John Collins has been placed on paid administrative leave while a school board-requested audit regarding his contract is conducted. “As a matter of standard protocol, the board has placed Superintendent Collins on paid administrative leave pending the completion and results of the audit,” a Monday district press release said. Associate Supt. Mel Robertson will serve as acting superintendent during the audit, according to a press release. John Collins Board of Education President Michelle O’Connor-Ratcliff said that she was unable to give any details on the audit other than it was related to the superintendent’s contract, but that it was “absolutely safe” to say that the board would be disclose the results to the public when the process was finished. “Every member of the board would like (the audit) to be done quickly so we can disclose the findings,” she said. BY ELIZABETH MARIE HIMCHAK After 24 years of providing French fine dining to the area, Bernard and Diana Mougel have decided to retire. Their Bernard’O Restaurant in Rancho Bernardo will be closing on May 14. It will reopen on May 16 with new owners — Thomas and Victorine Philipps — and a new name, Le Bistro De Louisa, named after Thomas’ late grandmother, whom he never met since she died young, but heard about from his mother all the time. Her photo will also grace the menu. Like Bernard, the Philipps are from France. They owned three restaurants in Bordeaux, France, but sold one to purchase Bernard’O after Thomas Phillips came to California last fall looking for new business opportunities in the United States. Their remaining two restaurants in France are a pizza place and a casual French bistro, he said. After about a week under its new owners, the Rancho Bernardo restaurant at 12457 Rancho Bernardo Road — near Albertsons — will be closed for several days while extensive renovations take place. The community’s new dining option will be open seven days a week, serving breakfast, lunch

and dinner. It will have a more casual ambiance and offer a mix of French and Italian menu items. Bernard’O only served lunch and dinner Tuesdays through Saturdays and specialized in French fine dining. “We will still keep some classic French items (of Bernard’O) on the menu,” Philipps said, adding the staff will remain and he will be the chef. Bernard Mougel, now 64, said it is time for him to retire, especially since dining preferences have changed in recent years. “Fine dining took a hit. ... People want more casual dining and smaller plates,” he said. “They want (meals) quick. Fine dining is kind of dying down.” While that is the societal trend, it is not like the slower-paced restaurant won’t be missed. “My regular customers are mad at me that I’m closing,” he said. Despite being “mad,” many have said they want to be there on the restaurant’s last night, he said. Since the restaurant will not be able to accommodate all of its fans on May 14 — reservations are still available since word of the closing has yet to spread — the restaurant will likely offer a special farewell menu throughout its last two weeks. “We have very loyal customers,” Diana said. Those customers — who started coming to Bernard’O when it opened in 1992 — proved their loyalty by returning after the restaurant was closed from September 1997 to May 1999 while SEE BERNARD’O, A23

Orthodox Easter celebration is Sunday

BY EMILY SORENSEN If you missed the Easter celebrations in March, you have another chance on Sunday. St. John of Damascus Orthodox Church at 16903 Espola Road in Poway, will be celebrating Orthodox Easter, called Pascha, on Sunday, May 1 and visitors are welcome to join in worship and celebration. Orthodox Christians celebrate their Holy Week later than other Christians due to following the Julian calendar and not the Gregorian calendar, said Father Alexander Federoff, archpriest of St. John of Damascus. They also wait until the Jewish celebration of Passover, which began on April 22 this year. The membership of St. John of Damascus is varied, including both born Orthodox of Russian, Georgian, Romanian, Serbian, Macedonian, Greek and Arabic origin, as well as numerous converts. As such, services are conducted in English. “The Orthodox Church of America has people of all

backgrounds,” said Federoff. “The thing we share is our Orthodox faith.” Federoff said about 60 to 70 percent of the members of St. John of Damascus are converts to Orthodox Christianity. The Pascha celebration begins at 1 p.m. on Sunday, with the Agape Vespers, where the Resurrection Gospel will be read in 12 languages. This will be followed by a potluck picnic on the church grounds, which will include marinated lamb and carne asada. While the traditional Greek and Russian are part of those 12 languages, Federoff said members of the church have read the gospel in a variety of languages in the past, including Chinese and Vietnamese. The evening prior will include a midnight service beginning at 11:30 p.m., with a candlelight procession. Midnight service lasts for about three hours, said Federoff. Following the midnight service, the church will bless Easter baskets, which are traditionally filled with foods that are not eaten during the lenten season, such as meats,

dairy products and sweet breads. Federoff said that in the Orthodox church, Holy Week features more intense services, to give the experience of what Christ went through in his last days. The church itself as been in Poway since 1974, and in its current location since 1985, where it started from a modular building before constructing the current church in the early 90s. The church is still a work in progress, as it is having icons painted in the altar area, to match the lavish icons decorating the walls and domed ceiling of the rest of the church. The icons were supposed to be finished by Easter, said Federoff, but are now expected to be completed in four to six weeks. The painting of the icons began in December. “It’s going to be spectacular when it’s done,” said Federoff. Cinco de Mayo Trail Run is May 7

Deadline nears for RB Alive! booth reservations

BY EMILY SORENSEN The Valley Elementary Educational Foundation’s popular Cinco de Mayo Trail Run is returning for a 10th year on Saturday, May 7 at Lake Poway. Ticket prices are $45 for adults, $30 for children ages 8 through 17, $15 for kids 7 and under. All participants will receive a shirt and virtual swag, including coupons and special deals from sponsors that will be provided in an online PDF to racers. To register, visit cincodemayotrailrun.org. A special 50 percent discount is available for 5K and 10K adult entrants who are active-duty firefighters, law enforcement or military. A standard 10-foot by 10-foot booth space is $150 for NSDBC members and $350 for non-members. It includes one 8-foot table and two chairs. Non-profit organizations may request a $40 discount. An arts and crafts booth is $150. It is a 10-foot by 10-foot space and the applicant must have a seller’s permit. All items for sale must be handmade by the person selling them. There are three food booth options. A non-food court 10 foot square space is $150 for chamber members and $350 for non-members. A food court 10-foot by 15-foot space is $175 for members and $375 for non-members, while those bringing a food truck will be charged $200 if a chamber member and $400 if a non-member. To help achieve this goal, the Cinco de Mayo Trail Run has been made bigger and better, according to a press release. The kids race is a noncompetitive one-third mile run for kids who aren’t ready to tackle the 5K race quite yet. It follows a trail on the near-side of Lake Poway and finishes in the same spot as the 10K and 5K, so kids can still have fun crossing the

finish line. The 5K race designed to let you pick your own pace, so if you’re a family looking for a nice morning hike or a runner looking for an elite challenge, the 5K will suit your needs. If you’re looking for a real challenge, the 10K adds on to the 5K with a trek into the Blue Sky reserve and a 10 percent incline climb to the Ramona Dam. There is also a Heroes Heat that will honor active-duty firefighters, law enforcement personnel and members of the military.

