Drug arrests rock Poway Year Review

A pair of large drug busts rocked perceptions of Poway as a quiet town this year. An undercover operation in four North County high schools yielded 19 individuals accused of selling marijuana, heroin and other drugs to undercover sheriff’s deputies posing as students at Poway High School, Ramona High School and Mission Hills High ear School. Bonds continue to haunt PUSD BY EMILY SORENSEN

Lingering fallout from the controversial $1 billion CABs debt left a shadow over the Poway Unified School District in 2013. After the revelation in 2012 that the district had taken out $105 million in Capital Appreciation Bonds (CABs) that will ultimately cost the district nearly $1 billion, and cannot be refinanced, the year initially started out on a positive note. In late January, an investigative report ear commissioned by In 2013 the Poway Unified School District from eview ESI International, Inc., cleared the district of any wrongdoing. The 25-page report concluded that the firm “found no evidence that anyone involved in the transaction acted improperly within his or her respective role in the transaction. ESI also found no evidence that anyone involved in the transaction acted in a manner that was harmful to, or in conflict with, the district’s interests.” The bond aftermath turned sour in early February, with the release of Mangum Report.

The nine-page report, which was created by a committee of six people assembled by former board member Jeff Mangum, criticized the district for not having its own experts review the proposed bonds, not fully disclosing details of the proposed bonds, and “out-of-control” spending on school upgrades. The report also criticized the district for “circling the wagons,” saying, “the District MANGUM and Board could and should have been more forthcoming and transparent in the disclosure of information about the bonds… Even when it is facing harsh (and arguable unfair) criticism, the District does itself no favors by circling the wagons and failing to communicate candidly and openly with the community.” The backlash continued when the district was nominated for and received the top “Grand Golden Fleece” award from the San Diego Taxpayers Association in May. Whether the road should be widened has been the subject of on-and-off public discussions and environmental studies for two decades. On June 4 several hundred area residents packed the Twin Peaks Middle School auditorium, with most speaking against adding a lane and for improved safety for students walking to and from Poway High School. At the time the council stated its opposition to widening the road, but it also approved an environmental impact report that included widening as a future option. But it also adopted a thick environmenetal impact report, nearly two decades in the making, that lists the widening of the road as one of several future construction options. Mayor Don Higginson and Deputy Mayor John Mullin said durig the October meeting they believed the widening issue is now dead. Corral, but Poway City Council members had a fight on their hands in August over whether a popular horse boarding facility should be replaced with luxury homes. Once the dust cleared, the council voted 4-0 to approve plans to turn the Poway Valley Stock Farm on Tierra Bonita Road into lots for what the property owner says will eventually be equestrian-themed homes. It wasn’t that the council felt good about takear ing steps that In 2013 could result in eview about 100 horse owners having to board their animals elsewhere. But, as Councilman John Mullin said at the time, the property “is zoned for residential and that’s what’s being proposed.” Yes, the stock farm is a valuable community resource, Mullin said, but the owner could close it at any time he wants, if he so chooses. Future development of the individual lots would be subject to additional city review and approval.

The Poway Valley Stock Farm. The issue is not resolved, however. Not long after the vote, the city was sued. Preserve Poway, an unincorporated association that has High Valley land use attorney William Koska as its president, is asking a Superior Court judge to set aside the approval and order the city to prepare a full environmental impact report on the project. The lawsuit claims the approval violated state laws “and Preserve Poway will suffer irreparable harm because of violations of applicable land use laws and regulations and significant adverse environmental impacts generated by the project that will not have been properly analyzed under CEQA” (California Environmental Quality Act).

On the dining front, Ronald McDonald took over the throne last month when a 24-hour McDonald’s replaced the Burger King with a 3,450-square-foot restaurant. It is the first McDonald’s in Rancho Bernardo’s 50-plus years. In June, Avant marked the beginning of a new era in dining at the 50-year-old Rancho Bernardo Inn. It has a much more laid back atmosphere than predecessor El Bizcocho, but it still provides an upscale dining option and is more family-friendly. The $2.5 million in renovation transformed the 6,500-square-foot dining room into many smaller spaces, and the menu reflects an ambiance that encourages socialization. Other area restaurant additions: • The Kebab Shop opened in Rancho Bernardo Vons Town Center. Co-owner Arian Baryalai described it as “fast casual” dining and said the menu features a lot of fresh, Mediterranean salads along with wraps called döners and sandwiches called shawarmas. • Chipotle Mexican Grill opened in part of the former Blockbuster Video in 4S Commons Town Center. • Subway opened on the first level of Pomerado Hospital, giving visitors and staff an alternative to the hospital cafeteria. • Starbucks opened in Rancho Carmel Plaza near the Carmel Mountain Ranch/Sabre Springs border.

