BY EMILY SORENSEN Poway has seen a spike in reported violent crimes over the first six months of 2016 compared to the first six months of 2015, according to ARJIS, the Automated Regional Justice Information System. There were six reported rapes, three armed robberies, four strong arm robberies and 24 aggravated assaults in Poway during from January to June 2016, for a total of 38 violent crimes. This is an increase of 20 violent crimes compared to last year, with 15 of those crimes being aggravated assaults. There were also two
more rapes, two more armed robberies and two additional strong arm robberies in the first six months of 2016. The first six months off 2016 did not have any reported murders, while there was one in the first six months of 2015. Capt. Jeff Maxin of the Poway station said one possibility for the rise in violent crime is more aggressive report taking by Poway deputies. “It could be that more people are coming forward to report these crimes,” said Maxin. Energy storage business in Poway shut down BY J. HARRY JONES A company that Poway once touted as a shining example of innovative and cutting-edge businesses in the city has apparently folded — one year after a prototype of its energy storage device exploded inside its warehouse. The offices where Quantum Energy Storage was headquartered are now empty, and a notice on the front door indicates a large spinning wind turbine out front has been abandoned and is now owned by a leasing company. Former Quantum CEO Tien Nguyen and other company officials could not be reached for comment. However, a former employee who asked not to be identified said the business has shut down. “Quantum Energy is no longer,” the former worker said. “They couldn’t get funding and went out of business.” In December, Quantum was fined $58,025 by the California Occupational Safety and Health Administration, which found 16 health and safety violations after a six-month investigation into the blast at the company’s warehouse on Gregg Street, about 1,000-feet from the company’s headquarters. The explosion occurred when a nearly 7-foot-wide, 11,000-pound metal flywheel spinning at 6,000 rotations per minute failed, Cal/OSHA said. The flywheel came loose from

its moorings and crashed into the sides of a concrete vault installed in the warehouse for tests of the energy storage system. Four people inside the warehouse were injured in the explosion, which occurred just a few blocks from a Home Depot and Costco. None of the injuries were life threatening. The blast created a large hole in the building’s ceiling, and shrapnel was reported to have fallen blocks away. “The workers harmed by this explosion could have died because the employer did not secure or cover the flywheel to prevent the release of mechanical energy,” investigators wrote in the report. A day after the June 10 explosion, Nguyen tried to downplay the significance of what happened, saying it was merely a mechanical problem. He said the company would explore more remote sites to conduct its testing. City officials and business leaders said they don’t know what happened with the company. Most at City Hall were surprised to learn the business was no longer in operation. The Economic Development page on Poway’s website still includes a 5-minute video touting the city as a great place to live and do business. PUSD board election draws early interest A former Poway Unified School District board member is among four candidates who have expressed early interest in running for two seats on the board in November. Rancho Penasquitos resident Stan Rodkin took out nomination papers last week, according to a list provided by the San Diego Registrar of Voters Office. He served on the board from 1975 until 1990. Also taking out papers were Melissa Lind, John “Chas” Moriarty and Darshana Patel, who is the only candidate to date to have returned her papers with between 20 and 30 signatures of registered voters in the district. Once at least 20 signatures are validated by the county, she will be declared an official candidate in the Nov. 8 contest. The terms of board members Andy Patapow and Kimberley Beatty expire at the end of the year. Beatty has said she will seek a second four-year term while Patapow has announced his intention to retire after 20 years. Because at least one incumbent is not running, the filing period will be extended from Aug. 12 to Aug. 19.

Hikers urged to exercise caution in hot weather BY EMILY SORENSEN Iron Mountain and Potato Chip Rock are two big hiking destinations in Poway, but how prepared are you to tackle the challenge? According to Fire Battalion Chief Ray Fried, it’s not uncommon for hikers to need rescuing after becoming injured or overestimating their abilities during a hike in the summer months. “It’s not uncommon, but it’s not something that happens regularly,” said Fried. “You might not have one for months, then you might have several in a row.” Fried said that a hiker had to be rescued from a Poway trail within the last week. Some of the biggest culprits for causing a hiker to need a rescue include not bringing enough water, not wearing proper shoes and hiking on a hot day, especially in the late morning or early afternoon. “We see it a lot as it’s been getting hotter the last couple of years with popular hiking spots,” said Fried. “We just want people to be prepared. We see a lot of heat exhaustion with people not bringing enough water.” Not knowing the trails well is also a pitfall that can injure hikers, Fried said. “If they’re new to hiking, they might not know how difficult the
A sign at the Lake Poway trailhead advises hikers to take plenty of water with them. trails can be.” Fried suggested that those wishing to hike anywhere, but especially one of Poway’s popular hiking destinations, should study the trail beforehand to see exactly how far it is, what the terrain looks like and how treacherous the trail may be. “Sometimes it’s not the heat,” said Fried. “Iron Mountain tends to be rocky, so if you’re not wearing the proper shoes, it’s easy to break your ankle. We especially see that in the cooler months.” Choosing the right day and right
time of day for your hike is also important, Fried said. “Go on a day that isn’t very warm or is cool,” he said. If you want to hike on a hot day, Fried said hikers should go early in the morning before the temperature rises. Hiking on a hot day or hiking without enough water can lead to heat exhaustion or heat stroke, which can be deadly. This also includes pets, which can be injured or become dehydrated if the hike is not properly planned. Knowing your own stamina is also important, said Fried. “People

