Currently funding that was earmarked for the Dye Road and Ramona Street proposed projects was moved to the Route 67 and Highland Valley/Dye roads intersection. Moving the LHYTHYRLK M\UKPUN ^PSS KLSH` [OL ÄYZ[ WOHZL of the Dye Road Extension for one year and delay the Ramona Street Extension for four years. Currently I don't think anyone can really predict if and when those projects will be built. I support the 13th Street Bridge and road improvement and feel that it should be completed; the bridge and paving of that stretch of road will give additional accessibility to "The Paseo," which will lead to greater commerce and thus employment opportunities. It will also provide easier access to the Ramona Library. This project is fully funded through a federal grant and Ramona will not incur any debt. This project will also provide employment opportunities. I would like to see RCPG and residents of Ramona continue to look at proposed projects such as Kelly Avenue and Vermont Avenue, from Pala Street to Etcheverry Street, that will create better drainage and provide better infrastructure for new business along Main Street and the current residents. :OV\SK ^PUK MHYTZ HUK HKKP[PVUHS ZVSHY MHYTZ IL HSSV^LK PU 9HTVUH& I feel that the current Solar Farm and upcoming solar project on Ashley Road in our rural community of Ramona is enough for now. "According to Jim Avery, SVP with SDGE, the utility will meet California’s 33% renewable energy goal by 2014 — six years ahead of schedule.� I believe that we need to carefully monitor the results of the wind and solar programs and ensure that our commuUP[` PZ ILULÄ[PUN ^P[O H ZVSPK YL[\YU VU V\Y investment before considering any additional projects. I am by no means opposed for

such projects and am for green energy; I just want to make sure that the current projects ZOV^ [OH[ [OL` HYL [OL ILZ[ HUK TVZ[ WYVÄ[able use of land for the community. However, there’s a rather formidable hill where two peaks intervene and the land rises from the valley Ă…VVY HIV\[ MLL[ PU [OL ZWHU VM MLL[ from the intersection of Warnock Drive and Ramona Street. Also of concern is how this will affect property owners within this area, ^P[O PUJYLHZLK [YHMĂ„J HUK [OL HIPSP[` [V NL[ into and out of their homes in a safe manner. The current design of this extension does not meet Department of Public Works standards. With the addition of a bridge I’d like to see access for equestrians and hikers to pass through the creek bed when riding or hiking/ walking that area. Proposed Road Project: I’d like to see road projects that would strengthen the infrastructure of Ramona. The intersection of Main Street and Pine is one of those suggestions. If that intersection was structured with a designated right and left turn lane and a through SHUL [OL ÅV^ VM [YHMÄJ PU [OH[ HYLH ^V\SK increase. Should wind farms and additional solar farms be allowed in Ramona? I’m in favor of renewable energy resources and believe they are essential for the future of Ramona and our country. Ramona currently has one large solar farm at Warnock Drive and Ramona Street and another is planned for Creelman Lane and Ashley Road. I would be in favor of additional solar farms and wind turbines so long as they don’t cause degradation to our open spaces, the rural environment for Ramona residents and visitors, or interfere with the migratory patterns of birds, or the eagles and hawks that call Ramona home. The solar panels could be placed on top of businesses/buildings and the wind turbines could placed along natural wind terrains so long as they don’t reduce Ramona residents' property values and the peace and quiet that is Ramona. If elected I will consider all projects that come before the Planning Group and study the materials so that I can make informed decisions based on the facts presented. My vision for Ramona is not a grand vision where we have all amenities of a Poway or any other large city. We are a small town spread over a large area. Regarding additional solar, large-scale solar projects should not be placed in resiKLU[PHS HYLHZ \USLZZ [OL` HYL KLZPNULK [V Ä[ into the area for which they are proposed as these projects are commercial/industrial. An ordinance should have been in place regulating the siting of large scale facilities before any were permitted. The ordinance should be tiered so that the most stringent requirements are in place for residential areas. Where homes are located above proposed solar facilities, projects should be designed to minimize impacts to those who will be looking down on them. Facilities should be sited away from main roads that go through communities. So far the Warnock Drive solar facility and the one proposed for the Creelman Substation have not met these criteria, and there is still not an ordinance in place. Regarding wind facilities, I can’t think of any place in Ramona appropriate for a large scale wind facility, and feel they should not be allowed here. What qualities do you bring to the group? I have insight into Ramona’s history, unique characteristics and special infrastructure needs. I work to keep up with current issues in the planning industry and in County Planning. Over my time on the RCPG, I have brought to the Group several items of community interest, such as policies and plans with potential impacts. Some of these include cuts in transit, changes proposed to agriculture and the equine industry, digital billboards and issues related to public safety — like the SDG&E power shut-off plan. I am knowledgeable about our infrastructure limitations — water, sewer, school, public safety and services — and will work to see they are addressed if re-elected. I think the San Vicente Road project is a waste of money and will be a disaster while going on. That $600 million plus could be better spent elsewhere. We do need to live and work together, but everybody has a say in what goes on here. I own a small home construction company, so I know how to listen to people and give them what they want. As I look around here in Ramona, there