The races include professional chip timing and more than $1,500 in cash rewards. The event also will include live entertainment and exhibits. Each year, the Trail Run features a Trailblazer, an inspirational athlete or athletes that will run in the race with their own Trailblazer team. This year’s Trailblazers are students at Reflections Central, a school in the San Diego County Juvenile Court and Community Schools system for students with mental health needs who have committed juvenile offenses. The school established a running club to help students learn discipline, set goals and find success and a sense of accomplishments by running in local races, according to a press release. Those registered are encouraged to attend the Pre-Race Expo from 4 to 7 p.m. Friday, May 6 at The Triathlete Store, 12222 Poway Road, to pick up your race packet, including your race bib, timing chip and race shirt. Packet pickup and registration are available on site, but not encouraged. Registration opens the day of the race at 6:30 a.m., with the 10K beginning at 7:30 a.m., the 5K at 8:30 a.m. and the Kids Race at 9:30 a.m.

Locals volunteer for countywide cleanup Many locals were among the more than 5,500 who participated in I Love a Clean San Diego’s 14th annual Creek to Bay Cleanup on Saturday morning. According to the organization’s website, volunteers at the 110 sites collectively removed at least 150,000 pounds of litter within three hours.

oway resident David Ritblatt has been named to the board of directors of Easter Seals Southern California Disability Services. Ritblatt is CEO and co-founder of delibrainy, an early childhood Circle of Education program for children from birth to age 8 and their parents. Born in Russia (now Latvia), he emigrated to Israel in 1971 where he served as an officer in the Israeli army, completing his education in both Israel and the United States and is an alumnus of Harvard Business School.

Prior to his retirement, Ritblatt served as an executive at Carl Zeiss Vision in San Diego, previously holding executive positions as well at Brunswick, Marine Electronics (USA), Leica Geosystems (Switzerland), BAE Systems (USA) and Tadiran (Israel). “Easter Seals Southern California is thrilled to have someone with David’s passion for early childhood education on our board,” said Mark Whitley, president and chief executive officer of ESSC. “Both David and his wife, Dr. Shulamit Ritblatt, with her expertise in education and development, will be invaluable as we expand services for our families.” Dr. Shulamit is a professor in the Child and Family Development Department at San Diego State University. “Both my wife and I believe strongly in the impact and importance of early education for all children, and Easter Seals Southern California strives to serve diverse communities throughout the region in this endeavor,” Ritblatt said. “I’m looking forward to contributing my knowledge and adding new elements throughout Southern California,” he concluded.

Poway executive earns national award Long-time Poway resident David Carucci was recently been named the national “Executive Director of the Year” for the United Cerebral Palsy Association during the national agency’s annual meeting in Las Vegas. This year marks the 43rd year of service by Carucci with UCP, the last 18 years as its executive director, for an agency whose mission is to advance the independence, productivity and full citizenship of people affected by cerebral palsy and other disabilities. Locally, Carucci oversees program services for over 150 persons daily and over 8,000 persons annually, throughout the community and two program sites in San Diego (Kearny Mesa) and Escondido. Services offered include: adult occupational skill

training, supported employment services, tailored day services that support youth with disabilities in an actual college experience, a toy and software lending library and respite. Also offered is an assistive technology center including augmentative communication devices and adaptive computer technology, computer recycling, disability awareness training, funding assistance and an extensive information and referral service regarding cerebral palsy and the many community resources available to people with disabilities of all ages. In addition to a number of annual fundraising events, UCP also operates three thrift stores located in Pacific Beach, mid-city San Diego and Chula Vista in an effort to raise needed funds.

Retirement Planning: Developing a Strategy Who hasn’t bought a lottery ticket at some point and fantasized about what they would do with all those millions? The running joke in our household is that my wife will only buy the Powerball ticket when the jackpot is over $100 million, because anything less isn’t really worth it. My 12 year old son’s idea of buying every ticket is also problematic. For those whose retirement strategy isn’t winning the lottery, read on. It is hard to have a retirement plan if you don’t have a goal in mind. If you have a goal in mind, it becomes much easier to develop a game plan.

1. Set Retirement Goals

Think about this on a small scale. Perhaps you want to lose some weight, so the strategy may be to exercise more or eat healthier. No one expects to see the results overnight, but by starting on that goal now, it becomes more attainable. That is how saving for retirement works. The earlier you begin saving, the easier it is to develop that habit and the less you will have to contribute later. Everyone has a different view of what retirement will look like. Some people want to retire “yesterday” while others can’t see themselves ever not working. Some individuals envision a frugal retirement while others want more luxury. Some retirees want to stay in the house they raised their family while others may want housing with less maintenance. There is no right or wrong answer with any of these options, it is simply important to realize that everyone’s retirement goals are different.

2. Quantify Your Goals

You have set your goal, now you need to determine what it is going to cost you. Think about your current living expenses and how those expenses will translate into retirement. Some will go away like perhaps a mortgage, others may stay the same such as utilities, and some may increase like medical or long term care. A lot may depend on the future economic environment. There are many financial models available to help you determine your most likely future expenses.

3. Identify Retirement Income

Pretend that you are playing Family Feud and the topic is “sources of retirement income.” Social Security and retirement accounts probably come to mind for most people. Yet, think about other less common sources. This might include things such as earnings from part time work, pension income or rental income from a property you own.

4. Start Saving

Once you have some idea of what you want your retirement to look like, the next step is to determine how you are going to get there. Maybe you have a large inheritance coming your way, but the reality for most people is that funding retirement begins with putting funds away during the earning years. This can be done most commonly by contributing to an employer sponsored retirement plan, a traditional IRA account, or investing with after-tax funds. There are many ways to save, it is just about finding the one that best suits you. For example, some employers offer a matching contribution plan in their 401k plan.