can overheat quickly. Know how good of shape you’re in, know what you can handle,” he said. When a hiker needs to be rescued while on the trail, it can happen one of two ways. If the hiker is within half a mile of the trail head, Fried said the dispatched rescue response team will hike in and carry the hiker out. If the hiker is further in, a helicopter will be sent to drop the rescue team in and air-lift the hiker to an ambulance. Fried said rescues happen fairly equally between Iron Mountain and Potato Chip Rock.

Honorary mayor candidates are selling votes, planning parties BY ELIZABETH MARIE HIMCHAK Rancho Bernardo’s two honorary mayor candidates are kicking up their efforts to win while raising money for the community in the good-natured competition. Scott Ackley and Earl Boyll said their ticket sales — aka election “votes” — have increased and they are finalizing plans for their campaign parties. The parties are events designed to raise additional money that the Rancho Bernardo Business Association will distribute to various endeavors and community groups. Both are also busy selling sponsorships to RBBA’s inaugural Casino Night, set for 5 to 8:30 p.m. Tuesday, Sept. 13 at The Gateway in Poway. Sponsorships are $100 and include a table where local companies can promote their business. They do not have to be RBBA members. Everyone in the community is welcome to attend Casino Night. Admission is free to RBBA members and $25 for non-members. Admission includes $100 in casino bucks, free appetizers, a free drink and chance to win prizes if among the top three casino game winners. I
n the latter part of the 19th century, a narrow dirt road traveled north from San Diego, making its steep and twisting way down from what is now Scripps Ranch into Poway. From there, it headed north over more forgiving terrain through Rancho San Bernardo and across the San Dieguito River, now dammed there as a (currently-dry) arm of Lake Hodges, then to Escondido and beyond. This marked a quantum leap in the development of the area that would become Poway. As late as 1870, the area where the road would go was described in a U.S. Geological Survey map as “unsurveyable worthless brushy mountains.” The road for decades would be the only connecting link between San Diego and the inland areas to the north. For years, passengers on the San Diego-Escondido stage took a break for lunch at a stop at the bottom of the grade before completing their day-long journey between the two destinations. Poway’s farmers would also use the route, known as the Escondido Road, to take their wide range of agricultural products — including peaches, grapes, pears, nuts, melons, cream and livestock to market in San Diego. The road passed through the community of Merton, roughly where Poway Road crosses today. A store, the one-room, Merton School and a church defined the area. It traveled north past the homes and farms of pioneer families, including the Lawsons and the Franks. Shortly after the dawn of the 20th century, motor vehicles arrived on the scene. Intrepid drivers and passengers found the trip over the unpaved road to be a bit of an adventure, but after 1910, cars and trucks became more common than horse-drawn vehicles. Successful farmers proudly displayed their Model T trucks. There was even the occasional auto race as early as 1913. Lake Hodges, completed in 1918, would flood the San Dieguito River crossing, so the first Lake Hodges Bridge was added in 1919, making it an all-weather crossing. There was great celebration when the Poway Grade (between Poway and Scripps Ranch) was paved in 1920. In the late 1920s, the Stuck family began work on Big Stone Lodge, not far north from the former stage stop. Constructed of logs and granite boulders, it was intended to be part of a resort complex. The complex was never completed, thanks at least in part to Prohibition and the Great Depression. Still, the lodge — offering food, drink (after the repeal of Prohibition), music and dance — a gas station and a
grouping of stone buildings, definitely gave the area prominence. It, not infrequently, had a reputation for rowdiness. At one time, the place was off-limits to soldiers, sailors and Marines stationed at military bases on what is now MCAS Miramar and Camp Elliott. The Poway Grade was too steep and windy for servicemen to attempt after an evening of revelry. In 1935, Pomerado Road officially became part of U.S. 395, still the primary inland route north from San Diego. At one point it was possible to take the 395 from San Diego to Canada without changing roads. In 1949, the route of 395 south of Lake Hodges was relocated west to what would later become I-15. Pomerado Road was no longer part of the interstate thoroughfare. It was now just Pomerado Road, the name of which came from the communities it traversed: POway, MERton and BernArDO (a bit of liberty being taken with the latter). In the late 1970s, shortly before Poway became a city, the County of San Diego proposed widening Pomerado to four lanes, running through the heart of the Big Stone area. The route would have taken out many of the magnificent oak trees that line Beeler Creek, along with some of the old stone buildings and historic bridges. The people of Poway rose up, writing letters and marching in protest. At least one resident threatened to chain herself to one of the endangered oaks. The county relented. A new route was adopted, up the hill to the east, and the existing stretch became “Old Pomerado Road.” Then, in 1990, after two years spent widening and improving Pomerado Road within its city limits, the City of San Diego voted in closed session to renege on the promise to reopen the road’s connection to Poway. The City of Poway sued. Eventually the two cities reached an agreement and the more than 110-year-old connection was restored. Pomerado is now a busy four-lane divided road with bike lanes and traffic signals, lined with homes, businesses, churches and schools. Only traces of its past remain. Still, Pomerado Road has now been formally designated as a part of Historic 395, indicated by signage in several places along its length. Your best chance to catch a glimpse of the road’s past is to turn on to Old Pomerado Road, south of Poway Road, where the memories remain close to the surface, seen amidst more recent construction. We don’t want that here.” Reported property crimes in Poway saw a decrease during the first six months of Poway, with a total of 44 fewer property crimes in January through June 2016 compared to 2015. Theft saw the biggest decrease, with 38 fewer thefts under $400 and 45 fewer thefts overall. There were 27 residential burglaries, 19 non-residential burglaries, 74 thefts more than or equal to $400, 72 thefts of less than $400 and 18 motor vehicle thefts for a total of 210 total property crimes during the first six months of 2016 in Poway. Both residential and non-residential burglaries also saw small decreases in the first six months of 2016, with five fewer burglaries than in the same time period in 2015. The only outlier to this trend was motor
intersections in amounts that exceed the applicable significance threshold identified in the final environmental impact report (FEIR). “These impacts have not been adequately disclosed and analyzed in the FEIR,” according to the petition. • Palomar has failed to adequately propose mitigation measures that would mitigate the project’s significant traffic and other impacts by reducing or avoiding them. The petition alleges the FEIR incorrectly analyzed project impact to Rancho Bernardo Road by basing the report on the assumption that it is a six-lane prime arterial when it is actually a six-lane major road with a capacity of 50,000 average daily trips.

