Creek bed cleanup hits bureaucratic snags amount of trash and debris, garbage, junk, whatever you want to call it. Basically hoarder, pack-rat type of things down there." On July 10 deputies arrested a man who was living there and basically trafficking stolen property, said Turner. "Things would be stolen from residences in the downtown area, they would bring them to him, he would trade them for drugs," said the lieutenant. The man was arrested for possession of stolen property and a couple of burglaries, he added. Among stolen items recovered were clothing, a bicycle, a lap

Bureaucratic hurdles have stalled efforts by the Ramona sheriff's station to clean up the Santa Maria Creek bottom, even as it continues to arrest criminals living and hoarding items among the bed's vegetation. Lt. Hank Turner of the Ramona station updated the Ramona Community Planning Group, a creek cleanup advocate, on the project during the planners' Aug. 7 meeting. Turner said the sheriff's station is having issues with some of those living in the creek bed where "there is an immense
top, a tablet computer, and sunglasses. According to Turner, the creek bed is the continual prime issue that his station has identified in the downtown area. However, government environmental groups are concerned about endangered species in the creek bed, he noted. "There are groups in the government that do not want us to even go down there," said Turner. He said his department points out that there are people who on a regular basis do more damage to the habitat than the sheriff's department ever would. Turner said he has been in

The skatepark will be on county land as part of the Ramona Intergenerational Community Campus (RICC) near the library. The Lakeside skatepark is the first on county property, and the Lakeside group "gave us a ton of information," said Webster. He and Tracy Engel said at a recent meeting of the Ramona Community Planning Group Parks Subcommittee that they plan to see the skatepark project completed. "We'd actually like to solve something," Webster said. The Parks Subcommittee, which presents the planning group with recommendations on how to spend Park Lands Dedication Ordinance (PLDO) money, last year recommended that $90,000 be reserved for skateboard park development. Tasked with updating its priority list for this year, the subcommittee designated Engel as the skateboard park's new project champion. Nancy Roy, representing Arriba Ramona, said in a letter to the county that the Arriba board had decided to dismantle its Ramona Skatepark Committee due to many obstacles and lack of support from committee members. "The skatepark committee understands that PLDO funds appropriated for the skatepark project may need to be forfeited," Roy wrote in her letter to Bill Saumier, senior project manager with San Di-

"We just need to get approval to allow us to go in there," he said. Another hurdle in the deputies' cleanup efforts is that some parts of the creek bed are on private property and the county will not let them proceed because of liability, said Turner. "We'll definitely get it done," he said, adding that it may take a while. The lieutenant said volunteers in the community have offered to help.

Less than a month after one skateboard park group dropped its efforts, another stepped up as torchbearer and will hold an information meeting for the public on Tuesday, Aug. 19. The meeting will be in Ramona Town Hall, 729 Main St., from 6:30 to 8 p.m. The town's new skatepark proponents are the Ramona Skatepark Champions. They met with members of the Friends of the Lakeside Skatepark last Monday and held an executive meeting last Tuesday to discuss what they had learned and to focus their efforts, said Dwight Webster, the group's media spokesperson. "Who we are, what we know so far and what we plan to do" will be among discussion topics at the public meeting, said Webster. They will provide some history of previous skatepark efforts in town and outline what they want to do now and in the future. "We want to stir up support, not just money," said Webster.

Crews rescue three female hikers from Cedar Creek trail Judge to decide how man Three female hikers suffering from heat-related symptoms were rescued from the Cedar Creek Falls trail around 1:30 p.m. Monday, according to officials. San Diego County Sheriff's Department sent two helicopters to hoist the hikers from the trail and bring them to a landing area near Ramona Fire Station 81 on San Vicente Road. The hikers were able to walk to the waiting ambulance where they were evaluated, treated and released, said a fire official. They declined to go to the hospital. An 11-year-old was also involved, according to reports, but an emergency responder said the child was able to hike out. He had no further information.

