PUSD board will decide fate of supt. on Sunday
Closed session meeting will begin at 6 p.m.
BY EMILY SORENSEN The Poway Unified School District Board of Education will be holding a special meeting at 6 p.m Sunday to deal with Supt. John Collins’ administrative leave situation. The meeting will be held in closed session. The meeting was announced by Michelle O’Connor-Ratcliff, board president, at the June 22 regular board meeting. O’Connor-Ratcliff said at the June meeting that Sunday’s meeting, originally scheduled for July 11, would have the board making a “final decision” about Collins’s administrative leave. She also said at the time that talks with his attorney were still ongoing. O’Connor-Ratcliff said it was the
board’s unanimous decision to make the final decision about Collins on Sunday. Collins has been on administrative leave since April, when a board-requested audit began on his contract. Associate Supt. Mel Robertson has been serving as acting superintendent since April. An interim superintendent, Edward Velasquez, was hired by the board in June and will begin on Aug. 1. Things have been contentious between Collins and the board of education for some time, with Collins retaining a personal attorney in November and the board following by hiring its own special counsel, Maribel Medina, in early December. Lawyers have been meeting regularly in closed session for contract negotiations regarding Collins ever since. The bad blood between Collins and the board began even earlier, SEE PUSD, A10
Ryan enters council race as challenger BY STEVE DREYER A Heritage Hills resident and real estate broker has become the first challenger for two seats on the City Council. Jonathan Ryan announced his candidacy on Monday, saying he was motivated by recent council decisions and disclosures out of City Hall. Incumbents Jim Cunningham and Barry Leonard had previously announced they will seek new terms in November. “Living in Poway has been great but the last couple of years, it seems like every week I read
something that the city is doing that I don’t agree with,” Ryan wrote is his announcement. “I don’t think the citizens agree with what is happening either. We have a surplus that the council is spending by tearing down and replacing the community center for a cost in excess of $20 million. Rancho Bernardo Soroptimists change name, expand area Club wants members from 56 corridor to coast BY ELIZABETH MARIE HIMCHAK Soroptimist International’s Rancho Bernardo club has changed its name to reflect its regional membership area. As of July 1, the club became Soroptimist International North San Diego. It also moved its twice monthly luncheon meetings to the Olive Garden in Carmel Mountain Ranch so the gatherings can be more centrally located, said President Alice Dodd. "We wanted to be a little more inclusive," Dodd said, explaining while most members are from Rancho Bernardo, it has some from Rancho Peñasquitos and 4S Ranch. The club would like to attract members from communities such as Del Sur, Rancho Santa Fe, Del Mar and Carmel Valley, since there are no Soroptimist chapters in those areas, said Soroptimist Ginny Brown. She said the region’s other clubs are in Poway, La Jolla, Vista and Oceanside. Dodd said one of her goals as president is to increase the number of young women in the organization since its focus is on helping women and girls. "It’s important that they hear what we do, because they will be pretty impressed," she said. One of the club’s projects — which it does with the Poway club — is to provide transitional housing for women and their children who are rebuilding their lives after escaping domestic violence. The Soroptimists provide four furnished apartments to help the women for 18 months as they get job training or finish their education. Members also mentor the women so upon program completion they can support their families through new careers. Dodd said she would also like the club to increase its networking with other organizations that help women, especially the homeless and abuse victims. One example is Reboot, an organization she said works with female veterans whose military job training is not smoothly translating into civilian jobs. Another is the San Pasqual Academy, a county-run boarding school that helps
local foster children complete their high school educations. "They’ve had wonderful success with the kids who at one time had very troubled lives," she said. While community service is a large component of the organization, Brown said there are also many social activities throughout the year so the current 25 members can just have fun. Their largest fundraiser, which they hold with the Poway club, is an annual High Tea. This year it was at the Grand Del Mar. Proceeds went toward the transitional housing program and other endeavors. Dodd said she became a Soroptimist after attending the High Tea a few years ago. "(During the tea), I heard from two women who benefited from the transitional housing," she said. "They were domestic violence survivors and upon hearing their stories I thought ‘Wow, this is so important. I want to be involved.’" She joined three years ago and last year was recording secretary. The Rancho Bernardo resident for 11 years is a Chicago native who lived most of her life there. She is a retired actress, who was mostly in theater and made about 150 television commercials during her career. She has not retired from singing, however, since she performs in the area as a member of the Rhapsody Singers. "Singing is really important to me," Dodd said. The Soroptimists are meeting in a new location, the Olive Garden at 11555 Carmel Mountain Road in Carmel Mountain Ranch. They gather at noon for a business meeting on the second Wednesday and a program meeting on the third Wednesday from August through June. There is a social in December in lieu of the meetings. Club dues are $135 per quarter (it covers luncheon costs) plus the international organization’s dues of $95 per year. Poway High grad has pilot on Amazon
BY EMILY SORENSEN A Poway High School graduate and animator has a new cartoon pilot that is available for viewing on Amazon. The pilot, for “Toasty Tales, will be available to watch until July 17. It is a children’s program. Animator Caroline Foley, who graduated in 1999, said she and her creative partner, Tom Borowski, have been working on “Toasty Tales” for about four years. Though you might not be aware of it, you might have seen some of Foley’s previous work. She’s worked on the popular animated series “Bojack Horseman,” “Rick and Morty” and several others. If enough people watch and write in about “Toasty Tales,” it’s possible that Amazon could pick it up for a full series, said Foley. Viewers can help by watching, rating the show, commenting and filling out an Amazon survey about the show, said Foley. “Toasty Tales,” which is aimed for the 6 to 11 age range, is about three marshmallows named Waffle, Burger and Pants who live in Move-Along National Park and who are best friends and go on adventures. They share their campground with Glenn, a grumpy park ranger.