Maxin said that despite the fall in property crimes in the first six months of 2016, he doesn’t want Powegians to let down their guards. “I want people to stop making (stolen property) available,” he said. “Don’t give criminals an opportunity.” Despite the rise in violent crime, Poway has 24 fewer crimes overall in the first six months of 2016 with 248 crimes, compared to 272 in the first six months of 2015. Maxin said that overall, he is proud of Poway’s dropping crime rate and attributed it to young, enthusiastic deputies who are patrolling the city and pursuing reports. “The deputies are taking a proactive approach to report writing,” he said.
• The project does not have a plan to limit student and staff parking off-site, and the additional traffic in adjacent neighborhoods would result in land use, noise, air quality and traffic effects not adequately disclosed or analyzed. Palomar College purchased its Rancho Bernardo site in 2010 for $38.3 million. It has a four-story 110,000-square-foot office building, a 574-space parking garage and a 218-space surface parking lot.. Officials have reduced the number of full time equivalent students to 2,000 and the campus is designed to serve the district’s southern communities, including Rancho Bernardo, Rancho Penasquitos and Poway.

City Council moves forward on new legislative platform BY EMILY SORENSEN The Poway City Council discussed a new legislative platform Tuesday night that if implemented will update where the council stands on important policy issues. The platform is used by staff to respond to requests for support on local and state policies and bills based on what the council has pre-approved under the platform. These requests are usually extremely time sensitive, so there is no time for council to meet and discuss each one, said Tina White, acting city manager. The current legislative platform, which dictates what policies the council officially supports, was implemented in 2006 and hasn’t been updated since. None of the current council members were on the board when the platform was adopted. The new legislative platform is currently being developed. It will be brought back at a future meeting for more discussion and adoption. The proposed platform consists of nine categories: economic development; energy and water conservation; human resources and risk management; land use, CEQA and housing; municipal finance; parks and open space; public works; public safety; and transportation. The council was in general agreement about the platform. “What I see is that this allows us to be more responsive,” said Councilman John Mullin. “It would define a framework to give staff guidelines. … As broad policy statement, it makes sense.” Mullin questioned whose call support of policies that didn’t fit easily into the guidelines would be, and said he’d like to see that amended in the platform. Mayor Steve Vaus agreed, saying that staff could identify clear policies for support and leave “wobblers” to two people on the council, who could quickly discuss the policy and decide whether it should be supported. Deputy Mayor Jim Cunningham said that
in his experience, support of policies must be done quickly. “Senators are looking the quantity of (letters of support for a policy), not the quality,” he said. Cunningham also agreed with the “wobbler” idea of discussing unclear policies and leaving the easily identified ones to staff. “I like the process, and it’s a necessary process,” said Cunningham. “I like the proposal and how it’s put together.” Vaus said that he would like to add anything that would cost the city money as a policy they would not support. He and Cunningham will make up the “wobbler committee,” as he termed it. In other business, the City Council: - Discussed a proposed comprehensive audit of all of the city’s outstanding real estate contracts, which was proposed by Cunningham. Cunningham said he wanted the audit to ensure that the city is engaged in best practices and to make sure all fees and payments are being made correctly. Several council members requested a list of all the city’s contracts from staff. Members of staff reported that they have already begun doing contract analysis on 44 of the city’s real estate contracts, but Cunningham requested they do a more in-depth analysis. This issue will be brought back for further discussion at a future meeting. - Extended for one year each the tentative tract maps for two proposed subdivisions: a 496-acre property at 15555 Stage Coach Road (29 proposed lots) and a 5.6 acre property at 12664 Cobblestone Creek Road (six lots). The second tract map discussion drew several opponents who raised concerns about the proposed use of a septic system instead of planned sewers as well as what will happen with the private road that runs through the property. Council approved the extension, as any major changes to the tract map, such as using a septic system, will need to come back to council for approval. .