Chick, one of FORUS' founding members, installed them in the restrooms at no charge to the school district. After learning of the need for batteries for two automated external defibrillator (AED) units — one at Olive Peirce Middle School and one at Ramona High School — FORUS donations of $500 went for two new batteries. The group also raised $1,000 for new faucets needed at the schools. FORUS gives each project a name. Dr. Jane Tanaka, also a founding member of the nonprofit, served as fundraising chair for the Soap Project, the Drip Project to replace broken faucets and the Lifesaver Project for AED batteries. Fundraising efforts resulted in $6,800 for the 34 dispensers and two years worth of soap. The Roof Project goal is $20,000. To date, the group has received $10,901.44 in Roof Project donations, reports treasurer Carmen Bedia. Of that, $9,280 went to Brown Roofing & Construction for roof repairs at Ramona High School and Hanson Elementary School. In addition to canisters accepting donations in businesses in town, donations payable to FORUS Roof Project may be sent to Dave Patterson, 1003 Sixth St., Ramona, CA 92065. Longtime Ramona resident Rhoda Hamburger recently donated
$200 after learning that donations had slowed and, Patterson reported, Hamburger said "she felt responsible for the welfare of our children." Among recent pickups at businesses, $28 came from the canister at Richardson Recycling and $19 from the canister in Ramona Beauty Supply & Salon. Also helping raise money is Sullivan Solar Power. For every residence or business that goes solar with Sullivan Solar Power this year, the firm will donate $1,000 to Friends of Ramona Unified Schools through Sullivan's Scholastic Partnership program. "Be sure to inform Sullivan Solar Power when you make the initial contact," states the firm. FORUS has applied for a grant from The Ramona Community Foundation and also is reaching out to the community for support in non-monetary ways. Not everyone can afford to donate money, but "would you be willing to share your professional or hobbyist skills to improve Ramona's schools?" The organization's "Got Skills to Share?" campaign is getting under way. "FORUS is looking to build a database of folks who would be willing to lend a hand and some expertise to upcoming school improvement projects," said member Amy Barraclough, who is chairing
the effort. "If that's you, we'd love to hear from you." Those willing to be added to the volunteer database may email Barraclough at albarraclough@yahoo.com with their name, email address, and what they would like to do to help. FORUS coordinates projects with Ramona Unified School District. Trustee Bob Stoody, also a founding member, serves as a liaison between the organization and the district. FORUS is an independent group working to fill in the gaps in deferred maintenance projects that affect the health and safety of students and staff at the school district. All donations go to health and safety projects at the schools. No donations have gone or will go to administration. Those expenses, including the cost to file for taxexempt status, have been paid by the organization's members. Current members of the organization include Barraclough, Bedia, Chick, Don Gruneisen, Perla Martinez, Dave Patterson, Maureen Robertson and Stoody. Student representatives include Olive Peirce Middle School eighth-grader Caedon Barraclough-Keith and Ramona High School freshman Casey Martinez. The group is in the process of updating its website, friendsoframonaunifiedschools.org.
By NEAL PUTNAM A Ramona man who injured the new boyfriend of his ex-girlfriend was ordered Aug. 7 to pay $1,620 in medical and dental expenses for the victim. A 180-day jail term was ordered for Ricardo Daniel Macedo, 26, but he may not have to serve any of it pending the outcome of an Aug. 25 review hearing by El Cajon Superior Court Judge Laura Halgren. Deputy District Attorney Will Watkins said on Friday that the judge has several options to consider before ordering Macedo to jail. His attorney wants to see if he would qualify for a sentence with a work furlough project in which he could go to work, but live in a facility at nights and weekends. Watkins said the judge

"It is still the hope of the committee that another community group will fulfill the dream of a skatepark for Ramona youth, and will assist by providing knowledge, contacts and resources gathered during the process. The accomplishments are a blueprint for a park." is also considering house arrest instead of jail time and public service work. Halgren gave Macedo credit for serving one day in jail following the Nov. 24, 2013 incident. On July 8, Macedo’s accomplice, Elias Rafael Ruiz, 26, also of Ramona, was placed on three years probation and given credit for four days spent in jail with no further jail time. Ruiz was ordered to perform 30 days of public service work. Both men pleaded guilty in June to felony assault of Ulysses Higuera, 23, who was kicked and beaten and his car taken at 7:48 p.m. at 2405 Main Street. Sheriff’s deputies recovered the car not far from where Macedo lived. Macedo also pleaded guilty to auto theft. He remains free on $75,000 bond.
this week. In a year or two, it likely will be ready to return to the subcommittee to ask to be added to the PLDO priority list. The county collects PLDO fees for parks when it issues a building permit for dwellings. The fee varies, depending on the community. In Ramona, it is $4,177 per unit. The skatepark group is looking for a person to design its logo, said Webster. Suggested logos may be emailed to info@ramonaskatepark.org. The group has a Facebook page with additional information.

Neighbors air concerns about solar plants By KAREN BRAINARD As the owners of the solar facility at Warnock Road and Ramona Street indicate they want to be a better neighbor, the company proposing a solar plant on Creelman Lane is not gaining any fans. Vicky Tate, a Creelman Lane resident, said the neighbors' efforts with San Diego Gas & Electric is moving backward. SDG&E wants to build a 4 to 5 megawatt solar energy facility on approximately 17.5 acres of its property at the northwest corner of Creelman Lane and Ashley Road. The utility has a substation at the end of Creelman Lane, a dirt road, and neighbors are asking that the road be paved because the SDG&E trucks create a lot of dust. In addition, they say the substation has not been well maintained and SDG&E has not been a good neighbor, and they are concerned about the solar plant devaluing their properties. "We're not seeing them as not good neighbors anymore. We see them as enemies," Tate said at the Ramona Community Planning Group's Aug. 7 meeting. SDG&E was scheduled to give a presentation on the solar plans at that meeting and respond to public comments regarding landscaping, but pulled out
the week before and instead gave a presentation at the Ramona Design Review Board's July 31 meeting. Creelman Lane residents who attended and design review members Scotty Ensign and Jim Cooper, who also sit on the planning group, said they were disappointed with the landscaping proposal. Resident Jim Tate said SDG&E has offered to pave Creelman Lane from San Vicente Road to the solar plant site, but not all the way to the substation. "They've been driving fast on the road," he said, adding that they have not been watering it to mitigate the dust. On the other hand, the third owners of the Sol Orchard solar generating plant at Warnock Road and Ramona Street appear to be reaching out to mend broken fences with the community. The planning group and neighbors of the site opposed the solar installation, and say promises were not kept and landscaping has not been maintained. Hugh Kuhn, representing the investor group that now owns the Sol Orchard facility, told planners he had received a call from the county that the planners had issues with the landscaping. “It’s important that we co-exist well, he said. Kuhn agreed they had been negligent and said the landscaping that had been