Foley, in addition to helping create the show, worked on the transition sequences, was the lead character designer, head storyboard artist and is an executive producer for the show. “I have no idea how we came up with (the characters) being marshmallows,” said Foley. “But they were always named Waffle, Burger and Pants - Pants because he always wears pants on his head.” In addition to working on “Toasty Tales,” Foley is a lead
off in high school, when she had the opportunity to take an animation class with Claudia Johnson. “When I saw the class was being offered, I took it,” she said. She attended CalArts and graduated in 2007. The first major studio she worked with made the stop-motion animation show “Robot Chicken.” “I enjoyed it, but my focus in school was in 2D art,” said Foley. She also worked on the “Bojack Horseman” pilot, another
animator for “Rick and Morty,” a popular show in Cartoon Network’s Adult Swim programming block. “Rick and Morty” is currently in pre-production for its next season. “I’ll come on in a couple of months (to begin animation),” said Foley. “I’m currently directing a short for MTV with Tom (Borowski).” Foley said she’s always been interested in animation and loved the Disney classics growing up. Her love for animation really took
animated series, before working as an animator and as lead animator for “Rick and Morty.” She has also worked as an animator for HBO’s “Animals.” Foley said that if “Toasty Tales” gets picked up, she will be “very busy” making new episodes for it. “It will probably take a year or two (to make the episodes),” she said. “Toasty Tales” is free to watch online at http://tinyurl.com/z4rxjtz (or by searching “Toasty Tales” on Amazon.com).

BY ELIZABETH MARIE HIMCHAK 4S Ranch Ambassador Girl Scout Abhi Nathan has used her public speaking skills to help children improve their abilities when talking before an audience. “It’s mainly their fear of messing up,” Nathan said. “(I noticed) that when presenting to just me they were perfect, but when before a group it was a lot harder ... because everyone’s watching.” For her Girl Scout Gold Award project she worked with eight elementary school classes at Design 39 Campus and Creekside Elementary, mostly fourth and fifth graders, but also a first grade class, Nathan said. Her project included writing a children’s book on the topic, which a friend illustrated, and having the students do various games and activities designed to encourage the children to become comfortable with public speaking. “The problem with public speaking is how to make it fun,” she said. Nathan said she has a lot of experience since speech and debate team has been a big part of her high school experience. The recent Del Norte High graduate who is headed to the University of California Berkeley in fall was her school’s speech and debate team president as well as its Model UN president. “(Speech and debate team) influenced me and I met cool people,” she said. Though comfortable with speaking in public, Nathan said the project was a learning opportunity for her too. “I learned a lot about my community and (ended up) talking to a lot of different people,” she said. “It was a really humbling experience to ask for help. I had to connect with people in my community and learned how to communicate with kids in different age groups.” The daughter of 4S Ranch residents Selvi Nathan and Senthil Nathan has been a Girl Scout for seven years and previously earned the Girl Scout Silver Award.

When telephones came to Poway
A
t the time the first commercial telephone exchange opened in New Haven, Connecticut in 1878, homesteaders were just beginning to populate the valleys that made up Poway. The first post office, in the postmaster’s home, had opened in 1870 and a stage coach would soon be offering service through town, going from San Diego to Escondido daily, providing connections to the “outside world.” As farmers prospered, they began to eye the advances of the then-modern world. High on the list was telephone service. In 1908, a group of civic-minded farmers — including Oscar Nelson, builder of the Nelson House that is now located in Old Poway Park, and members of the prominent Kent and Flint families — held a meeting to in the Town Hall (IOGT or Templars’ Hall) to establish a telephone exchange. The founders agreed to invest $30 per share (thousands in today’s dollars) to establish the Poway Rural Phone Company. Templars’ Hall has been relocated twice over the years en route to its current location in Old Poway Park. Coincidentally, the current telephone switching station on Midland is
located at approximately the original location of the hall. For years, the service remained local and very basic, with the exchange in a home or the post office (often itself in a private home) for years. If you wanted to call your neighbor, you’d have to hope someone was at the switchboard to place the call for you. It wasn’t until August of 1947 that subscribers could dial their own local calls, at least to neighbors who weren’t on the same party line. This was a quantum leap in technology. A letter to customers from The Pacific Telephone and Telegraph Company explained the process in great detail. Each Poway customer now had a 4-digit number. All Poway numbers began with 2. Customers shared “party lines” with some of their neighbors. To place a local call to someone not on their party line, the customer would simply wait for the tone and dial the four numbers. “If you have dialed the numbers correctly, you should hear a ringing tone, an intermittent burring sound, which indicates that the called number is ringing,” the letter noted. The first directory listed Poway subscribers with their numbers and the ring pattern. A few

The various party lines were designated by the middle two of the four digits. For example, dairyman Sam Bruinsma (2117), the Carpenter family (2112) and the County Road Station (2111) were among at least eight on that party line. If someone was on your line, you would need to dial the operator, give her the number you were calling and tell her that it was on your line. Each number on a party line would have its own specific ring tone. (I still remember that, when we were on a party line in the mid-1950s, our ring was two longs and a short.) Poway phones would be designated with the prefix RIverview 8, Through the years, prefixes, area codes, direct dial long distance and other features were added. Each came with a learning curve: Think of introducing someone who had never seen one to a modern smart phone. For that matter, think of when you first one. Those forward-thinking farmers who took the bold step of setting up Poway’s first phone exchange more than 100 years ago would no doubt be astounded at what has become of “their” telephone system. Sellers said that the closed-session meeting on Sunday would include a hearing for Collins, which is a stipulation of his contract. Collins requested that the hearing be held in closed session, said Sellers. The board will also meet with legal counsel on several topics, including possibly preparing for litigation against Collins, Sellers said. Velasquez has also been invited to come meet with the board as a whole during the meeting, to talk about the terms of his contract and find out his plans for his time as interim superintendent, said Sellers. While Velasquez plans to meet with each board member individually, said Sellers, the board also wants to meet with his as a group, as the next board meeting will not be held until Tuesday, Aug. 23. An agenda for the meeting will be available later this week on the district’s website.

