sacramento understand that our cities play an important role in combating homelessness. I’ve learned that we can make progress on issues affecting California’s communities by avoiding new mandates and regulations. Instead, we should provide local government and non-profits the tools needed to identify areas for improvement. As San Diego’s first commissioner on homelessness, I was proud to create a successful program called Project 25. I have since continued to advocate for a similar approach to health and human services issues. I introduced AB 1500 because of the clear need for more construction to ease the homelessness problem, but environmental mandates stood in the way of building supportive and transitional housing. It is my hope that we can reduce the costs related to the construction of housing and homeless units. AB 1500 is also another step forward from my previous legislation which allows local governments and non-profits to combine resources for services to the homeless. Last year, Governor Brown signed my bill to build on the success of Project 25 in San Diego and encourage such collaboration statewide. Project 25 is a good example of how problems can be solved at the local level in California. In its first three years, Project 25 cut costs by 90 percent, from $111,000 per individual in 2010 to just $12,000 in 2013. During that time, San Diego County saved more than $2 million. According to the U.S. Department of Housing and Urban Development, there were 115,738 homeless Californians in 2015. That made up about 21 percent of the nation’s homeless population. During the course of each year, more than 380,000 people are homeless for some period of time in California. This means that 1 out of every 95 residents will experience a brief or extended period of homelessness at some point, many of them suffering from some form of mental illness. Studies show homelessness aggravates mental illness, making it more difficult to reach and house those with the greatest need of shelter and treatment. There are different ways to address homelessness, including mental health treatment, support groups for individuals and their families, medication adherence programs and free meals. According to most homeless advocates and social service experts across the country, housing is often the best step to take first. If we are able to find safe and secure housing for at-risk individuals, then services like mental health treatment can have a greater impact, because those services will be provided in a supportive environment. By increasing the availability of supportive and transitional housing, we can help people get back on their feet. California can make progress on homelessness by empowering local governments with additional resources, providing flexibility and extending programs to those who are disabled or battling mental illness. I am hopeful that my legislation will help many individuals in need to get on a safe and more stable path. OUR READERS WRITE Spend Poway’s surplus on infrastructure I just got the spring issue of Poway Today and in the lead article I read that “the city’s water and sewer systems are aging and require more upkeep. ... To continue providing safe and reliable water service, we must invest in replacement and repair projects. Some of these projects are costly, but cannot be deferred.” Why then is the Poway City Council in a quandary as to what to do with the surplus funds currently at its disposal? It seems that common sense should direct the money toward such needs. People can always come up with ways to spend money. The city does not need a new senior center or a new this or a new that — the money is truly not burning a hole in our pocket. Preserving the infrastructure is a need. Those in charge of the city should use restraint and discretion in their decision making. Judith Nemec Poway

Ridiculous use of quote Dick Lyles’s (Feb. 18) quote of Augustine of Hippo was great, but his application was ridiculous. “People have such a love of truth that when they happen to love something else, they want it to be the truth; and because they do not wish to be proven wrong, they refuse to be shown their mistake. And so they end up hating the truth for the sake of the object which they have come to love instead of the truth” perfectly describes the tea party and other far-right believers! Those on the left fear, rather than hate haters from the right who appear to have lost the understanding that democracy works through consensus and cooperation to function for the good and welfare of all. The critics he whined about did not so much question his lack of objectivity or his turning GOP propaganda into “facts,” but his lack of common decency in ignoring actual facts to create his mean and hateful headline “Hillary belongs in prison.” Ernest Fine Rancho Bernardo

Two aspirins please After reading Dick Lyles’ latest diatribe on Hillary Clinton (Feb. 18), I once again need an aspirin, make that two please. One would think that after receiving backlash on his original article suggesting Hillary Clinton go to prison, that he would man up and apologize. Instead, he did exactly the opposite, suggesting that his naysayers can’t accept the truth. Well I have some news for you Mr. Lyles, because I know you’re reading this. I (a naysayer of yours) don’t disagree with you on the facts. Hillary Clinton made a mistake with her emails, you’re right. I do, however, disagree that she should go to prison for it, which is where you are wrong. She is not a criminal, she is human. Suggesting she go to prison for an innocent mistake is absurd, ridiculous and just goes too far, and that Mr. Lyles, is my opinion, can you accept that truth? Of course being that you’re a conservative, you wouldn’t in a million years write such an article about one of the Republican candidates. Let’s face it, you probably watch Fox News all day, in between writing checks to the NRA and love letters to Sarah Palin, right Dick? It’s okay, that’s what you do. Can you accept that truth? Will PUC cave in to SDG&E?