installed at the Ramona solar plant and at another in Valley Center froze in the winter, causing $50,000 in damages. He also said fencing was inadequate. “What I’m saying is we’re fixing it, he said. Planner Donna Myers, who lives across the street from the site, said a walking path was supposed to be added,
landscaping was smaller than promised and fencing was improperly installed. Cooper recommended Kuhn look at the documents to bring it into compliance and be a good neighbor, adding that it still is a sore spot. Planning group chair Jim Piva told Kuhn that showing up at the meeting was a step in the right direction.
County reviews proposed changes Deputies arrest 20-year-old after finding 300 firearms, narcotics to its tiered winery ordinance Sheriff's Ramona depuIn addition to the fireAmong the controlled Bail has been set at Proposed revisions to the county's Tiered Winery Ordinance are under review by county counsel to ensure they will not require additional environmental work, said staff involved with the project. "We don't want to get into the time and cost of an additional EIR (environmental impact report)," said Joe Farace, planning manager with the San Diego County Planning and Development Services. As part of its Zoning Ordinance Cleanup project, county staff has drafted revisions to the winery ordinance, which was adopted by the board of supervisors in 2010 to allow boutique wineries on agriculturalzoned land to open tasting rooms by right. In January, the county held a stakeholder workshop that drew area vintners, many from Ramona, with the majority opposing any changes. At the workshop Farace said the proposed changes
are meant to clarify the ordinance due to questions that have been brought to the attention of the county’s zoning, code compliance and health departments. Among the draft revisions is a requirement that boutique wineries use a 25 percent minimum of grapes grown on their premises and a 75 percent minimum of grapes grown in San Diego County for wine production, and eliminates the allowance of a 25 percent maximum of grapes grown outside the county. The revisions add that no wine produced off site can be sold on the premises of a boutique winery. To view a copy of the workshop's PowerPoint presentation, see www.sdcounty.ca.gov/pds/advance/ winepresentation11714.pdf. Farace said staff has received a mix of comments and a lot of suggestions, and when the final draft is ready, it will be available for stakeholders to review. —Karen Brainard
ties found narcotics and about 300 firearms at a residence in the 300 block of Amigos Road Thursday evening, Aug. 7, and arrested a 20-yearold man, reported Lt. Hank Turner of the sheriff's Ramona station. The deputies were helping California Highway Patrol follow up on a hit and run suspect when they noticed some of the narcotics and firearms, said Turner. Anthony Gordon was arrested around 5:30 p.m. on suspicion of charges that included felon possessing firearms, possession of narcotic controlled substance, under the influence of controlled substance while possessing firearm, and possessing switchblade knife, according to the sheriff's department website. He was booked into San Diego Central Jail.

to summer-saving ideas
We use the most energy during the summer months. But you can do your part to save by running major appliances like clothes washers, dryers, and ovens before 11:00 a.m. or after 6:00 p.m. Another tip is to set your air conditioner to 78˚, or use a fan instead. Using a room or ceiling fan can lower cooling costs by up to 90%. You’ll not only save money, but you’ll be helping us reduce the need to tap into more energy. And that’s good for our region and the planet. Connect with more energy-saving tips and programs at sdge.com/summer.

Longtime family doctor passes the torch, transitions into retirement By KAREN BRAINARD For Dr. Frederic Arsham, making the decision to retire was a difficult one because he has always loved his work, but he is confident that he has created a smooth transition for his patients. Arsham, 65, has owned his general and family medical practice for 33 years and said that following families over decades has been a satisfying aspect of his work. "Recently the babies that I cared for are having their own babies," he said. "That was a rite of passage." Equally satisfying has been his loyal staff — Arsham said many of the employees have been there for years and know the patients. According to Arsham, two years ago he stopped seeing patients and took on more of an administrative role in the practice, allowing Dr. John Harper III, Dr. Ken Stanley and Physician Assistant Cyndie Jobb to care for the patients. Harper bought the practice at 1834 Main St. from Arsham in July. "It was a nice transition because all the patients know Dr. Harper," said Arsham, emphasizing that he wanted to maintain continuity between his staff and patients. Arsham and his family moved to Ramona in 1976 and he worked with
North County Health Services before opening his practice in 1981. "I've had a great run," he said, adding that he wants to spend more time with family and gardening on his farm. "We saw the town grow and it was just a wonderful place to raise kids." Arsham and his wife, Sandy, have two grown daughters and one grandchild. "I want to thank the community for all the years of support," Arsham said. He and Harper agreed that what sets the practice apart from other doctor's offices is the personal touch. "Every patient's equally important to us and we have the ability to spend time and be there for the patient," said Arsham. Harper referred to the practice as a "concierge type service." "Very individual, very available. When they (patients) want to talk to somebody they get much more of a personalized response," Harper explained. Arsham said their patients have been loyal and some have continued to come back for their annual visit after moving out of the area. Patients can have lab work done at the office and, for those longtime patients who are elderly and cannot come to the office anymore, the doctors make house calls. Harper also works with Ramona Senior Manor and Ramona Senior Lodge.