This road is already well-traveled and connects the library at Main Street to Walnut Street just north of the river bottom. While I'm not privy to all of the reports, maps and preliminary designs regarding the 9HTVUH :[YLL[ ,_[LUZPVU HUK +`L 9VHK ,_tension, I do have an opinion. Driving these routes almost daily, I actually enjoy the rustic farm land and I already miss the dairy and the occasional newborn calf still steaming in the early morning cold. While I get that it would be a nice convenience to connect 9HTVUH :[YLL[ [V )V\UKHY` HUK L_[LUK +`L 9VHK 0 KVU[ ZLL [OH[ P[ ^PSS KYHZ[PJHSS` OLSW HSSL]PH[L HU` [`WL VM [YHMÄJ JVUJLYUZ THRL the roads safer or add evacuation routes. It's a lot of money being spent for a minor convenience or inconvenience, depending upon which side of the road you live. For now I believe efforts should be made to improve portions of Main Street and Highway 67 making these routes more accessible to pedestrians. Enhancing accessibility to those areas will make them more attractive to those companies looking to start up or relocate. This month Harbour Farm began featuring additional attractions to put families in the fall frame of mind. Stepping back in time, patrons can pan for gold and gems on the weekends, and there will be live music and a barbecue vendor this Sunday. Doug "Ranger Doug" Oliver will have western shootout skits Oct. 25 and 26. Harbour said the former Bell Gardens in Valley Center was one of several farms that inspired his creation. "I researched thoroughly a half dozen farms,"

said Harbour, noting that each was different but all were family-oriented. He has friends who own farm attractions in Northern California, where he said agritourism is a bigger business than in Southern California. Last year the San Diego County Board of Supervisors began looking into ways to make it easier for people to start agricultural ventures, showing support for agritourism. "The county has been very good about helping me out," said Harbour. "They're willing to work with me. I'm just trying to do everything with the county's blessing." Also planted on his MHYT HYL Ä]L ]HYPL[PLZ VM blueberries and four varieties of olive trees that will lead to the production of olive oil. By next spring he plans to offer blueberry picking. He also has bee hives and a licensed still to make spirits. Future farm items could include hydroponic leafy greens and Asian fruits. Harbour, a member of the Ramona Valley Vineyard Association and the Ramona Valley Winery Association, praised several local wine makers and Joey Hollacher, president of the San Diego Amateur Winemaking Society, for mentoring him,

Food & Clothes Closet Foundation offers Community Spirit scholarships First-generation college-bound students from low-income families have an opportunity to earn a scholarship through Ramona Food & Clothes Closet Foundation's Community Spirit Scholarship Program. Scholarships are open to students in [OL UVUWYVĂ„[ Z ZLY]PJL HYLH VM 9HTVUH Julian, Santa Ysabel, Ranchita, Borrego and Warner Springs. All applicants must live in one of these areas, volunteer for 40 hours in the thrift store and be accept-

ed in a two- or four-year California college, university or trade school, before they can apply for a scholarship. The intent of the program is to assist low-income families who may have a Ă„YZ[ NLULYH[PVU JVSSLNL IV\UK Z[\KLU[ Home-schooled students may also apply. Students are encouraged to attend a volunteer orientation at the store and start volunteering so that they can have their 40 hours completed before applying for the scholarship.

