City Council to free up $16 million in reserves BY STEVE DREYER It’s time to reach “under the mattress” and put about $16 million in city reserves to work, the City Council decided Tuesday night. Although no formal vote was taken, all five councilmembers expressed a willingness to reduce the amount of money set aside over the years, from $33 million to about $16.7 million. The agreement came after the council reviewed a commissioned report from the Government

Finance Officers Association that recommended the city keep between $12.5 million and $19.4 million in reserves, depending on the council’s risk comfort level. The money has accumulated over much of the city’s 35-year history, largely as a result of having conservative fiscal spending habits. How the $16.7 million will be spent will be determined by the council later this year. Scott Edwards, the city’s director of administrative services, said he will present the council with

a suggested prioritized spending list. The emphasis will be on one-time expenditures rather than funding something that will require ongoing fiscal support, he said. Spending some of the city’s vast reserves has been discussed by previous city councils over the years, but nothing was ever done about it. According to Edwards, Poway currently has $23 million in a undesignated general fund balance, $2.4 million in a “pension stabilization fund” (established in 2010), another $3.1

million in an “economic uncertainly fund” (2002) and $4.5 million in a “streets maintenance fund” (2008). In addition to the $33 million listed, the city also has another $1.6 million left over from unspent capital and program budgets and loan repayments, he said. BY EMILY SORENSEN Poway is opening its arms to 61 Special Olympians from Ecuador this week. The group, which includes 39 disabled athletes and 22 coaches, chaperones and unified players (non-disabled athletes playing on teams with the disabled players), arrived at about 10 p.m. Tuesday from Los Angeles after a severalhour delay. They will remain in Poway as honored guests until they leave Friday morning to participate in the Special Olympics World Games in Los Angeles. Unfortunately, Poway’s other expected Special Olympics team, from Togo, will not be able to make it down to Poway due to severe travel delays. The athletes were treated to breakfast on Wednesday, followed by yoga and sports practice at Community Park. They then got to bowl at the Poway Fun Bowl, before ending the evening with a free, open-to-the-public concert at Lake Poway, featuring The Untouchables. Today (Thursday), the group did zumba and enjoyed carnival games at Old Poway

from everyone (in Poway).” Maria Valdivieso, who plays basketball, said that California is “ver y beautiful,” and was surprised at the lack of mountains. “It’s very flat,” she said through a translator. It’s time to start the planning for the Poway Days Parade, which will be on Sept. 12 this year. This will be the 51st annual parade, and the third year it will be planned by the Poway-Scripps Rotary Club, said Pauline Getz, the club’s president and head planner for the event. The parade will begin at 9 a.m. and will star t from Pomerado and Poway roads and will continue to Bowron Road. The theme this year, “Water-Wise in Poway,” aims to show off all the ways Powegians conser ve water. “The city loves that we chose that theme,” said Getz. Getz said that this year the parade organizers have an experienced parade organizer, Dennis-Michael Broussard, helping them plan. “He has a lot of experience with parades, including the Linda Vista parade,” said Getz. Poway water users will continue to be given the opportunity to voluntarily reduce consumption before the city considers imposing allocations, the City Council informally decided last week. City staff has been instructed to begin preparing an ordinance establishing an allocation system, but the council will figuratively stick the document in its back pocket and will use it only if the city struggles to comply with a state mandate to cut water usage by 32 percent. So far there is no indication that will happen; usage dropped 45 percent in May and 36 percent June. Meeting in a July 16 workshop (non-voting) session, councilmembers said the city should proceed spending about $10,300 for a new software module to the computer program that generates bi-monthly water and sewer bills to city users. The update, not likely to be running until November, will provide customers information about their conservation efforts when compared with the same months of 2013 — the target year set by the state. In the meantime, customers who have signed up to pay online through the city’s website can access their 2013 monthly usage totals (providing they lived at their current address in 2013). The council’s remarks followed 45 minutes of public comments from 11 speakers on the subject of whether the city should set up an allocation system. Most of the comments were either negative or neutral in nature, with several speakers offering their own water -saving ideas. These included a ban on new construction and the metering of private water wells. Other speakers complained that they have already done all they can to reduce their water use. Brad Warcup received a round of applause

from the 75-member audience when he criticized state leaders for failing to address the problem of a reliable water supply. “When they fail, they take it out on us,” Warcup said. Meeting in May, the council had asked staff to investigate the possibility of establishing a drought-related water allocation system as a “tool” to meet the state’s demand for reduction. Assistant City Manager Tina White presented an option where residential water customers would be allowed to use 11 baseline units of water per month (8,228 gallons) without incurring a financial penalty. Once a family exceeds the baseline, it would be responsible for conserving 32 percent of any amount over that amount when compared to the same month of 2013. Failing to do so would result in a penalty in the amount of $3.97 per exceeding unit. White told the council her rough estimates showed that under such a system about 35 percent of the city’s residential water users would be penalized, assuming no changes from their 2013 water use totals. That would generate roughly $2 million in penalties over the course of one year, she said. (The state’s mandate is set to end in February 2016 unless extended.) Any penalty money could be used for conservation-related items or to pay the state non-compliance fines ranging from $500 to $10,000 per day. The money could not be used to lower or stabilize water rates, she said. Councilman John Mullin seemed to speak for the rest of the panel when he said he wanted any water conservation plan adopted by the city to have the least amount of impact on the lives of residents. Enhanced public education and a trust that residents will do their best to meet that 32-percent mandate is the way to go, he said.

San Diego trims water use by 24 percent in June SAN DIEGO (CNS) - Water customers in San Diego continued their strong rate of conservation in June, lowering consumption by 24 percent over the same period two years ago, the city reently announced. That follows a 26 percent drop in San Diego during the rainy month of May, which was previously reported by state water officials. “The June reduction shows that San Diegans continue to be statewide leaders in water conservation, and they should be applauded for doing their part during this ongoing drought,’’ said Mayor Kevin Faulconer. The city of San Diego, ordered by state water officials to cut back customer deliveries by 16 percent over 2013 levels because of the drought, is telling customers to water landscaping two times a week for 5 minutes per station, and to do so before 10 a.m. or after 6 p.m.