Learn a language with county library's new Mango software Learning new languages and exploring other countries and cultures is free with a San Diego County Library card. The library recently added Mango Languages learning software to its list of databases, providing the opportunity to learn 61 different languages, all available 24/7 at www.sdcl. org/mango. In addition, SDCL offers free ebook travel guides to more than 25 destinations. These Lonely Planet guides are always available — no waiting lists — at www.sdcl.org/ travelebooks. “SDCL is giving the community of San Diego County the tools they need to explore new worlds, whether that’s by learning a new language or by visiting a different country in person or through a good book,” said Library Director José Aponte. Mango is an online language-learning system that helps users learn languages like Spanish, French, Japanese, Brazilian Portuguese, German, Mandarin Chinese, Greek, Italian and more. The program allows library cardholders to learn English as a second language for more than 16 different popular languages. Using their SDCL card number, cardholders can log onto the website and begin learning right away. Mango Languages uses propriety methodology, engaging interface and easy intuitive interactive tools to teach users a foreign language. The program is self-paced, allowing patrons to build fluency at the rate best for them. Mango also teaches insight into the culture, to help users fully understand the language and its context. Poway High FFA shines in competition Poway High School’s Future Farmers of America chapter had good results at the recent San Diego Secton FFA Field Day, held at Fallbrook High School. The Light Horse Judging Teams had an especially good day. The main team, comprised of Sarah Contreras (first Individual), Sarah Robertson (fifth Individual), and Loha Leonui (10th Individual), took first place, extending Poway FFA’s winning streak for the fourth year in a row. The alternate team, comprised of new team members Madison Franklin (11th-grader and

11th Individual), Keanna Reddish (sixth Individual), and Ayla Peterson, placed fifth overall. The Small Engines Team placed second overall in their division. Garrett Barton was fifth High Individual. Newcomers Austin Okeson and Evan Cribb placed seventh and 10th respectively. In what is a new competition, the Veterinary Science Team placed ninth overall. Team members are Allyson Kusuda, Katie Mandrusiak, Madison Davis, Hannah Jones and Naraca Akins.

Know someone failing to pay court-ordered child support? You can now report them online — anonymously. The Department of Child Support Services recently launched an online tip line. You can tell Child Support where a person works or lives, and a caseworker will follow up and take the appropriate action, which could include wage garnishing or serving another court order. The tip line is not intended for custodial parents to report non-payment, as they would be faster served by directly contacting their case worker. “Basically, it’s a vehicle for people in the community who may be aware of someone who owes child support and has the means but is not paying,” said John Rosenthal, community relations manager for the Department of Child Support Services. “It’s another tool to help us provide medical and financial support to children.” The overarching goal is to increase child support payments to help families be self-sufficient. The department collected more than $178 million in child support payments last year. While the department’s main goal is to collect and distribute child support, Rosenthal stresses it works with both parents to reach a child support order that accurately reflects the current income and custody situation for both parents in the case. Case workers make numerous efforts to work with a noncustodial parent who owes money, he said. For instance if a non-custodial parent is unemployed, a case worker can refer them to community resources such as Workforce and San Diego Dads Corps. Joseph DeFrancesco, of Las Vegas, passed away Monday, December 2, 2013, at St. Rose Dominican Hospital, San Martin Campus, due to complications from a viral infection. He was born March 13, 1972, in Brooklyn, NY, to Chris and Frank DeFrancesco. Joe earned a Bachelor of Arts from San Francisco State University in 1996. He worked in the broadcast industry at several television stations and then for various casino, media and production companies as both an employee and independent contractor. He was frequently asked to be

part of productions, events and shows. Joe was hardworking, diligent, constructive and positive. No job was too big, no task too menial. An Eagle Scout, Joe enjoyed being part of the media scene. Although a shy person by nature, he was always able to find a way to get into shows, get backstage and meet personalities. He lit up a room with his bright smile and engaging personality. Children loved being around him because he always found time for them. Joe is survived by his parents, Chris and Frank; and his sister, Karyn. There will be a 1 P.M. mass on Friday, December 27, 2013, at San Rafael Catholic Church, 17252 Bernardo Center Dr., San Diego, CA 92128. Burial will be at Dearborn Memorial Park in Poway. Services Friday for Poway High grad Funeral ser vices will be held Friday, Dec. 27 for former Poway resident Joseph De Francesco, 41, who died Dec. 2 at a Las Vegas hospital due to complications from a viral infection. He was the son of prominent radio executive Frank De Francesco and his wife, Chris. Both are Poway residents. Born in Brooklyn, N.Y., he moved with his parents in 1980 to Rancho Penasquitos, where he attended elementary and middle schools and one year at Mt. Carmel High. The family then moved to Poway, where De Francesco was a member of the Poway High School Class of 1991. As a member of Troop 676 built a portion of the walkway around Lake Poway as his ser vice project on his way to earning the Boy Scout

