transportation projects to update its longrange regional transportation plan every four years. The 2011 RTP had projected expenditures of $213.8 billion. According to the regional agency, the plan anticipates 1 million more people, another 500,000 jobs, and 300,000 more houses in the county in the next 35 years. The half-cent TransNet sales tax originally approved by county voters in November 1987 and extended through 2048 in November 2004 will pay part of projected costs. The federal forecast requirement is for 20 years, but because the TransNet tax will be collected through 2048, the regional agency approved an RTP through 2050 in October 2011. The 2011 plan adoption through 2050 meant that few changes for projects were needed for the update, so the 2015 plan focuses on implementation. Clark said they were told to keep an eye on him for the week to make sure there was no spike from the poison. School bureaucracy doesn’t miss a beat By J. DYER

ublic school bureaucrats are busy trying to keep your taxes high for at least 12 more years. This time, they want you to keep paying .25 percent more in state sales tax each time you buy something. They will say we must give them this extra money because, if we don’t, our property values will go down, no one will move to our cities, parents won’t want to send their kids to our districts, the quality of education will suffer, and our schools will literally fall apart. These threats should sound familiar. They are the same ones used against us on Proposition Q last year. By the way, happy anniversary to those who voted against higher property taxes last year. We are told the state formulas for local funding are not consistent or reliable. We are told local districts have a difĂ„J\S[ [PTL WSHUUPUN H I\KNL[ ILJH\ZL VM [OL JVTWSL_P[` of the government education system. That is why they have to make up disaster scenarios in each election cycle. Just in case the state stiffs them, they want to be deeper in your pockets as a failsafe. This is taxation by misrepresentation. The government education bureaucracy lacks integrity. Test scores have shown that it is doing a mediocre job of educating children. To avoid accountability for the downward spiral of test scores, bureaucrats regularly change testing criteria or delay testing altogether. Their educational social experiments are failing, yet they demand we fund them at increasingly higher levels. Parents might want to reconsider the trust they have placed in this system. 5V[ HSS I\YLH\JYH[Z HYL ZLSĂ„ZO KLJLP]LYZ I\[ HSS I\YLH\JYHJPLZ OH]L [VV THU` ZLSĂ„ZO KLJLP]LYZ PU [OLT These bureaucrats have the survival of the bureaucracy as their primary mission—not the good of the people they were hired to serve. Go back and read the threats people made in an attempt to increase property taxes. It is unfortunate the Sentinel lost the comments to the commentaries on Proposition Q with their last software update. The comments revealed more about the lack of character of the tax increasers than the commentaries were able to expose. One bright spot in all of this is growing around three (possibly four) members of your school board. They are trying to hold the bureaucracy responsible to you by X\LZ[PVUPUN 9<:+ÂťZ Ă„ZJHS ZHUP[` However, merely questioning the bureaucracy does not stop its foolishness. Ham radio group invites Boy Scouts to Jamboree on the Air this weekend Ramona Outback Amateur Radio Society (ROARS) continues to grow in membership HUK [OPZ ^LLRLUK MVY [OL ÄYZ[ [PTL ^PSS take part in the Boy Scouts’ 58th Jamboree on the Air. “We’re looking forward to it,” said Steve Stipp, president of ROARS. Stipp is inviting Boy Scouts to participate in the Jamboree on the Air, from 8:30 a.m. to 4 p.m. or “until we run out of Scouts,” on Saturday and Sunday, Oct. 17 and 18, at his house, 813 Pine St. Scouts from local Troops 769 and 768 will be participating, but Scouts from other troops are welcome to attend, said Stipp. During Jamboree on the Air, Scouts contact other Scouting organizations around the world. Stipp said when he brought that article to a ROARS meeting and suggested to members that they participate, “they were all excited about doing it.” About 15 ROARS members will be working with the Scouts. “We’ll have two Eagle Scouts there to support the kids,” Stipp added. His hope is that some of the Scouts will be interested in becoming ham radio operators. According to Stipp, ROARS has been attracting one or two new members a month and has about 30 members. When a Ramona woman and her teenage daughter went treasure hunting in rural dumping grounds, they came upon a disturbing sight. “Down the hill and on the hillside we found approximately eight dead dogs,� Katie Watson posted on Facebook. “They were all in different stages of decomposition. Some were just skeletons but others were still decomposing One had a yellow nylon cord/ rope around its neck still.� Watson told the Sentinel that they were at a location on Pamo Road where there are “No Dumping� signs. The mother and daughter consider themselves “amateur archeologists� and history lovers, and enjoy digging up pieces of the past, such as bottles and broken china that they plan to arrange in a mosaic. Their scavenging took a different turn that particular day. “It was like everywhere we looked there were dead dogs,� she said. Some bones were older and many spread out. Some had black garbage bags nearby and two bodies had de-

composed on top of blankets, said Watson. Concerned, she contacted the Ramona sheriff’s station and was referred to San Diego County Department of Animal Services. With no tissue, it’s impossible to examine for cause of death, said Dawn Danielson, director of animal services. Danielson said they can only speculate that many of the remains are old, the area has become a place where people dispose of their pets, and scavengers have moved the bones around, which is not uncommon in the unincorporated areas. “I feel like the dogs need to be laid to rest,â€? said Watson. She plans to keep her eyes out for other unusual circumstances as she continues her search for more pieces of history.