Though he and his family have lived in San Diego for decades, Mangiavillano grew up in New Jersey, living across the street from his childhood friend Frankie Valli of the Four Seasons and a couple of streets away another childhood friend, actor Joe Pesci. Singer Connie Francis also lived in their neighborhood. Music has been a part of Mangiavillano’s life since childhood. Mangiavillano said he, Valli and Pesci were all interested in pursuing music careers when they were younger. Mangiavillano began cutting hair when he was 11 years old. “There were no barber schools in New Jersey. I started shining shoes (in a barber shop), and when I was 14, I lied about my age and got an apprentice’s license. I’ve been cutting hair since I was a kid.”

Mangiavillano opened a barbershop with Pesci in the 1960s, which attracted some interesting clientele, he said. “Gangsters that (saw us sing in nightclubs) came to our dumpy shop and told us it was a dump,” Mangiavillano said. “They told us to find a nice place uptown and they would pay for it, as long as we’d close the shop whenever they asked to take care of their VIPs.” The shop was a success, Mangiavillano said, with five stylists and a manicurist, but after five years, both men were itching to get back into the music scene. “I had so much fun with Joey at the barbershop, but after five years, we realized the shop had us. I had offers to travel with shows,” said Mangiavillano. “Joey sold (his part in the shop) and went into music, and so did I.” While pursuing music, Pesci’s acting career took off. “Joey always wanted to be a nightclub singer, but he found his niche in acting,” Mangiavillano said.
After selling the shop, Mangiavillano said he moved out to California, connected with an agent, and began performing in hotels, resorts, at events at the Wild Animal Park and at the Atlantis nightclub. “The Atlantis was the most gorgeous nightclub in San Diego,” said Mangiavillano. He also performed in Hawaii. He performed as a nightclub singer for 30 years under the name Sal Villano. “That was my stage name, because they didn’t have enough room on the marquee (for my real last name),” said Mangiavillano. After 30 years on the road, which included performing for President Nixon and on the Queen Mary, he retired from singing and returned to his barber roots so he could spend more time with his grandchildren. “I wanted to stop traveling and see my grandkids grow up. I had already missed my own kids (growing up),” he said. Mangiavillano’s love for his
grandchildren is evident from the numerous pictures that surrounds the mirror of his barber chair. One of his grandchildren works on Air Force One, while another is a doctor. A third grandchild is a sheriff. “I’ve had a lot of fun,” said Mangiavillano. “I tell my grandkids that if I hadn’t done what I did, they wouldn’t even be here.” Mangiavillano said he remains good friends with both Pesci and Valli, despite never reaching the same fame they did. “I’m the only happy one,” he said. “Each of my buddies became multi-millionaires, but I became a multi-millionaire with my grandkids and I couldn’t be happier.” He also has no plans to fully retire from the shop, though starting in September he plans to limit the shop’s hours to 9 a.m. to 3 p.m. Friday through Sunday only. “I’m going to die behind the chair,” said Mangiavillano. “It’s too much fun.”

