It’s almost time for the 51st annual Poway Days Parade, which begins at 9 a.m. on Saturday along Poway Road. The parade route begins at Pomerado Road and continues down Poway Road to Bowron Road. More than 80 entries are already registered for the parade, and Pauline Getz, chairwoman of the parade and president of the sponsoring Rotary Club of Poway-Scripps, estimated that there will be more by Saturday. “I think we’re going to have another delightful parade,” said Getz. This year’s theme is “Water Wise in Poway,” and parade entries will be competing for the mayor’s trophy, the best theme representation award and the
Rotary service award. There will be judges for each category. The mayor’s trophy, which is awarded to the best overall parade entry, will be judged by Corrie Vaus, wife of Mayor Steve Vaus, and Olga Singer, wife of City Manager Dan Singer. The Rotary service award, which is awarded to the best representation of service to the community, will be judged by Rotary District 5340 Governor Janice Kurth. The final award, best theme representation, will be judged by Mary Mitchell, a Poway realtor who has managed the parade judges several times in the past and is taking a turn doing the judging this year. Mitchell is also involved with the Poway Soroptimists. This year’s grand marshal will be Sheriff’s Capt. Jeff Maxin, in charge of the Poway sheriff’s station
since April 2014. Sue Herndon, a longtime resident, civic leader and businesswoman, will be the parade’s honorary grand marshal. Maxin said he was looking forward to the parade. “I’ve been in several parades before, but this is my first time as an honored figure,” said Maxin. “I’m honored and humbled to be chosen as the grand marshal.” Maxin said he would be representing the Sheriff’s department, not himself, and would be joined by a contingent of deputies and staff in the parade. “I’m as good as the people around me,” said Maxin. “I represent a very, very good organization.” Also joining Maxin in the parade will be his nineyear-old son, Jake, and Georgia Pucci, the nine-yearSEE PARADE, Page A10

The first six months of 2015 saw a small uptick in property crimes in Poway, according to ARJIS, the Automated Regional Justice Information System. Due to a FBI mandated change in the definition of rape for the Uniform Crime Reporting Program, there can be no comparison of crime statistics for 2015 to previous years in the categories of rape, aggravated assaults, total violent crime and crime index total (violent and property crimes combined), since all four of these categories have been impacted. According to the ARJIS website, “The new definition of rape has been broadened to include male victims, sodomy, penetration with any body part or objects, and no longer requires force.” The new definition — posted under the “help” tab at crimestats.arjis.org — went into effect on Jan. 1. Under the new reporting guidelines, there was one murder, four rapes, one armed robbery, two strong-arm robberies and 10 aggravated assaults, for a total of 18 violent crimes in Poway from January to June 2015. Under the old reporting guidelines, there had been two rapes, seven robberies, one strong-arm robbery and 37 aggravated assaults for a total of 47 violent crimes during the same time period in 2014. Captain Jeff Maxin of the San Diego Sheriff’s Department’s Poway station said that there has
been a drop in aggravated assaults. “Overall, this is a very safe community,” said Maxin. “We try to get the word out that violence is not tolerated.” Maxin said the sheriff’s department uses a proactive approach to try to stop crimes before they happen by identifying criminal elements and working to prevent crimes from happening. The first six months of 2015 saw an uptick of residential burglaries and an equal amount fewer of non-residential burglaries, though the total amount of burglaries remained the same as last year, with 29 residential burglaries in the first six months of 2015 versus 20 residential burglaries in the same time period in 2014. For non-residential burglaries, there were 22 in the first six months of 2015 and 31 in the same time period in 2014. Both time periods experienced 51 burglaries. Theft saw the largest upswing in reported crimes in the first six months of 2015. There were 81 reported thefts of lesser than or equal to $400, compared to 47 in the first six months of 2014, and 110 thefts of more than $400, compared to 104 in the same time period in 2014. Overall, there were 191 reported thefts in the first six months of 2015 and 151 reported thefts in the same time period in 2014. Maxin attributed some of the increase in reported thefts to new laws, including Prop 47, which made crimes like petty theft a misdemeanor. “Criminals know the laws are much SEE CRIME, Page A10

Wolsey said the party is a revival of a fundraiser the Brown center’s predecessor, the Joslyn Center, held for years. A “Mad Hatters” party was held in 2013 and the board decided to resume it again this year. Proceeds will support the center’s programs and activities. The center recently opened its membership to any adult, 18 years or older. As for the hats attendees are encouraged to wear, Wolsey said there will be prizes awarded to the best hats, so attendees can wear anything from gorgeous or retro to flamboyant or silly. “The crazier the hat the better,” she said.