Dr. Frederic Arsham, left, says it is time to retire and pass the baton to Dr. John Harper III, who has been treating patients at the Ramona medical practice for the past two years.
Although Harper, 45, lives in Claremont with his wife and four children, his in-laws live in Ramona. Before joining Arsham, Harper worked at Sharp-Rees Stealy urgent care centers. He finds serving at a family practice much more gratifying because "you're building relationships...you get
to see the benefits of what you're doing." Harper's background includes five years in the Marine Corps, from 1987 to 1992, and serving in Operation Desert Storm. After graduating from Penn State Medical School, he was recruited by the Navy and served as a medical officer in Operation Iraqi Freedom in 2002.
Realtor earns military relocation certification
Albertsons celebrates grand re-opening
Military families know what DITY, CONOS, PCS, PPM AND VA mean. "All those terms have to do with moving, something happening frequently for active duty military and their families," said Realtor Jennifer Szewczynski with Coldwell Banker Country Realty. Szewczynski received her military relocation professional certification from the National Association of Realtors. The certification goes to realtors seeking to hone in on their skillset to aid active-duty military, veterans and their families in their relocations and home purchases. "When military staff and their families relocate, the services of a Realtor who understands their needs and timetables makes the transfer easier, faster and less stressful," noted Szewczynski, who said
The Ramona Albertsons team was busy this week making final adjustments for its grand re-opening on Wednesday, Aug. 13. A variety of vendors planned to be there, and Albertsons employees planned to host in-store games and grocery bag giveaways. The store's recent remodeling at 1459 Main St. offers a new layout and more food choices, notes Brian Swartwood, store director. “Our store is sporting a new look inside and out,” said Swartwood. “We’ve added over 1,000 new items within the center store area as well as the home, health and beauty departments.” Top on the list of improvements is an expanded selection of hot foods in the Service Deli, and the Produce Department boasts a new organic sec-

a quick move, as well as switching four children to a new school on the opposite side of the country. Szewczynski's mother, Kimberly, often bought homes via power of attorney, which is the case for many military families, she said. "I am not a soldier, but I see a need in which I can help those who have helped serve our country," she said. The rules of securing a VA loan often change, and someone may qualify now who didn't a couple years ago, she said. "Call me so we can get you on the right path to homeownership," she said. "You worked hard for these benefits, and I want to help you secure those benefits in any way possible." She may be contacted at 760473-1557 or HomeSweetSanDiego@gmail.com.

Retired teacher shares his passion for photography at Ramona Library Retired after a 23-year teaching career, Don Truett of Ramona is finally able to pursue his longtime passion for photography full time. He and his wife Denise, also a retired teacher, have traveled extensively throughout the United States and abroad. Photographs from some of these trips are in his show showcased in Ramona Library. "Whether landscape, nature, abstracts or a different look at everyday
objects, Don Truett is interested in all and strives to convey that interest to the viewer," said Judy Nachazel, Ramona Library's art liaison. "And his eye-catching photography has won a number of awards, including many first place in shows throughout the county." Wanting to present quality artwork to his buyers, Truett noted that he does his own printing on a top-of-the-line printer with archival inks and premium papers.
"Stop by the library to see his photography," said Nachazel. Anyone interested in seeing more of his work may go to donmacguy. smugmug.com and donmacguy.com/photoblog/. Ramona Library at 1275 Main St. opens at 9:30 a.m. Mondays through Saturdays. It is open until 6 p.m. Mondays and Wednesdays, 8 p.m. Tuesdays and Thursdays, and 5 p.m. Fridays and Saturdays.

"This program has been possible because of the financial support of our church and donations from throughout the community," said Benson. "This is our fourth year of providing the program to selected children in need from our local community." In addition to the congregation, which provided most of the approximately $2,300 for the project, Ramona Food and Clothes Closet provided a $500 grant, Kiwanis of Ramona donated $350, and San Diego philanthropist
Sandee Salvatore, Piva Rentals, Woody Kirkman, Bob Hailey, Dave Brown, Madison Kirkman, Ken Davis and Jon's Tree Trimming Services are among those she listed. "So come and see all the changes at the hoedown," said Davis. Admission includes complimentary dinner, dancing, a dessert auction and live music from the Ramona Community Singers. Conrad Prebys donated $250, noted Benson. If there is extra money after all the children on the original list make their choices or if some do not show up, the 13 children whose names are on the waiting list will be contacted, said Meurs. Youngsters unable to be at Kmart on Saturday may come Sunday, Aug. 17, from 4 to 6 p.m. Kmart employees and volunteers from St. Mary's, Vista Hill and The Church of Jesus Christ of Latter-day Saints assisted the youngsters Saturday. Third-generation Ramonan Marcie Laws will stage a Health and Wellness Expo featuring everything from organic and natural foods to face painting and firefighters at Ramona Town Hall on Saturday, Aug. 16, from 10 a.m. to 2 p.m. Laws, owner/operator of Mirabella Care, is a senior care provider and personal assistant. "Through my work, I am interested in providing organic and natural foods and products to my clients and child, as well as other services that promote overall health and wellness," she said. The expo will showcase vendors that provide health and wellness goods and services such as organic foods, natural and green cleaning products,
fitness experts, weight loss solutions, medicine alternatives, natural pet products, medical professionals and gluten-free products. A guest speaker will discuss healthy eating choices and how it affects overall wellness, CrossFit Brand X will provide demonstrations, Dr. Richard Turpin's Chiropractic Clinic will offer free spinal evaluations, and Ramona Fire Department will provide information about fire prevention during the drought and how to clear vegetation from property and yards to make them less of a fire hazard. The department also will have a fire truck at the expo, said Laws. Face painting for the children also is planned. Admission is $1.
The first 300 people attending will receive a goodie bag with coupons from local businesses as well as treats and samples. "What's exciting for me is that I was born and raised here, and some of the participating vendors are people I literally went to elementary school with," noted Laws. "Now we all have young kids and aging parents, and are interested in making sure they have healthy choices available right here in Ramona. As a senior care provider, I also think these vendors and topics are very important as we age. I also love the opportunity to support and promote small local business and remind people to shop Ramona." Town Hall is at 729 Main St.