Darrell Strohl is new lieutenant at Poway sheriff’s station

BY EMILY SORENSEN The Poway Sheriff’s station has a new lieutenant. Lt. Darrell Strohl started at the station on July 8, taking over for J.T. Faulkner, who is retiring. This is Strohl’s first assignment as a police lieutenant. He has been with the department for 27 years, and his most recent posting was as the sergeant for the San Diego County Sheriff’s Department’s SWAT team. Strohl, who is from the South Bay area, said he is still getting used to Poway and 4S Ranch, the areas that the Poway station oversees. “I’ve been driving around Poway and 4S Ranch to familiarize myself with the area,” he said. “I’m learning the beat and my responsibilities.” As the station’s lieutenant, Strohl is second in command. His responsibilities include overseeing the administration and patrol functions for the station’s employees. Strohl’s career in law enforcement began in the old San Diego Central Jail, where he was assigned from 1989 to 1993. After that, he served as a patrol deputy in Lemon Grove until 2000, when he joined the SWAT team. After seven years with SWAT, Strohl served for two years with the county’s aviation department, where he said he flew over Poway often on his flights to Gillespie Field. In 2009, Strohl earned the rank of sergeant and was assigned to the Encinitas and North Coastal patrol station before becoming the sergeant at the sheriff’s department’s weapons training unit in 2012. In 2015, he took on his role as one of two sergeants of the SWAT team, before taking the test to become a lieutenant. “I’d been a sergeant for seven years and I wanted to expand my supervision and hopefully impact other

He also met with Mayor Steve Vaus and the members of the Poway City Council at the July 19 council meeting, where he accepted the Safest City Award on behalf of the department. “Poway is a nice area, it’s beautiful. It’s a nice city with a low crime rate. I’m sure (the award) makes the residents feel good about that,” he said.