New RB Senior Services director has several goals, wishes BY ELIZABETH MARIE HIMCHAK Doubling the number of volunteers at Rancho Bernardo Senior Services is just one of its new director’s goals. Tari Sarviel, the non-profit organization’s vice president and director, came on board in late April when there were 17 volunteers. Now there are 23 and she said doubling the number is “doable.” Volunteer tasks include answering phones and helping those who call or stop by find information that can lead them to whomever can assist them with their issue. “If we don’t know, we’ll Google search,” Sarviel said. Some volunteers have computer skills and others do not. Regardless of technological know-how, Sarviel said she can find a task for anyone, even if all they can donate is a few hours occasionally to stuff envelopes. That is no light task as the group just prepared more than 4,100 letters, sent to those who utilized its services in the past. This is the second mailing of the year, which cost $2,100 to produce, but typically brings in $10,000 or more in contributions. The contributions are necessary to keep RB Senior Services’ doors open since the non-profit founded in 1974 is solely funded by donations, bequests and grants. Located in The Plaza at 16769 Bernardo Center Drive, Suite K-14, Sarviel said RB Senior Services is unlike other senior organizations in the area in that it only provides information and services, no activities. It also will try to help anyone, even if not yet a

senior or a Rancho Bernardo resident. The free services — available by appointment — include legal counseling, financial counseling/planning, veteran benefits counseling, Medicare and health insurance counseling, tax preparation and filing, notary services, pre-funeral planning, blood pressure testing, reassurance calls to check on seniors’ well-being and referrals to certified and/or licensed nurses and caregivers, drivers and handymen. In the fall it holds a flu shot clinic through Palomar Health. There are also low-cost offerings. For example, AARP safe driving classes are $15 for AARP members and $20 for non-members. There is the two-day course plus a one-day refresher. “The driving classes are very popular, helping reduce insurance costs and helping seniors remember the rules of the road so they can drive for as long as possible,” Sarviel said. “There are so many seniors struggling to keep up with the pace of life and get by with figuring their medical (and other issues),” she said. “Life gets confusing and we’re here to help.” She said many seniors request referrals for handymen, caregivers and drivers so they can continue living independently in their homes. “We only refer those who are certified and licensed, who have gone through a background check,” she said. Sarviel said her wish list also includes getting an audiologist to offer free hearing tests on site or off, and volunteer drivers

since seniors’ limited incomes are a factor when they have to give up their car keys. She would also like a wheelchair so seniors with mobility issues can call upon arrival and a volunteer can wheel them up to the office, accessible by elevator. She wants to get the word out about a free home renovation program for veterans. Through a Poway veterans group, volunteers provide labor and The Home Depot provides materials. Another little-known program is the reassurance calls. Only 12 seniors are currently enrolled. Each day, a volunteer calls them and if they cannot be reached by day’s end, police are asked to perform a wellness check. “One time they found a senior on the floor,” she said. “It’s a program to help them feel safe and secure.” Sarviel and her husband, Steve, moved to Poway in 1987. The daughter of a naval officer, she grew up in San Diego’s University City neighborhood, where her parents still live. They recently came to help with the donation solicitation letter campaign. For 20 years she has been a paralegal for Angelo Parise, a Rancho Bernardo attorney who is RB Senior Services’ president. When the director position became available due to Beth Wilson’s retirement, Sarviel said Parise recommended her for it. Rancho Bernardo High senior Nicholas Rui attended a three-day conference for future scientists due to a recommendation from astronaut Buzz Aldrin. Aldrin, the second person to walk on the moon after being the lunar module pilot on Apollo 11 in July 1969, nominated Rui for the Congress of Future Science and Technology Leaders, held June 28 to 30 in Boston. It is an honors-only program for high school students passionate about science, technology, engineering or mathematics, according to officials. Its purpose “is to honor, inspire, motivate and direct the top students in the country who aspire to be scientists and technologists, to stay true to their dream and, after the event, to provide a path, plan and resources to help them reach their goal.” Rui said he was surprised to receive the letter saying Aldrin nominated him to attend, adding he has yet to find out how Aldrin learned about him. “Everyone at the event was surprised (at the recommendation),” he said. According to a press release, Aldrin — science director of the National Academy of Future Scientists and Technologists — nominated Rui to represent California based on his academic achievement, leadership potential and passion for science and technology. The aspiring astrophysicist said he was sceptical at first, but after looking into the program and seeing the speak-

One of the things they emphasized is how many times they failed in endeavors before finding success, he said. “(They) spoke about the lessons they learned through life as to how to be successful,” Rui said. “There was a pervasive, accepting atmosphere as many

people country-wide were able to spend three days with thousands of people with whom they shared a wonder to learn more about the world and create something amazing.” Rui said the trip to Boston turned into a family vacation, as his parents, Rancho Bernardo residents Lucy Zhao and Eugene Rui, accompanied him on the trip and did some sightseeing while there. Rui said he is interested in pursuing a career in astrophysics, saying he finds the field humbling since it reminds humanity that it is just a tiny dot in a much larger world. “It is interesting to know the world is so much bigger than ourselves,” the 17-year-old said. “This is a crucial time in America when we need more nimble-minded and creative scientists and technologists who are even better prepared for a future that is changing exponentially,” said Richard Rossi, NAFST’s executive director. “Focused, bright and determined students like Nicholas Rui are our future and he deserves all the mentoring and guidance we can give him.” According to officials, going forward participants will have access to free services and programs, including online social networks for future scientists and technologists to communicate, opportunities for them to be guided and mentored by tech and science leaders, and communications for students and their parents on college acceptance and finances, skills acquisition, internships and career guidance.

4S Ranch Girl Scout earns Gold Award Maienschein's service BY ELIZABETH MARIE HIMCHAK A 4S Ranch Girl Scout tapped into her creativity to help the homeless while also earning her Gold Award. Ambassador Girl Scout Harpreet Battoo said she worked with the San Diego Rescue Mission on the endeavor, which included organizing and leading a series of 11 workshops for homeless women and children plus other members of the community. The participants learned how to create looms from recycled materials and then used them to make knitted hats, which were donated to the homeless. “I chose this project because I have a passion for creativity,” Battoo said. “I also wanted to do a project in which I could help the homeless community in whatever way I could. “I saw an article in the newspaper about a homeless man who had suffered second degree burns when his clothes caught fire from the candle he was using to try to keep himself warm,” she said. “This was one of the events that inspired me to create a project in which I could help provide both an immediate solution to a specific problem and a lifelong useful skill to those who suffer hardship on the streets.” The Troop 1001 member has been a Girl Scout for 11 years, joining as a Brownie. Battoo previously earned her Silver Award plus a Gold Torch Award. The Gold Award is Girl Scouting’s high-