TriWest Healthcare Alliance opens in Rancho Bernardo BY ELIZABETH MARIE HIMCHAK Veterans throughout San Diego have a new local helper in getting the medical care they need, one that opened in Rancho Bernardo on Tuesday. Retired Marine Corps Col. Jay Vargas, who received the Medal of Honor due to his heroic actions in Vietnam, and San Diego Mayor Kevin Faulconer joined scores of new TriWest Healthcare Alliance employees to celebrate the company’s first day of operations at 16620 W. Bernardo Drive in Rancho Bernardo Business Park. TriWest is a Phoenix-based company owned by not-for-profit health plans and two university systems. Since 1996, it has focused on providing military personnel, veterans and family members access to high-quality health care. Due to a partnership with the Department of Veterans Affairs, its Veterans Affairs Patient-Centered Community Care program and the Veterans Choice Card benefit, TriWest employees help veterans navigate the system to get their medical and behavioral health-related questions answered and obtain care through TriWest’s consolidated civilian provider network Julie Townsends, TriWest’s senior vice president of strategic planning and business development, said there are different ways veterans can be eligible to utilize TriWest’s services. They include being more than 40 miles from a VA facility, needing

Townsends said TriWest has a strong, solid network of 8,500 doctors, nurses, behavioral health counselors and other health care providers in the San Diego area. This is crucial since the region has
the third largest veteran population of around 234,000 veterans and is the top relocation choice of veterans returning from Iraq and Afghanistan. She said the company — that also opened an office in Kansas City on Tuesday and plans to open three more offices this year — is well on its way to handling 100,000 care requests by year’s
end. The Rancho Bernardo office opened with 170 employees and has dozens more in training so it can have 240 employees helping veterans by this fall. She said their key function would be to process health care authorizations approved by the VA. Vargas reminded TriWest employees that despite the demands of their jobs, they must always put veterans first and remain patient with those they assist. “San Diego is the heartbeat of the whole nation as far as I am concerned for the veterans community,” Vargas said, adding, “In San Diego we stay on top of problems and have the best VA hospital in the whole nation.” After his military retirement, Vargas was Secretary of the California Department of Veterans Affairs (1993-98) and in 2001 became a Regional Veterans Liaison for the Department of Veterans Affairs. “The work you will be doing is incredibly important,” Faulconer said, adding, “We cherish our military and veterans community here in San Diego — home to the largest concentration of military in the world.” “The work won’t always be easy … but each of you play a vital role in getting veterans the care they earned,” Townsends said. Open house meeting on pipeline is Sept. 16 Veterans housing BY EMILY SORENSEN
An open house for Poway and Rancho Bernardo residents who want to find out more about a proposed natural gas pipeline that will run down Pomerado Road will be held from 3 to 7 p.m. Wednesday, Sept. 16 at the Poway Hampton Inn, 14068 Stowe Drive. Experts will be on hand to provide information about the proposed pipeline and how it will affect Poway and Rancho Bernardo residents when construction begins in 2017. There will be no formal presentation, so residents can feel free to come anytime between 3 and 7 p.m. to find out information on the project. SDG&E and SoCalGas are proposing to build a 47-mile, 36-inch natural gas transmission pipeline from the Rainbow Metering Station near the Riverside County line to Marine Corps Air Station (MCAS) Miramar.
This pipeline will run down Pomerado Road through parts of Rancho Bernardo and Poway. The pipeline will take over transmission function for pipeline 1600, a 54-mile, 16-inch pipeline built in 1949 which currently transmits about 10 percent of the natural gas used in San Diego County. The other 90 percent is transmitted by a separate, 30-inch pipeline built in the 1960s. Recently enacted pipeline safety regulations require that SDG&E either pressure test or replace the 1949 pipeline in order to continue to use it as a transmission line. Pressure testing the line would be possible, but would probably require taking the pipeline out of service for at least a year for testing, which might impact customers, said Jennifer Ramp, senior communications manager for SDG&E’s media and employees communication department. Ramp said that the 1949
pipeline is regularly inspected and is in safe, working order, but has never been pressure-tested because that was not required when it was installed in 1949. The 1960s pipeline was pressure tested when it was installed. Installing the new pipeline would not only enhance the safety of the natural gas system by implementing the new regulatory requirements and state-of-theart equipment, said Ramp, but it would also take some of the strain off the 1960s pipeline that currently transmits the vast majority of the region’s natural gas. It will also allow more renewable energy sources like wind and solar energy to be integrated onto SDG&E’s grid. SDG&E plans to submit its application for the pipeline project sometime this fall. A review by the California Public Utilities Commission (CPUC) would then be done over the next two years. If approved, construction could begin in 2017 and be finished sometime in 2020.