German school opens branch in Poway German Pacific School San Diego, a non-profit school, recently opened a new branch at the Incarnation Lutheran Church, 16889 Espola Road, in Poway. The school offers classes once a week on Friday afternoons, for beginners as well as for bilingual students. The classes are for students ages 6 -17. “Our programs are especially interesting for families with German roots who want their children to be exposed to the language and to master reading and writing in German,” explained Principal Wiebke Elbe. The school is trying to create a place where people interested in German culture can meet, make new friends, and celebrate cultural events such as St. Martin’s Day (Laternenfest), Weihnachten, and Fasching together, she said. Students learn through theater, German board games, STEM activities, music, art and a lot of reading. Middle and high school students practice their language skills by debating current events and cultural differences. High school students also have the opportunity to take exam preparation classes for tests such as the AP exam, the German Language Diploma and the National German Exam. Volunteers make impact on schools THUMBS UP to three very dedicated individuals who have been selected by the Poway Unified School District as “Volunteers of the Year.” The three are Audrey Bank from Rancho Bernardo High School, Garry Burgess from Black Mountain Middle School and Stan Kim from Painted Rock Elementary School. Kudos also to the honored top volunteers from each PUSD campus. Administrators, teachers and staff are the backbone of every successful school, but the thousands of hours donated each year by parents, grandparents and others from the community go a long way toward making good campuses great and enhancing student learning. THUMBS DOWN to Poway city employees responsible for putting the City Council in the difficult position of facing a roomful of neighbors upset over a proposed housing project on Twin Peaks Road. The July 19 public hearing was the first time the five-member council had seen the details of San Diego Habitat for Humanity’s plans. Three members of the council had as many questions about the project as those in the audience, including two big ones – can Habitat legally restrict home buyers to those currently or formerly in the military and will there be enough on-site parking to prevent spillovers into the neighborhood? A workshop session that should have been held prior to the meeting is now set for 6 p.m. Tuesday, Aug. 16 in the council chambers. THUMBS UP to Poway and San Diego officials for the decision to increase the frequency of allowed outdoor watering, from twice to three times per week.Other restrictions still apply, such as limiting watering to 10 minutes per station and before 8 a.m. or after 8 p.m. In 4S Ranch, water conservation is now strictly voluntary. Maybe now remaining trees and lawns will have a chance. THUMBS DOWN to San Diego Gas & Electric for saying it will take up to three months to process a request from the Save Webb Lake folks to install a meter and run electrical wiring to new pump that will replenish Webb Lake with groundwater rather than having to depend on city water. The well has been dug and is nearly ready to go. Can’t something be done to cut the red tape? THUMBS UP to everyone who contributed to the fund to build a memorial at Lake Poway to San Diego Padres great Tony Gwynn. We were not as optimistic as Mayor Steve Vaus that the $150,000 mark would be reached. The fund has topped $161,000, thanks to private donations, big and small, from business, organizations and fans of all ages. An artist has been commissioned to create a larger-than-life statue of Gwynn and work on the site should begin by the end of the year.
OUR READERS WRITE Seven Oaks update Thank you to the Seven Oaks board for recently approving a six-month moratorium on making decisions regarding complaints over the height of trees or blocked views. The moratorium will allow time for the 1997 CC&Rs to be clarified. A petition asking for the moratorium was signed by more than 300 residents and was voted down by the board in June. Directors said the petition was not legal. Due to the persistence of the petition’s authors it was reviewed by the board’s attorney, who validated its authority. The petition then passed at the July board meeting. We now have a group of tree and view residents working together to solve the tree versus view issues, a subject that has never been fully settled and goes back many years at great emotional and financial costs to the community. No goal achieved is easy. After the petition passed, three valued board members who supported the petition resigned after many months of frustration working with the group. One angry resident is now challenging the decision of the board’s attorney and the passing of the petition. The resident is threatening to file a lawsuit against the board. Doing so will only put an increased financial burden and stress on the community and further divide the neighborhood. This does not make a pleasant residential atmosphere. Housing backed I live off Espola Road and will be impacted by the extra traffic resulting from the development of the proposed veterans housing on Twin Peaks Road. It is aggravating having to wait for the signal to change on Espola and High Valley
roads, especially during peak traffic. Having said that, I would be delighted with the low-cost housing that may be developed for our military, past and present, who have sacrificed to maintain our freedom and liberty. I applaud Habitat for Humanity’s efforts to develop housing for our veterans and will feel privileged to have to wait for a few more cars to pass before the signal changes. I applaud patriots and Councilmen John Mullin and Jim Cunningham for their unwavering support. I urge Mayor Steve Vaus and Councilmen Dave Grosch and Barry Leonard to support the program and get it started without dotting all the i’s and crossing all the t’s. Wrong site for tower JC Resorts, owner of the Oaks North Community Golf Course, wants to install a 50-foot cell tower with electronic shed and surrounding fence with warning signs in the middle of our neighborhood. They would like to enhance their profitability at the expense of innocent neighbors. We were given only four days’ notice before the public hearing. The City of San Diego’s printout states that cell antennas need to be located high in the air to avoid unsafe radiation, but the proposed location is at the lowest point and surrounding homes are in the horizontal radiation of the antennas. T Mobile should place the antenna at a high point on existing poles. Usually cell projects are upgrading existing equipment. I don’t understand why there’s even a need for a new one in RB. Best defense against teenage drug abuse
A
s a younger man I dreamed of winning the lottery and being wealthier then I could even comprehend. I dreamed of cars, mansions and the finest hotels around the world. My focus was on the things I could buy and the objects I desired. My knowledge of self was limited and my understanding of happiness was based on what most teens have - limited exposure to what drives them. All I could come up with were flashy things to attain because I never explored what life had to offer as I didn’t have the leadership I needed at critical times. SOLE Effects is a local nonprofit doing amazing work in giving teenagers the number one driving factor in staying off drugs and teaching them how to be the best they can be by finding a passion. Passion is one emotion that
can drive all other critical decisions. SOLE Effects has been working with PUSD and the local community doing leadership coaching. From cyber bullying, team leadership, their SWITCH program and dance team coaching, they have broken the mold of adults telling kids what to feel and think. They guide and mentor the kids on growing what each teen has within himself. I talked with one of the founders, Karen Ogden, about the focus of SOLE Effects: “Our mission is to grow strong leaders through influential role models. (We train college students to work with 7th, 8th and eventually 9th graders.) Adults have been telling kids what NOT to do and what is making a difference is how our college students are guiding them with what TO do. Students are not only involved in all we
do, but they lead everything. I really think this has been key … they knew us and trusted us from the beginning. We’ve been told we tackle issues head on … it’s not just a “feel good” session for everyone it’s fun and engaging, but they get their issues addressed and are provided with strategies to truly change their lives.” They had a “SOLE Leadership Team.” These were strong leaders (high school students from various schools) in Poway who served mostly as a focus group addressing specific topics and what they believe would most impact middle school aged teens. They also served to create strong content, made videos and created activities. Through this, they came up with the “8 Steps to Strong Leadership.” Dealing with hundreds of teens, having a program like