Serve the common good first

T

o understand the brazen quality of the latest rate increase application from California’s third-largest electric utility, it’s necessary to step back in time, to the scene when wildfires raged across some of the prettiest parts of San Diego County in 2007. Those fires would eventually kill 13 persons, even more than the notorious natural gas pipeline explosion that came about three years later in San Bruno, which ever since has plagued the state’s largest utility, Pacific Gas & Electric. Physical damage from the fire was far more widespread. Just after noon on Oct. 21, 2007, arcing power lines owned by San Diego Gas & Electric were whipped by dry winds of up to 100 mph, eventually starting a small fire near Ramona, in eastern San Diego County. Known as the Witch Creek fire, by 4 a.m. the next day this blaze had grown exponentially and reached the San Diego city limits. It combined with two other fires, eventually burning down whole neighborhoods — a total of more than 1,125 residences. More than 197,000 acres

burned, but not in rural country like some of last fall’s big fires. This was high-priced residential real estate. Evacuations were ordered over the almost three weeks the blaze burned, in cities from Oceanside and Encinitas, Del Mar Heights and Carmel Valley, Rancho Santa Fe and the heavily afflicted Rancho Bernardo. And there were more. These eventually involved about half a million people, the largest evacuation in California history. Now fast forward to SDG&E’s newest rate increase application. Following the examples of PG&E and Southern California Edison, SDG&E asks the state Public Utilities Commission to have its customers pay 90 percent of its approximately $380 million in fire-related expenses. This would amount to about $1.67 per month per customer. No talk here about the company compensating affected customers for their own fire-related costs, as one might think fair. The case creates a major test for the SEE ELIAS, A18

n May 15, 1891, Pope Leo XIII wrote an open letter to all Catholic bishops about the rights and duties of capital and labor. He outwardly rejected socialism and predicted the demise of communism, which at the time was gaining momentum, backed by ardent supporters concerned about “the misery and wretchedness pressing so unjustly on the majority of the working class” by many existing social systems. A hundred years later, after the fall of the Berlin Wall and on the eve of the collapse of the Soviet Union, Pope John Paul II wrote a follow-up letter. Among other things, he said that rather than celebrate the demise of communism that Pope Leo XIII had so accurately predicted a hundred years earlier, we should ask “what are the greatest threats to capitalism in the upcoming century?” John Paul II said the greatest threat to capitalism was that people in leadership positions would become self-serving rather than other-serving. He said people should work in order to provide for the needs of their families, their community, their nation and, ultimately, all humanity. The corollary

is that greed, narcissism and selfish behavior are the death knell for capitalism. JP II’s concerns were all-to-soon proved valid. Soon thereafter, the world learned about what has to be among the ultimate acts of self-gratification when Bill Clinton’s sexcapades in the Oval Office were revealed. It’s hard to imagine a more vulgar insult to America’s psyche than having the person elected to the most esteemed office in the land debauch himself and our nation in the very office that had previously been associated with the highest accomplishments of leadership and standards of statesmanship. It shouldn’t surprise that subsequently he and his wife have selfishly amassed hundreds of millions of dollars for their private foundation by trading political favors in yet another gross abuse of public trust. Although George W. Bush’s behavior wasn’t in the same loutish or uncouth category, it’s hard to defend many of the decisions he made that served the interests of his supporters at the expense of the country. This does not change the fact that asking customers — many of them victims of the fire — to pay the vast bulk of the bills is like someone helping cause a car accident that injures another party and then expecting that person to pay most of the damage expense. This would never fly in a private negotiation, but we are talking about a state commission with decades of experience favoring utility companies over their customers. SDG&E doesn’t say this, but it has plainly seen that Southern California Edison won a deal having customers foot about 70 percent of expenses linked to the shutdown of the San Onofre Nuclear Generating Station, caused mostly by an Edison blunder. It has seen PG&E get sweetheart terms on the penalties assessed against it for San Bruno. And SDG&E has seen the thus-far lenient treatment the PUC has given the