Forum on wildfires to be held July 14 Deputy Fire Chief Jon Canavan will talk about wildland fires during a community meeting to be held at 7 p.m. Thursday, July 14, in the Poway City Council chambers, 13325 Civic Center Drive. The combination of historic drought conditions, warmer temperatures, Santa Ana
winds and an excess of dried vegetation has made fire seasons progressively worse over the past 50 years. The May 2014 San Diego County wildfires burned 26,000 acres of land and cost close to $60 million, including $29.8 million in destruction or damage to private property and $27.9 million in the costs of firefighting, support, and environmental damage. Poway increases outdoor water frequency Poway residents and business owners may now water their outdoor landscaping three times per week. The relaxation of restrictions, from twice a week, went into effect July 1. Watering days will be the same for all residents and businesses: Monday, Wednesday and Friday. Additional restrictions (such as no more than 10 minutes per station and watering only before 8 a.m. and after 8 p.m.) remain in effect. The change is the result of new policies at the state level, as well as local efforts to conserve water. Over the past year, Poway’s water savings was nearly 30 percent, well above the state mandated target of 24 percent. In May alone, residents conserved an unprecedented 42 percent compared to May 2013. "Poway residents stepped up, as they always do, and did their part to help us reach
our water conservation goal,” said Mayor Steve Vaus. “I have no doubt folks will continue to stand shoulder-to-shoulder with the city as we weather the ongoing drought and embrace water conservation as a way of life.” The San Diego County Water Authority recently certified that the region had sufficient supplies to meet projected water demand over the next three years, which led to mandated conservation targets being dropped for the region. This action was taken after California’s emergency regulations shifted from state mandated conservation targets to a regional supply-based approach. Residents are encouraged to continue to be smart and efficient with their water consumption. Poway expands community grant program The City of Poway has expanded its community contributions program and is inviting non-profits and school groups to apply for funding. The City Council held workshops on April 5 and May 17 before deciding on June 21 to increase both the budget of the annual program from $6,500 to $15,000 and the maximum amount groups may receive, from $1,500 every three years to $2,500 annually. The council also decided to give the city manager the discretion to review and approve or reject applications. Applications will be reviewed within 30 days receipt. Last October the council asked city staff to reevaluate the contributions policy and the program’s criteria and budget. The two workshops were held and the adjustments were requested and incorporated into the new policy that was approved as part of the June 21 consent calendar. To be eligible for a grant, the activities must
be hosted by a Poway-based group or 50 percent of a group’s membership must be Poway residents. Eligible school groups include those that represent schools located within the city limits. Eligible community groups include non-profits and groups partnered with a non-profit. Funding for events can only be used to offset event expenses. City contributions cannot be used as a direct contribution to fundraising. Funding will be on a first come, first served basis. Groups may apply for more than one grant, but the total amount awarded to the group cannot exceed the annual cap of $2,500. (Poway High School is the only exception and is eligible for up to $3,000 annually.) The grant year runs with the fiscal year, July 1 to June 30. Chabad of Poway celebrates 30 years N
Gala dinner and auction draws nearly 300
early 300 people gathered June 26 to celebrate the 30th anniversary of Chabad of Poway with a gala dinner and auction. The evening started off with cocktails, hors d’oeuvres, a live band, wine tasting from Herzog Winery and silent auction. Just before the closing of the silent auction, Congressman Scott Peters addressed the crowd with warm words as he showed respect for the local Jewish community and shared thanks to Chabad of Poway for all the programs and services they have provided the North County Inland community for the past 30 years. The event continued in the synagogue banquet hall with a 5-star kosher gourmet dinner, catered by JB catering. As a Jewish festive meal starts off with challah, the pioneering members since 1986, were honored with the “hamotzi’ (blessing on the bread) as an appreciation for their continuous support and commitment. The evening continued with a live auction and raffle. A montage of the past 30 years was shown during dinner, bringing back many memories from when Chabad started off in different store fronts until, finally, the purchase of Chabad’s permanent home off Rancho Bernardo Road and the many activities that have taken
place since then. Rabbi Goldstein, director of Chabad of Poway, shared how his inspiration to move here from Brooklyn, New York in 1986, was from his spiritual leader and rabbi, the Lubavitcher Rebbe, Rabbi Menachem Schneerson. With the rebbe’s blessing, Rabbi Goldstein and his wife set out to build a vibrant Jewish community in a place devoid of any religious observance. A short clip of the rebbe, narrated by John Voight, explained the mission of the rebbe to empower every individual to be a giver. Every Sunday the rebbe would hand out dollars to all who came, making them his partner to give it to the charity of their choice. He explained that when two people meet, something good should result for a third. Rabbi Goldstein then presented one of these dollars he received from the rebbe to the founders of this Chabad Center, Dr. Ray and Kim Poliakoff, in appreciation for their dedication and ongoing commitment to the Jewish community The night concluded with dessert and entertainment from world-renowned mentalist Marc Salem, who has been seen on Showtime and The Late Show with Craig Ferguson, astonishing the crowd with his performance.

Do we celebrate a date or an event? BY MIKE VAUGHN or several years I have been wondering if anyone still remembers what is it that we celebrate on the Fourth of July each year. For most it seems to have devolved into a meaningless cause for a beach day, a picnic and some fireworks that are shot off simply for our entertainment. There has been a loss of cause suffered in this country. We have forgotten the sacrifices and hardships long ago fought by our ancestors, or, for those new amongst us, the patriarchs of this country. They did not die for a date. They did not give up everything they had or would be for a picnic. Fireworks were the furthest things from their desire. They suffered, sacrificed, fought and died for our independence as a nation from a tyrannical, oppressive regime. They gave up their futures so that future generations would have the freedoms of which they could only dream. Generations after them have followed suit – have sacrificed, fought and died to maintain that which our founding fathers fought so gallantly to obtain. The struggle continues to this day both on foreign soil and within our own borders. Can we not, therefore, at the very least, celebrate this holiday with the acknowledgment of that for which it stands. Please, let us stop calling it “July Fourth” as though that had some meaning. Let us call this day “Independence Day” and remember why we have fireworks. “The rockets’ red glare, the bombs bursting in air, gave proof through the night that our flag was still there.” Our flag is still there and so is the United States of America. OUR READERS WRITE Need for board? Regarding “Planning board wants to have a say in projects,” (News Journal, June 16) I must say I agree with Vice Chairwoman Robin Kaufman’s statement that “There is no need for a planning board … if every project is ministerial”. We live in a community that is over 90 percent built out, which for the most part tends to reduce the real need for a planning board. What I am having a problem with is a planning board that doesn’t seem to know the difference between a ministerial permit and a discretionary permit. The former requires permits to be issued as long as the project meets the requirements for a permit, so when you go down to get a permit to change your water heater you are not subject to one of the various discretionary permitting processes the city has. You get the permit and the inspector signs off when you have completed the work per the regulations. On the other hand, if a permit is discretionary then there may be public hearings or input required prior to the issuance of a permit. Just which one of those processes do you think most people want to go through? And now that we have seen that the planning group seems upset that they didn’t know or weren’t consulted, I would say that makes the choice even clearer. Coco’s to IHOP or Burger King to McDonald’s, are these people serious? How many times in this community have our banks or other businesses changed their names or done a facelift? Does that require community input? No, but if the business would like, it certainly can come to the community for
assistance or input.