HARPREET BATTOO est honor. “I feel that (earning the Gold Award) has been a huge achievement as it has been a long and sometimes challenging process,” Battoo said. “I definitely had to develop my time management skills in order to complete this project alongside school, other extracurricular activities and navigating my way through the college application process. “I was overwhelmed with how positively the project was received by all who participated in it,” she said. “I am proud that I not only achieved what I set out to do, but also had an impact on other disadvantaged communities outside of the

homeless community. Unity4Orphans, for example, has also re-created my project. The project has given me confidence that I have something worthwhile to offer to the people around me.” Battoo, who recently graduated from Del Norte High School, is headed to the University of California Santa Cruz, where she plans on majoring in biology. She is the daughter of 4S Ranch residents Rupinder Battoo and Nyrmla Battoo. In addition to Girl Scouts, her other activities and honors have included being named a Nighthawk Scholar and AP Scholar with Distinction; president of the National Art Honor Society; a principle artist of The Medical Journal; a peer tutor; and member of National Honor Society, PLUS, Link Crew, Interact Club and Eco Future Club. As for her favorite Girl Scouting memory, Battoo said it was organizing a Girl Scout camp. “We made goodie bags for all the participants and put them on their beds for them to find after dinner on our first night of camp,” she said. “We also taught the younger girls how to make lanyards. One of the events we held was a fashion show where each troop had to create an outfit for one of their girls out of recycled newspapers. record bill becomes law Assemblymember Brian Maienschein, R-San Diego, has announced that his legislation to provide veterans easier access to their military ser vice records has been signed into law by Governor Jerry Brown. Upon a militar y service member’s retirement, separation, or discharge from activeduty service, United States veterans are issued a certificate of release or discharge from Mainschein active duty by the U.S. Depar tment of Defense. This “Certificate of Release or Discharge from Active Duty” is commonly referred to as a “DD 214.” The DD 214 is used to establish eligibility for benefits, employment, retirement, funeral honors, and membership in veterans’ organizations. Current law only allows in-person, fax, and mail requests for certified copies

of military service records. The statutor y framework surrounding certified copy requests have failed to keep pace with rapid advances in technology, including the ability to accept digitally scanned copies of such requests. Assembly Bill 778 will add “digitized images” of the application for certified documents to be an acceptable form of request for military service records. This legislation will provide greater access and convenience for our retired service men and women. “I am extremely pleased that Governor Brown signed my legislation to help veterans and their families electronically access militar y records, which are needed to establish eligibility for certain benefits,” said Maienschein. “This will help to ensure that former members of the militar y receive the benefits they fought so hard to earn.” The legislation will take effect January 1, 2016.

Donald Frank Strom 1932 – 2015 Donald Strom, 83, passed away peacefully with his family by his side on Saturday, July 4, 2015, at Palomar Hospital due to complications of pneumonia. He was the loving and devoted husband of Leigh Strom for 24 wonderful years and a longtime resident of Poway and Rancho Bernardo. Don was born July 1, 1932, in St. Paul, MN, to Helen and Percy Strom. He was a proud Eagle Scout, received a Bachelor’s Degree from the University of Minnesota and served in the Army during the Korean Conflict. He held various executive jobs during his career and settled in Poway, CA, in 1968 working in the insurance industry. Don always rose to the top in anything he did receiving many awards and opportunities to travel all over the world. He and Leigh enjoyed trips to many exotic locations and after retiring, many wonderful cruises together. Don had a carefree, gentle spirit, which allowed him to enjoy even the simplest things life had to offer, and his heart never wavered towards the love and concerns for the welfare of his family. He enjoyed being the family photographer, archiving the events in his life to fill his many photo albums. He also became an avid reader, trading books throughout the family. Don had a strong relationship with his higher power that gave him strength and guidance. He was preceded in death by his first wife of 32 years, Marjorie; daughter, Jackie; brother, Harold; and his parents. He is survived by his children, Heather, LuAnn (Richard) and Brian; eight grandchildren; his wife, Leigh Strom; and her four children, 10 grandchildren and seven

1923 – 2015 Hilda Begley Wendt ascended to Heaven to the loving arms of God on 10 July 2015 at the age of 92. Hilda was the beloved wife of Donald Arthur Wendt; loving mother of Carol Windrum, Colleen (Terry) Magee and Margie York; and stepmother to Donald, Deborah and Eric (Debbie) Wendt. Hilda’s eight grandchildren who adored her, Tiffany (Greg) Richter, Shannon (Eric) Skaja, Kimberly (Felipe) Monasi, Michelle York, Austin (Jordan) Wendt, Chasen Wendt, Arlene Termin and Kevin Stigall, brought her great joy. She was the doting great-grandmother to Elizabeth, Shaun and Julianne Richter, Ryan and Connor Skaja, Jacob York, Cameron and Alexander Monasi, and Eli Termin. Hilda taught everyone the meaning of love, compassion and the importance of family. She was the foundation on which the family was built. Her love for, and devotion to, family is her legacy. Hilda left her home in Belfast, North Ireland, when WWII ended, moving to Geneseo, NY. She later relocated to Lake Worth, Florida, and Satellite Beach, Florida, and ultimately to San Diego, California. She and Donald traveled extensively during their 40 years of marriage. She loved to organize family gatherings, decorate her homes, knit and bake for the family. Her cakes,

Michael Georgelis 1925 – 2015 Michael Georgelis passed away on July 8, 2015, with family by his bedside at Pomerado Hospital. He was born in Cincinnati, OH, and moved to California in 1960. Mike had a love of old cars and restored a Model T, Model A, Datsun 280Z, Mercedes Benz and a Cadillac. He also loved music and knew the singers and composers of many songs from the 40s and 50s. This love led him to begin piano lessons at age 83 and he practiced every day until the end. Mike had many friends from different groups including ballroom dancing and a very special senior’s group. He is survived by his stepdaughter, Debbie and her husband, Jerry, and many grandchildren, great-grandchildren and great-great grandchildren. Mike is also survived by his dear companion of 15 years, Dorothy Briggs, who brought him extraordinary happiness until his death. His wife, Nettie, and stepdaughter, Jean, preceded him in death. Kerry Michael Johnston 1953 – 2015 Kerry was a “Big Kid at Heart.” Kerry relocated from Palos Verdes to Poway over three years ago which provided the opportunity to expand family members and friends supporting him. He was able to continue his pharmacy technician position with Optum. He enjoyed family BBQ’s interacting with everyone. He said he wanted to fly and on June 24, 2015, he did, flying into Heaven to so many loved ones waiting for him. He now can run without pain, smiling all the time. Tom Madill 1961 – 2015 Tom entered and improved the earth and those of us who would come to know him with his entrance on June 6, 1961. He has left us and the world so much the better for having known him with his untimely parting on July 14, 2015. Tom grew up in Woods Cross and Bountiful, Utah.