project delayed BY STEVE DREYER The breaking of ground on a proposed veterans housing project on Twin Peaks Road will not occur as soon as hoped by supporters. City Manager Dan Singer says that while the director of the San Diego Habitat for Humanity last month predicted the start of construction by Veterans Day, Nov. 11, that won’t be happening for at least several months. The best-case scenario, Singer said, might be sometime after the first of the year, but only if the planning review process goes smoothly, Much needs to be completed, he said, including one or more public hearings. As proposed by the non-profit group, between 28 and 30 two-, three- and four-bedroom homes will built on 2.15 acres on Twin Peaks Road, next to the Circle K store. Singer said that Habitat cannot break ground until grading and building permits are obtained. Those permits will not be granted until the project is approved by the City Council following public hearings and until entitlement to the city-owned lot is granted. The project cannot be brought to the council until a California Environmental Quality Act review is completed, and that can’t be done until the city has the results of a traffic study, which could not begin until schools went back into session, Singer said. The land was purchased in 2004 by the city’s redevelopment agency and was transferred to the Poway Housing Authority after the state dissolved all local redevelopment agencies. Singer said the land cannot be conveyed to Habitat until the non-profit completes and approves a development agreement the provides certain protections and assurances to the city.

A first-time author from Rancho Bernardo will debut her new pirate-themed picture book at the 4S Ranch Library next week to celebrate Talk Like a Pirate Day. Marcie Wessels will read her book, “Pirates Lullaby: Mutiny at Bedtime,â€? at 3:30 p.m. Wednesday, Sept. 16 at the 4S Ranch Library, 10433 Reserve Drive. She will also be selling the book at the discounted price of $10 (cash only) and signing copies. The event will also include free craft activities, games and refreshments. Wessels’ book was published by Doubleday Books for Young Readers, part of Random House, and released last month. It is about a little boy named Ned, who is the son of a pirate and lives on a pirate ship. When it comes time for Ned to go to bed, he does everything possible to procrastinate. She said the book is based the bedtime procrastination antics of her daughter, Claire, when she was 2 ½, and inspired by her affinity toward pirates for years. Wessels started writing it in 2012 as part of a writing class she was taking through a UC San Diego extension course. As a member of the Society for Children’s Book Writers and Illustrators’ San Diego chapter, she attended a conference in Orange County later that year, where she met several editors from New York, one of whom was interested in the manuscript. some other storyline suggestions, Wessels said. By utilizing writing techniques learned in her writing classes, Wessels said she was able to improve the manuscript and the publisher made her an offer in March 2013. It was then given to Tim Bowers, an illustrator in Ohio, who has illustrated at least 30 books. “I never talked to him and gave no input until the rough dummy,” Wessels said, adding the illustrations were even better than she had imagined they would be because Bowers successfully captured the personality of her characters, including Ned’s mischievous personality and the loving relationship between father and son. Wessels, who has a Ph.D. in Latin American literature, said even before she and husband, Jason, became parents to Claire, now 6, and Luke, 9, she had long dreamed of writing a children’s book. “It’s thrilling,” Wessels said. “It’s a dream come true for sure.” She added that this is the type of bedtime book she always wanted for her for her children. Depending on response, there are a couple other “Pirates Lullaby” books in the works, plus one with a princess theme. This summer, her book was included in an art exhibit at the California Center for the Arts