OPINION
No more endorsements
O
nce upon a time, before absentee balloting became the preferred way for voters to express their candidate preferences, newspaper publishers and editors would spend considerable time and energy on offering ballot recommendations to their readers. That tradition dates back to days long before the Internet, when most of the information gained by voters about those seeking pubic office would be found in printed media. The thinking behind making newspaper endorsements went something like, “We have been covering the campaigns and the issues, we have met in person with the candidates, and we’d like to offer our considered opinions as to who should be elected.” The endorsements typically were printed a week or so before Election Day. That was then, this is now. The practice of good citizens waiting until Election Day to cast the ballots has changed. Now a majority of all ballots cast in San Diego County are done through the mail. Of ballots cast in the low-turnout June primary, 73 percent were by absentee. The November 2012 election saw 56 percent of the voting done by mail. Absentee ballots are mailed 29 days before Election Day. For our endorsements to have any relevance, they would have to be printed four weeks before Election Day. That, in our opinion, is much too early. A lot can happen during those four weeks. Candidates can (and do) stumble. Early endorsements might also open us up to allegations that coverage of an endorsed candidate might be “slanted” toward his or her election success. That would never happen here, but perception is seldom influenced by facts. For these reasons, we have decided to no longer endorse candidates for political office. It is the end of a long tradition here, but one that needs to be ended. We encourage our readers to do their own research on candidates running for office. Read us for profiles on local candidates and coverage of public candidate forums. Study our reports on how their campaigns are financed. Be skeptical of all campaign literature. Dig a little deeper. Be informed, and cast an intelligent ballot.
Letters Appreciates coverage and Mainstage Regarding Ms. Watzek’s letter condemning the Sentinel and her comments about the attendance at the Arpaio event in Ramona Mainstage Theatre: I have been to several of the Tea Party forums there and at every one of them, all the seats were filled. I have yet to attend the midget wrestling, so I can’t compare the attendance, nevertheless I don’t see the relevance of her remarks in that regard. Nor can I make any sense whatsoever of her remarks about Mr. Reynolds. One of those forums at the Mainstage presented a speaker from the Center for Immigration Studies, a non-partisan think tank that compiles statistics and studies immigration in the U.S. I learned many facts about immigration and how it has helped and hurt our country. If
Ms. Watzek had attended that event she would have learned a lot about our history of immigration — that in the past much of our immigration was controlled and legal. Perhaps a relative of hers was a stowaway in the 1600s, but that does not mean we should join Ms. Watzek and hitch a ride on Cleopatra’s barge and float down that famous river along with her. Really, what kind of newspaper would the Sentinel be if it didn’t cover the Arpaio event as front page news when it was covered by all the major news outlets? I give kudos to the Sentinel for reporting ALL the news of our community and to the Ramona Mainstage for donating their facility for the educational forums presented there. As to the business aspect of the Ramona Mainstage, I applaud them for their extremely nice ven-
ue and the large variety of entertainment they book. When I pick up the Sentinel, I want to read the news and anything of note that happens in Ramona. Each of us has our own way of relaxing. If I want to relax, I’ll have a margarita and sit in my spa. Susan Leukhardt Ramona Imagine the red tape to extend road I recently read Gerard Forgnone’s submittal regarding extending Ramona Oaks Road to the bottom of the canyon at Cedar Creek and building a bridge across the river. Are you kidding me? Seems simple, Mr. Forgnone? C'mon, can you imagine the red tape alone to even think about such a project, crossing national forest, water district and probably a bit of Indian land, not to menSee LETTERS page B5

