Ramona High senior sings national anthem at Dianne Jacob’s State of County address By JOE NAIMAN Ramona High School senior Brenna Brean sang the national anthem during the State of the County ceremony at the County Operations Center in San Diego. “Amazing. It’s undescribable, and it’s such an honor to be here,” Brean said at the event on Jan. 29. In addition to being in the Ramona High School choir, Brean is in the American High School Honors Performance Series choir that has sung in Carnegie Hall in New York City. That earned the attention of San Diego County Supervisor Dianne Jacob, who as the 2014 chair of the board of supervisors, gave the State of the County address and also selected the pre-address participants. “She looked me up on YouTube,”

Brean said. In early December Brean received a call from Jacob staff member Bob Spanbauer. “I was blown away that I got the phone call,” she said. Brean, a soprano, began taking private voice lessons four years ago. She made her singing debut with the Ramona High School choir as a sophomore. Freshman-year curriculum prevented her from being in the choir as a ninth-grader. “It just didn’t work out with my schedule for school, but I did other activities,” she said. Brean hopes to have a professional career in opera. She has applied to San Diego State University, AMDA (American Musical and Dramatic Academy) College and Conservatory in Los Angeles, and Palomar College.

An advisory committee tasked with recommending possible uses for about 70 acres of vacant Ramona Unified School District land will meet to hear suggestions from the public on Tuesday, Feb. 11. The hearing will be in the Wilson Administration Center Board Room, 720 Ninth St., at 5:30 p.m. Six of the seven 7-11 Advisory Committee members met with Assistant Superintendent of Administrative Services

David Ostermann for the first time last Tuesday. The group is so named because state Education Code requires that a surplus real property advisory committee have no fewer than seven members and no more than 11. Water board reduces sewer connection fee By KAREN BRAINARD The $20,000 sewer connection/mitigation fee for the Santa Maria Sewer Service Area has been reduced by about $7,000. Directors of the Ramona Municipal Water District adopted the new fee of $13,090 per equivalent dwelling unit (EDU) at its Jan. 28 board meeting by a 4-0 vote. Director Kit Kesinger was absent. “This has been a while

coming. We got it done with the leadership of the general manager and the engineering department,” Director Joe Zenovic said after the vote. sion or a change in use that would increase discharge into the system, directors agreed. No one from the public spoke at the district’s hearing on the proposed sewer capacity charge. Members in the business community have advocated for the charge to be reduced. The $20,000 per EDU was a combination of the district’s $5,432 connection fee and $14,568 mitigation fee to help pay for $34 million in planned upgrades and expansion of the Santa Maria treatment plant. Expansion, however, was revised in a 2012 Santa Maria master plan after studies showed that increased flows during wet weather with infiltration and inflow contributed to the flows coming into the plant. It also noted slowed population growth in the community. The study revealed aging treatment plant facilities that need to be addressed, but cut costs to $16.5 million of capital

improvements to maintain reliable and safe wastewater service. In August 2013, the district hired Bartle Wells Associates to conduct a Santa Maria fee and rate study. District General Manager David Barnum said the fee and rate study was “essentially a necessary step at the tail end of a long process.” Alex Handlers with Bartle Wells Associates noted that California Government Code states that a wastewater capacity charge “shall not exceed the estimated reasonable cost of providing the service for which the fee or charge is imposed.” “You can’t over-collect,” he said. The sewer capacity charge is based on a system buy-in approach under which those with new or expanded connections “buy in” for their proportionate share of costs for needed capacity in the existing and planned treatment facilities, his report stated.

Richardson Recycling opens FORUS account Richardson Recycling presented Friends of Ramona Unified Schools with a check for $409.61 after an anonymous person donated recyclable materials and asked that the value of the “junk” go to the FORUS school roof project. The donation brings the roof project fund to $9,388.22 toward its goal of $20,000 to repair some of the school roofs that leak. “Thank you, anonymous donor,” Dave Patterson, FORUS roof project chair, said when he accepted the check last Wednesday. Jacob addresses jails, business, assisted living, more in State of County By SARAH SAPEDA City News Service Supervisor Dianne Jacob used the annual State of the County address on Wednesday to discuss, among other things, the expansion of jails to absorb state prisoners and paving the way for business development in rural areas. In her roughly 35-minute speech at the San Diego County Operations Center, the board chairwoman addressed prisoner realignment, including the expansion of detention centers and the staffing of sheriff’s stations in Rancho San Diego, Lakeside and Pine Valley. “Keeping our community safe remains our top priority,” Jacob said. Next year, she said, the final phase in consolidat-