It was in Woods Cross where he would share wonderful summer days as part of local championship little-league baseball teams, coached by his father, Bob, whom he loved and with whom he is now surely reunited and sharing a hunting/fishing trip. Tom’s energetic and wonderful personality is the direct result of having been raised, taught, mentored and loved by his wonderful mother, Georgia, who survives him, along with his beautiful sisters, Barbara (Arnie) Melby and their sons, Nicolas and Christopher, and granddaughter, Taylor Melby; and Cheri (Randy) Jones and their son, Matt Riley. It is his mother Georgia who instilled in him a kindness, generosity and compassion for all people and whom Tom adored, respected and felt a great sense of love and responsibility to care for as her loving son. He was part of the first graduating class at Woods Cross High School in 1979, where he made many friends. Tom’s tennis career started at Woods Cross where he won First place for singles two years in row. He graduated with a bachelor’s degree in physical education from Utah State University and was an active member of Sigma Alpha Epsilon. Tom pursued life with zeal and persistence. He absolutely filled “the unforgiving minute with sixty seconds’ worth of distance run”. Whether it was tennis or baseball, fishing or hiking, music or dancing; all of us who knew Tom know that he didn’t approach anything half way. He had the unique ability to turn any task into a game; a challenge. Tom possessed the ability to coach and teach in such a way as to simplify and bring out the best in anyone regardless of their skill or talent. His quick wit and humor could make anyone feel at ease. He was very passionate about instilling in his students that in the game of tennis, “It’s not about perfection it’s about correction”. Tom didn’t know the meaning of the word stranger. Within a few minutes of meeting Tom, any new acquaintance would swear they had known him for years. Despite his competitive nature, Tom never took himself

too seriously and had the ability to allow others not to take themselves too seriously either. He loved to two-step and country swing dance. He loved movies and could speak in an endless string of movie quotes as if they were his own. Once he made up his mind to do something, if he was going somewhere, he was running! He loved his cowboy boots, Stetson hat and guitar just as much as his tennis shorts, shoes and racket – not to mention his baseball hat, glove and bat. He pursued his spiritual life and his Christianity with the same intent as his earthly pursuits; always searching the scriptures and reading spiritual writings. More than anything, Tom loved his girls; Hanna and Jessie, whom he shared with his former wife, Amy. He was a dedicated father and would arrange his world to be with his daughters. Whether it was a tennis match for Hanna or a gymnastics meet for Jessie, Tom would be there encouraging, coaching and cheering them on – and I’m sure no one will be surprised that he will still be there for them in spirit. A cowboy and a dancer, a student of life and a teacher, a mountain man and a beach bum, an actor and a comedian, an athlete and a coach, a brother and a friend, a beloved son and loving father – all of this and more, we’ll miss in you Tom. A Memorial service will be held on Friday, July 31, 2015, at 5:30 pm at The Cove @The Church at Rancho Bernardo, 11838 Bernardo Plaza Court, Ste. 101, San Diego 92128. The reser voir where 550,000 gallons of drinking water spoiled last month will be repaired one year ahead of schedule, the City Council decided Tuesday night. On June 9 the city released the water from the Blue Crystal reservoir into a nearby canyon after the level of chloramines in the water were determined to exceed state standards. Built in 1981, the 700,000-gallon reservoir is not highly used. Decreased demand for water due to residential water conservation efforts exacerbated efforts to keep water quality within state regulatory limits, a city official said. The reservoir was scheduled to be renovated during the 2016-17 fiscal year, after repairs were performed on the Alta Mira reservoir this coming year. Sheriff offers free vacation checks SAN DIEGO (CNS) — The San Diego County Sheriff’s Department has issued a reminder that senior volunteers are available to keep an eye on homes while residents are on vacation. Senior volunteers can be requested for vacation checks year-round. A form is available on the home page of the sheriff’s website at sdsheriff.net, but residents must submit the form in person at a sheriff’s station for identity verification purposes.

Empty homes are targets for burglars. Sheriff’s volunteers are available to patrol a home’s exterior on weekdays and check whether doors, windows and garages are locked and undamaged; hide newspapers and packages in a side yard or patio; and summon a deputy if anything suspicious is spotted, according to the sheriff’s department. Republican women gather for annual summer event Rancho Bernardo Republican Women Federated held its annual Twilight Mixer on July 17 at the Poway home of Linda and Frank Porcelli. Linda is the club’s president. n deciding last week not to impose a water allocation system, the Poway City Council is trusting residents to voluntarily save enough water in coming months to meet a state-mandated 32-percent reduction rate. All five councilmembers appeared hesitant, at least for the moment, to inject more government into the lives of city residents. Noting that citywide water usage dropped 45 percent in May and 36 percent in June (when compared to the state-established base year of 2013), the council informally agreed to have staff begin preparing, but not implement, a new water conservation ordinance, and to spend about $10,300 on new billing software that will help consumers to better track their bimonthly usages. (It won’t be ready to use until November, however.) The council’s trust in their constituents is commendable. Time will only tell whether it is well placed. Why May and June totals declined so sharply is up for debate. Part of it, we hope, is the result of users getting the message that California is in the fourth year of a drought and that every drop counts. Compliance so far with rules limiting outdoor watering to twice a week seems to be high and the number of citizen reports of gutter-flooding by their neighbors has been negligible. So far, so good. But keep in mind that San Diego received much more rain in May of this year when compared to 2013 (1.96 inch vs. .32 inch). June comparisons show no rainfall in June 2013 vs. .27 inch this year. July month appears to be headed in the same direction, with precipitation totals already setting a record. No rain fell here in July 2013. It looks like Mother Nature is helping us conserve. How will water users respond when daytime temperatures climb in August, September and October? The state will be watching — closely — to assess whether the 32-percent mark is reached each month. Non-compliance penalties against the city of between $500 and $10,000 a day are in place. The mandate runs through February of next year and can be extended beyond that by the governor. The Poway council has placed the responsibility of reducing water use on the shoulders of users. It will be interesting to see whether they are up to the challenge.