tion the millions of dollars in costs. Just so a few people don’t have to hike back up a hill and so the few people at the current parking area won’t be bothered. Now that’s funny. Thomas W. Cook Ramona Trustee John Rajcic makes budget sense Our school district's budget is a qualified budget. It is my understanding that a qualified budget triggers a process whereby the San Diego County Office of Education may step in to help the district balance its budget. A fiscal consultant may be appointed to work with the district's management and board or, in the most difficult cases, a state-appointed trustee will take charge of the district when other forms of assistance have been unsuccessful. The law precludes a district from filing bankruptcy. Board member John Rajcic makes a lot of sense when apparently he insists on a balanced budget. John Rajcic has not only taught school finance and accounting for many years. He has also served as a school district business manager in the Irvine and Oceanview school districts.
I have known John Rajcic for many years. He is not a mean-spirited person but realizes that a budget is the foundation of a sound operating school district that adequately serves the educcational needs of our community. I voted for John Rajcic for many reasons, including he pledged to not increase taxes. Summer band gives students place to learn, fine-tune skills By ALYSSA MCGUIRE For two weeks this summer, Ramona Unified School District students participated in Summer Band, practicing a variety of instruments and learning new songs. The summer band program, open to all students entering fourth through 12th grade, is held annually at Olive Peirce Middle School. Before the start of Summer Band, 16 high school and middle school students spent five days learning the music and techniques for teaching the beginning students. “The strength of this great summer program is the volunteer involvement of the students who volunteer to tutor the beginning students and the parents who support the program,” said Karl Lampe, band director. After two weeks of practice, the Band Booster Club sponsored a picnic
before the students held a concert in Ramona Oaks Park. There was food, music and lots of people. The summer program included three levels of playing experience, and each played a different set of music. The Beginning Band played a series of short songs such as "Hot Cross Buns" and "Merrily We Roll Along." The Intermediate Band played "Chant and Canon" by John O’Reilly, "Concerto for Triangle" by Mike Hannickel, featuring trianglist Joy Plantz, and "Popcorn Prelude" by Mike Hannickel. Advanced Band members broke up into small ensembles. A student leader led each group. The first group, led by Ramona High School assistant drum major Julian Garrido, played "Help!" by the Beatles. The second group, led by Ramona High School student Emily McGuire, was a

Meeting to address state's change for horse camps
A
midst the General Plan Update the California State Parks Department has undertaken, equestrians learn the once equestrian-only camps within the State Parks system are available to anyone to reserve, including Las Vaqueros Equestrian Group Camp, Green Valley Horse Camp and Vern Whittaker Horse Camp. Non-horse groups and individuals have recently been allowed to re-
serve camp sites, and the Parks Department has set aside entire group camps for use by people with horses in recent months, something not done in the past. The trails within the park are multi-use as most non-motorized trails are. Hikers, bicyclists and equestrians share the trails and there is conflict at times, although it is not common, at least for me. Campgrounds, however, are not traditionally
shared between equestrians and non-equestrians for a myriad of reasons. It may not seem like that big a deal to some, however there are many concerns for and by equestrians, including safety for both horses and people within the confined space of camps. Another concern raised by the initial group of concerned equestrians is, of course, that equestrian facilities are few and far between, especially campgrounds, and equestrians are not welcome in non-horse camps and facilities and opening the horse camps to anyone further limits

The situation is similar for the other equestrian camps, so there is a group forming to address concerns with State Park staff and the first meeting is set for Aug. 22 at 6 p.m. in Lakeside. Your input, comments and concerns are needed. The invitation reads: “As you may know the district level of State Parks covering Cuyamaca, Anza Borrego, San Jacinto, Palomar and other nearby State Parks has decided to allow nonhorse campers in horse camps including Los Vaqueros Group Horse Camp, Green Valley
Horse Camp, and Vern Whitaker Horse Camp. "There is a committee of equestrians forming to challenge this change in administration of the horse camps. A meeting for equestrians is set up for Friday, Aug. 22, at the VFW Hall in Lakeside, gathering at 5:30, meeting at 6. Steak dinner $15 is available, but we need to give them a count on how many steaks — kindly RSVP for dinner or no dinner. RSVP to peggy150@gmail.com or ca_barrelracer@yahoo. com.” Lakeside VFW is at 12650 Lindo Lane in Lakeside.

the options equestrians may have to camp. One example includes Los Vaqueros Horse Camp. The State Parks Department uses an online reservation system, and Los Vaqueros Equestrian Group Camp must be booked in whole. There are 45 corrals at this camp and to book this camp a group must book and pay for all 45 corral spaces at $550 per day. This camp is booked six months in advance as it is very popular with equestrian groups. It is only available April through September each year, weather permitting.

ing, music and cuisine at its 44th annual Barona Powwow. The celebration at the Barona Indian Reservation’s recently-renovated Sports Park will start on Friday, Aug. 29, with gourd dancing at 6 p.m. and grand entry at 7 p.m. The powwow will continue through the weekend from 1 to 11 p.m. Saturday and Sunday, Aug. 30 and 31. During the event, which coincides with Labor Day weekend, thousands of Native Americans from across the country will showcase traditional trib-
al dancing as they compete for approximately $75,000 in prize money. In addition to regalia and dancing, the powwow will include hand drum contests, singing, authentic Native American food and handcrafted jewelry. All drums and dancers are welcome. “Each year the Barona Powwow brings thousands of people together to share in a celebration of tribal culture and a friendly competition for some exciting prize money," said Barona Tribal Councilwoman Beth Glasco. "Each dance performed at
the powwow carries special significance for tribal members, and this is such a unique opportunity for all of San Diego to share in these cherished cultural traditions.” Admission and parking are free. The Barona Sports Park is one mile north of Barona Resort & Casino on Wildcat Canyon Road in Lakeside. The new sports park features a covered playground, a snack bar, baseball fields, batting cages, picnic areas and a walking path. For more information, call 619-443-6612, ext. 120.

