A compromise between County of San Diego staff and the Caster family that owns Oak Tree Ranch will allow units to be converted to resident ownership. San Diego County supervisors in May expressed support for converting 119 Oak Tree Ranch units off Black Canyon Road to resident ownership, but they
were unwilling to override county counsel's advice that approval of the proposal violates state law. Instead, they continued the hearing so Oak Tree representatives could provide a new map that covers only the 199 unit spaces and not the entire 255 spaces allowed in a 1965 zoning variance. On July 9, the supervisors approved the map allowing private
ownership for the 119 existing units. "We compromised and settled to get to what we got. We got past all the major objections," said Oak Tree Ranch president Bert Caster. "Now we'll be able to move forward." Although Oak Tree Ranch is considered a mobilehome park, the units are manufactured homes with garages. Homes

Ramona High School varsity football players add yoga techniques one morning a week during summer training.
By PIXIE SULSER “Stand like a proud warrior,” Emily Maehler instructed the Ramona High School football team. And she wasn’t talking about a fighting stance or even a fierce mentality. She was leading the Bulldogs in a morning yoga class, an element new to this year’s summer football training. “Yoga is great for strength, flexibility and injury prevention,” said head football coach and Athletic Director Damon Baldwin. “Many professional athletes, professional sports teams and college programs are incorporating yoga as a regular part of their fitness routines, so when Emily shared an article with me about the University of Utah’s incorporation of
yoga into the training routines of the school’s football and baseball teams and asked when we could get started in Ramona, I was all for it!” Maehler, who is an English teacher at the high school as well as a certified yoga instructor, approached Baldwin about bringing yoga to the Ramona football team after her mother forwarded an article highlighting how the University of Utah implements yoga with its athletes. Maehler is an alumnus of the University of Utah, where Ramona High graduate Christian Drews plays football. Baldwin and Maehler decided to introduce the Bulldogs to yoga one day a week during the summer foot-

A request for bids will be issued in the next week or two. Information about the make and model of helicopter were unavailable. The chopper will be based at El Cajon's Gillespie Field, where Cal Fire has a helitack base. The helicopter would be a transient aircraft, able to move as needed to best support the region, a county spokeswoman said. This would supplement two helicopters used by the Sheriff's Department and two by the city of San Diego.

County officials plan to lease a fire-attack helicopter this fall to respond to wildfires. The contract guarantees local authorities exclusive use of the aircraft for two months. "This will significantly bolster our immediate response capabilities during the weeks when we typically see our strongest Santa Ana wind events," Holly Crawford, county emergency services director, told the San Diego County Board of Supervisors as it voted last Tuesday to terminate an emergency declaration it enacted during the May wildfires. Proposed amendments to the county's zoning ordinance that include changes related to agricultural areas is available for public review and comments until Aug. 11. County Planning and Development Services released the California Environmental Quality Act public review of the zoning ordinance on June 26. It is available at www. s d c o u n t y. c a . g ov / p d s / ceqa_public_review.html and in Ramona Library, 1275 Main St. One of the proposed changes is to allow "Agricultural Homestays" on a working farm or ranch of four acres or more instead of the current minimum requirement of 10 acres. Some Ramonans have lobbied for the change as a way to increase accommodations in Ramona as the community strives to become a destination and attract more tourists. To offer an agricultural homestay, a minor use permit will still be required, the property must be a working farm or ranch, and the rancher or farmer must live on the site of the agricultural operation or on an adjoining parcel under the same ownership. In an effort to promote agri-tourism, the county has added a section on requirements for microbreweries and brewpubs. The draft section on certified farmers' markets allows a market to operate two days per week on school district-owned property if it has been developed with a school use. Regarding hosting of temporary events, a draft line has been added to the section on "Circus,
By next spring, residents will be able to play basketball on one of the two tennis courts in Collier Park. County supervisors on Wednesday approved $70,620 of Park Lands Dedication Ordinance (PLDO) money to convert the northern tennis court into a basketball court. Collier Park is in the 600 block of E Street. The supervisors' action authorized the advertisement for bids and subsequent award of a construction contract for the project. The county charges PLDO fees with residential building permits. In Ramona, the charge is $4,177 per dwelling unit. The money is for parks or park improvements. The 8.5-acre Collier Park includes the Ramona Branch of the Boys and Girls Club of Greater San Diego, two tennis courts, a soccer arena, playgrounds, picnic areas and a native plant garden. The southern tennis court was recently repaired, and the northern tennis court is not frequently used, according to a county report. In November 2013, Ramona Community Planning Group recommended using PLDO funding to convert the northern tennis court into a basketball court. "It will be a joint use facility between the county and the Ramona Boys and Girls Club," said Brian Albright, director of the county's Department of Parks and Recreation. The cost of the con-

think of adding downward dog and child’s pose to their routine? “Once they knew it was harder than they thought, they really respected the practice, said Baldwin. “I think the yoga is amazing, varsity athlete Keyno Crichlow said enthusiastically. “I feel more flexible, and I can really see how it is good for sports. It’s also something a person can do as they get older.
The experience has been so successful that Baldwin asked Maehler to be an official member of the Bulldog coaching staff and to lead the team in yoga sessions every Saturday morning during the season. The team used to meet the morning after a game to lift and review game film. They will now replace the lifting with yoga as a way to stretch and help their muscles recover from the game. The benefits of yoga for football players, or any athlete, include increased flexibility, mobility, stability and mental focus as well as injury prevention, said Maehler. The mental side is something Maehler and Baldwin would like to incorporate more of as they move into the fall season.
“Right now, we have been more focused on the physical aspects of yoga, but as the athletes become more comfort