Council to look at water allocation ordinance BY EMILY SORENSEN City Council members will take a first look at establishing a water allocation ordinance at the Tuesday council meeting. The ordinance would give the city a framework to impose administrative fines and penalties for customers whose water consumption exceeds the allocation established by the council. If passed, an implementation resolution would be required in order to set specific allocation parameters. If the council chooses not to pass an implementation resolution, the ordinance would have no effect, but would still be on the books, to allow the council to use it in the future if necessar y. The City Council is not obligated to pass an implementation resolution if the ordinance is passed. The proposed ordinance would estab-
lish that any fines or penalties collected would be the first source used to pay any penalties that might be assessed to the City and for rebate programs, conservation projects and education. It would also limit the penalty amount on each bill, so it could never exceed the total cost of water used in the billing period; give staff the ability to consider customer variances in limited circumstances, such as a health need or a child or adult daycare in the home; and establish an administrative review process to appeal the imposition of fines and penalties. This is the latest step in the City Council’s ongoing efforts to reduce the amount of water used by the City of Poway and its residents. This ordinance was one of the solutions discussed at a workshop the Council conducted on July 16 to explore potential approaches to water allocation. In March, the governor issued an ex-
ecutive order aimed at reducing potable water use statewide by 25 percent. This resulted in a state mandate that requires Poway to reduce its water use by 32 percent each month from June 2015 through February 2016, when compared to the same months in 2013. Poway customers reduced water use by 36.2 percent in June, 43.2 percent in July, and 31.8 percent in August, for a cumulative reduction of 37.1 percent. Despite not hitting the 32 percent target in August, the State Water Resources Control Board considers compliance as being within one percent of the target, so Poway is considered to have met the target each month. Tuesday night’s meeting will start at 7 p.m. in the council chambers, 13325 Civic Center Drive. The meeting will be televised live on local cable systems and will be streamed online at www.poway.org.

Maxin said the sheriff’s department’s policy is to arrest individuals for petty theft and other new misdemeanors anyway, which is reflected in the rise of reported thefts in the crime statistics for 2015. It’s important to “not be an easy victim,” said Maxin, despite Poway’s low crime rate.
“Lock up your valuables,” he said. “We live in a very safe, desirable part of San Diego, but there are still criminals here, and still criminals coming in from outside.” Under the new repor ting guidelines, there was a total of 272 crimes reported for the first half of this year. Small change, big results for minors in dependency hearings By Assemblyman Brian Maienschein Each year, thousands of abused and neglected children are processed through the juvenile dependency system. It is in these court proceedings that the direction of a child’s life will be determined, yet the child rarely provides input. One simple sentence will change this forever. I authored Assembly Bill 217, which was recently signed by the governor. This bill requires the court to inform a child of his or her right to address the court and participate in the hearing. Existing law grants minors the right to speak and participate in juvenile dependency hearings. Courts often do not allow minors to speak in these hearings in an effort to move quickly through a heavy case load. It is this swift handling that may cause the voice of an overwhelmed child to get lost in the shuffle. As a father of two young daughters, I can’t imagine the challenges these children must overcome. These children are abused and neglected, and subsequently torn from all familiar faces and family. Karen de Sa’s investigative reporting series published in the San Jose Mercury News uncovered that judges regularly rule on cases without ever seeing the child. These are children whose future depends on a hearing, not just words on paper or case files. AB 217 was inspired by the story of “Jane,” recounted to me by the Children’s Advocacy Institute at the University of San Diego School of Law. Jane was placed in juvenile dependency proceedings for the second time after being reunited with and, consequently, removed from her family. Although Jane is a bright and driven child, she was never informed of her right to address the court, which may have influenced the decision to reunite her with her family in the first place. Had she been informed of her right, Jane’s testimony would have indicated the horrific abuse of her two siblings, leading to the death of one. Jane’s testimony could have shielded her from further abuse. It could have saved a precious life. When a child is placed into the foster system, the burden of their wellbeing is transferred to the state, and further, to each and every one of us as Californians. They rely on the juvenile dependency system to secure a future. We must do everything in our power to ensure that this future is something we would want for our own children. AB 217 gives minors the opportunity to steer their future. This bill provides children facing the darkest time of their lives with the opportunity to have their voices heard. Owners should pay for well to save Webb Lake Regarding the News Journal Aug. 27 article “Effort launched to keep water in Webb Lake”... Because wildlife utilizes the lake it would most likely be considered waters of the U.S., thus would draining the lake result in violations of U.S. laws? I have a philosophical problem with donating to a private company, Bernardo Town Center Property Owners Association. If the well produces about 16 gpm it could save 8 million gallons per year, not including continued water rate increases that could provide, after cost of electricity, something approaching $50,000 year, that is pocketed by BTCPOA with no return to the folks that donated. Why not treat this as a business investment where the investors get a return for the cost of the well installation, a net savings such as 50 percent? Tired of corporate welfare.