Meanwhile, the county has improved its regional communications system and partnerships with other fire agencies, she said. “We have seen some brutal fire seasons in our county, and we will see others,” she said. “When they strike, we need to make sure we’ve done all

We no longer just hope for the best in the long run — we aim for the best.’’ Jacob outlined a volunteer health program that the county’s Deputy Sheriff’s Association had agreed to join. It is similar to one used in Reno, Nev., for law enforcement officers and first responders who may be at risk for heart attacks. Jacob said county officials were committed to boosting business in the backcountry. In recent years, the county has made it easier to open farmers markets and has worked to cut red tape for horse stable owners and winemakers. The board is now looking to ease regulations for beekeepers and craft brewers, she said.

“I’ve got three words for you — bees, beer and burgundy,” she said. Jacob said the county would increase its oversight of nursing and convalescent homes, and work with the District Attorney’s Office to prosecute scofflaws in the assisted-living business. She said the county should explore allowing energy companies to compete for business. Competition should drive down rates and “finally bring our

consumer energy market out of the dark ages,” she said “The state of your county government is good — but I don’t want to settle for good,” said Jacob. “We have so much to do on so many fronts.” The county would remain cautious with its spending and try to avoid taking on new debt, she said. Also on Wednesday, the supervisors meeting was in the new county complex in Kearny Mesa for the first

time. On Tuesday, supervisors approved a policy change to allow the board to meet there, instead of at the County Administration Building downtown. The supervisors approved a plan to allow groups to display flags and banners to enhance community character in county rights of way in unincorporated areas such as Ramona and a two-year extension of a program for deferring developer impact fees.

Property owner not giving up on contested downzoning Jeanine Hawkins had hoped to talk to county planning commissioners recently about county downzoning of her Littlepage Road property, but learned they were not hearing property-specific requests during their recent General Plan Cleanup and Rezone talks. A member of the Littlepage family, Hawkins has 200 acres, split into three

parcels. Two 80-acre parcels were downzoned from RL-40 to RL-80 (one dwelling unit per 80 acres) in the county’s General Plan Update adopted in 2011. The downzoning, she said, devalues her property and takes away her rights as owner. She said she plans to become more involved with community planning issues and find an opportunity to ask for reconsideration.

Businessman earns berth as steer wrestler in American Rodeo semifinals Feb. 21-23 By JOE NAIMAN Matt Deskovick finished fifth in steer wrestling in Checotah, Okla., to earn a berth in The American Rodeo semifinals in Mesquite, Texas Feb. 21-23. “I’m glad I qualified,” said Deskovick, professional rodeo cowboy and owner of Catt Farm Ranch and Supply in Ramona. “I don’t have to go to any more qualifiers.” The American Rodeo will take place at AT&T Stadium in Arlington, Texas, March 2. The winner of each event will receive $100,000, and any winners who advance from the qualifier process will partake in a jackpot of $1

Relay for Life plans benefit at winery Those interested in tasting Ramona wine paired with cheeses and chocolate are welcome at Turtle Rock Ridge Winery on Feb. 8 for a benefit wine tasting event benefiting the 2014 Ramona Relay for Life. Sam Duvall, Riley’s father, was Deskovick’s hazer during the final four rounds of the All-American Pro Rodeo Series in 2011, and Deskovick rode the horse of Tom Duvall, Sam’s cousin. During the qualifier in Checotah, Riley Duvall hazed for Deskovick in the first two gorounds. Deskovick was one of 49 steer wrestlers at the Checotah rodeo. After placing fifth and qualifying for the semifinals, he was interviewed on RFD-TV, a national television channel dedicated to serving rural America and agriculture.