residents who live there wanted," Jacob said. "Good for all of us, really," Caster said. Caster and the Oak Tree Ranch residents still need state Department of Real Estate approval before the residents will be able to purchase the land under their homes. Caster estimates that the Department of Real Estate process, which will not require a hearing, will be completed within nine to 12 months. After Caster sells enough of the 119 existing units to the residents, he will begin the process of developing the remaining 136 units. "We'll go through this process some time again in the future, but we know the rules will be a lot clearer," he said. Caster expects that development on the 136 spaces will begin in two to three years. A discretionary permit will be required for a new map that will convert those lots to resident ownership. "Long battle, but it looks like it was successful in the end," Caster said. "I'm pretty happy, pleased that the residents are going to be able to own their own homes."

the keeping of bees is also addressed in the draft changes. Amendments on regulations for detached accessory structures such as garages, carports, storage buildings, workshops, hobby shops, barns and agricultural buildings include a table showing the maximum square footage allowed by acreage. ful environment for people," said Supervisor Dianne Jacob. In 1965, the supervisors granted a variance for the site that permitted 255 home spaces in the 2200 block of Black Canyon Road. The original map to convert the units to resident ownership covered the entire 255 potential homes rather than the 119 existing units. Although a change to resident ownership would not require California Environmental Quality Act review in the absence of future expansion, the potential additional Oak Tree Ranch units caused county staff to determine that CEQA analysis for the remaining 136 spaces would be required. Although Caster has no immediate plans to develop the remaining 136 spaces, he and his consultants were concerned that a map including only the 119 homes would create infrastructure complications when a separate map for the remaining units was processed. The two-month continuance allowed for the unresolved issues to be addressed to the satisfaction of Caster and the county. "It's going to do exactly what the

Water board director attempts to resolve agenda issue By KAREN BRAINARD
sue the agenda memo format could be added to the district code. He made a motion that staff prepare that revision to the code and bring it to a subsequent meeting. That motion passed 3-0 with Schildhouse voting present. The discussion began when Director Joe Zenovic pulled the "agenda template format" informational item from the July 8 consent calendar, commenting that the template, which asks for purpose of the agenda item, background, fiscal impact and recommendation, is good to have on hand. Schildhouse asked if the template is still a required form to which President Darrell Beck answered "yes." Schildhouse then addressed legal counsel and said, "This document is
Ramona Municipal Water District Director George Foote is attempting to resolve one issue within the board that has created controversy and put other directors at odds with each other. The matter surrounds directors' requests to have items placed on the meeting agenda and the format to follow. The controversy began in February when Director Rex Schildhouse complained his request was not agendized and he was told he needed to write an agenda memo on the requested item. Schildhouse has said that agenda memo format is not required in the board of directors section of the water district's legislative code. Foote suggested at the water board's July 8 meeting that to resolve the is

blazes destroyed nearly 50 houses around the region and burned tens of thousands of acres. The supervisors ratified the declaration at their meeting the following week. The action made the county eligible to be reimbursed by the state and local governments for firefighting costs. Darren Gretler of county emergency services said the county is awaiting Gov. Jerry Brown's decision on a request for California disaster funding, "which could bring millions in state aid to support our fire recovery efforts." Gretler told the board that final debris removal from the fire zones should wrap up July 18. Supervisor Dianne Jacob praised county staff for an "awesome job" on the May fires and recovery and also noted that quick response to the recent Banner fire near Julian saved hundreds of homes. Supervisor Ron Roberts hailed the pre-positioning
not mentioned anywhere in Ramona, RMWD legislative code. Is it required for submissions to the agenda by the directors?" Legal Counsel Brooke Miller with Best Best & Krieger said there are two issues: one is the requirement for getting material on the agenda and the other is how to go about doing that. "So in order to get an item on the agenda, it needs to be in writing," she said, adding that for the writing to be formalized it needs to be in a standardized format. RMWD's legislative code states: "Directors reserve the right to request at board meetings that items be placed on upcoming meetings for regular discussion and action." That is followed by the policy for handling written submissions:
"Members of the board may place items on the agenda, and include written materials in the agenda packet." "I will tell you that in conversations with the attorney general of the State of California, reading this code word for word, then downloading it...went to the San Diego County district attorney and the California Bar Association, this form is not required and cannot be required," Schildhouse said. According to RMWD General Manager David Barnum, the agenda memo form has been used by the board for over 20 years. He said Schildhouse could suggest another format. In other business, Zenovic brought up afternoon versus evening meetings. At the sugges-
tion of Foote, the district held a 7 p.m. public budget presentation June 23. Zenovic said Director Kit Kesinger, who has not attended a meeting since April 2013 because he says the 2 p.m. slot conflicts with his work, did not attend the evening presentation. "So I would call his bluff and say 'Director Kesinger, since you don't have any interest in the constituents of your division at Ramona Municipal Water District, it's time for you to step up to the plate, do the manly thing and resign,'" said Zenovic. He also pointed out that just three members of the public attended the evening presentation. According to the staff's agenda memo, the evening meeting cost the district an additional $900, although breakdown of the costs was not provided. "How in the heck did we come up with $900 for this meeting?" asked Schildhouse, adding that it lasted less than an hour. "That's extremely expensive for the few people that were sitting there from the district," he said. Barnum said the $900 was labor costs. Some employees incurred overtime pay, he said, adding, "Then there's the indirect costs for the other staff members that attended and prepared the presentation and did whatever they needed to do to put it on." Of the approximately five staff members who attended, at least one was