'Enchanted Autumn' quilt show this weekend Members of the Back Country Quilters invite all to attend the “Enchanted Autumn� Annual Quilt Show at Mountain View Community Church, 1191 Meadowlark off state Route 78 and Ash Street on Friday and Saturday, Oct. 17 and 18. Hours are 10 a.m. to 4 p.m. both days. Admission is free. This is the 15th year of the quilt show. Ray served as Electrician’s Mate 2nd Class on the Destroyer USS John R. Pierce and a PC (patrol craft). While stationed at Staten Island, N.Y., he was part of the nucleus crew for the USS John R. Pierce, which consisted of selected experienced or specialized personnel who receive training and then report prior to the ship being placed in service. The crew is responsible for the establishment of the ship's organization and will observe and monitor the installation and checkout of their respective systems prior to the ship being placed “In Service.�

I have been avid in participating in the community, including horseback riding, church and community events, and in my Ramona High School years I was a great athlete, competing in water polo, [YHJR HUK Ă„ LSK ZVJJLY HUK [LUUPZ 4` love for being outdoors and being active, enjoying the beautiful countryside VM 9HTVUH OHZ KLĂ„ ULK T` L_\ILYHU[ adolescent nature. This all came to a screeching halt on Feb. 8, 2009, at 2:15 a.m. on San Vicente Road. A should-have-been lethal accident left me in the hospital for weeks, HUK Ă„ ]L `LHYZ SH[LY 0 OH]L H MVV[ TL[HS rod in place of my femur and have had ZP_ VWLYH[PVUZ PU LMMVY[Z [V YLJVUZ[Y\J[ what was lost that night. I have been so deeply and profoundly affected in the tragedies that have befallen so many on San Vicente. Over 10 years ago it was my neighbor Deviney, whose life was taken, and a street not 50 feet from where I wrecked was named in her honor. Her younger sister who was severely injured was my close friend at the time. Since then my little brother crashed and wrecked his car not 200 feet from where I wrecked, and totaled his car, luckily unharmed. And hardly two years ago a dear friend, Torrey, also had her life taken on San Vicente. I'd venture to say that within the tight knit community of Ramona, not one of

us has not been affected in some way by these accidents. I would love to share my story of my road to recovery (that even now I am still on) and to speak out to the people (and especially all of us invincible teens-20-year-olds) of the danNLYZ VM KYP]PUN [VV MHZ[ VY [L_[PUN KVPUN truly anything to detract from the importance of being safe on that road and any road for that matter. Of all the incidents that I have just IYPLĂ… ` TLU[PVULK UV[ H ZPUNSL VUL VM said accidents involved any alcohol or substance. They all happened either late at night or in the rain. I think it's crucial for these things to be discussed and to reach out to all, especially in this time where the construction on the road is all consuming and frustrating us all. Keep balance on the school board By J. DYER I attended the “Meet the Candidates� gathering on Oct. 8. In my opinion, Bob Stoody and Roger Dohm were the only candidates who made meaningful acknowledgement of their duty to represent all taxpayers. Unfortunately, most of the evening was spent telling the RUSD community what it wanted to hear — that everything it does is meaningful, essential, and it just needs more money. There were options mentioned for RUSD if Measure Q fails. These options should have been pursued before resorting to another attempt at raising our property taxes. This educational community seems to cares more about itself than it does about homeowners who are struggling with the rising costs of taxes, goods, and services. Although this meeting was disappointing, there were times over the past few years where RUSD administrators and the school board acted in the best interests of the entire community. After voters rejected RUSD’s Proposition R in 2012, the administrators and the school board tried to trim RUSD’s budget. Their reward for trying to properly serve all taxpayers was the wrath of the Ramona teachers union (RTA). The RTA refused to accept the budget cutS T A T E

ting measures proposed by RUSD administrators and the school board. They lined the KPZ[YPJ[ VMĂ„JL OHSS HUK TLL[PUN YVVT ^P[O sign-carrying protesters railing about all the things that would happen to them, the children, and the community if their demands were not met. They claimed cuts would cripWSL [OLT Ă„UHUJPHSS` OHYT [OL JOPSKYLU HUK harm the community. The union’s exaggerated predictions of doom did not come to pass. +\YPUN [OPZ Ă„ZJHS [\N VM ^HY VM [OL \UPVU [LHJOLYZ ]V[LK [V H\[OVYPaL H Z[YPRL ;OLZL ¸JOPSKYLU Ă„YZ[š [LHJOLYZ [OYLH[LULK [V walk out on their students in an attempt to keep RUSD from meaningfully addressing its Ă„ZJHS KPMĂ„J\S[PLZ The bright side to this revealing, self-servPUN ]V[L PZ [OH[ VM [OL [LHJOLYZ ]V[LK HNHPUZ[ H\[OVYPaPUN H Z[YPRL 6US` [OPZ TPUVYity of Ramona’s teachers can claim they put JOPSKYLU Ă„YZ[ 0[ PZ PU [OPZ [OH[ `V\ ^PSS Ă„UK `V\Y W\ISPJ ZLY]HU[ [LHJOLYZ HUK ZVTL hope for RUSD’s future. In spite of the union hostility, the Ramona school board and RUSD administrators stood up to the RTA’s threats and some budget conJLZZPVUZ ^LYL THKL 0U ]LY` KPMĂ„J\S[ JPYJ\Tstances, the board showed that it will represent all the taxpayers — not just the union A R T