Building a community with notes and brush strokes By Dr. ROBERT D. ARGYELAN

It seems that everywhere I go in Ramona, every meeting I attend, and to everyone with whom I speak, there is a passion in our town that wants to see a better Ramona. Not that it is bad at all, for certainly its quality of life is at the core of its identity while providing us all a purpose to live and work here. Rather, the “better” Ramona is a focus of dreams, hopes and desires for how our town grows and evolves to serve the individuals and businesses residing in this Valley of the Sun. I read with interest of the issues facing the school board, of the ideas of the planning group, of the efforts of so many committees and organizations looking to shape community growth. So many people, so much passion for the place they call home, and so much desire to improve the future livability of Ramona so that their children might benefit from their commitment. Ramona is remarkable that way, in that its identity has more to do with its people than any specific, definable structure or event, save for perhaps those large eucalyptus trees. Its struggles, as a small town, are similar to other small towns across America as each fights to maintain a local economy that is supportive of a chosen way of life. Too many towns have too many commercial vacancies as small businesses often fall prey to being suffocated by the all encompassing economic blanket of big box retail. While some may view that reality as a condemnation of large corporate entities, the other possibility is that it should be looked at as an opportunity for small towns like our Ramona. It is an opportunity to reinvent Ramona with the sounds of musical notes and the color of broad brush strokes. Simply put, Ramona’s evolution and economic stability, the preservation of its quality of life and the revitalization of its core business district would well be served by an embracement of the arts and the de-

velopment of cultural programming that ties into tourism, classroom education, community events and urban/ rural development. Other towns across the country have restored their downtowns by realizing this and, in the process, have come to realize how important art and music are to so many aspects of the lives of their residents. The leadership of those towns has come to know this, and so can ours as collectively their interests in Ramona are bonded by their individual love of Ramona. While Main Street Ramona might not compete directly with corporate big box chains or the Internet on pricing, it can and should surpass those entities in the experience offered by the small business community. Why not imagine and realize a generational park on Main Street that offers concerts on green lawns, or street musicians strolling along to provide a unique shopping experience? Why not see the impact of an arts community contributing by participating in an “Artists in the Schools Program” or a bluegrass festival that attracts a national audience? The arts bring so many positives to society while encouraging residents and businesses to explore their own creativity and ideas in redefining the spaces in which they live and work. A healthy arts community leads to an energized vitality that is so essential to community well-being, and acts as a catalyst to focus all interested parties on the same objectives. It provides the “experience” needed on our Main Street while serving as a magnet for visitors to our wineries, restaurants and retail shops as well as for new residents to explore living in Ramona. Why not imagine that identifying sign stretching across Main Street, welcoming locals and visitors to our town and upon passing under it, they experience the joyful sounds and colors of Ramona.

Research Common Core for yourselves By JENNA JAUREGUI I would like to address the misinformation in Diane Chapman’s guest commentary titled “Stop Common Core in Ramona.” As an English language arts teacher, I found the assertions about the future of education extremely alarming — especially when she stated, “The end goal (of Common Core) is to produce in a socialist fashion workers for corporations.” This bold accusation led me to research the views and examples used. She justifies her negative opinion of the Common Core standards by claiming that schools will be teaching “only 50% classical lit-

Guest Commentary erature” with the other half consisting of “just information text.” The “Key Design Consideration” document within the Introduction to the English Language Arts standards is simply a distribution recommendation that should be occurring by fourth grade. By eighth grade, this distribution should be 45% literary and 55% informational. By senior year, students should be reading 30% literary and 70% informational texts (corestandards. org). This distribution is crosscurricular, not just in language arts classrooms.

Information texts include material that students read in science, math and social studies. Language arts teachers still have plenty of opportunity to teach the “classical literature” that Chapman praises while simultaneously giving students who prefer nonfiction a chance to enjoy reading. Regarding the Arizona controversy over the award-winning novel “Dreaming in Cuban,” yes, this title does appear on the Common Core website as a suggested book that may be used to teach the new standards. However, among other titles on the list for 11th grade: “Crime and Punishment,” “The Great Gatsby” and “Don Quixote” — all books that have been banned or challenged in school districts and are still revered as “classics.” If Chapman still believes that the Common Core initiative is forcing students to read inappropriate books, she may want to read the introduction to “Appendix B: Text Exemplars and Sample Performance Tasks,” which explicitly states that the titles found on the list are meant to be examples of possible selections, not mandates (corestandards. org). However, I feel that the district is still hedging bets on extra money coming in to make things a little less terrible in the short term. The textbook in question asked students to evaluate whether or not there was an equal balance between the economic state of landowners and labor workers in the time of Cesar Chavez — a question that encourages critical thinking, not political agenda. If the same question was framed within the context of the civil rights movement in the time of Martin Luther King Jr. and asked students to evaluate the inequality present in the historical era, would Chapman be so quick to cite this textbook as an example of alleged Common Core indoctrination? The Common Core standards are not politicallydriven. Any textbooks that contain biased information are the fault of the publish-

The Common Core standards are not perfect, and there are few viable resources for schools and districts that explain how this educational shift is supposed to happen. This is, indeed, a time of confusion. Before we succumb to fear-mongering from people who do not understand the proverbial “nature of the beast,” I urge Ramona residents to research and evaluate the information for themselves. Desert season is not just for off-roaders