The athletes, ages 12 to 18, came from all over the United States and from as far away as the United Kingdom and New Zealand. For the competition, they were divided into 10 teams and vied for team and individual honors. The gathering is the ďŹ rst of what the gym plans to be an annual event. It stressed community, teamwork and education. Sessions provided information on nutrition, metabolic conditioning, gymnastics and weight lifting and were punctuated by competitive

Two squirrels captured on Palomar Mountain for routine monitoring have tested positive for plague, county ofďŹ cials said. The squirrels were trapped at the Camp Palomar Outdoor School, which is undergoing maintenance and is not scheduled to be used by campers until Aug. 25, according to the county Department of Environmental Health. Environmental health vector control crews plan to dust squirrel burrows on the property to kill eas that can transmit plague from squirrels and rodents to people. They also will conduct additional trapping and monitoring and post signs to warn visitors to protect themselves. SPORTS Ramona teen pulls off win at Glen Helen Raceway Ramona teenager Brandon Arthur, known as The Stinger in the off road racing world, captured his first career Pro Lite win in the Lucas Oil Off Road Racing Series held at Glen Helen Raceway in San Bernardino. Arthur, 18, has been moving up through the ranks in his rookie season in Pro Lite. In round 10 of the Aug. 1 and 2 race in San Bernardino, he put it all together with a convincing win over a field of top-notch racers.
Most of the tracks Arthtur has raced on this season were new to him, but he had raced at Glen Helen before and had an opportunity to test there weeks before the race. The testing paid off. After running fastest in practice, he went out and qualified fourth, despite a transmission issue that developed during the session. His crew was able to change the transmission and prep the truck before the race started. During the race Arthur got bottled up mid-pack and finished seventh, but he knew he could do better. On the following day, Brandon Arthur races in his bright not only was yellow Pro Lite truck. he the fastest

qualifier in his group, but the draw for inverted starting position was a zero — meaning Arthur would start on the outside of row one next to past Pro Lite
Champion RJ Anderson. In turn one it looked like Anderson would jump out in the lead, but Arthur put his bright yellow truck in the lead for good,
taking the win and setting the fastest Pro Lite lap of the weekend. “We got a good drive off the start thanks to my Toyo Tires and took the lead,” said Arthur. “I battled with RJ the whole way but he ran me clean. We had a great race and came home with the win.” Arthur, who drives a Pro Traffic Services, Competitive Metals, Rigid Industries Pro Lite, said he and his crew would not be where he is today without his sponsors: Pro Traffic Services, Competitive Metals, Rigid Industries LED Lighting, Toyo Tires, Magnaflow, Aeromotive Fuel Systems, Trailready Beadlocks, FOX Racing Shox, Wirefab, Summers Brothers, ECP Powder Coating, F&L Racing Fuels, Maxima Racing Oils, FiberwerX, graphics by Bink Designs and Master-
craft Safety Equipment. "We also welcomed Heatshield Products to our group of sponsors this race," said Arthur. "They help us with heat shielding and thermal protection on the truck. "The crew and I have been very determined to run out front. We finally got a little luck to go with all the hard work we’ve been putting into the team.” Arthur's goal at the beginning of the season was to learn the tracks and work his way onto the podium. He reached beyond that goal. His rapid ascension may be surprising to some but not to those who have seen him succeed in his many endeavors. The Ramona teen next heads to Wild West Motorsports Park in Sparks, Nev. for a race Aug. 2223.

New CIF practice rules defy common sense
It is a shame the CIF has to make rules that are covered in most part by common sense. However, in my 40-plus years in education and high school athletics I have come to realize that common sense is not always as common as it should be. Just look at some of the recent Letters to the Editor about our school board. Just because somebody votes "present" does not mean that that individual
is all there. This year the CIF has handed down rules and regulations regarding how many hours a week and how often teams can practice. The new standard for high school student/athletes participating in interscholastic athletics is 18 hours per week, which is great until one does the math. The rule states that practices, competitions,
weight training, film studies and chalk talks can only add up to 18 hours a week. Teams, such as football, can no longer have two-a-day practices two days in a row and, on such days, the combined total of hours for both practices cannot exceed four hours. Competition days, no matter how long it takes for the game or the trip to the game, count as three hours. Team meals, team bonding and equipment distribution and repair do not count. There can be no practices or games on Sundays. None of these rules apply to cheer, song, band or other extracur-
ricular activities that do not compete under the auspices of the CIF. The reason the CIF had to mandate the above guidelines is that coaches often go a little overboard and all too often flat-out cheat. Let's take a look and see how the cheaters will find a way to interpret the rules so far as to make bending them an understatement. Team meals: “Today we are going to have a four course meal. Our first course will be an appetizer.” Every member of the team will be given a cracker. After an hour of conditioning to digest
the cracker the team will get a second course: an energy bar. The team will then be given an hour to digest the energy bar while they are practicing defense. Next the main course will be a be a peanut butter and jelly sandwich. Of course one must digest such a large course. While doing so the team will work on offense. The final course, dessert, will be a Popsicle, which will be followed by a lecture on special teams, out of bounds plays, penalty kicks or relay hand-offs. After the team meal we will have a practice or our first practice of twoa-days.
On game or competition days we will have a team breakfast — shoot around, walk-through, batting practice, chalk talk — and then a bus trip on a bus that has videos of our opponents, and then a game and a real meal before we go home. Some sports play more than one game a day in tournaments. Therefore, a trip to the coast, a warmup for the first game, two hours between games, the second game warm-up and game, and the trip home will count as three hours. Bulldogs enjoy Chargers pre-season game
At top right, Ramona High School varsity football players enjoy a tailgate party, sponsored by Slater’s 50/50 Burgers and The Donut Bar, at the San Diego Chargers pre-season game Aug. 7 against the Dallas Cowboys. The Bulldog staff and players won tickets to the game and to the tailgate party from which proceeds will help fund equipment. Slater's 50/50 partners with 1 More Win, a non-profit organization founded by Disc Jockey Jesse Lozano that helps underserved high school athletic programs purchase equipment and resources. Ramona High School was selected after head football coach Damon Baldwin nominated his team. The Chargers beat the Cowboys 27-7 at Qualcomm Stadium.
ten last more than six to eight hours. A trip there, the entire meet, and the trip home count as three hours. Wrestling tournaments last over 12 hours; new math says that they count as three hours. Sundays are sacred. Not really! I know of open gyms, prayer meetings, days at the park and picnics here in Ramona that have been open to only to team members. In the old days, teams were limited to 10 consecutive weeks in the off season. Coaches got around that by forming Boy Scout troops and multi-denominational church leagues. Or the coaches would have a stooge act as the coach and then sit a row or two deep in the stands or behind the dugout and coach. With so many parents doing the same