Suspend city manager Poway City Manager Dan Singer donates $10,000 of Poway residents’ money to the Tony Gwynn memorial. (News Chieftain, June 22.) It’s a backroom deal that he negotiated to erase $90,000 in SportsPlex rent owed to Poway that was not collected due to errors at City Hall. Singer agreed to settle the debt for $15,875 with $10K going to the memorial. He told nobody until the Union-Tribune asked to see the lease. Councilman John Mullin called the deal wrong financially and wrong morally. I highly agree. Then there is the $800,000 uncollected in another error involving Pomerado Hospital water bills. The worst, in my opinion, is the $20 million (maybe $30 million or more) that the council has approved to tear down and rebuild a perfectly good Community Center in Community Park. The council rejected the notion that that a remodel might be a better way to improve the complex. It’s other peoples’ money. Back to Singer. I asked the mayor and council to suspend him pending a full investigation. I got no response. I mean, a councilman found his conduct immoral? We know of two bad deals. D
iscussion about prescription drugs tend to focus more on opiates, what may be more popular among the teens I see are a class of drugs called benzodiazepines. These drugs have a few names that may appear in your medicine cabinets and are generally prescribed for serious anxiety problems. All drugs in this class are highly addictive, and carry a high risk of overdose at low doses. Teens who use these drugs are usually unaware of how dangerous the drug they are taking is. Xanax, Klonopin, Valium, and Ativan are only a few of the trade names that benzodiazepines are sold under. Prescribing these drugs for panic and anxiety disorders are
common practice, but they do appear in less severe cases such as fear of flying or the dentist and some sleep disorders as well. By and large these are prescribed in tiny doses, tenths of milligrams in some cases, most pills are designed to be broken into smaller pieces. However, despite prescribing guidelines and dosage listings on each bottle, when teens find these pills they tend to take multiple pills or even a whole pill that is designed to be broken down into multiple doses. Intoxication looks like most other “downers” (central nervous system depressants), they will look drowsy, depressed, delayed responses, very close to “drunk.” Overdose results first in unconsciousness, and then in

ive light and the people will find their own way. The was the longtime motto of the former Scripps Howard Newspapers. The essence of that slogan – that voters will act in their own interest if they know enough about an issue or a politician – is at the heart of two measures that might just be California laws less than one year from now. One is the so-called “NASCAR Initiative,” which would require all state legislators to wear the emblems or logos of their top 10 campaign donors every time they attend an official function. Imagine if that had applied to the ongoing series of primary election debates in both parties this spring: The stage at early contests with as many as a dozen candidates splayed across a series of stages would have looked a lot like the infield at the Indianapolis Speedway or the Auto Club Speedway in Fontana, where dozens of race car drivers in
fire-resistant jumpsuits are festooned with logos of car companies, breweries, battery makers and many more. What logos would some candidates have chosen to represent the industrialist Koch brothers or other large funders of their Super PACs? Would Democrat Bernard Sanders have been the only candidate with a plain business suit? Would donor logos have made attractive accessories for the pantsuits usually worn by candidate Hillary Clinton? They certainly could have made voters better informed, as the words emerging from her mouth and others’ could much more easily have been evaluated in the light of their sponsors. No one knows just now, because no polling has been done on it, whether this somewhat whimsical idea pushed by Rancho Santa Fe businessman John Cox will make the ballot and then pass at the polls. Or, if voters do pass it, whether it would pass
constitutional muster. How people dress can be interpreted as a form of speech, which might make this measure a First Amendment violation no matter how popular the idea might become (by late April, it had more than one-fourth the signatures needed to reach the fall ballot). So it’s good to have backup. And the newest version of the California “Disclose Act” would provide some of that. This measure, first proposed at the end of the last decade by then-Assemblywoman Julia Brownley of Ventura County, now a Democratic congresswoman, is less splashy than the NASCAR proposal, but might be more effective because it contains no discernible constitutional issues. Known this year as AB 700, the Disclose Act would force all political advertising to clearly and prominently list the top three “true” funders of any ad in large, clear type, one name per line, on a solid black background. This would be the
respiratory and circulatory shut down, this is an extremely high risk for someone using another person’s prescription that was calculated for a different weight. Some effects of benzodiazepines are secondary to the intoxication but are important to keep in mind, especially with teens abusing them. Retrograde amnesia is memory loss of an event in the past, many drugs can cause this effect including alcohol; Benzos are extremely good at wiping the memories of its users, I’ve worked with multiple teens who report missing days and weeks from their memories. When use progresses, the concern turns to tolerance and withdrawal. There are only two substances on earth which the detox symptoms alone can kill a user, one is alcohol, the other is the subject of this article. Seeking any kind of help once use has progressed may be problematic as the dangers of detoxing from these drugs are so high that some facilities simply won’t take the risk. Many teens I’ve worked with who use benzodiazepines have a very warped view of the drug. Their belief is that because it comes in a pill bottle and a doctor prescribes it (even though it isn’t for them) it must be first law in America to finger so-called “dark money,” which is donated to some political action committees and non-profits in ways specifically aiming to keep them anonymous. This measure passed the state Assembly on a 60-15 vote, with all Democrats voting in favor, along with nine Republicans. GOP members voting against openness in political financing included the Assembly minority leader, Chad Mayes of Yucca Valley. Said Democratic Assemblyman Jimmy Gomez of Los Angeles, “Voters deserve transparency in our electoral process. (The Assembly) vote moves us forward in the fight to undo unlimited money in our elections.” In fact, passage of the Disclose Act could provide the first true test in many years of whether the old Scripps Howard motto remains valid. If voter preferences were to change as disclosures are made in TV commercials and newspaper ads, that would be a reliable sign of public reaction to new information. If both measures should pass, California could end up with the greatest amount of openness in American history. That would be an even better test of whether Scripps Howard, which for generations used a lighthouse as its logo, was correct. Elias is a syndicated columnist. Reach him at tdelias@aol.com.
safe and any danger is likely exaggerated. They are genuinely shocked to hear that they’ve been taking a drug arguably more dangerous than heroin. The drug subculture is awash in pseudoscience and anecdotal evidence about how safe some drugs are vs. others. This can happen because when we discuss drugs with teens we aren’t up to date with the best current research or were never given correct information in the first place. Teens often bundle everything told to them as a lie or attempt to control their behavior once they find a single inconsistency. This pattern repeats itself but in the case of benzos it’s exceptionally dangerous. If you have excess medication that is unused, get rid of it. If you don’t know what a drug is and think it may be a benzo, almost all of them end with “zepam”. She also taught art to children. The last 25 years of her life found Loretta spending time once again creating art as an extremely talented painter, working in mixed
media, and winning many art awards as an exhibiting artist in gallery shows, both in California and in Massachusetts. She also taught her husband, Paul, to paint and he became an artist in his own right. Loretta and Paul had their last joint art exhibit as recently as 2014. PGSL all-star team wins district title BY MICHAEL BOWER Printed on the snack shack at Aubrey Park are the names of the players that were on the 2004 14-and-under Poway Girls Softball League All-Star team. Those names are up there because that team captured the North San Diego District championship. No names have gone up for the same reason since … until now. The 2016 8U Gold PGSL All-Star team became the first squad at any level from the league in 12 years to win a district title. The 8U team beat North Shore 6-2 on June 26 to claim the North San Diego District crown and earn a spot in the state championship tournament in Palmdale, which runs Friday Sunday. “During a practice one day I took the girls to the snack shack and I showed them the names of the girls from the last championship team,”