PUC, whose new president, Michael Picker, has promised more transparency and adherence to rules preventing private contacts between commissioners, their staff and utility executives during rate cases. Such contacts have long been common, despite violating many rules and regulations. The 2007 fire, caused primarily by the combination of SDG&E equipment and severe weather conditions, spurred about $4 billion in claims, many not covered by insurance. But SDG&E, obligated to serve fire-prone areas and pay damages linked to power line problems whether or not negligence was involved, says having customers pay 90 percent of its costs is consistent with another state decision on a hazardous waste cleanup.

Southern California Gas Company (with which it shares a parent company — Sempra Energy) in the massive ongoing methane gas leak near Porter Ranch in Los Angeles. If Picker is serious about changing the culture of the commission, as he claimed in his state Senate confirmation hearings, the SDG&E rate case is a big chance to make a statement. The bottom line: If SDG&E ends up paying only about 10 percent of its expenses from a hugely traumatic fire caused in large part by its equipment, the PUC will be saying it’s business as usual. The companies ask for money and the commission reaches for the wallets of customers. Only if the proposal is cut by much more than half will there be any reason to think there’s been any change at this steadfastly corrupt commission. ■ Elias is a syndicated columnist.

Jenny (Mom, grandma and great grandma) was influential in all of her children’s, grandchildren and great-grandchildren’s lives and could always be heard giving sage advice about the best ways to do things prefaced by, “Darling”. Congress and the Senate in terms of reaching new highs in serving self rather than country. The national shift in political attitude that took hold in the late 1990s and carried over into this century, was an all-inclusive, equal opportunity transformation. Self-serving that previously existed only in such isolated pockets such as Chicago, San Francisco and Boston began to permeate the ranks of politics at every level along with government bureaucracies, unions and big business with a pandemic force heretofore unseen in our country. Then came Barack Obama, a master at making selfishness and self-centeredness seem like worthy ideals. His hypocrisy and deceit in this regard are unparalleled. He claims to be a champion of minorities, the middle class and peace. Yet black unemployment is higher now than when he took office, middle class income is down substantially and his non-efforts to achieve peace have made the world much less peaceful. No wonder people are fed up with the lack of leadership from a political class whose primary goal has become to survive rather than serve. It is understandable why Bernie Sanders and Donald Trump have gained fervent support, even if their numbers are small and their solutions feeble. Even though Trump and Sanders speak ardently against the contaminated political climate that has alienated most citizens, their solutions won’t work. No one will be able to bring about the change we need until everyone — as in “we the people” — once again demands the common good be served first.

Consider this scenario: Student A comes to an administrator and says, “I am uncomfortable in this locker room. I would like an accommodation.” Student A is granted the request. Now, student B says, “I am uncomfortable in this locker room. I would like an accommodation.” Instead of granting the request, student B is told to deal with it. Why is the discomfort of student A more important than the discomfort of student B? I am a proponent of modesty in and out of the locker room. For perspective, my family has relocated while visiting the beach if those near us wear revealing attire. While shopping, my son avoids certain aisles because he is uncomfortable viewing women’s under-clothing. My children are taught that bodies are beautiful and should be respected; modesty is an important part of showing respect. I propose installing short, small stalls with several lockers in each. With rows of stalls, students may use the locker room of their identified gender while maintaining a modest environment. Should funding prove difficult, I will be the first to donate toward the project. Countless others will contribute also. Please don’t underestimate the importance of modesty to RB families. Surely there is a way to compromise without compromising compassion. Allie Thornbrue Rancho Bernardo