Joseph De Francesco Eagle Award. After high school he completed two years at Palomar College, then transferred to San Francisco State Univer-

sity, where in 1996 he earned a Bachelor of Arts degree in communications. De Francesco worked at several television stations and later for several casinos and media and production companies. Broadcasting and film were his passions, his father said. In addition to his parents, he is survived by his sister, Karyn. Design 39 Campus: a name, a funding plan and more BY EMILY SORENSEN The Poway Unified School District’s newest (and possibly last) school, the K-8 school known as Design 39 Campus, went from a dream to a solid reality in 2013. The school, located in Del Sur next to Del Norte High School, is PUSD’s only K-8 school. Currently being constructed, Design 39 Campus is scheduled to be opened in August 2014. At 22 acres, the school is being built to accommodate 1 , 5 0 0 ear students In 2013 w i t h around eview 1 , 0 0 0 of them being kindergartners through fifthgraders and around 500 being sixththrough eighth-graders. The district began looking at funding plans for the school in February, a process that will continue into the new year, with a final funding plan up for board approval at the January 2014 board meeting. The board was presented with four funding plans at the February board meeting. While $15 million of the estimated $81.5 million budget necessary for developing, designing and

Of the $66 million, $28.5 million was to be covered by existing cash available balances from Community Fund District (CFD) taxes, otherwise known as Mello-Roos, and a further $16 million will come from future estimated CFD bond project funds. The board chose to pursue more research into an option that would

issue $31.2 million in bonds and/or certificates, at a fixed interest rate for 30 years. These bonds would not be capital appreciation bonds, and would have a 10-year call feature to allow for refinancing. They would be paid back using future CFD tax funds. Campus construction began in March, with a number of school district officials, including Supt. John Collins and Sonya Wrisley, the principal of Design 39 Campus, attending the groundbreaking ceremony on May 9. At the April school board meeting,

a financial plan for up to but not exceeding $20.5 million in bonds was approved to finance the remaining portion of Design 39 Campus, called the 2013 Special Tax Revenue Bonds, Series B. In June, the school finally received its official name. Up until now, the campus had only been referred to as “School 39,” reflecting its status as the district’s 39th school. At the June board meeting, the team responsible for brainstorming campus names announced their choices, of which “Design 39 Campus” was the winner. The team included principal Sonya Wrisley and her future teaching team, as well as input from district staff. The other final choice suggested was the more mainstream Camino Ridge Elementary. Other names considered were Design for Learning and Camino Ridge Design Campus. The tagline Wrisley presented for their name choice was “the future is a place we create.” The choice of campus rather than school was deliberate. “School is a finite place,” said Wrisley. “We want [Design 39 Campus] to be a learning experience, not a learning environment.” After some debate, the board voted yes on naming School 39 “Design 39 Campus.” Board member Kimberley

Beatty was the only member to vote no, after her motion to delay the vote wasn’t passed. Beatty said she was worried the name would stand out too much, and that it didn’t signify equity and sameness. August brought Design 39 back to the forefront with a suggested alternative funding plan that would change the obligated repayment source from the general fund to unallocated Community Facilities District (CFD) annual special taxes, also known as Mello-Roos, from CFDs 2, 4, 8B, 10, 12, 13 and 14. The permanent repayment source will remain from the CFD 15, East Del Sur, special tax reserves. This alternative plan would also bring in a bond insurer, which would increase the bond’s credit rating and make it easier to sell the bonds. The alternative plan, which would fund for $31.2 million, was voted in unanimously. A final funding plan was brought to the board for discussion at the December board meeting, but will not be voted on until January. The final plan, which will fund for $31.5 million, includes bond insurance from Build America Mutual, which raises the bond’s credit rating from a BBBto a AA, and includes a 10-year optional call feature for refinancing.

Studio SWEAT stresses personal service BY EMILY SORENSEN Looking for a new way to get into shape in the new year, but don’t want to feel like just another face in the crowd? Then check out Studio SWEAT, at 10804 Willow Court, Suite A, in 4S Ranch. Studio SWEAT is owned and operated by Cat Kom, who also serves as head trainer, and who is assisted by 12 highly skilled fellow trainers. Opened in February 2010, Studio SWEAT moved to its current location in July, and has been enjoying the new spot ever since. “It’s awesome,” said Kom. “The space is bigger, better and more open. It allowed us to expand our services without sacrificing any of our customer service.” Kom, who moved to San Diego from Seattle in 2009, previously owned a full-service gym in her former home city. After moving to San Diego, however, she wasn’t sure she wanted to open another. “I didn’t want more of the same,” said Kom. Instead, she opened Studio SWEAT, a specialized gym. The gym started small, with only one