8U PGSL All-Star coach Sonny McGowan said. “I told them that if they win their names can be on the snack shack. They were pretty excited about it.” Soon their names will be alongside those on the 2004 14U squad, but first there is a state tournament to try to win. McGowan knows the challenge ahead will be tough, but he and the team is looking forward to it. “Our goal was to win district,” he said. “We did that; so everything else we do now is the gravy on top. There are going to be a lot of tough teams that have deep pitching out
there. We are just going to go out there and do our best.” Doing their best has helped them win two tournament titles and finish second in two others out of six played. Pitcher Mya McGowan, who is also one of the top hitters on the team, was lights out in the district tournament. Broncos’ QB verbally commits to Fresno State
BY MICHAEL BOWER Some high school football players enjoy piling up the scholarship offers before making a decision on their next destination. Mark Salazar might have done the same, but he was lucky enough to find the perfect fit right away. The Rancho Bernardo High senior quarterback verbally committed to Fresno State University recently. The Bulldogs, who play in the Mountain West Conference, are the only program to offer Salazar a scholarship thus far, but more offers were and still are likely to come before February’s official signing day. “I honestly saw myself waiting until February to pick a school, but I just felt this was the right thing to do,” said the 6-foot-3, 185-pound Salazar, who helped lead the Broncos to their first state championship in school history last year. “I wasn’t worried about piling up a bunch of offers. I was just worried about getting the right fit for me.” Fresno State ended up being the right fit for multiple reasons, says Salazar. Former Bronco lives dream at Olympic Trials
Riley Spitser competed in the 400-meter freestyle event
BY TERRY MONAHAN She may have been lined up in Lane Zero, with the other nine swimmers to her left, but Riley Spitser was exactly where she’d always dreamed she wanted to be. Spitser, less than a month after graduating from San Jose State, took her dream shot last week with hundreds of the country’s best swimmers at the Olympic Trials at the CenturyLink Center in Omaha, Nebraska. Starting with the 83rd best time in the 400-meter freestyle event did not give the 2012 graduate of Rancho Bernardo High a lot of hope of grabbing one of the two spots on the American Olympic team for her event. When her heat was all over, and her chances of heading off to Rio de Janeiro next month officially ended, Spitser was still able to smile about her first trip to the Trials. “That was a whole different level of excitement,’’ the 21-year-old said. “It was really hard to concentrate. All the pizz-azz was hard to ignore. “Ultimately, I told myself I still had to do what I’ve done hundreds of times.’’ Spitser’s official time was 4:16.63, good enough for eighth in the 11-man field in her heat.

Now home for a brief time before she heads back to San Jose to continue her training and look for a job in public relations although her dream is to be an actor, Spitser could still feel the excitement of just being at the Trials she qualified for more than a year ago at the Los Angeles Invitational.

“I was more nervous in the waiting room,’’ the 5-foot-10 freestyler said. “On the starting block, I was able to zone it all out. “I had a moment during warmups where I kind of panicked a bit. Being in the moment at the pool was so much cooler than watching it on TV. “I did sneak a look at the huge jumbo-tron just to see myself during introductions.’’ Spitser began swimming in a summer program after the family moved to Maryland before moving back to San Diego a few years later.
Fourteen years after mom thought she would enjoy the sport she competed at in college, Spitser got a taste of the big-time. And she liked it. She liked it enough to aim for the 2020 Trials. “My brother Jack wants to compete in 2020 too, so right now I’m thinking I want to go again,’’ said Spitser, the two-time swimmer of the year at San Jose State. “I think it would be harder to not keep swimming, to stop doing something I’ve done every day since I was 7. “It wasn’t like I had a chance to make finals. I went there to enjoy my time with the best swimmers and soak in everything I could. “To make the Olympics would be a crazy dream.’’ Spitser’s most humorous moment at the Trials involves swimmer Colleen Humel of Chicopee, Mass., who was walking along the pool deck when she noticed multiple gold medalist Michael Phelps walking toward her. “She was so flustered when he walked by her that she tripped,’’ Spitser recounted. “She should have fallen into the pool so he would have to jump in and save her.’’ Her second best moment was the discovery of therapy dogs hanging around the athletes in the waiting room to help calm down the athletes. That’s a pretty good view of the best moment in Spitser’s life, even from as far away as Lane Zero.