Resident critical of Poway’s drone ordinance The city of Poway has passed a far overreaching “temporary” ordinance, which makes it illegal for most Poway residents to play with a toy helicopter or drone in the safety of their own driveway or backyard AT ANY TIME. The city attorney admitted they didn’t spend adequate time drafting the ordinance and it was crafted to avoid conflicting with FAA jurisdiction over the use of drones. Mayor Vaus attempted to describe a “discretionary” enforcement while Councilmember Cunningham ensured a conflicting more strict enforcement. Will it be up to law enforcement officers on patrol to interpret a poorly written ordinance? ANY law or ordinance which needs to be “selectively” enforced is a bad law in need of repeal and optional replacement. This ordinance puts hobbyists, aviation enthusiasts and young
children at odds with the law. The city attorney told the council prior to their vote for this poorly enacted ordinance there were already laws against interfering with first responders this is allegedly intended to protect. Poway has embarked on a path of restricting the freedom of its law abiding citizens under the guise of “safety” forcing parents to explain to their children, “It’s OK to only follow some laws because the mayor says ‘we will use discretion when enforcing the law.’” Impinging on the freedom of the city’s residents with laws which may not actually solve a perceived problem is not a good way to improve Poway. Forcing parents to either encourage their children to violate the law or be selective in which ones should be obeyed is not the way to make a good city better.

With 1 percent of the U.S. population, San Diego County is seen by many as the perfect location for testing the potential for new product sales. Not just cookies and crackers have been tested here over the years, either. Audio tape, wine coolers, canned potatoes … even restaurant chains have been subject to the whims of the San Diego consumer. Maranatha Christian is off to its best start in school history at the 11-man level. The Eagles will host Hamilton. Del Norte is still looking for its first win of the season. A classic battle between the Poway High and Rancho Bernardo boys cross country teams could be returning to the Palomar League. The Titans return their top two runners and the Broncos are full of depth. Mt. Carmel and Torrey Pines will likely also be in the mix for the league title. Meanwhile, Del Norte lost its top runner from a season ago. The Nighthawks are hoping their youth can rise to the challenge and help earn a trip to the state meet later this season. Here is a closer look at the teams:

The other lineman is Devin LeCakes-Jones, who is a returning varsity starter. “I feel really comfortable running behind those guys,” Grice said. “I have played with those guys pretty much my whole time here. They have great chemistry and have been playing great so far.” Grice, who attended a Fresno State football camp over the summer but said he has not received any college interest thus far, is looking forward to the next three non-league games. Rancho Bernardo starts what is arguably its toughest threegame stretch of the season at Vista Friday night at 7. After Vista, the Broncos host La Costa Canyon and then travel to Carlsbad. “We definitely have been waiting on this point of the season, because it is really going to show what type of team we are,” Grice said. “We are definitely ready to test ourselves and see where we stand.” The Broncos stood just behind El Capitan in the San Diego Section Division II playoffs a season ago. Grice didn’t say the season would be a bust without a section championship, but he did say that is the ultimate goal. “We want to finish what we started last year,” he said. “I am not sure if the season would be a disappointment if we didn’t win, but our goal is to win a section title. And that is what we are looking forward to doing.”
BY MICHAEL BOWER Milan Grice took a handoff down by the goal line in last Friday night’s football game against Del Norte High. The Rancho Bernardo junior raced to the corner pylon, but a Nighthawks defender had the angle on him. What Grice did next put a big smile on the face of Broncos’ offensive coordinator Bryan Grundon. “He could have ducked out of bounds,” Grundon said. “But he put his foot in the ground and finished off the run. He drove that guy three or four yards down the field. It was beautiful.” Grice has been turning in beautiful runs for Rancho Bernardo (2-0) from the very first day he was called up from the junior varsity team last season. People around campus still buzz about his first game, a 171-yard rushing performance that helped the Broncos stun Ramona 31-21 on Oct. 30. “That was a surreal feeling,” the 5-foot-8, 175-pound Grice said. “It was good to be out there with the varsity team. I had been waiting on it for a while.” Now fans at Rancho Bernardo are accustomed to watching Grice power his way for extra yardage or break free for a long run. His vision, strength and explosive first step has led him to 199 yards and four touchdowns on just 24 carries through the first two games of the season. “I feel like I am definitely more prepared for this year than I was when I was pulled up last year,” said Grice, who moved to the Rancho Bernardo area from Georgia just before his freshman year. “I came in this year knowing what to do a lot better and my game has improved.” The first thing Grice noted in his improvement had nothing to do with running the football. Sure, he did a lot of training over the offseason for that, but he made it a point to improve his pass blocking ability.