5. Choose Where To Invest

At this point, you have envisioned what you want your retirement to look like and are committed to setting aside some funds to accomplish that goal. The next question to ponder is, what is the best way to invest? That question isn’t as easy to answer. It would be like a stranger walking up to you and asking “What car should I buy?” Think about everything you would want to know before giving an answer: How much are you looking to spend? Do you want new or used? Foreign or domestic? Convertible or hard top? For you or an entire family? Purchase or lease? And those are

just some of the questions. There are countless ways to invest your money that range from stocks, bonds, real estate, precious metals, collectibles, etc. Each of these asset classes have different elements of risk and reward. Just as someone’s opinion about a minivan may differ, I see boring while my wife thinks practical and 10 cup holders to boot!, so too does deciding where to invest. It is important that you as an investor understand the potential risks and rewards PRIOR to investing. It is always surprising to me when I meet with a new client for the first time and ask about their investing history how little detail they can provide. Perhaps that is why they are hiring someone like me in the first place, because they don’t want to think about it. I urge everyone, whether they use a financial planner or not, to have a base understanding of what they have invested. There is no shortage of individuals willing to give advice. I’m pretty sure between the financial mailings I get offering a free meal, supplemented by the free samples at Costco, I could pretty much eliminate my food expense if I wanted.

6. Next Steps

At this point you may be feeling anywhere from “I’ve got my plan and I’m well on the way to retirement” to wondering “How much is the Powerball this week?” Rest assured that no matter where you sit on this spectrum, it isn’t too late to take action. If you are a self-starter, there are many books and resources available online to help guide you in the process. If you are looking for financial planner for help, the following guideline should help. There are a number of qualities to look for when hiring a financial planner because that job title is so vague. It is kind of like me calling myself a cook because I can read cooking instructions on the side of a box of frozen pizza. Look for a financial planner who is licensed and regulated, such as a Certified Financial PlannerTM. Ask about their fiduciary duty as that will let you know whose interests are being attended. Understand how the planner is compensated and what services they offer. Lastly, meet with the planner in person. There is nothing better than meeting in person and letting your eyes tell you that you trust this individual to help chart your financial future. Brian Basinger was raised in Rancho Bernardo. RB Hall of Fame inductees have Poway ties

BY ELIZABETH MARIE HIMCHAK Dave Brooks, Scott Lawn and Jay Riordan are Rancho Bernardo Hall of Fame’s 2016 inductees. The organization selected them on April 21. They will be honored during a May 21 dinner at Bernardo Heights Country Club. The RB Hall of Fame, established in 1974, honors long-time community volunteers who have provided years of significant leadership to the community. The trio are the 110th, 111th and 112th honorees. Brooks is 2016 Spirit of the Fourth president. He has served in various leadership roles for 14 years, including parade chairman for a decade. He has also been a

Rotarian for 15 years, was 2012-13 Rancho Bernardo Rotary Club president and since 2013 been Rotary District 5340 assistant district governor. Brooks’ other volunteerism includes senior flu shot program chairman at Rancho Bernardo Senior Services, Rancho Bernardo Community Foundation board member for five years, Pathway of Pride fundraiser chairman and Cub Scout Pack 686 den leader from 1998-2002. The Ohio native moved to the area in 1990. He is a former Poway resident who now lives in Santaluz and his parents, the late Bob and Barbara Brooks, were longtime Poway residents. He has

two adult sons, Adam and Byron, and retired from his career as a chemical engineer at Hewlett-Packard in 2000. Lawn initiated and led the Save Webb Lake campaign. Within months, around $100,000 was raised late last year so a well could be drilled in Webb Park to prevent the lake’s removal due to the drought. Drilling is expected to begin soon. June primary poll workers needed Poll workers, especially those who are bilingual in any one of eight specific languages, are needed for the June 7 Presidential Primary Election. The Registrar’s office is required by federal law to provide bilingual speakers and voting materials to voters who speak Spanish, Filipino, Vietnamese and Chinese. In addition, a survey conducted by the University of California, Berkeley showed a need for speakers of Khmer, Japanese, Korean and Hindi at about 20 precincts across the county so the Registrar’s office is also recruiting poll workers who are bilingual in those languages for the June 7 election.

To become a poll worker, applicants must be a U.S citizen and registered to vote in California, or lawfully admitted for permanent residence in the United States. Poll workers must have transportation to their assigned polling location, access to the internet to take an online training and attend a two-hour class in person. Poll workers receive a stipend ranging from $75 to $175 depending on the assignment. Those who are bilingual receive an additional $15 if they are assigned to provide language assistance to voters, Prospective poll workers can apply online at sdvote.com. Downsizing your stuff for a move

D

ear Savvy Senior, Can you offer any helpful tips for downsizing? My husband and I are interested in moving to a condo downtown when we retire, but we need to get rid of a lot of our personal possessions before we can move. We’ve lived in the same house for almost 35 years and have accumulated tons of stuff. Feeling Overwhelmed Dear Feeling, The process of weeding through a house full of stuff and parting with old possessions can be difficult and overwhelming for many people. A good place to start the downsizing process is to give your unused possessions away to your kids or grandkids. You can give up to $14,000 per person per year before you’re required to file a federal gift tax return, using IRS Form 709. Beyond that, here are a few other tips and services that may help you.

Sell it

Selling your stuff is one way you can downsize and pad your pocketbook at the same time. Some other popular selling options are consignment shops, garage sales and estate sales. Consignment shops are good for selling old clothing, household furnishings and decorative

items. You typically get half of the final sale price. Garage sales are another option, or for large-scale downsizing you could hire an estate sale company to come in and sell your items. Some companies will even pick up your stuff and sell it at their own location – they typically take about 40 percent of the profits. Or, if you’re willing, online selling at sites like Craigslist, eBay and Amazon are another way to make top dollar for your stuff. Craigslist.org is a huge classified ads site that lets you sell your stuff for free. While eBay.com and Amazon.com takes a cut of your sale – roughly 10 to 15 percent. Or, if you don’t want to do the selling yourself, eBay offers a valet service (sellforme.ebay.com) to do it for you, for 20 to 40 percent of the selling price.