Keep memorial area green I understand the desires of the managers to reduce watering needs of the expansive Webb Lake Park (News Journal, July 16). I am sure it takes a lot of water to keep all the grass and the lake alive. Thousands of Rancho Bernardo residents enjoy this park annually and appreciate the peaceful and lush park like setting. In addition, the Veterans Memorial is situated in this park with a relatively small grassy area and rose bushes in red and white surrounding the site. I cannot imagine as meaningful an area landscaped in desert motif. We enjoy the environment and flowering roses year around at the memorial. Our hope is that, if at all possible, the property managers preser ve the serenity and peacefulness of our memorial.

sign took longer than anticipated due to a variety of City delays. While the paper commented the sign is ‘uninspiring and generic,’ it blends in with the overall plan and colors of our community. It was approved and endorsed by the majority of residents who took advantage of the ample opportunities to give input on it. In terms of funding for the project, the Rancho Bernardo Community Council’s Maintenance Assessment District Committee (MAD) received $45,367 from the insurance company after the sign was destroyed in a vehicle accident. The insurance money was given for the replacement of the destroyed sign and therefore could not be utilized for any other projects as commented upon by this paper. The final cost was not $50,000 as stated by this paper. The project breakdown is as follows: the company who built the sign charged the MAD committee $20,145. The City of San Diego Capital Projects and Engineering charged the MAD committee $20,246. That is a total of $40,391, all of which was covered by the insurance money MAD received for the replacement of the destroyed sign. 'Lame excuse' for a sign There has been lots of commentary about the new Rancho Bernardo welcome sign, all negative. Truly, it is a shamefully lame excuse for a welcome sign. How did this happen? I don’t know the whole story, but I was chairman of the Maintenance Assessment District Committee when the beloved old sign was destroyed by a motorist, and when we got the joyful news that the motorist’s insurance would be available to build a new sign. It seemed to me that a new sign should call to mind the old. Above all, I thought, it should have a little roof with red tiles. But of course the decision wasn’t mine. It had to be a “community decision.” So we formed a welcome sign committee representative of the community. We prepared drawings. We had meetings ad nauseam. We consulted the Community Council. We consulted the Planning Board. We had a public survey. We had another public survey. There was no consensus on red tiles or anything else. After a year or two of this I felt that I had suffered enough. With a glad heart I left the MAD Committee and the Community Council. Thereafter I did not follow the process, which dragged on for several more years, so I don’t know how the present design was decided upon or by whom, but we see the result. What’s the message? Who knows? Maybe the message is that in a democracy we get what we deserve.

Vaccination vacillation shows Brown’s pragmatism

“A foolish consistency,” the philosopher Ralph Waldo Emerson once noted, “is the hobgoblin of little minds,” and no one has ever accused Gov. Jerry Brown of being small minded. So why be surprised when he completely reverses himself as he did the other day on vaccinations? Less than three years ago, Brown signed into law a plan allowing parents to place in public schools children who had not been vaccinated for diseases like polio, measles, mumps, smallpox and whooping cough. These once were plagues that killed thousands of children yearly, but by the end of the last century they had been virtually eradicated from industrialized countries. Vaccinations did that job. The bill Brown signed in 2012 required parents not wanting to meet schools’ vaccination standards to present written proof they had heard from a health professional the pluses and minuses of getting the shots, which are often dispensed free, at public expense. But he attached a signing message that essentially negated the law he had just helped create: it ordered public health officials to craft a form where parents could simply claim vaccinating their children violates their religious beliefs. Never mind that no organized or even quasiorganized religion, from Roman Catholicism to Christian Science to Orthodox Judaism to Hinduism, Scientology and Wiccanism, opposed vaccination then and only the black Muslim Nation of Islam does now. The next 30 months saw two outbreaks of pertussis (whooping cough) and one – much more publicized – burst of measles that allegedly began at Disneyland, which has no vaccination rules. No one blamed Brown for those disease flareups. But there’s no doubt he keeps track of the news and realized that if a similar outbreak ever

Thomas Elias SOCAL FOCUS reached epidemic proportions, he would be blamed. Disease, not construction projects like bullet trains or water tunnels, could become his most prominent legacy. So when a much tougher public school vaccination law reached his desk this month, he signed it instantly. It takes effect next year. “The science is clear that vaccines dramatically protect children against a number of infectious and dangerous diseases,” went his latest signing message, “…the evidence shows that immunization powerfully benefits and protects the community.” Where in 2012 Brown spokesmen rationalized his move by saying he aimed “to take into account First Amendment religious freedoms through an extremely narrow exemption,” this time there was no mention of either religion or an exemption, other than for home-schooled kids and children with medical reasons not to be vaccinated. No form this time where parents too lazy or too fearful to get their kids vaccinated can easily lie by checking a box saying they are religiously opposed to the shots. No foolish consistency here from Brown, who has not just vacillated, but completely reversed himself in the space of three years. It’s not the first time he’s done that, the most famous prior occasion coming after the June 1978 passage

of the Proposition 13 property tax limits. Back then, Brown had spent the spring as the chief opponent of the initiative, sponsored by anti-tax gadflies Howard Jarvis and Paul Gann. When it passed – by a margin of about 30 percent – Brown instantly became its most active proponent, quickly meeting with Jarvis and Gann and signing enabling legislation that still plagues the state with nonsensical definitions of what constitutes a change of ownership. Back then, there were no crazies to dog Brown’s path toward embracing Proposition 13.This time, there are plenty of misinformed parents still determined not to vaccinate their kids. They may qualify a referendum for next fall’s ballot, trying to cancel the new law. They’re still staging vocal protests. But don’t expect Brown to change his mind again. He’s far too practical (some call it opportunism). He knows, as he did when he issued his signing message in 2012, that opposition to vaccination is based primarily on the widely circulated myth of a link to autism, since recanted by the British academic whose flawed study is at its base. Also, don’t expect Brown ever to acknowledge his signing message of three years ago was a bigtime error. While he’s prone to reversing himself, public mea culpas are not a habit for this former seminarian. This reversal was strictly a practical matter, and as Jarvis and Gann discovered long ago, Jerry Brown can be pragmatism (or opportunism) personified. Patriotism versus nationalism We have blundered by allowing our schools to de-emphasize learning about history and philosophy. Our current generation of Americans is the smartest ever. But today’s Americans are not wise. Wisdom derives from the ability of people to apply their intellect to the challenges of the day in the context of previous events and in consideration of insights developed by other thoughtful, wise and insightful minds. When these principles of wisdom are ignored, we repeat the mistakes of the past and pursue courses of action that are less than optimal given current circumstance. It used to be common for our nation’s leaders to explain their decisions with preludes like “the choice we face today is similar to the decision (insert prominent figure from history) had to make during the (insert relevant circumstance) crisis.” It was clear we were standing on the shoulders of great leaders who had preceded us. We learned from them and improved. Ignorance of history also leads to widespread misunderstandings of fundamental principles essential for maintaining a healthy culture. A prime example of this is the common misunderstanding of the meanings of “patriotism” and “nationalism.” This is sad, because patriotism is a virtue and nationalism is a vice. The word patriotism stems from the Latin patria, which means fatherland. The implication is