of Cal Fire aircraft, saying, "The collaboration continues to get better and better." Approximately 1,300 firefighters from around the region and the state battled the May blazes, with aid from about 250 law enforcement officers. The fire declaration was renewed by the supervisors last month. Since then, most of the debris from the destructive Cocos Fire in San Marcos has been carted away, according to a county staff report. The nearly 2,000 acres Cocos fire that destroyed 40 structures in and around San Marcos was intentionally ignited, sheriff's officials said. A juvenile suspected of igniting the fire on the afternoon of May 14 will not be publicly identified because the alleged arsonist is underage. The case has been forwarded to the District Attorney's Office for consideration of possible criminal charges. Last month, the supervisors directed county staff
to convene a workshop of fire, government and military officials to further improve coordination between various agencies. A post-action report listed 21 recommendations, including: waging public information campaigns to get residents to better prepare for wildfires and follow evacuation orders; delivering emergency information in additional languages besides English; employing forwardlooking infrared imaging devices to help firefighters locate hot spots in smoky conditions; pre-positioning firefighting aircraft at the onset of dangerous fire weather; and considering ways that officials can verify information quickly so it can be given to the public. County officials are also exploring the possibility of purchasing a third firefighting helicopter. The May wildfires leveled 65 structures, including 46 single-family homes, according to county statistics. Several

apartments and commercial structures were also destroyed, and flames forced the evacuation of the Cal State San Marcos campus and temporarily closed numerous schools, including in Ramona, and businesses. Damage to private property was estimated at $29.8 million. Officials figured it cost $27.9 million to fight the blazes. The supervisors will also consider proposed responses to county grand jury reports on emergency response times, detention facilities and other issues. —City News Service
hourly, he told the Sentinel, and two hourly employees set up and tore down the room for the meeting. Most staff who attended, however, were salaried employees, he said. Barnum said the $900 was a determination of the labor costs by inquiring how much time employees spent on preparing and presenting the presentation and applying that to their pay rate. "It's direct and indirect costs," he said. The time those employees spent on the presentation was time taken away from other district business, said the general manager. Staff presented a similar budget presentation to the board on June 24. At the July 8 meeting Barnum noted that staffing has been reduced over the years. "With our existing staffing, existing workload, it's becoming difficult to get everything done," he said. In June 2012, when the board discussed changing the meeting time from 4:30 to 2 p.m., proposing it would save in overtime pay, Barnum estimated the savings would be about $1,500 per year. Since then, Barnum said, the district has reorganized staff and cut some positions, and would incur more overtime costs if meetings were held outside the normal business hours of 7:30 a.m. to 4 p.m.

Be comfortable with Striving to meet town's plumbing needs your web priorities By KAREN BRAINARD
What’s it cost to build a website? Alan Callahan More than most clients want to pay. That’s not intended to be sarcastic. Typically, marketers have unrealistic expectations regarding their websites. They want beauty, instant profitability, low costs, fast development and novelty. They also want a pony for Christmas. Here’s how I define various development considerations: •Good website: A userfriendly experience that delivers interesting graphics, effective copy, and encourages the visitor to contact the marketer for more information. •Fast development: Built in under four weeks. •Low costs: Completed site charge is less than $1,000. •Novelty: Your website doesn’t look or sound like everyone else’s. Many people don’t realize the level of involvement for creating a productive website. Proper development requires a strategist, writer, designer, coder, and project manager, as well as ongoing client involvement. After putting the key people in place, optimized content is key for attracting search engines. And good design, updated copy, and a positive experience keeps visitors present longer. Of course, if you’re a good writer, graphics designer and HTML coder, you don’t need any of these services. However, if you’re not (or don’t want to invest the time doing it yourself), you need to hire these services so that everything gets done right the first time. Where I come from folks say you can have it good, fast and cheap; pick any two. So it is with

website development. To your original question, I’ve seen amazing sites costing $100,000 to build. I’ve also seen free sites from Google offering a different experience. So instead of debating budget, consider your objective. If you aim for something that stands out of the 15 billion+ pages on the web and encourages viewers to repeatedly return, you’ll want to invest a few extra dollars and bring in some good talent. Understand if budget’s more important than uniqueness, you risk either getting more of the same or it taking forever to build. Once you are comfortable with your priorities, make the commitment and go in with your eyes wide open. If handled properly, you’ll get exactly what you want for as much as you’re willing to pay. But remember — expecting champagne on a beer budget is almost certain to leave a bad taste in your mouth. With that said, I wish you a week of profitable marketing. Seeing a need to have plumbing materials and products readily available so customers can be serviced quicker prompted Craig Marklein, owner of Marklein Plumbing, to open a shop on Main Street. Marklein, who is remodeling the inside of his new location at 2344 Main St. on the west side of town, said it will not be a showroom but it will provide space to stock such items as water heaters, toilets, water softeners, faucets and garbage disposals. Being able to immediately replace a water heater for a customer is important, he said. However, waiting for a supplier to deliver a water heater could take a day or two. "It was a big problem for me," Marklein said. Although he will gradually be adding inventory to his shop, he now has 40- to 50-gallon water heaters that operate on electric, propane or gas. Providing value and professional service to his customers are hallmarks of his business, he noted. "We want to be a trusted plumber in Ramona. It breaks my heart to see people hire plumbers from down the hill," he said. "We, as consumers, need to do our part in seeking out businesses that are here." A Ramona resident,