And the coaches are great and they tell you the truth whether you like it or not. They will play the best guy whether he is a freshman or senior.” It also doesn’t hurt that Fresno State is only about a six-hour trip from San Diego. Salazar’s family will be close enough to attend home games. The Bulldogs have been pretty wide open at the quarterback position since Derek Carr was selected by the Oakland Raiders in 2014. Salazar is hoping to turn in a stellar senior year at Rancho Bernardo and then go straight to Fresno State to compete for a spot on the roster. “That is the goal,” he said. “I definitely want to go in there and compete, win the job and play early. They are definitely going to give me a chance.” The Broncos are coming off their best season in school history. Salazar knows the pressure is on to repeat last year’s success, which included a Palomar League title,

It will certainly be tougher since Rancho Bernardo will play in Division I this year. “It is going to be difficult to repeat last year,” Salazar said. “Only a few teams in the state have ever done it, but it is our goal to try.” Salazar threw for 2,248 yards and 21 touchdowns to just eight interceptions in 2015. He rushed just 35 times for 161 yards and four touchdowns. The passing and rushing yardage could balloon this season as Rancho Bernardo could move to a more pass-heavy offense. “We are going to open it up,” Salazar said. “The coaches and I have talked and we are going to let our athletes be athletes. We have a lot of talented guys that can make plays and we are going to let them. “We also have a backup quarterback this year. Last year we didn’t have one. So, I am going to have an opportunity to show my athleticism. I am rated as a pocket passer, but I want to show I can run it.” The first chance Salazar will have to do that is August 26, when the Broncos travel to Eastlake in the first game of the 2016 season. teams from the North County. PGSL scored 12 runs in two of its four games. The team, which features five returning all-stars and seven newcomers, was 22-5 leading up to a tournament it played in this past weekend in Escondido. The 8U Gold team is not the only all-star squad from PGSL to advance to the state championships. The 14U team took third place in its district tournament and will also compete at state.

Sam Hinton Folk Festival is Saturday BY EMILY SORENSEN The 2016 Sam Hinton Heritage Folk Festival returns from 10:30 a.m. to 5 p.m. Saturday, July 9. This will be the 11th year the festival will be held at Old Poway Park, 14134 Midland Road. The festival was founded in 1967 by legendary folk musician Sam Hinton. Hosted by the San Diego Folk Heritage, the festival is free and open to the public. The Sam Hinton Folk Festival celebrates the life of Hinton, who passed away at the age of 92 in 2009, as well as his many contributions to the folk music scene throughout his musical career. This year’s festival will feature a wide variety of acoustic and folk music by San Diego based-musicians, as well as dancing, storytelling, open mike sessions and jam sessions. The festival will be preceded by the Farmers Market from 8 a.m. to 1 p.m. Rides on the Poway-Midland Railroad will also be available to ride for a nominal fee.
The music will begin at 11 a.m. and run through the end of the festival in the gazebo. The Levi James Trio will perform at 11 a.m., followed by Chris Clarke and Dane Terry at noon; The North County Bluegrass Folk Club’s house band Homegrown Tomatoes at 1 p.m.; Cassie and Maggie MacDonald at 2 p.m.; Jeffrey Joe at 2:30 p.m.; Enter the Blue Sky at 3 p.m.; and Virginia and Lou Curtiss at 4 p.m. There are also open jam sessions, under the “sweater tree” behind Templar’s Hall. Bringing a folding chair to sit on is recommended. At 11 a.m. is an Irish session, hosted by Nishi of House of Ireland Musicians. An Old-Time open jam session will be at 1 p.m. hosted by Larry Edwards of Old Time Musicians. Also at 1 p.m. will be a bluegrass open jam session in the picnic area (look for the banner), hosted by Mary Jane Cupp of the San Diego Bluegrass Society. There will be an open mic set up on the boxcar stage hosted by Lawrence Greene from 12:30 to 2:30 p.m., so bring your favorite instrument and