Sundevils defeat Bulldogs in football league opener By JOE NAIMAN Ramona High School’s football team opened Palomar League competition at Mt. Carmel High School on Friday, but the Sundevils took a 45-31 victory at Ramona’s expense. “They just were a better team,” said head coach Damon Baldwin. Ramona entered league play with a 3-2 record, so the loss gave the Bulldogs a season mark of 3-3 along with [OL SLHN\L ÄN\YL 4[ *HYTLS PTWYV]LK [V MVY [OL overall season. “Right now everybody in our league is having a huge year,” Baldwin said. “Everybody’s winning and everybody’s playing well.” Mt. Ramona High School’s girls volleyball team improved its Valley League record to 3-0 with three-game wins at Orange Glen on Oct. 7 and at home against Mission Vista on Oct. 9. The Bulldogs, who will be participating in the Southern California Invitational tournament Friday and Saturday, improved their overall season record to 16-5. Ramona defeated Orange Glen in 25-7, 25-13, and 25-11 games. “They played well and they picked up a lot of balls on defense, but they made a lot of errors that we forced,” coach Connie Halfaker said of the Patriots. As a team the Bulldogs had 20 serving aces and only 18 kills. “We put them on their heels real quick,” Halfaker said. Mission Vista was second with an 8-2 mark. The Bulldogs swept nine of their 10 league matches with the Timberwolves capturing one set in the match on Mission Vista’s court. This year Ramona’s sweep at home was by 25-21, 25-18, and 25-13 margins. “We had expected it to be very competitive, and it was,” Halfaker said. “It was back and forth, back and forth in game one.” Most of Ramona’s points were not scored easily.

Charter school works on application for CIF membership By JOE NAIMAN A charter school in Ramona is working on its application for membership in the California Interscholastic Federation (CIF) San Diego Section after the CIF Board of Managers expressed concerns about the application. The process for a CIF San Diego Section membership application is to OH]L H ÄYZ[ YLHKPUN H[ VUL CIF Board of Managers meeting and approval at the next board meeting. Had the board approved [OL WYVWVZLK ÄYZ[ YLHKPUN of the application for Juan Bautista de Anza during its Oct. 7 meeting, the vote to accept the charter school for CIF membership would have taken place Jan. 20. In addition to concerns about the Juan Bautista de Anza application, board members noted that the $200 application fee had not been submitted, so the ÄYZ[ YLHKPUN ^HZ UV[ HWproved. “This is not an application,” said Jeffrey Felix, CIF board chair and Coronado <UPÄLK :JOVVS +PZ[YPJ[ superintendent. “It’s not valid if it doesn’t have an application fee of $200.” The application was written by athletic director David Reichner, a former Ramona High School coach, and signed by principal Sandra Thorpe, who said that she was unaware the application required a fee until she learned that from a CIF employee. CIF staff will also conduct investigations before H ÄYZ[ YLHKPUN PZ JVUZPKered. “We would review this school a little bit differently because of the concerns we have found,” said CIF Commissioner Jerry Schniepp. Juan Bautista de Anza, a charter school sponsored by the Borrego Springs <UPÄLK :JOVVS +PZ[YPJ[ rents a Main Street suite in Ramona while offering online education courses. “They have an online focus, so we need to make sure that the program is meeting our standards for CIF membership,” Schniepp said. The application listed accreditation by the West-

ern Association of Schools and Colleges and by the National Collegiate Athletic Association. “The NCAA doesn’t accredit schools,” said RaTVUH <UPÄLK :JOVVS District Superintendent Robert Graeff, the RUSD

representative on the CIF Board of Managers. Juan Bautista de Anza is in its seventh year and is accredited by WASC, and the University of California accepts the school’s A-G curriculum. The NCAA has also approved the curricu-

lum, so Juan Bautista de Anza graduates can play NCAA sports and receive scholarships, said Thorpe. The application also stated a current enrollment of 100 students. “It’s less than 12,” Graeff said. ...“I’m concerned

about that particular piece of information. I’m concerned about the accuracy of the oversight.” As of Oct. 7 enrollment at Juan Bautista de Anza was 85 students in kindergarten through 12th grade, said Thorpe.

Born in Sioux City, Iowa, he graduated from Crawford High in 1961. He served as a U.S. Army medic in Vietnam. Most knew him as a talented custom cabinet maker, dedicated father, and husband. Gary is survived by his wife, Christine; sons, Zeke and Max; daughters, Traci and Samantha; sisters, Patty Jo Morgart and Joan Magnuson. He is predeceased by his father, Joe, and mother, Lucille

Rhythm in Blues’ 16th Annual Quilt Show By ELEANOR KERBS The Back Country Quilters invite all to attend the “Rhythm in Blues” Annual Quilt Show on Friday and Saturday, Oct. 16 and 17. The show will be held at Mountain View Community Church, 1191 Meadowlark Way, off state Route 78 and Ash Street from 10 a.m. to 4 p.m. each days. Admission is free. This is the quilt show’s 16th year. “Come and see the surprises and fun planned,” said event organizers. “There will be hourly door prizes awarded to lucky guests. Lots of baskets of fun items will be available to be bid on, and two quilts are offered for silent auction. “Come and see the Ramona Betty and Bob quilt that will be on display and