“I worked with my coaches a lot on that,” Grice said. “That’s important to the success of our team.” Said Grundon: “When he came up from the junior varsity team we knew he wasn’t a great pass protector so we got him out on routes. He wasn’t good enough to pass protect then, but now we can incorporate other things with him back there.” Still, handing the ball often to No. 27 is a priority. Grice has the added luxury this year of running behind four of the five

ing fifth place at the section meet. But this year the section will only send the top four teams in Division II to the state meet. It helps that La Costa Canyon moved to Division III, but the task is still not going to be an easy one. “You have the Palomar League schools and then Steele Canyon,” Docker y said. “We will know more here soon about where we stand.”
█ Outlook: The Titans missed out on the state meet last year, but are hoping to change that with a strong season. Calegari, who qualified for state as an individual last year, leads the way. The junior turned in an outstanding track season and looks primed to have a breakout year in cross country. She notched a win in late August at the Vaquero Stampede and should compete for the title at the Laguna Hills Invitational on Saturday. Poway has a solid No. 2 in Umsted. The senior has plenty of experience, running in the state meet as a freshman and sophomore. The Palomar League is strong with Canyon Crest Academy and Westview being the favorites. Torrey Pines and Rancho Bernardo will also be right there. Poway will need a few runners outside of Calegari and Umsted to step up to compete for a title.

It will be tougher to reach state this season with powerhouse La Costa Canyon being bumped to Division III. “Our goal is to get to state again, but the big problem is LCC was bumped to our division,” Jacobs said. “They are good and between them and Cathedral Catholic, you figure places one and two are locked up. We need to get that third spot.” The likely competition for that third spot will be from University City and El Capitan. The addition of Perry this year could lift the Nighthawks into that final spot. The Nighthawks took third in the Avocado East League last year and will probably be in the mix along with San Pasqual and San Marcos for the title this year.