Donate it

If you itemize on your tax returns, donating your belongings is another way to downsize and get a tax deduction. Goodwill (goodwill.org, 800-741-0186) and the Salvation Army (satruck.org, 800-728-7825) are two big charitable organizations that will come to your house and pick up a variety of household items, furnishings and clothing. If your deduction exceeds $500, you’ll need to

file Form 8283, “Noncash Charitable Contributions” (irs.gov/pub/irs-pdf/f8283.pdf). You’ll also need a receipt from the organization for every batch of items you donate, and will need to create an itemized list of the items you donated. To calculate fair market value for your stuff, use the Salvation Army’s donation guide at satruck.org/home/donationvalueguide, or the free program “It’s Deductible” at turbotax.intuit.com/personal-taxes/itsdeductible.

Trash it

If you have a lot of junk you want to get rid of, contact your municipal trash service to see if they provide bulk curbside pickup services. Or, depending on where you live, you could hire a company like 1-800-Got-Junk (1800gotjunk.com, 800-468-5865) or Junk-King (junk-king.com, 888-888-5865) to come in and haul it off for a moderate fee. Another good disposal option is Bagster (thebagster.com, 877-789-2247) by Waste Management. This is a dumpster bag that you purchase for around $30, fill it to a limit of 3,300 pounds and schedule a pickup, which costs an average of $140 but varies by area.

Enlist help

You can also hire a professional senior move manager (nasmm.org, 877-606-2766) to do the entire job for you. These are organizers who will sort through your stuff and arrange for the disposal through an estate sale, donations or consignment. Or, you can hire a professional organizer through the National Association of Professional Organizers at napo.net. Organizers may charge $30 to $80 per hour or by the project. PUSD campuses earn recognitions THUMBS UP to five Poway Unified School District campuses that who recently received significant awards. Adobe Bluffs Elementary, Los Penasquitos Elementary and Willow Grove Elementary have each been recognized under the California Department of Education’s Gold Ribbon Schools Awards Program. (A temporary replacement to the California Distinguished Schools Program.) Nearly 6,000 schools were eligible to apply this year, of which 772 were selected. Two local high school placed the U.S. News and World Report’s annual listing of top campuses in the country. Westview High placed 38th in the state and 266th in the country while Del Norte High ranked 50th in the state and 334th in the country. Congratulations to the principals, teachers, staff and students at each school for some well-deserved recognition! THUMBS UP to community members who have contributed money to a fund to finance the casting of a bronze statue of longtime Poway resident and Padres great Tony Gwynn. Over the weekend the $15,000 mark was reached, which will trigger the signing of a contract between the city and Texas artist Seth Vandable. Appreciation also goes out to San Diego Granite, Swinerton Builders and Terra Firma Landscaping for agreeing to provide an estimated $40,000 in materials and services to help defray the overall cost of constructing the Gwynn memorial near the Lake Poway baseball field. THUMBS DOWN to residential water customers - and you know who you are - who have gotten a little lax about conserving. Yes, it’s true that state mandated goals have been reduced a bit and El Niño weather conditions have resulted in a pretty good Sierra Nevada snow pack. But the state’s water reservoirs will likely need a second wet winter in 2016-17 before reaching pre-drought levels. This is not the time to return to water-guzzling behavior. (For that matter, don’t ever go back there.) THUMBS UP to the organizers of a threatened recall against PUSD board member Andy Patapow for abandoning the effort. “It would be a shame to waste good money” on a special election involving someone who plans on retiring from the board at the end of the year, the group said in a press release. What took them so long to figure that out? A mild THUMBS DOWN to the Associated Student Body leaders at Rancho Bernardo High School for continuing the practice of having Mr. Bronco contestants wear swimwear as part of the annual light-hearted competition. Swimsuit competition has been deleted from most local and regional pageants involving young women. Call us a bit conservative on the issue, but teenaged boys flexing their pecs on stage just seems wrong.

With the 47th annual observance of Earth Day held last week, this is a great time to explore more effective ways of slowing climate change and conserving Earth’s natural resources for future generations. A 2010 United Nations report charged animal agriculture with 19 percent of man-made greenhouse gases — more than all transport — and recommended a global shift to a vegan diet. A subsequent World Watch study placed that contribution closer to 50 percent. Meat and dairy production also dumps more water pollutants than all other human activities combined. It is the driving force in global deforestation and wildlife habitat destruction. Last fall, England’s prestigious Chatham House declared that reducing meat consumption is critical to achieving global climate goals. A report from Oxford University found that global adoption of a vegan diet would reduce greenhouse emissions by two-thirds. The 2015 U.S. Dietary Guidelines Advisory Committee has recommended reduced meat consumption and an environmentally sustainable diet. Just as we replace fossil fuels by sustainable energy sources such as wind and solar, we must replace animal foods with the more sustainable vegetables, fruits, and grains. Besides intolerance, another characteristic of a whining progressive is that when you have no logical or factual position on an issue, start throwing out words like: racist, bigot, hater, rightwing extremist, gun nut, sexist, micro-aggressor and using the ever popular suffix “-phobic,” thereby thinking that the discussion is over. Harder for teens to escape stress

A

ll generations feel that they had it worse growing up than the current group of young people. “I walked uphill to school, in the snow, with no shoes,” as the old line goes when a child complains to their parent about how hard it is for them to be young. Teenagers feel stress more acutely and perceive their lives to be more complex than the average adult would. This is due to the adolescent brain and is consistent from generation to generation. The current crop of teens does face different challenges with most being unlike anything we’ve seen before. Tackling these challenges, while it is hard, is not

impossible with the right support and ideas. One way to look at technology in the hands of teens is that they “have it all” or “so much more than we did.” While it’s true to say that, this is a double-edged sword. It has never been harder to escape a bully or social pressure than it is right now. Every teen has the gossip circle directly broadcast into their pocket every second of every day. Social platforms designed to distribute photos, video and text are tools for connection as well as destruction. If you think of the meanest thing someone can say to you and remove your ability to walk away from