employees who were in its face. Since the union strike threat didn’t pay off like the union thought it would, it appears the RTA doesn’t want to deal with this same board again when budget cuts are required in the future. The teachers’ union is hoping to change the board in its favor by not supporting two incumbent candidates for the school board. The teachers union has not endorsed the reelection of Bob Stoody and Roger Dohm. :L]LU[` Ä]L WLYJLU[ VM 9;( TLTILYZ HWpear to be insensitive to the fact that every dollar that goes into their pockets comes out of someone else’s pocket. We should be wary of supporting anyone the union thinks will help it succeed the next time its teachers threaten to walk away from their classrooms.

Ramona’s varsity football team sent a strong message to Palomar League rivals by dominating the Mt. Carmel Sundevils 49-13 at home Friday night. On paper, the teams appeared evenly matched; the game was being predicted as a tight contest. In reality, Ramona dominated both sides of the line of scrimmage and executed an excellent game plan. The Bulldogs came out strong and never let up until bringing in the understudies for the last quarter. It took much less than regulation time for the Bulldogs to completely shut down any hope

A whopping 41 boys put on their suits and got in the pool for 2014. Led by team captains Taylor Holas and Garrett Klem, the team record is 9-3 overall and 2-0 in league play. After losing 12 seniors at the end of last season, this team is comprised of eight seniors, four juniors and two sophomores. Oct. 2 found the team at the Brook Street pool where they battled the Oceanside Pirate’s team. The Water Dawgs came away victorious with a ÄUHS Scoring goals in the game were: Cory Davison (3), Chase Jacoway (2), Marco Franchello (2), Eric Smith, Carson Charbonneau, Noah Legoe, Wyatt Jeffers, Jarret Beck and Matt Wallace. On Sept. 30, the boys won a close one, 9-8, versus Scripps Ranch. This was a huge win for the team as Scripps Ranch always puts a powerhouse in the pool. Goals were scored by Davison (3), Trevor White (2), Spencer Schwegler (2), and Franchello (2), with goal saves by Sundberg (5) and Holas (3).

Entire congregation involved in Fall Bazaar By REGINA ELLING It’s not just any rummage sale. It’s the 20th anniversary of St. Mary’sin-the-Valley Episcopal Church’s Annual Fall Bazaar—and all are invited to take advantage of the fun and bargains. Set for Saturday, Oct. 18, from 7 a.m. to 3 p.m., the event is much more than a sale. A drawing for a handcrafted quilt will be held, and baked goods, a variety of items for purchase and even a Friday night preview are part of this year’s celebration. "The event originally started off as a parking lot sale by Betty McCaffrey and her husband, now deceased," said Shelley Devlin, president of Women of St. Mary’s. "Betty is also the talented seamstress and quiltmaker who produces the quilt drawing prize most years. Betty and Georgie Suitor are the co-chairs of this year’s boutique side of the event.”

Goodies such as gourmet soups, homemade quiche, baked goods, Mason jar salads and barbecue hot dogs will be available to eat on the premises or to take home. Free coffee will be served all day. Debbie Benson is managing the kitchen side of the event this year. Longtime kitchen veterans Dawn Kezer and sisters Janet and Susie Sheely will also be busy baking quiches and other food items. "Cookies and punch will be served while shoppers browse the boutique and make their purchases.” As anyone who has ever helped put together a large sales event knows, the merchandise has to be kept somewhere. “Michelle and Jim Cox have been extraordinarily supportive this year, storing a lot of merchandise

at their home," said Devlin. "When it sold, they paid the fees to keep the stuff in a local storage facility. They are actually planning to tour the U.S. in their RV, but not before being on site for a couple of nights to safeguard the bazaar set-up.” Items must be collected, sorted, priced, stored and displayed. "The event has grown to the point that the entire church congregation is now involved,“ said Devlin. Funds from the event go toward outreach projects in Ramona, as well as national and international humanitarian efforts.