Standing in front of his new location at 2344 Main St., Craig Marklein, owner of Marklein Plumbing, says the space will allow him to stock plumbing products for customers.
Marklein used to work for a company that serviced new construction and spent more time down the hill as a plumbing contractor. Around 2002 he received his plumbing contractor license and started Marklein Plumbing, but it wasn't until 2009 that his business became his sole source of income. He turned his plumbing focus from new construction to service and repair. "That's when I started doing a lot of training... so I could do service and repair and do it well," he said. About three years ago he began marketing his business to Ramona.
Marklein realizes wordof-mouth and referrals are critical to bringing in business and said he provides high-quality, professional service at reasonable prices. Catching potential plumbing problems before they occur can save money, he said. Marklein is planning to roll out his Precision Plumbing Protection Plan — a one-year plan that will offer a complete annual plumbing inspection, discounted services and extended warranty to repairs. He likened the plumbing inspection to vehicle check-ups or teeth cleaning. If any plumbing prob-
lems exist or he sees potential issues, Marklein said he will give options, adding that he doesn't have a problem if the homeowner wants to do the work himself. Marklein said he attends training on the latest plumbing technology, especially geared to energy-efficiency and water conservation. Products such as low-flush toilets and tankless water heaters may initially cost more but will ultimately provide savings to the consumer, he said. Marklein has one service technician, Troy Denner, but hopes to expand his business and hire another.

Life is full of surprises
— at any age
By KAREN BRAINARD Estelle Reckling said she never had a surprise In her long life like she had last week. And there are a lot of years in her life — 100, as of July 6. To honor her 100th birthday and show appreciation for the many years she has been a propane customer, Pro-Flame of Ramona gathered its employees and surprised Reckling with a birthday party on July 8. "I was so impressed with those people and so surprised," Reckling said. "To have someone do something like that...They really made my day." The idea for a surprise birthday party was the brainchild of Rae O'Rourke, who handles customer service for ProFlame. O'Rourke had talked with Reckling over the phone in the past, but had never met her. When she realized Reckling, a customer of at least 14 years, was turning 100, O'Rourke started planning. "I just wanted to so do something special for her," said O'Rourke. "From what we know, she's our oldest customer."
Reckling's son, David, is also a Pro-Flame customer so O'Rourke contacted him to make arrangements. He and his wife, Connie, took his mother to Pro-Flame under the guise that O'Rourke wanted to meet her. "She was just blown away," O'Rourke said of Estelle Reckling's reaction when she was greeted by at least 10 Pro-Flame employees, a birthday cake, a bouquet of red roses, a certificate signed by everyone, and three balloons shaped to resemble "100." Pro-Flame also gave Reckling 100 gallons of free propane. "She's just a darling lady," O'Rourke said after the party. Reckling said she was so impressed with the genuine attitude that the Pro-Flame staff had toward her. Pro-Flame employees enjoyed talking with her and asking about her life as she sat with a slice of her birthday cake. Blaine McAdam realized that he used to deliver propane to her house. "You and your husband used to make pomegranate jelly," he said, adding that he remembered they had a lot of pomegran-

ate and fig trees on their property. "Well, everybody got jam and jelly at Christmas time," she replied, adding that it was her husband's treat. "I've had a good life," she told everyone. The centenarian grew up in New Mexico where her parents homesteaded in 1911. Reckling was one of five children who "had a mother who was very resourceful." When she was 9, they moved
to a small town in New Mexico. In 1940, she moved to California and met her husband, Jack, in Ventura. They married, and in 1941 moved to San Diego. Finding a place to live just before World War II was difficult, she said, so they first lived with a friend in North Park and then found government housing in downtown San Diego. They later built a home in Paradise Hills, but 27 years ago moved
to Ramona as retirees. "I watched San Diego grow from what they called a sailor town to what it is now," Reckling said, sharing that she worked at the former Walker Scott department store in the College Grove area. Her husband worked for Rohr Corporation in Chula Vista. In addition to son David, Estelle and Jack Reckling had premature twins. Their daughter died less than 12 hours after birth.
James, the other twin, who weighed less than 3 pounds at birth and was visually impaired, lost his vision in his early 20s and lives with his mother. Reckling has one grandson — David and Connie's son, and two greatgranddaughters "who I'm very proud of." They all live in Ramona. but there was no one getting killed," she said. "So much is going on in the world today, you can't be certain of anything." At 100 years old, Reckling gets around, using only a cane sometimes for assistance. "I still do my own cooking. I still do my own laundry," she said. As to her longevity, Reckling summed it up saying, "I came from good stock and we lived simple lives." The birthday girl was treated to another party, hosted by her family, on July 12, with about 75 people in attendance.
Three '14 graduates receive scholarships at county fair By JOE NAIMAN Three Ramona High School Class of 2014 graduates were among the 10 Junior Livestock Auction Scholarship recipients who were recognized with partial college scholarships for their scholastic achievements and activity at the San Diego County Fair. Ramona Wranglers 4-H members Rachel Brown and Michael Jaquez and Ramona High School Future Farmers of America member Jordan Zielinski earned scholarships that ranged from $500 to $2,500 depending on their score. Brown and Jaquez entered lambs at the fair, which ended July 6, while Zielinski competed in the
market beef competition. Most of the money for the scholarships is from county fair livestock auction buyers who donate their animals back to the fair for resale. Other scholarship money is from direct donations. The earliest Junior Livestock Auction scholarships were given in 1968, with $500 to a 4-H student and $500 to an FFA student. Since 1982, approximately $670,000 has been awarded in scholarships. The amount varies from year to year depending on the donations. This year $12,000 was awarded. Scholarship applications are available through 4-H and FFA organizations in early February. The students have
a mid-March deadline to return the applications. Interviews with the students are in early May. The public release of the scholarship recipients coincides with the county fair's livestock auction, which this year was July 5. While scholastic grades are a significant criteria in the scoring for scholarship recipients, a student must enter an animal at the county fair. The animal must place high enough to qualify for the fair auction, and the scholarship is not redeemed until the student is in college. This year's auction included Brown's 133-pound lamb, Jaquez's 143-pound lamb, and Zielinski's 1,286-pound steer.