More thoughts on privacy PUSD said they plan to ensure every student’s right to privacy, as well as their right to feel safe as a community we need to make sure the follow through with that plan. Most people realize this is about for more than a single incident. I’m grateful that the name of the current individual has not been disclosed, it’s not about them. It’s about school policy and what is fair to all students. What happens here will likely impact other schools what happens here is important to all PUSD parents. Have people thought about the reverse situation. Several years ago when Principal Robinson was the principal at RBHS a boy my daughter had known in elementary school started coming into the restroom where she normally changed after school for track. In situation with a transgender student, the school was able to make arrangements so my daughter could continue to change in the restroom after school as was her habit. Are parents comfortable with their daughters changing in the locker room with boys? I have often wondered why she used the restroom instead of the locker room to change it’s now clear to me. In the future I plan on telling my kids not to use locker rooms at RBHS. Parents should think very carefully about the situation. Linda Ahlstrom Rancho Bernardo

PHS, RBHS qualify combined 16 grapplers for tourney BY TERRY MONAHAN Wrestling used to be the furthest thing from Brandon Kier’s mind when he was growing up. Football and baseball dominated his attention. Then came the worst day of his life … until it turned out to be the most important day of his life. Kier sustained a dislocated hip in a football game. “Worst pain I’ve ever felt,’’ he said. “It was hard to even sleep for a couple of weeks and I was on crutches too.’’ The injury, coupled with his size, forced Kier to take wrestling a bit more seriously, especially once he got to Granite Hills as a freshman. A year later, Kier transferred to Poway and he forgot all about his football dreams and the serious injury where the ligament ripped away from the bone. He admitted to being a little intimidated the first time he walked into the Poway wrestling building. “I saw all the championship teams and the names of state champions on the wall,’’ Kier said. “I was confident enough to think I had a shot to put my name on the wall.’’ The week to find out if that is going to happen has arrived as Kier, now a 5-foot-7 San Diego Section and Masters champion again, and 10 of his Titan teammates finish preparations to compete in the two-day state championships in Bakersfield’s Rabobank Arena beginning Friday morning. Poway’s Chase Zollmann (113 pounds), Rancho Bernardo’s Chasen Blair (182) and Poway’s Chris Bailey (195) are all ranked No. 2 in the state. Blair, who captured the 184-pound Masters title, is one of five wrestlers

Kier, now 37-3 for the season, heads into his final competition with Poway as the No. 6-ranked wrestler in the state at 128 pounds. “I don’t think I’m really No. 6,’’ said Kier, honestly. “I beat

the No. 1 guy 6-1 in the Freak Show during preseason and I’ve beaten the No. 2 guy too. “My weight class is a tossup. It’s so close it will come down to whoever has the best weekend.’’ As a sophomore, Kier did not qualify for the state meet. He lost out on that chance to teammate Scott Kiyono, a junior who will also be in Bakersfield competing, defeated

Kier in a wrestle-off for the 122-pound slot. Kiyono won and competed. The CIF San Diego Section Division I girls soccer final Saturday at 7 p.m. at Mesa College is guaranteed to have one local team. Top-seeded Del Norte was slated to host No. 5 Poway Tuesday in the semifinal with the winner advancing the play in the title game against the winner of Tuesday’s other semifinal between No. 3 Point Loma and No. 2 Scripps Ranch. The Nighthawks have reached one section championship game in its history, falling to Cathedral Catholic 4-0 in the Division III title game in 2012. The Titans, led by first-year coach Aaron Jaffe, last played for a section title in 2011. Poway lost to Torrey Pines 1-0. The last time the Titans won a section championship was in 1994. The Rancho Bernardo girls soccer team, as of press time Tuesday, was also a win away from playing for a title. The Broncos were slated to play No. 1 Cathedral Catholic in the Open Division semifinal Tuesday night. If Rancho Bernardo won, it would play for its first section championship in school history Friday at 7:30 p.m. at Mesa College. The Del Norte boys soccer team was slated to play Wednesday in the Division III semifinals against Mission Hills. A Nighthawks win would put them in the title game, which will be played Saturday at 1:30 p.m. at Mesa College. The fourth-seeded Rancho Bernardo girls basketball team was slated to play No. 1 Imperial in a Division II semifinal game Tuesday. Roy giving her all in last hurrah for RBHS