clear. The reverence we hold for our fatherland (or motherland if you prefer) should be the same as we hold for our parents. As for its moral value, Pope John Paul II said it best: “Patriotism is a love for everything to do with our native land: its history, its traditions, its language, its natural features. It is a love which extends also to the works of our compatriots and the fruits of their genius. Every danger that threatens the overall good of our native land becomes an occasion to demonstrate this love…I believe that the same could be said of every country and every nation in Europe and throughout the world.” He said this in the context of his being able to love Poland while not embracing the structures of state that were oppressing its people. He went on to say, “Whereas nationalism involves recognizing and pursuing the good of one’s own nation alone, without regard for the rights of others, patriotism, on the other hand, is a love for one’s native land that accords rights to all other nations equal to those

claimed for one’s own. Patriotism, in other words, leads to a properly ordered social love.” Nationalism was the driving force behind German and Japanese aggression during World War II. Patriotism was the driving force during its aftermath (except, of course, for the Soviet Union, which collapsed several decades later). President Obama and the left confuse patriotism with nationalism to America’s detriment. History is clear that America’s patriotism has made a much more positive than negative impact on the world since our nation was founded. Our patriotism has served America and the rest of the globe. Even though we can lie about history, history doesn’t lie about itself. America has never suffered from nationalism. Let’s stop acting like we have. Let’s restore the patriotic pride that made America great. Let’s stop bashing America and unabashedly embrace our country with the kind of love we reserve for family. Then let’s once again extend that patriotic love to neighboring nations. That means giving whatever help we can to help other nations so their citizens can accrue the same rights and freedoms we claim for ourselves. Entertainment Poway resident debuting first musical at Broadway Theatre “I was chosen as a finalist, but to be a finalist you had to have had a stage reading. I had a week and a half to gather up eight actors and do a reading,� said Brandalise. He managed to get the stage reading done, and “Love is the Answer� won the contest. Though this is the first musical he’s written, Brandalise isn’t new to music itself. A Poway resident since 1979, Brandalise makes his living in music. He is the owner and operator of Blindfold Studios, a full-service, digital audio recording studio in Poway. He has also been active in youth sports in the past, coaching hundreds of boys and girls in youth sports. Brandalise also acted as Scoutmaster for Troop 625 for ten years, where he oversaw 35 new Eagle Scouts. Brandalise began writing “Love is the Answer� in 2009 and finished in 2011. “Then I let it sit, and in 2013, I started taking it seriously again,� he said. “I made a new arrangement, wrote new lyrics, and I took about a year to polish it.� Brandalise said he started with 23 songs before ending up with the final 17. “I didn’t realize I would like (writing musicals) as much as I did,� said Brandalise, who has begun working on his next show. “I’ve learned so much, I can see how to go about things differently next time. None of the learning process discouraged me, it has made be a better writer and director.�

Gregg Brandalise’s “Love is the Answer� will run through Sunday, Aug. 2 at Broadway Theatre in Vista. Show times are 7:30 p.m. Thursday, Friday and Saturday and 1 p.m. Saturday and Sunday. Moonlight's largest cast delivers in 'The Music Man' BY ELIZABETH MARIE HIMCHAK All the pomp and flourish of a parade are on full display as “The Music Man” marches onto the Moonlight Amphitheatre stage in Vista. The enjoyable show — which can be seen through Aug. 1 — is filled with plenty of dancing, beautiful singing, a sprinkling of well-timed laughs and seasoned actors. It is the largest ensemble to grace Moonlight’s stage in 35 years, according to Artistic Director Steven Glaudini, who spoke before the curtain rose on Friday night. In a nod to the show’s likely bestknown song, “Seventy-Six Trombones,” there are 54 actors and 22 orchestra members, for an appropriate total of Glaudini anREVIEW 76, nounced. This does not take into account the musicians from Vista and Rancho Buena Vista high schools who alternate in making a cameo appearance at the musical’s conclusion. Broadway veterans David Engel and Alessa Neeck lead the cast as fast-talking salesman Harold Hill and librarian/piano teacher Marian Paroo, respectively. Both excel in their roles. It is clear early on that Engel is

He appears just as comfortable in the role throughout the show, whether slickly evading school board members, who want to see his credentials, or wooing the resistant Marian, who distrusts him and his sales pitch for instruments and uniforms needed to form a boys’ band. For those unfamiliar with the Tony Award-winning stage musical (its five Tonys won in 1958 included Best Musical) or the 1962 and 2003 film adaptations, “The Music Man”

is about a con man presenting himself as Professor Harold Hill, who travels around the country forming boys’ bands after he sells the youths’ parents instruments and uniforms. Problem is that Hill cannot read music or play an instrument and skips town before the promised band forms. In the early summer of 1912 he decides to give the fictional River City, Iowa, a try even though its residents are known for their stubbornness and initially give him the cold shoulder. He manages to quickly win over many of the townspeople, however, except for a few who distrust him — namely Mayor Shinn

(Jim Chovick) — whose new pool table Hill proclaims is a threat to the town’s youth (and therefore reason to form a band to keep them out of trouble) — and Marian. She soon learns that Hill’s credentials are not real, but after seeing her shy and unhappy little brother Winthrop (Elliot Weaver) liven up at the prospect of being in a band, decides to keep quiet. Question is, how long Hill can keep up the deception and will finding true love keep him from once again fleeing town? Neeck is delightful as Marian and her voice shines in many numbers, including “Goodnight My Someone” and “My White Knight.” Neeck and