Historical society joins 'Ranger Doug' to celebrate National Day of Cowboy
Residents of Ramona and surrounding areas can recycle their old tires on Tire Amnesty Day in the Ramona High School student parking lot, 1401 Hanson Lane, on Saturday, July 19, from 8 a.m. to 1 p.m. The free tire recycling event, sponsored by San Diego County Department of Public Works with support from Ramona Unified School District, provides a way to give new life to old tires. Recycled tires in California can be turned into rubberized asphalt concrete for county roadways. They also are shredded and ground and then used in products such as flooring material, patio decks and playgrounds. They even can be burned as fuel.
Doug "Ranger Doug" Oliver, owner of The Shootists Emporium in Old Town Ramona, will partner with Ramona Pioneer Historical Society to celebrate the eighth annual National Day of the Cowboy. The event will be at Mountain Valley Ranch from noon to 5 p.m. on Saturday, July 26. Mountain Valley Ranch, part of the historic Stokes-Ortega Rancho, is at 842 Highway 78 near Magnolia Avenue. The event is free and open to the public. Ranger Doug will open the festivities with a welcome followed by National Junior Miss United States 2013-14 Olivia Jensen, from Ramona, singing "The Star Spangled Banner," as well as west-
Tires to be recycled must be relatively clean and come from passenger vehicles. Up to nine tires per vehicle will be accepted. No commercial vehicle tires will be accepted. California outlawed disposing of tires in landfills in 1993. Illegally abandoned tires in rural areas create eyesores, fire threats and breeding grounds for mosquitoes that can transmit West Nile virus and encephalitis, the county reports. For more information or to request approval for more than nine tires or for tires with rims, call the county's Recycling and Household Hazardous Waste Program at 1-877-713-2784 or visit www.WasteFreeSD.org.

OPINION
Support school bond, Rajcic staying on board By JANE TANAKA, M.D. I am responding to Dr Rajcic’s recent letters in the Ramona Sentinel, and also to Mr Dyer’s letter about being a true public servant and his arguments against the Ramona Unified School District school bond. When I am as old as Dr. Rajcic is now, I hope that I will be like him and not care what other people think or say about me, and that I can speak my mind publicly in this town without fear of bullying. I believe that he does not want to be the issue. I don't think he should resign from the school board. (BTW, he has publicly said he will not run again for the board.) When no one else in a group is listening, one may feel compelled to yell louder and be overly dramatic. However, holy spermatogenic organs! Such writing unfortunately distracts from the key issues. I will vote for the upcoming $40 million bond to pay off the COP (certificates of participation, or loan) and for deferred maintenance projects. I don't want to see RUSD taken over by a State of California entity that will bail us out and then slash programs with only repayment of this debt in mind. I also think it is unhealthy, unsafe and irresponsible of us to deny the district money now needed for badly deferred maintenance. I don't begrudge the faculty, custodians, bus drivers, cafeteria workers and secretaries wanting to regain the wages they lost last year and this year. I can forgive the board for not allocating funds over the past many years to prevent the mess of deferred maintenance problems we have now. I get it — there was enough money only to take care of the emergencies. However, the higher-ups in the administration are still making themselves an easy target by accepting step and column increases in salaries, and subsequent increases in retirement. Moreover it is distasteful, doing so while asking homeowners to pay hundreds of dollars yearly for 20 or more years to prevent RUSD’s insolvency. It has been spelled out by RUSD that the bond will not be used to increase anyone’s salary. However, I do agree with Dr. Rajcic that it seems disingenuous to say that we need the bond to save the school district AND at the same time increase administrators’ salaries. This is not just my idealism or sense of honor — it's common sense. Mr. Dyer’s description of a typical public meeting between the board and the adminstration seems pretty accurate. Other than Dr. Graeff’s PowerPoint presentation about RUSD’s financial impending doom See TANAKA, page B5
Letters Person rather than issue has become the issue I have been pilloried for my comments and quoting others. I have earned this criticism no doubt in the view of many. Others have praised me. I believe it all has to do with one's vested interest. “Dr. John Rajcic” has become the issue rather than the issues — bloated overcompensated central administration, Common Core, declining enrollment, qualified budget, no contingency plans, excess student capacity, failure to downsize, facilities that are in terrible disrepair, aged transportation fleet, smothering debt, unsatisfactory API scores, smoke pipe organization that stifles the free flow of information, inability to handle criticism, finances and a whole lot more. I will endeavor henceforth in my criticism to embrace an aspect of the Hippocratic Oath, “first do no harm.”
I have no regrets other than the interpretation some are giving to my comments or the comments of others that I quote. A beneficial side event of all this is that more people seem to be getting involved. If you are not interested in politics, that does not mean politics is not interested in you. Education is going through a rapid and dynamic change, that has little or nothing to do with Common Core. This change is centered around digital learning. Reaching the moon was an awesome accomplishment that did not surprise me much. Buck Rogers was already there in his rocket ship. The cell phone was a novelty. Dick Tracy was already there with his wrist radio. What is truly profound and changing the world is not only the computer but the Internet. Information in the world is doubling every second year. Today those figments of
the imagination portrayed in comic books of old have become a reality. Today's figments of the imagination are tomorrow's reality. Change is becoming rapid and inevitable. Those who do not like change will like obsolescence even less. I ask for forgiveness for my trespasses as I shall forgive those who trespass against me. It seems to me that the state is more concerned with imposing values upon our children than showing them how to read, write and compute. I have nothing but praise for the volunteer work of the PTA, and I am an agnostic about a lot of things in education but the value of an effective teacher. Ramona has many effective teachers and classified staff who are essential to a smooth operating school. God, grant me the serenity to accept the things See LETTERS, page B5