this in place is not just helpful but LONG overdue. What better way can we instill a sense of purpose in our teens than by mentoring them with fun activities and how to chase their dreams? This is not your stale school assembly that kids only like because it gets them out of class for a period. This is the real deal. Integrity becomes the spotlight and individuality is encouraged within healthy settings. Now that I’m a lot older and a little wiser, I now dream of the opportunity that the lottery could afford me. Not the cars and houses but the opportunities that I could pursue and the chance to offer so much more to the people around me by chasing my passions. I wish I would have had a program like SOLE Effects when I was in middle school as it would have saved many years of learning what makes someone happy. Convention comparisons As is my standard practice, I watched almost all of both political party conventions on C-SPAN. C-SPAN allows one to experience the conventions themselves without talking heads telling you what you will hear or heard and skipping a lot of content on the floor. As a liberal I'm obviously biased, but the Republican convention was a real downer. It was filled with fear and dire predictions of doom and gloom from multiple sources. It's also clear that Republicans hate Hillary. At times the delegates sounded like a lynch mob. It ended with Donald Trump saying, "I alone can fix it!" The Democratic convention was significantly more upbeat. It began with Bernie Sanders supporters voicing their frustration that he didn't win the nomination, but it also showed how people with differing strategies can come together to achieve common goals. In the end, the Democrats spoke with one voice. They acknowledged the problems we face and agreed to build on our success and move the nation forward. Vaccinations: No proof, no school Personal belief exemptions eliminated BY JOSE A. ALVAREZ The number of unvaccinated kindergarteners in California has dropped two years in a row, and health officials hope to see it keep falling this upcoming school year as a result of a new state law that went into effect in July. Senate Bill 277 eliminated personal belief exemptions and requires that all students show proof of having received all the required vaccines before they are allowed in school. The new law exempts students who can’t be vaccinated due to medical reasons. More than 13,000 (2.4 percent) kindergartners across the state lacked some or all the recommended vaccines during the 2015-16
school year, about 4,000 fewer than in 2013-14, the highest on record. In San Diego, more than 1,600 (3.6 percent) kindergartners had a personal belief exemption during the 2015-16 school year, a drop of about 400 students from the 2013-14 record year when 4.5 percent of kindergartners did not have some or all the required vaccines. “The lower the number of unvaccinated students, the less likely it is for disease outbreaks to occur,” said Wilma Wooten, M.D., M.P.H., county public health officer. “When children are not vaccinated, not only are they at increased risk for disease, they can also spread illness to others at
school and at home.” As part of National Immunization Awareness Month in August, the County Health and Human Services Agency is reminding parents to check their children’s immunization records and schedule doctor visits soon to avoid the last minute rush for appointments for vaccines. Children who are 4 to 6 years of age are due for boosters of four vaccines: DTaP (diphtheria, tetanus and pertussis—whooping cough), chickenpox, MMR (measles, mumps and rubella) and polio. Preteens and teens need a Tdap booster shot to protect them against tetanus, diphtheria and whooping cough. The Centers for Disease Control and Prevention also recommends that teens get vaccinated

BY TERRY MONAHAN Two men from vastly different backgrounds and from different parts of the country arrive with the same dream. Joe Maloy was living in Wildwood Crest, N.J., off exit No. 4 on the New Jersey Parkway when he opted to move to Poway in 2012 to accelerate his training as a triathlete with the goal of competing in the Olympic Games in Rio de Janeiro in the middle of August. Greg Billington made the same trek to Poway two years later, this time from Colorado Springs for the exact same reason. With both Maloy and Billington headed to their first Olympic Games in a few short weeks as part of the three-man contingent, obviously training in Poway — at the urging of his coach, Paulo Sousa — was the best decision for both of them. “When it’s 75 degrees outside, it makes it easier to go train three times a day,’’ Maloy said. “Poway turned out to be the perfect place for us with the running trails, a great community pool, bike paths and, of course, the beach. “Being away from our families is worth it because we were able to get a lot out of being here for a few years.’’ Billington agreed with Maloy’s assessment of their training grounds in North County. “The Poway community pool has been great to us during our training,’’ Billington said. “We’re close enough to the ocean for long swims, running paths all over the place and riding places like Vanity Canyon and Highland Valley Road. “We couldn’t have trained in a place better than Poway.’’ Maloy and Billington head off on their dream tour Aug. 12, just six days before they compete in the event of a lifetime. “It’s a huge honor representing my country doing something I’ve done for most of my life,’’ said Billington, a graduate of Wake Forest. “I’ve done this enough times to know what is coming. St. Michael’s student to appear on Nickelodeon Fox shares love of fencing with NFL QB Cam Newton, Olympian Mariel Zagunis Isabella Fox, an eighth grader at St. Michael’s School in Poway, will appear on Nickelodeon’s “All in with Cam Newton” on Friday at 5 p.m. Fox, 14, shared her passion for the sport of fencing while applying to be on the show and Carolina Panthers star quarterback Cam Newton loved the story. The 2011 NFL Rookie of the Year and three-time Pro Bowler came to San Diego to tape the show and, according to a press release, brought along two-time fencing Olympic Gold Medal winner Mariel Zagunis. She is the most decorated fencer in the history of USA Fencing with 19 medals at the World Championships, according to the release. She will be competing in her fourth Olympics this year. “This really is a dream come true,” Fox said. “Being on television with two amazing athletes gives me the chance to share my passion of fencing with other kids. “I hope that more kids, girls especially, are encouraged to pick up a sabre and try fencing out - it’s awesome!” Fox has been fencing since she was 10. She placed third in her first summer national tournament, according to the release.