Chris Butler had four receptions for 110 yards, including a 46-yard touchdown. He also scored on a 5-yard run in the fourth quarter, capping a 16-play, 80-yard scoring drive that took seven minutes off the clock. Dustin Marvin picked off a Matadors pass in the end zone and Jared Adelman returned a fumble 49 yards for a score to lead the defensive effort ... This one will likely come down to the wire. The Titans and Wildcats both have big-play capabilities. Look for the Titans to have one more than the Wildcats Friday night. Prediction: Poway 28, El Camino 27. **** Westview (2-0) at Del Norte (0-2), Friday 7 p.m. Last week: Del Norte lost to Rancho Bernardo 55-0; Westview beat Rancho Buena Vista 35-0. Notes: It will be Military Appreciation Night at Del Norte. Veterans will be honored and some will be represented by having their names on the back of Nighthawks’ jerseys. After the game, the veterans will receive the jersey ... Del Norte has struggled in its first two games of the season, while Westview is 2-0 for the first time since 2012. The Nighthawks beat the Wolverines 41-21 for the first time in school history last year ... Del Norte’s youth and inexperience has showed in the first two weeks. The Nighthawks have been outscored 89-14 and it will not get any easier
with Westview and Mt. Carmel scheduled for the next two weeks ... The Wolverines are firing on all cylinders behind sophomore QB Beau Nelson and junior running back A.J. Leonard. Nelson has completed 29 of 52 passes for 381 yards and five touchdowns in the first two games. Leonard has run for 169 yards and a touchdown on 39 carries ... Expect Westview to keep it going and for Del Norte to struggle again in this one. Prediction: Westview 42, Del Norte 10. **** Hamilton (0-2) at Maranatha Christian (2-0), Friday 7 p.m. Last week: Hamilton lost to Rancho Christian 49-26; Maranatha beat Horizon Christian Academy 10-6. Notes: Maranatha Christian is off to its first 2-0 start in school history at the 11-man level. The Eagles have shown they could win games with their offense and their defense. Maranatha has outscored its first two opponents 52-6, proving this could be the best defense in the history of the school at the 11-man level. QB Christian Cortes has been solid, throwing for 191 yards and a pair of touchdowns in the first two games. Running backs Jake Bronson and Trevor Sheng are proving to be a solid one-two punch, as they have combined for three touchdowns and 223 yards in the two games ... Hamilton has given up over 41 points in both of its first two games ... Expect the Bobcats to struggle to stop the versatile offense of the Eagles in this one. He captured the boys 800-meter section title. “I expect a ton more out of our team this year,” Jackson said. “We were kind of snakebitten with injuries last year.” Downs is proving to be a solid No. 3 runner in the early going. “He has run very well,” Jackson said. “He is coming in only a few seconds behind Chinn and Jensen.” The Titans have already shown how strong they can be with a second-place finish in the juniors/seniors division at the Vaquero Stampede. Chinn finished in third and Jensen in fifth in that race. Poway should battle it out with Rancho Bernardo, Mt. Carmel and Torrey Pines for the Palomar League crown.

San Pasqual is favored in the Avocado East League, but the Nighthawks are not far behind. Mission Hills edged out Del Norte for the league title last season. Between that and just missing out at reaching state last season, Jacobs is hoping the kids are full of motivation. “I am hoping that leaves a little bad taste in their mouths,” he said. “It is going to be a tough battle.”

Entertainment PowPAC’s spooky new show set to open Sept. 18 BY EMILY SORENSEN PowPAC wants to help you get into the Halloween spirit early with its new show, “A Night of Dark Intent.� The show opens on Friday, Sept. 18 and runs through Sunday, Oct. 18. Showtimes are at 8 p.m. Fridays and Saturdays and 2 p.m. Sundays at PowPAC’s theater, 13250 Poway Road in the Lively Center. Tickets are $22 general admission, $20 seniors, students and active military. Tickets are available online at www.powpac.org. Prices include ticket handling charges. Opening night surcharge is $2 per ticket, which includes a post-performance reception with the cast. Director Jay Mower described the show as a mystery thriller. “It’s not done very often,� he said. “I’ve never heard of it being done in San Diego. It’s very melodramatic, very appropriate to the season.� The play takes place in an old farmhouse, where a grisly, unsolved double murder took place 13 years previously. A group of playwrights are writing a play about the incident and decide to stay in the house for a weekend to figure out what happened. men. “I’ve never had a cast of all women,� he said. “I think that’s intriguing. It really works for this show.� Mower described the cast as “very strong and very experienced actors,� ranging in age from mid-20s to 60s. The all-female cast features Susan Bray as Miranda, Shelby Blackwood as Ingrid, Rachel Landis as Gretchen, April McBride as Lenora Stark, Erika Toraya as Holly, Katharine Rex as Mrs. Thurmin, Brandon Kaye Thomas as Deputy Terry and Carolyn Wheat as Wilma. Adding to the spooky atmosphere is the set, which is a rustic and worn parsonage full of old religious paintings, said Mower. “The set is very unique,� he said. Staging the show is the real challenge, said Mower, which might be why it isn’t performed all that often. “It’s technically a very challenging show, with the lighting and sound. The visual effects are quite difficult to do.� In addition to the rain outside, Mower and the technicians also had to figure out how to light a set consisting of an abandoned house with no electricity, Despite being a murder mystery, Mower said the show doesn’t feature any swearing, nudity or off-color humor. It does, however, feature blood, so he recommended that “A Night of Dark Intent� be for ages 14 and up.