(which I believe I’ve seen three times now), it is quite frustrating and puzzling how the administration can at times be vague and sidestep questions about budget details. Then at 11 p.m. when all are exhausted, the board members end up agreeing with administration — except for Dr. Rajcic, who then comes off as the guy who ____s in church. I do not agree with Mr. Dyer’s accusation that the board has ignored the cries of public when they proposed another school bond. Many in this community did support the bond two years ago, but did not vote. The bond was defeated by a very narrow margin. We don't want to be one of three school districts in San Diego to be declared financially insolvent. I encourage all of you who have children, grand-
Letters
children, nieces, nephews and young patients who attend RUSD to please refuse to be bullied by those who want to defeat the bond. If you don't have children who attend public school here, but you are a homeowner who does not want further exodus by young families from Ramona, and subsequent devaluation of your home, please vote for the bond. A dollar a day, or less, per household is a sacrifice, but a relatively small one compared to sacrificing the education, health and safety of our students. Likewise, I hope members of the school administration realize that they need to make some financial sacrifices, too. We are all public servants. Dr. Jane Tanaka, M.D., is a Ramona resident.

Slow drivers, follow the rules of the road By CHRIS EDWARDS To slower drivers: Follow rules of the road. I was coming home from work the other night when I heard an interesting traffic report. The radio announced that drivers should take caution on the 67 heading into Ramona because there was a truck going 25 miles an hour and “not pulling over. Other drivers were making risky attempts to extricate themselves from their predicament by passing the truck in unsafe situations. This story is validating for me. over. Both were brought to light in that traffic bulletin. One consequence is that slow drivers cause huge traffic pileups. The other consequence is that some people will take serious (sometimes lifethreatening) risks just to get out from behind slow drivers. It has long been my belief that it should be the duty of slower drivers to pull over as a courtesy to other drivers. I must say that I was shocked to find out that it actually is the duty of slower drivers to pull over. In fact, here is what it says in the DMV guidebook: "If you are See EDWARDS, page B6

driving slowly on a twolane highway or road where passing is unsafe, and five or more vehicles are following you, drive into the turnout areas or lanes to let the vehicles pass." It is a long held belief that slow drivers are safer drivers. Perhaps you slower drivers think that you are keeping the roads safe. Well, according to the DMV, the opposite may actually be true. Here is what the guidebook says: "Check traffic behind you often to know if you are being tailgated. If you are being tailgated, be careful! 'Lose' the tailgater as soon as you can. Change lanes and allow the tailgater to pass you, or slow down to allow enough 'cushion' between you and the car in front of you. If this does not work, pull off the road when it is safe and let the tailgater pass." I did not write this as a demand that slow drivers speed up. I understand that some people are uncomfortable driving too fast, especially elderly people. However, I am requesting that you slower drivers obey the rules of the road. Here are three recommendations: •Look in your rearview mirror once in a while. If there are a bunch of
cars tailgating you, you are going too slow and should pull over when it’s safe to do so. •When you get to passing zones (like by Mount Woodson or coming up the hill on Wildcat Canyon from Lakeside), pull to the right immediately. DO NOT SPEED UP. Keep going the same speed so others can pass you. Read the road signs. On Wildcat Canyon, there are several traffic signs that clearly state, “Slow Traffic Use Turnouts” and “Slow Traffic Pull To Right.” The fact is that a vast majority of drivers want to get from point A to point B expeditiously — not recklessly, but quickly and safely. Most people will probably drive the speed limit, or go 5 miles an hour over, because they know that the police are not likely to pull anyone over for driving that speed. Most of the roads in and around Ramona are two-lane, winding roads. There are very few places to pass slower drivers. So again, I ask you slow drivers to please check your rear-view mirror once in a while and follow the rules of the road as a courtesy to us other drivers. Chris Edwards is a Ramona resident.