Broncos’ Otsuka picks USD as next destination Outfielder hit .404 during a breakout junior season BY MICHAEL BOWER A 5-foot, 8-inch 170-pound high school outfielder does not often grab the attention of Division I college coaches. It tends to take something extra special for a player with such a build to be considered for a scholarship to play at that level. USD validated Tora Otsuka has what it takes. The soon-to-be senior at Rancho Bernardo High recently committed to the Toreros, overcoming his small stature with his extraordinary speed, range in the outfield, bat control and high-probability of squaring up the ball at the plate. “I think my speed on the bases and my contact skill is what they liked,” said Otsuka, who had a breakout junior season for the Broncos, hitting .404 with five home runs and 28 RBI. He struck out just 10 times in 134 plate appearances. “I think my ability to track balls in the outfield was also a big factor for USD giving me a scholarship.” Otsuka almost never made it to the outfield. He entered Rancho Bernardo’s program as an infielder his freshman year. Soon he was converted to an outfielder and Otsuka says it was surprisingly an easy move.
“It came naturally to me,” he said. “I didn’t have to really work that hard at it. I just worked a lot on my first steps during batting practice. One of the things that was hard for me was seeing the ball, running to the spot, seeing it again and then catching it. I worked on that a lot with coach (Sam) Blalock. I think all the practicing we did with that helped a lot.” Indeed. Not many look smoother than Otsuka when tracking down a deep fly ball. He says it came naturally, but he did have some practice catching towering fly balls as a youngster. Otsuka’s father, Akinori Otsuka, pitched for the San Diego Padres and Texas Rangers before elbow surgery in 2008 cut his career short. But while Akinori was playing professionally, Tora was often shagging balls in the outfield during batting practice. “Those were the best times,” recalled Tora, who bats left-handed and throws right-handed. “That was the most fun thing I did when I was little. That is how I started playing baseball.” Akinori now coaches the Chunichi Dragons in Nippon Professional Baseball in Japan. But he still has time to help give Tora some pointers. “He teaches me everything he knows,” Tora said of his dad. “He really helps me. He brings so much to the game and it is just great to have his brain to pick on. I ask him a lot of questions and he always has an
answer. He will get pointers from his players in Japan and teach it to me. It is great.” Otsuka has played every season at the varsity level at Rancho Bernardo. He hit .312 his freshman year and .294 his sophomore season before putting together the monster junior campaign. He credits his change in approach at the plate for the outburst. “I just really focused on every pitch,” Otsuka said. “My focus this year has been way different from my freshman and sophomore years. I also spend more time studying pitchers when I am in the dugout. I try to keep it simple, but focusing more has really helped me.” Otsuka, who was part of the Broncos’ 2015 Open Division championship team, is hoping to win one more title before departing for USD. Rancho Bernardo went 24-10 before a disappointing 1-2 showing in the Open Division playoffs last season. “I hope we have better team chemistry this year,” Otsuka said. “We didn’t play that well as a team last year. I think we had the attitude that we won the year before so (we can just show up and win again). I had a bad feeling about that, too, but I didn’t know what to say to the team. Next year, I have to become a leader on the team and try to push my teammates so we can all get better and win a championship.” Sounds like another extra-special quality USD will be happy to have.

‘Arsenic and Old Lace’ opens Aug. 12 BY EMILY SORENSEN Broadway Theatre’s production of the comedy classic “Arsenic and Old Lace” opens Friday, Aug. 12 at the Welk Theater Resort in Escondido, promising a macabre good time. “Arsenic and Old Lace” revolves around the Brewster sisters and their unique hobby: poisoning lonely old men with elderberry wine laced with arsenic, whom they then bury and bring flowers to every Sunday. When their nephew, Mortimer, finds out what they’re doing, he desperately tries to protect them, a difficult task with the police constantly at the house. “It’s so brilliantly done,” said Director Randall Hickman. “The characters are so good. There is not one weak character in the show. The audience never has a chance to get bored.” The show was written by Joseph Kesselring in 1939. Opening on Broadway in 1941, “Arsenic and Old Lace” ran for an at-the-time record of 1444 shows before
closing in 1944. It was made into a successful film in 1944, starring Cary Grant. It is still one of the most produced plays around the world over 70 years later, said Hickman. “(Kesselring) was a playwright ahead of his time,” he said. The show stars two Southern California theater veterans as the Brewster sisters, with Robin LaValley as Abby and Eliane Wiedauer as Martha. “Robin LaValley is a staple at the Welk,” said Hickman. “And Eliane Wiedauer is a San Diego icon. Together, they’re like an acting workshop in rehearsal.” The cast, which is drawn from all over Southern California, is rounded out with Timothy Benson as Mortimer, Joe Paulson as Jonathan, David Gentry as Dr. Einstein, Helen Brehm as Elaine, Douglas Davis as Officer O’Hara, Doug Olive as Jacob Hatch, Kenneth Gray as the Police and George Roswell as Dr. Witherspoon. “I can say with unabashed