Templar’s Hall and will be called by Chris Page, with Last Minute Band with Martha Wild providing the music. The festival wouldn’t be complete without storytelling and there will be a wide variety for you and your family to enjoy. The stories begin at noon in the Porter House with “Robbers, Outlaws and Other Folks,” followed by “Stories of Strong Women” at 1 p.m. This year’s storytellers include Jim Dieckmann, Linda Whiteside, Marilyn McPhie and Aunt Li-Anne. A kids open storytelling mic session will begin at 2 p.m., followed by an adults open mic storytelling period at 3 p.m. If you have a story, come tell it to an eager audience. Each amateur storyteller gets five minutes, no notes are allowed, and the story must be appropriate for a public setting. Prizes will be given to all storytellers. Beatles tribute band Britain’s Finest will perform a free concert at 5:30 p.m. Sunday, July 10 as part of the City of Poway’s Concerts in the Park series. Stop Living With Heel Pain Heel pain is one of the most common problems when patients experience foot pain. It has been reported that approximately 40% of people in the U.S. suffer from heel pain at any given time. The major cause of bottom-of-the-foot heel pain is plantar fasciitis. The plantar fascia is designed to support the arch and absorb high stresses the foot takes on as we go through our day-to-day activities. Sometimes these stresses become too much for the tissue to handle. This can cause microtears to the tissue which result in pain and inflammation to the heel (where the plantar fascia attaches). NOTICE OF CITY COUNCIL PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing at the time and location noted below to consider the following item: Environmental Assessment and Specific Plan Amendment (SPA) 16-002, an amendment to the Old Coach Golf Estates Specific Plan (OCGESP), which could enable the development of a hotel with no more than 240 rooms on the existing Maderas Golf Club site located at 17750 Old Coach Road. Specifically, the amendment consists of added language in the OCGESP allowing the development of a hotel with a Conditional Use Permit, which would require future City Council approval. This matter does not involve the specific location on the golf course site nor the hotel design. If the City Council approves SPA 16-002, the item will be submitted to the San Diego County Registrar of Voters to include in the November 2016 General Election for consideration by City of Poway voters, as required by Poway Municipal Code section 17.20.130 (approved by City of Poway voters as Proposition FF in 1988). The site is not on any of the lists compiled pursuant to Section 65962.5 of the Government Code. This includes, but is not limited to, lists of hazardous waste facilities, land designated as hazardous waste property, and hazardous waste disposal sites, and the information in the Hazardous Waste and Substances Statement required under subsection (f) of Section 65962.5. Outdoor kitchens are expected to be a top design trend this year.
Smart, stylish designs for outdoor kitchens
(Family Features) Kitchens are moving outside. And they’re doing it in a big way. According to a recent study from the National Kitchen and Bath Association outdoor kitchens are expected to be a top design trend in 2016. “An outdoor kitchen can drastically improve the value of a home,” said Alana Busse, designer and NKBA Central Coast and Valleys chapter president. “They also bring people together. Whether, it’s simply your neighbors coming over for a weekend barbecue or a big family gathering, everyone loves being outside.” Big or small, the basic principles of outdoor kitchen design remain the same. Get started by understanding these basics:
Get the right heat
It all starts with the grill – the centerpiece of the outdoor kitchen. Russ Faulk, chief designer and head of product for Kalamazoo Outdoor Gourmet, which makes outdoor kitchen equipment, suggests basing your selection on the cook you aspire to be, not the kind you are now. Remember that there are no uniform depths, heights or widths when it comes to grills, so future upgrades can be a challenge. More homeowners are also expanding their cooking capabilities with specialized products offering different types of heat. Smokers, pizza ovens and charcoal or wood-fired grills are options to keep in mind as they can enhance the outdoor cooking experience.
Assess the space
Faulk recommends thinking about how you envision the relationship between your indoor and outdoor kitchens next. If they are relatively close together, an outdoor kitchen can utilize the indoor kitchen’s capabilities, such as prep space and storage. Conversely, a fully independent outdoor kitchen with refrigeration, warming cabinets and cabinetry is more self-reliant, but will require more space and connections for gas, water and electricity. Grill placement is also a key decision. If you entertain often, Faulk recommends keeping the cook in the party by positioning the grill perpendicular to the dining area.
In the zone
You’ll get the most out of your outdoor kitchen when you have different functional zones designated, Faulk said. Plot out where you will position four key zones – wet, cold, hot and dry – to make prepping, cooking, serving and cleaning much easier. The cold zone should be next to the wet zone. This will simplify moving food from the cold zone refrigerator to the wet zone sink to wash and get ready for grilling in the hot zone. Also plan for uninterrupted counter space, or landing areas, for placing platters and utensils while cooking. Grills should have at least 24 inches to one side and 12 inches to the other. Sinks should have 18 inches on both sides for room to wash food or place dirty dishes. Be sure to dedicate enough space for each zone and think about the relationships among them for cooking and serving activities.

Check out The Smooth-bar, 10175 Rancho Carmel Drive in Carmel Mountain Ranch. This is the second location for The Smoothbar, opening about two months ago. Its original storefront is in North Park/Hillcrest, where it has been in business for two years. “We were getting a lot of customers from (North County), so when we decided to expand, we looked up here. It’s an awesome neighborhood and it’s easy to get to,” said Stacey Zayas, owner of The Smoothbar. The Smoothbar is a salon that specializes in hair smoothing treatments using keratin. It’s not a hair straightening or relaxing salon, said Zayas. “We offer 10 different types of treatments, ranging from removing frizz and strengthening hair to re-moving nearly 100 percent of curl and frizz from hair,” she said. Treatments last from one to five months, depending on the treatment and your type of hair. Smoothing treatments are the only thing The Smoothbar offers, making it unique not only in San Die-go, but the rest of the country, said Zayas. “As far as I know, we’re the only place in the country that only does smoothing treatments.” The Smoothbar was born out of necessity. Zayas, who has 25 years of experience in the industry, owns a salon in Hillcrest, where she found more and more customers were requesting Brazilian keratin smoothing

When the answer’s finally revealed, thousands of people have repeatedly seen these billboards. Tapping people’s natural curiosity with your marketing efforts can effectively grow your business. Consider the old Coco’s restaurant site on Bernardo Center Drive, where new construction’s now happening. Several weeks back a safety fence popped up without any indication what was going into the space. There’s no signage, no web site, no answers…and people are talking about it, a lot! The Andy Gump sign company promotion made me suspect a Bubba Gump Shrimp Restaurant going in there. No such luck. Some folks think it’s a restaurant. Others say it’s a retailer. It’s too small for a movie theater. Before I tell you the answer, consider the lost opportunity by having neither signage nor web site tapping into that thirst for knowledge. Then

The treatments do produce fumes, however, and Zayas said her non-smoothing treatment customers were complaining about the smell and stinging eyes. She ended up opening the first The Smoothbar next to her salon, with a special modification: a huge fume extractor on the ceiling, which made it safer and easier to get smoothing treatments without dealing with fumes. A similar fume extractor is on the ceiling of the new Carmel Mountain Ranch loca-tion as well. “All the fumes (go up into the extractor), so there’s no burning eyes. This is the safest way to do smoothing treatments,” said Zayas. The Smoothbar also features a highly trained staff, said Zayas, who
trains her employees in treatments through her own system. The salon is offering a deal on express blowouts, which is like a mini-keratin treatment, said Zayas. “It leaves hair with more body and less frizz, and last about a month,” she said. “It’s a great way to give smoothing treatments a try.” While this treatment is normall $89, it is on special for $55 throughout July. The Smoothbar is open 10 a.m. to 3 p.m. Tuesday, 9 a.m. to 8 p.m. Wednesday, 10 a.m. to 8 p.m. Thursday, 10 a.m. to 7 p.m. Friday, 9 a.m. to 5 p.m. Saturday and 10 a.m. to 4 p.m. Sunday.