On the books for the near future is limiting football to 90 minutes a week of scrimmaging or contact. Most teams don’t hit on Saturday or Monday. Tuesday and Wednesday are scrimmage days. Thursdays are usually non-contact days and Fridays are games. I can’t wait to see the cheaters' definition of scrimmage or contact — “Our kids were hitting bags. That is not a scrimmage. Of course the bags were very small and were being held by 11 other players trying the

They shop their kids to the highest bidders. As to whether RHS will have a difficult time adjusting to the new rules, Athletic Director and Head Football Coach Damon Baldwin, said, “We have been doing what they now mandate for about six years in football. David Tomaino, Ramona High's wrestling coach, has resigned and former wrestling coach Steve Koch will take his place, Dr. Christopher King, the school's principal, said Monday. Tomaino, coach for the past year, resigned due to family-related issues, said King. Tomaino had replaced Koch, who

coaches have too. We will have no problems." RHS went through its mandated two-week “no contact” period. During that period coaches are not to meet with players. Each school mandates its own two-week period. Next year the first two weeks of the summer are being proposed, but it is not final. It doesn’t make sense that every sport has the same two weeks off. In the past our tennis coaches have been pro-
fessional tennis instructors. That rule makes it difficult for them to make a living. Our golf coach works full time as a golf professional. Does that mean that he can’t work or that his players can’t golf at his course? The travel team coaches in soccer, volleyball, softball, baseball, etc. can’t coach their players during those two weeks. The purpose of the two-week dead period was to give the players a two-week
break. Now they just come up with substitute travel team coaches for two weeks. Guess who is getting the break!

BU14 team wins tournament championship

Ramona Soccer League's Intra BU14 team wins the championship at the Tournament of Champions in La Jolla. Pictured are, from left, back row: coach Marco Sanchez, Lucas Marin, Jimmy Cheney, Marcus Wallace, Braxton Bills, Cody Crenshaw, Mitchell Sutter, Blake Williams, Ben Knowd and coach Lynne Knowd; front row: Shawn McClure, Wade Waldhauser, Aaron Castro, Emerson Fuentes, Dustin Flack, PJ Scholl and Colin Duffy. Not pictured is Cameron Klein.
Ramona Soccer League's Intra Boys Under 14 team, coached by Marco Sanchez, not only reached its first tournament final last weekend at the Tournament of Champions in La Jolla, but came home with the championship trophy. The team started strong Saturday morning, Aug. 9, with a 1-0 victory over the Breakers with Dustin Baker scoring the game’s only goal. Dustin wasn’t finished scoring for the day. He added another goal in the team's second game against Temecula United. Jimmy Cheney and PJ Scholl added goals to give Ramona a 3-1 win. Sunday morning pitted the Ramona team against LA Galaxy South Bay. LA Galaxy got a break with a penalty kick that resulted in a goal and carried the team to a 2-1 win over Ramona. Emerson Fuentes put Ramona’s only goal into the net. Despite the loss, Ramona qualified for the finals
Sunday evening. Once again, Intra players faced LA Galaxy South Bay, giving them a chance to avenge their loss earlier in the day. "After a long weekend, it was evident that the boys were worn out, but Intra's BU10, right, and BU11, below, were among the Ramona Intra teams participating in the Dave Shelton Memorial Tournament in July.
they were able to do just enough to get the win and go home with the championship as Aaron Castro put in the one and only goal of the game to give Ramona a 1-0 victory," said Ramona Soccer League vice president David Williams.
Deputies arrest four living in creek bed Sheriff's deputies arrested four people Aug. 6 who were living in the Santa Maria creek bed on private property near B and 11th streets, according to reports. Lt. Hank Turner said the property owner had signed a "no trespass" letter with the sheriff's department. Doing so lets the sheriff's department know that anyone living on that property does not have the owner's permission. Arrested for disorderly conduct: lodge without consent were three males, ages 34, 37 and 32, and a 55-year-old female. Turner said they were living in a tent. Turner said that homelessness is not a crime but it is a crime to live on other people's property. In other news, deputies assisted California Highway Patrol around midnight, Aug. 4, when a horse was hit by a vehicle on San Vicente Road and Gem Lane. The horse was severely injured, said Turner, and a veterinarian who was called euthanized the horse.