A

nza-Borrego Desert State Park is the largest state park in California. It is approximately 660,000 acres and provides 500 miles of dirt roads, 12 wilderness areas and many miles of hiking and riding trails. It also provides visitors with an unparalleled opportunity to experience the wonders of the California desert. The park is named for Spanish explorer Juan Bautista de Anza and the Spanish word borrego, or bighorn sheep. The park features washes, wildflowers, palm groves, cacti and sweeping vistas. You may also have the chance to see roadrunners, golden eagles, kit foxes, mule deer and bighorn sheep as well as the desert species of rattlesnakes.

Most visitors use highways from the east such as S22, S2, or 78. Visitors from San Diego via highways 79 and 78 have the added pleasure of driving through the mountainous Cuyamaca Rancho State Park — quite a different experience from the desert of Anza-Borrego. The highways from the east climb to 2,400 feet or so and then descend about 2,000 feet to the valley. A little warning about S22. It’s very winding and steep — and winding. I say that twice because, if you or anyone in your party gets car sick, this road will get them there quickly. Never fear, though. I drive it with horse trailer in tow and very slowly, so it’s doable. As for Highway 78, past

Julian, down what’s called Banner Grade, this, too, is winding and steep, and places are very narrow, and I wouldn’t drive it horse trailer in tow unless I was forced to somehow, but it’s a beautiful drive much of the year. S2 is my favorite way out to Borrego. It doesn’t get my heart pounding and palms sweaty as does S22. All routes take about the same amount of time to travel. Where the highways break out of the mountain terrain, they reveal the great bowl of the AnzaBorrego desert. If you are not driving, pay close attention to the view. It’s stunning. The mountains surround the desert valley and the highest to the north are called the Santa Rosa Mountains, a wilderness with no paved roads in, out or through. They have the only allyear-flowing watercourse in the park and are the home of the peninsular bighorn sheep, often referred to as desert bighorn. Few park visitors ever see them. The sheep are shy,

but they are quite a sight to see. The sky is a special color blue that you can only experience in person as there are no words that would do it justice. I visit, ride and camp within the park every chance I get, and now is the time to get out and camp! Vern Whitaker Horse Camp, Vallecito Park & Horse Camp, and Stage Coach Trails Camp (and others) all provide access to various regions to and within Anza Borrego State Park, and these are some of my favorite places to stay with my horse, Cricket. Each camp has restrooms and corrals for comfort of rider and horse. The terrain and trails are very diverse depending on where you decide to stay and ride. From deep, sandy washes to cactuslined, hard pack trails on the valley floor to single track, dusty trails through gorgeous meadows of the mountains that lead you to the desert floor, you will find each place unique and exciting in its own way.

Anza-Borrego wildflowers are amazing, and each spring Mother Nature whips out her paintbrush and fills the desert with color. Drier years don’t produce the abundant blooms that fall rains and warm winter temperatures typically will, but, with much spring activity and goings on, there is still lots to do. The various camps offer activities such as live music, dances, historic reenactments, various performances and sometimes guided tours, or you can set your own pace and ride the trails, have a nice campfire, play cards, read or whatever your heart desires. I feel lucky that the park is so large and I will have many more years to continue to explore it and see more and learn more about our wonderful desert. From late October to late March (sometimes into April) each year the Anza-Borrego Desert State Park is one of my favorite places to visit. I have yet to ride Box Canyon, Oro Flame Can-

yon and so many other areas. I’ve just barely explored Potrero Canyon and Sheep Canyon or Blair Valley. Under “Administration,” go to “7-11 Advisory Committee.” Formation of the 7-11 committee follows a consultant’s Asset Management Study of five district properties. The consultant, Eric Hall & Associates, recommended the district start the surplus property process for two of the five parcels: about 40 acres adjacent to Ramona High School and about 32 unused acres at Hanson Elementary. The consultant’s complete report is on the district’s website under “Ramona Unified Asset Management Study.” After reviewing some history of school improvements to meet increased enrollment in the late 1990s and early 2000s — followed by steady declining enrollment since 2001-02 — the committee discussed four parcels: Ramona Community School’s former location at 1710 Montecito Road, about 5 acres at Bellemore Drive and Gantry Way in San Diego Country Estates, the 40 acres at the high school, and the 32 acres at Hanson Elementary.