BY TERRY MONAHAN Barring a catastrophic injury, players know when their high school playing career will end. For soccer player Amanda Roy of Rancho Bernardo it wasn’t until Senior Night that her Broncos’ career had dwindled down to a precious few games. And then that would be it. “That was the night the realization hit me,’’ Roy said. “With the playoffs, I probably played my last home game on a field I’d been coming to play for years. “It finally hit me and I honestly had not thought it until that point.’’ Roy’s playing days are not over, though. The 5-foot-7 center midfielder will continue playing next year at UC Riverside. “It’s all pretty surreal,’’ Roy said. “I just want to leave my 110 percent on the field every game now, play it as if it’s my last one as a Bronco.’’ Rancho Bernardo, which has never even played in a San Diego Section championship game in girls soccer, qualified for the tough Open Division, the best eight teams in the county for the first time this season. The Broncos reached the Final Four along with perennial powers La Costa Canyon, Torrey Pines and Cathedral Catholic (Rancho Bernardo was slated to play the Dons Tuesday).

During Roy’s tenure, they lost to Steele Canyon in the Division III quarterfinals 2012-13, again in the quarterfinals to Henry in Division I in 2013-14 and last season fell to Steele Canyon again 2-1 in overtime in the Division I semifinals. “I like playing against the best of the best in the county,’’ Roy said. “You have to face the challenge and play to your

Starting in a rec league when her parents signed up older brother Ryan and her to play, Roy tried basketball, volleyball and even tennis but eventually discarded them all for soccer. “I don’t know if loved soccer at first, but I love it now,’’ Roy said. “There are so many different aspects of the game. “The other sports were missing something. Soccer is so different because, for me, it’s got nothing to do with hand-eye coordination. It’s all foot-eye coordination. “That’s a lot more difficult to master. I went to a lot of camps and clinics and got private lessons to improve my skills.’’ One of Roy’s best moments on the soccer pitch came last year in a game at Westview. The Broncos drew a foul and Roy took a free kick from about 40 yards away from the goal, according to her. She scored one of her five goals on the season. “Their goalie was busy setting up her defenders and wasn’t paying that much attention to me,’’ Roy recalled. “I kind of quick-kicked it and it went in. “I was just trying to kick it in close so a teammate could maybe do something with it. I never expected to hit it in.”

PHS grad Williams hired to coach Westview High BY JOHN MAFFEI Kyle Williams, who helped turn around a struggling Fallbrook program, has been named head football coach at Westview High. “It was a difficult decision to leave Fallbrook because of the relationships I’ve built over the years,” said Williams, who played at Poway and was the Titans’ defensive coordinator for four seasons, including the section championship year of 2011. “Getting back to the Poway district has been a goal, so when the Westview job opened, I jumped at the chance.” At Westview, Williams takes over for Mike Woodward, who resigned after nine seasons. Westview was 48-53 under Woodward, including 8-4 last year, losing in the Division III quarterfinals. Fallbrook was 39-89-1 in the 12 years before Williams took over and 3-26-1 in the three seasons before he was hired.

Williams, 35, is an English teacher. Williams, who was on the Fallbrook staff for five years before he was named head coach, is the son of Bill Williams, who was the head coach at USD in the 1970s and ’80s. “I challenge my players to be the best they can be,” Williams said. “So I have to be the best in the classroom as well as on the field. Good coaches are good teachers. “Mike Woodward elevated the standard at Westview. Now I hope I can bring an energy and toughness that can take us to the next level. “Westview has as much upside as anyone in the Palomar League. He loved being a state-meet placer but he felt he should have been up with Bailey, who finished fourth last year and is back for his final try at winning a state title as well.