They are cur rently on a mini-tour for their Kickstarter supporters, and decided to add in several other shows in Southern California while they were touring. The show will feature a mixture of songs from their first album and new songs. “We have a lot of fun on stage,” said Burr. “We play audience favorites and tell stories behind the songs. It’s a ver y songwriter-centric show. We don’t take ourselves very seriously, it’s just a lot of fun.”
MUSIC Incarnation Lutheran Church is hosting a Sibelius concert service at 5 p.m. Sunday, Sept. 13 at the church, 16889 Espola Road. Without stable, well-planned neighborhoods, and urban planning sections of the City can quickly deteriorate, with tragic consequences to social, environmental, and economic values. The proliferation of commercial and non-commercial uses of unmanned aircraft systems, also known as “drones,” or “unmanned aerial vehicles,” including but not limited to, “quadcopters,” “hexacopters,” or any other, similar, remote control aerial vehicles capable of controlled flight and carrying a video or still camera system, creates an adverse impact on the community, especially in areas containing brush and other combustible foliage in the City. Permitting the free use of drones on properties in certain zones of the City could lead to uncontrolled wildfires, and hamper emergency response efforts in fighting wildfires, all to the disadvantage of owners of residential and commercial properties in the City, and may not be compatible with existing and potential uses of certain areas within the
City. Therefore, it is the City’s intent, in consideration of other existing and potential uses within the City’s open space, planned community, and rural residential zones, to assure a degree of compatibility between the use of drones within the City and the surrounding residential and commercial properties. This is especially important and a matter of urgency in light of the existence of ongoing drought conditions, and seasonal Santa Ana wind conditions that frequent the City. This intent will be effectuated by a comprehensive study resulting in a possible revised zoning ordinance related to drone uses in the City. Federal laws related to the flight of drones in airspace, at any level above ground, make the regulation of the flight of drones within the jurisdiction of the Federal Aviation Administration, which therefore occupies the field in such flight regulations. The preemption established by such regulations, however, does not extend to the use of land within a local jurisdiction, including decisions on whether drones can take off or land, or whether an operator of the drone can perform such tasks, when in the corporate limits of a local jurisdiction such as the City. SECTION 2: Purpose. The purpose of this ordinance is to place a moratorium on launching into flight, operating, and landing following flight, drones (as defined herein) in the open space – recreation (OS-R), open space – resource management (OS-RM), planned community (PC), and rural residential (RR-A through RR-C) zones in the City of Poway until such reasonable time as a detailed study of the possible adverse impacts such establishments might have on residential and commercial uses, may be made. “Drone” is defined as an unmanned aircraft system, or an unmanned aerial vehicle, also known as remotely piloted aerial systems, used for either recreational or commercial purposes, which is capable of carrying a payload, including cameras for still pictures, video recording, or video streaming purposes, and is a fully-automated, powered, flying vehicle, in communication with the operator by way of external control, remote, systems. For the purposes of this ordinance any drone operated by local, state or federal law enforcement or emergency response personnel while acting in their official capacities shall not be included in this definition. “Land” or “landing” means the controlled or uncontrolled return of a drone to the ground or to any structure or person located on the earth’s surface. For the purpose of this definition a person is located on the earth’s surface regardless of whether the person is in actual physical contact with the earth at the time of landing. “Launch” means to set forth a drone into flight. “Operation,” for the purposes of this ordinance, includes, but is not limited to, controlling a drone before, during, or after its flight into airspace. “Operation” can include active control of a drone in flight, controlling the flight of a drone based on pre-programmed instructions, or altering a pre-programmed flight of a drone, all handled remotely from the ground. SECTION 3: Urgency. This ordinance is an interim ordinance adopted as an urgency measure pursuant to Government Code section 65858 and is for the immediate preservation of the public peace, health and welfare. The facts constituting the urgency are these: The City of Poway has hundreds of acres of open space and undeveloped property, both for recreation or resource management, all to protect the sensitive fauna and flora in and around the City. Due to the abundance of such open space areas, the location of such areas, and the frequency of high winds combined with prevalence of combustible vegetation, the City is particularly susceptible to wildfires, whether started in the City or outside of the City, and has recently experienced wildfires within its boundaries, causing significant damage to life and property. SECTION 4: Regulation. No person shall launch, operate, or land, as defined herein, any drone in the open