riving through Poway’s Target retail center to pick up dry cleaning for my wife, I couldn’t help but notice that the former Albertsons/Haggen storefront remains empty. My mind (which can be quirky at times) reflected on how a grocery store had ever been built in central Poway in the first place, far off the beaten path of Poway Road While Highway 56, land swaps, vernal pools and landslides may seem random, each of these played a role in the unique creation of the retail center. Prior to city incorporation the county had approved residential developments owned by Standard Pacific and known today as Rancho Arbolitos and the Palisades. The developments lacked commercially zoned property and today’s Target center was at that time zoned for 35 homes and a large park. When

working on the eventual extension of Highway 56 west from I-15, the only route that made practical sense was a connection at Twin Peaks Road, as you see it today. That decision divided the Standard Pacific land into an island, making the development of homes impractical. Strong El Niño rains revealed unstable “landslides” where the park was planned. To complicate matters further, the state owned a parcel of land right in the middle of the proposed development. In a rare moment (for government folks) of thinking outside the box, the state provided its land to the city. The city swapped this land to Standard Pacific, which in turn, agreed to build Silverset and Starridge parks. Standard Pacific then sold that remaining parcel that had made residential use futile and the city rezoned it commercial. That rezoned parcel became the Target

center. The original major tenant for this center was to be a GEMCO, which sold both groceries and retail goods. Prior to opening however, GEMCO filed bankruptcy and became Target. The developer was fortunate to attract a Lucky’s grocery store, which would became an Albertsons, explaining somewhat the design of this center. At that time the vice president of real estate for In-N-Out Burger was Phil Spear, a Poway resident and the current operator of the Hamburger Factory. Phil convinced In-N-Out to at least take a peek at this new center as the company had expansion plans outside of Orange County. I remember the day the company’s helicopter checked us out, (in addition to checking out Carmel Mountain Ranch). The company ultimately located a restaurant closer to the freeway. Now, 25

that confrontation, this will give you a feel for what modern teens deal with. Despite this, there is the phenomenon of the “fear of missing out” or FOMO. I see it in every kid I work with as they have difficulty putting their phone away for even an hour. The idea that their connection to their social circle will be unavailable for any period of time spikes their stress reaction. So as much as this kind of constant connection can lead to harassment, bullying, and destructive forms of interaction, it is expected that you participate and the involvement becomes less and less voluntary. As the brain develops, myelin (a fatty tissue that forms around brain cells to make their action more stable) develops from the back of the brain to the front. This means that the last parts of the brain to fully develop are the areas that help humans to modulate emotions and impulsive actions. In combination with changes in the endocrine system (hormonal response), all teens are at a disadvantage in dealing with stress. In previous generations there was more opportunity to “get away” just for a bit from social pressures, allowing some down time to decrease the stress reaction. years later, In-N-Out is in Poway, miles from the freeway. Coincidently, the very event that played a role in creating this site (the extension of Highway 56) almost stopped it in its tracks. While grading the final 1,500 feet between the city limits of San Diego and Poway, a series of dry vernal pools were discovered that brought construction to a screeching halt. Delay upon delay occurred as we negotiated with the Department of Fish and Wildlife, which in turn deterred prospective tenants from signing leases. Eventually the department allowed us to continue. In 1988, an upstart Tampa, Florida restaurant chain was seeking expansion. The mother of one of the partners just happened to live in Stoneridge and prevailed on her son to consider Poway. Over 26 years later, the Outback Steakhouse is still going strong. Though the former Albertsons space remains vacant, the Target center provides a consumer the opportunity to shop, eat, bank, gas up the car, even have it washed and just to think, none of this commercial use was ever really planned. Higginson served on the Poway City Council for over 20 years and is a former elected mayor.

This availability to separate from peers is quickly shrinking into oblivion. Teens are also widely reported as feeling that they have higher expectations than previous generations, expected to go to college, achieve higher grades, earn more money, and participate in more extracurricular activities. While many teens deal with this stress constructively, I see coping skills in many teens lacking. Some simple-but-effective actions parents can take are leading by example and prioritizing face-to-face interactions. As adults it’s hard to put your phone down, make time for real life and balance that against the constant information train in your pocket. Make sure to prioritize people over media, finish a conversation before checking that text and let your teen see this happen. Parents may not feel their teens care how they act but, over time, they absolutely take these cues. Many families I’ve worked with have set “no phone” times (such as at dinner). Poway — Jerry passed away at home on March 17, 2016, from metastatic liver cancer. He was born in akron, ohio, on april 26, 1933, and moved to San Diego in 1937. His family settled in Pacific Beach where he enjoyed the beach life and was instrumental in developing “over the Line”. He was a graduate of La Jolla High ‘51. after high school graduation he traveled the east coast playing baseball for the Pittsburgh Pirates farm league. Participation in many sports, especially golf, was his greatest passion throughout his life. Jerry served in the army Signal Corps during the Korean Conflict and then returned home to San Diego to attend SDSU ‘58. after a career in finance at General atomics, he became President of ahlstrom Development Corporation, from which he retired in 2002. Jerry was a devoted family man having married the love of his life, Barbara Richard, in 1956. They enjoyed the rural Poway life for 50 years and loved traveling the world for both business and leisure. Jerry is survived by his wife, Barbara; daughters, Cathy (Ed) Schnaath, Laurie Julin and Julie (Brian)

Nighthawks’ Gunter learning to run with elite BY TERRY MONAHAN It was a déjà vu moment for Del Norte’s D’Angelo Gunter. The Mt. SAC Relays two weeks ago was supposed to be a chance to evaluate how much progress Gunter has made during the season. Time is running out to do that. Running in his favorite event, the 400-meter run, Gunter hit the halfway point of the race in fine shape. Things got terrible from there. He faded badly down the stretch and finished seventh in a lackluster time of 51.47 seconds. “Worst race of my life,’’ the junior said. “I came out good, but in the last 100 I had nothing left. “It was a helpless feeling watching everyone else run right by me. “I feel like I should have been second or third.’’ The outing reminded Gunter of his first effort in the state championships. “I got destroyed at state,’’ Gunter