“I try to have a short memory on the mat,’’ Kier said. “I’ve used that eighth as motivation to get 1 percent better every day, mostly on the mental side. “I’m down to the wire now and every second counts. At the Canyon Springs Tournament this year, there was one second left and I got taken dowen. “I let up and lost. Lesson learned.’’ This weekend is not the end of Kier’s mat career. Next year, Kier and his 4.0 grade-point-average will be competing at Stanford. Palo Alto has been his dream location

for many years. “You’ve got be determined early on and keep bad things in check to get to Stanford,’’ Kier said. “When the coach called me and offered me the scholarship, words wouldn’t come out of my mouth. Library to host Brazilian jazz concert BY EMILY SORENSEN Enjoy the exotic rhythms of Brazilian jazz with a free concert by Peter Sprague and Pass the Drum at the Rancho Bernardo library on Wednesday, March 9. This concert is part of an ongoing jazz concert series sponsored by the Rancho Bernardo Friends of the Library. The concert will begin at 6:15 p.m. and run until 7:30 p.m. in the second floor community room at the library, 17110 Bernardo Center Drive. The concert is free and open to the public, but donations are welcome as they help defray the costs of the professional performers. There are two more concerts in the series for 2015-16, with John Hall and the Chicago Six performing jazz from the swing era on April 13, and the Bill Caballero Quintent closing out the season on May 11 with a concert of Afro-Cuban Latin style jazz. Sprague is one of the best-known jazz guitarists and band leaders in San Diego, and has performed several times for the jazz concert series in previous years. “(The RB library jazz concerts) are one of my favorite gigs,” said Sprague. “I’m fortunate to do it once a year. Every year, I like to feature a different group or musician I’m working with.” Sprague will be performing Brazilian jazz music with his band Pass the Drum, featuring music by Brazilian composers, original music, and a Bruce Hornsby song with Brazilian rhythms. Sprague described Brazilian jazz as similar to American jazz, but with the influence of Brazilian rhythms in it. “I grew up with my folks listening to Brazilian jazz,” said Sprague. “I’ve always loved it.” Spague said he’d been keeping busy touring as part of a group with pianist Billy Childs. “I was just (performing with Childs) back east, and right after the library gig, we’re headed to Japan

for a week to perform,” he said. They will be performing Childs’ newest Grammy award-winning album “Map to the Treasure: Reimagining Laura Nyro,” an homage to singer-songwriter Nyro and her jazz-pop repertoire from the 1960s and 1970s. He also recently released an album, “Dream Walkin’,” with Leonard Patton, one of the vocalists at the library concert. The two have been performing as a duo for several years, and have toured together recently for the album, Sprague said.

How to avoid Medicare mistakes when you’re still working

D

ear Savvy Senior, Should I enroll in Medicare at age 65 if I’m still working and have coverage through my employer? Almost 65 Dear Almost, The rules for enrolling in Medicare can be very confusing with all the different choices available today. But when you postpone retirement past age 65, as many people are doing, it becomes even more complicated. First, let’s review the basics. Remember that original Medicare has two parts: Part A, which provides hospital coverage and is free for most people. And Part B, which covers doctor’s bills, lab tests and outpatient care. Part B also has a monthly premium of

$104.90 in 2016 (though it’s higher for individuals earning $85,000 or more a year). If you are receiving Social Security, you will be enrolled automatically in parts A and B when you turn 65. If you aren’t yet receiving Social Security, you will have to apply, which you can do online at SSA.gov/medicare, over the phone at 800-772-1213 or through your local Social Security office. If you plan to continue working past the age of 65 and have health insurance from your job, your first step is to ask your benefits manager or human resources department how your employer insurance works with Medicare. In most cases, you should at least take Medicare Part A because it’s free. But to decide whether to take Part B

or not will depend on the size of your employer. ■ Small employer: If your current employer (or spouse’s employer if it’s providing your coverage) has fewer than 20 employees, Medicare will be your primary insurer and you should enroll in Medicare Part B during your initial enrollment period. This is a seven-month period that includes the three months before, the month of and the three months after your 65th birthday. If you miss the seven-month sign-up window, you’ll have to wait until the next general enrollment period, which runs from Jan. 1 to March 31 with benefits beginning the following July 1. You’ll also incur a 10 percent penalty for each year you wait beyond your initial enrollment period, which will be tacked onto your monthly Part B premium. ■ Large employer: If your employer has 20 or more employees, your employer’s group health plan will be your primary insurer as long as you (or your spouse if the coverage is from his/her employer) remain an active employee. If this is the case, you don’t need to enroll in Part B when you turn 65 if you’re satisfied with the coverage you are getting through your job. But if you do decide to enroll in Medicare, it will supplement your employer insurance by paying secondary on all of your claims.