Engel’s duet “Till There Was You” also deserves praise. As for other noteworthy performances, 13-year-old Weaver does well in the role of brooding Winthrop and manages to surprise the audience with some unexpected moves at the end of “Gary, Indiana.” Bryan Banville, as Hill’s sidekick Marcellus Washburn, proves up for the task when leading the ensemble in the fast-paced “Shipoopi,” one of many well-danced and choreographed numbers. The choreography by John Vaughan, who also directed the show, deserves special mention. It's always a beautiful morning for Poway High surfer BY MICHAEL BOWER Nick Holdman says he is not a morning person. But even on the coldest days of winter the soonto-be senior at Poway High will wake up at 4:30 a.m., slip on his shoes and drive 30 minutes to catch some waves. “I like to leave super early — by 5 a.m.,” said the 17-year-old Holdman, who has surfed in nearly 200 competitions over the past five years and is sponsored by several companies, including Catch Surf, Tuttle Surfboards, Head Hunter Sunscreen, Right Eyewear and Wax Trak. “It is usually super glassy and there is no wind at that time. It is great for surfing.” After a few hours of riding the waves, Holdman returns home to take care of any chores that involve his life outside of the water. Then its back to the beach — often Seaside Reef in Cardiff — for an afternoon surf session. This is often his schedule seven days per week, except during the school year. “I still practice seven days a week during the school year, though,” Holdman said. “I cannot surf before school because I don’t have time, but after school I throw my stuff in the car and head to the beach and surf for an hour. That is pretty much every day. If there is any kind of wave, I am usually out there.” Holdman’s passion and work ethic has brought him several trophies and accolades. He recently took seventh at the Scholastic Surf Series Championships, which pits the top high-schoolaged surfers in California against each other at Churches Beach in San Clemente. He was No. 1 in the San Diego Division. Holdman captured the Tamarack Beach Classic Open Division title in Carlsbad on June 20. Surfing in two circuits — The Western Surfing Association and the National Scholastic Surfing Association — keeps Holdman busy just about every weekend. “I usually have at least one contest every weekend,” he said. Nick’s dad, Rob Holdman, is a 1983 graduate of Poway High. He competed on the Pro Surfing As-

sociation of America circuit while growing up in Poway. “It wasn’t too lucrative,” said Rob, who still is an avid surfer. “It was for a couple years and there was about 12 contests and the first-place prize was about $1,200.” Rob wasn’t interested in talking too much about his past, though. He was more excited about Nick’s success. “It’s not about me,” Rob said. “It’s about Nick. He is an amaz-

ing kid. I am not a bragger, but he knows what to do in every competition. He knows how to surf and how to get the points.” Despite Rob being into surfing his whole life, Nick did not pick up the sport until a later age. “I played ice hockey until I was 12,” Nick said. “But I was just too small and I kept getting beat up. I had four concussions and broke my arm. I realized I had to do something else and that was the

perfect time for me to start surfing.” Nick learned at a sur f camp, Walking on Water, at Churches Beach. It was there that his love for sur fing blossomed and it wasn’t long until he was competing. But things did not go how he expected at first. “I remember my first contest,” Nick said. “It was in Encinitas and I thought I would do super well and I thought it would be super easy. And then I took dead last. Then it totally hit me. After I saw how good the other kids surfing were compared to how I was surfing, I realized I had to put in a lot more work and gain experience.” Nick surfed nearly ever y day. His parents drove him to the beach, watched him surf and then drove him back home. He would then do his homework, mostly because without good k g r a d e s Athlete of the Week there was Sponsored by no sur fing. Nick car ries a 3.67 GPA.

“That is the only reason my parents let me go to the beach so often,” explained Nick, “because my grades are good.” It took about a year of finishing in dead last before Nick made a final for the first time. It was in a National Scholastic Association competition at Mission Beach and he ended up taking fifth place. “I was just so happy to make the final,” he said. “I didn’t even care how I surfed in the final once I made it. I just knew that I was going to get a trophy.” He has over 40 trophies and around 10 first-place finishes now. But even with all the success, he continues to strive for his ultimate goal of traveling the world as a professional surfer. One of his favorite pros is Mick Fanning, who was in the news this past weekend for fighting off a shark during a surfing competition in South Africa. “I read a lot of sur fing books and I learned from his to make a schedule,” Nick said. “Each day I work on a certain trick or maneuver and then by the end of the week I try to put it all together.” Still, even with all the practice, it does take a little bit of luck to win a surfing competition. “I can be super prepared and focused, but it depends on my relationship with the ocean and what waves I get,” Nick said. “There have been times I had 30 seconds left and I needed a score and the ocean just goes flat.” Nick is hoping to surf for and attend college at Point Loma Nazarene in the future. But for now he is enjoying his early mornings at the beach and the cool gear he gets from his sponsors. “It’s pretty awesome,” Nick said. “You go out to the beach in the morning and then come home and you have a box of stuff waiting for you.” That's wor th waking up early for.

RB High's Magrisi named state's top freshman player BY MICHAEL BOWER Joey Magrisi has spent most of the summer playing at the corner-infield positions for the San Diego Show Baseball Club. But during last spring, the soon-to-be Rancho Bernardo High sophomore made a name for himself while on the pitcher’s mound. The 6-foot, 185-pound right-hander broke into the starting rotation as a freshman for the Broncos. He finished the season with an 8-1 record and a 1.11 earned run average, while posting an astounding 54-to-8 strikeout-to-walk ratio over 63 1/3 innings. Naturally, the accolades came pouring in after season. Magrisi was named to the MaxPreps Freshman All-American Team and was honored as the Cal-Hi Sports’ 2015 Freshman State Player of the Year. “It is awesome being recognized like that,� said Magrisi, who was in Georgia playing baseball over the weekend with the San Diego Show. “I really feel honored, but I also know that I wouldn’t have been in that position without my team.� The last Rancho Bernardo player to be named the Cal-Hi Sports Freshman State Player of the Year was Alex Jackson in 2011. Aaron Jaffe was never a soccer star. In fact, he didn’t even play the sport in high school or college. But when his passion for soccer rekindled while watching the World Cup in 2006, there was no stopping his will to become a coach. Jaffe, a 2003 graduate of Mt. Carmel High, was named the Poway High varsity girls soccer coach last week. He replaces Jen Lalor, who stepped down after 11 seasons to spend more time with her two children and do other things in the soccer realm. “On paper, there are probably coaches out there with far more experience than I have,� said Jaffe, who teaches photography at Mt. Carmel and is a coach with the San Diego Soccer Club. “But I have really pushed myself the last five or six years. I lived on the field to make myself a better coach.� It will be Jaffe’s first run as head coach at the high school level. He spent last season as the head junior varsity boys coach at Mt. Carmel. Before that, he engulfed himself around the game, learning from some of the top coaches in the San Diego area. “He reminds me of (former

football for one year for Mesa College and then injured his back lifting weights in 2005. That led to back surgery and a lot of time on the couch watching the 2006 World Cup. “That kind of rekindled my interest in soccer,� he said. Jaffe sent random emails to college coaches in the area and to his surprise many of them agreed to let him watch practice sessions and even give him pointers about teaching soccer. Jaffe attended any clinics he could and had stints coaching at Mira Mesa High and Del