Now, Studio SWEAT offers more than 30 classes, including a number of varieties of spinning classes, TRX training, fitness camps and small group training, and personal training. “Spin classes are still our flagship,” said Kom. All of the classes at Studio SWEAT combine cardio and strength training, including spin classes, which break up

the cycling with push-ups and sit-ups. “We do have a niche that we’re good at,” said Kom. “I can tell you that we’re the best in these categories.” In addition to focusing on specialized fitness, Studio SWEAT is dedicated to providing its customers with the best service possible. Trainers are put through a grueling interview process before being hired, to ensure that they provide the best service. “We’re really picky about our staff,” said Kom. Once approved, however, Kom said the staff and gym members are like a family. “There’s so much support and motivation, everyone loves each other. It feels like a family, that always has room for more.” Staff are also expected to know the names, needs and personalities of all the gym members. “Our customer service is boutiquey,” said Kom. s you read these words, I’m lying at home recovering from minor surgery. It wasn’t a big deal, and I figure the week leading up to the new year is a good time to lay low and recuperate. I’ll be back on my feet soon. I’m using this time constructively, rebuilding my marketing plan and assessing my business prospects for 2014. I envision an exhilarating 12 months on the horizon. The court order reads, “...the Court grants [Harrington]’s motion for preliminary injunction, and orders the District to provide [Harrington] with CART during classes at school.” The court order also says “the public interest of providing equal access to education far outweighs the public interest of allocating some nebulous ‘limited funds’ to a disabled child instead of some ‘other students,’ citing the district’s legal argument that providing Harrington with CART would take away limited funding from other students ‘for an unjustified reason.’” Harrington was diagnosed as deaf as a toddler, and

though her cochlear implant and hearing aid help, she still requires assistance in hearing and understand in class, especially during discussions. Currently, Harrington has her teachers and fellow students speak into a microphone, which is transmitted directly to her hearing aid, but it isn’t an ideal solution, especially in group discussions. Using CART, Harrington will have a specially trained interpreter with her in class, who will type everything said in a form of phonetic shorthand, similar to what is used by a court reporter, which will then be translated by a program and sent to a television, laptop or tablet in front of Harrington in real time. Harrington said she hopes the district will have provided her with CART when she returns to classes after winter break ends Monday, Jan. 6. She plans to use it for at least four of her classes, her three

Auto show rolling into San Diego Jan. 1-5 'Anything Goes' opens Jan. 3 at Welk Theatre

BY EMILY SORENSEN The San Diego International Auto Show is returning to the San Diego Convention Center in January. The 2014 show, running Wednesday, Jan. 1 through Sunday, Jan. 5, will feature more than 400 vehicles, including alternate-fuel vehicles, exotics, crossovers and classics. Thirty-six global auto manufacturers will be showcasing their vehicles for the public. The popular Ride & Drive events are returning this year, with Buick, Cadillac, Chevrolet, Chr ysler, Dodge, FIAT, GMC, Honda, Kia, Lincoln, Mazda, Nissan, RAM, Subaru, Toyota and Volkswagen. An indoor-only Ride & Drive event, for Camp Jeep, will also be available. Professional drivers will allow riders to experience a Jeep’s on- and off-road capabilities. The track will feature logs, stumps, an

angled drive-over and other Jeep Trail Rated terrains, as well as an 18-foot, 35-degree “mountain” for the Jeep to climb. Several other free activities will be offered at Camp Jeep, including a mini Power Wheel for kids to test their driving capabilities, a 25-foot climbing wall and a DJ. Sunday, Jan. 5 is “Ford Family Day” at the auto show, so bring the kids down and enjoy a wide variety of cool, car-related activities. The Welk Theatre San Diego will be tapping its way into the new year with the premiere of the Cole Porter classic musical “Anything Goes,” premiering Friday, Jan. 3 and running through March 23. Directed by Ray Limon, this high-energy musical featuring tap-dancing, singing, costumes and much more. “[‘Anything Goes’] has always been a favorite of mine,” said Limon, who has directed productions of the show in the past. “It’s always fun to go back to the ones you love to do.” This production is special, because Welk Theatre San Diego producer Joshua Carr, normally behind the scenes, has been lured back to the stage to star as stowaway Billy Crocker, a role he used to play in Limon’s productions of the show. “[During casting], we weren’t finding our Billy,” said Limon, “so [the JOSHUA CARR role] fell into Josh’s lap.” Carr was last seen onstage during a 1997 production of “Joseph and the Amazing Technicolor Dreamcoat” at the Welk. Casting the show was made difficult by the necessity of a smaller cast, said Limon. “Everyone has to do triple duty,” said Limon. “Everyone has to be able to sing, dance and act.” Written by Guy Bolton and P.G. Wodehouse, and featuring the music and lyrics of Cole Porter, “Anything Goes” tells the story of madcap antics onboard an ocean liner bound from New York to London in the 1930s. The show first debuted in 1934, and has been revived several times since then. “[‘Anything Goes’] is an homage to all those

old ‘30s and ‘40s musicals,” said Limon. “It never seems to get old with the audience. It has a great look, and it’s so well written. It’s one of the few shows that can stand alone on its book.” Limon said his staging of the musical is “firmly tongue-in-cheek.” “We play how innocent we were at that time,” said Limon. “We’re playing tribute to that era.” He said the staging would be very stylized, with beautiful costumes reflecting the 1930s and ‘40s. The show is entirely family-friendly, said Limon. “It moves very fast, so it will keep kids’ interest, and there’s nothing offensive.” Limon added that while children might not understand all the jokes and innuendo, they will still enjoy the humor and pacing of the show. Progress in D.C., but hold off celebrating