Effective July 1, fire mitigation fees on new construction are higher. The increase, approved by San Diego County Board of Supervisors, raises the fee for general buildings from 47 to 52 cents per square foot. For agricultural buildings without sprinklers, the fee increased from 12 cents to 14 cents per square foot. The fees help fund fire districts in the unincorporated area, including Ramona Fire Department. The county collects the fee when building permits are issued and distributes the money quarterly to the fire department where the new construction is located. In fiscal year 2012-13, Ramona Municipal Water District, which oversees the Ramona Fire Department, received $45,105 in fire mitigation fees.

Ray Cardona, who served in the U.S. Army during the Vietnam War and has been director of the Ramona Senior Center for the past 12 years, accepts a U.S. flag from Capt. Bill Appleton of the U.S. Marine Corps at Camp Pendleton during the patriotic service at Grace Community Church on July 6. Each year the church celebrates July 4 by honoring a congregant for his or her service to the country and to the community. "We honor a veteran from our congregation by reading his biography and presenting him with an American flag," said Dale Timblin, holding the microphone. In an emotional response to the presentation, Cardona, left, hugs the flag.

Ramona winemaker receives Best of Show Commercial After a hiatus of several years, the Lum Eisenman Ramona Valley Wine Competition focused on Ramona and San Diego grapes and winemaker members of the Ramona Valley Vineyard Association. The competition, held June 25 in San Vicente Resort, was open to association amateur and professional winemakers who used grapes from San Diego County. There were 77 entries and, in addition to silver and bronze medals, five took home gold honors. "The chief benefit of this competition is the detailed notes and com-
ments the judges make on each entry and give back to the winemakers to help their wines continually improve," said S. Elaine Lyttleton, vineyard association secretary. Ramona Valley Vineyard Association relaunched the competition, with past President Bill Schweitzer of Paccielo Vineyards chairing the committee. Judges included Lum Eisenman, for whom the competition is named. Eisenman, author of “The Home Winemakers Manual,” is considered the patriarch of the local wine industry. Over the decades, he has helped
the San Diego wine industry in general and Ramona winemakers in particular, noted Lyttleton. Other judges included seasoned winemakers from Temecula Valley and the San Diego area. Also judging were the regional vice president of the American Wine Society, the sommelier from The Grand Del Mar and the administrative director of the International Food, Wine & Travel Writers Association. Gold medal winners at the awards banquet were Joe Cullen of Cactus Star Vineyard at Scaredy Cat Ranch Winery, Eric Brooking of Brookings

SPORTS Partnering in the pool By KAREN BRAINARD Sounds of cheering and splashing could be heard from Ramona High School's pool on Wednesday mornings when a group of students learned water polo from peers who know the game well. The program proved beneďŹ cial for the Adapted Physical Education (A.P.E.) students who have moderate to severe disabilities, their swim instructors and the volunteers who helped. "I love the kids," said peer tutor Tatiana LloydDotta, who volunteered. "It's an amazing opportunity and eye-opening about life."
Learning the game of water polo was just one of many activities for the A.P.E. students who participated in a four-week extended school session. "We want them to participate with family and friends with activities," said Connie Halfaker, A.P.E. specialist. "Our focus in general is getting kids and families to recognize how recreationally-able the kids are." "There's very little these kids can't do," said adult volunteer Stacey Riordan. Eighteen A.P.E. students, from age 13 to 22, attended the extended school. They spent an hour each weekday morning at the pool where, in addition to learning wa-
ter polo, they had lessons and free swim. "When you teach them, you're giving them something new and when you do that it feels really good," said swim instructor Spencer Schwegler, a junior at Ramona High School who competes on the swim and water polo teams. RHS aquatics director Jolyn Yanez partnered with Halfaker and Dan Marshall, who teaches Ramona High's adult transition program for those with disabilities. Yanez's swim instructors and lifeguards, most of whom are Ramona High students or graduates, participated in See POOL on page B19