Del Norte track coach Chris Ruff on D’Angelo Gunter recalled. “I wasn’t used to running against better guys like that. “When they blew by me I just froze up.’’ Those two “off’’ days have helped make Gunter a bit more confident about his ability, despite the tough lesson it also afforded him. A gently scolding by Del Norte coach Chris Ruff after the race at Mt. SAC should have the Nighthawks’ football player more prepared and less in awe of whatever talented field he faces from here on out. It’s like Gunter, who plays cornerback for the Del Norte football team, going against his idol Dez Bryant, a wide receiver for the Dallas Cowboys. Gunter is learning how to create a swagger to take on top-flight

performers in either sport. “I think I’ll be a whole lot better prepared the next time,’’ said the 6-foot-1, 170-pound Gunter. “I’m getting more experience. I know who the top guys are now. “In football, I just run loose, stay laid back and have fun. In track, I think too much.’’ When Gunter runs the occasional 100 or 200, or a leg of the 400 relay race, all he does is run. But the individual 400 involves a bit of strategy, especially for Gunter who prefers to hide in the middle of the pack for the first 200 meters. Then he has a short window to make his move. Miss that window and the race will be lost. “It’s all come easy for him,’’ said Ruff, who coached Reggie Bush in track at Helix. “He passes the eye test. He looks like an elite 400 runner. “He’s like most elite athletes. They feel like they can catch anyone.’’ Winning is not that easy. Poway High heating up on diamond again BY TERRY MONAHAN This baseball season at Poway began much like the 2015 season. The Titans were floundering with a 5-7 record last year during the Lions Tournament when suddenly everything began clicking. A resurgent team went on an 18-6 tear the rest of the way to conclude the season with a six-game winning streak to claim the San Diego Section Division I championship with a 10-6 victory over Eastlake in the finals. “We played so well after it all fell into place,’’ Poway coach Bob Parry said. “Tyler Nevin (CIF player of the year and first-round draft pick of the Colorado Rockies) was our rallying point. “There is nothing like a winning streak when it’s happening.’’ The title was the first one since 2009 and the fourth for the Titans since 2006. With a new championship banner in the gym, expectations ran high in 2016 except the Titans tripped again coming out of the starting gate. After eight games, Poway was a lackluster 2-6 with the final game of the Lions Tournament against Henderson (Nev.) Green Valley, one of Nevada’s strongest programs. Former Titan player Anthony Gwynn showed up to watch that game. Parry invited him to sit in the dugout during the game. Gwynn offered advice on how to change the players’ approach. It worked. Poway won 5-4, sparking an

Standing at his outfield position as a 9-year-old, the Rancho Bernardo junior noticed the laces one of his cleats was untied. He bent down to tie them and the batter lined a ball toward Mitchell. “Of course, I missed it,’’ Mitchell said. “Of course, my teammates made fun of me. You could be out there for seven innings and maybe get one ball to you. “I try to move around, back up my bases, anything to keep myself in the game.’’ The plan is working well. Now a right fielder after playing in left his first two varsity seasons, Mitchell now has 10 home runs and 32 RBIs to lead the Palomar League in both categories. He has already surpassed his homer total of six and RBI total of 31 during last year’s run to the San Diego Section Open Division championship. “That was the best feeling ever,’’ Mitchell said. “It was the first time in my baseball career where we won the last game of the season to win a championship. “It felt like everything I imagined it would feel like.’’ Three days after claiming the championship, the Broncos were back playing a summer league game. “That was a little hard to do, going from the CIF championships to an ordinary summer league game,’’ Mitchell said. “The coaches have engrained it in our heads that this is a new team with new guys. “We have to do the things the right way to continue to be Rancho Bernardo baseball.’’ The Broncos are back in contention once again, trailing only Poway, the defending Division I champion, in the league race.

Calvin Mitchell has 10 home runs this season. Mitchell, who was 5-foot-10, 180-pounds then, earned a spot on the varsity as a freshman, turning in a respectable .267 batting average with no homers and 14 RBIs. “He had a lively bat when he got here,’’ Broncos coach Sam Blalock said. “With freshman, they have to play a substantial amount of time to stay here. “We watched him and in Calvin’s case our older players were telling us he could play.’’ His batting average improved a bit to .333 last season. Mitchell, now 6-1, 200, still remembers his first base hit as a Bronco. It came in his first at-bat as a Bronco. “I lined a double down the right-field line against, I think, Carlsbad,’’ Mitchell said. “Drove in a run too.’’ Mitchell now has 86 career base hits. “I do my best to stay up the middle so I don’t become a one-dimensional hitter who tries to pull everything,’’ he said. “When you really hit one

He tried a few other sports like soccer and basketball, but nothing grabbed him like baseball. He played that first year with the Indians and met Garrett Mitchell (no relation) and the two have been best friends ever since. “I remember some of the Broncos from the early 2000s and they were ridiculously big,’’ said Mitchell, who has lived in Rancho Bernardo since kindergarten. “Some of those guys looked like giants when I started watching games when I was 12 or 13.’’ Now Mitchell has become just the latest Bronco to be a giant on the baseball field. Last year’s streak was unbelievable and so is this year’s streak.’’ One thing Parry won’t do is try to figure out why his club is playing to its potential after a second consecutive sour start. “If you can figure out why a team can turn it around so quickly, write a book and make lots of money,’’ he said. “You have to have talent. Sean Land, Jacob Faulkner and Ben Venters recently led a strong effort by the North County Gymnastics boys team at the Region 1 Championships in Santa Clara. Land, a Level 8 gymnast, placed second on the pommel horse with a score of 11.350 and fifth in the all-around with a score of 68.450. Faulkner (Level 5) captured the pommel horse title with a score of 11.550. He also finished in third place in the all-around (64.250), second in parallel bars (11.350) and third in vault (10.200). Venters (Level 5) finished second on high bar (11.00) and fourth all-around with a score of 63.350. Faulkner and Venters was also part of the Southern California