W

hen I ran for Congress, I was tired of the crisisto-crisis pattern that Congress had adopted. I called for “No Budget – No Pay” — if Congress didn’t pass a budget, they shouldn’t get a paycheck. Well, maybe we weren’t the only ones who felt that way. For the first time in four years, Congress passed a budget, and it looks like we’ll avoid another irresponsible shutdown that cost our economy jobs. This budget is not the solution to every problem facing our country nor is it perfect, but it is a step in the right direction. Most important, the budget provides stability and predictability for the next two years to agencies, the military and the large and small businesses that interact daily with the federal government. Finally the two sides are talking, and working, together. To San Diegans that’s not a novel concept, but bipartisan collaboration has been sadly uncommon in Washington, D.C. There is optimism that Congress may avoid further self-inflicted crises, a fact that should give the economy a chance to grow and expand at a greater rate. It’s not yet time to celebrate, however. Everyone knows that Congress has significant issues to address, but this Congress remains on pace to be among the least productive in history and was in session fewer hours in 2013 than in any recent year. Logic and common sense would bring both sides together to address the overly burdensome tax code, replace the foolish across-the-board sequester cuts with smarter ones that don’t undercut our future competitive-

ness or national security, cut waste and fraud, ensure a fair and sustainable safety net and fix the broken immigration system. These are areas where a vast, bipartisan majority of Congress agrees action is needed, and finding productive solutions to any of them would yield huge economic benefit for the country. It is no secret that I have been frustrated with the gridlock and lack of bipartisan progress in Washington. The D.C. weather is not why I fly cross-country twice a week. San Diego is poised to lead in science, technology, and innovation, and our businesses and community could teach a lot to Washington about collaboration and cooperation. That’s what I have seen in the last year, through meetings with constituents in Poway, Coronado, and San Diego, on-site visits to local businesses, research facilities and militar y bases, and in dialogues with students at local universities. Life-changing things are happening here every day. Further, my district office here in San Diego is working to bring due benefits and navigate federal agencies for thousands of constituents by hosting workshops and handling casework claims. Over the next year, I will continue to be a vital advocate for San Diego’s interests in Congress. I hope that the recent budget deal is the beginning of a thaw in the D.C. gridlock. San Diegans, and all Americans, deserve a government that works for them and gives a clear path to economic growth, not a series of politically generated, manufactured crises. T

he world is not without grace. Grace is the ground. Figure is what protrudes from the ground and what gets the attention of our brain’s negative bias. It is the sensational, the horrifying, the aberrant. In short, it is 99 percent of news coverage. This week I give a shout out to the ordinary folk whose 2013 deeds were extraordinary in their grace. I begin close to home with Rancho Bernardo resident Leora Lazarus. I came across her small act of kindness and love while researching pre-schools for my 2-year-old grandson. “Teacher Lee,” as Lazurus is known, loads an entire preschool into her vehicle and takes it with her four days a week to locations throughout San Diego, including 4S Ranch on Thursdays. She then quickly turns a donated room into a fully equipped preschool classroom. The best part is that there is no charge for the classes. At a time when Head Start programs are being shuttered due to government cutbacks, Lazarus’ program is a welcome shelter from the storm.

Amy Roost AU CONTRAIRE Also close to home are the good works of Tracy Myers, a volunteer for the nonprofit Silver Age Yoga Community Outreach (full disclosure: I am the executive director of SAYCO). Tracy teaches chair yoga to visually impaired seniors at both the Vista Center for the Blind and the Braille Institute of San Diego. These weekly classes offer major health benefits including significant pain reduction, reduced fatigue, increased mobility and physical function, and significant improvement in symptoms of depression. Perhaps the most heartwarming story of the year hails from just up the road in San Francisco. Miles Scott, a 5-year-old leukemia patient realized his dream to become Batman for a day as an army of volunteers transformed part of San Francisco into “Gotham City.” Volunteers, businesses, the San Francisco Giants and even the city’s mayor and police department all pitched in to make “Batkid’s” adventure as realistic as possible. Zooming out, there is the inspirational story

of Malala Yousafzai, the 16-year-old symbol of defiance who last year was shot in the head by Taliban gunmen. This year she published a book, “I Am Malala”; started a foundation, The Malala Fund, which encourages and empowers girls to stand up for their right to education; was a favorite to win the Nobel Peace Prize; spoke before the World Bank; and met with President Obama in the Oval Office and had the temerity to express concern that drone attacks are fueling terrorism. I suspect we’ve not heard the last from this remarkable young woman. Finally, there was the election of Argentinian Cardinal Jorge Bergoglio, as the leader of the Catholic Church. Pope Francis, as he is known, is the first non-European pope in more than 1,000 years and has struck an inclusive tone that gives many — even non-Catholics like myself — the most grace-filled gift of all, hope. And if that doesn’t make for a Merry Christmas and a Happy New Year, I don’t know what does. Roost is executive director of Silver Age Yoga Community Outreach and a freelance book publicist. Favorite inspirational stories of the year