Joan (Thomsen) Snelling, a June 1953 graduate of Downey High School, moved to Ramona in July of the same year and has been serving Ramona ever since. She attended San Diego State for one year before going to work for Pac Bell. She worked for Ma Bell for 31 years. Snelling has been a member of every Ramona High School boosters club since 1953. “Since 1984 there have been four boosters clubs. Before that there were too many to count, she said. In high school, Snelling was a member of
Girls Athletic Association (GAA). Interscholastic sports for girls didn’t exist until the 1970s, and the GAA was one of the only organizations that allowed young women to compete in athletics. Snelling was also a member of the school’s service club. She would use both of those experiences in her years of service in our community. In 1986, Snelling started coaching Lady Bulldog soccer as Val Nelson’s assistant. “We went to the CIF playoffs all 10 years and made it to the semifinals twice," she said. "Bill
Pittsford (now an assistant soccer coach at Ramona High) was the boys coach, and he helped us a lot. We had some talented and motivated athletes who wanted to win. Snelling, Nelson and a group of other Ramona women played in adult women’s soccer leagues. “We had a lot of fun and it helped us learn the game to be better coaches, noted Snelling. In those days there were only two CIF divisions. What are now Divisions I, II, III and IV were all one division for playoff purposes. To make it to the playoffs, a team had to do well in league. The Lady Bulldogs had winning records overall and in league. They earned the right to go to the playoffs.
Our Mission Statement
JOAN SNELLING
Besides supporting Ramona High School, Snelling also has given back to the community by supporting the Ramona Outdoor Community Center (ROCC), Ramona Chamber of Commerce, PTSA, Michael’s House and Ramona Rodeo. Her entire family is involved in community service. Her brother, Art, and his wife, Linda, were charter members in ROCC. Their children and grandchil-
dren have continued the family tradition. Snelling’s daughter, Andrea, was the coach and adviser for the nationallyacclaimed Ramona High School Drill Team. Husband Bob coached football and baseball for approximately 20 years. He also served as the varsity basketball scorekeeper for about 20 seasons. Son Aaron has helped in all of the family’s altruistic endeavors. Community service is a family affair for the Snelling/Thomsen clan. In all of her endeavors, Snelling gets things done with a positive attitude and an infectious smile. Eternal optimist doesn’t quite describe Snelling. Service with a smile is a lot closer. Snelling has been selling season tickets for
Bulldog football since the team played at Wilson Field. From August until the team’s season is over, Snelling can be found every Tuesday and Thursday from 2 to 4:30 p.m. in the ticket booth at The Dawg Pound. The ticket booth has no AC, TV or computers, so Snelling does it the old-fashioned way with a smile. “I don’t have the superlatives to describe the job that Snelling has done for Bulldog football," said Damon Baldwin, Ramona High's head football coach. "I have been told that she has been doing this for almost four decades and I am truly amazed. “If a job needs to be done, big or small, just give it to Snelling and it

RHS Athlete of the Year Tanner "T-Bone" Williams showed the versatility that earned him All CIF honors. Williams played tight end on offense and threw several key blocks in the North’s scoring drives. He made a diving touchdown catch in the corner of the end zone for the North’s first TD. He played some snaps on defense and got credit for hurry. Williams will be going out for football at Abilene Christian University. Michael Hoover played most of the game at strong guard, next to Rodriguez, and was the lead blocker on power plays. Hoover will be continuing his education at the University of San Diego. Patrick Hastings also started on the O-line and played tackle against much bigger South defensive linemen and did not surrender a sack. Hastings will be playing football at Mesa College in the fall. the pool part of the program. The pool, Yanez said, created a nice break for the A.P.E. students and teaching them safety skills is important. For those with limited mobility in their joints, the water can be therapeutic, she said. Lessons revolved around such fundamental skills as breath control and floating on the front and back and being able to turn over quickly in the water, she said. As for teaching the sport of water polo, Yanez said, "Because so many of my kids have been in water polo, so that's a natural. They've all got this intrusive love for the sport." On free swim days the A.P.E. students played in the pool with floats, noodles, squirt guns and other water-related toys.

"You hear them giggling and laughing," commented Yanez. According to Halfaker, for those who have difficulty walking, the water gives them a sense of weightlessness and they can be independently mobile in the pool. "It just gives them a sense of independence," she said. Halfaker praised the high school and college students who volunteered and offered their support. "They just come, show up and play with the kids," she said. Llody-Dotta said working with the A.P.E. students has taught her more about life than in any high school class. She said it has taught her about patience and compassion and to understand the day to day struggles they face. Nutro Natural Choice Dog Food 30lbs

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 714-730-
2727 or visit this Internet Web site www.ndscorp.com/sales, using the file number assigned to this case 13-20574-SP-CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. Date: 07/14/2014 Tiffany and Bosco, P.A. Ramona Tea'd will bring Sheriff Joe Arpaio to town Dubbed “America’s Toughest Sheriff,” Joe Arpaio, will speak at Ramona Tea’d's forum on Saturday, July 26. Voters in Maricopa County in Arizona have
SHERIFF JOE ARPAIO MARICOPA COUNTY, ARIZONA
elected Arpaio sheriff six times. ”I’m kind of an oldfashioned guy” said Arpaio, who has a reputation for believing in old-fashioned punishment and who’s become well-known for his tent city, chain gangs and pink underwear provided to inmates. "This may be why he’s become a lightning rod for criticism by liberals and politically correct progressives like Amnesty International, ACLU, ADL, New York Times ed-
itorial board and others," Darrell Beck, Ramona Tea'd member, says in his announcement of Arpaio's visit to Ramona. "He’s been soundly condemned by Attorney General Eric Holder, who accuses Arpaio of racial profiling in Arpaio’s attempt to do the job Holder refuses to do by trying to control crime coming across the open border." To Holder and others in the Obama administration, Arpaio has said, ”I am the constitutionally and legitimately elected sheriff, and I absolutely refuse to surrender my responsibility to the federal government.” The free public forum will be held in Ramona Mainstage, 626 Main St. Doors will open at 11 a.m. and the program will begin at noon. At 11:30 a.m., Arpaio will be signing pink underwear souvenirs with donated proceeds going to the Youth Assistance Foundation in Arizona. "Please come early because we expect a full house and we may need to turn back latecomers," noted Beck. For more information, see www.ramonatead.com.