Once your employment (or group health coverage) ends, you will then have eight months to sign up for Part B without a penalty. This is known as the Special Enrollment Period. ■ Drug coverage: You also need to verify your prescription drug coverage. Call your benefits manager or insurance company to find out if your employer’s prescription drug coverage is considered “creditable.” (Creditable prescription drug coverage is one that is considered to be as good as or better than the Medicare prescription drug benefit.) If it is, you don’t need to enroll in a Medicare Part D prescription drug plan. If it isn’t, you should purchase a plan (see medicare.gov/find-a-plan) during your initial enrollment period or you’ll incur a premium penalty (1 percent of the average national premium for every month you don’t have coverage) if you enroll later. Old joke, right? Well, more days than not I find myself doing business over coffee. Years ago I learned that breaking bread with clients engenders better relations and smooths over potential issues. So last week my attorney naturally suggested contract negotiation discussions over coffee. Imagine our surprise when the Orkin man (in full bug-killing regalia) strolled through the store full of customers. As a recovering New Yorker, I understand food establishments and insects naturally go together. However, not everyone recognizes this relationship. So by having an exterminator in full view of customers, the coffee shop called to attention the presence of vermin around the scone I was

previously enjoying. EW! The manager should have considered this scenario through customer eyes. The exterminator could have visited the night before. Then, whatever the problem, it would have been resolved with customers none the wiser. True, perhaps the Orkin visit was pre-emptive. However, the high visibility sent a negative message. Your business may also have unpleasant issues that must be dealt with. Exterminators, trash removal, dirty laundry … these are facts of life. Yet it makes no sense to build and advertise a sparkling shop with quality products, get your location and pricing JUST right, and train your employees to properly greet customers … only to ruin it by broadcasting something that’s ugly or distasteful. If it means spending a few extra dollars to have the service provided after

hours, I’d call it a cost of doing business. If it means the boss has to come in on a day off to quietly tend to undesirable details … such is the joy of being the boss. And even though I know there are bugs, mice or whatever in the kitchen, I didn’t need to be reminded about it. I certainly wasn’t thinking of it before that morning. Now my attorney and I will never see that shop the same way again. Which means the next time we’re meeting, we’ll think twice about visiting that location. Maybe a doughnut and coffee at his office will work better for us. Even if we can’t solve all the world’s problems, at least we won’t have to observe them while we’re enjoying our conversation. Hoekstra said he was “very, very happy” to be involved in the project. “To have the opportunity to come back to Poway professionally and be involved in a unique project in a unique neighborhood is amazing.” Hoekstra will be involved in managing and leasing the property. While the McNamaras will no longer be the owners of the shopping center, Debi and her daughter Liz McNamara’s popular Countryside Barn store will remain to provide the community with unique furniture and home decor. “Debi is a little melancholy about the sale,” said Kevin McNamara. “She and Liz did the design of the colors, and she’s managed (the tenants) the entire time. But we’ve owned it a long time and it’s a good time to be a seller. I thought it was a good time to see what new ideas others have (for the center). ... I’m proud of what we did there. When we bought (the shopping center), it was brown and ugly. I think we helped Old Poway.” Hoekstra said he and the other new owners aren’t interested in changing the center. “It is what it is, and that’s what we love about it,” he said. The new owners will instead focus on getting the right tenants and occupants to drive traffic into the center, he said. They will also doing some construction and adding on to vacant spaces in the next few months.

It also hassles the customer less, and means less chance of fraud by importing the information directly from databases. “It’s a totally different way to look at the mortgage process,” said Brown.