T

o get in the mood to write this column, I browsed the Internet for “inspirational stories 2013.” There is an almost infinite number of truly heart-warming stories of love, charity and self-sacrifice that unfold year around, on a daily basis. Christmas season is the perfect time for us to re-ground ourselves in this spirit and nurture these qualities in our own lives. Here are my five favorite inspirational stories for 2013. First on my list by far is the story of Pope Francis. Everything he has done from choosing the name Francis, to eschewing the Popemobile, living in humble quarters, exchanging hats with pilgrims, and speaking frankly about the issues of the day have inspired me. But perhaps the most inspiring of all was when he kissed the badly disfigured man while praying for him. I wish I possessed the capacity to show compassion at that level. He inspires me to want to be a better person on several levels. My second story is about Tom Crist (age 64) who won a $40 million lottery jackpot in Calgary. Without deliberation, he chose to forego luxury and extravagance. He is donating every last penny to charity. Crist put the money into a family trust fund to be doled out to charities in honor of his late wife who died from cancer last year. He and his kids have already selected a number of charities, including the Canadian Cancer Society and Calgary’s Tom Baker Cancer Centre (where his wife was treated before her passing). During an era where many think of money primarily as a means to self-indulgent narcissism, Tom Crist put others’ needs first.

Dick Lyles GET REAL The third story took place in Zamboanga City on Santa Catalina Island in the Philippines. Christ the King Church was razed by one of many fires that broke out during a three-week battle between government forces and a band of Moro National Liberation Front guerrillas. When the fighting ended, only the chapel’s back wall and altar were left. Zamboanga’s Muslim residents, who suffered equally during the three-week siege, helped rebuild the chapel. Their help was “hands on.” They sawed lumber, drove nails and were involved in all phases of the construction. Because my exposure to Muslims has been limited, my opportunities to observe activities such as this have been equally limited. This is the first time in my life I heard of Muslims charitably helping Christians. This story has inspired me to think differently about my previous conviction that Muslims are inherently anti-Christian. My fourth and fifth stories come from closer to home. Our daughter-in-law, Elizabeth, became a professional triathlete in 2012 and has been an inspiration to us all ever since. During September and October an ankle injury interfered with her preparation for Lake Tahoe and a bad head cold slowed her down in Kona. She

desperately wanted to finish 2013 on a high note. So after Kona she trained diligently for six weeks then flew 35 hours, across the international dateline, through eight time zones, stopping in Beijing and Singapore, before landing in Perth to compete in the Western Australia Ironman competition. She won by becoming only the 40th woman in the 35-year history of Ironman to finish in less than nine hours! Finally is the never-ending story of the true love of my life. In 2013 Martha and I celebrated our 44th anniversary. Through her beauty, her brilliance and her charm she inspires me every day to be a better person. Association and the Tri-City Healthcare District. The hits kept coming when later on that month, a San Diego County Grand Jury called for countywide school bond reform, inspired by investigations into school district bonds, including the CABs. The grand jury concluded in its report that reforms should include “greater citizen oversight of bond requirements and increased transparency of total bond costs and future outlays.” The report’s overall tone regarding the use of CABs by school districts was very critical, with the grand jury endorsing most of the reform proposals advanced earlier in 2012 by county Treasurer-Tax Collector Dan McAllister, including reducing the maturity time for bonds from 40 to 25 years, reducing the maximum allowable interest rate from 12 to 8 percent, and including a callable feature (the ability to refinance) in all debt issuances. The district was given 90 days, until Aug. 20, to deliver a response to the report, but ended up asking for an extension until Sept. 17. PUSD was one of only two out of 47 districts cited in the report to request an extension. The district responded to the report in September, taking issue with three of the findings. The district’s response also declined to comment specifically on any of the jury’s four recommendations, saying that “further analysis” by the district would be required. PUSD’s four-page response said the district complied with the state Election Code in the wording of the bond measure presented to district voters. It also took issue with the jury’s finding that “The practice of artfully inflating the interest rate to generate premium for unauthorized uses allows additional bond proceeds over and above what the voters authorized,” saying in their response, “a premium is an amount paid by an individual bond purchaser over and above the principal amount. That bond premium is not debt and does not constitute part of the amount of the issued bond; it is not part that needs to be repaid.” Many of the recommendations given in the San Diego County Grand Jury report were incorporated into Assembly Bill 182, which was signed into law on Oct. 2.