Poway, RB artists to be at ArtWalk BY EMILY SORENSEN Several artists from the Poway and Rancho Bernardo area will be showcasing and selling their work at the Mission Federal ArtWalk on Saturday, April 30 and Sunday, May 1 in Little Italy. Sheila Daube from Poway and Carol Mansfield from Rancho Bernardo are among over 350 talented local artists who will have their work on display at the event. ArtWalk, now in its 32nd year, is from 11 a.m. to 6 p.m. both Saturday and Sunday and is free. Artwork will be on display and for sale, and those browsing the wide variety of pieces can also enjoy music, dancing, food and participating in interactive art experiences. This is the largest fine art festival in Southern California and will showcase every medium, including painting, sculpture, glass work, photography, jewelry and more, all within a 15-block radius in downtown San Diego. New to ArtWalk this year will be live visual art performance pieces incorporated into the entertainment lineup, including Stephen Fishwick, Sarah Stieber and other artists. For both Daube and Mansfield, ArtWalk is a chance to display their art and spend time with friends. Daube has been participating in ArtWalk for about five years, while Mansfield has been a participant for over 20 years. “ArtWalk is a lot of fun,” said Daube. “It’s festive, there’s a lot of people walking by and looking at your art.” Daube, who paints acrylic abstracts and occasionally incorporates mixed media into her pieces, said that a lot of serious buyers and gallery owners will come when the event first opens to see what’s available. “It’s always interesting to see what’s trending in home (by what they buy or are interested in),” said Daube. Daube said that the best time to come is at the end on Sunday, when

Waiting for the best deal sometimes backfires though when it comes to one-of-a-kind pieces. Daube said that sometimes, she’ll have three or four people come back at the end of ArtWalk hoping for the same piece of artwork. “It’s first come, first serve, and as it’s abstract art, it’s almost impossible to replicate a piece,” she said. Mansfield, who will be at ArtWalk with a group of fellow artists from the Visual Arts Group of North County, including fellow Rancho Bernardan Linda Doll, said that the camraderie and spending time with old friends is the best part of ArtWalk. “I love it. I love the energy there, I love the food, I love the outdoors, and the art. I stay the whole weekend, walk around and see old friends and enjoy the good weather.” Mission Federal ArtWalk will be located in between Ash and Grape Street in San Diego’s Little Italy neighborhood. BY EMILY SORENSEN The Soloists Ensemble of the Youth Philharmonic Orchestra, conducted by Alyze Dreiling, YPO artistic director, will perform works by several 19th century composers at 7 p.m. Friday, May 6 at the Rancho Bernardo Community Presbyterian Church, 17010 Pomerado Road. This concert is open to the public. The Soloists Ensemble will be joined by guest soloist John Wilds, a trumpeter with the San Diego Symphony and the San Diego Orchestra. Wilds will be performing Vincenzo Bellini’s “Trumpet Concerto.” “We’re very excited about our guest soloist,” said Dreiling. “He’s truly an exciting, wonderful player.” Wilds and Dreiling are long-time friends who attended music school together and have previously performed together, but this is the first time Wilds or any brass player has guest soloed with the ensemble. Two soloists will perform from the ensemble, with violinist Anh Do performing Jules Massenet’s “Thais Meditation” and cellist Derek Orlowski performing “Pezzo Capriccioso” by Pyotr Tchaikovsky. The ensemble will also perform Carl Reinecke’s “Suite for Strings in G minor” and Hubert Parry’s “English Suite,” which will

This is the first concert of the semester for the ensemble, pushed back by Dreiling taking a small sabbatical earlier in the year. A second concert will be held on June 17, where the ensemble will join with the YPO Percussion Ensemble to perform Béla Bartok’s “Music for Strings, Percussion and Celesta.” “It’s a huge piece, it’s going to be fantastic,” said Dreiling. Outside its normal concert schedule, the ensemble is also performing a free concert at 3 p.m. Saturday, May 21 at the Rancho Bernardo Library as part of the library’s Discovery Concert Series. Dreiling said that despite the slightly delayed concert schedule, the ensemble has been kept busy practicing

and several members traveled to Italy last summer to perform in the Italian Opera Festival outside Rome. Members of the ensemble will be returning to perform in the festival again this summer, Dreiling said. The non-profit Youth Philharmonic Orchestra is dedicated to enhancing the musical, social and intellectual growth of young musicians of all ethnic, cultural and economic backgrounds, through inspired instruction, dynamic ensemble rehearsals and exceptional performances, according to the organization’s website. In addition to the Soloists Ensemble and Percussion Ensemble, YPO also includes beginner and intermediate violin classes, as well as City Heights Music School. RB High holds Mr. Bronco pageant

R

ancho Bernardo High School held its annual Mr. Bronco pageant for its seniors on Friday. There were 15 contestants who competed in talent, formal wear, swim wear and interview question. Kenny Rayburn won a $500 scholarship when he was named the 2016 Mr. Bronco. Also receiving awards were Raymond Velasquez, who was named the audience’s choice; Spencer Nichols, who won the talent trophy for his gymnastics routine; and Kaivan Mohsenzadeh, who was named Mr. Congeniality. The second element is Extra Work (the “Extra Work”), which may arise as a result of the need for emergency work to repair or replace damaged equipment and new Traffic Signal installations. It is expected the successful bidder will provide continuous and emergency services year round (24 hours a day). The Contractor must obtain a Right-of-Way Permit from the City, at no cost, before work begins. Three PUSD schools are Gold Ribbon winners Three Poway Unified schools have received Gold Ribbon Honors. Adobe Bluffs Elementary, Los Peñasquitos Elementary and Willow Grove Elementary schools have all been selected to receive honors under the California Department of Education’s Gold Ribbon Schools Awards Program, according to a press release from PUSD. The Gold Ribbon Awards are temporarily replacing the California Distinguished Schools Program while California creates new assessment and accountability systems. Almost 6,000 elementary schools were eligible this year, with 772 being selected. The award recognized middle and high schools last year. Schools applied for the award based on a model

program or practice their school has adopted that includes standards-based activities, projects, strategies, and practices that can be replicated by other local educational agencies, according to a press release. “I am extremely proud of the success of these schools in making sure all students are learning. The principals, teachers and staff should be commended on their outstanding work in achieving personalized education for our children,” said Superintendent John Collins in a press release. The three schools and their principals Eddie Park of Adobe Bluffs, Deanne McLaughlin of Los Peñasquitos and Amy Huff of Willow Grove will be recognized at the next school board meeting on May 31.