Norte High. He even managed to get around the USD men’s soccer program, the LA Galaxy II and the San Diego SeaLions (professional women’s team) as a videographer. He would often shag balls and roam the field to learn from SeaLions’ coach and former Titans’ coach Lalor. “There have been a lot of people that have taken a chance on me,� Jaffe said. “I am just so thankful for that. “I told Jen (the other night) that I have the biggest little shoes to fill,� he added. Jaffe is just the fourth head coach in the histor y of the girls soccer program at Poway. “Poway is a great program filled with great people and great coaches,� he said. “Honestly, this is a dream come true for me. I am still in shock over it.� The Titans went 12-8-2 last year, falling to Rancho Bernardo 1-0 in the San Diego Section Division I quarterfinals. Poway returns a strong group, including its top goal scorer. “I am really excited for Aaron,� Morris said. “The Poway girls are going to be good. They have a lot of young, great players coming back and Aaron is a great coach. He knows the game very well.�

Wagenseller picks Stanford BY MICHAEL BOWER Poway High outfielder Blake Wagenseller verbally committed to Stanford University on Sunday. The junior chose the Cardinal over several other schools, including San Diego State, Utah and Arizona. “When I visited Stanford on (Sunday) I just felt at home,” said the 6-foot-1, 180-pound Wagenseller, who hit .376 with four home runs and 22 RBI as a sophomore for the Titans last season. “The coaches were welcoming and I know they can develop me into a player that can have a shot at the draft my junior year. And the education there is beyond any other school. So, if baseball doesn’t work out then I have that as a back up plan.” Wagenseller had a breakout season for Poway in 2015 and it came while scouts were at nearly every game watching senior third baseman Ty-

Having Tyler Nevin on the team had the scouts there all the time.

I never really thought about them. I just played the game and had a great year at the plate. It turned out good for me, because you never know who is watching and guys were watching.” Wagenseller said the coaching staff at Stanford told him he has a shot to earn the starting job in center field his freshman year in 2017. That was also a factor in choosing Stanford. “It was one of my biggest things,” Wagenseller said. “I want to have the opportunity to play my freshman year.” Wagenseller is not the only Palomar League player to be recently plucked by Stanford. Westview’s right-handed pitcher Michael Mercado, a soon-to-be junior, also verbally committed to Stanford. Wagenseller is currently preparing to participate in the Area Code Games in Long Beach. Rancho Bernardo’s Calvin Mitchell will also be participating.

2014 MLB Draft. “Alex is a big name at RB,” Magrisi said. “So when you are in the same sentence as him it is pretty cool.” Magrisi’s phenomenal freshman season was capped with a San Diego Section Open Division championship. He got the nod for the start in the title game and received a no-decision after tossing five innings in which he allowed two earned runs to La Costa Canyon. The Broncos went on to win 3-2. Perhaps his most notable game of the year came against Cathedral Catholic in the second round of the playoffs. Magrisi tossed a complete-game, striking out seven while allowing just one run. “Joey has great competitiveness and composure,” Rancho Bernardo baseball coach Sam Blalock said. “He believes in himself and he really wants to succeed. He is high on the chart in that area and it helps having that confidence.” Magrisi’s future will likely include pitching and playing first or third base for the Broncos. He started his freshman year working with the infielders, throwing bullpens and taking batting practice. Eventually, the coaching staff decided

to lighten his load. “Probably the most crucial thing was that he was working at third base and trying to be an infielder as well as a pitcher,” Blalock said. “That was a lot of wear and tear on the arm. We decided to take some things off his table and have him focus on pitching and hitting. So, we took him out of the infield and that is kind of when he started to pick it up. The arm action he was using in the infield was conflicting with his pitching motion so that really got him back on track and got his arm strength back.” Magrisi said he is simply giving his arm a rest for now. He will be the Broncos’ ace next season and will likely be a starter at first or third base when he is not pitching. “That is the goal,” said Magrisi, who is a switch-hitter. “Right now I feel my pitching is ahead of my hitting, but I feel like with some at-bats and some work I can get that up to par.” Blalock doesn’t doubt it. “He has a lot of intangibles that he brings to the game so he is very likely to be successful in any pursuit that he has,” Blalock said. “We will look how his hitting and fielding come on and we will go from there.”

Is Personal Financial Planning Really Important? The short answer is “it should be.” So, what is personal financial planning anyway? Think of how important your family physician is in your and your family’s life. Pretty important, right? We all want to have and maintain good health; however, we don’t really give much thought to our financial health. To keep fiscally healthy requires awareness of how we plan today and our financial future. Some questions: Do you have more cash in the bank than you need? A general rule of thumb is to keep enough in checking to equal one month of your expenses. Next item of liquidity is for emergencies or opportunities (Quick Recourse Fund). That amount should be based on the reliability of your income. If you have safe reliable income, maintain two-three months in a savings or money market. Even that amount may be too much since these accounts are paying extremely low (taxable) yields. If you have equity in your home, consider setting up a home equity line of credit (HELOC) rather than keeping too much cash in the bank. HELOCs are free to set up and banks can loan up to 75% of your home equity to fund the line of credit. The loan can be paid back interest-only or all over time… and interest is tax-deductible. Now, you have the liquidity issue settled, what should you do with the excess cash in checking and savings? The answer can be answered in a detailed, comprehensive personal financial plan. Is your estate plan up to date? Are you maxing out all retirement opportunities? Can you set up a home-based business? Have you established a personal investment portfolio? Do you own real estate in your personal investments? You should, if nothing more than diversification outside the volatility of stocks and bonds. Are you paying more in income taxes than necessary? Check your last year’s 1040, line 63, shows the amount paid in federal income taxes. California form 540, line 64, shows what you paid in state. Total both and divided by 12 will remind you what you paid, on average, each month last year! Kleenex time? Your tax preparer’s job is to “prepare” your taxes. SAN DIEGO (CNS) — The median price of a home in San Diego County rose by 5.8 percent in June, compared with the same month a year ago, while the number of homes soared by 20.8 percent, a real estate information service announced. According to CoreLogic, the median price of a San Diego County home was $476,000 last month, up from $450,000 in June 2014. A total of 4,467 homes were sold in the county, up from 3,698 during the same month the previous year. A total of 24,378 new and resale houses and condos changed hands in Los Angeles, Riverside, San Diego, Ventura, San Bernardino and Orange counties last month, according to CoreLogic.

That was down 12.1 percent from 21,754 in May and up 18.1 percent from 20,635 in June 2014. The median price for a Southern California home was $442,000 in June, up 2.8 percent from $430,000 in May and up 5.7 percent from $418,000 in June 2014. “Souther n Califor nia’s June home sales were the highest since summer 2006 -- the tail end of the last housing boom -- and sales haven’t risen this sharply on a yearover-year basis in nearly three years,’’ said Andrew LePage, a data analyst for CoreLogic. “Continued job growth, low mortgage rates, more confident consumers and other factors have put more wind in the housing market’s sails.’’