“It will never occur,” Higginson agreed. Councilman Dave Grosch took a different approach, noting that the current council cannot speak for ones in the future. Referring to a controversy a few years ago over having lights at the Arbolitos Sports Park, Grosch said a previous council had told residents the lights would never be built. Regarding pedestrain safety, the adopted recommended option calls for construction of a sidewalk or DG (decomposed granite) pathway on the west side of the road, with an unlandscaped parkway strip adjacent to the edge. About 3,000 linear feet of sidewalk/path would be separated from the edge of the pavement by the parkway strip. Retaining walls would be necessary and the city would need to obtain rights-of-way from 15 parcels, ranging from about 5 to 10 feet deep along the roadway. Councilmembers said they’d like to see a split-rail fence

along the pathway. Four of the five endorsed using DG or similar porous material so that the pathway could be used by walkers, bicyclists and equestrians. Mullin voted against the option, saying he felt concrete was the best construction material. The recommended plan will likely cost in the neighborhood of $1.6 million, according to the staff report. The split-rail fence would add about $100,000 to the cost, although the overall estimate includes a surplus for unexpected contingencies. For now, the overhead utility lines along Espola Road will not be placed underground. San Diego Gas & Electric estimates that doing so would cost about $5.5 million. The city has access to about $1.9 million in special funds earmarked for that purpose. City Manager Penny Riley said staff will explore what undergrounding options might be available using the smaller amount of money.

John Collins commended the operation in a press release, saying, “we have a strong and cooperative relationship with the Sheriff’s Department and while it saddens me that the investigation led to the arrest of PUSD students, as a District we do not tolerate drugs on our campuses,” Collins said. “Sheriff Bill Gore, Captain William Donahue, and their deputies share with us the responsibility for the safety, well-being and education of students in an environment free of drugs.” Poway was shocked again in September, when a year-long, multi-agency undercover operation focusing on Poway and Ramona resulted in the arrests of 73 people and the recovery of large amounts of drugs, firearms and cash. Known as “Operation Mountain Shadow,” the undercover operation resulted in the arrests of eight Poway men: • Sammy Adam Bell, 19, possession of a controlled substance; • Darren Copeland, 31, sales of a controlled substance; • Adam Cuevas, 20, sales of a controlled substance; • Douglas Dixon, 60, sales of a controlled substance; • Brandon Lyles, 29, weapons violations; • Christopher Maldonado, 38, federal drug charges; • David Schreffler, 23, possession of controlled substance for sale; • Lawrence Simpson, 23, possession of con-

trolled substance for sale. In total, the 12-month operation resulted in the seizure of 93 pounds of methamphetamine, 56 pounds of cocaine, 14 pounds of heroin, five pounds of prescription pills and 30 grams of marijuana, along with 76 firearms, one live grenade and $230,000 in cash. The firearms included AK-47 assault rifles and AR-15 assault rifles. Authorities said the undercover operation involved about a dozen undercover detectives and approximately 150 local, state and federal law enforcement officers, including the DEA Violent Trafficking Team; Bureau of Alcohol, Tobacco, Firearms and Explosives; U.S. Marshals Service; Regional Auto Theft Task Force; San Diego County District Attorney’s Office; U.S. Attorney’s Office; U.S. Border Patrol; Narcotic Task Force; and FBI Violent Gang Task Force. During the crackdown, undercover sheriff’s deputies and DEA agents conducted “buywalk” operations, purchasing meth, heroin, cocaine and firearms from suspects, the sheriff’s department reported. Sheriff’s Capt. Bill Donahue described those arrested in Ramona as an “older, more experienced group of suspects that have significant priors,” while the suspects in Poway were a younger demographic selling narcotics. Lt. James Bovet of the sheriff’s Ramona substation added that some of those arrested have been selling drugs for 20 years. Bill Sherman, DEA special agent in charge, said many arrested were more than drug traffickers, and the operation has taken a lot of dangerous criminals off the street.

Father arrested after police break up teen party A large house party in Poway hosted by a 16-year-old boy Friday night led to the arrest of his father after deputies discovered underage drinking, authorities said. The party took place on the 13600 block of White Rock Station Road. Most of the juvenile party goers were identified as Poway High School students. Deputies arrested 54-year-old Anton Joseph Muawad on a misdemeanor social host charge and booked him into Central Jail, according to Sgt. Kimberly Baker of the Poway Sheriff’s Station. The party took place in a pool house and patio behind the home, but both parents were in the main residence. According to jail records, Muawad is no longer in custody. At around 9:30 p.m. deputies responded to a neighbor’s complaint call about the party because vehicles were blocking the road, Baker said. As they approached the house, deputies found a drunk male juvenile outside. When

they entered the premises, there were around 100 people at the party, according to Baker. When the party goers saw the deputies, they began to flee by climbing over walls and into neighboring yards. Deputies found ice chests full of ice, empty beer cans all over the yard, along with empty bottles of vodka, Baker said. Two underage party goers, a boy and a girl, were transported to the hospital for alcohol poisoning. A 16-year-old boy driving away from the party after deputies arrived was stopped for running a red light, according to Baker. When he and three of his four passengers were found to have alcohol in their systems, the driver, who had a provisional license, was arrested and released to his mother. Baker said other intoxicated juveniles deputies found at the party and in the immediate area were released to their parents.