Five regional hospitals earn top grades SAN DIEGO (CNS) - Five San Diego area hospitals received A grades in the annual Hospital Safety Score released Monday by the Leapfrog Group, a nonprofit focused on quality healthcare. The local medical facilities with the top grades were UCSD Medical Center in Hillcrest, Kaiser Permanente San Diego Medical Center in Grantville, UC San Diego Thornton Hospital and Sulpizio Cardiovascular Center in La Jolla, Scripps Memorial Hospital La Jolla, and Tri-City Medical Center in Oceanside. B grades went to Scripps Mercy Hospitals in Chula Vista and Hillcrest, Sharp Grossmont Hospital in La Mesa, Scripps Green Hospital in La Jolla, and Scripps Memorial Hospital Encinitas. None of the 16 major medical facilities in the region scored lower than a C. The Leapfrog Group assigned letter grades to more than 2,500

U.S.hospitals after assessing medical errors, accidents, injuries and infections. Along with the study, the Johns Hopkins Medicine's Armstrong Institute for Patient Safety and Quality estimated the number of avoidable deaths nationwide at hospitals in each grade level. The analysis found that despite considerable improvement in the safety of hospital care since the safety score's launch four years ago, avoidable deaths remain high. Compared to hospitals with A grades, the findings pointed to a 9 percent higher risk of avoidable death in B hospitals, 35 percent higher in C hospitals, and 50 percent higher in D and F hospitals, the report said. Overall, California ranked 37th in the U.S. in the portion of hospitals receiving As, with 23 percent. Vermont was first at 83 percent, and Alaska, the District of Columbia and Wyoming last with none.

Realtors host big Poway garage sale Residents of Rancho Arbolitos and The Palisades in Poway are busy preparing for the annual neighborhood garage sale to be held from 7 a.m. to noon on Saturday, April 30. Crystal Gardens Florist named Small Business of Year BY EMILY SORENSEN The flowers in Crystal Gardens Florist in Poway can stand in their vases a little prouder, as the shop has been named the Small Business of 2016 for the 38th Senate District. Jeannie Hume, owner of Crystal Gardens, said she was “dumbfounded” by the honor. “I found out in late March, right as I was getting ready to go to Ohio and Wisconsin to look at colleges with my daughter,” she said. Hume said she was so busy getting ready for the trip that she asked the representative from Senator Joel Anderson’s office to call her back another day and didn’t hear that she had received the honor. A follow-up email after she returned from her trip let her know about winning. “I said, oh my gosh, you are kidding me,” said Hume. Small businesses are nominated for the honor, and one in each district in the state is chosen. Hume had been nominated by the Poway Chamber of Commerce, she said. “Through working with Dolores Canizales and the Poway Chamber of Commerce, I learned of Crystal Gardens Florist’s stellar reputation for providing beautiful floral arrangements, excellent customer service, and owner Jeannie Hume’s dedication to giving back to the Poway community. It’s my honor to select Crystal Gardens Florist as the 38th Senate District Small Business of the Year,” said Anderson in an email. Hume said she got to

Hume will travel to Sacramento on May 25 to be honored with the other 39 small business owners, where there will be a ceremony and a tour of the capitol. In order to receive the award, the small business owner must be able to travel to Sacramento and receive the honor in person. “How could I not go?” Hume said. The award is given out by the California Small Business Association. Each of the 80 legislators in California is asked to choose a small business of the year from their district, often from nominations from local chambers of commerce and other similar organizations. She will be accompanied by her husband, Chic and her daughter Julie, who is a senior at Poway High School. Her son, Christopher, will be unable to attend as he is away at college. Hume will also be honored by the City of Poway at the May 17 council meeting.

Hume isn’t exactly sure how the city plans to honor her, but said she hopes her family and members of the Chamber and the Poway Soroptimists, of which she is a long-time member, will be able to attend the meeting. “Hopefully, it will be a nice little showing of people,” she said. Crystal Gardens opened in 1984 and has been providing the people of Poway, Rancho Bernardo, Rancho Penasquitos and Scripps Ranch with flowers for 32 years. After several years working out of her parents’ shop, she moved the store to its current location at 13565 Poway Road in the Creekside Plaza shopping center almost 23 years ago. Hume said that receiving the award after almost 30 years in business was “a nice culmination of one’s efforts.” Crystal Gardens Florist is open 9 a.m. to 6 p.m. Monday through Friday and 10 a.m. to 5 p.m. Saturday. Water towers as marketing icons

I

t seems sometimes one can’t drive 100 feet without seeing roadside marketing. Billboards and highway sponsorships dot the landscape. Rest area restaurants beckon us. And gas station logos tower hundreds of feet in the air. How does a building alongside the highway get a driver’s attention? Drivers need to simultaneously see and react to everything around them. Too often the signs or visual cues they’re confronted by become a blur. Plus, most of us are numb from the 5,000-plus marketing messages we’re exposed to daily. As we buzz by at 75 mph, we only half-see any businesses paralleling the freeway. To help customers find you and reinforce your brand, well-planned signage is critical for drawing attention to any business, and especially new ones. Perhaps a water tower breaks through the noise. And with modern plumbing largely rendering water towers obsolete, having one is different. Very different. Today, the best reasons to have a water tower atop your commercial building are image and visibility. Water towers can be useful marketing tools. Santa Ana uses theirs to bill itself as “Downtown Orange County.” The Peachoid (resembling a giant peach) promotes Gaffney, South Carolina and was

featured on the televison series “House of Cards.” Disney’s Hollywood Studios has The Earful Tower (complete with mouse ears). There are water towers designed like houses, corn and castles. Now Rancho Bernardo has gotten its very own water tower at the new Phil’s BBQ. My unscientific survey finds it’s the only water tower in the area. Phil’s sits astride I-15 at the former site of the Elephant Bar. It will potentially draw thousands seeking escape from the plasticized food travelers typically rely upon. Phil’s new construction presents quaintness reminiscent of the Old West. It appeals subconsciously to yearnings for simpler times. And a water tower atop the building cleverly and silently tells its story from great distances. This tower will undoubtedly be supplemented with a billboard down the road reminding drivers to look for the blue tower. The combination of location, offerings, prices, service and the right kind of signage can make a huge difference in any business’ profitability. My expectation: That water tower is about to become a local icon and make Phil’s a favored destination. With that said, I wish you a week of profitable marketing.