BY EMILY SORENSEN Music lovers can enjoy a free concert of blues and American roots music by Nathan James on Aug. 13. The concert begins at 2 p.m. at the Poway Library, 13137 Poway Road. It is part of the San Diego County Library’s Acoustic Showcase concert series. James, a Fallbrook native who is based out of North County, will perform a mixture of his own original roots and blues inspired music and traditional favorites at the show. He will also talk a little about his music and the different styles of roots and blues as well as the background of some of his original work and how he developed it, James said. “Library gigs are great,” said James. “It’s a good listening crowd, like a mini-concert. Poway (library concerts) are always a good show, there’s usually a good crowd.” James refers to his solo library concerts as a “one-man band.” “I play the guitar, sing, have a harmonica in a rack and stomp my feet on a box that sounds like drums,” he said. James said his interest in roots and blues music formed as a teen while
learning to play the guitar. “I was discovering a lot of music I didn’t know about, and I started to become more drawn to old, scratchy recordings, some reaching back to the 1920s,” he said. “I was really drawn to the old recordings that had one person making all the sounds himself.” He also performs with a three piece band, consisting of Marty Dodson on drums and vocals and Troy Sandow on upright and Fender bass, harmonica and vocals. While James’s passion for roots and blues developed from an older style of music, he said his original pieces reflect a more modern slant. “My original stuff leans to a more updated sound,” he said. “To me it sounds new, to others it may sound old. It’s hard to judge. Some guys go really traditional and strive to sound like someone from the 20s, but I’m not that guy.” He recently returned from several tours around the country and said he will be at home for awhile before heading out to tour in Europe, including Spain, at the end of the year. James also said he would like to work on a new album this year, as his last was released in 2014. “I’d like have one a new album started, or even finished, this year,” he said.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: Section 1: The Assessment Rates for three (3) zones are as follows: Improved Parcels (per year, per benefit unit) Zone A: $15.00 Zone B: $ 3.76 Zone C: $13.58 Vacant, Buildable Parcels (per year, per benefit unit) Zone A: $7.50 Zone B: $1.88 Zone C: $6.80 Section 2: The sum of assessments, as calculated by the City, wherein the final report shall be published August 5, 2016, is to be collected on the Fiscal Year 2016/2017 San Diego County property tax roll to provide for the cost of administering, operating, and maintaining the Poway Lighting District. Section 3: Under Assessment Law, the Ad Valorem Tax contribution has been calculated at $378,680 and the City General Benefit Contribution at $118,868. or weeks I’ve had people urging me to write a column about this year’s presidential campaign. Despite my degree in political science, I’ve balked at the idea. My fear was an inability to keep my own politics out of the storyline. This once I’ll dip a toe into the roiling waters and share my thoughts. Donald Trump is a masterful marketer. Hillary Clinton needs a better publicist. Sorry; I’m not going to dissect the latest controversy for either side. Like a highway accident we can’t turn away from, I’m watching this year’s presidential campaign unfold with a sense of horror. I’m seeing friendships and families torn apart with attitudes of “How DARE you disagree with me?” It saddens and scares me. As a society we’ll never agree on everything. But we’re stronger by listening to opposing arguments presented reasonably and respectfully. Just shutting each other out and insisting “My way or the highway” is what’s gotten us to the point we’re at now. It’s obviously not working. Consider the customer service perspective. Customer service is incredibly important for any business’s survival. Companies unable or unwilling to properly service customers will lose business. Years ago I worked for a man who refused to

Mathnasium joins STEM initiative Mathnasium Leaning Centers, including the Poway center, have joined forces with the National PTA as a partner in the PTA’s nationwide science, technology, engineering and math (STEM) education and family engagement initiative. Through this collaboration, Mathnasium will offer support in the development and deployment of resources, activities and events that engage students and families in STEM experiences. “We at Mathnasium of Poway are enthusiastic supporters of community schools and parent leader organizations for the benefit of all students,” said Mike Mulvey, owner/manager of the local center. “Math is the foundation for all STEM fields and we’re eager to explore all the possibilities this partnership offers in the way of making math come alive through inspiring and accessible STEM leaning experiences in Poway.” Launched in 2015, the National PTA’s initiative seeks to fill a critical gap in STEM education, increase access to STEM experiences for all students and inspire the next generation of STEM professionals. Its goal is to deliver 100,000 STEM experiences over the next three years, in schools and in homes. The effort will include a focus on urban areas and among girls and underrepresented youth.