A chance to end the drought is what was on the line when Drew Oslance stepped up to his ball on the final hole of the day at StoneRidge Golf Course in late April. The sophomore was 25 feet away from the cup. Sinking the putt meant a history-making second win of the year over Torrey Pines, which up to that moment had lost only nine league matches in the last 11 years. “I was the third to putt and I watched the Torrey Pines’ kids putt and noticed the ball broke both ways, but more left towards the hole,” Oslance would later say. “I was more focused on the speed, though, since it was a longer putt. I focused on the stroke and it

The victory capped a huge turnaround for the Nighthawks, which started the season 1-4 before going 4-1 to end the regular season.

The two-year starter delivered 12 points, including a 3-pointer in a 55-50 win over Crawford last week. It was the third win in a row for the Broncos, after starting the season 0-2. For his efforts, Wirkus is the Frozen Ropes Athlete of the Week. “We have a really young team and you could tell in the first two games,” Wirkus said in a phone interview on Dec. 19. “But in our last three games we have connected on and off the court. Our chemistry is getting there. We are starting to play more games together as a team and you can really see it on the floor.”

Wirkus and senior Michael Searson, who quarterbacked the football squad the last two years, are the team captains. Wirkus takes the role seriously, especially because he wants to make sure his senior year is a lot better than last season’s 7-22 finish. “I want to just tr y to be a leader in ever y moment throughout the season,” he said. “I just want to have this be the most fun year of my life and hopefully my play will reflect that. I feel improved this year and hopefully some (college) coaches take notice and maybe next year I can play at the next level.”

Wirkus has shown the ability to play in both the high post and low post. He also is a threat to hit the outside jumper, which makes him tough to defend. “I prefer the ball in the high post over the low post, but I also like to push the ball up the court,” he said. “I will even bring the ball up the court sometimes and run point, but I like to slash to the basket and play the wing. My favorite thing is playing wing and making the backdoor slash to the basket.” When that happens, you can bet there will be another video up of a Wirkus dunk.

A recent series of residential burglaries in Poway, Rancho Bernardo and Scripps Ranch has led authorities to ask for the public’s help in identifying and locating the suspects. Ten homes have been burglarized in the area from October to Dec. 17, according to San Diego County Crime Stoppers and the San Diego County Sheriff’s Department’s Poway Station. The most recent was on Palisades Drive in Poway. Investigators from the Sheriff’s Department and the San Diego Police Department suspect the same two individuals are responsible for this burglary series. Simple changes for making your home senior-friendly Jim Miller T here are lots of small adjustments and simple modifications you can do to make your home safer and livable as you age that are very inexpensive or completely free. Here are several to consider.

Fall-proofing Since falls are the leading cause of home injury among seniors, a good place to start is by picking up any possible clutter that can cause you to trip like newspapers, books, shoes, clothes, electrical or phone cords. If you have throw rugs, remove them or use double-sided tape to secure them. And if you have stairs, consider putting handrails on both sides. Good lighting is also very important, so add lamps or light fixtures where needed, and install brighter full-spectrum bulbs in existing fixtures to improve visibility. Also purchase some inexpensive plug-in nightlights for the bedroom, bathroom and hallways, and consider installing motion sensor lights outside the front and back doors and in the driveway. In the bathroom get some non-skid bath rugs for the floors, put a non-slip rubber mat or self-stick strips on the floor of the tub/ shower, and have a carpenter install grab bars inside the tub/shower. And in the kitchen, organize your cabinets so the things you use most often are within easy reach without using a step stool. Simple modifications Growing old can also bring about various physical limitations which can make your home more difficult to use. Some simple solutions, for example, that can help weak or arthritic hands is to replace round doorknobs with lever handles, or get some inexpensive doorknob lever adapters. The same goes for twist knob kitchen or bathroom faucets. You can easily replace them with lever faucet handles that you can purchase for a few dollars in most hardware stores, or get a single lever handle faucet installed.

In the kitchen, you can make your cabinets and pantry easier to access by installing pullout shelves or lazy Susans. And D-shaped pull-handles for the cabinets and drawers are also recommended because they’re more comfortable to grasp than knobs. In the bathroom consider getting a handheld adjustable showerhead installed, and purchasing a shower or bathtub seat, so you can shower from a safe seated position if need be. And for easier toilet access, purchase a toilet seat riser for a few dollars. This can make sitting down and standing up a little easier, especially if you’re 6 foot or taller. And, if you get to the point where you need to use a walker or wheelchair, you can adapt your house by installing ramps on entrance steps, and mini-ramps to go over high entrance thresholds. And, you can widen the doorways an additional two inches by installing “swing clear” offset door hinges.