Civil War re-enactor to portray U.S. Grant at 150th anniversary events this year Civil War re-enactor Ken Serfass will be donning his General Ulysses S. Grant uniform this year to participate in the 150th anniversary of events that occurred in 1864. “I’ve already been booked to appear many places as Gen. Grant, and my Civil War Marine Band will be very active as well,” the Ramona resident said. “All these events are a wonderful way for all Americans to celebrate our history, and I hope to see familiar faces coming out to experience it.” In November, Serfass, a retired Marine musician, was in Gettysburg, Pa., for the 150th commemoration

was a true honor to accept these flowers in his place.” In the six days he was gone, Serfass said he traveled 150 years, gaining a deeper understanding of the U.S. Civil War. “It leaves me with a profound appreciation for all involved in that great event in our history and a larger mission to help others reach that same understanding,” he said. Coach Dan Marshall’s Bulldog girls basketball team took control of the race for the Valley League title with two big wins on the road. The Lady Dawgs beat Valley Center (4-16, 1-3) and then beat Del Norte (14-7, 3-1) in a battle for sole possession of first place in the Valley League. The Bulldog girls are riding a 12-game winning streak and are currently ranked second in Division II in the San Diego Section of the CIF. The team is 16-6 overall and 4-0 in league action. Ramona’s defense set the tone of the Valley Center game in the first quarter as the Lady Dawg defense shut out the Jaguars 11-0 in the initial period in

a blocked shot. Christina Barrameda scored 8 points, had five steals and four rebounds. Chiara Mattern hit two 3-point shots as she scored 8 points, grabbed four boards and had two steals.

Ramona’s varsity basketball team played two Valley League games on the road and ended up splitting with Valley Center and Del Norte. The Dawgs are 10-9 on the season and 2-2 in league play. “After last year’s big loss at Valley Center, last night was a great victory. Shows what a difference a year

can make,” coach David Reichner posted on the team’s website. The Dawgs got off to a good start in a 63-54 win over Valley Center (6-14, 0-4) but had to go to overtime to pull out a victory. The first quarter was all Ramona as the Dawgs took a 20-7 lead. Valley Center mounted a comeback and outscored the Dawgs 16-6 to make it a

26-23 lead at intermission. The Jaguars briefly took the lead in the third period but the Dawgs rallied and led 36-31 going into the fourth quarter. The Jaguars got hot and Ramona couldn’t buy a break, and Valley Center tied the game with a 3-point bucket with four seconds left in regulation. Scott Stransky See BULLDOGS on page 28

Colton Harris (there are two Harris brothers on the team) had another good night in a 67-36 loss to Del Norte (15-6, 4-0) in a game that was a battle for first place in the Valley League. Harris was the only Bulldog to score in double figures as he tallied 10 points. He also got eight of the teams 24 rebounds. The game’s starting time was changed to 6:30 p.m. and caught Reichner off guard as he arrived in the gym just before the tip off. That didn’t seem to have an effect on the Dawgs as they led 13-8 after one quarter. Then the wheels came off the bus and Del Norte went on a 30-2 run in the second quarter and never looked back. Del Norte’s entire roster scored in the game. Seven scored in double figures and four scored over 22 points. The Nighthawks won the battle of the boards 44-24, and blocked four shots and recorded eight steals while forcing 17 turnovers. Seits scored all nine of his points by way of the 3-point shot and had three steals on defense. Cobian (8), Stransky (4), Silvaggio (2), Austin Pierce (2) and Calvin Harris (1) also scored in the game. Cobian led the team with five assists. The Bulldogs will now need help to win the Valley League title. A win would have put them in a four-way tie for first place with Del Norte, Oceanside and Orange Glen. The Dawgs will just about have to run the table in league play to win the banner. Ramona will host Mission Vista on Friday at 7 p.m.

Ramona golfer and team win national charity tournament Cortie Dove of Ramona and his golf partners took first place at the National Kidney Foundation Cadillac Golf Classic National Finals this month. The team shot rounds of 60-58-59 for a 39-underpar total in the 54-hole, four-person scramble tournament played Jan. 17 to 19 at The Links at Spanish Bay, Spyglass Hill Golf Course, and the Pebble Beach Golf Links at the

Pebble Beach Resorts. The foursome bested a field of 50 amateur golf teams from across the country. Participating with Dove were Mark Upchurch of Rancho Penasquitos, Dan Mezich of Del Mar, and Steve Jones of Tempe, Ariz. Last year the foursome qualified for the Pebble Beach finals by finishing third place at the Cadillac Golf Classic at Whirlwind Golf Club.
